A Challenging Year

T

his past year in construction has definitely not been a dull one. Policies and changes at all levels of government have raised concerns and questions about potential impacts to the industry.

The two major ones, of course, are the steel tariffs and safeguards along with the NDP Community Benefits Agreement. Also noteworthy are the new B.C. Building and Plumbing Codes (effective in December) and pending amendments to B.C.’s Labour Relations Code. Adding to all of this is the fact that more than half of Metro Vancouver’s municipalities saw a change in leadership.

Challenges are nothing new in the construction industry, and while some major hurdles

were thrown up this year, the industry is thriving.

B.C. contractors continue to deliver outstanding projects and their hard work is recognized annually by the VRCA Awards of Excellence.

The awards marked its 30th anniversary in 2018 with more than 600 attending the gala.

Multiple awards were given to prominent projects including Parq Vancouver, Emily Carr University of Art + Design, and the BC Children’s and BC Women’s redevelopment project phase 2, known as the Teck Acute Care Centre. For a second year in a row, Ledcor Construction earned the top contractor award for the Teck Acute Care Centre.

For our profile, I spoke with Mike Maierle, founder of ETRO Construction. His company

earned a VRCA Gold Award of Excellence while he was personally recognized with the VRCA U40 Award. He is an great example of what the next construction generation can accomplish with motivation and drive.

ike Maierle has ambitious goals. At 35 years old, he wants to change the world, or at least the construction world. His conviction and drive are unmistakable as he shares his vision for his company ETRO Construction, and how the industry needs to embrace technology and innovation.

“We need to build better buildings and do things faster and cheaper,” says Maierle. “There has been lots of change but the industry has been doing certain things the same way since I started in 2002. I’m tired of the inefficiency, 6

the shear waste we produce and the impact we have on the planet. It’s not acceptable.”

When Maierle sets his mind to do something, chances are good that they will get done and then some. Take for example his company, which he started in 2015 as a one-man show in his basement. In three short years, he has grown it to almost 60 employees with the company on track to reach $40 million in annual construction volume in 2019.

“I didn’t want to turn 40 and not have tried to be an entrepreneur. I had some lofty goals and we just crushed them. We’re growing at an exponential rate. It’s been very exciting,” he says.

Growing up in north Burnaby, Maierle always knew that he wanted to work in construction, exposed to the industry early on by various family members. He completed a Diploma of Technology from BCIT in 2002 and started working for Ledcor Construction as a junior estimator.

From there, he moved up the ranks quickly to project co-ordinator and then project manager.

He was involved in many projects including the Metropolis at Metrotown renovation, Holt Renfrew store at the Pacific Centre and the Crossroads mixed use development.

“By this time, I had a strong interest to start my own business. In 2008 I incorporated ETRO

but then I was asked to move to the Bahamas,” recalls Maierle.

In 2009 he was promoted to construction manager to oversee the US$400 million Lynden Pindling International Airport Expansion Project in Nassau, Bahamas. When he returned to Vancouver in 2014, he became director of preconstruction, managing the front end of Ledcor’s business. But the desire to be an entrepreneur and go out on his own was irresistible so at 32, he made the decision to quit his job to make his dream a reality.

“I was blessed with some of the best mentors in the industry. Ledcor was a great training

ground, but I didn’t want to have any regrets,” he says.

His decision has paid off. ETRO Construction is flourishing by focusing on building relationships with clients and creating a strong company culture that fosters teamwork, mentorship and innovation. Starting with small jobs, the company now is one of Vancouver’s fastest growing construction management and general contractors. A recent tough project that highlights the company’s abilities was the interior fit-out and finishes for both the JW Marriott Spa and Victor Steakhouse at Parq Vancouver. Located in downtown Vancouver, Parq is a 775,000-squarefeet entertainment destination featuring two luxury hotels, a conference centre, eight restaurants, bars and lounges, hotel ballroom, parkade, retail space and the Edgewater Casino.

Challenges on this project included an aggressive schedule, working within the larger footprint of a very active site and coordinating with multiple teams and EllisDon. “Working as a TI contractor, we had to hit our date or the whole building wouldn’t have received occupancy. The restaurant was built in four months — no one else could’ve done it.

set to start and was able to turn the whole thing around,” says Maierle.

Their efforts on the project were recognized with a 2018 VRCA Gold Award of Excellence in the general contractor, tenant improvement category. Maierle was also personally honoured with the 2018 VRCA U40 Award, given to an individual under 40 who has made a significant contribution to the industry and has demonstrated outstanding leadership.

“To be in our third year and win a VRCA Gold Award is incredible. We beat out some big players and it shows that in a very short time we’ve gained a lot of traction in the market,” he says.

And the Vancouver market is busy. The majority of ETRO’s projects are located in the city and that was strategically planned, according to Maierle. “Our focus is Vancouver and we’ve been strategically taking jobs on main thoroughfares where we can get good exposure — Hastings, Cambie, Broadway.”

Current projects include The Columbia, a rental building on West King Edward; Campbell Residences; Quanjude Restaurant; Kits Walk, a 15-unit rental building; and the First West Credit Union office building in Langley, the company’s largest project to date. ETRO also does work for retail clients such as Muji in Western Canada and Native Shoes.

Maierle says he is surprised at how quickly the company has grown, but credits it all to an amazing team.

“We have a focused, intelligent and passionate group that believes in what we’re doing. We work ethically, we work as a team and our focus is on training the next generation of construction professionals.”

Training the next generation is critical as the construction industry faces increasing demand for workers. ETRO is committed to continuous professional development and ensuring organic growth. “If we can’t grow our people within, it’s going to be a struggle. Team development is a huge focus for us — guiding careers and providing opportunities.”

While Maierle currently oversees every project, his goal over the next three years is to step back from the day-to-day operations to concentrate on bringing changes to the industry.

“I love getting out — meeting clients, solving problems and mentoring my team,” he says.

“Up until now I’ve been busy building a business but now that I have more time, I really want to push for change. I want to drive this industry to a better place by using technology and innovative solutions.”

ETRO is innovating by leveraging various systems, programs and construction methods that include Passive House, Zero Emissions Building, Green Built, CLT construction, BIM and prefabrication. The company is also aiming to be paperless by 2020.

“We want to be stewards and leaders in the industry. We’ve moved our company to Procore

and we are moving fully to lean processes for the entire company by the middle of next year,” says Maierle, noting the company is in the process of hiring a director of innovation. “We are investing heavily in technology. I want to go out and do more speaking engagements and share lessons learned.”

The father-of-three is a frequent speaker at industry events and volunteers his time as the chair of the real estate, construction and development committee for BC Children’s Hospital.

While success can be measured in many ways, success for Maierle will be when he has a “Wall of 100”.

“When I have 100 employees who have been here for over 20 years — that’s when I’ll know that I’ve had success,” he says. “I want to get to that Wall of 100.”

Bigfoot Crane Rises to the Challenge

Approached by Weststone Properties and Fourth-Right Construction, Bigfoot Crane Company Inc. (Bigfoot) was challenged with the task of providing crane coverage for the entire Scott Road Transit Village construction site project in Surrey, British Columbia.

This project furthers the vision that the City of Surrey has to revitalize the transit corridor and provide residents with close proximity to transit, given its location adjacent to the Scott Road Skytrain station.

The Scott Road Transit Village is a remarkable project furthering Surrey’s residential and commercial offerings, providing both people and businesses with new opportunities.

Comprised of two large phases, the Transit Village will house approximately 500 rental units, a parkade along with six-storey wood frame apartment buildings to be constructed above.

Located at 12661 110 Avenue, the Scott Road Transit Village includes nine commercial/retail units, 514 residential units and is a total of 376,836 square feet.

Bigfoot was up to the challenge and eager to support this project’s success. Ryan Burton, Bigfoot managing partner, acknowledges the unique challenges that they faced on this project to help bring it to life utilizing their diverse fleet of cranes.

One of the biggest challenges for this project was the fact that Bigfoot had to build in a particularly boggy area. This meant numerous piles were needed (approximately 5,000) and that the crane bases themselves had to be specially designed to meet the needs of the terrain.

Another challenge that this project provided was that the cranes had to work in a particularly small footprint. All four cranes had to be overlapping to ensure full coverage, creating a safety issue all the while working with electrical power supply limitations.

Bigfoot was able to overcome these challenges by utilizing their diverse fleet of cranes along with numerous solutions to help drive this project forward.

To address the safety issues that arose with having numerous cranes working within a small footprint, Bigfoot ensured that all their cranes were outfitted with an electronic system called a “zoning system” or “anti-collision system”.

This advance system allows the cranes to “talk” to each other so that they understand their proximity and will slow down to a stop if they sense something in their path.

The addition of Potain MDT219 to the Bigfoot fleet helped to resolve the issue of an insufficient power supply to the site. Burton notes that this machine can “dial the power right down low” so that it is able to work on very little power. It

includes several technologies as well that help to ensure safety on the site.

In addition to the technical solutions provided, Bigfoot also managed a progressive crane installation and maintenance schedule to ensure that the cranes were installed and removed as needed to maximize the site’s productivity. Scheduled maintenance minimized any downtime.

Priding themselves on their ability to adapt and innovate regardless of the challenge, Bigfoot continues to look to the future with an eye for expansion and making the impossible possible.

Legalized Cannabis Post legalization sees little change

W

hen BC Construction Safety Alliance last spoke with Dave Earle about the potential impact on the construction industry of legalizing recreational pot, he predicted that little, if anything, would change in terms of overall use.

Having passed the one-month mark of cannabis legalization in Canada, it appears that Earle’s predictions were on the money. Outside of perhaps a slight uptick due to the novelty factor, those who have never used cannabis aren’t starting, says the president of the BC Trucking Association, who is also an expert on impairment in the construction industry.

Neither has there been any change to Earle’s standard message when it comes to marijuana (or anything else that impairs someone at work, for that matter): The most important thing employers can do is to have conversations about impairment in general and focus on how to support supervisors to effectively deal with problem situations.

Earle understands how difficult those conversations can be in an industry where impairment is in the culture. Alcohol, for example, has a long tradition of being used as a reward for a good day’s work and to build camaraderie, he notes.

“But it’s just a conversation, and it can give people the tools and confidence to try,” he adds, stressing that it’s also important to avoid overre-

acting if someone does admit to being impaired.

“If the immediate response is to send a worker home because they are impaired, then no one is going to admit anything if a supervisor asks about their behaviour. Maybe a better way is to find something else that person can do for the day.”

Overall, it’s time for the industry to move forward by acknowledging the issue of impairment and challenging old assumptions, difficult as that might be at the beginning, says Earle, who has been speaking to contractors about marijuana and construction at various events, including BC Construction Safety Alliance’s 2018 regional contractor events and Bridging the Gap (BTG) conference.

Earle related a story from BTG that sums up what he hopes will be the way forward for the industry: “A man was telling me that he is afraid to let his son watch TV or listen to the radio because of all the cannabis ads. So I asked him, ‘Do you think he won’t be exposed anyway?’ By not addressing the issue, you allow others to have the conversation with your 14-year-old. It’s the same for our industry. This, to me, represents the next level of OH&S, the last difficult piece: To engage with the workforce without cajoling or punishing.”

Cannabis Act In April 2017, the Government of Canada introduced Bill C-45 with the goals of keeping cannabis out of the hands of youth and keeping profits out of the hands of criminals and organized crime. The Cannabis Act received royal assent on June 21, 2018. The federal government legalized non-medical cannabis on October 17, 2018.

Canada is now the second country in the world to legalize recreational cannabis.

Implementation of the new law is a shared responsibility between the federal, provincial and territorial governments.

Adults who are 18 or 19 years of age or older (depending on the province or territory) may legally: • purchase limited amounts of fresh cannabis, dried cannabis, cannabis oil, cannabis seeds, or cannabis plants from retailers authorized by the provinces and territories; • possess up to 30 grams of dried legal cannabis or equivalent in non-dried form in public; • consume cannabis in locations authorized by local jurisdictions; • grow up to four cannabis plants per household (not per person) for personal use, from licensed seeds or seedlings from licensed suppliers; • share up to 30 grams of dried cannabis or equivalent with other adults; • make legal cannabis-containing products at home, such as food and drinks, provided that dangerous organic solvents are not used in making them.

Reducing the risk of serious injury early 1990s, asbestos is the cause of the highest number of deaths in the construction industry. Workers exposed to it can develop and die from lung diseases such as asbestosis and mesothelioma. Workers exposed to asbestos three decades ago are showing the effects years later, and workers performing maintenance, repair, and renovation work today are also at risk.

Falls from heights Falls are a leading cause of serious injury in construction; including falls from ladders, scaffolding and other raised platforms. One of the areas of focus under this strategy is to help prevent falls from heights in residential construction where we are increasing awareness and education among residential prime contractors and general contractors around the proper installation and use of roof anchors.

In B.C., about 160,000 workers earn their living in the construction industry, with sectors including general construction, heavy construction, and road construction and maintenance. There are approximately 42,000 employers, with 90 per cent being small businesses. The industry has a serious injury rate three times higher than other industries in the province and last year 7,723 workers were injured in the construction industry.

Over 1,200 of those workers were injured in a fall from an elevation, many suffering serious, life-altering injuries.

While much has been accomplished and much has improved in health and safety in construction worksites around the province, these numbers show us that there is still much more that needs to be done.

Crane operation With approximately 250 tower cranes being operated in B.C., crane operators are working on sites that are becoming busier as the density of construction increases. Incidents involving cranes include contact with other cranes, with structures, and high-voltage overhead power lines. In addition, all repairs, modifications, or upgrades must be approved by the original manufacturer or professional engineer, but this doesn’t always happen. BC Crane Safety has been working for two years on a new crane operator certification framework that includes being ISO 17024 certified. BC Crane Safety explains this change as the crane operator “right to title” and “right to practice.” The new BC Crane Safety crane operator certification framework will be fully implemented in 2020.

Our high risk strategy enables us to work with industry to help demonstrate the importance of employers’ and workers’ roles and responsibilities for workplace health and safety, specifically training and supervision and developing safe plans and procedures before beginning work.

Through industry partnerships with stakeholders such as the BC Association for Crane Safety and the BC Construction Safety Alliance, we are developing resources to support these initiatives. Inspections will focus on these areas, and prevention officers will provide guidance and recommendations for improving health and safety.

Safety Leaders are Change Agents

I

n today’s organizations, safety people do not need to be safety experts, they need to be change agents and influencers. Of course, organizations still need professionals and experts to help provide guidance and implement health and safety management systems, but that’s no longer enough. Organizations today need safety leaders who are effective at leading change and influencing others.

Some organizations still refer to the safety leader as that “safety guy or safety girl”; however, safety is about more than boo-boos and bandaids. While an important part of health and safety is about ensuring everyone goes home safe each night to their families, it should also be about incorporating it as a whole business approach and integrating it throughout the organization.

Many organizations are now starting to change the way they look at their safety leaders from the traditional safety person to an “operational leader” that adds value to the business through health and safety and environmental performance.

As part of that change, safety leaders have, or are starting to focus more on the influencers that help to drive change and build culture. A company’s safety leader doesn’t need to be just a safety person either. In fact, it’s far more important that they’re a change-agent.

Want and the Will From the Top One of the first things a successful safety leader needs is backing from the CEO and the rest of the executive team. If not, everything is just semantics. Safety leaders need to have the “want and the will.” If there is a want and a will for 14

change from the top, then that’s when leaders implement changes and make things happen.

This does not necessary mean that the senior leaders are active safety influencers and champions (although many are); however it does mean that they will support any safety initiatives, which is key.

Sometimes safety people don’t feel like they have the support of their senior leaders, and this is usually not the case. In fact, oftentimes what is found is that senior leaders want to or are trying to support safety people, but their challenge is that they either don’t know how, or what the support should look like.

For some senior leaders, health and safety is not always be at the forefront, but they are active supporters and the want and the will is there, even if the safety people do not feel supported.

Sometimes leaders just need some guidance from the safety people to get a better understanding of what support is needed and how they can help.

Safety Leaders Need to Be Visible Leaders Many organizations speak about visible leadership. This is one of the three key traits of being an effective leader, regardless of which discipline a leader is operating in. In the health and safety space, not only do safety leaders need to visible, but they need to be effective influencers and have the ability to connect with all level of employees and sub-contractors working for the organization.

Leaders need to schedule time as part of their regular routine and actively engage with people in the field, rather than just talking about it from

the office. This is not a new concept, but it does take demonstrated effort to take the time and make it happen.

While on site, it is important to recognize that everyone comes from different experiences and that sometimes a senior leader visiting from the office could be viewed as another suit taking a tour of a site, saying that “it’s going to get better” or “things are going to change”. Generally site people have heard it all before, especially the longer-term employees. For real change to happen, leaders have to engage with and talk to all levels of employees, not just the supervisors.

One of the most important considerations is follow up and follow through. This means asking questions, following, even if the answer is no, but always ensuring to close the loop.

The other key traits of being an effective safety leader include being operations focused and being reachable.

A common problem within the industry is that many safety people develop standard practices, procedures and solutions that are not operationally practical. Safety leaders should consider solutions and develop material that are operations focused, with a practical and pragmatic approach. Everything has to be operational focused otherwise you run the risk of people just not adhering to it.

The last key trait is to be reachable. This may seem like a simple concept to most, but if a safety leader doesn’t pick up their phone, eventually they will stop receiving calls. Safety leaders should think of themselves as internal safety consultants and actively engage with operations.

People Make Decisions in the Moment Everyone has heard the expression, “no one wakes up wanting to get hurt” (but they do); however in reality, it goes deeper than that. The fact is, people make decisions in the moment.

Good or bad, right or wrong, they make decisions. And those decisions are largely reflective of the culture that the organization creates.

Leaders shape the culture of the organization.

This is not a new concept, but rather a reaffirmation that leaders must lead the change in order for it to happen.

Safety leaders need to be the change agents that can come in and personify the “want and the will” from the executive level, and then put their boots on and have real conversations about safety with frontline workers.

Celebrating 30 Years The Vancouver Regional Construction Association’s 30th annual Awards of Excellence on October 23 was a celebration of the construction industry’s finest companies and individuals.

The milestone anniversary gala showcased our Silver, Gold and Outstanding Achievement Award winners, our industry partners, and ensured networking time for the 650 plus guests.

The evening was the culmination of several weeks of presentations, judging and award deliberations. The process attracted 205 nominations and shone the spotlight on projects from across the province representing more than $2 billion in construction value. It was the biggest, fiercest competition yet!

In addition to the 15 Gold (project) Award winners, the evening saw the presentation of a Heritage Award, an Innovation Award and nine Outstanding Achievement Awards, the latter recognizing individuals and companies who have demonstrated excellence in certain fields.

I would like to thank the judging panel led by Tony Everett and Bob Proctor, co-chairmen of the Awards of Excellence Committee, and judges Peter Bazilewich, Amanda Caverly, Mel Flathen, Dan Gnocato, Dolphe Hoffman, Steve McConnell, Rick Stockstad, Bob Tomyk and project

manager, Andrea Ringrose, for their time commitment and passion for the judging process.

Each year, the judging process flushes out trends that reflect the state of the industry. This year, we saw how the use of technology on job sites is continuing to expand, with more contractors using computer terminals and tablets for such things as drawing reference and real-time access to change orders. In a similar vein, the use of drones is on the rise to record progress updates and produce content for marketing departments.

We also saw wood used in new and innovative ways, from interior finishes such as dropped ceilings using cross-laminated timber to exterior cladding. And there’s been a remarkable uptick on sustainable construction practices over prior years, from recycling and reducing the amount of material packaging on site to ever-improving HVAC systems and controls.

It was also evident that companies are finding it increasingly difficult to find the workers they need — our buoyant market and aging labour pool makes this a trend that is likely to continue. At the same time, we are delighted to see a marked increase in the number of women in key leadership positions.

B.C.’s construction industry is the crown jewel in Canada’s construction landscape. While it

leads naturally, it is also very humble. I want to acknowledge our industry — across the entire supply chain — for the work you do, the dedication and professionalism you bring to each project and your achievements that are the complex, state-of-the-art buildings and infrastructure that we use every day.

GENERAL CONTRACTOR OVER $50 MILLION Ledcor Construction Limited — BC Children’s and BC Women’s Redevelopment Project Phase 2

Building a state-of-the-art facility to deliver critical care to children in B.C. made the Teck Acute Care Centre (TACC) project extra special for team members.

“This was more than a construction project for us. It was an opportunity to make an impact by building a world-class facility that has transformed the delivery of care for the children and women of B.C, and their families,” says Peter Hrdlitschka, Ledcor president, construction.

Officially opened to patients in October 2017, the TACC is Phase 2 of a $680 million redevelopment project at the BC Children’s and BC Women’s hospital campus. It provides muchneeded modern space for the specialized care of sick children and complex obstetrical cases.

The project was delivered as a public-privatepartnership (P3). The Affinity Partnerships consortium was selected by the PHSA to design, build, finance and maintain the centre for 30 years. Construction was led by the CWH Design-Build GP, a partnership of Ledcor and Balfour Beatty Construction.

The facility is eight storeys above grade with one level of underground parking. It features 231 single-patient rooms, 87 outpatient beds and new clinical education and research spaces. The centre houses a number of departments including medical/surgical inpatient units, emergency, medical imaging and procedural suites, hematology/oncology and pediatric intensive care. It also 18

includes a high-risk birthing centre and a new neonatal intensive care unit.

Construction began in spring 2014 with the demolition of three buildings to make way for the centre. Substantial completion was achieved in July 2017. More than 900 workers were on site at peak to deliver the 640,000-square-foot building. Crews poured 32,600 cubic metres of concrete and installed 4,600 tonnes of rebar to complete the structure. The exterior features a combination of zinc paneling, glass curtain wall and colourful glass fins.

One of the biggest challenges was the constrained site with the new facility surrounded on three sides by buildings, which remained fully operational during the construction period. Being located on the existing hospital campus also meant limited site access. All deliveries had to be flagged through the campus to the project delivery area. An aggressive schedule along with the many complexities associated with being a healthcare facility made this project unique.

ZGF Architects in joint venture with HDR | CEI led the design for the new facility. Lean and evidence-based design strategies were used to create flexible, efficient and familycentred spaces that support the delivery of modern healthcare.

“The metrics and organization strategies that the health authority put in place really help drive and organize the thinking behind our competi-

tive design that was selected,” says Allyn Stellmacher, a partner with ZGF. “It was a very elaborate program but well organized by the client and structured in a way that allowed us to drive a unique and appropriate solution for them.”

The goal was to have a highly efficient design while providing the best compassionate and caring environment, according to Troy Ransdell, vice president, healthcare HDR | CEI. “The facility is delivering this next level of service to this vulnerable population and providing them with the type of amenities and

A great deal of effort was put into the mapping of the building clinical efficiencies and flow.”

Wayfinding is critical in a complex building such as a hospital. Inspired by B.C.’s natural beauty, each floor has its own colours and themes from mountains and forest to sea creatures and other animals reflecting the different regions of the province.

Sustainability was another key design driver.

Targeting LEED Gold, the centre features green

roofs, drought-resistant native planting, lowflow plumbing fixtures and high performance lighting. Wood is used throughout public areas including the large canopy at the main entrance that carries into the lobby.

“We are a 24/7 active acute care hospital — the only one in the province for children and women, serving the population across B.C. as well as the Yukon,” says Eleanor Lee, Provincial Health Services Authority (PHSA) executive director and chief project officer. “I think the acute care centre sets the bar for a children’s hospital.

We have put lots of thought and effort in designing the spaces with holistic healing in mind — to support families in every way we can during an extremely stressful and anxious time.”

The successful delivery of the project earned Ledcor the top 2018 VRCA Gold Award of Excellence for a general contractor over $50 million.

“I’ve spent almost four years working on the TACC project, and to win Gold at the VRCA Awards was such a proud moment for our team,” says Ledcor project manager Stephanie Valentinuzzi.

“To see the children, their parents, clinicians and staff using the facility has been truly amazing and it put everything into perspective as to the importance of this facility.”

A VRCA Gold Award of Excellence was also given to Fred Welsh Ltd. (mechanical contractor). Amico Accessories Inc. (manufacturer and supplier) earned a silver award.

GOLD GENERAL CONTRACTOR $15 to $50 MILLION Graham Construction and Engineering LP Metrotown Station and Exchange Upgrade

The new Metrotown Station and Exchange Upgrade is twice the size of the original at 10,400 square feet and includes eight escalators, three glass elevators, mezzanine with stairs and provisions for connections to the future passerelle to Metropolis. The project included four new points of access to the platform, extended roofs covering the whole station, three station vestibules, three ancillary buildings, bike storage, plaza with trees and furnishings for the complete length of the station. A fully upgraded stretch of Central Boulevard from McKay Avenue to South Mall Entrance included underground utilities, paving, curbs, sidewalks, bus lane with shelters for the routes relocated from the Metrotown bus loop, new signage and wayfinding package.

Graham’s scope of work also included an innovative approach to the erection of two 250 foot long roof trusses above the guideway and fit-out of electrical, mechanical, glazing, roofing, cladding, and safety systems.

Safety was paramount in a live train environment with the team managing an average of 50,000 passengers every day. Crews worked countless night shifts to successfully tackle changes and challenges, completing the project ahead of schedule.

GOLD GENERAL CONTRACTOR UNDER $15 MILLION Peter Kiewit Sons ULC — Powell Spillgate Rehabilitation Installation

The Powell Spillgate Rehabilitation Installation project involved the seismic upgrade of a 108-year-old hydro dam, including installation of dedicated gate hoist systems and a spillway control system for seven remotely controlled gates, and in-place removal and replacement of 19 radial gates.

This challenging project included working on an active reservoir while also in close proximity to multiple 132kV active high-voltage power lines overhead. Environmental risk mitigation was also a priority, as the construction team worked in an active fish habitat and around a third-party effluent line running along the dam face.

With the facility producing power throughout construction, and the spillway structure maintaining the level of Powell Lake, the Kiewit team operated on a seasonal installation window that required short-notice stand-downs during freshet conditions.

Kiewit Engineers developed a project-specific isolation bulkhead system integrated into the segmented crane barge utilized for the project. The system included innovative procedures to anchor the barge, allowing installation work to continue during spring and fall flood events. A large part of the success of this project was Kiewit’s ability to complete construction while the facility remained operational.

GOLD GENERAL CONTRACTOR TENANT IMPROVEMENT ETRO Construction Limited — Parq Vancouver

Located in downtown Vancouver, Parq Vancouver features two luxury hotels, a conference centre, eight restaurants, bars and lounges, hotel ballroom, parkade, retail space and the Edgewater Casino.

ETRO Construction was responsible for the interior fit-out and finishes of the Parq Spa and Victor Steakhouse totalling more than 20,000 square feet. The scope of work included the entire 17th floor spa, gym, and elevator corridor and the 6th floor Victor Steakhouse — front and back of house and outdoor patio.

Challenges included working on two smaller sections within the greater footprint of a very active site and coordinating with multiple teams and EllisDon. The start date for construction of the Victor Steakhouse was delayed due the interior designer being changed when construction was scheduled to commence. Despite this, ETRO and its subcontractors were able to accelerate the construction schedule to meet the initial completion date and open for the Christmas rush.

GOLD DIRECTOR’S TRADE AWARD OVER $7 MILLION Starline Windows – 3 Civic Plaza

Rising 52-storeys, 3 Civic Plaza is the tallest building south of the Fraser and a landmark that visually establishes Surrey City Centre. The mixed use development consists of a residential tower, a 144room signature hotel and commercial components. Designed by ZGF Architects, The architecturally striking tower is a development by Century Group in partnership with the Surrey City Development Corporation.

Structurally addressing the different uses of the building cost-effectively led to an innovative external concrete shear wall on the residential tower.

Starline Windows produced the guitar-pick-shaped windows that make the structure’s exterior walls distinctive. Starline Windows supplied and installed the residential, hotel and office windows for this project. General contractor ITC Construction broke ground in May 2014 and achieved substantial completion April 2018.

GOLD FOUNDER’S TRADE AWARD OVER $3-7 MILLION West Coast Cutting & Coring Group Ltd. Ruskin Dam and Powerhouse Upgrade Project

Located east of Vancouver on the Stave River, the Ruskin Dam and Powerhouse provides power to homes and businesses across B.C. For the Powerhouse aspect of this project, West Coast Cutting & Coring Group had to complete several tasks.

These tasks included the cutting of a 9-meter-diameter (29.5-foot) steel pipe, the dissection of a stator into six pieces, the removal of numerous concrete bases and the creation of 1.5-meter (5-foot) by 7.5-meter (24.6-foot) openings between the three levels of the powerhouse to aid in the cooling of the new dam generators. There were a number of factors complicating this job, both from an environmental aspect and in terms of specifications.

On the reservoir side of the dam, underwater wall sawing techniques were employed to cut slots for the coffer dam. A Husqvarna WS 360 hydraulic wall saw fitted with a 61-centimeter-diameter (24-inch) blade made the required cuts. Each slot took seven days to complete with a crew working 12-hour shifts.

GOLD PRESIDENT’S TRADE AWARD $1-3 MILLION Columbia Glazing Systems Inc. – Five Ten Seymour

Five Ten Seymour is a 10-storey office and retail boutique located in downtown Vancouver. The 82,000 square foot development includes 5,000 square feet of retail and is targeting LEED Gold certification.

Designed by MCMP Architects, this building features contemporary curtainwall glass with inset wood grain metal details. It was constructed on a tight footprint in close proximity to adjacent buildings, roads and sidewalks.

Building areas include one level of commercial space with office and amenity space above.

Tenants have full access to an outdoor rooftop deck and a common amenity floor featuring a yoga studio and end of trip facility. As well, two levels of below grade parking are accessible for building occupants by the vehicle elevator. The project was completed in February 2017 by Ledcor Construction.

GOLD CHAIRMAN’S TRADE AWARD UP TO $1 MILLION Seagate Structures Ltd. UBC Brock Commons Phase 1 Student Residence

Brock Commons Tallwood House is a university residence on the campus of UBC which provides housing for 400 students.

The project is unique in that it is hybrid mass timber and concrete structure.

It is currently the tallest wood building in the world at 18 storeys.

The schedule for the Brock Commons Tallwood House project was very aggressive. Design and approvals took eight months, and construction, starting in November of 2015 through to completion in May 2017, took 18 months. Onsite construction was broadly divided into three phases: concrete, mass-timber structure and building envelope, and interiors and building systems.

Seagate Structures installed the CLT floor plates, the glulam beams and floor columns.

The average speed of the mass-timber erection and envelope installation was two floors per week. This included the erection of the columns and CLT panels, encapsulation of the wood components with a single layer of gypsum board, the pouring of a concrete topping, and installation of all but one of the envelope panels.

GOLD MECHANICAL CONTRACTOR AWARD OVER $9 MILLION Fred Welsh Ltd. BC Children’s and BC Women’s Redevelopment Project

The Teck Acute Care Centre is an eight storey, 640,000 square foot expansion at BC Children’s and BC Women’s Hospital. Construction of the TACC was part of Phase II of the $680 million redevelopment project. Construction began in May 2014 with the facility officially opening to patients on October 29, 2017.

As the mechanical design-assist contractor, Fred Welsh Ltd. provided valuable input during all of the design and construction phases. Fred Welsh provided the full mechanical including HVAC, plumbing , med gas and fire protection.

The early design-assist procurement on this P3 project allowed the team to be on site and start the construction process much earlier than in a traditional bid-build procurement model. This was critical for the success of the project.

Challenges included working on an operational hospital campus; on time material procurement and deliveries; and lifting and placement of large equipment, requiring extensive coordination and planning. Ledcor was general contractor.

GOLD MECHANICAL CONTRACTOR AWARD $3-9 MILLION Division 15 Mechanical Ltd. West Vancouver Public Service & Municipal Hall Building

The project involved adding 57,000 square feet of new space to the municipal facility, including the construction of a full police services building, increasing the size of the current city hall, construction of a new parking structure, and seismic upgrades to the existing facility. The project is targeting LEED Gold equivalent.

Division 15 completed mechanical work as part of a lump sum project.

The scope of the mechanical work included: heating water, chilled water, domestic water and condenser systems; two heat recovery ventilator systems; a complete domestic water distribution system, fire protection, plumbing, HVAC, boilers, RTUs, BACnet.

This complex addition required tying into a fully occupied operational building, the replacement of the entire facade of the building as well as switching over the electrical, sanitary and storm systems while maintaining operations. The project required careful phasing in order to build a new parking area, as the existing parking structure needed to be demolished in order to construct the new building.

GOLD MECHANICAL CONTRACTOR AWARD UP TO $3 MILLION Gisborne Industrial Construction Ltd. BC Hydro Wahleach Powerhouse Fire Protection System

BC Hydro’s Wahleach Generating Station (WAH) is located 25km east of Chilliwack, B.C., immediately adjacent to the Trans-Canada Highway. The power house consists of a 63 MW single unit hydro-electric power plant that was commissioned in approximately 1952, with an average annual energy production of 245 GWh. Gisborne’s scope of work included design, supply, installation and commissioning of the fire protection piping for the replacement of the entire system. Works also featured piping, valve stations, sprinklers and expansion to the high bay area of the Powerhouse that was previously unprotected. The existing electrical fire protection equipment was also modified and expanded to accommodate changes associated with the fire protection system upgrade.

All piping and fittings was shop fabricated cut groove, extremely rare for a fire protection system. This was a unique project for Gisborne because nearly all previous sprinkler work for BC Hydro was flanged/ welded pipe.

GOLD ELECTRICAL CONTRACTOR AWARD OVER $5 MILLION Allteck Line Contractors Inc. Shinish-Pennask 34.5kV

This $9 million project for Allteck Line Contractors included the engineering procurement and construction of a 35km (34.5kV) line for the Shinish Creek Wind project, which connects five 3 MW Wind Turbine Generators to the BC Hydro grid. The transmission facility was a single circuit 35kV overhead line and ADSS fibre optic cable running beneath the conductors. The majority of the collector line is located on vacant crown land and parallels BC Hydro’s 500kV Circuit 5L098 an appropriate distance of 21km.

Allteck’s scope of work included obtaining all required permits, engineering design of powerlines, construction of all access roads and clearing of the right-of-way.

Significant clearing, logging, and road building was required along the narrow right-of-way in order to facilitate powerline construction. The project required an expedited EPC approach to complete the scope of work in an eight month period. The five month project was completed in December 2016.

GOLD ELECTRICAL CONTRACTOR AWARD $2-5 MILLION Western Pacific Enterprises Johnson Street Bridge

The Johnson Street Bridge Replacement project was a major undertaking to replace the existing Blue Bridge spanning the narrows of Victoria’s Inner Harbour. The replacement bridge was necessary as the existing bridge was not built to current seismic codes and was reaching the end of its service life. The new bridge includes three vehicle lanes, on-road bike lanes, multi-use trails, and a dedicated pedestrian path.

The Johnson Street Bridge boasts the largest span of any single-leaf bascule bridge in Canada at 46 metres in length. This eye-catching bridge features an innovative hydraulic ring and cradle lifting mechanism creating a nearly silent movement.

Western Pacific Enterprises (WPE) was responsible for the supply and installation of all electrical systems, including decorative lighting system, bridge control and fire alarm system.

The overall project met many schedule setbacks and delays making WPE’s portion of works particularly challenging. The project team faced challenges during construction due to barge access and material logistics.

GOLD ELECTRICAL CONTRACTOR AWARD UP TO $2 MILLION Status Electrical Corporation Fraser Valley Cancer, ACU & Chemo Expansion Phase 1

The BC Cancer Agency Fraser Valley Centre underwent a major expansion with a new chemotherapy unit with more research space and enhanced patient-focused services to improve cancer care for patients and families in the Fraser Valley region.

Status Electrical began work on Feb. 2017 with completion in Nov. 2017.

The scope of work included modifications to the existing Building B Level — 1 and main electrical room and modifications to the FVCC — ACU electrical distribution. As part of the FVCC—ACU electrical upgrade at Surrey Memorial Hospital, Status supplied and installed the brand-new assembly of the 600V to 120/208V switchboards.

Working within an operating hospital required that shutdowns be minimal and downtime be prevented. One of the biggest challenges was to prevent any life-threatening incident that could risk the life and safety of the patients, public health and welfare during the integration of the new and old 600V/120V/208V power distribution with the existing electrical infrastructure.

INNOVATION AWARD UBC Brock Commons Phase 1 Student Residence Urban One Construction Management Inc.

At 18 storeys and 53 metres in height, Brock Commons Tallwood House is currently the world’s tallest mass timber tower.

Located on the University of British Columbia campus in Vancouver, the 404-bed student residence building officially opened in July of 2017.

Designed by Acton Ostry Architects, the Brock Commons residence is the first mass wood, steel and concrete hybrid project taller than 14 storeys in the world. The 162,000 square foot building has a concrete podium and two concrete cores, with 17 storeys of cross-laminated-timber floors supported on gluelaminated wood columns. The podium level is wrapped with curtain wall glazing and glass spandrel panels.

UBC Brock Commons Residence is a groundbreaking project utilizing advanced wood-based building systems, physically demonstrating the applicability of wood in the tall-building market. The project utilized cutting edge virtual design and construction modeling, and it used extensive offsite prefabrication including the structure, the building envelope panels, the main roof panels and some interior items.

The project achieved erection of 17 floors of wood structure in nine working weeks during summer 2016, including prefabricated panelized building envelope installed at the same time. Extraordinary teamwork was key to the success of this project.

Burrard Bridge Rehabilitation — Graham Infrastructure LP

Completed in 1932, the Burrard Bridge is an iconic landmark in the City of Vancouver and is one of the few Art Deco bridges which exist in the world. It spans False Creek north to south along Burrard Street, connecting the downtown peninsula with the south and west reaches of Vancouver.

The bridge was aging and several components were significantly deteriorating. The rehabilitation of the bridge preserved its heritage while improving safety and convenience for pedestrians, cyclists and vehicles on this vital throughfare.

The Burrard Bridge Rehabilitation project’s scope included completing structural rehabilitation on select sections of the bridge, localized widening and an extensive electrical upgrade. The work consisted of concrete fence removal and replacement, widening at the north end of the bridge, stair and sidewalk overlay, installation of custom precast barriers, concrete shear keys, bearing replacement, FRP strengthening of existing concrete members, concrete repairs, installation of steel fencing, installation of access catwalks under the main span and installation of new street lighting and electrical distribution system.

Graham Infrastructure began work in March 2016 with substantial completion in October 2017.

BC Children’s and BC Women’s Redevelopment Project Phase 2, known as the Teck Acute Care Centre, features single-patient rooms, a larger children’s emergency department, additional patient beds and an expanded neonatal intensive care unit.

This project included the procurement of over 23,000 pieces of specialized medical equipment and furniture worth more than $80 million.

Complete engineered aluminum sunshade wall assembly manufactured off site as modular sections that were then craned into place to give the appearance of one continous structure. Complete shop drawings and engineering were provided by Engineered Assemblies. These modular sections were connected back to the substructure using HHS and thermal clips.

The 280,000 square foot Emily Carr University of Art + Design brings a world-class learning environment that supports the arts. Holmes & Brakel supplied furniture for classrooms, offices, shops, and specialty spaces including soft seating, lounge and public space seating, desk and workstations and office chairs. The tight timeline was the major challenge.

The Applied Arts Partners consortium, led by EllisDon Corporation, designed and built the new 280,000 square foot Emily Carr University of Art & Design redevelopment project. The team created a world-class learning and production environment that supports the arts. The campus accommodates more than 1,800 students and provides cutting-edge technology for learning and interaction. The new facility is designed to achieve LEED Gold, featuring an energy-reducing passive strategy which provides thermal efficiency and a 30 percent window-to-wall ratio. Active participation by a vibrant Aboriginal community is fostered in spaces that embrace traditional and contemporary Aboriginal design elements. The project reached substantial completion in August 2017.

GENERAL CONTRACTOR – PROJECT OVER $50 MILLION ITC Construction Group – 3 Civic Plaza

3 Civic Plaza is 52 storeys, comprised of 353 residential units and a signature hotel, set above a podium of 50,000 square feet of office space, with retail and restaurants at grade. As the tallest mixed use complex south of the Fraser, it is a landmark that visually establishes Surrey City Centre. The structural concept for the tower is unique. Instead of having a concrete elevator stair core in the middle of the building for seismic and wind resistance, a concrete shear wall frame was chosen to externally support the building. Challenges included proximity to the SkyTrain guide-way and inclement weather. The project achieved substantial completion in April 2018.

GENERAL CONTRACTOR – PROJECT OVER $50 MILLION Fraser River Pile and Dredge (GP) Inc. Fairview Container Terminal, Phase 2 North Expansion

Fraser River Pile and Dredge (GP) Inc. entered into a joint venture partnership with BEL Contracting to successfully complete the massive Fairview Phase II North Expansion Project in Prince Rupert, B.C. The project was the construction work associated with the development of a new berth expansion, upgrades to the existing caisson wharf, new mooring dolphin, new empty container stacking yard, and new container storage yards.

Phase II works included reclamation, earthworks, excavation and leveling, rock cut and blasting, demolition, wharf and combi-wall construction, fire water and potable water systems, conduit and service installs, supply and install of the crane rails. Construction was from Feb 2015 to July 2017.

GENERAL CONTRACTOR – PROJECT $15 to $50 MILLION Smith Bros. & Wilson (B.C.) Ltd. – Surrey Biofuel Facility

The new organics biofuel processing facility in Surrey is the first and largest of its kind in North America. The facility is the first closed-loop, fully integrated organics waste management system that will play an integral role in achieving the city’s sustainability targets. The facility will convert curbside organic waste into renewable biofuel to fuel the city’s fleet of natural gas powered waste collection and service vehicles.

The P3 project was led by Orgaworld Canada. Partners include Stantec Architecture Ltd. and general contractor Smith Bros. & Wilson (BC) Ltd. The one-storey biofuel processing area covers most of the building footprint with a three-storey administration area attached on the west end.

The West Vancouver Public Safety Building project involved the addition of a full Police Services Building, increasing the size of the current City Hall and the construction of a new parking structure. The building was constructed as a post disaster structure.

This complex addition required tying into a fully occupied operational building, the replacement of the entire facade of the building as well as switching over the electrical, sanitary and storm systems while maintaining operations. The project required careful phasing in order to build a new parking area, as the existing parking structure needed to be demolished in order to construct the new building.

The office and maintenance facility for Jacob Bros Construction sits on a five-acre site and consolidates a number of the company’s operations within the Lower Mainland. The project consists of five buildings featuring a three storey, 30,000 square foot office building attached to a 16,000 square foot single storey warehouse. The project broke ground in June 2016 and was substantially completed in January 2018.

Designed to LEED standards, the interior incorporates both a highly functional West Coast and contemporary design, offering open collaborative spaces filled with natural daylight. Highlights include ergonomic workstations with sit stand desks, multiple boardrooms, chilled water stations, a fitness facility, and EV charging stations.

GENERAL CONTRACTOR – PROJECT UNDER $15 MILLION Vancouver Pile Driving Ltd. Viterra Pacific Terminal Ship Loading System Upgrade

The Pacific Terminal Ship Loading System Upgrade project included a new ship loader, installation of new bulk weighers, upgrades to shipping conveyors and rotary cleaners, and improved electrical and dust control systems.

Vancouver Pile Driving provided value engineering with the design engineer. The work that was done included the installation of three berthing dolphins, two mooring dolphins, 210 lm of crane rail, gangways, and anchored piling. In addition, the work on site had to be done while the adjacent berth was still operational.

GENERAL CONTRACTOR – TENANT IMPROVEMENTS Canadian Turner Construction Company Metro Vancouver Headquarters

The Metro Vancouver Headquarters project was a large-scale fit-out of 16 vacant floors, totaling 235,000 sq. ft. at Metro Tower III in Burnaby. The project scope included several floors of office space and two specialty levels housing a boardroom with auditorium seating and a fully integrated audiovisual system, as well as an interconnecting staircase and commercial-grade cafeteria. Relating to the regional aspect of their business, the design concept was inspired by the natural elements, landscape, and urban environment of the surrounding region.

Turner Construction provided preconstruction and construction management services for this 11-month schedule project, possibly the largest (TI) in the Lower Mainland to be completed in 2018.

Park Royal Liquor store is the flagship store for the BCLDB. Through a clear line of communication between the client, architect, ICE Development and the trades were able to wok through the challenges effectively and efficiently. The project was a 26,000 square foot shell building that was transformed into a high-end retail liquor store.

Highlights and features of the project are the intricate reflective ceiling plan which called for the lighting package having strip lighting that runs parallel on the ceiling to the pathway on the floor. The chandeliers, flooring and mill work packages of the three tasting bars are additional areas that showcase quality and aesthetics.

GENERAL CONTRACTOR – TENANT IMPROVEMENTS Ledcor Construction Limited Bass Pro Shops Outdoor World, Tsawwassen

The 148,000 square foot Bass Pro Shops Outdoor World is one of the premier anchor tenants in the Tsawwassen Mills Mall.

This B.C. flagship store features various themed interiors, a Tracker Boat Centre and the popular Uncle Buck’s Fishbowl and Grill, and a 12 lane bowling alley. Special features include a large 15,000 gallon freshwater aquarium. The vaulted barrel ceiling with bulleted ends is believed to be the largest ceiling of its kind in North America.

One of the major challenges on this project for Ledcor was coordinating the large volume of owner supplied trades, equipment and supplies. Ledcor completed the nine month project in 2016.

DIRECTOR’S TRADE AWARD OVER $7 MILLION SILVER West Coast Cutting & Coring Group Ltd. Ruskin Dam and Powerhouse Upgrade Project

Parq Vancouver is a distinctive mixed use building in downtown Vancouver, containing two Marriott hotels with a combined total of 517 rooms, one with ultra-luxury suites. Ebenisterie Beaubois successfully completed a $12 million design-assist contract for the casino front-of-house millwork and various millwork items in the food and beverage areas. The main challenges were the Casino’s grand staircase brass railing and the one-of a kind 27-foot long replica of a B.C. fir log used as a reception desk. 3D modelling was used to ensure exact dimensions and laser analysis of site conditions.

Work on the Ruskin Dam involved diamond saw cutting and removal of the existing piers, bridge deck, and sections of the spillway. Other tasks included cutting free old generators, intakes, and creating new steps in the concrete spillway for pier forms. Deep hole drilling was specified for the installation of seismic anchoring and the spillway surface required scarifying for reinstatement. A large portion of the work was done on the face of the dam spillway, which was on a 60-degree slope with limited access. There was also a one inch tolerance for the form work, requiring precise concrete saw cutting.

PRESIDENT’S TRADE AWARD $1-3 MILLION SILVER Rufus Enterprises Ltd. Bass Pro Shops outdoor World, Tsawwassen

The main barrel ceiling with bulleted ends, spanning over 240 feet is believed to be the largest barrel ceiling of its kind in North America. Uncle Bucks Fish Bowl and Grill has two perfectly matching wave ceilings over the bowling alley section and a boat wreck mast above the bar area which were thought provoking and rewarding to build. Another highlight of the job was being able to work with the Bass Pro decorating team which travels year round to the new locations to add the Bass Pro flair to each store.

The Polygon Gallery in North Vancouver is a twostorey, 25,000-square-foot facility, the largest, independent photography gallery in Western Canada. With a fully-glazed ground floor and exterior cantilever, the new building boasts a stunning gallery lobby and gift shop, a cafe, and a multi-purpose exhibition and event space. Designed by Patkau Architects, the structure is clad in a unique industrial metal grating used for the first time in an art gallery. Keith Panel Systems was responsible for the cladding and soffits.

Parq Vancouver is an international entertainment destination, featuring a 72,000-square-foot casino, eight restaurants, bars and lounges; two high-end hotels and Canada’s largest hotel ballroom.

Located in downtown Vancouver, the project boasts a distinctive bronze coloured glazing. Glastech Glazing Contractors supplied and installed curtain wall, aluminum doors, revolving doors and glass canopy to the podium level of the building. A major challenge was the coordination around the 50 foot high triple story bypass curtain wall main entrance of the Casino, JW Marriott and Douglas Hotels.

FOUNDER’S TRADE AWARD OVER $3-7 MILLION SILVER Phoenix Glass Inc. – 1245 Harwood

Phoenix Glass worked closely with the project’s design team, solving complex problems with years of experience and out-of-thebox thinking. Phoenix manufactured one-of-a-kind moveable perforated stainless steel screens on the sunny south-facing side of the building that provide subtle artistic patterns while allowing homeowners to control light, shade and privacy.

Perforated laser-cut stainless steel roof top canopy panels were also incorporated. Custom unitized 4SSG curtain wall was purpose built and laboratory tested specifically for this project. The curtain wall includes frameless glass vents to complete a seamless exterior appearance and curved glass panels to add to the visual effect.

In 2015, CentiMark was contracted by Ledcor Construction to install highly polished floors with a multi-coloured finish at the new Bass Pro Shop and Uncle Buck’s Fishbowl and Grill in the brand new Tsawwassen Mills mall. When CentiMark started in June 2016 the floor was a blank slate. The project was divided into six phases.

CentiMark had to work around a small army of other trade contractors who were often working on the same floors that were scheduled to be polished. To avoid any disruptions, crews had to switch several times to night shifts.

CHAIRMAN’S TRADE AWARD UP TO $1 MILLION SILVER Horizon Landscape Construction Inc. South Surrey Operations Yard

This landscape design was very innovative and the first of its kind within the City of Surrey. Scope of work for Horizon Landscape included walkways, front entrance, rain garden bridge, and bio-retention pond boarder.

Challenges included the project schedule which did not allow for the planting scope of work to be done at the optimum time of year. (Especially with the site being non-irrigated). This called for a two-phased approach that required Horizon to come back to do the planting during October when the conditions would be optimal for plant health and survival.

ELECTRICAL CONTRACTOR AWARD OVER $5 MILLION Houle Electric Limited – Emily Carr University of Art + Design

The Emily Carr University of Art + Design is a new 286,000-square-feet campus on Great Northern Way in Vancouver.

Houle was tasked with installing all of the major systems in the building including lighting and an adaptable lighting control; power distribution; data communication system and fire alarm system. The team at Houle faced challenges due to the lack of stairwells and elevators for the first half of the project, which made material handling difficult. Also, there were challenges associated with trade congestion with the many work fronts.

Houle provided electrical services for the Parq Resort and Casino in Vancouver, which features two luxury resort hotels, restaurants and a casino. The electrical distribution consisted of four new generators — two paralleled at 1.5MW and two paralleled at 1.75MW — and four unit substations. Houle installed interior and exterior luminaires, lighting control system throughout the six floors of the podium levels, fire alarm system that tied into BC Place, high voltage feeds and all required distribution, and underfloor duct raceway system for the gaming areas.

The Fairview Phase 2 expansion project is a facility expansion to one of the Canada’s largest container ports and consisted of a berth expansion, wharf upgrade, mooring dolphin and container stacking and storage yards. Houle performed the electrical subcontract under FRPD for this project which included substation upgrades, new electrical systems and infrastructure upgrades. Project challenges included limited access, weather conditions and additions to the contract with no extension of the schedule.

ELECTRICAL CONTRACTOR AWARD UP TO $2 MILLION Houle Electric Limited Victoria International Airport, HBS Recapitalization Project

The Victoria Airport HBS Recapitalization project consisted of modifying the existing Baggage Handling System at the Victoria International Airport. The modifications included the replacement of the primary baggage screening machines, demolition of the existing conveyors, and the supply and installation of new conveyors. The new system is made up of 85 new conveyors, roughly 250m in length. Power and controls cabling for all the four-way sorters, spiral power curves, bag alignment devices variable-frequency drives, and photo eyes were installed on cable trays mounted above the conveyor systems.

ELECTRICAL CONTRACTOR AWARD $2-5 MILLION Western Pacific Enterprises Campbell River Water Treatment Building

The Campbell River Water Treatment Building distributes an excess of 8 million cubic metres of water per year. Drawing from John Hart Lake, the water is disinfected within the facility and distributed to water customers throughout the region. The building houses the existing ultra-violet and chlorination facilities as well as providing a more comprehensive updated disinfection system. Western Pacific Enterprises was responsible for the supply and installation of integrated automation instrumentation, electrical, and communication systems.

Challenges included moving equipment from the old to new facility — timing was extremely sensitive as existing equipment was too big to fit through finished doorways in the new building. WPE had to coordinate delivery and installation at the new facility with a shutdown of the old site. There were also compatibility issues between the old and newly installed equipment which took time to problem solve. The equipment was reprogrammed and tested several times over the course of a few weeks.

The Rail Maintenance Building is a brand new facility as part of updates to the Port of Delta. The 42,300-square-foot building houses workshop space needed for the maintenance of newly implemented container handling equipment. This densification project is intended to update and increase efficiency of the rail yard. Western Pacific Enterprises’ scope on this project included the supply and installation of labour, materials, and equipment for the completion of all electrical systems related to the construction of the project.

PMB Joint Venture completed the mechanical installation on this challenging project in downtown Vancouver. Scope included design and value engineering — assisting with equipment selections, pipe and duct routing and scheduling. Prefabrication included a 14,000-square-foot mechanical room built by PMB of site and reassembled in one weekend. BIM was used to model the entire building in 3D, allowing for high level of coordination between all trades.

At the heart of the City of Surrey’s new downtown core, 3 Civic Plaza is a 52-storey mixed-use project that redefines the area with residential, hotel and office spaces. The distinctive project uses passive natural ventilation, hydronic heating and cooling, operable windows and heat recovery. The building is also connected to Surrey’s District Energy Utility. The project reached substantial completion in April 2018.

Located at Main and 7th in Vancouver’s Mount Pleasant neighbourhood, Ellsworth, is a 10 storey tower featuring 89 suites with with 7,000 square feet of commercial space at grade. As a LEED Gold project, the project is distinguished by a unique glass paneled exterior that mimics the effect of filtered light through a forest. The development features a 3,500-square-foot rooftop terrace and an open-air kitchen that sits adjacent to lounge and dining areas.

Completed four months ahead of schedule in 2017, the 18-storey Brock Commons student residence at the University of British Columbia in Vancouver is currently the world’s tallest wood building. The building has a concrete podium and two concrete cores, with 17 storeys of cross-laminated-timber floors supported on glue-laminated wood columns. Targeting LEED Gold, the building is connected to the UBC district energy system and is projected to achieve up to 25 per cent energy savings over a typical building of the same use.

MECHANICAL CONTRACTOR AWARD UP TO $3 MILLION Black & McDonald – Metrotown Station and Exchange Upgrade

SkyTrain’s Metrotown Station is one of the region’s busiest and oldest SkyTrain stations. Construction work for a major upgrade began in early 2015 and was completed in spring 2018.

The project included three new Station Houses, improved access via escalators, elevators, staircases and four new points of access to the platform. Black & McDonald provided the full mechanical scope for this project, including plumbing, HVAC and fire protection systems. All work was completed in a live train environment with no disruptions to SkyTrain operations.

Angie Duquette joined the ITC Construction in May 2006 as a project assistant and earned her place among the company’s project managers. She is a highly motivated, resourceful and capable project manager with 12 years of construction experience. Through dedication and commitment to learning, she has become an expert in her field and a leader on each of her projects. Angie has worked on some of ITC’s highest profile projects from the award-winning Ronald McDonald House to the recently completed 3 Civic Plaza.

Over a 30-year career as a builder, engineer, and public servant, Wilma Leung has proven to be a champion of energy-efficient, sustainable buildings. As senior manager of technical research and education at BC Housing, Wilma is a key player in the development of the BC Energy Step Code, designed to help the province slash energy use and climate pollution, and meet its goal that all new buildings are net-zero ready by 2032. A long-time volunteer, she’s organized major conferences and helped govern non-profits.

Clark Campbell is a professional quantity surveyor, chief estimator and partner at Smith Brothers & Wilson. He has nearly 40 years of experience in construction cost estimating, including more than 30 years at SBW. He began his career in Victoria working with Farmer Construction before moving to the Lower Mainland to join SBW. Clark has been actively involved with both the VRCA and BC Construction Association. He’s currently on the board of directors of the Construction Labour Relations Association of B.C.

John Scott founded Scott Construction during the construction recession of 1984. Under his leadership, the company flourished and has grown to more than 100 people, with projects ranging to $200-million-plus across B.C. and Alberta. He grew his organization by always putting people and safety first, consistently attracting and retaining the best talent for the long term.

John believes in contributing to both the industry and his community, serving in various capacities in the industry. He retired last year as president and CEO of Scott Construction, but remains on as chairman.

EllisDon is active in the ICI construction sectors across Canada and overseas. EllisDon’s corporate culture and approach to business is a reflection of its core values which include freedom, trust, complete openness, mutual accountability, and integrity. They pride themselves in building strong, long-lasting partnerships with their clients, consultants and trade partners.

A VRCA member for 11 years, EllisDon has been an outstanding supporter of VRCA’s education program and events. Team members are active participants including at VRCA’s general contractors division meetings, and in VRCA’s U40 Network.
