Reflection

T

he end of the year often brings reflection. For the B.C. construction industry, this past year saw a lot of attention on climate change, code changes and diversity, especially the recruitment of women.

From engineers to skilled trades, initiatives from various organizations are targeting women to highlight career paths in construction. Broadening recruitment efforts will be key to attracting new workers to keep pace with the expected high volume of construction activity over the next few years.

When it comes to climate change, the building community has a big role to play through adoption of bold solutions and thoughtful planning. Efforts to make buildings more energy ef-

ficient and “green” have increased significantly over the past decade, but more still needs to be done.

Bold solutions and innovative strategies are embraced by the best companies. And every year the VRCA Awards of Excellence recognize those making a difference in the communities where we live.

The big winner this year was the SFU Sustainable Energy Engineering Building, earning a total of seven awards. Bird Construction successfully delivered the project, earning the top Gold Award for a general contractor - over $50 million category. Bird, along with its subtrades, overcame an aggressive schedule and various logistical challenges.

The U40 Award of Excellence was given to Matthew Robinson, an owner and vice president at Pitt Meadows Plumbing and Mechanical Systems Limited. As a second generation plumber, he has been a major force behind the company’s growth. Read his story on page 6.

At 37-years-old, Matthew Robinson already has extensive mechanical contracting experience under his belt. While joining the family business wasn’t originally in his plans, Robinson today is an owner and vice president at Pitt Meadows Plumbing and Mechanical Systems Limited (PMP) along with his father Steve and Uncle Stewart.

Robinson is the first second generation family member to take ownership, but all his siblings work at the company as well as several in-laws.

“It’s a family affair,” he says with a laugh. “We all get along and there is a lot of support. I have a great relationship with my dad. I talk with Steve and Stewart every day.”

Born in Maple Ridge, he grew up around the family plumbing business and often tagged along to job sites when he was young. After graduating from high school, he briefly tried a computer technician program before joining PMP. He worked there for four years, obtaining his plumbing ticket from the Pacific Vocational College, before deciding to start his own company in 2004.

“I was 22 when I landed my first major con6

tract — hit the marketplace at the right time — and it was a steady climb,” says Robinson, noting his company was involved in a variety of projects including new hotels, senior homes and several jobs for BC Housing.

In 2012, he was offered an ownership role at PMP. “By that time, I think I had proved myself so I came back to PMP with all my employees and started as a project manager,” says Robinson, who officially became an owner in 2014.

With his passion and drive, he has been a major force behind PMP’s growth, securing new and bigger projects while ensuring the best teams are in place to deliver them. No longer in the field, his time is now spent on nurturing business relationships and sustained growth for the company. “I’m constantly meeting and engaging with clients, engineers, suppliers, subtrades and employees — it’s about building strong relationships,” he says, crediting a first class relationship with EllisDon for raising the company’s profile.

company founded in 1979 by the Robinson brothers to grow into a large mechanical contracting firm undertaking some of the biggest and most complex projects in B.C. Today, the company employs more than 200 people and recently expanded into a new 60,000 square foot facility on a five-acre site in Maple Ridge. The move consolidates operations under one roof while providing room to grow.

“We outgrew our last location in two years so that we were operating three different shops. It made sense to be all under the same roof,” says Robinson.

Celebrating 40 years, PMP have become leaders in their field of expertise, involved in designbuild, design-assist and P3s. The company has completed mechanical contracts for many largescale institutional and residential projects such as the Rogers South and West Towers, Emily Carr University of Art & Design, Parq Casino Resort and the Penticton Hospital Patient Care Tower.

are the mechanical contractor of choice for large residential projects in Vancouver,” says Robinson. “We have two divisions — large residential and institutional. Steve focuses on the institutional side and Stewart and I are on the residential.”

The company is currently keeping busy with a number of projects that include Mirabel at English Bay, Arbutus Village, King George Hub

(phase B and C), Abbotsford Courthouse and the Royal Island Hospital Patient Care Tower.

The company’s largest project is the City of Lougheed, a massive master planned community in Burnaby.

A big part of why PMP is winning large-scale projects is the company’s focus on new technology and prefabrication. Robinson explains BIM is used for all projects and converting technical drawings into 3D models allows them to see exactly how the systems can be built in advance and then the materials are prefabricated in their shop and shipped out to the site. Key benefits to clients are cost and schedule savings.

“We continue to invest in technology every single year,” he says. “We’re getting a robotic welder soon and we have the largest BIM department. It’s definitely a market advantage...but it continually needs to be evaluated because what is innovative today eventually becomes the norm and then the expected.”

PMP is also committed to apprenticeship sponsorship and trades training. Two years ago, the company started its own plumbing school in partnership with the Industry Training Authority and Pacific Vocational College. Delivering training at Pitt Meadows Plumbing enables the apprentices to do their practical work on the equipment and machines they use on the job after completing their on-site classroom instruction.

“We can make sure apprentices get the training they need — that’s been huge for us,” says Robinson, adding diversity is also important with the company making a big push to attract women in the past year. “We have a lot of women working for us today — about 13 per cent.”

Robinson understands the value of having experienced skilled workers and spearheaded a recruitment campaign this year that successfully saw seven former employees return to the company. Good people is what he credits for the company’s success and the many long term employees (20 years or more) contribute to a strong corporate culture.

His leadership inside and outside the company earned Robinson the 2019 VRCA U40 Award, given in recognition of outstanding achievement to an individual under 40 years of age.

“I was completely shocked and blown away,” says Robinson about receiving the award. “It’s very exciting to be part of the construction industry and I’m excited to go to work every day.”

As for the future, Robinson says the company has a simple goal.

“Our goal is to be the best. If we’re going to be the best, then all the rest follows naturally,” he sums up.

Outside of work, the father of four enjoys working on his blueberry farm and spending time with his family.

The PMP team is immensely proud of our Vice President, Matthew Robinson, on his U40 Excellence in Construction Award win from the VRCA. His humble leadership and ability to ensure the team feels they are part of the family is truly a gift. This distinctive honour is well deserved.

Scope of Performance Bonds in Canada

By Morgan Troke, Samantha Cunliffe, Liezl Behm and Geena Lee Background Performance bonds are widely used throughout the construction industry as a form of security to secure the performance of a contractor. They are issued by a surety in favour of a beneficiary (obligee) to guarantee contractor (principal) performance under a particular contract. In the event of a default by the principal, the bond is intended to protect the obligee by requiring the surety to cure the default.

Standard Form Performance Bonds The Canadian Construction Documents Committee’s Performance Bond Form 221-2002 (CCDC Form) has been widely used in Canada as a standard form for performance bonds. Being one page in length, the CCDC Form provides an easily accessible resource for parties wishing to use performance bonds in their construction undertakings. Notwithstanding the convenience of the CCDC Form, certain aspects of the standard form language have raised ambiguity. In particular, there is disagreement around the scope of the surety’s obligations and obligee’s rights under such performance bonds.

Scope of Surety’s Obligations and Obligee’s Rights According to the CCDC Form, the surety can do any of the following once a principal defaults: • remedy the default; • complete the contract in accordance with its terms and conditions; • put a bid for completion to the obligee; or • pay the obligee the bond amount.

The second option has been a source of significant controversy — what does it mean for the surety to “complete the contract”? Differing interpretations pose serious implications for the surety’s obligations and the obligee’s rights. Two legal cases discussed this issue more than a decade ago and came to opposing conclusions.

Broad Approach: Whitby Landmark Development v. Mollenhauer Construction The first case is Whitby Landmark Development Inc. v. Mollenhauer Construction, which involved a contract between a contractor (Mollenhauer) and a developer (Landmark) to construct a condominium building. The surety (Zurich) secured Mollenhauer’s performance under the contract with a performance bond containing wording similar to the CCDC Form. Mollenhauer ultimately defaulted and Landmark attempted to rely on the bond to receive a payment of savings which Mollenhauer had failed 10

to provide. Zurich argued that its obligations under the bond were limited to completing the physical construction work, and did not include financial obligations. Although Zurich won the trial decision on a different point, the Ontario Court of Appeal upheld the trial decision, and the case now stands for the proposition that performance bonds in Ontario cover all of the principal’s obligations under the contract, not just those relating to physical construction.

$500,000 or more (as outlined in the Construction Act (Ontario)). Twelve pages in length and effective as of October 1, 2019, Form 32 is more robust than the CCDC Form. It can also be seen as an attempt to scale back the expansive effects of Whitby Landmark (as Article 7 of Form 32 expressly excludes liquidated, indirect or consequential damages and damages caused by delayed performance or non-performance).

Restrictive Approach: Lac La Ronge Indian Band v. Dallas Contracting Ltd.

However, Form 32 is only mandated in certain scenarios, and Whitby Landmark still stands as binding precedent in Ontario with respect to the wording in the CCDC Form. In addition, outside Ontario, the case law suggests there is the possibility that Whitby Landmark could be applied. Another Saskatchewan Court of Appeal decision (Regina (City) v. Graham Construction & Engineering Ltd.) followed Whitby Landmark instead of Lac La Ronge and found the surety liable for damage awards. A more recent Alberta Court of Queen’s Bench decision confirmed the ongoing uncertainty and declared its preference for Whitby Landmark. The conflicting case law suggests that, outside of Ontario, there is no definitive answer to the question regarding the scope of the CCDC Form, and therefore when using that form parties should attempt to clarify the wording to ensure the scope of coverage is clear.

The second case is Lac La Ronge Indian Band v.

Dallas Contracting Ltd. While it shared similar facts with the case above, this decision adopted a restrictive approach and held that the surety’s obligations under a performance bond in Saskatchewan only include physical construction work. The net effect of this case was that the surety was not liable for liquidated damages for delay.

New Advancements: Form 32 in Ontario The co-existence of the two cases above has caused uncertainty for parties wishing to rely on standard form performance bonds (such as the CCDC Form). A recent overhaul of the law in Ontario introduced a new form of performance bond prescribed by regulation which presumes to provide more certainty. The Ministry of the Attorney General of Ontario developed Form 32 — Performance Bond which is now required for “public contracts” with a contract price of

Reducing Radon Exposure

R

adon is a naturally occurring, invisible, radioactive gas — exposure is the leading cause of lung cancer among nonsmokers. It is estimated that 3,200 people die every year in Canada due to radon. In the US it’s about 20,000.

Radon induced lung cancer is preventable.

Existing homes, schools and workplaces need to be tested and if the radon levels are above the Health Canada or EPA guideline, easy and affordable solutions exist to fix the problem.

New builds are required to incorporate radon prevention measures during construction in most provinces and many US states. When construction is completed, the home or building should be tested to determine if the radon control system installed during construction needs to be activated.

Tools for prevention Green builders throughout Canada and the United States need to provide effective solutions that will allow them to continue building energy-efficient structures that also account for the possibility of soil gases such as radon, methane and VOCs accumulating.

Green builders understand indoor air quality and what can affect it. Unfortunately, in many new buildings, energy efficiency is achieved by tightening the building envelope and reducing the number of air exchanges. This can create the perfect storm for the buildup of deadly soil gases like radon.

During the last few years, building codes across Canada and in some US states have been amended to reduce the risk of radon exposure.

Developers, architects and builders are starting to understand and recognize that it’s part of their responsibility to make sure that radon-resistant construction methods are used to provide a healthy indoor environment.

The 2018 edition of the International Green Construction Code (IGCC) now requires control of soil gas entry for enclosed spaces. This requirement has no exclusions based on radon zone location. In addition to a prescriptive soil gas control system, there is provision for an alternative method that must be approved by a soil gas control professional as well as through the functional and performance test process. The IGCC also requires that enclosed spaces be tested post construction and that the indoor radon level concentration be below 2.7 pCi/L (100 Bq/ M3). If radon is equal to or above that level, the building has to be mitigated and retested to verify the radon level. The code amendments have been adopted by both the USGBC and CaGBC and applies to all industrial and commercial new builds being built to LEED standards.

High performance, rather than prescriptive radon mitigation technologies and solutions now exist. For example, an integrated radon sensor and switch device that will pilot the air-handling system (HRV) in a home or (HVAC) in a commercial building to control the radon level.

Another method commonly used in new construction is a code approved high performance sub-slab ventilation and insulation panel that can be installed in residential and commercial/ industrial new builds, to replace the prescriptive gravel in the building code.

High performance gas and vapour barrier membranes, specifically engineered to block radon and methane, are also now available to homebuilders and construction companies that

are code approved to replace the prescriptive poly membranes.

The goal is to prevent radon-induced lung cancer by raising radon awareness and education and providing cost effective, high performance, radon solutions to homeowners and the building/construction industry in North America, to “Build it Right” and save lives.

Doing Safety Differently

Introduction It’s been a little over 100 years since the creation of workers compensation in Canada, and the beginning of workplace safety as we know it.

While generally we are statistically safer than we have ever been, many organizations are experiencing problems that simply cannot be solved with more of the same thinking that got us here.

Some companies struggle with worker compliance and their engagement in safety. Others wrestle with minor injuries or encounter a ‘plateau’ in injury rate reductions. An unfortunate few experience serious accidents which sometimes result in catastrophic injuries or fatalities.

Frequently these issues occur in organizations that regularly pass safety audits, pre-qualify for major contracts, win safety awards, and had previously felt as though they were managing safety very well.

Companies then feel the need to implement a new program, campaign, or technology, or they try to make a change in their safety management personnel. Those same safety managers feel they need to move to a different organization, one with better ‘safety culture’ or one where senior leadership is more committed to safety.

All of this is just symptoms of the end of an era. One which was good enough to get us where we are, but one whose unintended consequences are now becoming evident and are preventing our further evolution.

Safety-I and Safety-II The conventional or orthodox approach to safety management is referred to as ‘Safety-I’. In this approach, safety is defined as the absence of injuries, it is measured in injury statistics or claims rates, and it is achieved through enforcement and compliance. You could call it protective safety and it makes basic sense to us because in large part it has worked to get us where we are today.

This pervasive and historic approach to safety has been baked into our regulatory requirements, workers compensation insurance, safety management audit systems, and contract pre-qualification schemes. In this behaviourist view, workers are seen as a problem to be controlled and safety becomes largely a bureaucratic accountability.

However, there is a new and emerging approach to safety commonly referred to as ‘SafetyII’ or Safety Differently. In this approach, safety is defined as the presence of adaptive capacity, it can be measured in organizational performance, and is achieved through operational learning.

You could call it productive safety and it makes much better business sense.

This ‘new view’ is not really that new. It was initially influenced by human factors research 14

from the 1940s and was built upon further through the investigation and study of major nuclear, airline, and industrial accidents. More recently, the field of industrial and organizational psychology has helped us move beyond outdated thinking about human behaviours. In the Safety Differently approach, workers are seen as being a big part of the solution, and safety contributes to a culture of trust by becoming an ethical responsibility.

One important thing to understand is that despite its name, Safety-II does not replace SafetyI; it compliments it. We will continue to work within frameworks that demand Safety-I for the foreseeable future. Safety-II is not an alternative program to be implemented, it is a set of beliefs and principles that are integrated into (and subsequently transform) the practice of safety.

It is ‘Safety-I AND Safety-II’, both sides of a coin, yin and yang.

The Business Case for Safety-I Perhaps we should start by taking a look at the business case for the conventional approach. In short, there isn’t much of one. Safety-I is so ubiquitous it has never needed to justify itself in business because doing safety is required by law, and it’s just “the way safety has always been done”. It has never been examined with a critical eye because to do so might be seen as being ‘anti-safety’.

Safety-I is really about reducing insurance costs and creating protection from liability. We believe that if we expend the necessary time and resources, we will prevent accidents, reduce costs, and avoid liability. And yet we still have accidents, costs, and liabilities! Loss mitigation and damage control are fine but they do not add anything new to the organization. These efforts

merely control and constrain operations, or stifle the care given to injured workers.

The Business Case for Safety-II As a new set of beliefs and principles, Safety Differently is fairly inexpensive for organizations to introduce and practice. It allows them to see operations from a different perspective and change how they apply elements of their safety management system.

When you start to see the workforce as a solution to harness, you realize they do not come to work to get hurt or to break rules, and you start to do safety with them (and not to them) because they are the experts in how the work really gets done. You already have all of that expertise on board; you just need a new way of tapping it.

It also makes us interested in what is strong (not just what is wrong) because it seeks to improve operational performance towards safer outcomes as opposed to controlling and constraining operations. This is referred to as human and organizational performance, and its focus is on learning and caring.

Exploring Safety Differently is a reasonable investment which has been shown to create significant gains in operational performance, to improve employee engagement, and to increase the adaptive capacity required to succeed under varying conditions. It is a far more effective and humanistic approach as we enter the second century of safety.

VRCA Recognizes Industry Finest As the largest regional construction association in B.C. with a rich history that extends back to the 1920s, the Vancouver Regional Construction Association (VRCA) is celebrating its 90th anniversary this year. It was therefore with double delight that we hosted our 31st annual Awards of Excellence (AOE) on October 28 and celebrated the construction industry’s finest companies and individuals.

I’ve had the honour of being president of VRCA since 2013 and our anniversary has prompted me to reflect deeply on VRCA’s past, present and future. I know two things to be true.

Firstly, our members, who operate in the industrial, commercial, institutional and highrise residential construction industry across the Lower Mainland, are at the centre of everything we do at the association. VRCA is incredibly blessed to have had visionary board leadership and exceptional operational support throughout its 90-year history. However, as important is our extended team of 760 plus members, many of whom have been members for decades, and the thousands employed by them who engage with us daily. We are very grateful for their support and their continued investment in us.

Secondly, our volunteers have and continue to play a crucial role in VRCA’s success. In that

context, I want to acknowledge one of our volunteers and Life Member, Brian Martin, who passed away this summer. The vision for the awards belongs to Brian. He was publisher at the Journal of Commerce some 31 years ago and felt strongly that our contractors needed to be recognized for their excellent work. He was right! The AOE have come a long way since 1988, the first year when there was one — yes, just one — award presented to Dominion Construction for the MacDonald Dettwiler building in Richmond. While Brian wasn’t in attendance on October 28, his legacy as a founding member of the AOE lives on and will always be remembered.

This year’s gala was the culmination of several weeks of presentations, judging and award deliberations, a process that attracted 123 nominations and shone the spotlight on a variety of projects from across the province representing more than $840 million in construction value. From that group, we recognized 46 Silver Award winners and 15 Gold Award winners across 15 categories.

Thank you to our judges for their time and tireless dedication to the adjudication process.

At the gala we also presented 11 Outstanding Achievement Awards to individuals and companies who have demonstrated excellence in

certain fields e.g. safety, education, and new this year, zero emissions building.

B.C.’s construction industry is the crown jewel in Canada’s construction landscape. While it leads naturally it’s also very humble. Therefore, I want to acknowledge our industry for its work, its dedication and professionalism and its achievements that are the complex, state-of-theart buildings and infrastructure that we use daily.

GENERAL CONTRACTOR OVER $50 MILLION Bird Construction – SFU Sustainable Energy Engineering Building

The Sustainable Energy Engineer-

ing (SE3P) building is an architecturally striking facility that is home to Western Canada’s first accredited undergraduate energy engineering program.

The 220,000 square foot, cast-in-place concrete building includes underground parking and features modern wet and dry teaching labs, classrooms, study spaces, faculty offices, meeting rooms, a central atrium space and a 400-seat lecture hall to serve Simon Fraser University as well as the broader Surrey community.

Spanning five-storeys, the building program is organized around a light filled atrium with its sweeping staircase and live trees at varying levels.

Bird Construction broke ground on the 30 month project in September 2016 with substantial completion on March 13, 2019. At peak of construction, 300 workers were on site.

Meeting the schedule, budget and quality of the project required the construction team to take a highly strategic and unique approach. The fast-track schedule was the single biggest challenge, according to Bird Construction project manager Sean Gribben.

“We knew the challenge going in. We had to meet certain milestone dates. We hit the ground running and we didn’t take our foot off the gas,” he says.

The project was made possible with partial funding through the federal government’s PostSecondary Institutions Strategic Investment Fund (SIF) and matched by the Province of British Columbia. The $90 million in government funding had a hard April 2018 deadline for interior and exterior components, creating a variety of logistical and physical challenges.

The project was definitely not your typical build out, requiring extensive coordination and cooperation among the team members which included more than 70 sub-trades.

“We were doing construction backwards.

Typically you don’t do finishes until you do your envelope. Typically you have the design before you build... so definitely one of our most challenging projects,” says Gribben, adding that nine different tender packages were issued to help keep construction on track with the fluid design.

The accelerated speed needed to carry out the building’s construction meant interior work had to proceed while the building exterior was also being completed. A temporary roof system and a hoarding system were installed to facilitate the unusual construction process.

“We had a hoarding wall system constructed around the perimeter of the building, 10 feet in

from the envelope to allow crews to work,” says Gribben. “This was all done throughout the winter as well so if you can imagine — snow, driving rain — and we’re doing all these interior finishes with no envelope.”

The tight site required just in time deliveries with all trades working together to manage materials and laydown areas. Construction of a neighbouring highrise (eight inches away) was also a major challenge.

“Coordination between us and the new highrise next door was difficult and extremely challenging,” notes Gribben. “We shared one ramp going into the parkade, and our tower cranes overlapped one another so there were lots of logistical and safety issues.”

Designed by Revery Architecture (formerly Bing Thom Architects), the building features an eye-catching facade composed of white precast concrete sandwich panels and reflective glazing.

The 330 custom panels were supplied by Surespan Structures. The precast cladding involved importing white cement powder from Mexico and white sand from Ontario. The panels were cast using several specialty liners that follow the lines of the panel, creating a wave pattern. Surespan utilized innovative techniques to produce a spectacular white three-dimensional shape, precast with long columns that spread out to curved fans and a rippled surface.

Inspiration for the facade was drawn from the geometric pattern of electrical circuit boards which reflect the subject matter being taught, according to Revery design principal Venelin Kokalov.

Targeting LEED Gold certification, SE3P is tied into the city’s district energy system.

Division 15 Mechanical completed a designassist mechanical system consisting of fire protection, controls, and plumbing systems, including a stainless-steel domestic water distribution system and HVAC systems, including AHUs, VAVs (air handing unit, variable air volume) fan coils, building perimeter heaters, and radiant floor heating on the ground level.

“Everyone had to really work together to ensure we met the target goals,” says Gribben. “Constructing this building alone under normal circumstances would have been difficult and challenging, however the SIF funding requirements added a new dynamic, making this project even more challenging.”

The project took home a total of three Silver Awards and four Gold Awards of Excellence. Bird Construction won the top VRCA Gold Award of Excellence for a general contractor over $50 million.

Surespan Structures Ltd., Division 15 Mechanical Ltd. and Canem Systems Ltd. also won VRCA Gold Awards for their efforts on the project.

“Bird Construction is honoured to be awarded this VRCA Gold Award. We are extremely grateful for the recognition that this tremendous project deserves,” says Gribben. “SFU SE3P is truly a monument to the landscape of Surrey and indeed B.C. As most of the team would attest to, there were many challenges and long hours, however this is a project that we can all be proud of.”

Challenging Renovation By cheryl mah

Every construction project is unique and comes with its own set of challenges.

Renovations can be especially daunting, and the Vancouver Central Library Level 8 and 9 revitalization project was no exception.

The demanding project required converting what were once provincial government office spaces on the top two floors of the iconic library into new public spaces and an urban green space — while keeping the library open to thousands of visitors daily.

The expansion adds almost 42,000 square feet of new interior space, as well as an additional 15,600 square feet of outdoor space.

Smith Bros. & Wilson (B.C.) Ltd started construction in April 2017, achieving substantial completion in September 2018. The project included demolition of the existing roof structure to create an 8,000 square foot public accessible garden on the rooftop and the installation of two escalators. New public spaces include a large quiet reading room, art and cultural exhibition spaces, a grand staircase and a 80-seat theatre auditorium. The project also features 52 solar panels to provide renewable energy.

According to Smith Bros. project manager Daniel Metry, the biggest challenge was demolishing the roof, while keeping the library open every day. “There was a huge risk associated with this so the challenge was quite monumental.”

Opening up two floors in an active library located in the city’s busy downtown core was no small task, requiring extensive pre-planning and 20 construction business

coordination. A single crane and several concrete demolition robots were used to successfully remove one million pounds of concrete off the roof. The selection of a Luffing crane, instead of a conventional tower crane, for the hoisting requirements was key to getting the work done with minimal impact to staff and the public.

Extremely thick concrete cutting was required. The vast majority of the waste was from the concrete demolition of the existing roof slab, beams, and columns, which totaled 1,045 tons.

SBW removed 1,650 tons of waste from the project with 93 per cent diverted from landfills to be reused and recycled.

A large opening also had to be cut into the existing skylight framing to allow for the escalators to be hoisted into the building using the crane.

The installation of the escalators within the existing building was very complex with less than ½ inch tolerances.

Many precautions had to be taken to avoid impacting the 7th floor below that was occupied by offices and a sensitive archive room.

Waterpoofing strategies were key as well as constructing temporary protection and containment areas.

Material deliveries had to be on a “just in time” basis due to the small laydown areas for the project.

Despite a large amount of change orders issued during the project, the team was able to execute and coordinate construction activities to meet the deadline.

Metry credits strong teamwork for the successful delivery of the project. “Relationships with all involved, commitment, and as clichéd as it may sound, execution of a well prepared plan,” he says.

For their impressive achievement on this project, SBW was honoured with the 2019 VRCA Gold Award of Excellence for Tenant Improvements.

“It feels great to get recognized with Gold as this project was a huge success, unique, and spectacular.

We’re most proud of the team work that made it all happen. From the planning at the start of the project to the coordination with all of our sub-trades, client, architect and library staff,” says Metry.

GOLD GENERAL CONTRACTOR $15 TO $50 MILLION Graham Design Builders LP Aldergrove Credit Union Community Centre

The Aldergrove Credit Union Community Centre involved the construction of a new outdoor waterpark that features a canopy-covered, six-lane, 25-metre competition and leisure pool, whirlpool, current channel, tidal pool, waterslides, and an aqua spray pad. The facility also includes an NHL-sized surface ice arena, a running track, fitness centre, and a large multi-purpose flex room.

The 700,000 square foot, two-storey building was tilt-up concrete construction with several wooden features incorporated to match the exterior pool canopy. It also incorporates various sustainable features in the design and operation including recycled timber, solar collectors and rainwater harvesting. The pools are heated by a BTU boiler plant, solar panels, and excess energy produced by cooling the arena’s ice rink. Challenges included a tight schedule and a tight site.

Graham broke ground in 2017 and the facility opened in summer 2018. The new facility replaces the Aldergrove Community Arena, which was built in 1973 and had reached the end of its lifespan.

GOLD GENERAL CONTRACTOR UP TO $15 MILLION Triple M Modular Ltd. Dba Metric Modular Trinity Western University Jacobson Hall Student Housing Facility

Trinity Western University’s Jacobson Hall Student Housing Facility is a wood framed modular student housing complex that was the tallest of its kind in Canada at the time it was constructed in 2018.

Jacobson Hall was built in just nine months, adding beds for another 220 students.

Using modular construction, Metric Modular built the five-storey woodframed housing facility to achieve a high-quality build that features modern and interesting architecture. Jacobson Hall was framed completely with wood, and contains 90 modules; all of which measured 3.7 metres wide, but lengths varied from 9.8 to 18.9 metres. Cross-laminated timber (CLT) was used to frame the elevator shaft; modules then connected to either side of the CLT structure.

Each of TWU’s 90 modules took about 14 days to complete, a process that is approximately 50 per cent faster than conventional construction.

Once each unit was assembled, it was shipped by truck to TWU’s campus and craned into place. Requiring five to 10 workers on site at any given time during craning, it took 11 days to construct the first three floors.

GOLD DIRECTOR’S TRADE AWARD OVER $4 MILLION Vancouver Pile Driving Ltd. — G3 Terminal Vancouver

The G3 Terminal Vancouver in North Vancouver is designed to optimize grain receiving, storage, and shipping throughout operations for G3 on Canada’s West Coast. The project included demolition and several site improvements, including buildings, over/underpasses, and modification of the existing dock. The new dock will serve as the berth and support structure for the ship loading system which will include three articulated booms that can load ships up to a post-Panamax size.

One of the unique challenges encountered while working at this site included a mammal watch. All construction had to stop for 30 minutes if any seals or whales appeared in the water. Vancouver Pile Driving Ltd completed the project in 22 months, on budget and two months ahead of schedule.

GOLD PRESIDENT’S TRADE AWARD $1-2 MILLION Spearhead Inc. – 569 Great Northern Way

The Great Northern Way Pavilion is an eye-catching wooden, one-storey, 3,000 square foot retail pavilion, which is part of the 569 Great Northern Way project. Spearhead was responsible for the design, engineering, fabrication, and installation of the structural system, as well as fabrication and installation of the interior ceiling and exterior soffit cladding. All structural components were manufactured off site and pre-assembled into sub-panels complete with installed hardware and sheathing prior to shipping.

Strong teamwork made this project a success.

To adhere to the architect’s design, originally built from a small 3D model, every structural detail was analyzed in order to address the building’s complex geometry. At the “Inner Dome” the glazing system was designed to maximize light in the space, which resulted in a minimal connection to the concrete slab.

GOLD FOUNDER’S TRADE AWARD $2-4 MILLION Surespan Structures Ltd. SFU Sustainable Energy Engineering Building

GOLD CHAIRMAN’S TRADE AWARD UP TO $1 MILLION ESC Automation — West Village District Energy Centre & Park

The West Village District Energy Centre and Park project in Surrey is the first of three District Energy Centres planned for City Centre. As one of the largest systems in Canada, it will expand to meet projections for thermal energy demand and achieve targets for reduced greenhouse gas emissions. The centre is the city’s first permanent district energy facility providing the neighbourhood’s new high density developments with heating and hot water.

ESC Automation provided HVAC controls and complementary disciplines such as security and Real Time Locating Systems for the energy plant. This project enabled the city’s control network to modify set points and view the status of each facility. This new technology allows operators to respond quickly to failures and maintain critical supply to each of the facilities they serve. This is ESC Automation’s first Gold Award.

Con-Tech Systems Ltd. Highway 99 Ten Mile Slide Advanced Anchor Work

Modu-Loc Fence Rentals LP provided barriers for the 47-storey mixed-use tower Thind Metrotown development, which required their durable fence on jersey barrier system to maximize safety and security. It was chosen for its ability to combat potential protesters and high winds, both of which were of potential concern to the client.

The Highway 99 project was one of the most complex emergency projects for Con-Tech Systems. They supplied one of the largest double corrosion protected bar anchors, using hot rolled thread bars which have never been used before for this type of installation. The final stage of the project required more than 300 additional anchors to stabilize this slide.

GOLD MECHANICAL CONTRACTOR AWARD OVER $9 MILLION Division 15 Mechanical Ltd. SFU Sustainable Energy Engineering Building

The SFU Sustainable Energy Engineering Building is a five-storey, LEED Gold targeted facility. The building will receive heat from the City of Surrey’s district energy system while the atrium will be used as a large return air plenum space that will reduce overall fan power and take advantage of the natural draft throughout the fivelevel atrium.

Division 15 Mechanical Ltd. completed a design-assist mechanical system entailing fire protection, controls, plumbing, and HVAC systems.

Design-assist coordination with the consulting team included in-house Building Information Modelling (BIM) to ensure seamless execution with the other disciplines. To facilitate the engineering program, the building was outfitted with a dedicated Lab HVAC/plumbing system including dedicated stainless-steel lab exhaust with Aircuity lab air monitoring, hydrogen, compressed air and process chilled piping, and nonpotable eye-wash and emergency shower stations.Â

GOLD MECHANICAL CONTRACTOR AWARD $3-9 MILLION Canstar Mechanical Ltd. Aldergrove Credit Union Community Centre

Opened in 2018, the Aldergrove Credit Union Community Centre features outdoor spaces, a waterpark with a wave pool, lazy river, waterslides, aqua spray pad, covered 6-lane lap pool, leisure pool and hot tub. Indoor spaces include an NHL-sized arena, indoor running track, fitness centre and other community program space. The 700,000 sq. ft., two-storey building was tilt-up concrete construction with several wooden features incorporated to match the exterior pool canopy.

Canstar Mechanical was awarded the design-build mechanical contract for the project, which had an aggressive timeline. This project had many green initiatives, such as the use of solar collectors and a rain harvesting system that collects both rain and pool deck water. A continual emphasis on energy optimization throughout the project was at the forefront of the design.

GOLD MECHANICAL CONTRACTOR AWARD UP TO $3 MILLION Black & McDonald Limited VGH CESEI & VA CP Offices and Sleep Rooms

The Vancouver General Hospital Simulation Centre (VGH SIM) has a brand new space in the Blackmore Pavilion. Formerly known as the Centre of Excellence for Surgical Education and Innovation (CESEI), VGH SIM is an internationally recognized multi-disciplinary academic centre and was relocated from its previous space to make allow for more operating rooms.

Black & McDonald completed the full mechanical renovation to Level 2 of the Blackmore Pavilion along with various department program offices and residential spaces. The project required various systems including chilled water, domestic hot water, medical gas, full sanitary and venting modifications and steam serving the air handling units.

The mechanical contractor spent 10 months on the job with substantial completion achieved in August 2018. Challenges included working in an operating hospital and the large amount of change orders.

GOLD ELECTRICAL CONTRACTOR AWARD OVER $8 MILLION Western Pacific Enterprises Ltd. Stanton Territorial Hospital

Western Pacific Enterprises was awarded the contract for the full electrical works for the construction of the new 280,000 square foot Stanton Territorial Hospital in the Northwest Territories. This was a historic project for the city of Yellowknife, as it is the largest construction project in the city’s history.

The new hospital is nearly twice the size of the original and offers outpatient and inpatient services including emergency, medical imaging, dialysis, obstetrics, pediatric, cardio and mental health departments.

WPE’s scope of work included the supply and installation of labour, materials, and equipment. The company hired and trained First Nations workers and crews that experienced days with temperatures dipping to -59 degrees Celsius with the wind chill. WPE had to ensure that their team and the project were protected from the elements to ensure completion.

GOLD ELECTRICAL CONTRACTOR AWARD $2-8 MILLION Canem Systems Ltd. SFU Sustainable Energy Engineering Building

Canem systems provided electrical services for the fast track SFU Sustainable Energy Engineering Building project, home to Western Canada’s first accredited undergraduate energy engineering program. Supply and installation of electrical lighting was done for the five-storey central atrium, research labs, collaboration and study spaces, offices, recreational rooms, lounge spaces, student services, and plant maintenance facilities, as well as a 400-seat lecture hall and tiered classroom. The building also includes high-efficiency LED linear lighting throughout. Work also included integration of fire alarm system with adjacent prime building and shared parkade as well as a complex smoke exhaust system.

A tight schedule for energization required a lot of planning so BIM was used to ensure all conduits and gear would fit and be assembled quickly.

GOLD ELECTRICAL CONTRACTOR AWARD UP TO $2 MILLION Allteck Line Contractors, Inc. Seton River 60L021 Structure Relocation

For the Seton River Structure Relocation project, Allteck Line Contractors replaced aging power line structures with new ones and also moved the location of one of these structures outside of a highly sensitive archaeological and environmental area. New conductors then had to be installed over the Seton River, and the old conductor had to be removed under very tight timelines for outages.

Strict care and attention was required while working on the Sekw’el’was (Cayoose) First Nations Reserve due to the area’s significant cultural history and environmental features. With consultation from the people of Sekw’el’was, specific access requirements for the structure locations and work sites were required to be surveyed, with distinct boundaries defined.

The GMS WAC Bennett Dam Riprap Project consisted of the removal and replacement of the existing riprap on the upstream face of the WAC Bennett Dam located in Hudson’s Hope, B.C. The original riprap was replaced with more robust weather-resistant limestone riprap.

Completed in 2018, the project required the new riprap to be generated at a quarry approximately 40 kilometres away from the dam site, hauled to a stockpile, and ultimately placed on the dam face.

Ledcor Construction developed a seven-storey building that features 160,000 square feet of office space and a distinct onestorey 3,000 square foot retail pavilion. The building also has three levels of underground parking, which can accommodate 474 parking stalls.

The building is designed to LEED Gold and includes a public plaza and pedestrian connection integrated with the university and the future rapid transit station. Successful execution required detailed planning, consistent communication and coordination of many work activities.

The $81 million Commercial Broadway Station Upgrade was the largest SkyTrain station upgrade in TransLink history.

Scope of work included a new station platform, a new passenger bridge over Broadway, the widening of an existing passenger bridge over the Grandview Cut, and a new queuing system and shelter for the adjacent 99B bus stop. The new platform means passengers are now able to board trains going to downtown Vancouver from both sides, significantly reducing congestion.

JJM was a joint venture partner in a project targeting the environmental remediation of a high profile greenspace in Victoria’s busy harbour. The Middle Harbour Fill Site Remediation Project removed extensive contamination from a former paint manufacturing facility around Laurel Point. Approximately 100,000 tonnes of material was transported out of and onto the site via 54 barge loads, saving approximately 23,000 truck trips, many carrying hazardous materials through Victoria’s busy James Bay and Downtown neighbourhoods.

This project addressed slope instability near Lillooet, B.C. above Highway 99. Slope stabilization measures were implemented to improve the safety and reliability for motorists, the trucking industry and emergency vehicles. The scope of work also included soil anchor testing, re-tensioning, supply and installation of instrumentation, slide monitoring, excavation of bench material, and highway fill placement. The main challenge was working on an active moving slide. Phase 1 was successfully completed in February 2019.

The new Salton Road Pedestrian and Cycle Bridge connects the University of the Fraser Valley to downtown Abbotsford.

The scope of work included an 80-metre steel span assembly on Highway 1 and the construction of the concrete approaches on either side for the new bridge.

By connecting Salton Road for active modes of transportation, the new bridge underpins several of the city’s key policy objectives, including developing complete neighborhoods, active transportation, and a place for people.

Stadium Boston Pizza was a fast-tracked project that consisted of an extensive fit out of the entire standalone restaurant.

Chandos’ special services group worked collaboratively with the Boston Pizza project team to effectively manage tight parameters within the restaurant, site laydown space, budget performance and aggressive schedule constraints.

Updates for the flagship restaurant included modern interior finishes and furnishing; a 275 indoor seating area; a revamped patio and a 291-inch custom-made curved HD projection screen.

Smith Bros & Wilson (B.C.) Ltd. was challenged with rehabilitating Kitsilano Pool, Vancouver’s largest outdoor pool. Upgrades to the 137-metre long outdoor saltwater pool included removal and replacement of the pool basin membrane, repairs to the pool deck structure, and supply of an electric pump to replenish seawater and to dewater pumps.

The upgrades significantly reduced the use of potable water (approximately 430,000 gallons per month), making the water feel saltier for an enhanced swimming experience.

The Vancouver House is a striking addition to the city’s downtown skyline. The Vancouver House begins as a 7,500 square foot triangular base, which then expands out into a 13,000 square foot rectangular building, beginning at the ninth floor.

Carion Construction took on the challenge of performing the formwork for the iconic building. The non-symmetrical design of the cast-in-place concrete building required a 14-foot-thick concrete foundation to ensure stability.

Opened in September 2019, the SFU Sustainable Energy Engineering Building is a five-storey, 220,000 square foot state-ofthe-art building and home to Western Canada’s first accredited undergraduate energy engineering program. Syber Concrete Forming was responsible for a four-storey cast-in-place grand staircase. It connects four of the five floors with flawless concrete work, including battered and recessed planters selectively cast in place along the run of stairs. The project took five months to complete.

SILVER DIRECTOR’S TRADE AWARD OVER $4 MILLION Glastech Glazing Contractors Ltd. SFU Sustainable Energy Engineering Building

The SFU Sustainable Energy Engineering Building features an eye-catching facade composed of white precast concrete sandwich panels and reflective glazing. Glastech carried out the entire exterior and interior scope of glazing products which included more than 19,000 square feet of exterior circuit wall curtainwall. The project included work on curtainwalls, skylights, and the crowning feature wall, which showcases sealed unit structural glass walls with flush front stainless steel point fittings.

The Commercial Broadway Station Upgrade is the largest SkyTrain station upgrade in TransLink history. Glastech Glazing Contractors carried out the exterior and interior scope of installing glazing products for the Commercial Broadway Station. The 18 month project also included the replacement of 3,100 square feet of painted steel grating with clear vision glass on the west side of the Broadway platform. Smith Bros. & Wilson (B.C.) The SFU Sustainable Energy Engineering Building is a five-storey, 220,000 square foot state-of-the-art building featuring dry teaching and research labs, collaborative spaces, offices, recreational rooms and lounge spaces.

Alliance Scientific supplied and installed mobile metal casework, flexible and adaptable table systems, high-performance chemical containment fume hoods, and custom overhead service carriers. It also facilitated the installation of premium fixed-wood casework and wood fronts for the mobile metal components of the project.

Parq Vancouver is an international entertainment destination, featuring a 72,000-square-foot casino, eight restaurants, bars and lounges. It also includes two high-end hotels and Canada’s largest hotel ballroom.

Spectrum completed painting and installation of more than 50 different types of wallcovering, specialty wood veneers, Scuffmaster coatings, as well as other painting services. The contract was for the large casino area, restaurants and lounge, the convention space and ballroom, and the back of house.

Horizon Landscape Contractors supplied and installed all the landscaping at the Aldergrove Credit Union Community Centre which features a new outdoor waterpark with a tidal pool, waterslides, and an aqua spray pad. The project required an expert level of collaboration, workmanship, and budget planning. A custom 10-foot acoustic fence and aluminum fencing, railings, and exterior gates were also installed along with site furnishings for the unique three-storey playground. A tight schedule was the biggest challenge.

SILVER CHAIRMAN’S TRADE AWARD UP TO $1 MILLION Keith Panel Systems Co. Ltd. Great Northern Way Pavilion

The Great Northern Way Pavilion is an eye-catching wooden, one-storey, 3,000 square foot retail pavilion, which is part of the 569 Great Northern Way project. The small, unique building is formed by a series of curving petals that cascade from an oculus at the roof down to the pedestrian level. KPS developed the exterior panel system for the facade.

The specialty finish of the building is a colour-shifting red that uniquely reacts with the ambient light conditions.

The top two floors of the Vancouver Central Public Library were transformed into new public spaces including a rooftop garden. West Coast Cutting & Coring Group was tasked with removing a large portion of the existing green roof material and demolishing the roman-inspired arched roof slab, beams, and support columns with extremely limited access and a glass atrium below. The company also saw-cut new escalator openings on two floors directly above existing escalators, the active library space, and the public.

The Valleyview design-build project in Burnaby is a new hospital that accommodates 38 beds, as well as academic, program and recreational spaces. The facility will accommodate two mental health programs. During the building of the Valleyview Hospital, Modern Niagara installed the full mechanical systems for the project, including sprinklers, sheet metal, duct work, insulation, and controls. The building is built to a LEED Gold Standard.

SILVER MECHANICAL CONTRACTOR AWARD OVER $9 MILLION Modern Niagara Vancouver Inc. RCMP E Division HQ: Forensic Laboratory

The RCMP’s new forensic laboratory facility in Surrey replaces the existing 45-year-old Vancouver laboratory. This new facility is targeting to meet LEED Gold environmental standards.

Modern Niagara installed mechanical systems for upgrades to the existing RCMP headquarters in B.C. The scope of this project included a pure water system, a firing range ventilation system, passive pressure controls, lab gases, exhaust for firing hoods, bio-safety cabinets, and extraction arms.

SILVER MECHANICAL CONTRACTOR AWARD $3-9 MILLION Trotter & Morton Building Technologies Inc. Vancouver Island University, Health Sciences Centre

The project involved the new construction of a 75,000 square foot, four-level health sciences centre for the existing Vancouver Island University campus. Installation included reconstruction of the Level 5 mechanical room, sprinkler backflow prevention assembly, water source heat pumps, water entry and PRV station, pipework, fume hoods in science labs, Strobic lab air exhaust fans, structural steel support for ductwork, and air handling units.

Opened in June 2019, the West Village District Energy Centre is the first of three district energy centres planned for Surrey’s City Centre neighbourhood. Installations include silencers for breeching on the boilers, use of BIM for clash detection, and prefabrication of pipe sections.

The new system utilized advanced six-way control valves to allow the convection heaters to provide both heating and cooling within its small footprint.

As the prime contractor, Division 15 Mechanical completed the first phase of the North East False Creek District Energy System with two steam-to-hot-water conversion stations for the new PARQ Casino & Resort and Rogers Arena South Tower buildings. The design incorporates heat recovery systems by utilizing the steam condensate to pre-heat the primary heating return water prior to being returned to the steam plant for further energy recovery.

Western Pacific Enterprises was responsible for the upgrade and replacement of the main switchgear and retail distribution equipment in an active Pacific Centre shopping mall in downtown Vancouver. The scope of this project included the replacement of two high-voltage switchgear assemblies, four high voltage cables, and electrical distribution equipment.

Status Electrical Corporation supplied power to a new outdoor substation, connected to the Miller Substation’s new switchgear, while minimizing interruption of existing site underground services.

The project included the decommissioning and relocation of communication and data equipment, the supply and installation of marine-grade, energy-efficient LED lighting to the new six-lane exit plaza, and the installation of security and video surveillance for the site.

The Lougheed Town Centre Food Court was relocated from the ground floor to the upper level of the indoor shopping centre.

WPE safely and successfully integrated new electrical systems which supported a new dining area and new commercial retail units as part of the mall renovation project. They also designed a custom transformer rack to allow transformers to be stacked vertically and allow for a more efficient use of space in the new electrical room.

The procedures for developing Alternative Adherence Paths, seeing equivalencies, using Crosswalks, and developing innovations will also be covered in detail.
