Keynote Speaker Dr. Mark Ryan, MD Dr. Mark Ryan was born and spent 10 of the first 14 years of his life living in Latin America.

He completed his undergraduate studies at the College of William and Mary in 1996, and received his MD degree at the Virginia Commonwealth University School of Medicine in 2000. Dr. Ryan completed his residency in Family Medicine at the Blackstone Family Practice, and worked in rural Virginia for four years before returning to VCU to work at the Hayes E. Willis Health Center, a VCU Health communitybased practice with a focus on providing care to uninsured and low-income patients, and on caring for Richmond’s Hispanic population. Dr. Ryan became the Medical Director at the Hayes E. Willis Health Center in late 2014, and has worked with the team there to expand primary care services and models of team-based care which incorporate PharmD and Behavioral Health care, while also expanding the center’s teaching mission.

Dr. Ryan is also the Medical Director for the International/Inner City/ Rural Preceptorship (I2CRP) program, a four-year track program for medical students with a declared interest in working in primary care and with medically underserved communities after completing their medical training. Dr. Ryan has also led medical service trips to a peri-urban community at the edge of Santo Domingo, Dominican Republic since 2006, where he has focused on better understanding the potential roles of short-term medical trips in addressing chronic non-communicable diseases.

At the VCU School of Medicine, Dr. Ryan is one of the founding faculty and now co-Course Director of the pre-clinical “Patient, Physician, and Society” curriculum for all medical students. This curriculum focuses on issues of health and health disparities, medical ethics and humanism, cultural competency, and the impact of social determinants of health on patients’ and communities’ health and wellness. Dr. Ryan received the VCU School of Medicine’s Leonard Tow Humanism Award in 2010, and was named the MCVP Distinguished Clinician in 2020. Dr. Ryan has worked with the Humphrey Fellowship at VCU in past years, and is honored to have been invited to speak today.”

Symposium Speakers Terrence Walton, MSW Terrence D. Walton, chief operating officer (COO) for NADCP, is among the nation’s leading experts in providing training and technical assistance to treatment courts and other providers of substance use disorder treatment.

Prior to being named COO in 2015, he was NADCP’s chief of standards. Before coming to NADCP, Mr. Walton was director of treatment for the Pretrial Services Agency for the District of Columbia. He also previously excelled as the director of what was then the District of Columbia’s leading adolescent outpatient substance use treatment center. Mr. Walton is an internationally certified alcohol and other drug abuse counselor with over 25 years of experience helping individuals and organizations champion positive change. He holds a B.A. degree in psychology and a master’s degree in social work with specializations in program administration and substance abuse. He is a member of the Motivational Interviewing Network of Trainers (MINT). A gifted and entertaining speaker, Mr. Walton travels extensively, informing and inspiring audiences across the globe.

Dr. Jennifer McCoy, Ph,.D. How Political Polarization Impedes Resolving Health Inequities Jennifer McCoy, Ph.D., is a professor of political science at Georgia State University. Her current research project on Polarized Polities aims to identify the causes, consequences, and solutions to polarized societies around the world, including Venezuela, Turkey, Hungary, Thailand, Hungary, Greece, Bangladesh, and the United States. She coined the term “pernicious polarization” to refer to the political polarization that divides societies into mutually distrustful “Us vs.

Them” camps, and undermines the capacity of democracies to address critical policy problems.

McCoy served as Director of the Carter Center’s Americas Program (19982015), leading projects on democratic strengthening, mediation and dialogue, and hemispheric cooperation. She led over a dozen international election observation missions to Latin America and is an expert on election integrity.

Dr. Alfred Montoya Structural Violence and the Social Determinants of Health in San Antonio, Texas Alfred Montoya is an associate professor of Anthropology in the Sociology & Anthropology department. His work concerns, broadly, the intersection of science, technology, and society in the governance of epidemics in Southeast Asia, with special attention to HIV/AIDS in Vietnam.

More recently, Montoya has taken up a related range of medical anthropological interests including work on the effects of climate change on migration and health in the Greater Mekong subregion; drugs and the drug trade in Southeast Asia; and the compounding effects of urban poverty on access to education, health services and proper nutrition in San Antonio. A native of San Antonio, Montoya is especially interested in forming partnerships with local agencies and the San Antonio community, developing opportunities for students to engage in community-based research projects through his fieldwork course.

Dr. Recep Akdag Simultaneous improvement of health status, satisfaction, and equity: the Turkish experience Recep Akdağ is a Professor of Pediatrics. He served as the Minister of Health of Turkey between 2002 and 2013, and between 2016 and 2017. During his tenure, Prof. Akdağ led the Health Transformation Program (HTP), a people-oriented approach to healthcare delivery that strengthened the health system in Turkey with the successful application of Universal Health Coverage. Major aspects of HTP included the introduction of a single-payer national health insurance system, incorporation of public hospitals, implementation of a family medicine system, providing better access to healthcare services and pharmaceuticals, and increasing efficiency and quality; which has led to effective financial protection, better health status, and higher public satisfaction.

Between 2017 and 2018, as the Deputy Prime Minister, Prof. Akdağ oversaw and coordinated activities of the Disaster and Emergency Management Authority of Turkey, including disaster relief services in Myanmar, Iraq, and Somalia. He also led a comprehensive investment climate reform that has allowed Turkey to achieve significant improvements in most indicators of the World Bank Ease of Doing Business Index.

Prof. Akdağ provides expert guidance for health system reforms in different countries. He has contributed to numerous WHO and World Bank programs

and conferences globally. He also served as a board member of the Ministerial Leadership in Health (MLIH) Program at Harvard University. Prof. Akdağ is currently a Member of Parliament in the Grand National Assembly of Turkey for his fifth term, where he chairs the Committee on Health, Family, Labor and Social Affairs.

Dr. Jibril Abdulmalik Between Hope and Despair: Striving for Equitable Mental Health Services in Africa Dr. Jibril Abdulmalik, FWACP, MBBS, MSc, is a Senior Lecturer and Consultant Psychiatrist with the Department of Psychiatry, College of Medicine, University of Ibadan.

His research interest is in the field of Public Mental Health; with a focus on the successful integration of mental health into primary care, mental health advocacy and stigma reduction. He is also keenly interested in expanding the coverage of mental health services – especially for under-served but vulnerable populations such as children and adolescents, women, prison inmates and internally displaced persons.

Dr. Abdulmalik has completed 3 masters in the areas of Child and Adolescent Mental Health (Ibadan, Nigeria); International Mental Health Policy and Services (Lisbon, Portugal); as well as in Health Management and Planning (Maiduguri, Nigeria). He is currently a Ph.D. student with the University of Cape Town (Public Mental Health) – with a focus on the economic consequences of mental illness.

Dr. Abdulmalik contributes a weekly column, ‘Your Mental Health & You’ for a national daily, The Nigerian Tribune on Thursdays, since 2016. He also founded a Not for Profit Mental Health Advocacy organization, the Asido Foundation, which promotes mental health awareness and combats stigma and discrimination (www.asidofoundation.com).

He is an Associate Editor with the International Journal of Mental Health Systems (IJMHS), and has published 67 peer-reviewed articles, and has enjoyed several years of working experience across the country. He has extensive experience, working on several international projects as a Co-Investigator and Project Consultant with the World Health Organization, CBM Australia, and on European Union funded projects among others in different parts of the country; as well as serving as a regional Mental Health Consultant to the West African Health Organization (WAHO).

Dr. Osama Tanous Colonialism and Settler Colonialism as Pre-Existing Conditions Dr. Osama Tanous is a specialized pediatrician based in Haifa. He studied his M.D and M.P.H at Tel Aviv University and completed a clinical research training program at Harvard Medical School in Japan. Osama works as a pediatrician in a public clinic in Haifa and a clinical instructor in the Faculty of Medicine at the Technion - Israel Institute of Technology. He serves also as a visiting lecturer in the Public Health Faculties of the University of Haifa and of the Technion. He volunteers for Physicians for Human Rights and is part of their delegations to the Occupied West Bank and the Gaza Strip. Osama is also a researcher in the Galilee Society - The Arab National Society for Health Services.

As a Palestinian in Israel, Osamas’ writings and work focus on the intersection of settler colonialism, state structural violence, and health. He is examining how these factors shape the living condition, behaviors, and thus the health of the Palestinians in Israel and contribute to health disparities. His works were published in academic and non-academic journals, among them the Middle East Research and Information Project (MERIP), the Journal of Palestine Studies, Jadaliyya, Al Jazeera, Critical Times as well as the APHA annual meeting in 2020.

Dr. Reham Abou El Fadl Ibrahim Reham Abou El Fadl Ibrahim serves as an Associate Professor in the Pediatric Dentistry and Dental Public Health Department, Faculty of Dentistry, Ain Shams University, Egypt. She completed her Doctorate degree in Pediatric Dentistry from Ain Shams University in 2011.

Afterwards, she was nominated to contribute to planning and implementation of a national oral health survey which was conducted by Egypt’s Ministry of Health and population over one year (2013-2014) under the auspices of the WHO, country office in Cairo.

In pursuit of her passion for health promotion and community service, Reham was awarded a Chevening Scholarship in 2014 for studying a master’s degree in public health at Imperial College, London. Back in Cairo. She finished a sixmonth internship in the Health policy and planning unit at the WHO, Regional office for the Eastern Mediterranean Region (WHO/EMRO). She also worked as a consultant for the Social Research center at the American University in Cairo on two projects: “Health in all policies” for attaining SDGs and “mHealth readiness in emergency contexts”.

In November 2018, Reham founded the Community Service Projects center which is affiliated by the community service sector at the Faculty of Dentistry, Ain Shams University and was able to collaborate with the Health protection and promotion division at WHO/EMRO on different activities for promoting oral health in the region. Reham has also mentored 10 theses and co-authored 13 research articles and book chapters. Her research interests include socioecological determinants of health, disease prevention and promotion of health equity. In this effect, Reham aspires to develop skills, across the broad, in public health during the Humphrey Fellowship program which can enable her to translate academic knowledge and research skills, in the future, into practices and policies to effectively reduce disease burden and improve health equity at both national and regional levels.

Moderators Dr. Rabia Bilici Dr. Rabia Bilici, from İstanbul, Turkey, received a bachelor’s degree in medicine in 1999 from Istanbul University, İstanbul Medical Faculty. After graduating, she completed her psychiatric residency between 2002-2007. In 2012, she founded the Alcohol and Drug Addiction Research, Treatment and Education Center at Erenköy Mental Health and Neurological Diseases Research and Training Hospital.

In 2017, she began working as an associate professor of psychiatry at the University of Health Sciences. She is the founding director of a doctoral program as the head of the Addiction and Fight against Addiction Department.

Previously, Dr. Bilici worked as the drug addiction plan coordinator for the Republic of Turkey’s Ministry of Health. She is also the founder of the first outpatient rehabilitation center for addicted adults in Turkey. There she established a mother-baby unit for addicted women. Currently, she is a chief physician at Erenkoy Mental Health Hospital. Dr. Bilici brings experience working on many projects with the World Health Organization and is a member of the Green Crescent Science Board. During her fellowship, she plans to create a doctorate program for healthcare professionals in cooperation with Virginia Commonwealth University. She is also interested in creating a treatment and rehabilitation program for imprisoned people due to drug-related crimes.

Dr. M M Aeorangajeb Al Hossain Being curious and compassionate to feel the pulse of human heart, Dr. M M Aeorangajeb Al Hossain chose the option to wear the white coat and achieved his bachelor’s degree in Medicine. He was vibrated and inspired by the codes of medical ethics and thrived for achieving the excellence.

He started his career as a Research Physician in a John Hopkin’s project and actively participated in a third-phase clinical trial study to develop a treatment regime for the developing countries to fight Neonatal Sepsis. The regime is now in real practice.

Negligence of the people toward investment in preventive health made him more thoughtful to work for a better public health alongside the clinical practice. During his professional career, he worked for the Ministry of Health of his country and facilitated several public health programs and humanitarian intervention projects with the developing partners like WHO, MSF, IOM, IRC and ICDDRB. He is a certified Obstetric Surgeon and worked for the alleviation of unwanted pregnancy outcome during birth-deliveries in rural Bangladesh.

Dr. Hossain achieved his master’s in occupational & environmental health and was awarded prestigious MEXT Scholarship by the Embassy of Japan to pursue a Doctoral course. During his Doctoral research in Japan, he mastered wild field of science including analytical chemical research, molecular biology and field-work epidemiology. His research domain includes molecular biology and epidemiology to evaluate human health risk for toxic elements including the case of pleural exposure.

Belonging to the development sector of the country, he still wants to explore how things are different at the other side, the developed part and experience the state of the art. He believes, the tempting program components of the Hubert H. Humphrey Fellowship Program would enable him to become a better administrator of public health with a noble focus of development.

Dr. Bawo James Dr. Bawo James, is from Benin City, Nigeria. He earned his degree in medicine and surgery in 2002 from the University of Benin. He completed his post-graduate training with fellowships in psychiatry from the National Postgraduate Medical College and the West African College of Physicians in 2009. He holds master’s degrees in epidemiology from the University of London and business administration from the University of Nicosia, Cyprus. Since 2010, he has worked as an addiction psychiatrist at the Federal Neuropsychiatric Hospital in Benin City, where he heads the Drug Abuse Treatment Education and Research (DATER) Unit.

His role includes clinical care, program oversight, training, and research.

Dr. James is a certified master trainer for TREATNET, a national trainer for the International Society of Substance Use Professional’s (ISSUP) Universal Treatment Curriculum, and an executive of ISSUP, Nigeria Chapter. During his fellowship, he hopes to further develop his skills in grantsmanship and research, as well as his knowledge of telehealth for addiction treatment. He also wants to develop the ability to train staff on motivational interviewing as well as screening, brief intervention, and referral to treatment in Nigeria in order to reduce the treatment gap for persons with mild to moderate substance use disorders.

Ms. Lucy Kiarie Ms. Lucy Kiarie, from Nairobi, Kenya, earned her bachelor’s and master’s degrees in environmental studies and community development in 2008 and 2013, respectively, from Kenyatta University, Kenya. She has over five years’ experience in research, policy, and advocacy. Her work at the national, county, and community levels has spanned the gamut from technical support to conducting root cause analyses on bottlenecks affecting immunization coverage. She has worked with policy makers to advocate for greater funding for youth-friendly services in Nairobi County. Her efforts led to additional funding for reproductive health and opened the door for future advocacy work. Ms. Kiarie also campaigned for sustainable immunization financing by linking the Ministry of Health, Ministry of Finance, and Parliament agendas. Her collaboration with these institutions in the budget-making process enabled them to make better-informed decisions.

Ms. Kiarie has experience directing the selection of civil society organizations in Kenya, Ghana, and Côte d’Ivoire to petition their respective governments to increase their support for routine immunizations. During her fellowship, Ms. Kiarie plans to enhance her leadership skills by focusing on community-based participatory research strategies, studying policy development at the state and local levels, learning more about project planning and evaluation, and engaging in public speaking.
