FROM THE EDITOR

Problem. Solved I

KERITH GABRIEL

f you choose to live in Philadelphia, know there are few pain in the ass things you’re just going to have to live with. OK, not a few more, like a shit ton, but this week I’ll focus on just one. Package thievery. It’s one of those annoying issues you’ll inevitably have to deal with, like illegal dumping or the side of your house getting tagged, but it’s just the (rising) cost of being a resident. I’m writing this because every year, I’m amazed at the number of people in social forums who are aghast when their TV or their dog food from Amazon.com gets stolen off the front stoop. It just feels like this year the topic has seemed almost out of control – not just the steady stream across forums covering parts of the city’s most rapidly gentrifying neighborhoods but one now that has garnered national conversation. For these thieves I’m like my growing number of neighbors who take to private Facebook pages and Tumblr forums to discuss and aspire for karma to deal a really shitty hand. The number of closed caption videos and pocket cams catching these thieves in the act is getting out of control, and I ďŹ gured with all that footage hopefully being mined by authorities, I reached out to the police about what is being done. Their press ofďŹ ce asked me to submit my questions via email, but why waste time to receive a cliche response from their detective and patrol divisions. But I know the cops in some districts are trying to ďŹ ght the good ďŹ ght. While PPD HQ wouldn’t conďŹ rm as they “don’t conďŹ rm sting operations,â€? in speaking with a sergeant I know on the force there are active stings on known thieves and cops even plant dummy boxes in many districts to try and catch “porch piratesâ€? in the act. However because the cops can’t catch them all, I sourced my Facebook friends to inquire what they would do to payback porch thieves if the fear of getting a brick through the front window – or worse – wasn’t an issue. I quickly realized I have a number of sadists as Facebook friends. I also realized that I am deďŹ nitely a bit of a sadist as I agreed with almost all of them.

Here’s a sampling: “Open a stolen package that then explodes with glitter. Everywhere. Because that stuff ain’t never coming off. They’ll ďŹ nd it in places they didn’t know existed for weeks and months to come.â€? Someone then added on to that statement, saying: “Glitter + an aerosol Aqua Net-Esque hairspray so it sticks.â€? The best of the rest: “Beartrap in a box, or cover it with some kinda superglue so they can’t get the box off their hands. All my ideas are home aloneesque.â€? “A broken vial that says ‘contagious biohazard’ on it.â€? “I’ll go old school and just say exploding ink pack like the ones they use in bank robberies. Agreed, it’s out of control...as reected in some – ahem – FB groups.â€? “One time a package containing a bunch of bad ‘80s movies and a book about aprons was stolen off our porch and I felt like that was punishment enough.â€? Me personally? I live next to two big dogs. I’m sure my neighbors – whom I’ve later discovered have all been victims of package thievery – wouldn’t mind sharing some canine waste for me to box and leave on the stoop for one of these thieves to scratch and sniff. I also thought about cleaning out my refrigerator of all the week-old leftovers and leaving a reverse sort of sour taste. It’s sadism at its utmost awesome, however, it’s only wishful thinking. Besides, I get all my packages mailed right here to my ofďŹ ce because, well, “fool me once‌â€? amirite? But there’s also a bit of fault on package delivery personnel as well. While I get that there is a desire just to crank through the job, there has to be a little logical side of them that thinks, “hmm, should I just leave this package here full well knowing that the recipient may never even know it arrived.â€? Is that just a chance you take as a UPS driver or Amazon deliverer? I single those two out considering when I’ve had packages sent to my house there generally isn’t so much as a customary ring of the doorbell. But again, it’s not their job to have compassion, but to simply deliver your order. At any rate, just be smart and have a bit of logic here, Philly. According to a report, there are an estimated 750 million packages expected to be delivered this holiday season. Still plenty of time to have one of these assholes run off with your brown box between now and the New Year. â–

Holy...uh...

It seems like three months can’t go by without some large animal escaping its confines and running buckwild through the streets of Philadelphia. We’ve had bulls (plural). We’ve had rogue horses. And last week, a gentle cow, modeling serenely in a nativity scene for tourists near Independence Mall, decided to bounce from the manger and roam freely on the streets of Old City. It was eventually located in a parking garage. Happy holidays, Philly. Q

Who can work up a rhyme about Henry Kissinger and Buzz Bissinger? The greatest of all time, that’s who. Q

$1,250,000 Not a typo. That’s how much the City of Philadelphia paid to settle a sexual harassment lawsuit against a police commander, Chief Inspector Carl Holmes. The seven-ďŹ gure payout, which relates to what attorneys call “horriďŹ câ€? allegations, is the largest the department has made in more than a decade. Oh, shut up! CASUALLY RACIST TACOS It’s not every day that a taco shop stirs controversy. Which raises questions about whether the owner of the newest Mexican eatery at Broad and Lombard knew what he was doing with the name “Illegal Tacos.â€? Florian Furxhiu, an AlbanianAmerican immigrant, says it’s not what you think! He’s an immigrant, too! And his Mexican chefs are cool with the name! He also doesn’t understand why people, particularly Philly’s Latino community, whom racist right-wingers have for decades ritualistically maligned as “illegals,â€? regardless of their birthplace or immigration status, are so upset about! Q

“The fact that I’m an immigirant [sic] myself, and the fact that Mexicans are proudly going to work and run the place is still not enough to justify the name of the establishment to some people who are continuing to spew hate, only if they had a conversation with me they would totally get it.

That’s where Kilkenny — one of the property owners, and a shareholder of the bar’s business — comes in. To hear him tell it, Casper’s “wasn’t an ordinary watering hole but a “friendly, neighborhood establishment. More importantly, he says, neither the bar nor the building owners signed off on the T-shirt with the bar’s name on it. “KSC Ventures as property owners — and Casper’s Place as business owners and operators — never authorized the manufacture or knew anything at all about the offensive Tshirt, Kilkenny said, in an email to PW. “No sales of the shirt were ever authorized by KSC

ooner or later, Casper was bound to haunt Sean Kilkenny. Kilkenny, a union plasterer, is one of a handful of Democrats gunning to replace longtime Republican Rep. John Taylor in the 177th House district, a heavily gerrymandered wedge that covers parts of Port Richmond, Bridesburg and Mayfair. He’s also the owner of a Mayfair property that was home to the infamous Casper’s Place, as several tipsters pointed out to Philadelphia Weekly. In 2008, the neighborhood watering hole garnered citywide notoriety when offen-

sive T-shirts bearing the bar’s name surfaced around town. The shirts prominently advertised Casper’s logo with the iconic friendly ghost and a smattering of Irish shamrocks. While the tagline read “A Friendly Place To Drink, the specter’s speech bubble suggested otherwise to African Americans: “No Spooks Allowed! the ghost exclaimed. Casper’s Place has since been replaced by another bar called the Parish Pub, but the Cottman Avenue property owner, KSC Ventures LLC, has been consistent since 2006.

Ventures, or Casper’s Place. The property owners and the business owners were made aware of the unpalatable clothing, and took immediate action.â€? Kilkenny called the message “disgusting and nauseating,â€? but the origin of the T-shirts remains a mystery. “This allegation came to light in the press, almost eight years ago,â€? he continued. “I condemned the actions then, and I continue to condemn them now. I not only see a problem with these repulsive words on articles of clothing, I have a problem with this language in any conversation, or dialogue.â€? Pressed for further comment, Kilkenny said that several Mayfair residents had ďŹ rst alerted bar owners to the presence of several “mid-20sâ€? men wearing the shirts around the neighborhood. How many shirts were made, and who would use the bar’s name to make such merchandise? Answers were never pinned down. “One idiot wore [the] shirt into the establishment, and management asked them to remove the shirt, when they refused, they were escorted out,â€? he said. Kilkenny obtained a 15 percent stakeholder interest in the bar business after KSC Ventures acquired the property. While his day-to-day role consisted mainly of property management duties, he sometimes assisted in various roles at the pub itself.

The Casper’s T-shirt was agged in 2008 when Don Russell, a beer critic, better known under his nom de plume of Joe Sixpack, spotted the offensive Casper’s Place apparel while on his way to a Phillies game. Sixpack wrote in a blog post: “How, in the 21st century, does anyone who conducts business with the public even think of printing a T-shirt like that?â€? Sixpack added that Philadelphia’s Commission on Human Relations “nearly shut down Geno’s Steaks for lessâ€? — a reference to the steakery’s infamous sign requesting customers order in English, which the commission ruled discriminatory in 2011. Casper’s offensive shirt never caught that much attention — outside of the neighborhood, at least. A working-class row home neighborhood in lower Northeast Philly, Mayfair’s population is predominantly white, with growing numbers of minority and immigrant residents. Some of these self-identiďŹ ed Mayfair residents were reportedly contending with another problem at Casper’s prior to its closure. Numerous online comments and posts about Casper’s Place claimed that the bar regularly served alcohol to minors. Kilkenny acknowledged the complaints. “Regarding the allegations of underage drinking violations at Casper’s Place, any ďŹ ndings by the Pennsylvania State Police, and the Pennsylvania Liquor Control Board (PLCB) were addressed accordingly by Casper’s, and Casper’s instituted better practices,â€? he wrote. The Philadelphia Liquor Control Enforcement did not return repeated phone calls for comment. Later, Kilkenny said that his company’s own investigation into the matter found the bar faultless. “KSC did investigate all rumors, brought to our attention, through both word of mouth/hearsay and online posts,â€? he wrote. “Our ďŹ ndings determined that the online posters, and those spreading the rumors, were former employees, or antagonists of current employees associated with Casper’s Place (expartners, mutual admirers of the same person, patrons who may have been agged for behavior unbecoming of the establishment, etc.)â€? While still early in the 177th House race, Kilkenny has already won the endorsement of the Building Trade Council and other unions. He said he has no other business interests other than the bar property on Cottman Avenue, and real estate records show this as the only building owned by KSC Ventures LLC. He maintains that neither the T-shirt debacle nor the allegations of underage drinking had anything to do with Casper’s Place changing ownership. The bar was sold at or above market value and as aforementioned, reopened as the Parish Pub a few years ago. “Allegations and rumors did not play any role in the sale of Casper’s Place to the Parish Pub,â€? he said. Music

Dougie on The Beat produced three tracks on Meek Mill’s 2017 album “Wins and Losses, and has had a hand on the albums of many of Philly’s best hip-hop artists.

Out of the box beats Philly producer Dougie on the Beat wants to be known for crafting a “different soundwhen it comes to hip-hop BY GREGORY DALE

A

hip-hop renaissance is brewing in the City of Philadelphia. While the city has always been notorious for birthing hard-spitting emcees, new age hip-hop in the City of Brotherly Love is rather unique. On one hand, you still have the strong lyricists such as Meek Mill and Kur who hit you over the head with heavy hit-

ting bars. On the other hand, you have artists such as Lil Uzi Vert, PnB Rock and Tierra Whack who blur the lines of traditional hip-hop, often utilizing infectious melodies and off-beat subject matter. But the backbone of the city’s renaissance is the music behind it all. Just as the new age rappers are unique, so are

'(&(0%(5

the rising producers. For producer Dougie on the Beat, standing out is key. “I just have a whole different sound, he told PW during a recent interview. “I don’t really try to sound like other people. I just do what I do. Whether it’s stirring soul samples, or brooding bangers, he’s certainly mastered versatility.

In just a short period of time, Dougie, born Douglas Whitehead, has been on a steady ascent since his introduction into the game. The 21-year-old has produced for a number of artists, including Omelly, Kur and Quilly. But perhaps his biggest accomplishment to date was producing Meek Mills’ Wins and Losses, released in July. On the project, Dougie inked three production credits: “1942 Flows,â€? “Issuesâ€? and “Save Me.â€? Dougie explained that he linked up with Meek through a mutual friend and started ooding his email with beats over the course of a year. His hard work soon paid off after Meek selected his favorites and played them for Dougie over the phone. “It was crazy because I was thinking my jawns really came a long way,â€? he said with a laugh. “It’s really somebody big time on my beat.â€? Reared in the Nicetown section of North Philly, his hustle was birthed through necessity. “You know around my way, the crime rate is high,â€? he said. “It’s a lot going on. I lost a lot of my homies coming up. That really motivated me to go harder. I didn’t want to be another statistic.â€? In middle school, his uncle got him involved with a program called Music Explosion for the Youth, which introduced young people to music creation. Initially, he started rapping but ultimately fell in love with production after witnessing the process. “First I just started messing with all the stuff that [my uncle] had because I didn’t have anything,â€? Dougie said. “He had an MPC. I was just playing around on that. After awhile, my mom and dad got me a laptop. Then, I just downloaded FL Studio and started making beats. I just locked myself in for awhile.â€? During that time, he said he experimented with party beats and continued to perfect his craft and build his sound. In 2014, he shot a beat that featured a sped-up soul sample to Kur and the emcee’s “Upside Down Cake Pt. 3â€? was born. Shortly thereafter, more artists reached out to work with him. Now, after his work on Wins and Losses, Dougie said other major collaborations are in the works. Among them are tracks with Meek’s cohort Rick Ross. For Dougie, the success is somewhat bittersweet, given Meek’s current situation. In early November, a judge sentenced the 30-year-old rapper to two to four years in prison for violating probation. The decision spurred tremendous protest from celebrities and fans alike, citing it as unjust. The rapper’s legal team is still ďŹ ghting the sentence. Dougie explained that while he’s not happy with the situation, he’s conďŹ dent that Meek will bounce back soon. “I feel like they doing him dirty for real,â€? he said. “But I feel like he’s going to come out on top of the situation. It’s opening a lot of people’s eyes. They are paying attention to what’s going on.â€? Looking to the future, Dougie said that although he’s scored a list of noteworthy production credits, his dream collaborations would be to work with Young Thug, Yo Gotti, Future, Gucci Mane and Jay-Z. Though he’s just getting his feet wet in the industry, he’s certainly poised to be one of the frontrunners responsible for shaping the city’s evolving hip-hop sound. As many Philly artists continue to take hip-hop to unchartered territories, one sound, i.e. traditional lyricism from the soul, will forever be a constant. “The city really has spitters that spit that struggle,â€? he said. “Philly is known for that pain sound.â€? â– TWITTER: @DA7THLETTER

It was quite the night for a good cause as for the third year in a row the Hoots and Hellmouth Soulstice Spectacle didn’t disappoint.

Unwrapping the giving groove Philadelphia’s newest (charitable) record label is in quite the holiday mood BY A.D. AMOROSI

T

hawing the chill on a snowy December night was the night that was Union Transfer’s annual Hoots & Hellmouth Soulstice Spectacle. The Hoots-holiday themed (but secular) event reverberated with drunken camaraderie and charitable cheer. A portion of such goodwill came from the presence of The Giving Groove, a local label through which Hoots & Hellmouth and its drummer, Mike Reilly (as Pretend Collective), releases a pair of fresh work, the ďŹ rst a EP dubbed “Uneasy Piecesâ€? and a upcoming 2018 album. “This EP followed our LP, In the Trees Where I can See the Forest,â€? said Reilly during a recording session at Sine, the Rittenhouse studio started by Giving Groove cofounders Matt Teacher and Mike Lawson in 2005. “As Trees sessions ďŹ nished, we found ourselves with more keepers than room on a record. An opportunity to share them with the world arose via Giving Groove.â€? The same goes for Philly’s wonky OOLALA, the poetic Joey Sweeney and the punkish Decontrol and Dead Milkmen as all released LPs and/or EPs through Giving Groove.

3+,/$'(/3+,$:((./< &20

“I always feel bad saddling labels with us as we might decide to make an album just a pure sine wave with us hitting a box in the background, but I like the idea of Giving Groove because they’re great people to work with since half the money earned goes to charity,â€? said Milkman Rodney Anonymous of its “Gasolineâ€? EP. That’s what gives The Giving Groove its origin story: a sense of purpose and a dedication to good, solid, music-related charity. Of course, it all started with old friends. “I began playing music with Mike in seventh grade in West Chester the ďŹ rst time we met,â€? said Teacher of a recalled session on a cassette boom box with a built-in microphone. Moving onto real equipment and an apprenticeship at Manayunk’s Radioactive Studios – to say nothing of time spent in Philly with Teacher’s dad, stepmother and their cookbook publishing operation – Mike and Matt wanted their own studio, and enlisted the aid of studio/sound designer and Bon Jovi producer Obie O’Brien. “We were elated having gotten our line of credit and Obie says, “You’ll have better memories if you take that money, buy a big bag of blow, and rent a strip club. Those will

be better memories than a lifetime of owning a studio.â€? After several persuasive meetings, O’Brien not only agreed to design Sine; after it was completed, he worked with the duo, to this day, “everything from Bon Jovi and Motown vault mixes to artists he produces such as Katie Barbato and Cole Redding.â€? As Sine approached its 10th anniversary Mike and Matt wanted to build upon what they’d created at Sine, craft a joint venture alongside their wives (Randi Lawson, Groove’s art director, and Katie Barbato, director of philanthropy) and do good. “Suddenly, I saw an idea that had sat in front of me forever,â€? said Teacher of his dad’s cookbook company, Burgess Lea Press. Their unique and interesting model: 50 percent of all after-tax proďŹ ts gets paid directly to the author; 50 percent of all after-tax proďŹ ts contributed to a food-related charity they worked alongside the author to select. “Let me adapt this to the music industry,â€? said Teacher. Joke with Teacher that running a studio THEN starting a record label built upon making less money than labels do in this freedownloadable culture makes the G-Groove group gluttons for punishment, and he laughs.

“We just love music and are willing to do whatever it takes to be around it. You don’t need me to tell you the music industry is changing. But, I don’t want to sit back and not try. The studio was a labor of love, which evolved into our The Giving Groove.â€? Hence, more love and charitable monies from the label and the artists to whomever they choose. At less than a year old, Teacher stated “the company itself will never make a proďŹ t, and there is a small salary factored in for the four of us.â€? The label pays for production of its releases as well as the vinyl manufacturing (and other expenses such as music videos and PR) and those expenses are recouped before any proďŹ t is seen. “I should note that our releases do not have to be recorded at Sine,â€? said Teacher. “The label and studio are two separate companies. To date three out of ďŹ ve have been tracked at other Philly studios.â€? Mike Reilly mentions that some of Hoots and his Pretend Collectives cuts were tracked at Mt. Slippery, Dr. Dog’s fantastical facility. “I’m lucky to have this opportunity with Matt and Mike. They started working together as kids, and that history is obvious when you watch them in the control room together.â€? With respect to the music of Pretend Collective, Reilly states there are elements of soul, of psychedelic chaos, and simple stories set to delicious melody. “Many of the compositions wander through several tonalities without single description,â€? he said. “It took time to understand that a worthwhile harmonic journey is always what I’ve been listening for most.â€? It took Reilly no time to claim he and Hoots work with Rock to the Future’s musical education program for young people who have come into contact with the criminal justice system. “The hormonal and societal chaos brewing in the mind of a teen clearly requires a means of healthy release. Those are the years my friends and I found music and let it work its weirdness. Rock to the Future knows this, and does society a great service while society continues to make it difďŹ cult for so many young people to stay on a healthy track.â€? To go with releases, not only does The Giving Groove sell T-shirts and holiday candles; Sweeney will come to your house and sing for a price. “The caroling was Joey’s idea,â€? said Teacher. “Dead Milkmen sold enamel pins for us at their Troc release gig. As we grow we’ll deďŹ nitely add more merchandising. Look, one of the questions we ask our artists at the outset is if they have charities they are passionate about. If they do we vet them and reach out and if they don’t, we come up with a great ďŹ t. We want consumers to feel good that artists are being fairly compensated for their talent and we want artists to feel empowered by enabling them to work alongside charities that are meaningful to them.â€? NEWS before the bill’s passage this week. Blackwell initially introduced similar legislation back in 2016, proposing full, one-time amnesty for parking tickets older than three years during a special 45- to 90-day window. The bill was then amended last month to cover only tickets older than ďŹ ve years, granting amnesty so long as participants paid off more recent ďŹ nes. Two weeks ago, the bill was held just before a ďŹ nal vote while Kenney staffers scrambled to persuade Blackwell to amend the bill once more. However, the latest changes, which passed council this week, appeared minor. The ďŹ nal version opens a two-month window in 2018 that allows participants with no outstanding parking tickets after 2013 to seek full amnesty after paying a $50 “administrative feeâ€? – the rest of the legislation appears unchanged. Council observers said the odds of the mercurial Blackwell yanking her newly passed bill were slim. While late parking fees are a comparatively minor revenue issue, some said Council’s willingness to sweep the bill through in spite of the administration’s frustrated jockeying did not bode well for Kenney down the road. “At its most basic level, it demonstrates that the administration doesn’t have nine votes in its pocket all the time,â€? said one source. “Property tax increases, tax liens and tax abatements: you could draw a dotted line between those issues and parking ticket amnesty, in terms of how council members will react.â€? hiladelphia City Councilwoman Jannie Blackwell says she just scored a victory for low-income residents in her district who are burdened by piles of old parking tickets. “It’s not right for the citizens of Philadelphia to feel like victims of a parking authority,â€? Blackwell said last month. Council passed legislation introduced by the West Philly councilwoman that would offer amnesty for parking tickets and fees older than ďŹ ve years, with some conditions. Critics had said the policy would divert Philadelphia Parking Authority revenues that beneďŹ t the city’s school district while helping well-todo to do scofaws at the same time. Council nevertheless voted 14 to 3 on Thursday in favor of the bill during its ďŹ nal session of the year – but Mayor Jim Kenney’s ofďŹ ce, which opposed the bill, says the issue has not yet been put to rest.

Kenney spokesperson Lauren Hitt said. Hitt offered no other details. But, after the vetoproof vote, administration sources said the only option left for the Mayor’s OfďŹ ce was to lobby Blackwell to voluntarily recall her own bill and amend it once more. Recalling legislation is a fairly unusual action that sponsors may exercise after ďŹ nal passage but before a bill is signed by the mayor. Many in City Hall have speculated the Kenney administration is likely on the cusp of proposing a major tax increase to proactively stanch a looming school funding deďŹ cit. The optics of forgoing, potentially, a few million dollars in back parking ticket revenues – despite the PPA’s poor history of actually sending funds to the school district – would start an already tough pitch to voters off on the wrong foot. NEWS and-gos preyed on the poor and addicted, and fostered a hostile community environment. The vitriolic discourse stunned many Council observers. And while an amended version of the bill passed 14-3, community leaders and residents now worry that Council’s poor handling of the bill has sewn confusion and further misunderstanding between two minority groups. “What we just saw was a failure of City Council to represent both sides in a way that doesn’t just pit two sides against each other,â€? says Nancy Nguyen, an activist in the Vietnamese community and the executive director of VietLEAD. “I’m not going to fault the people on both sides who are angry when our leaders couldn’t bring these people together.â€?

This is the scene at “stop-and-go’s across Philadelphia that rubs prominent members of the African-American community and city politicians the wrong way.

Booze, Blacks and bulletproof glass Did City Council botch its approach to the racially charged “stop-and-godrama? BY KERITH GABRIEL & MAX MARIN

I

t was supposed to be simple. City Council set out last month to bring the city’s legion of “stopand-goâ€? beer delis in line with state regulations. For nearly two decades, local legislators have been trying to put pressure on these establishments that sell takeout alcohol — and in some cases, shots of liquor — while skirting state laws. But after Councilwoman Cindy Bass inserted a controversial provision to remove bulletproof glass from these businesses, the seemingly unoffensive bill turned into a ashpoint debate, igniting deep-seated tensions between African American residents and Asian American business owners. “They aren’t delis,â€? Bass said before a packed Council chamber last Thursday. “They are places to buy drugs to get high ‌ indoor open-air drug markets masquerading as restaurants.â€? Testifying against the bill, mostly Asian American business owners, some carrying signs of bullet holes weeping blood, recounted violence committed against them and their families in their stores. On the other side of the aisle, African-American community leaders alleged that stop-

Members of the Asian-American business community were vocal in the lead-up to the Bass bill being passed. With the glass gone many feel it’s open season on their establishments.

Philly’s war on the stop-and-go dates back to at least 2004, when Council and the Asian American Licensed Beverage Association of Philadelphia agreed to reforms that would clean up the business model. Store owners, according to Bass, agreed to hire their own security guards, take alcohol management training programs, and cease the sale of drugrelated paraphernalia such as glass stemware and rolling papers. But the city has little sway with the Pennsylvania Liquor Control Board, which holds the reins on restaurant liquor licenses. Council’s agreement with AALBA wasn’t legally binding for store owners. And over the years, according to news reports, even booze-selling delis hit with multiple code violations by the PLCB have had little trouble renewing their restaurant liquor licenses. So Bass re-upped the ďŹ ght with a focus on nuisance complaints. She went after them for non-compliance about seating and serving food. Then she came for the bulletproof glass. The reasoning behind that, according to the stop-and-go owners, was as transparent as the glass itself. “The rationale is to drive us out of the community,â€? Adam Xu, president of the Asian American Licensed Beverage Association of Philadelphia, told Philadelphia Weekly after a demonstration outside of City Hall last week. Outcry against a local government trying to remove this protective barrier from small businesses caught national attention. Xu’s organization represents 230 stop-and-gos in every neighborhood of the city, about 70 or 80 percent of which have bulletproof glass. Before its ďŹ nal passage, however, Council members amended the language to have the Department of Licensing and Inspections issue regulations for “the continued use and removalâ€? of glass no earlier than 2021. Ostensibly, store owners have three years to get up to code — at which time, L&I may or may not come to forcefully remove their bulletproof glass. Will the enforcement actually happen? That much remains a mystery.

NEWS But the wounds opened up by the protective glass debate run painfully deep. As PlanPhilly reported, tensions between African American communities and Asian-Americans trace back partially to urban redlining. As black communities were historically denied access to money lending streams, better capitalized immigrant merchants were able to open up shop in otherwise segregated neighborhoods. Bass pitched a case that bulletproof glass was an indignity and a glaring sign of mistrust of African Americans. Others agreed, despite the proliferation of such protective glass in other businesses all over the city. But observers say the issue highlighted a long tradition of anti-black sentiment with which Asian Americans have their own struggle. For Asian Americans, according to community leaders interviewed for this story, the issue of bulletproof glass is also intertwined with issues of language access and strained relations with the Philadelphia Police Department. “There are a lot of ways to deal with racial tension, Nguyen said. “But the Plexiglas became an issue of black dignity versus safety for Asian business owners — and how do you juxtapose those two things in a way that’s not going to alight those two communities? At the end of the day, Nguyen and others now move forward to dispel a lot of rumors about what this bill does and doesn’t entail.

Serve and protect Meirong Liu just doesn’t know how it’s going to work. Directly across the street from her Chinese-American restaurant, Great Wall, situated under the El tracks on Kensington Avenue, sits the Steak-N-Beer restaurant and deli, a stop-and-go that features hot food, bench and table seating, in addition to wall-to-wall refrigerators fully stocked with a variety of beers and wine coolers. Steak-N-Beer’s heavily bulletproofed front counter offers .5L bottles of Mad Dog 20-20 and an assortment of tobacco products. Liu said the store and stores around it are frequented by “the same type of people, who visit her restaurant, a tiny store with no available seating in which food orders, its delivery and the exchange of money is distributed through a winding display of Plexiglas, making it impossible for hands on either side to ever touch. For her and her relative Renjie Liu, both of Chinese descent, the glass offers sanctuary. In mixed-race Kensington, Liu explains that the glass isn’t personal. But operating her establishment in this maligned section of the city wouldn’t be possible without it. “[The glass] is very important. It’s for safety, said Liu. “I have a lot of customers that are very good, but sometimes you have some that come in and they want to curse and call you names and it dangerous for us. Sometimes it’s just me in the store and I don’t know if I would work here alone if I didn’t [have this glass]. The Plexiglas countertop of Great Wall offers wares very similar to what is the hotly contested arguments by Bass and members of Council. Walls lined with cigarillos, blunts and wrapping paper are as readily available for purchase as the $5 fried chicken platter or $7 seafood delight special. It’s much of the same for many of the area bodegas that don’t directly sell alcohol but offer much of the same with many featuring the same sort of protective setup, but according to Asa Khalif, the founder of the Philadelphia chapter of Black Lives Matter who also owns a number of delis throughout the city, there is one discernable difference. “The Plexiglas in a ‘poppy store’ as we call [bodegas], they are not as armed or bulletproofed as a lot of these Korean

Crusita Minaya manages Coral St. Deli, a tiny bodega in a gentrifying section of Kensington. She says that the glass is important for shops when it comes to both safety and storage. stores are,â€? Khalif said in a phone interview with PW. The outspoken Black and Brown activist has arguably been Bass’ primary supporter in getting this bill pushed through. “There are bodegas that don’t even have the glass and you can interact with the owner. There is just no interaction with the customer or the community in a lot of these Korean stores. You have Dominican stores hiring within the community and live and participate in the community and aid their Latino brothers and sisters. I have never gone to a ‘poppy store’ as we call them and seen an employee giving free shots [of liquor] or giving shots to underage kids. This is commonplace in Korean stores and this is much bigger than the Plexiglas.â€? It’s this same rationale that, although peddling much of the same within the community it serves, these stores have been exempt from Bass’ bill. While many of the bodegas feature bulletproof glass, some claim it’s as much for storage as it is safety. “So the ďŹ rst thing for us, we use it for protection,â€? said Crusita Minaya, manager of the 500-sq. ft Coral St. Deli, a bodega situated in a rapidly gentrifying part of East Kensington. “But the second reason is that we have a very tiny store so we use [the bulletproof glass] like shelves. A lot of times this glass for these stores in the neighborhood is used for a lot of different reasons. I don’t know how I would feel if someone came in and told us we had to take [ours] down, it’s just not right to ask people to give up their protection.â€? But some store owners don’t plan to give up their protection and politicians know it. Earlier this week, Councilman David Oh, one of just three members of council who voted against the bill, told WHYY’s PlanPhilly that while the city’s Licensing & Inspections Division is tasked with enforcing compliance in removing the “eyesoreâ€? that is the Plexiglas, that people shouldn’t be naive to “proliferation of ďŹ rearms,â€? these same store owners will take up with their protective glass being stripped down. During the initial hearing and proposal of the bill, Xu, on

behalf of the Asian-American Licensed Beverage Association stood up on Council oor and said: “Our safety is in your hands, our lives are in your hands...we will be forced to use guns much more to defend [ourselves], there will be a lot more gunďŹ ghting.â€? Liu, nestled behind her safety of her glass said as much – without actually really saying. “There’s nothing the [city] can do to tell me that if we had to remove this glass that would make me feel safer. I call cops for emergency, they come four hours later,â€? she said. “Yes, we make the decision where we put our shop but we also make sure we protect ourselves. This glass is protection. If we were told is a law to take it down, okay, but we’re going to do what we have to do to protect ourselves and our business. It’s about keeping the store safe. This [bill] now makes it very, very dangerous for stores in the city.â€?

Target practice Asa Khalif didn’t believe it when he was originally told; he needed to see it ďŹ rsthand. So he conducted his own social experiment using a pair of black teens, just 15-years-old. Khalif sent them into an unsuspecting stop-and-go located in Frankford and tasked both with seeing if the owner would sell them a shot and some blunts. According to Khalif, the boys, without any hesitation from the store, received both. “I was like shit, man are you for real? They got both?â€? Khalif said quizzically. “Now, they didn’t drink the shots and their parents were on board [with the experiment], but we needed to show that this is happening in the community. If you don’t respect the people in the community that you serve, if you don’t even like the people that you serve it’s very easy to have that type of attitude.â€?

Martin’s Deli is a Kensington stop-and-go in the heart of blight, still its ownership says there have been no problems since opening in large part to treating people “like human beings. FROM PAGE 12

The reason it was so easy? Khalif’s theory on that rehashed the cynical rhetoric that has long plagued black communities that feature shops largely owned by Asian-Americans. “We don’t mean shit to them anyway,â€? he continued. “In their mind, you’re probably going to kill each other anyway, so sure take a shot. They don’t have anything but disdain for us. And trust me, if they could set up shop somewhere else, they’d be out in a heartbeat.â€? The crusade is a similar one that Bass conducted herself in July when she visited a number of stop-and-go’s with a collective armed with folding chairs and black T-shirts that read “Fit 30.â€? It was an an effort to prove that many of these stores that operate under the guise of restaurants either don’t have the capacity or seats to hold the minimum of 30 patrons. It was this summer sit-in that set the wheels in motion in the aftermath of the Dec. 14 passing of a bill that largely affects speciďŹ cally the establishments of Asian-American business owners. In keeping with theories, Khalif had one for that too. “You could feel the venom of these owners, they don’t like us but they’re in [the black community] because they can’t go anywhere else and set up shop. So you hate us, but you need us, which is probably why you hate us,â€? said Khalif. “I can show you some really good examples of delis in South Philly where you can go in and get some really good sandwiches. People aren’t going in to buy blunts, they’re not going in to buy crack pipes, you’re not going to get cough syrup and all the other paraphernalia that not only sucks the blood but sucks the spirit out of the community.â€? But this crusade targets Asian-Americans, hence the vitriol. Khalif said his ďŹ ght is not

3+,/$'(/3+,$:((./< &20

with them, but that this serves as a warning to anyone setting up shops that “poison the black community. “This isn’t about race, anyone that comes into black and brown communities and contributes to illegal activity should also be shut down, he continued. “It just so happens that we have many different races of shop owners in our community, we have the Dominicans, Africans, Liberians and the Koreans; but it’s the [Koreans] that came out in full force to change the narrative to them being targeted. I have never gone to a ‘poppy store’ [bodega] as we call them and seen an employee giving free shots [of liquor] or giving shots to underage kids. Back under those same EL tracks in Kensington, directly across the street from SteakN-Beer is Martin’s Deli, owned and operated by a Korean-American who purchased the shop from a Jewish family several years ago. Martin’s Deli, which sells alcohol, doesn’t have bulletproof glass and the shop’s owner said that there hasn’t been a serious issue since he’s owned the establishment. “I don’t sell to black people, I sell to people, said Kipp, who preferred his last name be withheld. Kipp noted that he actively works with the New Kensington CDC and Philadelphia Mural Arts. I have people that come in here that I know do and deal drugs, but they also know that when they come in here I respect them as a human being. Because of that, knock on wood, we’ve had no issues. But even with that said, us not having the bulletproof glass is a choice. The hood is the hood, and if a store thinks they need glass to protect themselves that should be their choice. Q

Loving Lesbians DAN SAVAGE

I am a 22-year-old Italian man, 100 percent straight, sensitive and sporty. I have been reading Savage Love for years in Internazionale. I have one question for you: Why do I always fall in love with lesbians? Why do I instantly fall in love with girls who have that something more in their eyes? Something melancholy and perhaps insecure? Girls whom I’d rather protect and embrace than take to bed? The last three girls who ďŹ t this description all turned out to be lesbians. The last girl with whom this happened told me it was my “Red Crossâ€? mindset that made me fall in love with girls who are insecure/sad/ melancholy, so I have a sort of selection bias that excludes most straight girls I meet. I do not believe this, because the world is full of straight girls who need saving. So why then, Dan? WHY? I have a girlfriend. I truly love her. Since September, we have been living in two different cities because she went away to study. I am afraid that one day she is going to tell me she’s gay too. She always talks with me about a new super-cute female friend. Is she a lesbian? I have recently met another girl, super empathetic. She is gay, and I knew it after an all-night conversation in my car listening to Cigarettes After Sex. Why do I always fall in love with gay girls? Can I love two people at the same time? This is the fourth time that this has happened. Is my girlfriend gay? Why do I ďŹ nd lesbians so attractive? I’m freaking. – Increasingly Tormented About Lesbian Yearnings There’s a lot going on in your letter, ITALY, so I’m going to take your questions one at a time‌ 1. Maybe you always fall in love with lesbians or maybe this was a series of coincidences – by pure chance you fell for more than one woman who turned out to be a lesbian – and, hey, since you’re probably going to love a few more women over the course of your life, ITALY, that “alwaysâ€? seems a bit premature. It’s also possible you ďŹ nd women with a certain degree of masculine energy and/or swagger attractive, and women with that swagger are somewhat likelier to be lesbians, slightly upping your chances of falling in love with four girls-who-turned-out-tobe-lesbians in a row. Personally, ITALY, I’m attracted to guys with a certain degree of feminine swagger and, need-

3+,/$'(/3+,$:((./< &20

less to say, these guys are likelier to be gay. But while almost all effeminate guys are gay – so stigmatized is femininity in males (even in the gay community) – masculine swagger in women is less stigmatized and therefore somewhat less likely to correlate as strongly with lesbianism. Women with masculine swagger and men with feminine swagger are also likely to be self-conscious about their gender-nonconforming traits, particularly when they’re young and/or not yet out, and that can read as melancholy and/or insecurity. 2. Women – straight or bi or lesbian – don’t need “saving.â€? They need respect, they need to be taken seriously, they need bodily autonomy, and they need loving partners and political allies. 3. Your girlfriend may be a lesbian – anyone could in these highly uid days, even me. But if your girlfriend isn’t straight, ITALY, she’s likelier to be bisexual, seeing as there are roughly three times as many bi women as there are lesbian women. And if she seems gayer now than when you met, that could be because you landed a straight girl who had been suppressing her masculine swagger – which many men don’t ďŹ nd attractive – and she’s consciously or subconsciously come to the realization that she doesn’t have to play the girly girl around you to hold your attention. Quite the opposite, in fact. 4. It’s entirely possible to love more than one person at a time. Just as we are capable of loving more than one parent, child, sibling, friend and television show at a time (you know I love you both equally, Lady Dynamite and The Crown), we can love more than one romantic partner at a time. But we’re told that romantic love is a zerosum game so often – if someone wins, someone else loses – it has become a self-fulďŹ lling/ relationship-destroying prophecy. It’s a myth that harms not just people who might want to be with two people, but partnered monogamous people as well. A person who is convinced he can feel romantic love for only one person at a time will doubt his love for a long-term partner if he develops a crush on someone new. He’ll say to himself, “I couldn’t possibly feel this way about this barista if I was still in love with my partner of 10 years.â€? But those feelings can exist side by side – stable, secure, lasting love for a long-term partner and an intense infatuation (most likely eeting) for a new person. 5. Cigarettes After Sex were on a boat in the Arabian Sea – they sent the pics to prove it – when I reached them about your dilemma. Drummer Jacob Tomsky said: “About loving more than one person at the same time, a Gabriel GarcĂa MĂĄrquez quote from Love in the Time of Cholera comes to mind: ‘My heart has more rooms than a whorehouse.’ Your heart will surprise you with its duplicity.â€? Or its capacity. Keyboardist Phillip Tubbs wanted to share a Morrissey line with you: “’Cause I want the one I can’t have and it’s driving me mad.â€? Lead singer Greg Gonzalez declined to comment. 6. Maybe it’s not an accident that you keep falling for lesbians. There are lots of straight men out there who have a thing for dykes. It’s entirely possible that you aren’t worried your girlfriend is a lesbian, ITALY, but secretly hoping she is. Good luck!
