T

his is my city. Iâ&#x20AC;&#x2122;ll go out of my way to defend it â&#x20AC;&#x201C; even when I know Iâ&#x20AC;&#x2122;m wrong.

And over the weekend, I had to do just that.

While attending Parks on Tap at Penn Treaty Park in Fishtown on Sunday, I started up a conversation with a man named Gordon. Originally from Charleston, South Carolina, Gordon took a job in Philadelphia because of a salary bump and because â&#x20AC;&#x153;he wanted a taste of city lifeâ&#x20AC;? before he and his girlfriend, Jen, decide to start a family.

However upon moving here, the ďŹ rst thing he noticed wasnâ&#x20AC;&#x2122;t Phillyâ&#x20AC;&#x2122;s fast pace, our repeated noted â&#x20AC;&#x153;blue collar mentalityâ&#x20AC;? or even our ridiculous restaurant scene. â&#x20AC;&#x153;Everyone litters here,â&#x20AC;? he snorted. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve never seen so much trash or such a disregard for keeping streets clean anywhere but in Philadelphia. On my way here, I literally watched a [teenager] ďŹ nish a bag of pretzels and just throw the bag on the ground. Itâ&#x20AC;&#x2122;s like itâ&#x20AC;&#x2122;s ingrained in the culture around here.â&#x20AC;?

Part of me was ready to tell Gordon to slow his roll. I hear you, but insinuating that weâ&#x20AC;&#x2122;re all just a bunch of trash throwing scumbags was going a little too far. But even if I wouldnâ&#x20AC;&#x2122;t outwardly validate his claim, inside I was a little burned up at the fact that heâ&#x20AC;&#x2122;s right. From kids throwing empty potato chip bags and water bottles to the wayside to the chain smoking adult ďŹ&#x201A;icking their cigarette butt (yes, itâ&#x20AC;&#x2122;s littering whether you think so or not) itâ&#x20AC;&#x2122;s a mindless notion â&#x20AC;&#x201C; and itâ&#x20AC;&#x2122;s sad.

But itâ&#x20AC;&#x2122;s not just small pieces of litter.

Illegal dumping is occurring on both a small and large scale. A recent report 3+,/$'(/3+,$:((./< &20

noted the city spends $8 million a year to clean up illegal dumping. Itâ&#x20AC;&#x2122;s a situation that has allowed for meetings at city hall, for an initiative dubbed the â&#x20AC;&#x153;Zero Wasteâ&#x20AC;? plan to take effect and for the Philly 311 app to be littered (pun intended) with images of trash and other waste waiting for clean-up. â&#x20AC;&#x153;Street sweeping is an asset, but [litter] is still a challenge,â&#x20AC;? Nic Esposito, who heads the Mayorâ&#x20AC;&#x2122;s Zero Waste and Litter Cabinetâ&#x20AC;&#x2122;s told PW. But why? â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s generational,â&#x20AC;? said Mike Sloan, a retired psychologist who lives in Fitler Square. â&#x20AC;&#x153;If youâ&#x20AC;&#x2122;re a youngster and youâ&#x20AC;&#x2122;ve never been told by your parents that littering is OK, if youâ&#x20AC;&#x2122;ve seen them litter yourself, or you live in a region where itâ&#x20AC;&#x2122;s part of the culture and usually [and sadly] it tends to be a lower socio-economic region, then itâ&#x20AC;&#x2122;s hard to think otherwise.â&#x20AC;?

But Sloan said itâ&#x20AC;&#x2122;s also education and prevention as well. â&#x20AC;&#x153;In those same areas, though how many public receptacles are there?â&#x20AC;? he continued. â&#x20AC;&#x153;In Center City and even in my neighborhood, you canâ&#x20AC;&#x2122;t go 10 feet without there being a receptacle on the corner. I donâ&#x20AC;&#x2122;t know for a fact, but I bet the same canâ&#x20AC;&#x2122;t be said for outer regions of the city, North Philly, West Philly. Again, I donâ&#x20AC;&#x2122;t know, but I feel conďŹ dent in saying given thatâ&#x20AC;&#x2122;s where a large part of the problem stems, thereâ&#x20AC;&#x2122;s probably not.â&#x20AC;?

So is there a solution? Gordon had one. â&#x20AC;&#x153;Just donâ&#x20AC;&#x2122;t be a degenerate, hold onto to your trash until you ďŹ nd a can,â&#x20AC;? he said sarcastically. â&#x20AC;&#x153;Again, this isnâ&#x20AC;&#x2122;t a systemic problem in a lot of other cities, but I feel like Philly doesnâ&#x20AC;&#x2122;t have an answer for it. Itâ&#x20AC;&#x2122;s just weird, Iâ&#x20AC;&#x2122;ve just never seen a culture where keeping oneâ&#x20AC;&#x2122;s streets clean doesnâ&#x20AC;&#x2122;t bring a sense of pride, where tossing something in the trash can is a chore and not assumed. Look, Iâ&#x20AC;&#x2122;m not trying to dog your city, to me itâ&#x20AC;&#x2122;s just weird.â&#x20AC;?

As much as you want to defend â&#x20AC;&#x201C; and trust me I tried, futilely â&#x20AC;&#x201C; the man has a point.

Thatâ&#x20AC;&#x2122;s where the Community College of Philadelphia ranked out of 728 community colleges in the country according to a recent WalletHub study ranking the school based on total cost, quality of education and path to a career. Fast forward six years to multiple local and national awards and well over 100k that follow his Instagram page, it turns out Benner was exactly right.

Creative, a non-proďŹ t initiative dedicated to beautifying Phillyâ&#x20AC;&#x2122;s streets, neighborhoods through public street art in addition to raising both awareness and funds for various organizations, itâ&#x20AC;&#x2122;s most recent being a drive to refuel a dwindling art program in the School District of Philadelphia. Cooperative collaboration Perhaps why Benner has been so successful is that heâ&#x20AC;&#x2122;s constantly learning as he goes. Heâ&#x20AC;&#x2122;s never considered himself an expert â&#x20AC;&#x201C; in anything really â&#x20AC;&#x201C; and itâ&#x20AC;&#x2122;s that same humility and thirst to learn that has made Streets Dept. a staple. From the ďŹ rst time he photographed an explainer on Ishknitsâ&#x20AC;&#x2122; â&#x20AC;&#x153;yarn-bombingâ&#x20AC;? walls and fences all over the city to his multiple collaborative efforts over the years with political artists, activists, museums and even city ofďŹ cials, every instance, every collaboration for Benner has been a way to gain deeper knowledge of the world 3+,/$'(/3+,$:((./< &20

city. During the Presidential Election he fueled a project called Signs of Solidarity, pairing some of the cityâ&#x20AC;&#x2122;s best street artists with everyday Philadelphians to create protest art displayed all over the city.

Additionally, Benner spearheads a street art tour the second Saturday of every month and recently announced a partnership with the Art Museum for a project called â&#x20AC;&#x153;Philadelphia Assembled,â&#x20AC;? created to fuse art and civic engagement.

What really comes through for me is his excitement and love of discovery,â&#x20AC;? said Robert Perry, owner of Tattooed Moms on South Street, widely respected as the unofďŹ cial (ofďŹ cial) museum for street artists. â&#x20AC;&#x153;That spark of walking down the street or turning a corner and ďŹ nding something unexpected. U

pon entering the music industry, hip-hop producer Jahlil Beats and his cousin/business partner Lamont Graves didnâ&#x20AC;&#x2122;t expect any handouts to attain success.

Instead, they carved out their own lane, following the blueprints laid out by rappers such as Jay-Z, P. Diddy and 50 Cent.

Beats, along with Graves and a few close friends, launched Tandem Enterprises, which has numerous business divisions under its umbrella. In addition to being a record label and publishing company, it also provides management and has its hand in real estate.

In just a year since its launch, the company has signed a host of music artists, including Philly emcee Bok Nero and the $8*867

rap duo CRMC. The label also inked a business partnership with Warner Music Group in March.

Beats, whose real name is Orlando Tucker, boasts a resume full of production credits for big-name artists such as Meek Mill, Lil Wayne, Chris Brown and more.

He said he got the notion to launch his own label shortly after the success of New York rapper Bobby Shmurdaâ&#x20AC;&#x2122;s â&#x20AC;&#x153;Hot N*gga,â&#x20AC;? which he produced. The single, which was released in 2014, was an internet sensation. It peaked at No. 6 on the U.S. Billboard Hot 100 chart.

Beats, 29, had aspirations of signing Shmurda, but he said the opportunity slipped away as the rapper grew increasingly famous. â&#x20AC;&#x153;Bobby Shmurda started getting too big and he ended up going to Epic [Re-

cords],â&#x20AC;? Beats told PW during a recent interview. I was like, â&#x20AC;&#x2DC;the next big artist that I can discover, Iâ&#x20AC;&#x2122;m not going to let them get through my grasp.â&#x20AC;&#x2122;â&#x20AC;?

Thus, he and Graves teamed with his friends Doob Elliott and RahTah Johnson and formed Tandem. Graves, 34, works as the VP, director of publishing at the company.

Music has always been a staple in Gravesâ&#x20AC;&#x2122; and Beatsâ&#x20AC;&#x2122; family. Beatsâ&#x20AC;&#x2122; dad was in a band, and Graves learned music production at a young age. Growing up in Chester, the odds were certainly stacked against them. But they used their talents to ďŹ nd a way out. â&#x20AC;&#x153;What happened is I started out [producing] ďŹ rst,â&#x20AC;? Graves recalled. â&#x20AC;&#x153;Then, Jahlil got into it and he would play me his beats. One day, he played me this one track that kind of blew me away. I almost had to step my game up after hearing it.â&#x20AC;?

In 2008, Beats started producing for then-rising rapper Meek Mill. He then went on to produce for other noteworthy artists in the industry, who gravitated toward his signature bass-heavy, energetic sound. In 2011, he signed a deal with Jay-Zâ&#x20AC;&#x2122;s Roc Nation.

Along the way, he also showed his younger brother, Anthony Tucker, how to make beats. The younger Tucker, now

famously known as the Beat Bully, has also produced for Mill, Rick Ross and French Montana.

Graves worked in risk quality management, produced music and handled publishing royalties in the music industry before linking up with his cousin to create Tandem.

On the real estate side, the company owns multiple properties in Chester.

They also own their own recording studio on Jackson Street in Philly. Beats is also set to open his own Sneaker Villa, which ofďŹ cially broke ground in Chester on Aug. 19.

In the future, Beats and Graves want to expand Tandem into the tech world by launching a streaming service and creating electronics like Samsung and Sony. â&#x20AC;&#x153;These are all companies that we look up to and that weâ&#x20AC;&#x2122;ve done a lot of research on,â&#x20AC;? Graves said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re students of the game. We always try to strive for that vision and achieve those things that other great companies have done before.â&#x20AC;?

But as they grow, they want to continue their efforts of giving back. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve been giving back since I signed my deal with Roc Nation,â&#x20AC;? Beats said. â&#x20AC;&#x153;Every year, weâ&#x20AC;&#x2122;ve done toy drives, back to school giveaways and weâ&#x20AC;&#x2122;ve fed the homeless. We also had charity events.â&#x20AC;? â&#x20AC;&#x153;Part of the other reason why we started Tandem was to give back,â&#x20AC;? Graves added. â&#x20AC;&#x153;Even with the name Tandem, if you look up the various deďŹ nitions, it means â&#x20AC;&#x2DC;working together.â&#x20AC;&#x2122; We wanted to work together with these communities in Chester, Philadelphia and Camden where we could inspire. We recognize that giving back is the most important thing that you can do when you have the opportunity.â&#x20AC;?

The pair added that serving as an inspiration to future generations is also important to them. â&#x20AC;&#x153;We came from nothing so I want these young dudes to see that somebody made it out,â&#x20AC;? Beats said. We also want to show them that we can relate to their struggle.â&#x20AC;?

Beats explained that continuing to work hard is vital in addition to remembering that things arenâ&#x20AC;&#x2122;t going to happen overnight â&#x20AC;&#x201C; advice given to him by Jay-Z. â&#x20AC;&#x153;You have to have thick skin,â&#x20AC;? he said. â&#x20AC;&#x153;You have to stay focused, you have to be original, you have to be talented. Persistence pays off for punk rockers Sheer Mag and its new debut album

y now, the ballad of Phillyâ&#x20AC;&#x2122;s Sheer Mag and its three-year run-up to its raging full album debut â&#x20AC;&#x201C; the just-released Need to Feel Your Love â&#x20AC;&#x201C; has been sung as often, this summer, as â&#x20AC;&#x153;Despacito.â&#x20AC;?

It goes like this: a group of SUNY Purchase students move from NYC to Philly due to rising costs, nestle into the punk rock house scene/badlands of South Philly because the rest of the area is quickly gentrifying and pricey, ďŹ nd a socio-political lyrical vibe sourer than lemons, sweeter (poetically) than caramel and blunter than a punch in the face, record three tingling EPs, win acclaim from FADER, Rolling Stone, Pitchfork and Londonâ&#x20AC;&#x2122;s The Guardian after its UK tour, move from riff rock to something $8*867

soulful (even old school R&B/disco-ish), yet gutsy with this album debut, and prep for their Philly album release bash, not at their one-time Nuthouse enclave down South, but at Union Transfer Aug. 26.

Neither the hype factor, nor the tall tale retold bothers the soft-spoken Tina Halladay, the powerhouse soul punk belter and lyricist who, along with Kyle Seely and brother Hart Seely, Matt Palmer and Ian Dykstra make up Sheer Mag. â&#x20AC;&#x153;No, I think this is all great, and Iâ&#x20AC;&#x2122;m not ignoring how special this all is, especially what happened to us in London,â&#x20AC;? says Halladay, thinking of The Clash, who, along with Marvin Gaye, Bob Dylan, Kendrick Lamar and Vince Staples are part of the Sheer Mag listening diet.

â&#x20AC;&#x153;Musicians who can speak powerfully about topical subjects with as little pretense as possible,â&#x20AC;? says guitarist/lyricist Kyle Seely. â&#x20AC;&#x153;Having a chance to say something important is not to be taken for granted,â&#x20AC;? says Halladay. She should know, as Halladay used to apply her Maggie Bell-like pipes and a more poignant, but romantic/anti-romantic lyrical sensibilities to the lo-ďŹ , but high-minded, R&B band, The Shakes. Halladay didnâ&#x20AC;&#x2122;t leave them because they werenâ&#x20AC;&#x2122;t talking about crackheads, gentriďŹ cation or pay and gender inequality as Sheer Mag does. â&#x20AC;&#x153;Everybody was just going crazy in different directions. When I left I really thought I would get caught out in the cold without a band,â&#x20AC;? Halladay said.

Several months later â&#x20AC;&#x201C; along with a handful of friends from SUNY Purchase migrating down to Philly â&#x20AC;&#x201C; she was in Sheer Mag. Without social media presence, label, and (until recently) a publicist, Sheer Mag went about the business of being grouchy, lo-ďŹ riff-rocking punks with a social conscious, recording their eponymous 7-inch in the fall of 2014 at the Nuthouse â&#x20AC;&#x201C; their beyond-blighted home/ studio/communal hall â&#x20AC;&#x201C; where they started their own scene that, like the band, groused about miserable cops and mean gentriďŹ ers witnessed on their block. â&#x20AC;&#x153;Support from a community and group of friends was and is really important to me,â&#x20AC;? says Halladay. When I joke and ask her if the Nuthouse (a house the band abandoned several months ago for homes just around the corner) was like a sixth living, breathing Sheer Mag member, she laughs. â&#x20AC;&#x153;Well maybe. Mostly though, it was about us maintaining a family feeling, looking to be closer on a regular basis to our community.â&#x20AC;?

Change in housing and listening habits â&#x20AC;&#x201C; a slipperier, groovier, sultrier swagger applied to the instrumentation of Sheer Mag â&#x20AC;&#x201C; surely stems from the soulful husk of Halladayâ&#x20AC;&#x2122;s voice. â&#x20AC;&#x153;What Kyle listened to was crucial, but I canâ&#x20AC;&#x2122;t help thinking that some of the shift had to do with my vocals,â&#x20AC;? she says. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve always had that gritty raspy thing, so itâ&#x20AC;&#x2122;s cool that weâ&#x20AC;&#x2122;re growing together as a band.â&#x20AC;?

Beyond soul and housing however, what opens Sheer Mag up â&#x20AC;&#x201C; on the justreleased Need to Feel Your Love â&#x20AC;&#x201C; is how Halladayâ&#x20AC;&#x2122;s voice is applied breath of genuine passion toward the politics of civility and rage, one that seems all-

the-more necessary in the current day of Charlottesville riots and Rizzo statues.

On new songs such as â&#x20AC;&#x153;Suffer Meâ&#x20AC;? (which rants about the legendary LGBTQ Stonewall Riots of 1969) and â&#x20AC;&#x153;Say Goodbye to Sophie Schollâ&#x20AC;? (about a young German anti-Nazi activist, who, as part of the White Rose non-violent resistance group in Nazi Germany, died for her beliefs), Sheer Mag is transformed into a pure protest act, a thorny, hard-driving femme-fronted force that makes The Clash sound like Fifth Harmony in comparison. â&#x20AC;&#x153;Sophie Schollâ&#x20AC;&#x2122; came about because I was curious about resistance movements within the Third Reich and the White Rose were college students who wrote and distributed pamphlets that detailed war crimes committed by the Nazis,â&#x20AC;? says the songâ&#x20AC;&#x2122;s penman Seely. â&#x20AC;&#x153;They didnâ&#x20AC;&#x2122;t want anyone having plausible deniability about the atrocities enacted by the Nazis,â&#x20AC;? he says regarding its condemnation of racism â&#x20AC;&#x153;in no uncertain termsâ&#x20AC;? and its â&#x20AC;&#x153;parallels to the modern day.â&#x20AC;?

The only other Sheer Mag song touching harshly â&#x20AC;&#x201C; and uncompromisingly â&#x20AC;&#x201C; on the subject of racism is â&#x20AC;&#x153;Expect the Bayonet,â&#x20AC;? which can, in Keelyâ&#x20AC;&#x2122;s mind, be related to the events in Charlottesville more directly. â&#x20AC;&#x153;I wrote it about the hypocrisy of claiming that the U.S. is â&#x20AC;&#x2DC;the land of the freeâ&#x20AC;&#x2122; when it was founded by a bunch of aristocratic, slave-owning white men,â&#x20AC;? says Seely. â&#x20AC;&#x153;When Donald Trump facetiously tries to equate Robert E. Lee with George Washington by saying they were both slave-owning men, and that if one statue comes down, so should the other, I, on this extremely rare occasion, agree with him. I think we should bring down the monument of any person complicit in white supremacy. As I wrote in â&#x20AC;&#x2DC;Expect the Bayonet,â&#x20AC;&#x2122; â&#x20AC;&#x153;for every man high upon the hog, thereâ&#x20AC;&#x2122;s a dogwood forest buried in the fog.â&#x20AC;?

Pointing to the dogwood tree as a reference to a postcard circulated in the early 20th century with an extremely graphic photograph of lynched black men (listen to Billie Holidayâ&#x20AC;&#x2122;s â&#x20AC;&#x153;Strange Fruitâ&#x20AC;? for aural reference), Seely says that â&#x20AC;&#x153;so much white success is built upon the bodies of people of color. THE PARK ACTIVITIES: Franklin Square, of course, comes complete with built-in fun, making it an ingenious choice for this yearâ&#x20AC;&#x2122;s event. Once the salmon was nibbled and Prosecco poured, diners wandered to the many kid-at-heart activities the park has on offer. Lines were

long for the carousel, a must-get for the social media savvy (letâ&#x20AC;&#x2122;s be real, if itâ&#x20AC;&#x2122;s not on the â&#x20AC;&#x2DC;Gram, did it really happen?).

Not into straddling a mechanical horse in a sheer white dress? Free mini golf or go to the jungle gym to get twisted.

THE ENTERTAINMENT: There was random entertainment on every corner. Near the fountains, The Philly Jump Girls were keeping the party hopping with classic Double Dutch. By the swings, an artist created custom caricatures a la the Ocean City boardwalk. By the golf course, a mini marching band was getting the crowd hyped and providing a sick remix to the Bruno Mars Top 20 hit blasting through the speakers.

THE CROWDS: 5,000 people, two restroom areas. You do the math. My date waited 45 minutes only to realize she was at the menâ&#x20AC;&#x2122;s room. She went in.

THE ENVY/HATE: Everyone has an opinion about DEB, and they canâ&#x20AC;&#x2122;t wait to tell you. In the Uber on the way over, my fellow pool riders were envious of my coolness and apparent ability to secure a seat at the highly-hyped event.

Cars pulled over to ask where I was going and how they could come, I was a rock star. Then there was the hate: â&#x20AC;&#x153;How could you ditch me for this?â&#x20AC;? one former co-worker wrote me. Many felt the need to inform me how terrible the event is, how awful all the people are, and how itâ&#x20AC;&#x2122;s basically to be blamed for everything wrong in the world. ike millions of others across the country, Dan Martino has witnessed the horrendous effects of opioid addiction. Yet, rather than sit back and watch while community leaders try to deter and put an end to this crisis, he became a community advocate and organized the ďŹ rst-ever March in Black, set to take place at 6 p.m. on Thursday, Aug. 31 (International Overdose Awareness Day). $8*867

After spending months â&#x20AC;&#x153;kicking around ideasâ&#x20AC;? on how best to spread awareness on the issues presented by addiction, Martino, a 33-year-old Kensington resident, thought a march would be the most efďŹ cient and effective way.

Itâ&#x20AC;&#x2122;s an idea proved effective as more than 100 people have committed to attending and fully supporting Martinoâ&#x20AC;&#x2122;s march. Notably at the Somerset Street stop, politicians, including Councilwoman Maria D. QuiĂąones-SĂĄnchez and district attorney candidates Beth Grossman

and Larry Krasner, will be speak. Also following the march, a vigil for victims of opioid overdose will be held at the McPherson Square Branch of the Free Library of Philadelphia.

Taking part or witnessing many marches and rallies in Center City, for Martino hosting his march in Kensington would bring the attention where it is needed most. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve been working since the beginning of the New Year to ďŹ nd a way to minimize the disastrous effects of heroin that

are running through the streets,â&#x20AC;? Martino said. â&#x20AC;&#x153;I wanted to host this march in Kensington so that people interested or active in the community can walk through the streets to get a better sense of what is happening in the neighborhood.â&#x20AC;?

Partnering with Prevention Point and Angels In Motion, the walk will begin at the York-Dauphin stop on SEPTAâ&#x20AC;&#x2122;s Market-Frankford line, advancing north on Kensington Avenue toward Allegheny Avenue. Additionally, stops will be made at multiple cross streets so guest speakers have the opportunity to share their knowledge, thoughts and experiences.

At the York-Dauphin Station stop, local activists will be speaking, while at the Huntingdon Street stop police ofďŹ cers, members of the ďŹ re department and EMT personnel will be sharing information and advice.

Martino also asks all attendees come dressed in black for solidarity. As he believes everyone, from addicts to affected families to public service employees, is a victim of the opioid crisis, Martino wishes to see all facets of the community come together for a common goal. â&#x20AC;&#x153;I was listening to the Johnny Cash song â&#x20AC;&#x2DC;Man in Black,â&#x20AC;&#x2122; and thought the profound lyrics alluded to a lot of the problems we see today with the heroin crisis,â&#x20AC;? Martino said. â&#x20AC;&#x153;So I felt it was ďŹ tting to all march in black to show solidarity with the victims and whose lives the crisis affects every day. Itâ&#x20AC;&#x2122;s not an â&#x20AC;&#x2DC;us vs. themâ&#x20AC;&#x2122; issue.â&#x20AC;?

He added solidarity is especially important on International Overdose Awareness Day as there is often resentment shown toward addicts, leading them to be afraid to seek help or treatment for fear of being chastised by friends, family and society at large.

Therefore, Martino hopes conformity at his organized march will help spread a different message; one that involves working together to treat this epidemic like the health crisis it is. â&#x20AC;&#x153;I truly want to shed light on this issue and address of lot of the presumptions, misconceptions and wrongheaded ideas that are often associated with addiction,â&#x20AC;? Martino said. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s just no reason why our citizens should have to step over needles or that kids should have to walk to school and see a dead body. Normalizing heroin needs to stop.â&#x20AC;?

Amid political distrust, Latinx youth give cityâ&#x20AC;&#x2122;s largest Latino organization Congreso a tough report card

Policing: 2 On a scale of one to ďŹ ve â&#x20AC;&#x201C; one being poor and ďŹ ve being excellent â&#x20AC;&#x201C; this was the â&#x20AC;&#x153;report cardâ&#x20AC;? a group of Latinx youth gave to Congreso de Latinos Unidos following a policy talk at the nonproďŹ tâ&#x20AC;&#x2122;s Fairhill headquarters on Aug. 16.

Advocates say distrust has been simmering between members of the Latinx community and the nonproďŹ t organization ever since its CEO, Carolina DiGiorgio, was spotted in April at a Trump rally in Harrisburg. DiGiorgio, a Chester County resident who immigrated from Honduras, said she attended the event to support her husband, Val DiGiorgio, who chairs the state Republican party. â&#x20AC;&#x153;It hurts,â&#x20AC;? said Felix Morales, 16, following the meeting. â&#x20AC;&#x153;It hurts to know sheâ&#x20AC;&#x2122;s standing and clapping next to a man who doesnâ&#x20AC;&#x2122;t believe in us and wants to break everything we worked for apart.â&#x20AC;?

Following months of protests demanding DiGiorgioâ&#x20AC;&#x2122;s resignation, young members of Latinx social justice groups Juntos and GALAEI requested a sit-down with the embattled CEO to talk policies that impact that Latinx community. The nonproďŹ t said it was happy to oblige.

But some came out feeling what was billed as a conversation felt more like â&#x20AC;&#x153;a lecture.â&#x20AC;? â&#x20AC;&#x153;It was like ďŹ ve minutes for us or less, and 55 minutes for them,â&#x20AC;? said 15-yearold Odalys Peralta. â&#x20AC;&#x153;Every time we talked about something that she didnâ&#x20AC;&#x2122;t like, [DiGiorgio] shut us down with a quick sentenceâ&#x20AC;? and passed the question to her colleagues.

DiGiorgio declined comment on the report card and referred questions to a spokesperson. â&#x20AC;&#x153;In our meeting today, we provided a brief overview of Congreso, and Congreso staff were present to discuss the above issues as they pertain to the services we provide,â&#x20AC;? tions of the staff members in the room who engage with these issues on a daily basis through their work with clients.â&#x20AC;?

While many of the youth identify as LGBTQ, they did not get a chance to discuss issues facing that community. Of the issues discussed, they said they were most disappointed by Congresoâ&#x20AC;&#x2122;s talking points on immigration and policing, both of which have extraordinary impact Philadelphiaâ&#x20AC;&#x2122;s predominantly Latinx neighborhoods.

Congreso does not directly provide immigration-related services, but many felt the issue was relevant given DiGiorgioâ&#x20AC;&#x2122;s ties to the Republican party â&#x20AC;&#x201C; especially in the wake of white supremacist rallies that rocked the country earlier this month.

In past interviews, the freshman CEO has spoken in favor of immigration reforms. For this particular meetup, however, Juntos staffers said DiGiorgio made a precondition for the meeting: no questions about personal politics. â&#x20AC;&#x153;We have a woman, though she is an immigrant, does not live the struggle that most Philadelphians have lived,â&#x20AC;? said Valentina Rosario, a Latina trans woman who attended the meeting. â&#x20AC;&#x153;She wonâ&#x20AC;&#x2122;t say [it], but she is a Trump supporter.

Asked about what they thought Congreso was doing well, the youth gave credit to Congresoâ&#x20AC;&#x2122;s dedicated staff as well as the youth engagement efforts, which ranked highest on the report card. â&#x20AC;&#x153;They keep the youth off the street and [involved] in certain activities, and I have to give them props on that,â&#x20AC;? Rosario said.

Congreso is a state-funded organization that provides a variety of social services from housing assistance to workforce development. It is the largest Latino-focused nonproďŹ t in the Pennsylvania.

Sentenced as a juvenile to life without chance of parole, a Supreme Court ruling gives Philadelphia man second chance at a meaningful life

A

fter 28 years in prison, convicted killer Bobby Harris was made eligible for parole.

Since he was 15 years old, Harris, 44, has spent his life in prison, a juvenile sentenced to life behind bars without the possibility of parole after his role in the 1989 murder of 18-year-old Terrance Smith.

But on Aug. 14, Judge Kathryn Lewis (re)sentenced Harris to a judgment of 28 years to life in prison with the possibility of parole. And, as Harris has already spent 28 years behind bars, he could soon be eligible for parole.

Harris was granted a chance to have his freedom restored along with the possibility of building a life with his family outside of prison in large part to two things: a Supreme Court ruling imposed just last year that allowed Harris to seek resentencing that might provide the opportunity for parole and the fact that heâ&#x20AC;&#x2122;s truly become a changed man after spending nearly three decades behind bars.

He smiled while shackled as a chorus of blown kisses from his family members ďŹ lled the air, Lewisâ&#x20AC;&#x2122; ďŹ rst request was for the bailiff to unchain Harris before the dayâ&#x20AC;&#x2122;s proceedings. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m so proud of my husband,â&#x20AC;? Harrisâ&#x20AC;&#x2122; wife Brenda said shortly after last Mon $8*867

dayâ&#x20AC;&#x2122;s hearing. â&#x20AC;&#x153;His speech was so powerful, it had me in tears. I am very blessed and honored to have him as my husband.â&#x20AC;?

The Bobby Harris who stood in that courtroom last week was a far cry from the boy who was sent to serve his life in prison back in 1989, and he told the judge so, without mincing words. â&#x20AC;&#x153;I declare my regret for the role I played in Terrance Smithâ&#x20AC;&#x2122;s death,â&#x20AC;? said Harris, in his chance at allocution during the hearing, saying he would â&#x20AC;&#x153;never forget the pain Iâ&#x20AC;&#x2122;ve caused his family.â&#x20AC;? â&#x20AC;&#x153;This senseless act originated with me,â&#x20AC;? said Harris.

The night that changed everything March 16, 1989: A 15-year-old Harris and two other juveniles â&#x20AC;&#x201C; Shawn Bell and Toby Wooten â&#x20AC;&#x201C; armed themselves with handguns as they approached men selling drugs at the intersection of Broad and Jerome streets.

The intention? Grab anything of value.

During the course of the hearing, prosecutor Laurie Moore recalled to the judge that, at some point during that robbery, a fearful Smith, barely an adult, ran and all of the three boys â&#x20AC;&#x201C; Harris, Bell and Wooten â&#x20AC;&#x201C; ďŹ red on the ďŹ&#x201A;eeing teenager. Smith was hit and later died of a gunshot wound to the chest.

After Harris was convicted of second-

degree murder and sentenced to life without parole as a juvenile, he was later interviewed for a 1992 Philadelphia Inquirer story called â&#x20AC;&#x153;A New Generation of Killers Feeling No Blame and No Shameâ&#x20AC;? by staff writer Dianna Marder where he blamed his incarceration on the white community.

But, the attitudes he held as a young man, Harris said, have changed as heâ&#x20AC;&#x2122;s grown.

In fact, Harris told the judge he initially didnâ&#x20AC;&#x2122;t acknowledge his own role in Smithâ&#x20AC;&#x2122;s death. â&#x20AC;&#x153;I never felt sorry for anything,â&#x20AC;? admitted Harris. â&#x20AC;&#x153;I thought that I was everything and I was nothing...Through the years, Iâ&#x20AC;&#x2122;ve grown to be a man that cares.â&#x20AC;?

Shorter words, louder actions And, as Judge Lewis noted in court, Harrisâ&#x20AC;&#x2122; words were more than empty promises â&#x20AC;&#x201C; over the past 28 years heâ&#x20AC;&#x2122;s followed his words with actions that have improved the lives of others.

While in prison at SCI-Dallas, Harris served as the head of the L.I.F.E Association, a group of fellow individuals sentenced to life in prison, through which Harris has served as a mentor to other inmates, helped fellow prisoners obtain their GEDs, worked to raise funds for cleanups and improvements in Philadelphia neighborhoods and, with his newest effort, created a scholarship program for children whose parents were victims of crime.

In a letter to PW, Jamar Sowell â&#x20AC;&#x201C; who was sentenced to life in prison as a juvenile in 1998 and has been working with Harris to build the proposed Beyond the Bars Scholarship Program â&#x20AC;&#x201C; said the scholarship is aimed at helping young Pennsylvanians grow into leaders in the community.

Sowell said he also was the ďŹ rst student in Harris and fellow lifer Ronald Masonâ&#x20AC;&#x2122;s â&#x20AC;&#x153;manhood mentoringâ&#x20AC;? program. â&#x20AC;&#x153;The goal and purpose of the scholarship is to enrich an educational mind of the future decision makers in Pennsylvania,â&#x20AC;? Sowell wrote. â&#x20AC;&#x153;This scholarship is geared to address the educational needs of the children that were impacted by crime within Pennsylvania. Many L.I.F.E Association members at SCI-Dallas have been searching for a way to express their levels of remorse and empathy for the dehumanizing actions within our community.â&#x20AC;?

According to the supporting documents for the proposed scholarship fund, Harris, working with the L.I.F.E Association, has already raised $3,000 for the scholarship through fundraising. Bigger aspirations are to create an ongoing scholarship fund

that would provide between $3,000 and $5,000 annually to children whose parents have been victims of crime.

Harrisâ&#x20AC;&#x2122; life before that fateful night in 1989 was also detailed at his resentencing hearing.

Judge Lewis heard that Harrisâ&#x20AC;&#x2122; mother was murdered when he was just 8 years old, and before he had even attended the ninth grade, Harris bounced around four different homes, living with his grandmother, aunt and another individual he wasnâ&#x20AC;&#x2122;t related to.

In court, Claudia Harris, an aunt of Harrisâ&#x20AC;&#x2122; â&#x20AC;&#x201C; who said she thought of herself as his mother after his biological motherâ&#x20AC;&#x2122;s death â&#x20AC;&#x201C; said the work her nephew had done through the years, especially as a tutor to fellow inmates, made him an ideal candidate for a chance at parole. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m so proud of Bobby,â&#x20AC;? she said, tearfully, to a courtroom packed with Harrisâ&#x20AC;&#x2122; family.

While others talked about Harrisâ&#x20AC;&#x2122; youth and his own life behind bars, when he had a moment to speak, Harris acknowledged the impact the actions of his youth had on his own family, the time it kept him apart from his loved ones and children, repeatedly noting that his actions have had an undeniable impact on the family of his victim. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve caused a lot of pain and, please, please let me admit my sorrow, my pain and my sympathy for the Smith family,â&#x20AC;?

Harris said at his resentencing hearing.

After Harris spoke, Lewis took a moment to note that while, in her time serving the judicial system in Philadelphia, she had heard â&#x20AC;&#x153;a lot of statements,â&#x20AC;? rarely did any individual acknowledge the role their actions had on the family of their victims, let alone speak the victimâ&#x20AC;&#x2122;s name so willingly in court. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s interesting to see,â&#x20AC;? she said. â&#x20AC;&#x153;That is the ďŹ rst step in showing that the boy at 15, who caused the death of Mr. Smith, is a far different person than the man who stands here today.â&#x20AC;?

After the dayâ&#x20AC;&#x2122;s hearing, Harrisâ&#x20AC;&#x2122; family wept and held each other outside the courtroom celebrating the decision.

And, though Harrisâ&#x20AC;&#x2122; wife, said any parole hearing for her husband was likely months away, she said that the pair have plans to start a janitorial business together when he gets out.

New police union contract falls short on disciplinary reform

fter a month of hushed negotiations, Mayor Jim Kenneyâ&#x20AC;&#x2122;s administration reached a new three-year contract with the Philadelphia police union earlier this month.

In a press release last Tuesday, the administration trumpeted the ďŹ nal agreement, which includes increased contributions to the cityâ&#x20AC;&#x2122;s anemic pension fund and also maintains the in-county residency requirements for uniformed ofďŹ cers.

Not mentioned in the release: a single change to the contractâ&#x20AC;&#x2122;s language regarding ofďŹ cer discipline.

Amid a pitched national debate on police misconduct, there has been little protest from police reform advocates since contract talks began in July with the Fraternal Order of Police Lodge 5, the cityâ&#x20AC;&#x2122;s second-largest union, which represents the majority of its 6,300 police ofďŹ cers. Press

coverage was also scant.

City&State PA reported on the few calls made to reform arbitration practices in the police contract â&#x20AC;&#x201D; and how even those were met with a tepid response.

Thanks to notoriously ofďŹ cer-friendly arbitration policies currently in place, ofďŹ cers who are terminated from the force â&#x20AC;&#x201D; for everything from aggravated assault caught on video to wideranging federal corruption scandals â&#x20AC;&#x201D; may be reinstated and receive back pay behind closed doors, regardless of community opposition.

Over the years, accountability advocates in Philly and across the country have pointed to the language of the police contract that gives the FOP outsized inďŹ&#x201A;uence over the grievance process, as well as in the handling of ofďŹ cer-involved shootings.

A few years ago, my dad was busted by the cops for using an online forum to solicit escorts. The arrest and inďŹ delity destroyed his marriage to my mom. My brother and I were in our mid-teens at the time and were angry enough with him that we asked him to not seek custody. He obliged, and neither of us has seen him since. I miss my dadâ&#x20AC;&#x201D;or the man I thought he was. I know part of my anger comes from how badly he hurt my mom. As I mature, Iâ&#x20AC;&#x2122;m wondering if I was unfair to my dad by cutting off all contact. I donâ&#x20AC;&#x2122;t think sex work is immoral. I donâ&#x20AC;&#x2122;t think people who see sex workers are bad. But because my dad was involved in this bust, and because I had to become aware of the double life he led, I felt uncomfortable around him.

It doesnâ&#x20AC;&#x2122;t help that some of the girls were not much older than I was at the time.
