I

tâ&#x20AC;&#x2122;s 4 a.m. on Tuesday morning and Iâ&#x20AC;&#x2122;m wide awake.

Iâ&#x20AC;&#x2122;m already a bit of an insomniac, but itâ&#x20AC;&#x2122;s perturbance that has me up penning this column at such an early hour. See, exactly one week ago in Kensington, not too far from my house, a man lost control of his vehicle on a neighborhood street, jumped a curb, took out a tree, struck a little boy on the sidewalk, allegedly tossed four bags of heroin out of his car and attempted to speed away.

Thankfully, the driver stopped at the end of the block only after what I can ascertain was realizing that, in this day and age with cameras literally everywhere, leaving the scene of an accident where he struck a child would undoubtedly change life as he knew it. Well, that, and reports claim he blew the tires out on what was later unveiled as either an unregistered vehicle or driving without a license.

Insane, right? I havenâ&#x20AC;&#x2122;t even arrived at the crazy part, yet.

Cops show up, learn of a visibly shaken mother and her injured child, hear reports from eyewitnesses, one of whom hands the ofďŹ cers the alleged four bags of heroin the driver tossed and instead of making an arrest at the scene, police impound the car and serve the driver with a citation for reckless driving.

Oh, best part...instead of conďŹ scating the drugs as evidence, cops allegedly tell a neighbor who tries to hand it over to toss the bags down a sewer drain or keep it in his pocket, or whatever. In fact, it was only after neighbors demanded a supervisor be brought to the scene â&#x20AC;&#x201C; 40 minutes later, mind you â&#x20AC;&#x201C; was the heroin taken by police.

phia Magazine has done a great job covering this from the beginning â&#x20AC;&#x201C; itâ&#x20AC;&#x2122;s certainly a must-read story regardless of what part of the city you reside.

In fact, it was in Philly Mag where the mother asked a very poignant question: â&#x20AC;&#x153;If a black guy hit a white kid in Rittenhouse would we be in the same situation?â&#x20AC;?

But honestly, take race completely out of the equation, because in this case (besides the driver being white and the victim being mixed, if you want to go there), itâ&#x20AC;&#x2122;s a nonissue. The root question truly is if this did happen in Rittenhouse, or Society Hill or Fitler Square instead of East Kensington, would the outcome have been similar? Iâ&#x20AC;&#x2122;m not so sure.

By the time you read this, Capt. Krista Dahl-Campbell, the new cop-in-charge of the 26th Police District where the accident occurred, will have had the ďŹ&#x201A;oor at an emergency meeting planned by the Olde Richmond Civic Association. She wouldâ&#x20AC;&#x2122;ve addressed questions from the community regarding the incident and opine on what â&#x20AC;&#x201C; if anything â&#x20AC;&#x201C; responders couldâ&#x20AC;&#x2122;ve done differently.

My guess? Not much, as a lot of what was done in police eyes was done by the book.

Live Stop impound? Check.

Reckless driving citation? Check.

As citizens we have to go above the Krista Dahl-Campbellâ&#x20AC;&#x2122;s, the Richard Rossâ&#x20AC;&#x2122; and the Jim Kenneyâ&#x20AC;&#x2122;s and head to the lawmakers we appointed. As police, itâ&#x20AC;&#x2122;s OK to take a second to consider the human element and not always doing it â&#x20AC;&#x153;by the book.â&#x20AC;?

And for Alexâ&#x20AC;&#x2122;s sake, the child hit by the car, remember that a life is always worth the paperwork.

And as abusers of illicit drugs, if you want to abuse thatâ&#x20AC;&#x2122;s your right. But we do care when you leave your dirty needles in the street where our kids play, when you choose damaging our property and stealing for your next ďŹ x, and we especially care when you allegedly get into a motor vehicle and decide to drive to cop some baggies.

Thatâ&#x20AC;&#x2122;s when your problem has higher potential of becoming our problem.

Thumbs up The Philadelphia Housing Authority announced Monday the dust has settled on the $2 million purchase of Vaux High School in North Philly. According to a release, the PHA plans to drop $10 million-$15 million into the school and make a portion of it a college preparatory school in time for the 2017-2018 school year.

Vaux, listed on the National Register of Historic Places, will start with just a freshman class following the redesign, but aims to be able to house a total enrollment of 500plus students grades 9-12 by 2020.

South Phillyâ&#x20AC;&#x2122;s WORDZ the Poet Emcee sounds off in upcoming First Person Arts-WHYY collaboration: Commonspace LIVE

ith the debut of Commonspace LIVE, a collaboration between First Person Arts and WHYY live from FringeArts (140 N. Columbus Blvd.), the media duo now moves beyond their regularly scheduled-but-spontaneous radio shows and podcast programming into the even more idiosyncratic and incendiary.

Hot button topics such as immigrant issues, Black Lives Matter and gender identiďŹ cation are still the most immediate. This allows for the most entrenched voices in these matters to have a say via the lyrics of either song or spoken word.

Enter South Philly hip-hop lyricist and spoken word poet Christian Aâ&#x20AC;&#x2122;Xavier Lovehall â&#x20AC;&#x201C; an African-American trans artist who is featured in â&#x20AC;&#x153;Commonspace LIVE: Targetedâ&#x20AC;? on May 26. Born in Baltimore and raised in South Philly as a girl, Lovehall never knew himself to be a â&#x20AC;&#x153;girlâ&#x20AC;? until the adults in his life â&#x20AC;&#x201C; parents, relatives, teachers, counselors, doctors â&#x20AC;&#x201C; began to â&#x20AC;&#x153;negatively criticize my gender expression, behavior, interests and desires.â&#x20AC;? â&#x20AC;&#x153;This started young for me, around 5,â&#x20AC;? Lovehall said in an interview with PW. â&#x20AC;&#x153;It was wrong that I liked sports.

It was wrong that I didnâ&#x20AC;&#x2122;t like dolls. It was wrong that I didnâ&#x20AC;&#x2122;t like to jump 0$<

double-dutch. It was wrong that I didnâ&#x20AC;&#x2122;t like to wear dresses. I was taught that, for someone like me, it was wrong to want to wear â&#x20AC;&#x2DC;boy clothesâ&#x20AC;&#x2122; I was punished for these things. I was told that I was a girl and my gender was something that was enforced. But deep down, Iâ&#x20AC;&#x2122;ve always known otherwise.â&#x20AC;?

No, Lovehall wasnâ&#x20AC;&#x2122;t a tomboy or a gal who liked to roughhouse. He just did not identify as a female. It wasnâ&#x20AC;&#x2122;t even something he really ever had to ďŹ gure out. â&#x20AC;&#x153;The understanding of my gender has never shifted,â&#x20AC;? he said. â&#x20AC;&#x153;Loving myself as a boy was not a challenge. Getting others, family and friends, to love me as a boy was. What I did ďŹ gure out is that those around me did not see me for who I knew myself to be, because of my physical body. I ďŹ gured it out through being judged, bullied and punished for just being me.â&#x20AC;?

Lovehall began to embrace he was transgender once he was exposed to the particular language that described his experience, realizing and knowing he wasnâ&#x20AC;&#x2122;t alone in his experience and knowledge of self, and that there were others like him. â&#x20AC;&#x153;In knowing I had community, I was able to develop the conďŹ dence to be honest with others about who I truly was,â&#x20AC;? he said.

Starting hormone replacement therapy provided Lovehall with the physical

changes that align with his personal gender identity. â&#x20AC;&#x153;Because of this, I have the privilege of physically blending in society as the man I am, thus I am perceived as male by most,â&#x20AC;? Lovehall said. â&#x20AC;&#x153;However, this physical â&#x20AC;&#x2DC;passingâ&#x20AC;&#x2122; does not warrant that people will accept me nor afďŹ rm me, if they knew I was trans. There is a misconception that just because trans men physically pass easily in society as men, that we have it easy. Male privilege does not just depend on maleness. People need to consider class, ethnicity and other factors as well. It ainâ&#x20AC;&#x2122;t easy being a black man, period.â&#x20AC;?

What Lovehall carries to combat it all is wise-ness and wise-assed-ness, the smarts of self-actualization and the sass of street lingo turned on its head as partand-parcel becoming part of the hip hop culture. Introduced to rap at age 11 and artists such as WuTang Clan, The Lost Boyz, Tupac and Biggie, further reach of hip hopâ&#x20AC;&#x2122;s history gave Lovehall greater appreciation of the music. â&#x20AC;&#x153;When youâ&#x20AC;&#x2122;re raised in the hood, you often feel like you donâ&#x20AC;&#x2122;t have a voice or that your voice matters. Hip hop brought out the voice in me,â&#x20AC;? he said.

Because most know Lovehall as a spoken word artist (before knowing him as a trans man), his rap perspective is never strictly from a male POV. However, in-

stead of bars that feature customary rap entices, Lovehallâ&#x20AC;&#x2122;s lyrics preach a purpose beyond entertainment. His music is a gift used to heal, inspire and uplift all. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t work within hip hop machismo...I work beyond it,â&#x20AC;? Lovehall said. â&#x20AC;&#x153;My music transcends those norms.

And thatâ&#x20AC;&#x2122;s where my success stems from in my opinion, by not subscribing to what is typical, but by being authentically me.â&#x20AC;?

Does he ďŹ nd there is trouble being a trans man in the rap game or have anyone in the spoken word or rap communities with similar life circumstances? â&#x20AC;&#x153;The acceptance is often sporadic, but thatâ&#x20AC;&#x2122;s not my main focus. At the end of the day...a talented artist is a talented artist, and real eyes will always realize that,â&#x20AC;? he continued. â&#x20AC;&#x153;I have support systems in place. I have brothers and sisters that have my back. We relate to each other for various reasons. Black trans people exist in this city and many of us share similar experiences of oppression.â&#x20AC;?

Do people simply think of WORDZ as a gay rapper? Itâ&#x20AC;&#x2122;s not as if singles such as â&#x20AC;&#x153;All Eyesâ&#x20AC;? or â&#x20AC;&#x153;Rosesâ&#x20AC;? â&#x20AC;&#x201C; both from his soon-to-be-released album â&#x20AC;&#x153;Weaponz of Mass Constructionâ&#x20AC;? â&#x20AC;&#x201C; conďŹ rm or deny such. â&#x20AC;&#x153;People usually assume Iâ&#x20AC;&#x2122;m a gay rapper based off my appearance. When they hear my music, many label me as a â&#x20AC;&#x2DC;conscious rapper.â&#x20AC;&#x2122; To me, Iâ&#x20AC;&#x2122;m simply a dope hip hop artist.â&#x20AC;?

Being WORDZ The Poet Emcee deďŹ nitely came before being a star of the First Person Arts and Commonplace stage where he can share the more vulnerable parts of himself. â&#x20AC;&#x153;My work in Targeted focuses more of the intersectionality of my identity and the ďŹ&#x201A;uidity of it all.

This story will hopefully clear up a few misconceptions some may have regarding transmasculine individuals of color, speciďŹ cally around our â&#x20AC;&#x2DC;male privilegeâ&#x20AC;&#x2122; as black and brown men. People will see black male vulnerability and will know that it is not a myth.â&#x20AC;?

W

hen the El stops, Thomas J. Nestel juts his head out between the sliding doors and scans the platform, says heâ&#x20AC;&#x2122;s looking for a potential turnstile jumper, says the jumpers always wait until the doors are closing before they skip fare. You may know the six-foot, six-inch SEPTA Transit Police chief as the guy who tweets photos of fare evaders from the transit authorityâ&#x20AC;&#x2122;s 24,000 security cameras. Now heâ&#x20AC;&#x2122;s turning on his body camera because he thinks heâ&#x20AC;&#x2122;s got a live one, but itâ&#x20AC;&#x2122;s just a false alarm.

We get off at Kensington & Allegheny, where SEPTA Transit Police have implemented a new foot patrol detail. Nestel greets every other person on the corner, half with his jovial nature and half his sense of humor. Say hello to 60 Philadelphians, he says, and one of them will clap back with a â&#x20AC;&#x153;fuck you.â&#x20AC;? On this day, we only get hellos. â&#x20AC;&#x153;I wish a bank robbery would happen,â&#x20AC;? the chief says.

Heâ&#x20AC;&#x2122;s joking. But heâ&#x20AC;&#x2122;s also ďŹ shing for that Damn Good Story to tell about the undersold Transit Police. The bigger story, however, begins in 2012 when Nestel took the reins of the department and developed some long-term, less sensational goals: curb fare evasion, neutralize high-crime hotspots along the transit corridors, and raise the public proďŹ le of a police department that many people know only as â&#x20AC;&#x153;not the police.â&#x20AC;?

That last one, thatâ&#x20AC;&#x2122;s why Iâ&#x20AC;&#x2122;m here. But ďŹ ve years into Nestelâ&#x20AC;&#x2122;s tenure, the department doesnâ&#x20AC;&#x2122;t seem to need much help on the narrative front. Nestel has gotten hundreds of headlines and generated untold goodwill toward the department. Thereâ&#x20AC;&#x2122;s an argument to be made that heâ&#x20AC;&#x2122;s the cityâ&#x20AC;&#x2122;s most popular cop.

Thereâ&#x20AC;&#x2122;s another argument to be made that transit hotspots are cooling off. In 2013, Nestel spearheaded a detail just one stop south of the K&A at Kensington and Somerset. The foot patrol was often credited with putting out the ďŹ re on the open-air drug bazaar that had

deďŹ ned the station for more than a decade. Of course, the dealers just moved. But the chiefâ&#x20AC;&#x2122;s job was to return some sanity to the cityâ&#x20AC;&#x2122;s most troubled transit hubs â&#x20AC;&#x201D; not solve the broken war on drugs.

Citations for fare evasion have increased tenfold, from 416 tickets in 2011 to 4,646 in 2014. Meanwhile, serious crimes on SEPTA Transit are down, in keeping with the citywide trend.

All this is to say the chief has met or is in the process of meeting many of his goals. Aside from stopping a bank robbery or gunning for another ofďŹ ce, what does Thomas Nestel do now? â&#x20AC;&#x153;When youâ&#x20AC;&#x2122;re a chief, your job is always in jeopardy,â&#x20AC;? he says on the El back downtown. â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;re only one bad step away from being a mister.â&#x20AC;?

Half of the top copâ&#x20AC;&#x2122;s job description is â&#x20AC;&#x153;professional meeting attender.â&#x20AC;? Thursdays are command squad. On the 13th ďŹ&#x201A;oor of SEPTAâ&#x20AC;&#x2122;s headquarters, the chief meets with his highest-ranking ofďŹ cers in a windowless conference room where they run through the weekâ&#x20AC;&#x2122;s stats. Overtime hours worked. Arrests made. Citations issued. Internal policies abided and violated. This is where the praise is given and the necks are had.

About a month ago, Nestel implemented a mandate for transit cops to perform â&#x20AC;&#x153;bus checks.â&#x20AC;? Each patrol has to do ďŹ ve per shift.

When a bus stops, the SEPTA ofďŹ cer should hop on, swipe his or her ID card and ask the drivers and passengers whatâ&#x20AC;&#x2122;s good. Itâ&#x20AC;&#x2122;s interface time, community policing 101, but the policy is new nonetheless. District supervisors are reporting subpar bus checks and the chief is dogging them over it. When serious, Nestelâ&#x20AC;&#x2122;s eyes get beady and his jokester smile ďŹ&#x201A;atlines. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m the biggest cheerleader for the transit police and the biggest taskmaster for the transit police,â&#x20AC;? he tells me later. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re four Thursdays in and [bus checks] should be a well-oiled CONT. Rolling out the revenue carpet Atlantic City destinations like Caesars going to great lengths to make sure you have a grand time this summer

T

he ebbs and ďŹ&#x201A;ows of Atlantic City as a mainstay summer destination have been as rough as the waves that crash along its banks. Over the past few years, casinos have gone into bankruptcy or closed doors completely, boardwalk trafďŹ c has dwindled and many of its tourists come for the slots and table games and stay for the freebies that playing for seems like an eternity can provide.

But if that was the low of the ďŹ&#x201A;ow, Atlantic City is seeing its ebbs as many of those same casinos are taking the spend money to make money approach in a continued revitalization of the strip that at one time was the Las Vegas of the East Coast. SpeciďŹ cally, three leading resort destinations have shown a commitment to helping AC return to its former luster.

In the last two years, Caesars all while emerging from a contentious Chapter 11 bankruptcy ďŹ lings has reinvested $180 million back into its three primary casinos on the strip, Caesars, Ballyâ&#x20AC;&#x2122;s and 0$<

Harrahâ&#x20AC;&#x2122;s Resort.

The improvements have arrived in room upgrades to its hotel, better restaurants headed by some of the top chefs and restaurateurs in the country and a $125 million conference center right on the waterfront in efforts to entice both the business and leisure crowd alike. â&#x20AC;&#x153;The decline in Atlantic City is directly correlated to the proliferation of casino gaming in surrounding states,â&#x20AC;? Caesars spokesperson Noel Stevenson wrote via email to PW. â&#x20AC;&#x153;However Atlantic City is well-positioned with the non-gaming amenities similar to Las Vegas with the unique destination-appeal of the beautiful beaches and the iconic Atlantic City Boardwalk.â&#x20AC;?

The reinvestment of dollars from companies like Caesars hasnâ&#x20AC;&#x2122;t gone unnoticed by travelers as its word of mouth (and a ton of ad dollars) that seems to continue to bring the masses back. Gary Musich, the vice president of convention sales for Meet AC, noted that in 2016, Atlantic City hotels used nearly 400,000 rooms to host a million visitors, doubling

the number of hotel rooms from 2015.

No one knows that better than Betty McHugh, who has spent most of her life working for the Caesars corporation on some capacity. Today, McHughâ&#x20AC;&#x2122;s role is

general manager of Neroâ&#x20AC;&#x2122;s Italian Steakhouse. For the past 15 years, from 10 a.m. to 2 p.m. every Saturdays and Sunday, the steakhouse is transformed into a culinary oasis for brunch, serving everything from traditional brunch staples to fresh seafood and rolled sushi. So he met with former FOTP president Richard Neal Jr. and worked out a new arrangement. From 2012 through last year, 15 ofďŹ cers in the departmentâ&#x20AC;&#x2122;s roughly 260-ofďŹ cer force have been terminated or resigned prior to termination, according to the departmentâ&#x20AC;&#x2122;s statistics. While the transit police union still has its share of gripes with the department, none of those terminations have been arbitrated to date.

Nestel wouldnâ&#x20AC;&#x2122;t let ofďŹ cers use discretion when issuing citations, because â&#x20AC;&#x153;discretion breeds proďŹ ling.â&#x20AC;? He brought in body cameras. He implemented beat patrols aboveground â&#x20AC;&#x201C; all of which was met with some discontent. Police departments live by their boundaries. Until 2012, the idea was SEPTA Transit Police problems stopped at the edge of SEPTA property, where they became Philly Police problems. â&#x20AC;&#x153;Police ofďŹ cers are people just like everybody else,â&#x20AC;? Nestel said, seated beneath a TRANSIT PRIDE banner in his ofďŹ ce. â&#x20AC;&#x153;I think that people generally feel strongly about two things: they donâ&#x20AC;&#x2122;t like the way things are and they donâ&#x20AC;&#x2122;t like change. So were they throwing rose petals on the ground and prostrating themselves and saying this is marvelous? No. Were they saying weâ&#x20AC;&#x2122;re not doing it, weâ&#x20AC;&#x2122;re taking a stand? No. It takes time for ofďŹ cers to recognize the long-term beneďŹ t.â&#x20AC;?

said no policy and no $2.25 train ride was worth jeopardizing a childâ&#x20AC;&#x2122;s life, and he must not have made that clear to his staff.

Oh to have been a ďŹ&#x201A;y on the wall at that weekâ&#x20AC;&#x2122;s command squad meeting.

Earlier this year, the Inquirer revealed that Vincent J. Fenerty, the embattled former head of the Philadelphia Parking Authority (and a friend of Nestel), funnelled $100,000 in public contracts to the transit police chief. It felt like yet another case of Philadelphiaâ&#x20AC;&#x2122;s toxic insider trading. But Nestel did what few other outed public ďŹ gures do: â&#x20AC;&#x153;This is a great time for me to say that I support the mediaâ&#x20AC;&#x2122;s need to serve as governmentâ&#x20AC;&#x2122;s watchdog,â&#x20AC;? he tweeted to his nearly 8,000 followers, with a link to the damning article about himself.

Nestel has gotten called out for his brashness, too. His Twitter followers have criticized him for grandstanding over fare evasion. Critics call it a poor-shaming campaign that targets a particular demographic. Still, he maintains a law-and-order outlook â&#x20AC;&#x201D; â&#x20AC;&#x153;Folks jumping the turnstile arenâ&#x20AC;&#x2122;t going to visit grandma or head to the library downtown,â&#x20AC;? he says â&#x20AC;&#x201D; but he did admit to toning it down. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve learned a lot from people on Twitter.

Thatâ&#x20AC;&#x2122;s my learning environment, too,â&#x20AC;? he says. â&#x20AC;&#x153;I used to show faces of fare evaders, now I donâ&#x20AC;&#x2122;t show their faces.

And Iâ&#x20AC;&#x2122;ve decreased the number of times I use hashtag cheese sandwich, but I do love it.â&#x20AC;?

His ability to project transparency and candor would do well for him in public ofďŹ ce one day. But Nestel says he canâ&#x20AC;&#x2122;t think that far ahead. Another position as chief?

He said he didnâ&#x20AC;&#x2122;t apply for consideration when former Philly Police chief Charles Ramsey retired, despite speculation that he had.

When talking about his legacy at the department, he says he wants every transit cop to be proud of their work. On a sunny afternoon, while the chief performs bus checks at 12th and Market streets, a PPD ofďŹ cersâ&#x20AC;&#x2122; stops to chat. The chief tells him Iâ&#x20AC;&#x2122;m writing an article about transit police work. â&#x20AC;&#x153;Are you bored yet?â&#x20AC;? the PPD ofďŹ cer asks me. â&#x20AC;&#x153;You should come follow us around.â&#x20AC;? â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re just jealous,â&#x20AC;? Nestel says. Q

Heâ&#x20AC;&#x2122;s an insiderâ&#x20AC;&#x2122;s cop, a guy who climbed the ladder from North Wildwood beach patrol to a PPD beat cop and eventually to chief of police in the sleepy suburb of Upper Moreland, and from there to the higher-proďŹ le transit police.

But perhaps because heâ&#x20AC;&#x2122;s an insider â&#x20AC;&#x201D; and moreso because of the checkered history of reform in the cityâ&#x20AC;&#x2122;s main police depart 0$<

ment â&#x20AC;&#x201D; it can be alarming to hear Nestel talk so aggressively about things like ofďŹ cer discipline.

Early in his tenure, he says every internal disciplinary measure, no matter how big or small, would be grieved through the Fraternal Order of Transit Police Lodge 109.

He speaks frankly about the culture of â&#x20AC;&#x153;shading the truthâ&#x20AC;? about even the smallest of infractions. It gets him ďŹ red up. â&#x20AC;&#x153;For Godâ&#x20AC;&#x2122;s sake, weâ&#x20AC;&#x2122;re cops,â&#x20AC;? he says. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re supposed to be the ones that tell the truth.

And if you come into an internal affairs investigation and you lie because â&#x20AC;&#x2DC;thatâ&#x20AC;&#x2122;s

Two young men got in an argument and one ďŹ&#x201A;ashed a handgun â&#x20AC;&#x201C; and no one called the cops. The cop got physical with the man, who was holding his young daughter when he refused to step off the train. The chief, â&#x20AC;&#x153;horriďŹ ed,â&#x20AC;? took the blame â&#x20AC;&#x201D; all of it. He

Party of Us Inside MINKAâ&#x20AC;&#x2122;s highly personable quest to become Phillyâ&#x20AC;&#x2122;s best dance-rock band

ri â&#x20AC;&#x153;Dickâ&#x20AC;? Rubin has an obscure musical pedigree. A 30-year-old classically trained pianist from suburban Philadelphia, his ďŹ rst exposure to rock-n-roll was seeing a drumset on stage at a Christina Aguilera concert in middle school. During his college years, he dabbled in avant-garde jazz covers of Katy Perry songs in New York Cityâ&#x20AC;&#x2122;s Thai restaurants. He once toured with a reggae band. He practices and teaches an ancient bel canto vocal technique out of an Olde Kensington condo.

But Rubin is not an obscurist. Most days, in fact, Rubin is just trying to write the perfect dance song.

This week, his four-piece band MINKA releases â&#x20AC;&#x153;Born In The Viper Room,â&#x20AC;? a writhing four-track EP that grooves in league with the bandâ&#x20AC;&#x2122;s most commonly cited soundalikes. David Bowie. Talking Heads. LCD Soundsystem. It is funky, fun, sometimes melancholic dance music made by bonaďŹ de instrumentalists. In a scene dominated by indie bands, MINKA is putting out something different, even if

it sounds familiar.

But good is not good enough these days. â&#x20AC;&#x153;We have to be way more than just good music,â&#x20AC;? Rubin says. â&#x20AC;&#x153;We have to be a whole sensory experience, and I think thatâ&#x20AC;&#x2122;s how we graduate to the next level.â&#x20AC;?

That experience â&#x20AC;&#x201D; the MINKA experience, as Rubin might brand it â&#x20AC;&#x201D; has been very much underground, despite the band playing together since 2012. If youâ&#x20AC;&#x2122;re a regular attendee of DIY shows, chances are youâ&#x20AC;&#x2122;ve come across their feel-good

antics. In the last two years alone, Rubin estimates the group has played more than 100 times in basements and backyards and bedrooms across the city.

The ďŹ rst thing you notice about MINKA is their theatrics. Rubin has a reputation for getting semi-nude onstage. He has always loved dancing, even though he recalls the days when he needed a ďŹ fth of gin before hitting the nightclubs. â&#x20AC;&#x153;I dance like myself,â&#x20AC;? Rubin says, noting he doesnâ&#x20AC;&#x2122;t drink before shows anymore. â&#x20AC;&#x153;And that all comes from originally acting a fool in front of strangers â&#x20AC;&#x201D; and a lot of gin.â&#x20AC;?

In the last few months, in addition to picking up local press, MINKA played their largest show to date at the Foundry in Fishtown, a self-described carnival in which burlesque dancers, sideshow performers and visual artists performed alongside the band.

The second thing you notice is the personal touch. If youâ&#x20AC;&#x2122;ve been to a MINKA show, chances are the band has found a way to stay in touch with you on social media. Rubin writes personalized emails to show attendees. He DMs. He follows back.

It is very much a strategy. Rubin, who holds a masterâ&#x20AC;&#x2122;s degree in ďŹ nance, even breaks it down in terms like â&#x20AC;&#x153;one-to-one marketingâ&#x20AC;? and â&#x20AC;&#x153;non-substitutable.â&#x20AC;? He has this introvertâ&#x20AC;&#x2122;s nightmare of a mission to connect one-on-one with everyone who crosses paths with MINKA, and to somehow keep it all real. â&#x20AC;&#x153;You have to be genuine, you have to actually care,â&#x20AC;? he says. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s no way you could fake this strategy, because it takes so much time. People know. Itâ&#x20AC;&#x2122;s so obvious when something is canned and when something is real. Itâ&#x20AC;&#x2122;s actually very simple. It just requires a level of rigor, discipline and dedication that no one is willing to do.â&#x20AC;?

THE BACKSTORY

How the election for district attorney upended Phillyâ&#x20AC;&#x2122;s ward system

L

arry Krasner, ďŹ rebrand civil rights attorney, clinched the Democratic nomination for district attorney with surprising ease. Political neophyte Rebecca Rhynhart bested a three-term incumbent city controller of Philadelphia with broad support from the Democratic party.

Amid the torrent of factors that inďŹ&#x201A;uenced the election â&#x20AC;&#x201D; the progressive policy fever, the parade of bigname endorsements, the hundreds of favorable and unfavorable news articles, six-ďŹ gure (and, in Krasnerâ&#x20AC;&#x2122;s case, seven ďŹ gure) ad campaigns funded by independent political groups and, eventually, a nice voter bump in an otherwise low turnout election â&#x20AC;&#x201D; Phillyâ&#x20AC;&#x2122;s ward system played perhaps the most ambiguous role.

Think of the cityâ&#x20AC;&#x2122;s 66 wards as the ungreased cogs of the so-called Democratic machine. Each ward has a leader (or two) who steer hundreds of committee people. Itâ&#x20AC;&#x2122;s their job to turn out votes and work the polling places in each division on Election Day. But they also make endorsements, accept money from campaigns and political action committees, and push candidates on sample ballots in every corner of the city. If the machine is running smoothly, the party endorses candidates and the wards churn out support for said candidates.

But the Democratic City Committee didnâ&#x20AC;&#x2122;t make an endorsement in the DAâ&#x20AC;&#x2122;s race, sparking a seven-headed melee among the candidates to win favor among the cityâ&#x20AC;&#x2122;s wards â&#x20AC;&#x201C; one at a time.

A PW report published a week before the election indicated that wards were split between the seven Democratic DA candidates, meaning no particular candidate

held a lionâ&#x20AC;&#x2122;s share of endorsements. Krasner, who won the election with 38 percent of the vote citywide, had the conďŹ rmed support of maybe a dozen wards come Election Day. But after the ďŹ nal tally, the veteran civil rights attorney won the majority vote in 47 of the cityâ&#x20AC;&#x2122;s 66 wards â&#x20AC;&#x201D; more than two-thirds of the city, geographically speaking. He even won the majority vote in wards that had gone on record as ďŹ rmly backing his opponents.

Weeks before the election, committee people from the high-turnout 9th Ward in Northwest Philadelphia voted to endorse former prosecutor Joe Khan. Come Election Day however, Khan took home 38 percent of the vote in that ward, losing to Krasnerâ&#x20AC;&#x2122;s 41 percent.

It wasnâ&#x20AC;&#x2122;t just Krasner, either. Former prosecutor and real estate tycoon Michael Untermeyer, who loaned his campaign $1.25 million from his own pocket, had secured support from just as many wards as Krasner, according to PWâ&#x20AC;&#x2122;s report. But come Election Day, he took just 8 percent of the vote citywide, and, while he won a number of scattered divisions within various wards, he secured the majority vote in just two.

If the Democratic machineâ&#x20AC;&#x2122;s ward system should have helped anyone coast to victory, it would have been three-term City Controller Alan Butkovitz. The race had few television ads and only two debates. Butkovitz, a longtime ward leader and dexterous politician in his own right, even had the Democratic partyâ&#x20AC;&#x2122;s backing.

Now look at the ward-by-ward breakdown of the race. Rhynhart trounced him, taking 51 of the cityâ&#x20AC;&#x2122;s 66 wards with the majority vote. Rhynhart also took 39 of

the 47 wards that went for Krasner. And in many of the 15 wards that Butkovitz did win, the margin of victory was by 10 percent or less.

Even in Butkovitzâ&#x20AC;&#x2122;s own 54th ward in lower Northeast Philadelphia, 44 percent of voters chose to give him the boot.

Incumbents are unseated from time to time, with or without the city committeeâ&#x20AC;&#x2122;s affection. Rhynhart noted her muscular endorsements from the Laborers District Council union, the Black Clergy of Philadelphia and the Inquirer bolstered support for her campaign across the city. And itâ&#x20AC;&#x2122;s not like she didnâ&#x20AC;&#x2122;t try to win over the wards. â&#x20AC;&#x153;I went to every ward that would have me and maybe even more than that,â&#x20AC;? Rhynhart said. â&#x20AC;&#x153;I pushed against the Democratic machine in this election...And I do think that the traditional machine isnâ&#x20AC;&#x2122;t representing people to the degree that it perhaps should, and I think thatâ&#x20AC;&#x2122;s what part of what my victory means.â&#x20AC;? The latter, a popular Philly-based comedy group joined those well known groups after winning at the International Songwriting Competition in Nashville, Tenn., on May 16. The six-person sack of funny celebrated an honorable mention nod in the Comedy/ Novelty category at the event.

The group, led by singer Wendy Lenhart, won for â&#x20AC;&#x153;Cute Song,â&#x20AC;? a duet with fellow band member Zachary Wiseley that playfully mocked the communication breakdown in relationships. Each year, the ISC receives thousands of submissions from all over the world, and for this edition, the panel chose from more than 16,000 contestants. â&#x20AC;&#x153;I wrote all the dirty stuff!â&#x20AC;? joked Lenhart, who won the award alongside Wiseley and fellow Philly area comedians Ryan T.
