ast week, the Philadelphia Convention & Visitors Bureau announced it plans to expand eyes on Philadelphia by linking with a company to set up offices based in... Denmark?

The travel and tourism organization paired with Atlantic Link, a company based in Copenhagen, to get those baby blue Nordic eyes looking at the City of Brotherly Love. “Since 2015, we have seen an increase in visitation from this region and we are projecting a 21 percent growth in the Scandinavian market by 2020,” said the bureau’s president and CEO, Julie Coker Graham.

Overdue Fix

Last summer, a humane plan was drafted to address the at-risk camp of homeless heroin addicts along Kensington’s Gurney Street. So what’s taking so long?

or three decades, Philadelphia’s Kensington and Fairhill neighborhoods have been more or less the central dumping ground for the entire Delaware Valley’s drug problems. There’s no quick fix the problems wrought by heroin. It’s going to take a lot of time, money, and political will.

The only easy fix around here costs about $10 and comes in a stamped glassine bag.

No one knows this better than Jose Benitez, the executive director at Prevention Point, a multi-service nonprofit for addicts in Kensington. For years, Benitez has been struggling to get some funding to deal with one of the area’s hottest flashpoints, but even with a rough draft of a proposal and a lightweight budget in hand, movement has been slow.

He wanted a humane way to serve the addicts who live beneath the CSX train tracks along Gurney Street with much needed harm-reduction services. Sometimes called “El Campamento,” this out-of-sight shooting gallery has a permanent population of homeless addicts. It’s a public health crisis, in Benitez’s eyes. And the surrounding neighborhood has felt abandoned—by Conrail, by past mayors, by their own city—to contend with the problem.

But last summer, officials from Mayor Jim Kenney’s administration made several visits to the site and decided that a solution was due. The first action plan, however, was a tired one.

“Initially, the city’s approach was this: We’re going to send the cops down there, we’re going to arrest everybody, and we’re going to fence it up, and that’s what we’re going to do,” Benitez said. “Our argument was that all this is only going to displace the problem. We’ve done this several times in the last 30 years. All it leads to is spending a lot of money. Eventually people poke holes in the fence again once they realize you can’t post cops down there 24-7.”

Moreover, putting a temporary lock on El Campamento would only make it harder for Benitez and his crew to reach that population with social services.

So Prevention Point sat down with the Managing Director’s Office and a few neighborhood nonprofits to draft a proposal for “The Gurney Street Project,” a short-term plan to help stabilize the camp with more comprehensive social services.

It’s a six-month proposal that would cost $378,000. Prevention Point would do daily outreach with their wound care and needle exchange programs, while also connecting users with other long-term recovery options. In turn, this outreach would for the first time allow Prevention Point to collect more concrete data on this population.

No one knows exactly how many people live in the wooded track area near Gurney Street. All day long, addicts appear and disappear from the banks of the railpath that cuts northwest through the post-industrial landscape of Kensington and Fairhill, drug dealers a stone’s throw in any direction. Even Prevention Point, which has a good relationship with the camp’s regulars, won’t send their workers unaccompanied into the trenches.

Benitez, through his team’s outreach, puts the full-time population

around 70. In the summertime, at the peak of neighborhood’s open-air drug commerce, it can rise to 150, with hundreds more addicts coming and going throughout the day.

“But this is all speculation, it’s not reliable data that we’ve collected, because we don’t have the resources that we need to do that,” Benitez said.

Knowing who’s who is key for finding solutions.

An Inquirer investigation two months ago shed light on a program known as Air Bridge, which imports heroin addicts from the Puerto Rico to the streets of Kensington under the illusion of a wholesome, even luxurious recovery. What these addicts instead find are unregulated halfway houses within a stone’s throw of the East Coast’s biggest drug corners. After relapsing, many of those in the Air Bridge program lose their ID cards.

They are unable to communicate with English-speaking service providers, nor re-enter their recovery houses, nor return home. So they head to Gurney Street, and they stay.

Stuck in El Campamento and in need detox without an ID card—it’s a common occurrence that thwarts

intervention and a long-term solution. For starters, the program needs someone on hand full-time, to identify these needs and keep addicts moving toward recovery.

The Gurney Street Project proposal includes funds for new ID cards as well as tickets to return those with concerned families to Puerto Rico.

However, the proposal doesn’t spell out who will do what.

“It’s not a really comprehensive concrete plan, but there’s enough there to work with,” said Casey O’Donnell, the executive director at Impact Services, one of the groups that helped with the proposal.

Joanna Otero-Cruz, the director of Community Services for the city’s Managing Director, could not say if and when the proposal would be funded. But for the first time, various city departments have been meeting regularly to address the camp. Bureaucracy is a slow process, and right now it’s only at the community-input phase.

“The momentum may not be as fast as people want, but we’re not just talking about a physical space that we can go into and fix,” Otero-Cruz told PW. The bulk of the Gurney Street Project’s budget would go toward temporary shelter and rapid rehousing costs. As is the case across Philadelphia, demand outstrips the supply in Kensington. Right now, Prevention Point runs a 24-bed facility to house Kensington’s homeless through frigid winter nights. But the neighborhood’s total homeless population is estimated at more than 250. Benitez said the real number is likely much higher.

As the city declared a Code Blue emergency during the frigid snowfall last Thursday and Friday, David Holloman, the city director who oversees chronic homelessness, said that outreach workers connected with 140 homeless. He could not say how many of them were from Gurney Street.

The Managing Director’s Office, which is the gatekeeper for this project, will hold a community meeting on Jan. 21 at the Salvation Army in Fairhill where it’ll hear from nearby residents about dealing with the camp.

There are some trust issues. Officials have turned their backs on the camp before.

“It’s a long way around saying that I guess we’re going to talk about it some more,” Benitez said. “In the meantime, as we talk, winter is here and people are freezing out there and nothing has changed really.”

DROP for one, DROP for all?

Between pension crisis and contract negotiations, can the city afford to be fair with its controversial retirement program?

f unionized workers get a perk, should an employer extend the same benefits to its non-unionized workforce?

Even if that perk comes at a considerable cost?

What if the employer is Philadelphia, the standard-bearer for the city as a whole, and the perk is the controversial Deferred Retirement Option Plan, better known as DROP? These are the questions facing City Council and Mayor Jim Kenney’s administration amid contract negotiations where every decision must be weighed against the city’s already crippled pension system.

Not long after the Kenney administration reached a $175 million labor contract with District Council 33, a previously unheard group called the Association of City Management and Professional Employees sent an email to City Council staffers requesting that non-represented workers, 1,038 in total, get the same DROP benefits as the union, which represents 7,900 blue-collar municipal workers.

“We have no real power,” said Greg Harris, co-chair of the nonunion association. “We can’t strike, we can’t do anything like that, but we can at least appeal to human decency.”

Several Council staffers and administration officials reached by PW had never heard of the association. Harris, a utility manager for the Water Revenue Bureau, said that the group has been around since 1980, and is just now “reenergizing its membership” and lobbying efforts after years of leadership malaise.

It’s not a collective bargaining group, but the association does collect dues from its members. About 250 non-represented workers pay $2 out of each paycheck toward the association, Harris said.

Its argument is simple: The city owes its non-union workers the same retirement benefits it gives its unionized workers.

Usually, there wouldn’t be much argument against uniformity. But DROP has been under fire from critics since its inception. The plan allows longtime city workers to choose

a retirement day up to four years in advance. They continue working with their normal salaries, while collecting pension payments in an interest-bearing account. Then, on retirement day, they receive a lump-sum payout from the account, and go on to collect an annual pension.

Though there has been disagreement about the actual cost of DROP to the city, employees have cashed out under the program for more than $1.4 billion in payments since its inception in 1999. The city made $104.6 million in DROP payments, in 2016 alone, according to city officials.

The program was reformed after numerous cases of abuse, but critics say there’s still need for more improvement.

In 2011, City Council voted to downsize the retirement program by tweaking its eligibility requirements and fiddling with the interest rates in the DROP accounts. Two unions, including District Council 33, made a legal case against Council’s changes, and won.

While the District Council 33 contract allows an altered form of DROP, it still offers provisions barred

by Council’s reforms, and it’s those pre-2011 reforms that non-union city workers now have their eyes on.

Kenney’s camp seemed on their side.

Shortly after reaching this contract, the administration passed legislation to City Council President Darrell Clark’s office that would, among other measures, extend District Council 33’s DROP benefits not only to the city’s non-union-represented employees like Harris, but also to those 3,905 civil service-exempt employees, including 30 elected officials.

In response, Council President Darrell Clarke’s office argued that the changes would be a burden to the city’s pension system, whose coffers are already $5.9 billion short of an $11 billion liability to past and present city workers.

“City Council is on track to bring pension plans for exempt and nonrepresented employees in line with a recently negotiated contract, but with one major departure: Key reforms to the DROP program enacted by City Council in 2011 will remain in effect for our employees,” Jane Roh,

communications director for Clarke’s office explained via email.

City Council members and their staffs don’t receive union or civil service protections in part because they serve at the will of voters. In turn, they rank among those employees exempt from civil service requirements.

Additionally, both exempts and nonrepresented employees are restricted by the 2011 DROP reforms.

With an average salary of $38,000, District Council 33 are among the lowest paid city workers, and the pre2011 DROP provisions are widely seen as a fair benefit. But extending this same courtesy to exempt and non-repped employees—who have much higher average salaries—could pose a long-term risk for the city’s pension health.

“While benefits package consistency has been a long-held goal for unionized and non-unionized City employees, the Office of the President has concluded that the 2011 DROP reforms save taxpayer dollars, are reasonable for workers, and should remain in effect for the approximately 5,000 exempt and non-represented City employees, which includes all of approximately

30 elected officials,” Roh said.

Whether Council’s DROP reforms will have any teeth in the remaining contract negotiations remains unclear. Even less clear is why the Kenney administration suggested expanding the DROP benefits to another class of employees.

The Kenney administration’s director of labor relations declined comment, noting that City Hall doesn’t speak with the press about the specifics of the ongoing contract negotiations.

As a councilman, Kenney was a critic of the costly pension perk. In his first year as mayor, however, his tune has changed to focus on other pension reforms, many of which are being carried out through other benefits adjustments in city contracts, said Kenney spokesman Mike Dunn.

Of course, all legislation is subject to change. Council will comb through the details of DROP benefits during public hearings in the spring.

“We understand City Council is expected to consider the pension reform legislation in its next session, and we look forward to that discussion,” said Dunn.

Placing the spotlight on Theatre Philadelphia’s first ever executive director.

What would you say is the task you’re most excited to tackle in your new role as executive director?

From a generation standpoint, I think [Theatre Philadelphia] is doing really well. I think where we’re not keeping up is generating audiences and making sure that we are connecting with all Philadelphians. There is certainly a dedicated theatre audience and subsequent crossover between theatres, but making sure everybody knows about what we are doing, yeah, we’re playing a little bit of catch up and it’s why I’m here.

So what’s the plan to cultivate more passionate followers of the theater and to create more involvement within the various neighborhoods and communities here in Philadelphia?

[Laughs] That’s the big question that I am trying to answer, give me time I’m just one week in! The content that we are putting on stage, we are telling stories from all different backgrounds and all different walks of life. There are so many people creating new [performances] that we are seeing a more diverse pool of stories that are being told. So it’s our job to really sell in these stories and make sure people

know...but it also comes down to a bit of that teaching 101 mentality in that sometimes we need to better in explaining the experience in seeing a live play or that there are affordable tickets because there are misconceptions.

It’s not a dumbing down, but providing great education and insight to help people decide. We need to get more sophisticated and advanced in our marketing techniques. People are on screens all day long, so how we convey our product to them and through what medium is really important.

You talk about marketing. How much of targeting will be considered depending on what type of show is in a theater to a certain group or demographic?

People want to see stories that reflect them, however I think people at their core want to be entertained and are open to seeing things that don’t look exactly like their lives. A lot of times an entry point can be here’s a play that is representative of your life, but that’s just a point of entry. But it’s creating that culture of theatre coming off that is what we’re passionate about here. It should allow for reflection and entertain. If we can do that we’ll certainly grow our community [of passionate theatre-goers].

What’s the plan at a grassroots level to get that younger, student age person to explore Theatre Philadelphia?

Most people would rather spend $20 on a movie ticket then spend that on theater and in large part because previews and other hype surrounding a particular film. With the theater not having that same luxury, what’s the thinking on changing that mindset?

It’s not about cost, it’s about value anytime you’re going to spend money... there is an experience, a quality to the theatre. I recognize that [cost] may be a barrier for people but sometimes that’s an excuse. If you’re going to spend $20 at a bar, you can spend $20 on a play.

Also, a lot of our theatres have access programs and generous [philanthropists] that help to reduce ticket prices and other discounts. Also recognizing too that at its core the people you are coming to see are professionals that do this for a living. It’s appreciation as much as it is entertainment.

As the new executive director of Theatre Philadelphia—the first time anyone has held this role in the organization’s six-year existence—the 35-year-old, Cheltenham native has the task of getting fresh eyes on the arts as it’s certainly become a niche following.

So what’s the plan to attract young, fresh digital minds to an analog event—on a shoestring budget?

We ask Goldenberg that and more in this sit down for PW.

Specifically inner-city kids who may not even think that this is for them?

A lot of our independent theatres have [discounted] student ticket offerings and internship programs that they’re actively doing. For me, it’s making sure that these theatres have the right infrastructure to reach these students and also there’s been a lot of talk about trying to get students to stay here after high school and especially college, so it’s getting involved in theatre presentations in high schools and universities and it’s something we have been talking about, but at this point as a theatre community it’s not all packaged together.

What will you say is the most daunting task for you and for Theatre Philadelphia heading into 2017?

It’s a few things that are interconnected to be honest. The big thing is getting all of the theatres and artists to come together around initiatives and ideas. We have to figure out what those things are that are going to get people excited and want to collaborate on together. From there, it’s testing out these different initiatives to see what worked and how we can improve on it. We’re really in a startup world right now and we have a couple of programs but we need to have more. We don’t necessarily have the resources to try a whole bunch of stuff, so it’s also being strategic about the work that we do. At the end of the day, the theatre isn’t a lost thought in Philadelphia, it’s actually thriving with great shows and content. It’s up to us here [at Theatre Philadelphia] to convey all the great work that is being done behind the scenes to put on these great performances.

ow soda slurpers know how the rest of us feel.

And by the rest of us, I mean beer drinkersâ&#x20AC;&#x201D;adults who enjoy grown-up beverages. Beverages, by the way, that are taxed way more than the cityâ&#x20AC;&#x2122;s newly imposed pennyand-a-half surcharge that Mountain Dew addicts are griping about.

A quick primer: If you drink one 16-ounce CocaColaâ&#x20AC;&#x201D;or Gatorade, Monster, Starbucks Double Shot or... the list of sweetened crap is endlessâ&#x20AC;&#x201D;per day, itâ&#x20AC;&#x2122;ll cost you an additional $87.60 a year under Philadelphiaâ&#x20AC;&#x2122;s new beverage tax. By comparison, if you drink one 16-ounce glass Coors Light (or something better) per day, it costs you an additional $182.50 under Philadelphiaâ&#x20AC;&#x2122;s liquor taxâ&#x20AC;&#x201D;a tax beer drinkers have been paying for more than 20 years.

And that doesnâ&#x20AC;&#x2122;t include federal and state excise taxes, or the additional price that retailers charge to recoup the cost of their liquor licenses.

The Beer Institute, which lobbies lawmakers on behalf of breweries, claims about 40 percent of the cost of beer is taxes.

So, why do we pay so much for a cold one?

Because, as much as you may venerate the glory of malt and hops, alcohol consumption is a vice. And in America, we tax the hell out of

vices. So-called sin taxes are levied on goods that can cause harm, to repay their social damage and to tamp down their consumption through higher prices.

According to the Association of American Physicians, annual healthcare expenditures for excessive alcohol consumption are $22.5 billion a year. But guess what: Obesity, some of it brought on by Big Gulps, costs more than 10 times that muchâ&#x20AC;&#x201D;more than $315 billion a year in health care expenses, according to a study at Cornell University.

Whether these taxes have any impact on consumption is questionable.

The evidence shows it was the enactment of tougher drunk driving laws, not higher prices, that drove down alcohol intake. As for soda, I suspect sugar addicts wonâ&#x20AC;&#x2122;t give up their daily ďŹ x as long as they can easily stock up on the other side of City Avenue.

But letâ&#x20AC;&#x2122;s not get bogged down with a debate over social engineering through the tax code, because thatâ&#x20AC;&#x2122;s not the primary beneďŹ t cited by proponents of these taxes. Both were enacted ostensibly to fund childhood education.

Which is damn worthwhile.

But education beneďŹ ts everyone, and its cost shouldnâ&#x20AC;&#x2122;t be borne inordinately by those who happen to enjoy soda or beer. If the schools or pre-K programs need more money, the city (and the state) ought to be funding them more fairly through wage or real estate taxes. Unfortunately, thatâ&#x20AC;&#x2122;s a non-starter in a city trying to attract new residents and businesses.

So, hereâ&#x20AC;&#x2122;s another way to look at it: That $182.50 a year you pay in Philadelphia drink taxes is a drop in the bucket in a city that spends $2.8 billion for its public schools.

Consider it your civic duty. If itâ&#x20AC;&#x2122;s a make-or-break number for you, cut out just one drink a week - that will more than pay for the cost of these annoying taxes.

As for you soda drinkers, well, take it from this beer drinker: Suck it up.

hilly Beer Week, which marks its 10th-annual celebration this June, announced this week that itâ&#x20AC;&#x2122;s evolving into a yearround organization called Philly Loves Beer.

The new organization is â&#x20AC;&#x153;devoted to raising Philadelphiaâ&#x20AC;&#x2122;s global profile as a destination city for beer tourism... independent of a brewerâ&#x20AC;&#x2122;s guild or business association,â&#x20AC;? and will be the nationâ&#x20AC;&#x2122;s first nonprofit business league â&#x20AC;&#x153;dedicated to beer appreciation,â&#x20AC;? according to a recent press announcement.

The change comes as the organization has sought to stay relevant in the regionâ&#x20AC;&#x2122;s craft beer trade, where competing interests among breweries, wholesalers and restaurants have frequently put Philly Beer Week at odds with its own participants. Though the nationâ&#x20AC;&#x2122;s first beer week remains vibrant, paid participation has slacked off in recent years as local breweries have grumbled in particular about the number of events promoting out-of-town beer makers.

Meanwhile, some bar owners have boycotted the organization because of the difficulty in drawing crowds and recouping their participation fees during beer week.

Disclosure: I was a founder of Philly Beer Week and was its first executive director, a post I left in 2014. To me, this is a welcome step because it gives businesses whoâ&#x20AC;&#x2122;ve left the organization a reason to return. Craft beer enthusiasts, meanwhile, should see even more beer-soaked fun and creativity throughout the entire year.

While Philly Beer Week will remain its largest annual festival, Philly Loves Beer said it plans to expand its influence by promoting educational seminars, networking events, beer festivals and promotional support for its participants.

Philly Beer Week is June 1-11.

Meanwhile, the organization in a typically off-beat beer-minded gesture announced it will host its first fundraiser on Feb. 19 at Heritage (914 N. 2nd St.): A flannel â&#x20AC;&#x153;fashion showâ&#x20AC;? featuring members and supporters and judged by a panel of local female beer celebrities. â&#x20AC;&#x201D;Joe Sixpack | @Beer_Radar
