The number of years Saint Joseph’s men’s basketball coach Phil Martelli was at the helm of the team until Tuesday morning when the university let him go. It’s the end of an era as Martelli’s mug was a Big 5 mainstay and front and center in the early 2000s when he led the Hawks to a 27-0 undefeated record and a run to the Elite Eight in the NCAA tournament in the 2003-04 season.

However, the past few years have been rough for the listless Hawks forcing the hand of a university doing an immediate search for a fresh face. Speaking of faces, thanks to 6ABC reporter Jeff Skversky’s Twitter page, this is the one we’ll always remember Martelli by.

Man’s got a point As much as we hate to agree with the PPA here – because honestly, I think everyone in our newsroom has been booted and towed at some point – we begrudgingly side with Scott Petri, chief executive of the PPA in his response to protestors who urge the parking authority to give more to the school district than already planned. In the aftermath of the PPA’s passing of its latest budget which finds the Authority slated to break off $14.5 million to schools from its $56.4 projected revenue from violations in FY20, Petri said: “The agency cannot do what protesters ask, and give $25 million to the schools before paying the city. We have to do what’s directed and we’re going to continue to do that whether these people attend or not.”

According to a Philly.com report, the projected $14.5 million payout to the PSD is $366,000 more than what the agency will give schools in FY19. We get it, we just don’t get why the organization still has to come off looking like a douchebag even when its doing something right.

STRUGGLE AT SEPTA

Transit police have been in a back-and-forth battle primarily over a policy that restricts access to body camera footage. It’s a battle with some serious history. Here’s a timeline of events.

In exchange, the concession the union made to SEPTA was that the offices would contribute a total of 1.5 percent more in health care costs.

Not down with BWC After firm disagreements between the officers and SEPTA board on the BWC policy, the tentative deal came to a compromise. If ratified by the board, the new policy will allow police officers to view the footage after writing an initial incident report on a case involving an arrest or use of force, and if a discrepancy is found, submit a supplemental report without penalty.

SEPTA spokesman Busch further clarified that the supplemental reports would only pertain to “minor deviations between the initial report and what's on the camera.” However, he did not have a response for how and who would discern what is considered “minor deviations.”

The policy would also allow officers to review the footage before being interviewed in an internal or administrative investigation.

Busch explained that internal cases involving BWCs have most likely already included an incident report, an initial filing which led to the subsequent investigation.

“Obviously, [when an officer is in] the middle of dealing with an incident, we certainly don't expect that someone is going to remem-

The language in the contract is making clear that we're not looking at minor deviations between the initial report and what's on the camera in an effort to try to penalize the officers,” said Busch. “We do so expect that they're going to be candid and truthful when they when file those initial reports. But after the initial reports are filed, they would be permitted to look at them and to provide additional information and also prior to being interviewed for an internal or administrative investigation.”

Busch believes that the new protocol still retains and “preserves the spirit” of the original BWC policy.

The Leadership Conference on Civil and Human Rights as well as Upturn, both Washington D.C.-based civil rights groups, made the recommendation that officers do not need to review BWC footage before writing an incident report or statement. The recommendation was based on their review in 2017 of 75 police departments, none of which fully adopted the recommendation as discovered by the two groups. The report did not include SEPTA’s transit police, but it did include the Philadelphia Police Department.

SEPTA’s current policy is actually stricter than that of the Philadelphia Police Department which allows police officers to review footage that does not involve the use of force or hospitalization. The city police union wants to weaken the policy even more by arguing the two exceptions before the state’s la-

SEPTA transit officers have shown a varied amount of resistance to body cameras since their inception in 2016 as demonstrated in an audit of the BWC program’s first six months.

Conducted by Dr. Jordan Hyatt from Drexel University’s Department of Criminology & Justice Studies, the survey results conveyed a “decrease in the belief that BWC would reduce an officer’s use of appropriate.” In addition, the audit also reported a high percentage of officers not turning on their cameras or audio or having visually impaired video. Hyatt wrote in the conclusion that the mistakes also could be attributed to the officers adjusting to the new technology.

A common criticism of allowing police to review BWC footage is that it distorts memories and allows officers to change their stories in order to align with what’s depicted in the video. Abdul-Aliy Muhammad, co-founder of the Black and Brown Workers Co-op, vehemently disagreed with the planned change in SEPTA’s BWC policy.

“As a co-op that is expressly abolitionist

and anti-police State we see this as creating the space for more corruption of footage, hiding of evidence and a way to get their story together before submission of body cam videos,” said Abdul-Aliy. “Cops don’t need more power, they need less.”

Muhammad further explained that the policy change is reflective of racial injustice. He brought up the case of the ex-police officer Ryan Pownall who fatally shot David Jones in Juniata back in 2017. The report stated that Pownall told an officer after the shooting that he only fired once, a claim that was proven inaccurate by the Medical Examiner’s Office and surveillance video that “established multiple shots.”

“This is bigger than a cop and camera, this is about systemic practices that result in the death of enumerable black and Brown people,” said Abdul-Aliy.

It was a time in my life – me a teenage kid, not knowing what to do – when I found all that. I was told I had to be doctor, but I couldn’t handle blood. Then my parents thought law would work, and I hated that.

I was a confused kid who loved music, but there was no way to be a musician at home.

Once I realized that, and that I had all these poems with melodies to them, my path became clearer. I could have some-sort of career as a folk singer.

Each of us who loves Dylan has their own Dylan. Who is you Dylan?

career. So expansive. Couple that with the impact he has had on the culture – so grand.

That just puzzled me. I also found a kinship with his romanticism, a poet in New York, a man who makes a gospel album out of nowhere. I do things on a whim.

You sense the romanticism in your music. I also see that, on songs such as “God Bless America” and American Dream,” you’re delighted to be here, but not without reservation. Were you surprised that the U.S. is as bankrupt as it can be, and is?

Absolutely. I was trying to deal with feelings toward that on this record. The American Dream is such a universal idea, we all grapple with. There is some disparity, then, on what it all is, in reality. When you settle into this country and are dealing with the day-to-day challenges of Americans… the push-and-pull of being grateful, yet being conscious of its troubles came through.

There’s a line in one of your songs that goes, “Will you let me in? Or are you at capacity?” I know it’s in reference to immi-

gration. You got in to the U.S. but do you know others abroad that cannot get in?

Are you writing from the perspective of struggling immigrants in the news?

Good question. It’s both. It’s all of that. It’s me form back a long time ago and discovering I wanted to pursue this thing, and trying so hard to get here. It’s seeing people that I know and care about making that same journey.

The news, and seeing the growing intolerance to immigrants too lingers.

This isn’t a question of one President or Administration. Did you know the America you were coming to was so incendiary?

Not really. I was very puzzled. Barack was president when I got here. Things were different here, and around the world in relation to America. That trust just changed with the new presidency.

The turmoil here is puzzling, but ones where you can draw parallels to the problems in places such as Kenya. You’d think that things would all be completely better here, but, they are not always.

As the city prepares to shut down beds for the winter, 300 homeless people might be back on the street

utreach workers in Philly’s shelter system are up against the clock. Over the second half of March, the city’s Office of Homeless Services shuts down its winter initiative, drastically lowering the number of beds available to Philadelphians in need.

Services like Prevention Point will be relied on heavily as the city moves to vacate its roughly 320 beds it sets up for the city’s homeless population during the winter months.

The city has cleaned up the encampments and has provided shelter for those looking to get out of the cold, but as the annual preparation of bed closures is imminent, could a scene like this return with the loss of beds?

Problem is: only 24 percent of shelter residents are offered this in the first place, because there isn’t enough to go around.

“We have an effective means to end homelessness,” Hersh said, “but only about a quarter of people exit into that system due to resources.”

More often than not, the OHS staff ends up suggesting the winter initiative alum move on to another homeless shelter. It’s a bandaid solution — one that people usually refuse.

“If there’s no housing option available, some people prefer the freedom of the streets,” Hersh said. “I really believe in my heart that if we had enough housing options available, we could get pretty darn close to zero [homelessness].”

Support when the system fails “When we don’t really have a good option for people, we have to make sure they understand it’s not their failure,” Hersh said. “It’s upsetting and it makes people angry and frustrated and outraged. I think that’s an appropriate response.”

So what will the next few weeks look like?

OHS staff will visit provider shelters consistently, working to get people involved in the

few services they’ve got to offer.

Mel Wells, president of the One Day At A Time shelter network, adds 50 to 60 temporary beds during the winter. If he can’t get them into a legit apartment at the end of the season, he’ll at least offer membership to a free grocery program, or HIV/AIDs testing.

“It’s an opportunity to assess the clients,” Wells said. “We try to make them a part of the family.”

All things considered, this winter went well for OHS. The department never had to turn away someone seeking shelter on a cold night — a sign that the 319 beds they budgeted this year met the need.

“We try to use the limited resources strategically as best we can,” Tobler said. “But when I lay my head down at night I worry….

illiam LaFrance had dreamed about this particular day since middle school. Sitting there in his studio, massaging some of his dopest beats, he thought this might be it. This might be the one that entered the 36 Chambers. Known as Level 13 in hip hop circles, LaFrance had been emailing samples to longtime WuTang Clan collaborator Hanz On when he got an unexpected message: “Method Man likes one of your beats.”
