When asked how she manages to stay looking so young, LaBelle, 75, said: “It's the Philly in me. My mother and father in me. We have good genes, and good black don’t crack.”

menting her communications with CUA workers and family court. Despite the fact that Walker-Jackson wants her kids with their uncle, who is willing to take them, the three children, now 8, 2, and just over 1 year, have been placed in foster homes. Walker-Jackson gets supervised visits with them at family court, to which she always brings clothes, food, and toys for them. She now has her own apartment and is working in the food preparation industry. But her 8-year-old son is already on his third foster home, and she fears her 2-year-old may be suffering abuse in foster care, having spotted cut marks on his forehead and seeing his foster mother dangle him by his arm, Walker-Jackson said. Her next court hearing is in November, but she has to wait until December for a parenting evaluation. Walker-Jackson is worried that not having the evaluation in time for the hearing will affect her ability to get her children back. She feels she has worked very hard to meet all the criteria DHS and CUA workers set out for her. “Now my children are traumatized for the rest of their lives, and that’s not OK,” Walker-Jackson said. “My kids feel like they’re be-

ing neglected, or they’re not wanted, and it’s not true.” To try to bring down the numbers of children placed with DHS, the department contracted with two providers to operate Family Empowerment Centers, the Village in the Southwest section of Philadelphia and Congreso de Latinos Unidos in North Philadelphia, to connect families with community-based supports to meet their ongoing needs, such as parenting groups, housing supports, education and employment assistance, and access to funding for items such as cribs, clothing, food. Other services may include intensive case management, substance abuse services, and other supports. The idea is to help people at risk of being involved with DHS, or those where there has been an allegation of abuse or neglect, but DHS has found that there is no unmitigated safety threats or present danger for the children. The Empowerment Centers can also be a place for people who have had negative interactions with DHS to get help. Last year, 4,872 families received case management to help stabilize and connect to resources such as mental health and primary physical health care, Keafer said. “The Family Empowerment Centers are a community-based approach to reducing the number of children who enter DHS care,”

DHS Commissioner Cynthia Figueroa said in a press release. “We’re excited to launch this new initiative that will provide greater support to families.” DHS also works with national child welfare experts, Casey Family Programs, and has connected with Washington, New York, and Pittsburgh to learn about what strategies have been effective in their jurisdictions, Figueroa said. Some examples of what the department has done to support families and prevent formal involvement with DHS include: Adding field screening units to safely divert families reported to the hotline from being accepted for investigation Last year, 1,113 families received short-term help for concrete needs like groceries and paying utility bills through a program called Rapid Service Response. DHS is requesting an increase from the state to serve more families. DHS funds quality Out of School Time programs, 175 last year. The programs help working families with after-school assistance and ensure children continue to learn and grow in a safe space. Parents are supported through “Parent Cafes,” parent-led spaces where caregivers connect to share parenting tips. Last year, 2,850 participants came to Parent Cafes.

DHS, FROM PAGE 15 Last year, DHS started a pilot program called Rapid Rehousing for Reunification that provided subsidized housing to families whose only barrier to reunifying with their children was housing. DHS is requesting additional support from the state to serve more families. DHS also funds Community Legal Services to accept direct referrals from its hotline and providers to assist families who need help with issues such as landlord-tenant conflict and accessing benefits. “I want to continue to “right-size” our work by continuing to reduce the number of families involved with the department through safe diversion as well as safe and timely reunification,” Figueroa said. “Through continued investments in prevention services, we hope to keep decreasing the number of children who come into care by ensuring that families have services that best fit their needs. Most families reunify within one year. No one solution applies to all families. And again, DHS does not make decisions in a vacuum. There must input from the city solicitor, the child advocate, and the final approval comes from a family court judge. While all these steps are positive, however, many people feel that they fall short of addressing the high child removal rate in Philadelphia. City Councilman at-large David Oh argues that DHS should institute a “transparent, uniform, simple process” to ensure that everybody is complying with state law. “If you have a system where somebody would write down the circumstances, lay down the compliance with state law, state why they are filing with witnesses and evidence, then people would not be like, ‘Oh, if I don’t go do this, I could lose my job or be prosecuted,” Oh, an attorney, said. “They would have, ‘OK, listen, in due diligence, I looked at this. And the reason why I did investigate, or I didn’t, or was because of this. If I’m wrong, at least I have articulated the process, so I’m no longer subject to losing my license.’ “Nobody is saying DHS workers are rotten,

bad people,” Oh added. “What we’re saying is the state law requires these standards. Let’s comply with them. Let’s make sure people understand what reasonable suspicion is if they’re a mandated reporter, because when they open the door with filing a complaint against person with no good reason, now, DHS has the option to come knocking on your door in answer to an allegation that has no evidence, which could lead to other things. It seems to be the accepted practice in Philadelphia, that all of this is OK. … In this case, children are being harmed. “My conscience won’t let me stop for the 5-year-old,” Oh said, referring to Yolanda Bryant’s granddaughter. “They’ve come to my doorstep. I cannot pretend I’m not knowledgeable.” Yolanda Bryant said she isn’t giving up the fight, either. “Our kids cannot speak for themselves,” she said. “When something happens to a child, and you keep that in, you are part of the problem. “I have more than hope I believe that this will come to justice,” Bryant added. “That’s why I keep fighting.” The Commissioner’s Action Response Office is available for questions, concerns or complaints about an open Philadelphia case. Unfortunately, from what I can see, I think more people care about what their behind-the-scenes photos will look like on Instagram than the actual film and story itself. What do audiences want? Do you worry about that? I believe audiences like a sense of order in storytelling that doesn’t feel formulaic or force-fed. I think we all like a well-rounded circular story with bookends, because life itself can be so random and unpredictable, and it gives viewers a sense of control over the world, much like the people making the films. Audiences like what Hollywood can spoonfeed them, and independents can’t compete with that, so if you’re looking to create something that rivals a Hollywood tentpole film, it’s not going to work. When I was younger, I tried to figure out what would play to a middle-of-the-road audience, but as time went on, I asked myself why I want to put in all of this hard work to tell a story that had so many constraints. I write my scripts with a financial reality and loca-

tion possibilities in mind, not so much with an audience approval notion. That being said, when someone watches one of my movies, I want them to believe in the story’s world and feel what the characters are going through as much as I do. What are your goals as a filmmaker? I want to keep making my films with a unique atmosphere and mood for as long as I can. I hope to add on to my productions a little bit each time and continue to grow my crew of actors, some of whom I have been working with for over a decade now. I want to work with as many other people passionate about telling interesting stories as I can. I’m going to continue to collaborate with others who love to tell stories that have underlying social issues at their core, and share what I learn to grow the Philadelphia filmmaker community. The challenge of a limited budget made me create creative solutions in order to make these films. By reverse-engineering the story, with what I have available, I can work with limited resources/materials and still tell the story that I feel passionate about independent of having a huge budget and expensive crew.

It’s time for Republican lawmakers to join Democrats in supporting drafting articles of impeachment. GOP reps want to be remembered for upholding justice, the rule of law, and protecting our democracy – but that’s not possible while they’re helping protect the criminal in the White House. Is this the side of history they want to be standing on? Sworn depositions from the impeachment inquiry have affirmed over and over again that Trump is willing to betray our country for his own personal and political gain. Not only is this a clear and open threat to the integrity of our elections – it’s an impeachable offense. No one is above the law in this country, including and especially the President of the United States. It’s time for GOP reps to choose country over party and support Trump’s impeachment.

As a former caseworker, I can’t even begin to tell you the situations I walked into and felt disgusted knowing that a child, and oftentimes children were subjected to. Parents who abuse hard drugs and have OD’d in front of their children, kids who have taken beatings so viciously at the hands of parents their skin is a different color, kids with special needs who were abused physically, sexually. I’ve handled those cases. I’ve seen the fear in a child’s eye from being in these living conditions. I know you’ll never hear about these cases publicly from DHS, but go through court records, which are public documents, and see the horror some of these kids from Philadelphia live in and are subjected to. Government turns its back on those in need

My name is Kyle Brothers and I am a native of Philadelphia. The reason I’m writing to you all today is because as all of you may be aware in Philadelphia right now there is a consistent flow of shootings and murders, even including the murdering of children, with that I believe we in Philadelphia have a major problem. A few weeks ago after witnessing an extremely disturbing beating of a gentleman on a SEPTA train by three young guys, I decided enough was enough and something needed to be done. So in an effort to join collaborative forces with the City Of Philadelphia and Acting Philadelphia Police Commissioner Christine Coulter, I began sending Mayor Kenney and Christine Coulter emails requesting to have a meeting with myself to discuss some possible solutions to all the crime in our city. Essentially I was going to go and talk to the community and community leaders about some things they have going on in their neighborhoods that they would like to see changed and then meet with the Mayor and Police Commissioner and outline the community’s concerns as well as receive feedback from the Mayor and Police Commissioner regarding things we as community residents could do more to assist them and then promote these changes within these communities. Well, as of today, I’ve sent five emails requesting these meetings and no response at all from either Mayor Kenney, the City Of Philadelphia or Commissioner Coulter. Recently, I sat down with a few Philadelphia community leaders from different sec-

tions of Philadelphia to discuss why the City is not responding to our repeated attempts to meet. The first immediate response I received was that the Mayor and the City Of Philadelphia do not care about the crime that’s going on in these areas of Philadelphia, their main concern is to contain the crime away from Center City Philadelphia and away from tourists who bring money to the city. I truly hope this is not the case because, if so, we have another monstrous problem on our hands. But the City not responding to the request of finding solutions raises the question of “why.” For a government that constantly and consistently goes out to the public and act as if they want to see things change for the better here in Philadelphia, why wouldn’t they answer when 10 and 2 year olds are being murdered each day? In no way am I saying that our problems are all the city of Philadelphia’s fault, however I am saying that all communities and the city have to work together to fix these issues, and if the city is not willing to take the necessary first step to resolving this crisis, where does that leave the residents in these “bad” neighborhoods? I’m asking the media to help us get through to the Mayor and this city to try and change the horrible epidemic here and start working toward a solution. We as residents should never feel like we are not being heard. Please help our residents of Philadelphia, we cannot afford to lose one more person, let alone one more child, to this violence.

“Give me your tired, your poor, Your huddled masses yearning to breathe free.” Since 1903, Emma Lazarus’s uplifting prose has remained inscribed on the Statue of Liberty’s bronze pedestal. Time has made her words iconic; they are reminiscent of an era when immigrants approaching the United States could gaze at Ellis Island and envision a better life. Juxtaposed with the violence and inhumanity rampant at the United States border today, the differences between then and now are jarring. With such powerful words etched on an emblematic symbol of immigration, how can the United States live with turning our collective back on the tired, the poor that we once welcomed? The Trump administration has consistently attempted to curtail immigration into the United States through a series of restrictive measures, most of which target low-income communities of color. On Aug. 14, this tendency manifested in the form of a new rule published by the Department of Homeland Security in the Federal Register. Dubbed “Inadmissibility on Public Charge Grounds” and known colloquially as the “public charge rule,” this change broadened the criteria under which an immigrant qualifies as a public charge and will consequently make it more difficult for immigrants receiving public benefits to achieve permanent residence. The Trump administration’s public charge rule and similar mechanisms of restriction are classist attempts to shut out non-wealthy immigrants from the United States. Though restrictions on immigration have drastically increased under the Trump administration, rules attempting to keep out poor immigrants are not a recent development in United States immigration policy. The Immigration Act of 1882 put forth the notion of the inadmissibility of public charges, and made the pathway to permanent residence almost impossible for those who were labelled as such. U.S. Citizenship and Immigration Services define a public charge as “An individual who is likely to become primarily dependent on the government for subsistence.” In this state of the public charge rule, immigration officers had determined whether green card applicants and certain categories of visa-seekers were likely to be dependent on the government for financial support by evaluating whether immigrants had used Supplemental Security Income, welfare, or long-term institutionalized care in the past; if so, they had

to demonstrate that they would not need to do so in the future. Though rules of that nature have previously attempted to narrow immigration admissibility through a lens of socioeconomic class, the changes proposed by the Trump administration take the concept to a disturbingly new level by greatly broadening qualifications regarding what constitutes a public charge. As the memo announcing the change states, “This final rule amends DHS regulations by prescribing how DHS will determine whether an alien applying for admission or adjustment of status is inadmissible to the United States, because he or she is likely at any time to become a public charge.” Under this rule, the definition of a “public charge” is expanded significantly. The use of a wider range of federal benefits, including Medicaid, food stamps, and Section 8 housing vouchers, would qualify immigrants as public charges if the rule were to be implemented. This broadening of definition has established a climate of increased fear among immigrant populations, as many are wary of using much-needed benefits due to the belief that they could jeopardize their citizenship status. To expand even further, the public charge rule draws on the racist roots of the term itself and leaves immigrants at the mercy of immigration officers who may have biased, racist misconceptions about which populations are likely to be public charges. Stereotypes of people of color being dependent on public benefits are already proving extremely damaging as internalized biases impact the labelling of immigrants. Furthermore, there are misconceptions floating that being labelled a public charge will impact a green card holder’s ability to naturalize. While this is untrue, this false belief is causing green card holders to be afraid to take much-needed public benefits. The public charge rule and the fear surrounding it are effectively restricting the poor, specifically low-income people of color against which the Trump administration actively works from being granted green cards and from accessing public benefits. The Trump administration’s public charge rule is a despicable attempt to close the United States off to those who are not wealthy, but the persistence of values like Lazarus’ provides faith the goodness and hospitality that America is supposed to exemplify will ultimately prevail.
