STATE Philly police busted over 20 people for their participation in a cockfighting ring in Port Richmond Friday. Over 100 roosters were found and those that were alive were transported to the SPCA. They must’ve been easier to round up than the people—suspects tried to flee the scene and even broke some ankles trying to jump over a 30-foot wall, 6abc stated. That’s nothing compared with the kind of abuse they subjected these animals to. In fact, we think we should pit these assholes against each other and see if they have the balls to fight it

On Saturday, hundreds of people gathered to celebrate a mysterious letter written by someone who goes solely by “ABBA.” According to a Philly Voice report, this Dancing Queen wrote about a “steel furnace” that was to be set up on a vacant lot at 27th and Girard, where “metal could be melted and the bodies of people and animals mixed with the metal to become steel unable to be hurt.” “ABBA” was in attendance, along with hundreds of more people. See, this is what happens when you give certain people in Philly the opportunity to get drunk in the middle of the day.

Rosa’s has left the chat The pay-it-forward pizza place closed the doors at both its Philly locations for good on Monday. At the shop, customers were able to buy a slice for $1.25 with proceeds to help those who wanted a slice but were unable to pay. Owner Mason Wartman said competition and a lack of profitability contributed to the shop’s closures. It sucks that a place with such a great purpose is gone, but maybe it’ll inspire another business owner to take its place—perhaps this time with some better tasting pizza.

CITY GOVERNMENT WILL BE MORE RESPONSIVE (2011): The inaugural PTW hosted the launch of OpenDataPhilly.orgy, a community-supported transparency tool developed by Callowhill-based software firm Azavea. That tool — and the open data movement in general — is going strong today and includes juicy, previously unreleased data sets such as city staffers’ pay. :eyes: This year there’s an array of good government, civic action and other do-goodery events, including the City of Philadelphia’s Data Driven event on Friday, May 6.

ven if you’re not a software developer, startup founder or data enthusiast, you’ve likely heard of Philly Tech Week.

In 2011, a tiny news startup launched an innovation festival in honor of Philadelphia’s tech community — with big plans for the now-annual series. We at Technical. ly celebrated 10 years of daily reporting on local economies in change this past February, and in 2020, we’ll celebrate 10 years of PTW. A lot has changed in that time.

The festival is a lot bigger, for one — up to 100 events and 11 days, with thousands in attendance.

The week also actively includes makers of all kinds — tech entrepreneurs, yes, but also artists, advocates and other creators.

One thing that hasn’t changed?

An uncanny ability to predict what’s coming down the line in local innovation. Whether you’re playing with app development or can’t get the office printer to work, this is a place to look at what’s coming. Here are nine times Philly Tech Week predicted the future, plus tips for where you can find similar events during this year’s series, happening May 3 through 11.

THE TECH STARTUP THAT HIT IT BIG (2012): Startup SnipSnap won big at our Switch Philly demo event from judges then-Mayor Michael Nutter and investors Josh Kopelman and Ellen Weber. The couponing app eventually became an early Center City tech exit success. During PTW19, hundreds of startups will be on display, prominently at the Entrepreneur Expo organized by Philly Startup Leaders on Wednesday, May 8.

QUESTLOVE ON THE QUEST FOR FAME (2013): Philly patron saint Questlove told the crowd at the Philly Tech Week Future of Music event that sometimes, you gotta build a reputation where you have the best shot of becoming the biggest celebrity — aka Philly — before moving somewhere bigger — aka New York City. The following year, The Roots became the house band of Jimmy Fallon’s “The Tonight Show.”Speakers ranging from big tech companies like Amazon and Google to tiny startups and many other creatives will be at the Introduced conference, which we at Technical.ly are hosting on Thursday, May 9

THE BIG ARTSY COLLABORATION THAT EXPLODED (2014): Our game of Tetris played on the side of the Cira Centre got named the world’s largest architectural video game display by Guinness World Records that June.

The whopping 119,600-square-foot display outdid the previous world record: Pong on the Cira Centre, set during the previous PTW. This year, Philly Tech Week is kicking off as part of a collaboration with the Old City First Friday on Friday, May 3, as part of a partnership that just might go bigger still in 2020.

TECHNOLOGY MUST BE BUILT WITH, NOT FOR (2016): Philly is known for being diverse — and stronger for it — but 2016 highlighted more than ever that tech diversity is taken seriously here. For an example, just about half of Technical.ly’s Dev Conf speakers in 2016 were female or people of color. EvoXLabs hosted another of its evoHaX, a hackathon on accessibility, and there were events on youth STEM learning and people of color navigating tech communities, plus several meetups and awards for women in tech.

It’s still the case that less than a fifth of all VC dollars go to women-founded companies and technologists of color are still the minority, but Philly tech is continuously and intentionally doing something about it.

ELECTED OFFICIALS SHOW OFF THEIR TECH CHOPS (2015): We called it when then-mayoral candidate Jim Kenney won the #PTW15 Mayoral Forum: “When it was Kenney’s turn to speak, he jumped straight into the importance of open data,” we wrote at the time. “It showed he knew his audience and that he had prepared.”

Cracking the code How do you get students excited about tech in a world of instant gratification?

esmond Hasty won’t admit it, but every day inside his computer science classroom at Boys’ Latin is a struggle.

Each day, Hasty stands in front of each child, no less than 15 per class, and tries to teach them one part of a STEM education that could prepare them for the rest of their lives. Some listen, some would rather sit in the cut and play “Fortnite” or watch YouTube videos.

It’s a thankless job at a city charter school.

On this particular day, Hasty, the school’s lone computer science teacher and robotics club coach, tries to teach a class of about 22 students the importance of the snipping tool in Adobe Illustrator. Half the class is listening, apparent by Hasty needing to stop every 15-20 seconds to explain what he just said in front of the whiteboard to a confused student.

It’s a grind, but with a smile, Hasty dutifully walks over each time and offers a personal explanation. “Sure, kids check out and so there’s a constant struggle,” Hasty affirmed. “But at the end of the day, I just have to think of new ways to reinvent myself to teach these important life skills. There’s just this immediate need for knowledge and instant gratification nowadays that if they don’t get it off the bat, it’s a number’s game for who’s going to put in the work to comprehend?”

The Philadelphia School District has added a wealth of technology throughout 129 schools this year alone, including increased wi-fi bandwidth, iPads, laptops and smart boards for all grade levels.

TEACHER, FROM PAGE 9 Though Hasty may ply his trade at a charter school, the larger arm of the Philadelphia School District has made a point during the 2018-19 school year to implement more technology throughout its classrooms. According to PSD’s Office of Information Technology, the district added new tech to 129 of its schools across all grade levels, including robotics kits, iPads and PC laptops. Additionally, the school district claims it added 1,100 SMART boards alongside training to the same number of teachers on how to effectively use them in a classroom setting.

All of these new tools arrive with an intrinsic focus on teaching coding in schools, a notion implemented state-wide only in the last 2-3 years. In trying to keep up with many other larger states throughout the country, Pennsylvania educators are seeing not only the value but the necessity in teaching coding education as early as elementary school.

“Teaching kids to think and problem solve requires a certain amount of logic and perseverance,” Hasty said. “Learning [computational] languages teaches kids how computers will think, react and how they can control all of those outcomes. But as they’re teaching the computer to do the commands, I see students learning valuable life skills like cause and effect, problem solving and collaboration, skills that are essential and completely translatable to the real world.”

Hasty, 40, is fully aware of the importance of what he’s teaching, courtesy of a Master’s degree in Information Technology. He’s currently pursuing another computer science-focused degree at Drexel University. Inside Boys’ Latin, and depending on the class size on a particular day, Hasty could be teaching

anything from where to locate the snipping tool in Illustrator to HTML coding, to actual JavaScript language.

During his tenure as head of the school’s robotics club, the group has competed in top competitions throughout the state. The team is comprised of the five percent of students that Hasty hopes his curriculum can truly inspire to become the next name in tech—or, at a minimum, a decent web developer.

Both get you paid, as far as Hasty sees it.

“It challenges students to speak up and think critically,” he said. “Computer science and coding is a completely different way to credibly say you comprehend and you’re not trying to just read things out of a book. When you get [students] to understand a life skill and apply those skills, I think it really changes the students in a completely different dimension [of their brain].”

Getting through to his students requires two factors: trust and a vision for the future.

Upon meeting a student, Hasty’s appeal arises from the attention he gives each individual’s life goals, broadening their current aspirations to just get through his class.

“I’m the type of educator that I don’t make excuses to my students,” Hasty said. “I like to talk to them about what’s going on, what their plans are and show them just how much the subject of this topic right now directly or indirectly linked to that relates to that.”

The law of averages has never been more apparent than when watching 20 kids use monitors to become immersed in the fantasy of video games and YouTube while in a space of literal STEM pedagogy. It’s this same pedagogical path that puts students on a path to creating these games for a living.

“Mr. Hasty is a fabulous resource for our student body,” said Dr. Noah Tennant, the school’s CEO in charge of both the middle and high school levels. “We are extremely fortunate to have a teacher like that here. He’s someone our students can look up to because he’s gone through the practice of what he preaches inside his classroom before he came to us.”

Desmond Hasty isn’t an imposing figure.

His dreadlocked mane stands atop an average height and build. He is well-dressed and tops off his look with a pair of glasses—yes, the kind someone working in IT would totally wear. He’s the only African-American male educator at Boys’ Latin, but will readily tell you that the pride in that notion matters very little compared to what he brings to the table.

“I do see [my color] as a motivator but a lot of the students aren’t looking at me as a black man; they’re wondering why I’m here teaching them,” Hasty said with a laugh. “They ask me why I don’t work for some company and make more money and my answer honestly is the same every time; I love what I do, and sure I could do other stuff, but I believe it’d be empty. I want to be the guy making these students enjoy technology and apply it to real-world skills. I like being that man and offering opportunities to those that want it, inside my classroom.”

Perhaps the reason why Hasty routinely schedules field trips to different tech companies throughout Philadelphia, so students get a feel for what’s to come – if they apply themselves. It’s this insider’s look at the real-world that Hasty hopes will challenge a few more of his students to turn off Fortnite and listen to

the importance of knowing what a selection tool does in Adobe Suite programming.

“My goal is to prepare these kids for a future and that has to extend outside just what I’m teaching in the classroom,” Hasty said.

“We always talk about preparing for the next thing. We go on trips to companies where they get to see a software engineer or a developer and what you hope [as an educator] from seeing [these people in action] is that a light turns on [with your students]. The opportunities are endless and I feel like it’s our goal as educators to expose our students to that whenever we can.”

But educators can do so much. It’s up to the students to absorb and apply.

Another fact Desmond Hasty makes crystal clear to his students on Day No. 1.

“I tell my students that it’s time for them to be independent and responsible for their futures,” he said. “If you can’t sit through this class then do you really think you’re going to be able to succeed in other areas of your life? The two-hour session will include a panel discussion with technology experts as well as one-on-one coaching sessions for entrepreneurs. Well, if it’s got googly eyes, it’s Gritty, and if it’s part of the Overwatch League, it’s the gamers that make up the Philadelphia Fusion. Both will be topics of discussion during Introduced at Technical.ly on May 9 (9am-5pm), the one-day conference that incorporates programming, demos, networking and personalized connections.

Gritty lovers, check out “The Brains Behind Gritty: How One Mascot Went Viral” (10 a.m.11 a.m).

Rumor has it that the beloved Flyers mascot will be making an appearance.

ecently, Jay-Z sold out the newly-opened iteration of NYC East Village theater legend Webster Hall. Built in 1886, the Hall is the newly-remade, hi-tech toast of Manhattan’s live music scene. Ready for action post-HOV, the venue will feature fresh shows from Rosalia, MGMT, Big Thief and more.

Back home, Philadelphia is having its own old theater renaissance.

The Uptown Theater, the one-time home of soul and gospel on North Broad Street, is currently being renovated as a new stage space for young talent by the Uptown Entertainment and Development Corporation, with grant aid from the state of Pennsylvania and Governor Wolf’s Redevelopment Capital initiative. The Trocadero on Arch Street in Chinatown, opened as a burlesque hall in 1870 and set to close at the end of May or June, must surely have buyers at the ready with rejuvenation in mind.

Mostly, though, the very picture of the old theater remake/remodel, ripe and ready for versatile action, is The Met Philadelphia, Oscar Hammerstein I’s marvel constructed in 1908 and built for opera performances.

In its newest version, the new, fully amendable and versatile Met must be ready for everything from theatrical stage shows (Tyler Perry’s “Madea’s Farewell Play Tour”), boxing matches, run-of-the-mill rock, rap and jazz concerts, and political readings (Bill and Hillary Clinton).

By Sunday morning, The Met must be ready for church services with the venue’s co-owner, Reverend Mark Hatcher and his congregation of the Holy Ghost.

“By the time Live Nation became part of the team, everything that had once been used for performance lighting and audio had long been removed,” said Malcolm Condie, production manager for Live Nation. “The original fly system had been scrapped and the only parts that remained were the T-bar guide rails and loft blocks, which weighed tons.”

The start of Met developer/co-owner Eric Blumenfeld’s renovation process (before and after taking on Live Nation as its presenting partner) began with tearing out yards of fly rigging and old light systems. They were then replaced with a state-of-the-art product that would respect and reflect the theater’s vintage vibe while bringing to light proof that The Met is ready to glow at all hours of the day.

“Knowing we were restoring a once-thriving performance hall that had been neglected for years, it was important to make sure that we kept as much of the feel, look and integrity of the room from 1908, but also create a new dynamic experience for audience and performer,” said Live Nation Regional President Geoff Gordon.

Condie added that while lighting fixtures have changed throughout the centuries, the concept of theater lighting has not. “The Met has four electrics—all on trusses and flown by chain hoists—installed by Nashville’s Bandit Lighting, and including an upstage, a midstage, a downstage and a front truss.

“In fact, the only conventional lighting we have are [Lekolites] on the front truss,” he said.

Other lighting fixtures are moving. Sound?

The room’s already-superior acoustics are enhanced by an elaborate Clair Brothers sound system that offers pleasing, echo-free, well-balanced sound from all quarters of the building, enhanced with under-stage subwoofers.

Most concert spaces and theater spaces exist in separate worlds. Accordingly, systems were put in place to be able to go from staged theatrical pieces to boxing matches to church events.

“Due to The Met’s performance area design,

we can be incredibly accommodating and flexible,” noted Condie. “At 94’ wide, 65’ deep, immense wing space and a grid 80’ above the stage, we have the ability to fit small arena shows into a theater-size venue.”

Truly testing the mettle of The Met, however, is GRiZ, the Michigan-born, festival-only electronic music funk aficionado and saxophonist, who will shrink his usual outdoor-staged, megawatt production to accommodate the North Broad venue’s confines on May 11. Known for fusing a hot-wired, funk-driven sax sound with something coolly electronic was both oddly unique and brilliantly simple. [“I’ll always do] what’s going to be really fun to play live, and I enjoy it as much as I can while I’m doing it,” GRiZ said. “That sound is a mashup of all the things I enjoyed as a kid and still do today. Funky, hip-hop, electronic, up-tempo, dance forward, huge vocals, party vibes, soul driven. All of that.”

GRiZ’s brand new artist-album debut, “Ride Waves,” morphs and mutates that sound with its sense of orchestrated dynamism and lustrous melody. “‘Ride Waves’ was about putting all of that into a blender and seeing what comes out the other side, doing things differently than I’ve done them before,” he added.

What has never come before for GRiZ, however, is taking his sound and staging — typically a grand festival vibe — to more intimate settings like The Met. Mostly, GRiZ hopes to “show people a super dope show, something that feels massive, captures the imagination, and gives you space to freak out, dance, sing and let loose,” but in smaller, bite-sized doses, and without losing the bigness of a festival environment.

“I feel like it’s all about bringing the big performance energy to the stage,” GRiZ said.

“But it’s really up to me. There is something so instantly infectious floating through the air at these shows that you can almost touch it. It’s magical. It follows us no matter where we play.”

Playing catch up Exploring the federal, state and local legal framework — or lack thereof — that applies to some of the most transformative tech of our times.

t's hard to come up with two forces more unequal in terms of speed than technology and legislation.

One, thrust forward by restless innovators and the pressures of open markets, works at a near break-neck pace to redefine our reality. The other, tasked with procuring the wellbeing of all citizens, is built to have stop-gaps and counterweights.

One measures its speed in nanoseconds, the other in years or presidential eras.

That’s why technology so often reaches consumers, the streets or the shelves way before legislation has had a chance to catch up. It happened with ridesharing: Now a ubiquitous tech platform you used just last week, for a while there it was illegal and cracked down as such in many states — Pennsylvania included.

LEGAL, FROM PAGE 17 To be fair, it's tough to write regulations around a field that can evolve drastically in a matter of months. To give you an idea of how complex legislating around technology can be, consider autonomous vehicles. Here's a piece of technology that would likely need to decide — in a fraction of a second — between mowing down a group of bystanders or slamming into a concrete wall in the event of an accident. (One self-driving vehicle in Tempe, Arizona, appeared to have not detected a pedestrian wheeling her bicycle on the street in front of it in March 2018. The cyclist was struck and killed).

What does that decision-making process look like from the legal side? Do you make automakers program cars to save its riders at the expense of bystanders? Or to avoid harming others by putting passengers at risk?

According to Brian Berkey, an ethics professor at the University of Pennsylvania's Wharton School, this type of scenario makes it clear that laws would be wise to catch up with technology.

"There good reason for lawmakers to plan ahead and get a set of regulations in place that will provide the framework for these technologies," Berkey said. "And in cases like these, ensure that tech is developed in ways that will promote the values we care about."

In the case of autonomous vehicles, and other technologies with the potential of transforming society, what does the letter of the law say? Here's a quick rundown:

E-bikes

Walk across pretty much any sidewalk in the downtown areas of cities like Washington and San Francisco and you will come across dormant e-scooters and e-bikes that can be activated at the tap of a screen.

Haven’t seen any in Philly, have you? Well, that’s because e-scooters are so new that they are not defined in state transportation laws.

H.B. 631, introduced in February, proposes adding “electric low-speed scooters” to the “special vehicles and pedestrians” provision of the state’s vehicle laws. The bill was referred to the transportation committee.

Autonomous vehicles

The state of legislation around autonomous vehicles varies wildly by state, according to a bill tracker by the National Conference of State Legislatures.

Here in Pennsylvania, a handful of bills — though mostly related to vehicle testing — have passed the House. As early as 2017, a self-driving car startup called Aurora, with offices in Pittsburgh and California, was the first to get the OK to trial its technology in the streets of Pittsburgh.

The state also has an Autonomous Vehicle Policy Task Force, convened in 2016 with the goal of developing guidance that PennDOT will use when drafting autonomous vehicle policy.

“The easiest way to ensure companies will only build harm-minimizing technology is for it to be a legal requirement,” Berkey offered.

“There are benefits of a law being in place ahead of times. I’m skeptic, but it would make the ethically-more-preferable endpoint much easier.”

In Philly, though, the only activity in the realm of self-driving cars seems to be a monthly meetup group.

Medical cannabis

On April 17, 2016, the state of Pennsylvania joined the majority of the country in launching its own statewide medical cannabis program. Thanks to Senate Bill 3, people with 17 qualifying medical conditions as well as terminal illness patients are able to manage their care in this way.

Center City saw its very first medical canna-

bis dispensary open its doors in January, and dozens of institutions have applied for special permits to perform cannabis research.

And what of recreational use, which has landed millions behind bars — the majority of them Black by a 4:1 ratio? Philadelphia decriminalized it in 2014, and there's a resolution in the State House currently considering the legalization of cannabis for recreational use.

Cashless stores

Philadelphia City Council said it loud and clear earlier this year: Philly stores that opt for electronic payment methods can't refuse to accept cash starting July 1, lest they face fines of up to $2,000.

The law does provide an out for certain types of businesses, like parking garages or membership-based establishments, which could exclude Amazon's cashier-less Go stores from the penalty.

The piece of legislation, introduced

by Councilman Bill Greenlee and María Quiñonez-Sánchez, was approved by City Council on Feb. 5 and sought to prevent the city’s underbanked population from being excluded from certain local stores.

Body cameras

In 2017, Philly struck a $12.5 million deal with Taser manufacturer Axon to outfit 4,000 Philadelphia patrol officers with body cameras, but the rollout of the accountability tools has been gradual: Just three of 21 precincts have been outfitted with the equipment.y According to a review performed by D.C.based think tank Upturn at the time of the initial rollout, Philly had some work to do in improving the set of policies ruling body camera usage by officers.

"What we see here in Philly is that the cameras are tools for keeping officers accountable,” Harlan Yu, head at Upturn, said in 2017.

"But the cameras won’t match those promises unless there are proper safeties in place.”

City jails combat influx of drugs on the inside, recidivism with MAT program

P

aul Robbins recently spent about six months in Curran-Fromhold Correctional Facility (CFCF), a Philadelphia’s men’s jail, for drug-related charges.

Robbins was on methadone when he was incarcerated, and he was able to remain on methadone throughout his time behind bars. The jail’s medication-assisted treatment (MAT) program for opioid use disorder allows inmates to continue treatment while on the inside.

“It helped me with cravings,” said Robbins, 50, who just finished rehab and is now living in a recovery house in Frankford. It was important for him to remain on methadone while at CFCF because “you can get anything you want in there,” he noted.

But drug circulation on the inside is only part of the reason why the city is expanding its MAT program for those in its jails. It’s also important to get individuals with opioid use disorder (OUD) on MAT so they have less chance of recidivism and a better chance of getting their lives in order once on the outside, said Bruce Herdman, chief of medical operations for the Philadelphia Department of Prisons.

Philadelphia is one of the few jail systems in the country to offer all three kinds of MAT— methadone, Suboxone and Vivitrol, the only evidence-based treatments for OUD—to inmates. 80 percent of the jail population suffers from some kind of substance use disorder, with 20 percent of those classified as OUD. Every person who enters one of Philadelphia’s six jails is assessed on day two by a board-certified specialist in addiction medicine to see if the inmate is eligible for MAT. Anyone who comes in already on Suboxone or methadone can remain on these medications if they received those meds from a recognized community treatment center and were last dosed not long before incarceration. Those who come in with an OUD but who are not already in a program are then offered the choice to get onto Suboxone or, soon to be offered, Vivitrol, along with cognitive behavioral therapy, Herdman said.
