In 2017, all we had was a dream and a vision – our dream as the new leadership in office was to see South Africa host a Netball World Cup. We were very aware that this was never going to be an easy journey, we were very mindful of the challenges that would lie ahead, but because we are resilient, we are fighters, we are brave, and we are determined – we did not allow the fear of the unknown to deter and derail us.

2023 is a very big year for the sport of netball in South Africa. We are just a few weeks away from seeing the dream we’ve had for years coming to life. We are literally counting down the days to the first ever African hosted Netball World Cup in 60 years.

While the attention is on the 2023 Netball World Cup, we can never ignore how the sport has grown and evolved over the years – we can never not speak about how male netball has grown in this country and globally as well.

Our male national team is true testament of what greatness looks like, what greatness should be like – but with that being said, we can never overlook the fact that there will be never be a national team without our Males Senior and under 23 National Championships.

I am personally proud of every single player that has put in the work over time, those that have made sacrifices and time to be here – and not just to add numbers but here to compete.

I know that it is not an easy journey to take, however your dedication to the game is really inspiring and it challenges us as the Executive to go out there and do what is right for you and the sport. What is the right thing one might ask? Simply and bluntly put, it is for us to go out there and get sponsors for our male national champs.

In conclusion, may the game of sport be the ultimate winner at the end of the series. Good luck to all the teams competing for the ultimate prize of being champions. To everyone who has made this event possible, thank you very much.

I greet you all, Royal Bafokeng Sports takes pride in the development of sports in the Royal Bafokeng Community and the neighbouring villages and towns. It is with great pleasure to host the event of this calibre, Male Netball is more of action and entertaining; all the spectators will enjoy the event.

With the World Cup about to showcase, we are delighted to be part of the campaigns and building up awareness in Phokeng.

Today marks the 12 years of BNA existence as an Associate member to NSA. We are very proud from Royal Bafokeng community for such a wonderful and successful journey. Thank you Royal Bafokeng Sports for taking care of this child for many years and ensuring that Netball continues to exist. The focus is to celebrate what the Royal Bafokeng Nation Queen Mother Mmemogolo Semane Bonolo Molotlegi was a patron of for many years. May her soul continue to rest in perfect peace. The legacy with continue to live and bare good fruits. This is a call for all Netball family to celebrate not only what brought us this far but also to celebrate the individuals who played a major role in ensuring the liberation and opening sports platforms within the RBN Communities. The success of our mission is now in our collective achievements as Bafokeng Sports and as such their role and will should forever be engraved in the history of RBN Wall of Fame and our thoughts. People like Mme Mpho Sello and Rre Ezzy Seabelo- and many other people, your legacy still leaves. Ladies and Gentlemen as a Country, we came far and still thriving. COVID-19 Pandemic took a lot from us. The World came to still and now that we are back to business, let us thank the God Almighty for our lives and work hard to give sports our all. I am delighted that we are putting and Bringing Netball to the people… “I quote Mme Cecilia Molokwane – NSA President as she always say…” The 2023 Netball World Cup is here. We are excited and looking forward to this magnificent event where our talent will be showcased and compete against the best of the best in netball fraternity. As the Chairperson of Bafokeng Netball Association, I am honoured to be awarded the opportunity to assure the nation and all our honourable guest attending this event that:

MALE CHAMPS TOURNAMENT RULES AND REGULATIONS

DISTRICTS WILL BE DISQUALIFIED IF THEY DON’T COMPLY WITH THE FOLLOWING

1.1 Districts should affiliate on or before the (28 February) annually for membership and register on or before the (1st business day of May) to participate in all NSA activities.

1.2 All members including players should register at their respective Districts before they can participate and qualify for selection at any district/provincial /national as well as international events.

1.3 Members/players should play where they reside, work or study

1.4 Districts should register and pay participation fee of R350,00 (per team) per the given closing date.

1.5 Only registered participants are eligible to participate at the championships. None registered members will not be allowed to participate.

1.6 All participants should be registered at the Districts by the first day of the tournament before 10h00 and should be present till the end.

1.7 Districts should submit a withdrawal letter of participation three (3) weeks prior to the tournament, failing which they will be penalized.

1.8 It is compulsory for all District teams entered for participation at the tournament to pay for all fees required, i.e. participation fee etc.

1.9 It is compulsory for all Districts participating at the tournament to pay a fee of R200 (per team) for selection numbers and R100 will be refunded at the end of the tournament upon return of all numbers.

1.10 All players should wear selection numbers all the time on court.

1.11 Males must wear short and proper tops. No skirts or cycling shorts/tights may be worn during matches.

1.12 All players should have their original SA ID documents during registration including a copy of ID Document

1.13 All Players and Management must complete a profile form and bring a copy to the championships

1.14 Players should be 16yrs and over, no under 16yrs will be allowed to participate

1.15 Foreign players should have South African Citizenship or Official work or student permit. Only one (1) Foreign player per team will be allowed to participate.

NB. NO LATE ENTRIES WILL BE ACCEPTED**

TEAM MANAGERS

Team Managers, please adhere to the following:

2.1 Please ensure that your Coaches adhere to the tournament rules and that their correct information is captured on the team list. Coaches will be verified by the Director Coaches before attending the champs.

2.2 NB*Communication with NSA at the champs should be done by the Team Manager and not the Coach.

To avoid delay with registration, please ensure that you have the following documents:

2.3 Hard copy of all players ID documents

2.4 Hard copy of Profile forms of all players and management

2.5 Three (3) hard copies of your team list

2.6 Proof of payment for tournament fees (R350 per team)

2.7 Proof of payment for numbers, if already paid (R200 per team)

3. RULES OF THE TARGET SYSTEM ON TRANSFORMATION

Netball South Africa is committed to the development and transformation of members within all district structures, we therefore request district teams to reflect the demographics of their provinces and to ensure that all registered members are given equal opportunity based on their talent and performance.

4. COMPETITION SYSTEM AND REGULATIONS

1. Matches will be played in accordance with WN rules as applied by NSA.

2. Matches will consist of 4 quarters of 15 minutes each, with intervals of 3 ,4, 3 minutes respectively.

3. In pool matches 2 points will be awarded to the winning team, 1 point each if a match is drawn and 0 points to the loser.

4. After the round Robin if two or more teams have the same points, positions will be determined by goal difference, (i.e., the difference between goals for and goals against). If goal difference is identical,

5. If a match is drawn during play-offs there shall be a 4-minute interval at the end of full time. Substitutions and/or team changes are permitted. Extra time shall consist of 2 halves of 7 minutes each, with an interval of one minute at half time. Teams shall change ends at half time. At the event of a tie at the end of extra time, play will continue till one team leads by two goals.

8. Only the officiating Match Officials (Umpires) may stop play during a match (temporarily or definitely) because of poor field of play conditions, equipment damage or failure, a seriously injured player, or any other reason deemed necessary by the Match Officials (Umpires).

9. The Technical Manager or nominee in consultation with the Tournament Director shall determine if the match may proceed or if the match must be delayed or postponed.

10. Only Gilbert balls should be used during matches.

11. Playing uniforms must adhere to the NSA dress code: Appropriate

12. Underwear and suitable sports footwear must be worn at all times.

13. No adornments e.g., caps, bandanas, beads, etc. may be worn during the match.

14. The decisions of umpires and technical officials will be final.

15. No team official other than the primary care person will be permitted on court during an injury. It will be the responsibility of the manager of the teams to inform the umpires BEFORE the match who the primary care person for the team will be.

16. If a team is not able to take the court within 30 seconds of the start of the match, the umpires will award the match to the opposing team.

17. Time will only be activated immediately after a goal and at the centre pass of the team requesting the “Strategic Stoppage”.

18. No substitutions or positional changes will be allowed by the Coach. No dehydration. Only the Coach to approach the court – no medical or other support staff.

19. No “Strategic Stoppage” may be linked to an official stoppage.

20. All teams must provide a scorer and timekeeper for each match. 16

21. All teams must register at least 1 umpire per team as per the National Umpires Policy and By-Laws. If a District team did not register an umpire such District will pay R 1000.00 Fine.

In the event that a match is delayed, interrupted or postponed, the match must be resumed as soon as is conveniently possible under the following conditions:

• On resumption the match shall be continued from the spot where the ball was when play was stopped as per the WN rules.

• On resumption, Rule 9.1, relating to the substitution of players shall apply as though there had been no interruption to the match.

• The score on resumption of the match being that at the time the interruption

Teams participating in NSA affiliated tournaments should utilize the Disciplinary Committee where corrective action needs to be taken if this has not already been taken.

5.1 Teams who wish to lodge a formal complaint must do so within 24 (twenty-four) hours of the incident.

5.1.1 All complaints must be done in writing and submitted to the Disciplinary Committee.

5.1.2 The complainants must also make payment of the complaint fee as prescribed by the Tournament Coordinator, upon submission of the complaint to the Disciplinary Committee.

NOTE: It is not a formal requirement for NSA to first receive a Written complaint and the associated fee prior to enforcing any rules stipulated herein.

5.2 Teams who wish to appeal an outcome imposed on them by the Disciplinary Committee must do so within 24 (twenty-four) hours of the time at which the outcome was received.

5.3 All appeals must be done in writing and submitted with the National Executive Committee

5.4 The appellants must also make payment of the appeal fee as prescribed by the Tournament Coordinator, upon submission of the appeal to the NEC.
