LEGISLATION DRIVING CHANGE ACROSS THE PACKAGING SECTOR David Little, Chair of The Irish Packaging Society, explains how new legislation will affect the packaging we use and the products we buy and why we need to think differently about how and what we consume as a society.

A

lot has gone on in the area of legislation in the last 12 months. As a result, I have taken this opportunity to discuss various regulations and directives that have come into force or are coming through. This is making Packaging Technologists, Packaging Departments and NPD teams very busy. Starting with recycling, I’m briefly discussing recyclability, DRS, Circularity, EUDR, DPP and the P&PW regulations (acronyms explained later, so you’ll have to read on). Having recently visited Irish Packaging Recycling - Materials Recycling Facility (MRF) - on a number of occasions with different student groups, I was struck, looking at the intake, how poor some people are at segregating / separating the packaging for the green bin from their other household waste. We all call it recycling, but actually, we are just the start of the process of sorting the packaging materials from our other household waste. This is then further sorted into material types at the MRF and baled, and in Ireland, it is largely sent abroad to be recycled, as we don’t have the large scale production of cans, paper, glass, plastics, etc. Apparently 30-35% of what comes into the MRF cannot be recycled for one reason or another. It seems that people need to be better educated on the desired / allowed recycled bin content. Materials that cannot be recycled, go to recovery (incineration - to recover the calorific value in that material). There are basically two streams: a IRISH PACKAGING & PRINT

higher quality Solid Fuel Recovery (SRF), substituting in part, traditional fuels in cement plants, and Municipal Recovery, where the less valuable packaging waste, that can’t be recycled, gets incinerated for heat or energy, along with our black bins, ensuring no household waste goes to landfill. Personally I recently received our first Brown Bin for collecting compostables and I’m delighted and amazed, how our Black Bin (140L) has reduced in both volume and weight, with the segregation of food waste

to the compost bin. Another great positive change, which can be added, is the Deposit Return Scheme (DRS) successes, which recently celebrated the billionth unit returned. CHANGING ATTITUDES THROUGH EDUCATION In regard to improving recycling rates, I believe the challenge is education, but also comes down to some people’s attitudes. Let’s say, there are maybe 10% of people that won’t ever care, and another 30% or so who will do it, but only when it suits them,

and therefore will be a bit hit-and-miss on the correct bin content. I guess about 40% try to do the right thing, but don’t really, fully understand the requirements. The remaining 20% or so are keen, informed and do it right. That’s a lot of people not really helping the process as well as they could. The question is ‘how can we reach them all (but particularly that keen 40%) and educate, show, and encourage better and correct segregation?’ Here is a quick quiz to see how well you understand some of the more subtle decisions. Quiz Questions: 1. Should items put in the recycling bin be clean and dry? 2. Should Expanded Polystyrene (EPS) be put in the recycled bin? 3. Should shredded paper go in the recycled bin? 4. Should multiple packaging items be bagged or boxed and then go in the recycled bin? 5. Should items made of plastic materials (other than packaging) go in the recycled bin? (See the answers later on in the article.) The goal for Europe is to create less waste by 2030 and use the resources more responsibly to ensure a functioning circular economy for packaging. This means new packaging has to be designed and optimised for purpose, but also for reuse, refilling

and recycling, to make the resource more circular. Existing and older packaging designs should also be looked at, to see what can be done to make them more sustainable. The key drivers for change are of course the consumer, Government / EU legislation and brand commitment. As

individuals, it seems many of us only change our actions when it hits us in the pocket and the legislative carrot and stick come into play. Some brands are also much better than others. On the large side, to name a few, Unilever, Nestlé, Apple, P&G, etc. have all made good commitments to reduce or remove plastics, increase recycled content and reduce their Green House Gas (GHG) emissions, etc. In many cases, smaller companies have an advantage, as they are more nimble and can also benefit from real savings with a more sustainable approach, but they do need to take action and have a plan, particularly now with the Packaging and Packaging Waste Regulations. They require higher recycled content, better recyclability and better design for possible reuse,

refilling or second life. The days of wasted space in boxes, single use plastics and a cookie cutter approach to new product development are gone. THINKING DIFFERENTLY We need to think differently about the product (is it needed / sustainable?), the packaging itself (format and material), can we help reduce resources used and change to be more circular? This is urgent and critical, as can be seen with climate change. We also have a growing world population and a growing middle class in developing regions (e.g. China and India represent 43% middle class growth by 2030.) This, of course, means they will have a higher standard of living, spending more, creating demand and growth, but in turn impacting on and using more resources.

We need to rethink our relationship with packaging. IRISH PACKAGING & PRINT

Good packaging design in a circular economy can be used as a tool to reuse, refill, renew and recycle, helping lower climate impact and even help clean the environment. With developments in technology, packaging will not just be doing the basics of preserving, protecting, informing, selling etc. Technology such as QR codes, RFID tags and smart packaging (active and intelligent packaging) can allow for better interaction and communication between the product / brand and the customer. Smart packaging can provide information on the product, or linking technology can bring the consumer closer to the brand, through interactions like recipes, ‘how-to’ videos, loyalty, competition or warranty programmes etc.

DIGITAL PRODUCT PASSPORT (DPP) I believe the use of this sort of technology and approach makes the likelihood of a version or extension of the Digital Product Passport (DPP) being applied by brands, by choice, in the Food and Drink sector all the more likely. This will likely make the current traditional barcode obsolete, with QR codes taking over in time. QR codes and RFID tags can hold as much detail as required and help with customer engagement, as mentioned above. For example, QR codes linked to your Enterprise Resource Planning (ERP software system) are scanned at the various stages of manufacture and through the supply chain, providing product data, but also proving authenticity of the product, and can have different engagement outcomes, depending on the packaging layer. This allows, for instance, the wholesaler

scanning the outer to experience entirely different information, promotions etc., than those which the end-user will see when they scan their pack label, even though the unique labels have come from the same roll or digital file. The EU’s Digital Product Passport initiative is a cornerstone of its broader strategy to promote a circular economy - Eco-design for Sustainable Products Regulation (ESPR). The DPP initiative is expected to reduce waste, lower carbon emissions, and encourage the development of new business models centred around product longevity and resource efficiency. According to the ESPR’s provisional agreement, products that will be prioritised for the mandatory DPP include: textiles (notably garments and footwear), furniture, chemicals, batteries, consumer electronics,

electronic devices, construction products. As of now, the Digital Product Passport is not yet mandatory. However, it is expected to become a requirement for a wide range of products in the near future. The EU anticipates the adoption of DPPs, with mandatory implementation for the above product categories, estimated between 2026 and 2030. This mandate will extend across all 27 EU Member States and will apply to various product categories, particularly those with a significant environmental impact and potential for improvement, such as design for repairing, rather than obsolescence. EU DEFORESTATION REGULATIONS (EUDR) The new EU Deforestation Regulations (EUDR) are coming into effect by the end of this year. How much do most of us really understand about sorting our packaging waste?

about certain raw material products that are deforestation free and have been produced in accordance with the laws in the production country. This information must be kept for at least five years. The goal is clearly to stop illegal deforestation and ensure that EU companies are not adding to the problem. It applies to importing to the EU, domestically within the EU and exporting from the EU. In terms of packaging, the focus will be on wood and paper derived products. However, the EUDR covers seven commodities (i.e. cattle, cocoa, coffee, oil palm, rubber, soya, and wood), as well as many derived products, such as paperboard, meat products, leather, chocolate, coffee etc. The key part to understand is that IRISH PACKAGING & PRINT

it affects the raw material input side of your products. With packaging, for example, logs for pulp, converting to paperboard, shelf-ready packaging or outer box products would all be in scope and would need to have verifiable evidence of their source, in the form of Due Diligence Statements (DDS). The loggers, pulp and paperboard manufacturers will need to produce DDS certs, which can be referred to by the purchaser of the packaging. This is all on the goods-in, raw material side of the business, not the finished product side. So a company buying cartons, for example, will need to know the source of the pulp and have details / records of the DDS cert. There are systems available to help manage this process, by companies such as IOV42 and Optel Group.

PACKAGING AND PACKAGING WASTE REGULATIONS (PPWR) The Packaging and Packaging Waste Regulations are a big impactor for our sector. In certain product categories it will lead to significant packaging change (see https://eur-lex.europa.eu/eli/ reg/2025/40/oj/eng). The previous Directive has now come into force across the EU as a Regulation, with the full text available since early February and summaries starting to come through, making the requirements more accessible. Regulations introduce recyclability grades that create standards and guarantees that packaging is both recyclable and made of high-quality materials that can be efficiently

processed and reused. The goal is to create a circular approach, where packaging contributes minimally to the creation of waste, leverages circularity to the maximum, and minimises the need for virgin materials. One of the key elements of the PPWR is its emphasis on Extended Producer Responsibility (EPR), which puts more responsibility onto producers for managing their packaging throughout its entire lifecycle. The idea is that by making producers more accountable for the waste their packaging generates, they will be more focused on developing sustainable solutions. LEADING THE WAY FORWARD As you can see, there is a lot to get

your head around, with potentially significant impacts on your business. In my mind, it’s always best to quickly get familiar with the legislation, see the areas affected and make a plan. Leading the way creates opportunity, shows leadership and as a brand it will demonstrate your seriousness in sustainability and Environmental & Social Governance (ESG). According to ERM Shelton Global Eco Pulse research, 71% say their opinion of a company would improve if it’s known the company is a leader in reducing its Green House Gas (GMG) emissions. 89% agree that recycling is the bare minimum we should do for the environment and 86% feel responsible to change their daily choices, to positively impact the environment. The younger generation are more environmentally and socially aware and also much more tech savvy, so you do need to be congruent and honest with your messaging and actions.

No, all items should be loose and therefore easier to separate and recognise. 5. No, the recycle bin is only for packaging of all types, not footballs, roller-skates, flower pots etc. How did you do? T

he packaging industry is proactively addressing its environmental impact by focusing on extending the lifecycle of materials. Recycling plays a pivotal role in creating a positive ripple effect. However, to maximise this impact, we need packaging designed for easy recycling and robust systems to support this process. Fibre-based packaging is emerging as a leader in circularity, facilitating a system where valuable fibre materials are retained and reused repeatedly for making new packaging. Circularity is fundamentally a shared responsibility. It necessitates a holistic approach that starts at the source. The raw materials we select, the processes we utilise, and the infrastructure we develop are all crucial

in establishing a sustainable lifecycle for packaging. Achieving true circularity hinges on three essential requirements: 1. Material that is easily recyclable; 2. A well-established collection and recycling system; 3. Consumer trust, acceptance, and active participation in the system. Europe provides a compelling example of the effectiveness of fibre-based packaging's circularity. Well-established collection systems across the continent support the retrieval, recovery, and recycling of these materials. Yet, the diversity of collection methods across the continent presents a challenge. Countries like Germany and Switzerland, with their separate collection systems, represent best

practices, ensuring high-quality fibre recovery. In contrast, mixed collection systems can lead to crosscontamination, which degrades the quality of recovered fibres and complicates recycling efforts. The increasing adoption of various fibre-based materials is a notable trend, with brands and retailers choosing cartonboard for a broader range of products. From everyday own-brand items to luxury cosmetics and premium drinks, the versatility and sustainability of cartonboard are being recognised. This expansion demonstrates the material's potential to replace less sustainable alternatives. However, the full benefits of this shift could be further enhanced by a more harmonised collection and recycling system throughout Europe. Standardised procedures would simplify the process, reduce consumer confusion, and improve the quality and quantity of recovered fibres. CONSUMER PERCEPTION VERSUS ACTION

Consumer confidence is vital in driving the circularity loop. Pro Carton consistently commissions comprehensive consumer studies. This year, we surveyed over 5,000 consumers in Germany, Italy, Spain, France, and the UK, on packaging and the environment. The recent Pro Carton 2025 Packaging Perceptions Consumer Survey, which included over 5,000 respondents from across Europe, offers valuable insights into how the balance of circularity depends on consumer trust. It takes the cooperation and passion of consumers to make a circular system work. Best motivation here is a credible and transparent system and consumers seeing the results of their collection and recycling efforts on the shelves. The cost of living has become the primary concern for 66% of respondents, overtaking climate change (62%). This shift highlights the ongoing economic pressures

impacting households across the continent. In the UK, this figure jumps to 79%, demonstrating acute financial concerns. In contrast, among our southern neighbours, climate change remained the leading issue (67%), followed by the cost of living (65%) and the war in Ukraine (50%). It is no coincidence that we had already precisely identified these regional differences last year. The consequences of climate change are already being felt much more strongly there. Even with financial worries, the commitment to sustainability remains strong. This resilience emphasises a powerful truth: consumers continue to prioritise environmental responsibility. In fact, a significant 57% of survey respondents indicate a heightened focus on sustainable living compared to just one year ago. This commitment to eco-conscious living is particularly strong in Italy (65%) and Spain (64%). This is translating into demonstrable action, with 62% of respondents

confirming that they had recycled more in the last 12 months. Recycling was identified as the best perceived action to limit the negative effects of climate change, chosen by 67% of consumers. This clear link between perceived impact and behavioural change suggests a broader focus on sustainable living for consumers in 2025. 51% named reduced water consumption as a significant personal contribution to environmental protection. There is a clear preference for sustainable packaging to drive recycling behaviours. When given the choice, 89% of consumers showed a preference towards cartonboard over plastic packaging, marking a strong signal of the growing awareness of fibre-based packaging. This is a further increase of 2% compared to the previous year. 81% of consumers continue to favour environmentally friendly products and packaging. Consumers also demonstrate trust in the supply chain when it comes to material recycling, with cartonboard and corrugated cardboard scoring 83% and 85% respectively on the confidence scale. This is also the best value this year, ahead of glass packaging (80%). We are really seeing consumers connecting with the idea that packaging has a direct impact on the environment, reinforcing the perception that fibre-based packaging is environmentally friendly. However, reflecting cost-of-living concerns, affordability IRISH PACKAGING & PRINT

remains a critical factor. While 81% of consumers stress their commitment to sustainable products, 64% of consumers will only opt for sustainable products if they are priced comparably to alternatives. This is particularly pronounced in the UK, where economic anxieties are the most acute in Europe. Even in Spain, where concern for climate change is highest, 69% of respondents prioritise affordability when making sustainable choices. This presents a challenge for businesses seeking to provide sustainable options at competitive price points. This overall trust correlates with recycling rates for paper and cartonboard materials in Europe, reaching an impressive 83.2% in recent years, with countries like Germany achieving rates as high as 86%. The packaging industry has set an ambitious goal of a 90% recycling rate by 2030, a target within reach with the help of fibre’s unique properties. THE RESILIENCE OF FIBRE-BASED PACKAGING IS A CORNERSTONE OF CIRCULARITY Fibre-based packaging is not only designed for recycling but also demonstrates unmatched durability in the recycling process. A study from Graz University revealed that wood fibres could be recycled more than 25 times without significant degradation. This resilience ensures that fibres remain in circulation longer, reducing the need for virgin raw materials and supporting multiple recycling loops.

Fibre-based packaging is emerging as a leader in circularity, facilitating a system where valuable fibre materials are retained and reused repeatedly for making new packaging. EVOLVING CONSUMER PRIORITIES AND PACKAGING’S PIVOTAL ROLE As in the previous year, consumers confirm that the functionality of packaging (opening, product removal, resealing) is taken for granted. Two important packaging properties are at the top of the list: • Recyclability (65%) • Produced from renewable raw materials (41%) Consumers are increasingly aware of the environmental impact of their purchasing decisions. 51% of consumers in Europe have the environmental impact of their purchasing decisions in mind at POS. 40% of respondents have changed their favourite brand in the last 12 months because of packaging alone. This figure is even higher among younger consumers, with 57% of 18-29 year-olds reporting that they have switched brands in the last 12 months. This clearly emphasises the importance of packaging in creating sustainable brand loyalty. Consumers in Italy are most likely to switch brands because of concerns about the packaging used, followed by those living in Spain. Those in the UK are least likely to make a change. For consumers, non-recyclable packaging was reported as the main reason why they are choosing other brands (54%). Offering sustainable packaging is pivotal for brand owners to create lasting consumer loyalty.

NAVIGATING ECONOMIC HEADWINDS AND EMBRACING SUSTAINABLE PRACTICES Consumers’ purchasing power has not returned to previous levels and uncertainty and high market volatility persist. There is a silver lining on the horizon: results of our consumer study. Our industry is well positioned once consumer confidence returns. While significant strides have been made, continuous improvement is essential to fully realise the potential of fibre-based packaging. Harmonised collection systems and uniform regulations across Europe can eliminate inefficiencies and enhance recycling outcomes. Prioritising material sorting through separate collection systems would reduce contamination and ensure higher-quality fibre recovery. Mandatory collection targets can further drive compliance and innovation throughout the value chain. THE INDUSTRY RESPONDS BY INVESTING IN THE FUTURE Our members are using the time of lower production levels to upgrade equipment and processes. Driving efficiencies and reducing CO2 emissions are the key focus points. We kicked off the next round of folding carton footprint measurements. The total number of reporting sites we expect is around 70. The last report showed a 24% reduction in CO2e emissions, with further driving use of renewable energy and reducing waste. 2025 results are expected by October. IRISH PACKAGING & PRINT

CONSUMER CONFIDENCE AND THE PATH FORWARD The results of the study allow us to look to the future with confidence. Consumers are willing to do their bit to protect the environment. Packaging made of paper and cardboard plays an especially important role here. The circular economy is a collaborative effort, requiring active participation from all stakeholders. Consumers have demonstrated their commitment by increasing recycling efforts and making environmentally conscious choices. Maintaining this trust and fostering collaboration will be crucial in achieving further progress. A sustainable lifestyle continues to be very important to Europeans. Paper and cardboard packaging continued to increase in preference. 89% of respondents favour these over plastic packaging. This is a further increase of 2% compared to the previous year. Notably, the Cork plant is the only Smurfit Westrock location in Ireland that produce solid board divisions, specialised protective inserts designed to securely separate and cushion fragile items such as bottles or glassware within packaging. In fact, Cork is one of only three Smurfit Westrock plants in Europe that produce these divisions, having added three new machines to its ever-evolving plant for this purpose. COMMUNITY SPIRIT In the wake of the devastating floods that struck Valencia in October 2024, Smurfit Westrock demonstrated its commitment to the local community through its relief efforts. Many employees were impacted by the disaster, as was the ground floor of the Quart Plant. “Some people left their workplace late and had to spend the night on a roundabout, on top of the roof of the car, because the water reached above the wheels,” revealed an employee at the plant. “They spent the whole night there until the next day, when the water went down, and they

FOIL MARKET Recovers in 2024 The European market for aluminium foil enjoyed a significant recovery in 2024, according to figures from the European Aluminium Foil Association. IRISH PACKAGING & PRINT

I

n 2024, the European aluminium foil industry recovered from the sharp declines of the previous year and recorded growth in almost all market segments. Total deliveries of European aluminium foil production rose to 892,500 tonnes in 2024, which corresponds to an increase of 7.3% compared to 2023 (831,700 tonnes). After the industry struggled with weak demand and high inflation in 2023,

a reduction in inventories and an increase in demand from the packaging sector provided positive impetus. This is according to the latest figures from the European Aluminium Foil Association (EAFA). Deliveries within Europe recorded an increase of 7.8%, while exports outside the EAFA region rose by 3.5%. Deliveries within Europe of thicker aluminium foil (61-200µ) in particular, which is used for containers and technical applications,

CHALLENGES REMAIN Despite the positive development, the market situation remains challenging in some areas. Demand remains weak, particularly in technical applications, such as in the automotive and construction industries. In particular, high construction costs and declining building activity are putting pressure on the market for thicker films, while the automotive sector also continues to struggle with weak demand. Bruno Rea, Chairman of the EAFA Roller Group, explains: “The significant recovery in 2024 is a positive signal for our industry. We see that the market dynamics are improving, particularly in the packaging sector. Nevertheless, the pre-crisis level has not yet been reached. We expect that it will take at least another year and continuous growth rates to return to pre-pandemic levels.”

PACKAGING REVIVAL Following the sharp decline in 2023 due to high inflation and full inventories, the market benefited from a revival in the packaging sector in 2024. Consumers proved to be more resilient and adapted their consumption

habits to the rise in food prices. In particular, demand for container films increased sharply (+23.8%) and demand for household films stabilised (+0.2%). Total production of thin films grew by 6.8%, mainly due to rising demand for packaging films for food and private household use. Thicker films recorded even stronger growth of 8.1%, boosted by rising demand for aluminium packaging for delivery services, pet food and coffee capsules.

INTERNATIONAL CUSTOMS BARRIERS Further developments will depend on the stability of the economic environment, particularly in the technical sectors, which are characterised by uncertainty. It remains uncertain to what extent domestic demand will be able to compensate for these obstacles. even years ago, Krones premiered the Modulfill Bloc FS-C. This block solution for cans, fills and seams up to 135,000 cans per hour and is able to handle beer, CSDs, water and sensitive beverages. It scores highly, not only in regard to flexibility, performance and efficiency, but also offers bottling companies, and particularly their operating staff, further attractive benefits. Since all machines in the block share one control panel and one control system, this substantially reduces manual intervention. In addition, the block features automatic height adjustment, quick-change handling parts to ensure short changeover times and combined centring bells that can be used for a number of different can formats. On request, the Modulfill Bloc FS-C is also available with a small cleanroom for handling sensitive beverages like tea and juices, which is effective, not only in terms of hygiene, but also with regard to its space requirement. Compared to a block solution with free-standing machine guarding, the footprint of the small cleanroom variant is reduced by about 35%. This block layout also achieves savings in actual operation, as the volume of the

hygiene-critical filling and seaming zone is 90% smaller than that of fillers with a large cleanroom roof. That means less filtering aids are required. MODULSEAM REVAMPED As far as the individual machines are concerned, Krones are always striving to improve their filler and seamer. The most recent example here is optimised design features for the Modulseam seamer, such as a drive concept featuring servo-technology in which the drive trains have been

subdivided into functional areas. Due to this concept, both the process itself and wear and tear can be monitored, and targeted measures can be taken to prevent possible failures. In addition, the machine’s bed has been revamped in order to provide optimum stability, despite extreme dynamic loads. A number of further relatively small modifications at the machine bed and the seamer’s base and turret ensure easy operator access for maintenance and cleaning activities. “Our Modulfill Bloc FS-C is the most media-efficient block currently available on the market,” explains Sebastian Wittl, Product Manager for Filling Technology, Krones. “Due to our isolator concept and the well thought out cleaning system, beverage producers benefit from economical use of media. DECLINING EUROPEAN PLASTIC PRODUCTION A THREAT TO SUSTAINABILITY European plastic production is declining. To some, this trend might seem like good news. However, the reality is deeply concerning, writes Virginia Janssens, Managing Director of Plastics Europe.

024 was a challenging year for the plastics industry in Europe. Like many businesses and industries, Plastics Europe’s member companies struggled to stay viable and competitive. By the end of the year, our latest European plastics production data had uncovered a steeper-than-expected decline in European plastics manufacturing and recycled plastics production. According to 'Plastics – the fast Facts 2024', in 2023, EU plastics production plummeted by 8.3%, and mechanically recycled plastic fell by 7.8% (Source: plasticseurope.org/ knowledge-hub/plastics-the-fastfacts-2024). Meanwhile, global plastics production surged by 3.4%, leaving Europe clinging to just 12% of the global market share. It is important to note that Europe’s share of global plastics production had already fallen from 22% in 2006 to 14% in 2022. This trend might seem like good IRISH PACKAGING & PRINT

news to some, perhaps an indication of reduced single-plastic use in Europe or a shift toward sustainability. However, the reality is deeply concerning. Rather than being caused by a reduction in demand, analysis from Plastics Europe’s members suggests that the primary cause is an increase in imports of plastic resins, which are cheaper than those produced in Europe. These imports come from regions where environmental standards are often less stringent and/or regions where energy prices are dramatically lower. Such an assessment aligns with those of many stakeholders who have been sounding the alarm about a European plastics system in an existential crisis and the inherent consequences for Europe’s economy and climate goals. For example, the Financial Times warned in January 2024 that “a steep increase in petrochemical production in China and the US” had resulted in a global

oversupply, sending the price of virgin plastics so low that recycled alternatives became uneconomical. ERODING EUROPEAN COMPETITIVENESS The message is clear: Europe’s competitiveness is eroding, and this threatens the ability and pace of our industry’s circular plastics transition. Plastics, the third most-used material in Europe, after concrete and steel, are

These critical materials enable the sustainable and digital transformations of many of its downstream industries, supplying sectors such as healthcare, automotive, defence, building and construction, electronics, home appliances and renewables infrastructure. Without a thriving plastics industry in Europe, the viability of these critical ecosystems will be undermined. What’s at stake is monumental; beyond losing our chance and leadership to create a European plastics system that transitions towards circularity and net zero emissions, the loss of plastics manufacturing in Europe will significantly dent the continent's industrial base, strategic autonomy and self-sufficiency. Furthermore, securing the resilience of the European plastics value chain is crucial as it currently supports over 1.5 million jobs across 51,700 companies and generated more than €365 billion in turnover within the EU in 2023. COMMITMENT TO A CIRCULAR ECONOMY: THE PLASTICS TRANSITION Europe’s commitment to circularity is not in question, and neither is our industry’s. This commitment is reflected in the ambitious goals set in The Plastics Transition, our industry’s roadmap for how plastics in Europe can become circular and have net-zero emissions by 2050 (Source: plasticseurope.org/ changingplasticsforgood/the-plasticstransition/5-key-policy-drivers).

Published in 2023, it marks the first time our industry has united around a shared, ambitious, yet realistic plan to redesign the European plastics system. While we are steadfast in implementing this vision, its success depends on explicit political support from the EU and its Member States, as well as the right EU enabling policy framework. For instance, ongoing legal uncertainty continues to delay, or worse, cancel, planned investments in recycling infrastructure, which is essential to a circular plastics system. As the Draghi Report noted, “there is no strong business case at present for plastics recycling,” despite its enormous untapped potential for circularity. This potential was also reflected in the recently launched Clean Industrial Deal. A NEW POLICY FRAMEWORK Without urgent policy intervention, the pathway to achieving a sustainable and viable plastics system is slipping out of reach. EU and national policymakers must urgently deliver on the promises of a competitive and enabling policy framework. Such a framework should: • Reduce regulatory burdens: Simplify and accelerate permitting processes, ensure harmonised and non-discriminatory measures for plastics across the EU, and provide faster legal clarity for innovative recycling solutions in Europe. • Level the playing field: Protect the European industry’s global competitiveness by, for instance, implementing separate customs codes for imported virgin and circular (waste and biogenic-based) plastics. Increased monitoring and tracking with more granularity at our EU borders will facilitate fair competition for both European and imported materials. • Support EU circular plastics investments: Urgently introduce economic or fiscal measures, such as tax credits, to accelerate the adoption of circular (waste and biogenic-based) plastics in the short term. This can be complemented by ambitious legal targets for recycled content, for instance for plastic packaging, that should come into effect before 2030.

• Update and interconnect the EU's energy grid: Secure affordable and sufficient raw materials needed to regain, maintain and grow the EU’s industrial base. Short term solutions are needed, such as immediate national tax breaks to the energy bills to help restore European industry’s competitiveness in addition to longer term solutions such as interconnection of the EU’s energy grid to allow for scalable and more competitive solutions. Immediate actions are critical for preserving Europe’s industrial competitiveness, ensuring its strategic autonomy, and advancing the transition of our industry to a circular economy for plastics. 2025 presents a new opportunity to reverse the current decline in Europe’s competitiveness. We must move with a real sense of urgency to secure a first-in-class circular plastics system that strengthens Europe’s strategic autonomy, safeguards jobs, and delivers on our environmental ambitions. Without such a system, Europe will lose self-sufficiency to supply our critical sectors in Europe and its leadership in sustainable plastics innovation, along with the economic, social and environmental benefits it brings.

WHAT TO EXPECT FROM THE EU CIRCULAR ECONOMY ACT?

The EU is currently working on a new Circular Economy Act, building on earlier initiatives to boost recycling, reduce waste and promote resource efficiency across Europe. What will this mean for the packaging industry?

T

he European Union (EU) is taking bold steps towards sustainability with the introduction of the EU Circular Economy Act, which is expected over the course of 2025-26. The Act’s main purpose is to help create market demand for secondary materials and a single market for waste, notably in relation to critical raw materials (CRMs). It is also expected to include a revision to the EU WEEE Directive 2012/19/EU which will focus on four main challenges of collection, recovery of CRMs, extended producer responsibility and treatment. The EU Circular Economy Act is not just about compliance, but also about opportunity and helping to stimulate innovation in the green economy, from reusable packaging to sustainable fuels, electric vehicles to solar panels, with a view to achieving carbon neutrality by 2050. The EU Circular Economy Act builds on the EU’s earlier initiatives, particularly the 2020 Circular Economy Action Plan, which introduced key measures to boost recycling, reduce waste, and promote resource efficiency. A key priority of the EU Circular Economy Act will be harmonising circular economy policies across Member States, reducing regulatory fragmentation and simplifying legislation. This comprehensive legislation is designed to shift Europe away from the traditional linear economy model, where resources are extracted, used, and discarded, towards a circular economy, where waste is minimised, and materials are continuously reused and recycled. Among the many industries affected, the packaging sector is at the forefront of this transformation. THE ROLE OF PACKAGING IN THE CIRCULAR ECONOMY Packaging plays a crucial role in modern commerce, ensuring IRISH PACKAGING & PRINT

product safety, enhancing shelf life, and facilitating logistics. However, it is also a major contributor to environmental waste. The EU has identified packaging as a key area for reform under the Circular Economy Act, aiming to reduce packaging waste, encourage sustainable materials, and improve recycling infrastructure. The Act is expected to introduce measures that incentivise the use of secondary materials in manufacturing, helping to close the loop on resource use. Experts believe that this will mean that every business has to think more about their product designs, packaging and suppliers. For instance, the EU Circular Economy Act is expected to align with existing regulations like

the Packaging and Packaging Waste Regulation (PPWR), which entered into force on February 11, 2025. The PPWR establishes targets for reducing packaging waste per capita by 5% by 2030, 10% by 2035, and 15% by 2040, compared to 2018 levels. It also sets specific recycling targets for packaging materials, such as achieving a 50% recycling rate for plastic packaging by 2025 and 55% by 2030. Additionally, the regulation introduces measures like mandatory recyclability of packaging by 2030, restrictions on certain single-use plastics, harmonised labelling to facilitate recycling, and extended producer responsibility schemes requiring producers to finance waste management systems. These provisions aim to minimise packaging waste, promote the use of recycled materials, and transition towards a more sustainable and circular economy within the EU. ENHANCING RECYCLING AND RECOVERY IN THE EU The new Act will establish a single market for waste and secondary raw materials, as well as by placing a particular focus on strategic and critical resources such as rare earth elements, cobalt, gallium, copper, lithium, and magnesium. The EU Circular Economy Act also aims to reduce the EU’s reliance on third countries by enhancing recycling and recovery within the EU, while positioning Europe as a sustainability leader. Businesses operating in the EU may need to adapt by sourcing locally, investing in circular technologies, and aligning with sustainability goals to remain competitive. The Act is likely to include significant financial support for businesses

embracing the transition to a circular economy. Companies could access grants, low-interest loans, and tax breaks for investments in sustainable product design, advanced recycling technologies, and circular supply chains. The EU Circular Economy Act will also be one of the pillars of the Clean Industrial Deal, which focuses on creating lead markets for circular products, simplifying regulatory processes, and encouraging investment in key sectors, with the end goal of decarbonising European industry, while remaining competitive with non-EU countries. Together, these initiatives aim to strengthen Europe’s position as a global leader in sustainability. IMPLICATIONS FOR THE PACKAGING INDUSTRY The EU Circular Economy Act presents both challenges and opportunities for businesses in the packaging sector. Speaking in October 2024 at Environment Ireland, Circular Economy Director for the European Commission’s DG Environment, Aurel Ciobanu-Dordea, said that a greater focus must be placed on implementation, including measures beyond enforcement, if ambitions for a circular economy are to be realised across EU Member States. “Member states and economic operators should move forward towards more circularity, not just because they are constrained by the power of the law, but they should find opportunity where there is also a legal obligation,” said Aurel Ciobanu-Dordea. Challenges: • Compliance Costs: Companies will need to invest in research and development to create sustainable packaging solutions that meet the new standards.
