RESPEC EXPANDS OPERATIONS IN ALASKA WITH PDC ENGINEERS Project Work has Included Fort Knox, Pogo, Kensington, and Greens Creek

We are excited to announce that PDC Engineers (PDC) recently joined the RESPEC team! Although only 1 month has passed since this acquisition, joint opportunities are already being pursued in the Alaska mining sector; we can clearly see why the PDC and RESPEC merger is fortuitous.

PDC, like many companies, was the eventual product of small, specialized businesses. PDC was formed from the vision of providing a one-stop shop for all of a client’s infrastructure engineering needs. This offering benefited the client by providing coordinated design between the engineering disciplines and PDC by stabilizing economic opportunity through diversifying engineering services and regional markets. PDC later became a 100 percent employee-owned company and was restructured into four core market sectors of infrastructure: facilities, transportation, utilities, and land development services (LDS). Each sector within the company is managed separately by its market sector lead with employees in every PDC office in the three largest cities in Alaska (Anchorage, Juneau, and Fairbanks) as well as two satellite offices (Palmer and Soldotna).

This latest chapter for PDC—the merger with RESPEC—complements and strengthens many of the services that PDC already provides. Teaming with RESPEC will greatly benefit the mining sector in Alaska by furthering the goal of wellcoordinated engineering solutions.

PDC has served the mining and heavy industrial community for some time. Four of the five largest mines in Alaska are located within a short distance from PDC offices: the interior mines of

Fort Knox and Pogo (near the Fairbanks office) and the southeast mines of Kensington and Greens Creek (near the Juneau office). Each mine has benefited from its proximity to local experts that know the building constraints of the area and can provide responsiveness to serve mines during planned and unexpected shutdowns.

Institutional knowledge of the work performed at the mines is preserved by PDC’s high-retention rate of professional engineers, which was made possible by hiring engineers with families who are invested in local communities.

Work at mines by PDC personnel over the last 40-plus years has involved every infrastructure market sector and varied in scale, from reinforcing damaged structures to designing a 60,000-square-foot equipment shop, from fish ladders in steams to paved runways at remote mines, from low-voltage fuse studies to high-voltage substation distribution systems, and from drone flights to full topographical and bathometric port surveys.

A large amount of the work that PDC does for other heavy industrial clients applies the same skills that are needed in large mines.

Our expertise is strengthened by decades of supporting the energy sector in Alaska, including rural electric grids, coal-power plants, heat distribution systems, natural gas distribution systems, and the Trans-Alaska Pipeline System.

An engaging project designed by PDC that is currently generating power is the Eva Creek Wind Farm, which feeds electricity to the two largest cities in Alaska as well as the mines of Alaska’s interior cities. The project exemplifies

how our market sectors successfully took a design from concept to completion in rural Alaska with the close partnership of a specialty out-of-state subconsultant. Through this process, large capital investments were successfully used to generate electricity for the electrical cooperative. The project was made possible by well-coordinated plans from local experts that anticipated the long-lead times in shipping and tight-window time frame for construction in Alaska.

PDC is eager to expand our current use of building information modeling (BIM). We see a tremendous opportunity to assist our clients by integrating data repositories of information on equipment and implementing maintenance work-order programs through Autodesk BIM 360 Ops. These opportunities are possible with our current modeling expertise and RESPEC’s Mining & Energy and Data & Technology Solutions business units. COMPREHENSIVE DATA GATHERING FOR TONOGOLD AND 4,700 ACRES IN NEVADA Project Management, Exploration, and Geological and Engineering Work Completed in Support of Tonogold’s Comstock Gold-Silver Project

The Comstock Lode is one of the most historically significant precious-metals deposits in the world. The Comstock Mining District is a 6-mile-long epithermal system that has produced more than 8 million ounces of gold and 200 million ounces of silver since 1859.

Mining was historically focused on underground operations to a depth of more than 3,000 feet, which shifted to open-pit scenarios in the first half of the twentieth century. Most recently, Tonogold’s predecessor Comstock Mining Inc. (CMI) had an open-pit operation from 2013 to late 2015 with a cyanide heap-leach processing facility.

Tonogold gained ownership over a portion of CMI’s landholdings in 2016 that included the Lucerne deposit (the site of CMI’s operation located on the southern portion of the Comstock Lode). Tonogold contracted Mine Development Associates, a Division of RESPEC (MDA) to review the existing data and model, perform a full database audit and model gold-and-silver domains, update the resource estimate, and compile a National Instrument (NI) 43-101-compliant technical report. A Preliminary Economic Assessment was also performed on the Lucerne deposit.

In late 2018, Tonogold gained the remainder of CMI’s landholdings in Storey County, Nevada, which expanded its property from 1,200 acres to more than 4,700 acres. The land expansion included many famous mines of the historical Comstock Lode. Tonogold asked MDA/RESPEC to research and evaluate additional exploration targets within the new land package. has compiled most of the available data for the District, including historical mine surveys, surface and underground geologic maps, and drill data, as well as numerous permitting and land maps. The majority of the data required careful georeferencing in ArcGIS software before bringing the data into a MineSight three-dimensional model. This evaluation is the most comprehensive of the District since 1882, primarily because of a fractured land ownership before 2010.

MDA/RESPEC recently developed an exploration drilling program using the historical data that has been supported by archival research conducted by a mine historian contracted by Tonogold. MDA/RESPEC is currently managing the preparation of all county, state, and federal permits for the drilling program.

PARTNERING WITH GOLD STANDARD VENTURES FOR THE South Railroad Project Updated Preliminary Feasibility Study – Resources and Reserves

Gold Standard Ventures Corp. (GSV) is an advanced-stage, gold exploration company focused on district-scale gold discoveries in Nevada. GSV contracted with MDA/RESPEC and other consultants to update the Railroad Project Prefeasibility Study from late 2018 through early 2019. This study update built on previous work in which MDA/RESPEC was involved over the past few years. The main prefeasibility study was compiled with M3 Engineering as the lead consultant, and MDA/RESPEC provided the definition and signature of Mineral Resources and Mineral Reserves following Canadian Institute of Mining (CIM) definition standards.

The study results were published in a Canadian National Instrument (NI) 43-101 technical report titled [South Railroad Project, Form 43-101F1 Technical Report, Updated Preliminary Feasibility Study, Elko County, Nevada].

Reporting Mineral Reserves requires collaborating with other engineers and consultants to identify modifying factors that are applied to the resources. These modifying factors include consideration of land and legal issues, permitting requirements, metallurgical and processing requirements, geotechnical design requirements, pit and waste-rock storage facility design, road design, equipment, and several other factors. Determining reserves is an iterative process that requires pit optimizations, pit design, waste-dump design, and road design.

These designs were made for each deposit from which a combined production schedule was created for the project.

The pit optimization was performed based on geometrical and economic parameters.

Dark Star Pit and Dump Designs.

The geometrical parameters included land boundaries and slope parameters that defined the angles to be used for the pit walls. Pit optimization started with assumed walls based on input from geotechnical engineers. The pit was designed based on the slope parameters provided. Because of the haulage ramp placement, the final pit will likely be slightly flatter than if the original parameters were used.

A second iteration of the pit optimization was performed based on the measured slopes from the design and was compared to the pit design.

The design will be adjusted as needed. All pit and dump designs were completed using GEOVIA Surpac™ software.

The pit design incorporates interior pit designs to act as initial mining phases. These phases were designed around smaller pit optimizations that allow for more valuable material to be mined earlier in the schedule. The tons and grades were tabulated inside of the design to be reported as reserves. The resulting waste volumes were also tabulated and used as targets for the dump designs. These dump designs were sequenced so that nearer portions of the waste dumps are filled first and follow a logical sequence outward, which reduces the costs early in the mine life.

While the costs increase later in the mine life, the time-value of the money is increased.

Pinion Pit and Dump Design.

The production schedule was the primary input into the metallurgical recovery model along with the economic analysis. MineSched software was used to create the production schedule with the pit and dump designs as mining and fill locations.

Material types were created to differentiate where material was to be sent and report the timing of ore placed on the run-of-mine pad and sent to the crusher. The haulage profiles were developed in MineSched to calculate the haulage hours required for the schedule.

Equipment and personnel requirements were developed to estimate the mining costs. These costs were detailed into drill, blast, load, haul, support equipment; mine maintenance; and general mining categories and were developed from first principles, which means that the hours for the equipment were estimated and costs per hour for the equipment were then used to estimate the overall costs. The equipment hours estimated considered standby, delay, and efficiency assumptions. The personnel requirements were simply estimates of the personnel, operating, supporting, and supervisory personnel required to operate the mine.

including roads, explosive silos, explosive magazines, radios, office equipment, and survey equipment. The goal of the prefeasibility study was to provide costs estimated with an accuracy of Âą15 to 20 percent.

INNOVATIVE ENERGY RESEARCH WITH CO2 SEQUESTRATION AND GEOTHERMAL PRODUCTION Advancing State-of-the-Art Technologies With the Department of Energy

RESPEC’s roots are founded on performing innovative research with the federal government, which dates back more than 50 years to the company’s first contract with Oak Ridge National Laboratory in 1969.

Since then, RESPEC continues to push state-of-the-art technologies by working with the Department of Energy (DOE) on various technological advancements. During the past 5 years, RESPEC has operated as the prime researcher on six DOE-sponsored projects in the areas of carbon dioxide (CO2) sequestration, geothermal energy, and nuclear-waste repository science.

In support of advancing CO2 sequestration technology and geothermal production, RESPEC is currently leading two research projects that focus on characterizing the in situ stress state in the deep subsurface.

The ultimate objective of these in situ stress characterization projects is to provide industry with increased efficiency in subsurface injection and reservoir stimulation. As the prime contractor for the DOE, RESPEC is responsible for managing a multimilliondollar budget and supervising a diverse team of universities, national laboratories, state research facilities, international private companies, and independent consultants. To advance our ability to characterize the in situ stress state, these research projects involve a comprehensive approach that combines theoretical development, numerical modeling, laboratory testing, small-scale field testing, and full-scale field testing in actual deep boreholes (greater than 5,000 feet deep).

RESPEC recently completed and is currently leading several projects focused on developing advanced sealing technologies for nuclearwaste repository science. These technologies are aimed at solving one of our country’s most critical energy issues by providing scientifically sound and safe containment solutions. Using RESPEC’s multidisciplinary approach, these waste repository projects not only require scientific analyses and field experiments but also involve significant public outreach to communicate the science behind a sensitive topic.

L.G. Everist and D&I Railroad Planning and Permitting a Major Quarry Expansion into the Big Sioux River Floodplain Disaster-Response River Modeling and Permitting to Replace Critical Infrastructure

RESPEC’s team has expansive knowledge of the Big Sioux River Basin in eastern South Dakota.

Two recent area projects include a quarry expansion on the floodplain and a disasterresponse project to replace a washed-out railroad bridge.

L.G. Everist, Inc. (LGE) planned to expand its Dell Rapids East Quarry but faced significant challenges that included relocating two creeks and expanding the existing quarry on the Big Sioux River floodplain. RESPEC conducted an initial feasibility study that focused on impacts to water resources and identified an alternative to protect the quarry and ensure negligible impact to the 100-year flood elevation. Followup collaboration between RESPEC’s Mining & Energy and Water & Natural Resources business units brought valuable elements of mine planning into an optimized solution and sequencing for the expansion.

RESPEC also addressed a major flood-disaster challenge for the South Dakota Department of Transportation (SD DOT) railroad line. When record-breaking floods hit in March 2019, an ice jam on the Big Sioux River devastated the 375-foot-long Dakota & Iowa (D&I) Railroad Bridge T-648. As a vital component of the D&I Railroad, Bridge T-648 is critical to transporting quarry rock for LGE. The significant bridge loss disrupted business and increased aggregate pricing because LGE’s quarry transportation was cut off from its major market base in Sioux City, Iowa.

obtained the required permits to complete the expedited construction on schedule. In 4 months, the new bridge was ready for use.

Jeff Bickel MDA/RESPEC welcomes Mr. Jeff Bickel from Excelsior Mining Corp. in Arizona, where he held the titles of Technical Services Manager, Geology Superintendent, and Senior Geologist.

During his time in Arizona, Mr. Bickel developed expertise in exploring and developing copper deposits. His competencies include geological modeling, managing drill programs, mine planning, and the technical aspects of in situ mining. His experience with in situ mining involved transdisciplinary projects that integrated geology, hydrogeology, metallurgy, mine permitting, environmental studies, and operational data management. Mr. Bickel received his bachelor of science degree in geological sciences from Arizona State University.

Mr. Bickel will expand MDA/RESPEC’s capabilities to include in situ mining expertise and augment MDA/RESPEC’s capabilities in developing client’s geologic resource models, and resource estimates, as well as assisting with all aspects of project development.

At MDA/RESPEC, Mr. Ressel will be involved in various aspects of mineral-resource assessments, from data collection and validation to geologic and resource modeling and estimation.

Mike Ressel Mr. Mike Ressel most recently worked as an economic geologist and assistant professor for the Nevada Bureau of Mines and Geology at the University of Nevada, Reno (UNR), where he led field-based studies and published several papers on Great Basin ore deposits, conducted quadrangle mapping, taught courses and advised graduate and undergraduate students in economic geology, and engaged in extensive public service. Before his time at UNR, Mr. Ressel spent more than 15 years working in mining and exploration. He was Chief Geologist of North America for Newmont for several years, following extensive work in mine production and development as well as near-mine and generative exploration for Newmont, Kinross, and Victoria Resources in the Great Basin, Alaska, and other parts of the US; western Canada; Mexico; Mauritania; and Australia. He also worked for 5 years in geotechnical and groundwater consulting. Mr. Ressel obtained his Doctor of Philosophy degree from UNR and is a fellow with the Society of Economic Geologists, a certified Professional Geologist from the American Institute of Professional Geologists, and active in many professional geoscience and mining organizations.
