City Celebrates ‘True’ Affordable Housing at Old School Site

In a ribbon cutting ceremony late last month, new homeowners joined East Providence Mayor Bob DaSilva, City Council President Bob Rodericks, SWAP Executive Director Carla DeStefano, and RI Housing Secretary Deborah Goddard for a ribbon cutting and tour of three new affordable homes in East Providence. With a selling price of $239,000, the 2-family homes are designed to be affordable for low to moderate income families. The 2200 sq.ft. 2-family homes include a main 3-bedroom unit and 1-or 2-bedroom second apartment that generates extra income for homeowners.

“This is the first time that our administration has partnered with SWAP to produce affordable housing for East Providence, and after having worked with them and seeing the concept they produced, I hope we will be able to partner again in the future,” Mayor Bob DaSilva said. “This is exactly what we need more affordable housing that also gives people the opportunity to be owners, where they can build generational wealth.”

According to S.W.A.P. (Stop wasting abandoned properties), “homeownership is one of the most important vehicles for families to build wealth and long-term sustainability. Yet only 59% of RI families own their own home and especially hard hit are those earning at or below the state’s median income. Newly constructed 2-family homes, like those in East Providence, help remove outdated and inefficient barriers to affordable homeownership.”

Each of the three East Providence two-family homes look different and contain over 2100 square feet. At least one is on a 10,000 square foot lot. The new homeowners will have a three-bedroom

two-bathroom home with an attached one or two bed apartments for income. The homes will be totally owned with large yards and a full basement. Efficient energy systems are installed.

The homes were not available to everyone. To qualify for a home through a lottery system, maximum income for a family of four was restricted to $89,000. A single person income could not exceed $63,000. Fifty applicants entered the lottery and five applicants were deemed eligible. At $239,000 each, the new homes are deed restricted for 30 years. This will ensure that the homes remain affordable should someone need to sell their property.

Rental guidelines will also be in place to avoid unreasonable rents.

“This is exactly what many people are calling for. It’s an example of utilizing abandoned or unused properties to build acceptable housing for those in need,” said Bob Rodericks. “I look forward to doing more of this if appropriate sites are available.

The location known as the “old Vamco site” at 336 Bullocks Point Avenue, in East Providence, created new affordable rental apartments for extremely low- to moderate-income households. The work to house the young adults will be done in partnership with Foster Forward, an East Providence-based nonprofit. The redevelopment of this site will revitalize a long-vacant and blighted property adjacent to the East Bay Bike Path.

A mix of 16 one- and two-bedroom apartments will also provide 16 off-street parking spaces. Construction started in January of 2023 and is now complete and fully rented.

Riverside Square is considered a “pocket neighborhood” undergoing a renaissance, with significant investments being made by homeowners and merchants, as well as by the City of East Providence to bring art, sitting areas, landscaping, and other aesthetic improvements along the East Bay Bike Path that connects to Providence and south through Barrington, Warren, and Bristol. The immediate area offers several attractive parks and recreation areas and access to Narragansett Bay. Sabin Park provides a fishing pier and public dock, and the historic Looff Carousel is nearby. The parcel is on a major RIPTA bus route that runs into downtown Providence, and highway access to I-195 is a short drive away. As part of a new development standard, ONE|NB will endeavor to provide free, in-home, internet access to all tenants of these rental developments.

East Providence High graduate and former high school teacher Valerie Lawson was elected to succeed the late Dominick Ruggerio as the next Rhode Island Senate President.

Lawson is currently a State Senator from District 14 in East Providence and the Senate Majority Leader as a Democrat.

Lawson was first elected to the Senate in November 2018 and has been an active voice on a range of issues, including education, public health, protections for senior citizens, and the East Providence community. In 2023, she sponsored laws to protect seniors from Medicare discrimination and protect children from lead poisoning. She also helped secure significant state funding for public schools, including for multilingual learners, special education students, and high-poverty districts. And she supported a package of new laws to address Senator Valerie Lawson, the state’s housing crisis. A lifelong East Providence resident, New RI Senate President she earned both a Bachelor’s Degree and a Master’s Degree from Rhode Island College. She taught in East Providence public schools for 32 years and is the former President of the East Providence Education Association. In 2023, she was elected President of the National Education Association Rhode Island.

After a falling out with his former Majority Leader, Ruggerio pushed for Lawson to take over the coveted leadership post. Lawson was named Majority Leader. With Ruggerio’s passing, Lawson has now assembled a partnership with Senator Frank Ciccone to run as a leadership team for the Democratic RI Senate. Lawson is a supporter of most liberal policies while Ciccone tends to be a conservative Democrat. The two had significant support in the senate. In a joint statement late in April, the two stated: “Our goal in coming together as a team is to unite the very diverse membership of the Democratic Caucus in the Senate. While our focus right now is on honoring the legacy of President Dominick Ruggerio, we believe that we have a consensus on a vision to move our Chamber forward at the appropriate time, which is after we pay our respects to our dear friend Dominick. We have commitments of support from a majority of the Caucus, and a majority of the Chamber, and we are continuing to have conversations with all of our colleagues.”

City Council to have Public Hearing on Updated Comprehensive Plan

A public hearing will be held by the East Providence City Council at City Hall, Council Chambers, on Wednesday May 7, 2025 at 6:30PM. The hearing will be at a regular council meeting. The purpose of the public hearing is to consider adoption of the new 2025 East Providence Comprehensive Plan. The preparation, revision, and adoption of this 2025 Comprehensive Plan are considered in accordance with the provisions of RIGL Chapter 22.2, the Rhode Island Comprehensive Planning & Land Use Regulation Act. The proposed plan under consideration will update in its entirety the prior 2010 Comprehensive Plan, including the following chapters: Housing, Economic Development, City Services and Facilities, Transportation and Connectivity, Recreation, Natural Resources, Natural Hazards and Climate Change, History, Culture and the Arts, Sustainability, Waterfront District, Land Use, and Implementation.

EPHS Ty Messier Semifinalist in U.S. Presidential Scholarship Program

Ty Messier, a graduating senior at East Providence High School has been named one of 621 semifinalists in the 2025 U.S. Presidential Scholars Program. The semifinalists were selected from over 6,000 candidates expected to graduate from U.S. high schools in the year 2025. Inclusion in the U.S. Presidential Scholars Program, now in its 61st year, is one of the highest honors bestowed upon graduating high school seniors. Scholars are selected on the basis of their accomplishments in many areas- academic and artistic success, accomplishment in career and technical fields, leadership, strong character and involvement in school and the community.

The U.S. Presidential Scholars Program was established in 1964 by Executive Order of the President to recognize some of our nation’s most distinguished graduating seniors for their accomplishments in academics, leadership, and service to school and community. It was expanded in 1979 to recognize students demonstrating exceptional scholarship and talent in the visual, creative, and performing arts. In 2015, the program was expanded once again to recognize students who demonstrate ability and accomplishment in career and technical fields. Annually, up to 161 U.S. Presidential Scholars are chosen from among that year’s senior class, representing excellence in education and the promise of greatness in America’s youth. Each year, Scholars are presented with a Presidential Scholars Medallion.

State Awards City $70,000 in Math Learning Grant

The City has been awarded $70,000 through Gov. Dan McKee’s Learn365RI Initiative and the Rhode Island Department of Education (RIDE) as part of the statewide Math Matters RI campaign, which aims to promote the importance of mathematics for students across the state.

“We are grateful to Gov. Dan McKee and the Rhode Island Department of Education for putting together this funding and allocating it to our community so that we can work with our student population to ensure they do not have any learning loss during the summer,” Mayor Bob DaSilva said. “This help funding allows us to focus on mathematics and increasing math scores and outcomes for our student population.”

As part of the latest round of Learn365RI grants, East Providence will be offering mathfocused field trips and high-yield learning opportunities at the East Providence Dept. of Recreation’s summer camp program, which will run from June 23, 2025 to August 1, 2025.

Additionally, the city will use the funding to offer an enhanced math program to include Science, Technology, Engineering and Mathematics (STEM) sessions taught by the MobileQuest STEM Center and the Rhode Island Computer Museum, as well as performances from Academic Entertainment’s Math Musical Fusion and Math Magical shows.

The City will also be partnering with the Boys & Girls Club of East Providence to add a teacher-led, daily math component to its free, six-week summer enrichment camp, providing 75 children with a daily block of math support. “We are thrilled that East Providence has joined our statewide push to promote math because we know that strong math skills are critical for our students’ academic and

career success,” Commissioner Angélica Infante-Green said. “We look forward to seeing East Providence students engaged in highquality, year-round math-focused learning programs both in and out of the classroom thanks to Learn365RI. Last month the City of East Providence celebrated the achievements of women in East Providence and throughout the world by announcing the 2025 recipients in a ceremony at City Hall.

“We are committed to recognizing the women in our community who for a long time have gone unrecognized, recognizing them for their tremendous impacts on our community, whether that be through education, non-profit philanthropy, to raising awareness on important issues ongoing in our community,” Mayor Bob DaSilva said. “There have been women leading the way for decades who have never received recognition, and this is our opportunity to recognize incredible women in East Providence who are making a difference.

This is the City’s 7th Annual Remarkable Women Recognition Program. During the months of March and April, Remarkable women will be recognized and celebrated for their impact in the community. The twelve honorees include trailblazers, leaders of industry, mentors, community organizers, businesswomen and women who work tirelessly day in and day out and have left a resounding impact on the people of our community and state and continue to help East Providence shine and remain a prosperous place to live.

City Portuguese “Festa” Time Approaching

Early summer means Festa time in East Providence or Feast. Area churches and Portuguese social clubs sponsor day or weekend-long gatherings, called Festas by locals and visitors to East Providence. The events draw thousands of people, Portuguese and non-Portuguese, in a celebration of religion, food and entertainment. Portuguese singers and bands as well as traditional music accompany booths full of food.

Most Festas include traditional Portuguese cuisine like chourico, cacoila (marinated pulled pork), barbeque chicken, fish and much more. Music, food aromas and ethnic dress will fill East Providence streets and some clubs sponsor parades and special masses in area churches.

Last month police Captain Brian Mulvey and Sgt. Kelvin Cabrera met with representatives from the following organizations that host the annual feasts and processions in East Providence to plan and coordinate the festivities. Holy Ghost Beneficial Brotherhood, Trinity Brotherhood Club, Teófilo Braga Club, Holy Ghost Brotherhood Mariense Convívio Mariense, St Francis Xavier Catholic Church, Sacred Heart Church and Irmandade Senhor Bom Jesus are most who participated. Local Veterans Introduced to New Vets Coordinator

A Veteran Luncheon was held last month to introduce the city’s new Veteran Service & Community Health Coordinator, Andrea Vargas. Special guests included Steven Branch, the Regional Program Manager for Service to the Armed Forces & International Services at the American Red Cross, Michael Rhilinger, Employment & Training Grant Lead at Veterans Inc and Matt Vianna, the RI Elks State Veterans Committee Chair.

Information was given on upcoming events and social activities like recruiting new 55+ aged Veterans to play pool and card games at the senior center on weekday mornings. Additional Veterans Luncheons are planned and all are invited. Summer Meals Program for Children to Return

With summer just around the corner, it is time to start thinking about keeping our children healthy during the months that they are out of the classroom. Since 2016, the City Recreation Department has teamed up with the U.S. Department of Agriculture to provide free nutritious meals for all youths and teens ages 18 and under through the Summer Meals Program.

“Now more than ever, we find families struggling to put food on the tabe and this is our effort in partnership with the U.S. Department of Agriculture (USDA) and Rhode Island Department of Education (RIDE) to provide nourishment to our youth during summer vacation,” Mayor Bob DaSilva said.

“I am very grateful to RIDE and the City’s Recreation staff who have managed this program for our residents annually since 2016.”

Not only does the Summer Food Program provide access to nutritious meals, but it also promotes healthy lifestyles. Serving meals at East Providence’s beautiful parks that feature athletic fields, walking paths, playgrounds and splash pads, encourages physical activity.

Last year, the summer meals program was operated at three East Providence

parks, the Recreation Dept.’s summer camp, the East Providence Boys and Girls Club, the East Providence High School Baseball Camp, the Townie Sports Camp and the extended school year learning programs held at several elementary schools throughout the city. Nearly 12,000 meals were served during the summer of 2024. Summer 2025, meals will be served at: • Onna Moniz-John Park: June 23 - August 22, (no meals on July 4 and August 11), 11:00 AM – 1:00 PM • Pierce Field Playground: June 23 - August 22, (no meals on July 4 and August 11), 11:00 AM – 1:00 PM. Our work is about more than just meeting basic needs—it’s about helping people and families thrive. Whether a parent is looking for health care for their child, a family needs housing support, or someone is struggling to put food on their table, EBCAP is here to help.

Our services include medical, dental, and behavioral health services, as well as assistance with food, housing, early childhood education, and family support services.

We believe that when people have the tools and support to overcome immediate challenges, they can build stronger, healthier futures, which in turn strengthens our entire community.

However, our ability to provide these essential services is at serious risk. Community health centers like EBCAP rely on a combination of federal and state funding, as well as payments and savings from programs like the 340B Drug Pricing Program to care for our patients. Unfortunately, these resources are being gradually reduced or no longer keep up with the rising costs of delivering care.

Legislation has been introduced in the General Assembly that increases Medicaid reimbursement rates (H6046/S0896) to reflect the true costs of care and preserve federal programs like the 340B drug pricing program (H5634/S0114), which helps health centers like ours provide affordable care to patients.

The Medicaid rate adjustment would require a $10 million commitment by the state to stabilize this vital health care system, while the 340B fix would not cost taxpayers anything as expenses would be borne by the drug manufacturers.

Memorial Day is a time to remember the passing of our family, loved ones, and friends. Those we remember may have served in the military. We may decorate their graves with flowers and flags. Or read honor rolls of names etched on memorial stones and plaques. The virtual E. Prov. Veterans’ Military Service Honor Roll was updated to 56 pages in March 2025. It has names of residents remembered and honored via the naming (in 1961) of Route 195 as the E. Prov. Veterans’ Memorial Expressway (EPVME).

Mayor DaSilva Promotes New East Providence Deputy Police Chief Mayor Bob DaSilva has announced Capt. Michael Rapoza has been promoted to Deputy Chief of the East Providence Police Department.

Captain Rapoza is a 20-year veteran of the department. Rapoza first joined the department in 2005 and was assigned to the patrol division, where he served as a patrol officer until being transferred to the Special Investigations Unit in 2014.

In 2017, Rapoza was promoted to the rank of sergeant and assigned to the Captain Rapoza Patrol Division, where he remained for two years until being transferred to the Professional Standards Unit, where he was tasked with conducting internal investigations into allegations of police misconduct. He was promoted to the rank of lieutenant in 2021, and in 2023 he was promoted again to captain.

Rapoza has also served as the Department’s Public Information Officer since 2022.

In addition to his various positions on the force, Rapoza also served on the Special Reaction Team (SRT) as both a member and leader.

Rapoza, received his Master in Public Administration from Johnson & Wales University and his Bachelor of Science degree in Criminal Justice from Westfield State College. Rapoza has continued his education and training and has compiled a lengthy list of certifications and law enforcement related training.

“Captain Rapoza is a well-qualified candidate for Deputy Chief; he has firsthand experience in various divisions throughout the East Providence Police Department, ranging from investigative to internal affairs, to the highly specialized Special Reaction Team,” Mayor Bob DaSilva said. “His breadth of experience lends well to being a chief and or deputy chief, and with the recent retirement of Deputy Chief Barry Ramer, I am happy to announce Captain Rapoza as my choice to be Deputy Chief of the East Providence Police Department.”

Rapoza is currently enrolled in a 10-week program at the Federal Bureau of Investigation’s (FBI) prestigious National Academy at Quantico. Graduates of the FBI National Academy programs represent all 50 states, 174 countries, and over 10,200 law enforcement agencies, and its members make up the highest 1% of all senior law enforcement in the world and are considered “The Best of the Best.”

To qualify for the program, they must be nominated by their agency head based upon demonstrated leadership qualities and will undergo undergraduate and/or graduate courses at the FBI Academy campus, offering a wide range of leadership and specialized training.

People In The News Meet Capt. E. Howard McVay Jr.

Navigating Narragansett Bay and Beyond One of the world’s most experienced ship Captains is East Providence resident, Captain E. Howard McVay. Known by many as “Howie,” Captain McVay grew up in Riverside, R.I., attended public schools and is a 1974 graduate of East Providence High School. After high school Captain McVay attended the Massachusetts Maritime Academy located on the Cape Cod Canal. In 1978 Captain McVay graduated with a BS degree in Marine Transportation (deck officer) which included a USCG Capt. E. Howard unlimited Third Mates Oceans license. In McVay Jr. addition, Captain McVay was commissioned as an Ensign in the United States Naval Reserve.

After graduation from Mass Maritime Academy, McVay went deep sea sailing aboard tankers with ARCO MARINE. During his time with ARCO, McVay worked his way up to his unlimited USCG Master Oceans license. While home from sea, McVay was training to be a ship pilot with the Northeast Marine Pilots association based in Newport RI. When on vacation from his deep-sea career, he delivered numerous sailboats between Rhode Island and the Caribbean.

Captain McVay became a ship pilot and served 35 years as a pilot. People may think of a pilot as one who only flies a plane.

The term ‘pilot’ also refers to licensed ship operators. McVay can do both. He is licensed as a ship and airplane pilot. McVay has piloted some of the largest ships on the ocean and has also seen much from his own plane overhead. McVay began his piloting while home from sea in 1983. In June of 1985 he retired from deep sea to continue his full-time career as a ship pilot with Northeast Marine Pilots. During the 35 years as a pilot, Captain McVay safely completed 6,267 ship movements. McVay has piloted ships up to 900 feet long and more.

On a Monday evening in March, Captain McVay was invited to present a lecture at the Weaver Library. The room filled quickly and others lined the walls to hear McVay talk about his career experiences. The SRO crowd listened with rapt attention to his address and then asked questions until the library needed to close for the night. McVay’s lecture was light with facts and anecdotes from his career. It also included a video power point presentation which had attendees gasping in amazement. The video showed how a pilot boat approached football length and greater ships. Captains, like McVay, would come along side by pilot boat and then board the large ship by climbing up a rope ladder. This was often done with raging sea waters and rough conditions. Once on the ship, the pilot takes the “con” or navigational control.

A maritime pilot’s job is to safeguard the state by preventing accidents. “Pilots must navigate vessels of any size anywhere in the world,” said McVay. The Rhode Island State Pilot Commission ensures safety by maintaining a pilotage system that protects lives, property, and vessels at high efficiency. They provide qualified pilots to handle duties. “I’ve had to refuse ships wanting to go through the Cape Cod Canal in zero visibility and navigate alternative routes,” McVay added. Missions are dangerous, requiring pilots and crew to wear flotation vests with AIS-enabled beacons for quick location in emergencies. Pilot boats are equipped with rescue systems and thermal infrared vision (FLIR) for locating individuals overboard.

McVay explained to the Weaver Library audience that Rhode Island licensed pilots protect the state’s waters and coastline. The

Northeast Marine Pilots dispatch ship pilots for large marine traffic between Boston and New York. “Becoming a certified pilot requires an ‘unlimited tonnage ocean license for steam and motor vessels,’ taking 7 to 12 years after 4 years at the Maritime Academy. Additionally, there’s 5 years of training under a senior pilot’s supervision and a rigorous exam lasting 4 to 6 days, which includes drawing NOAA charts from memory twice for both the US Coast Guard and the State Pilot Commission,” he added. McVay commented that his late father, who was a local ophthalmologist, once joked, “It was simpler to become a surgeon.”

McVay has sailed around the world and witnessed his share of oddities. “There were days when a ship’s steering failed for no reason. When piloting during a night off the coast of Panama, I had lightning strike the vessel four times. We mariners have a phrase continued on next page...

for such things - another mystery of the sea,” quips McVay. McVay made many significant and noteworthy observations. (As reported

by Mark Johnson, New England Wire Service, SouthCoastToday): On the afternoon of March 3, 1998, McVay piloted his boat into a flat-calm Rhode Island Sound to meet a 486foot tanker, the Botany Triumph. “The tanker and its Korean crew had come from Belgium carrying a cargo of caustic soda bound for Providence,” said McVay. “I boarded the tanker about 5.7 miles south of Brenton Point, approaching it from the stern. As we headed back to Newport, there was something on the tanker’s bow,” McVay noticed.

Peering down into the water, McVay noticed something that hadn’t been seen on the East Coast since 1891. The Botany Triumph slowed, stopped and then eased backward.

McVay then saw the largest whale he had ever seen. McVay and the tanker’s crew stared into the water searching for some sign of life. But the 66-foot whale floated with no signs of life. “Some of the men had tears in their eyes,” recalled McVay. McVay knew that he had to ensure that the 40-ton whale posed no hazard to navigation. “Someone’s going to want to study this thing.” The whale had been struck by an unknown ship out to sea. Indeed, within days, scientists from all over the Northeast would come to see the rare whale and perform studies.

Captain McVay maintained an active career in between his pilot runs. He was: • Chair of the R.I. State Pilotage Commission from 2011 to 2023 • Member of the R.I. State Pilot Commission from 1998 to 2023 • R.I. State Pilot since 1987

The Rotary Club of East Providence/Seekonk and the Seekonk Lions Club will hold their 33rd Annual Charity Golf Tournament on May 19th at the Ledgemont Country Club, 131 Brown Avenue in Seekonk.

Registration begins at 11:00 am with lunch at 12:00 pm. Shotgun start is at 1:00 pm.

The fee for an individual golfer is $150 and $600 for a foursome (prices increase on May 1st to $175 and $700), and includes greens fees, carts, lunch, goodie bag, and after-golf hors d’oeuvres cocktail reception (cash bar). Local A Cappella Chorus Earns Regional Ranking Harmony Heritage Finishes 6th and Qualifies for International Contest

Harmony Heritage, the Pawtucket, Rhode Island chapter of Harmony, Incorporated, an international organization of female a cappella singers specializing in the barbershop harmony style, recently earned regional recognition and qualified for a spot at Harmony, Inc.’s international competition, which will be held in Hershey, Pennsylvania later this year.

Harmony Heritage placed 6th out of more than 10 choruses in Harmony, Inc.’s Area 2, which encompasses New England plus Montreal, Canada. The competition took place in Framingham, Massachusetts, and participants earning a score of a certain threshold are qualified to participate in the international competition of Harmony, Inc. choruses in November.

“The Harmony Heritage chorus rehearses all year to become more masterful at the four-part harmony that characterizes the barbershop style but qualifying to participate in the International Convention & Contests of Harmony, Inc. is truly an honor,” says Camilla Streeter, chapter president. “We plan to build on the success of our area contest showing as we prepare, and we’re proud to represent the Rhode Island and southeast Massachusetts community among choruses from all across the United States and Canada.”

Harmony, Inc. has hosted area and international conventions for more than 60 years, gathering female singers of all musical backgrounds and experience levels to participate in a series of competitions for quartets and choruses. Participants are adjudicated by a panel of trained judges evaluating categories that encompass what songs the performers elect to sing, the skill with which they sing those songs, and how they present the songs, which can include emotionally connecting with the audience. “The Harmony Heritage not only earned area recognition for its performance, but it has also accomplished something equally notable in qualifying to join other choruses at the premier event in Harmony, Inc.’s annual

competition cycle,” says Gaye LaCasce, Harmony, Inc. president.

“This positions Harmony Heritage as one of the top representatives of our organization, and we appreciate the talent that these women bring to the barbershop harmony genre.”

With approximately 25 members, Harmony Heritage is directed

by Bob O’Connell of Pawtucket, RI. The chorus presented two songs at the area contest to earn its placement, “The Nearness of You” and “Take Me to the Land of Jazz”. These selections are a small sample of the chorus’s extensive repertoire, which is ideally suited for a wide range of audiences and events. Chorus of East Providence Spring Concert Saturday, May 17 at 7:30 p.m.

Sunday, May 18 at 2 p.m.

The Chorus of East Providence will perform the beloved Schubert Mass in G as well as John Leavitt’s Missa Festiva at its spring concert So Many Miracles.

Lead by Music Director Beth Armstrong accompanied by Collaborative Pianist Victoria Lambrozo, the concert will be held at St. Martha’s Church, 2595 Pawtucket Ave., East Providence, on Saturday, May 17 at 7:30 p.m. and Sunday, May 18 at 2 p.m.

In addition to the Schubert Mass in G and Missa Festiva, the program will include other spirituals. In addition to a string quartet, soloists Kristen Cronin, soprano, David LaPrairie, tenor and Delbert Leon Collins, bass are also featured.

East Providence, RI – The East Providence Recreation Department will hold the 70th annual Dolly Searle Golf Tournament on Monday, June 9, 2025. EPAC Seeks Donations and Golfers for Charity Tournament Saturday, July 26th

The East Providence Athletic Club (EPAC) will hold its 28th annual John J. Chalmers Charity Golf Tournament on Saturday, July 26, at Triggs Memorial Golf Course in Providence. A steak dinner and raffle will follow at the club. The fee is $100 per golfer, and registration begins at 7:30 a.m.

Donations from area businesses help make our charitable event a success. All proceeds benefit Hasbro Children’s Hospital, Leukemia and Lymphoma Society, Tomorrow Fund, the Friends of East Providence Public Library, Kyle Page Fund and East Providence Senior Center. So far, the club has donated a total of $112,200 to charities.

Class of 1965 - 60th and Class of 1975 - 50th

When East Providence Senior High School opened in 1952, it received national acclaim as a “Showplace of the Northeast for High Schools.” With its sprawling two-floor campus, gleaming terrazzo tiling, 1200-seat professional auditorium & orchestra pit, large swimming pool and gallery and comprehensive academic course offerings including many vocational courses, EPHS was a jewel.

It remained so for thousands of graduates for many years. “Since 1884, East Providence High School has produced the highest caliber of scholars and citizens. Today, EPHS upholds this tradition of excellence and maintains a strong sense of community. The Class of 1975 is marking its 50th while the Class of 1965 will celebrate its 60th anniversary as Townie graduates. Both class reunions are being held in September. Lots of memories will be discussed as the old high school on Pawtucket Avenue has been replaced by what many say is the gleaming new State-of-the Art EPHS campus complete with its own athletic stadiums, Career & Technical programs and eleven science labs to join the rest of an expanded academic curriculum.

Another big Townie milestone is the reunion of the Class of 1975. “Fifty years for our class, let’s make it special,” write organizers Joan Hobbs and Joe Medeiros.

We will be celebrating our 50th class reunion on Saturday, September 13, 2025 at Ledgemont CC in Seekonk Mass from 5:00 pm-10:00 pm. The Class of 1975 was in the third year of double sessions for East Providence High School which had a student census growing to well over 2200 students in three grades (10-12). The high school remained on double sessions through the mid 1980’s until the numbers dropped to about 2000.

An addition was built on the old school in 1998 which was soon to accommodate four grades, 9-12. In November of 2018, East Providence voters overwhelmingly approved construction of a $189.5 million state of the art high school. The new EPHS replaced the near 70-year-old building on Pawtucket Avenue.

The Dangers Of Improperly Done Metalwork

Across the trades there are various skillsets which not only are lacking in their overall availability, but are creating a bit of a crisis in many areas.

For example, try to find someone to correctly replace a cracked stained glass windowpane.

Or attempt to find someone with the skillset to not only properly cut, tuck, & point lead flashing into your brick chimney, but also have the ability to properly weave the flashing into the shingles on your roof.

Certainly not that easy in either case.

Along these same veins (though not quite as dramatic – YET!) would be to finding someone to correctly take care of the metalwork on a vinyl siding job (the portion of the project that involves bending aluminum to cover the trim).

While the skillset of doing the metalwork itself, although challenging to find someone to be able to do it, is still a skill that is held by enough individuals to be able to satisfy current demand in the marketplace, the real challenge is to find someone willing and able to correct a metalwork project gone bad.

Have you ever had to fix something that someone else had done incorrectly in the first place?

I don’t care if it is going back over a floor that has not been swept properly, fixing someone else’s work is generally annoying for anybody.

When you have something as unique as bending aluminum and it gets messed up, it is typically quite the task to fix it while at the same time making the whole job look like it was always done properly.

Recently we had a Client reach out to us with something that was a textbook example of metalwork not done properly.

The metal was not completed in various corners, wood was exposed all over the exterior of the house, and the areas in need of attention in general would require methodical focus as fixing things from a functionality perspective, while at the same time making sure that things looked good cosmetically, was not going to be

easy because of the way the previous metalworker had terminated their endpoints.

Compounding the challenge to correct things was that some of the metal - which led to exposed open wood areas - was located behind a number of gutter areas, this makes any type of corrective repair difficult because the tech conducting the repair has to contend with getting behind the gutter to properly fix things.

Having metal exposing wood in the manner in which this is occurring is a particularly concerning predicament because due to the way the metal is open to the elements, there is no doubt that moisture from wind-driven rainstorms is getting behind the metal and subsequently the siding.

Not addressing the situation will obviously lead to mold growth and rot happening behind the siding and metalwork that is not be able to be seen.

This is a problem.

Although not insurmountable, finding someone in these scenarios who can truly take their time and make sure that things are systematically repaired is no easy task.

Though we are fortunate to have technicians working with our company that are quite adept in these situations, this is a bit of an anomaly as metalworkers in general prefer to have their focus on new projects – projects that are begun from scratch – instead of delving into time-consuming corrections of someone else’s work.

Even with this being the case, and as hard as it may be to do, homeowners that find themselves in this particular predicament (once it is noticed) should do everything they can to get the situation properly fixed as soon as possible, because if mold, rot, etc. are begun to be experienced behind the metalwork and siding, the cost to really fix things at that point could be exponential.

The importance of properly executed metalwork cannot be overstated. When mistakes are made, they not only create an aesthetic issue but can also lead to significant structural problems, such as moisture infiltration, mold growth, and wood rot.

The challenge of finding skilled professionals willing to correct these errors makes it even more critical to ensure the job is done right the first time.

Homeowners should be vigilant in addressing improperly done metalwork as soon as it is discovered, as delaying repairs can result in far greater expenses down the line.

Perhaps this is yet another instance exhibiting the age-old axiom - investing in quality craftsmanship upfront will always be more cost-effective than fixing preventable damage later.

“The Townie boys outdoor track & field team improved their seasonal record to 6 wins and one loss by defeating Rogers 80.570.5 and PCD 150-1 and losing to Barrington 117-35 in late April action. Earlier the Townies defeated North Smithfield 14-2. Goal scorers were Ella Benson and Alyssa Karalekas each with 5 goals and Kloey Iacovone and Dylan Flynn scored 2 goals each. Townies in comeback win over Clippers

East Providence defeated Cumberland 7-5 in a late April away game in a comeback effort which made the ride back to East Providence fun. The Townies went ahead in the first inning on an error by the Clippers and took a 2-0 lead on a Sylvie Patterson RBI single to center field. Ep scored again in the top of the fifth on a Cassie Dulude triple and a Grimley sac fly to left. Cumberland went ahead in their half of the fifth on an error, a ground out and a double, scoring 4 runs to take a 4-3.

The Townies scored 4 big runs in the sixth inning to move back on top 7-5 which was the eventual final score. Pina led off with a triple and after a fielder’s choice, the Townies Grimley doubled, Boisseau singled and EP rallied to score and then maintain the winning margin.

Marianna Pina earned the win for East Providence on the mound. She allowed nine hits and one run over five and two-thirds innings, striking out three and walking one. Cassie Dulude appeared in relief for East Providence Varsity Townies.

East Providence had 16 hits in the game. Sylvie Patterson and Marianna Pina each had three hits and Ella Grimley led EP with three runs batted in. Mackenzie Pimentel, Cassie Dulude, and Audrey Bernard each hit well for the Townies.

The Townies pulled off an exciting 3-2 win over Ponagansett on April 25th With the Townies down 2-0 in the bottom of the sixth and with two outs, Ella Grimley singled. runner C Welch entered the game to run for Boisseau. Welch stole third base with Provencher moving to second. Welch was then able to steal home giving the Townies the 3-2 advantage. Ponagansett was held scoreless in the seventh and EP took home the win.

Win over Moses Brown

In earlier action last month, EP defeated Moses Brown 11-4. The big hit for EP was a third inning grand slam to left field by Grimley.

Sylvie Patterson, Nethania Figueroa, and Ava Silva combined for four of the team’s seven hits in the win. They scored three runs and drove in two.

Moses Brown got on the board in the bottom of the second inning after an error led to a Sofia Arias single down the left field line.

Another single knocked in a run. A MB homerun to center field tied the game at four in the bottom of the third.

In the top of the fifth, East Providence went ahead after Trinity Provencher was struck by a pitch with the bases loaded, driving in a run. Next a double by Patterson followed to extend the lead to 8-4. East Providence went on to the 11-4 win on the road. Cassie Dulude earned the win for East Providence. She allowed six hits and four runs over seven innings, striking out four and walking two.

Patterson and Grimley each had two hits for EP. Mackenzie Pimentel walked three times for the Townies.

Win over Prout

Also last month the Townies beat Prout 8-2, led by Sylvie Patterson’s three hits in a 3 for 4 performance. Prout scored first, bringing in a run to start the game with a bunt single. A walk and then a stolen base followed by a Lucy Kaiser single to center field which scored Prout’s Manzo. The score remained 1-0 until the fourth inning when the Townies crossed the plate three times in the fourth and three more in the fifth. The Townies scored two more in the seventh inning. In all, East Providence banged out 15 hits for the win.

Patterson singled sharply in the second, fourth and again in the fifth innings. In the top of the fourth, Emma Boisseau led off with a single to left. With one out Audrey Bernard singled to left and then Patterson singled. With the bases loaded, Nethania Figueroa tripled to clear the bases, giving Ep a 3-1 lead. The Townies scored three more in the fifth and two in the seventh. Cassie Dulude, Audrey Bernard, Ella Grimley, and Emma Boisseau each had two hits for EP. Cassie Dulude earned the complete game win on the mound giving up just seven hits and striking out two. EP stole five bases during the game. “We came back strong after a Tuesday loss and didn’t give up. This group of players works hard,” said head coach Katie Solittro.

Win over Bay View

The Townies fought back with an impressive offensive rally to take down Bay View after losing an early big lead in a big game last month. East Providence scored six runs in the top of the first inning to get a jump on neighboring Bay View Academy. Ep would lose their lead but come back for a 19-9 win. The Townies scored one more in the second, four more in the fourth and another two in the sixth. Mackenzie Pimentel led off the game with a single for East Providence. Audrey Bernard singled, one of her three game hits, and Pimentel scored on an ensuing error. Emma Boisseau reached on an error and courtesy runner Welch advanced and then stole home for a run. Runs were scored after Cassie Dulude grounded out for an RBI and Sylvie Patterson knocked in two runs.

Nethania Figueroa singled, scoring one run, and Ava Silva drew a walk, scoring one run. When the dust settled, East Providence had a 6-0 lead after a half inning of play.

Bay View went down quickly in their half of the first after two fly-outs to EP centerfielder Trinity Provencher and a ground ball out to the mound. In the top of the second, Ella Grimley led off with a walk and reached second base on a Bernard line drive infield hit.

Grimley then scored on an infield hit to make the score 7-1, but the inning ended when Bernard was out attempting a steal of home.

The game took a turn in Bay View’s favor when the Bengals scored 8 runs in the second inning. Bay View scored 8 runs on 6 hits and took an 8-7 lead. The score would remain at 8-7 until the Townies rallied with four runs in the top of the fourth and six more in the fifth. East Providence would add two in the sixth to finish off Bay View with the 19-9 win.

In the first, an error and a Brian Rutkowski double, scored two runs. Tyler Dicecco hit a sacrifice fly, scoring one run and the Townies were off and running early. Ep added another run in the second but four errors in the game hurt the Townies effort. Aidan Martins led EP’s offense going 3 for 4 on the day and Palombo, Rutkowski and Charbonneau each had two hits as EP had 11 hits total.

Defeat Cranston East

The 8-2 Townie baseball team continues to play well. East Providence took a 10-3 win over Cranston East in an April 22 away game. Kyle Desrosiers was dominant on the mound, as the Townie pitcher rang up 10 strikeouts in East Providence’s win over Cranston East at Cranston Stadium. Desrosiers allowed just four hits and three runs over four and one-third innings while walking one.

East Providence came out swinging and scored four runs in the first inning. Gavin Palombo grounded out, scoring one run, Oliver Andrews knocked in a run and Tyler Dicecco doubled, scoring two runs. East Providence added to their early lead in the top of the second inning after Max Carreiro singled down the left field line, Brian Rutkowski grounded out, Oliver Andrews singled down the right field line, and Tim Robatille singled to center field, each scoring one run.

Also last month the Townies shut out a scrappy Westerly High School, 5-0 behind a dominating pitching performance from Dylan Annicelli in Westerly. Annicelli dazzled Westerly hitters with a stinging array of fastballs and timely changeups. He had a no-hitter going into the sixth inning and only gave up one other hit in the seventh.

Along the way, Annicelli struck out 13 batters and finished with one of the sharpest performances on the mound for EP this season for the complete game win.

Freshman Chris Charbonneau, getting his second start this year, continues to impress. In the top of the 2nd, Tyler Dicecco led off with a walk and Kyle Desrosiers reached on a fielder’s choice, Colin Roche was hit by a pitch. Charbonneau then lined a hard single to left field which scored Desrosiers for the Townies first run. With two outs, Aidan Martins doubled to deep left field scoring both Roche and Charbonneau. Gavin Palombo then lined to right for one of his three hits on the day, scoring Martins.

Annicelli and East Providence never looked back, taking the 5-0 shutout for the win. Martins had two RBI from his leadoff spot in the lineup. Palombo went 3 for 4 to lead the Townie hit parade.

EP continued their run of good defense with no errors.

“Dylan was sharp as ever and we had great hitting all around,” said head coach Bobby Rodericks after the game. “Even the outs were hard line drives.”

In a game of then Division I undefeated teams, East Providence lost to South Kingstown in a 4-1 game played at EPHS Thursday night. South Kingstown took a 1-0 lead in the first inning with a two out scoring play on a wild pitch. The game remained 1-0 until the fourth inning when South Kingstown scored twice. SK brought in another run in the fifth and the Townies only managed its lone run in the seventh. Townie pitchers were starter Tim Robitaille followed in relief by Owen Richards, Kyle Desrosiers and Tyler Dicecco.

East Providence only managed five hits in the game. Robatille went 2-for-3 at the plate to lead East Providence’s hitters. Quinn Matos earned the win for South Kingstown. Matos gave up just five hits and one run for the complete game victory. Matos struck out seven Townies and walked just two.

It took eight innings but the Townies came away with a hard fought 7-6 win over Portsmouth High. Max Carreiro, 4 for 5 for the game, singled to right field scoring Gavin Palombo with the winning run. Leading off the bottom of the eight in a 6-6 tie, Jaiden Healy lined a single to left followed by a walk to Palombo. EP known for being aggressive on the bases had Healy promptly steal 2nd base. Healy and Palombo both advanced on a wild pitch and Tim Robitaille was intentionally walked to load the bases. On another wild pitch, Healy scored with Palombo and Robitaille advancing to second and third. Sophomore Aidan Martins, a dangerous hitter, worked the pitch count in his favor and then was also intentionally walked. This brought up Carreiro who lined a single to right-center to plate Palombo for the exciting win.

The Townie win looked elusive as EP had a few chances to score earlier but fell short. East Providence took an early first inning lead on a Robitaille single followed by a walk to Martins. Carreiro singled sharply to center and Oliver Andrews lined a hit to right field which scored Martins for the 2-0 lead.

Portsmouth came right back with 2 runs each in the third and fourth innings to jump ahead 4-3. The visitors scored again in the fifth to lead EP 5-3. But the Townies scrapped back to score a run in the fifth and sixth. to second on a Kyle Desrosiers single to center. Rutkowski scored when Collin Roche grounded out to first to trail 5-4.

In the top of the sixth, Tim Robitaille came in to pitch for EP. He struck out the side bringing EP to the bottom of the sixth. With two outs Aidan Martins lined a single to center. He then stole second and continued to third and on to home for the score, on an overthrow that went to center field. Oliver Andrews singled to left as Carreiro moved to second base. Carreiro stole third and beat the throw but he over-slid the base and was out on the put back tag to end the Townie rally.

Portsmouth again was shut down in order by Robitaille in the top of the seventh. The Townie seventh inning had promise as Rutkowski worked a leadoff walk but Desrosiers bunt attempt was popped up to the pitcher who then doubled off Rutkowski who was breaking for second. The Portsmouth double play stopped a Townie potential rally.

Portsmouth had another life and went ahead 6-5 in the top of the eighth inning. Greenwood led off with a single to right on a sharp line drive. Doucet’s sacrifice bunt to third moved Greenwood to second. After an intentional walk, Brule singled to center scoring the go-ahead run. With a runner in scoring position, a ground out to second base ended the Portsmouth rally.

“Our wins all seem to be nail-biters,” said Townie coach Bobby Rodericks after the game. “Our philosophy is pitch at a time, inning at a time and game at a time.” EP excited the crowd with a quick rally in the bottom of the eighth. Healy led off with a fly ball single to left. Healy then stole second and Palombo walked. Healy and Palombo moved up on a wild pitch and Robitaille was intentionally

walked to load the bases. Again, on a passed ball, Healy scored to tie the game and Palombo moved to third base. Carreiro once again came through for EP as he singled on a long fly ball to right bringing in Palombo for the 7-6 walk-off win.

Robatille earned the win for East Providence in relief. He allowed two hits and one run over three innings, striking out five and walking two. Kyle Desrosiers started the game for East Providence and pitched well. He scattered seven hits and five runs over five innings, striking out six and walking three. East Providence spread out 12 hits in the game. Oliver Andrews drove the middle of the lineup, leading the Townies with two runs batted in. The second baseman went 2-for-4 on the day. Max Carreiro went 4-for-5 at the plate to lead East Providence in hits. Jayden Healy stole three bases. East Providence stole seven bases in the game. The Townies didn’t make any errors.

McCoy Seats Ceremony Before Game

The game had a festive atmosphere beforehand as local officials held an official ribbon-cutting ceremony to accept the donation of McCoy Stadium baseball seats. Local, state officials as well as parents, friends and players from both teams gathered for the brief ceremony. After singing ‘Take me out to the Ballgame’, Townie senior players and their coach cut the ribbon. The city will be installing more of the seats as workers have time.

EPHS Boys Volleyball

The Townies were beaten by North Kingstown in a late April match, 3 games to 1 at home. North took the match 25-22, 2125, 25-17 and 27-25. The Townies Ean Williamson had a season high 25 Digs, Brandon Mimande 16 Kills and 10 digs while Jordan Rodriguez had 14 Kills and 10 Digs. NK’s Ryan Harrington had 18 Kills and 8 Digs, Cody Tow 17 Kills and Steve Dufour had 21 Digs. The EP-NK match was an exciting contest with lots of energy throughout the Ramos gymnasium. Players from both teams were hustling and diving in search of points and saves.

In an earlier match last month, East Providence shut out Cranston West 3-0. The scores were 25-12, 25-17 and 28-26. The Cranston West Junior Varsity took their match 2-0. For the varsity Townies, Alex Robinson had 22 Assists and 2 Aces while Jordan Rodriguez had 12 Kills and 10 Digs. Cranston’s Ashton Mak had 20 Assists with 2 Blocks.

SUMMER CAMPS Hoop Camps with One-on-One Basketball

At One-on-One Basketball, we have been teaching basketball to children in elementary and middle schools in Rhode Island and Southeastern Massachusetts since 2005. We conduct basketball skills classes and summer basketball camps for boys and girls from ages 5-16. After school programs run for one hour per week for 6- 8 weeks during the fall, winter and spring. Throughout the years, the program has grown to approximately 65 schools per week, and up to about 20 camps per summer.

One on One Basketball Training provides complete instruction on all aspects of the game. Since 1991, we've catered to players of all ages and skill levels. Our philosophy is based on the belief that focused training is the best means through which a player can achieve significant and lasting improvement on the basketball court.

Through experienced and comprehensive teaching, One on One provides the tools for improvement. We teach leadership, expertise, and support to athletes who simply want to become better players.

One on One believes that hard work, attention to detail, and a positive attitude develop habits that serve as the foundation for improvement. While player improvement is our immediate aim, our commitment to overall development, on and off the court, is what makes One on One successful. The goal of our programs is to develop the ability for athletes to be motivated and learn how to reach their full potential as basketball players, all while having fun.

East Providence Students Need You

This has been a difficult year for families with students who are college-bound or already in college. Fluctuations in the stock market, reflecting an uncertain economy, have eroded families’ investments. The elimination of the education department at the federal level has caused instability and concern. The recent crackdown on student loan repayment only makes a bad situation worse. The tentative future of federal assistance to students in the form of Pell Grants weighs heavy on the minds of those who need support to continue their education.

East Providence students have much to be thankful for. For more than half a century, volunteer members of Scholarship Foundation of East Providence have spearheaded community support for higher education. They have transformed contributions from individuals, families, school faculty and staff, alumni, local organizations and businesses into scholarships to help thousands of East Providence students manage the increasing cost of college, career or technical school. Much can be accomplished when members of the community join in a common effort.

Scholarship Foundation of East Providence is a tax-exempt all-volunteer organization whose mission is to expand educational opportunities for students who live in East Providence. Now, more than ever, we need your help to ensure that the students in our city are able to attain their career goals.

1. Community Music Project / Haven Free Music School - Fall Semester will begin in September. Lessons are every Saturday morning from 10am to 12pm. If you are interested in taking FREE music lessons (violin, viola, cello, piano, clarinet, voice) OR if you play an orchestral instrument and would like to be part of our Chamber Ensemble, please contact us. Registration fee per semester: $25 per class, $50 max per family. Rehearsals for the Chamber Ensemble are on Saturdays from 12:30-2:30pm. From the State House House Passes Rep. Dawson’s Bill to Protect Election Workers

The House today passed legislation (2025-H 5300) sponsored by Rep. Matthew S. Dawson that would protect election officials and poll workers. Representative Dawson worked closely with Secretary of State Gregg M. Amore to reintroduce the legislation.

“Tensions are still running extremely high these days, but it is no excuse to threaten or intimidate our dedicated poll workers and election officials. These individuals keep our democracy going, and they in no way deserve the anger we have seen directed at them over the past few years. This bill will not only protect our electoral process, but more importantly, it will protect the people who ensure that we have free and fair elections,” said Representative Dawson (D-Dist. 65, East Providence).

“Election officials and poll workers are at the very heart of our democracy, and they deserve to do their job without fear of harassment or threats,” said Secretary of State Amore.

“I thank the House of Representatives for showing their support for election officials and poll workers by once again passing this bill.”

The bill would consider election officials and poll workers “public officials” for purposes of the prohibition on making threats to public officials.

Threats to public officials constitutes knowingly and willfully delivering or conveying, directly or indirectly, a verbal or written threat to take the life of, or to inflict bodily harm upon, a public official or a member of their immediate family because of the performance or nonperformance of some public duty. Violators of the law would be guilty of a felony and shall be imprisoned for not more than five years, or fined not more than $5,000, or both.

The bill now heads to the Senate for consideration.

The House today voted to approve a bill from Rep. Jennifer Boylan to extend the deadline for candidates to request a recount so that all overseas ballots are counted before the FOR MORE INFORMATION deadline passes.

Representative Boylan’s bill (2025-H 5384) would extend the deadline to request a recount from seven to nine days to allow candidates to know the vote totals after all military and overseas ballots are counted before they must choose whether to request a recount.

“I am pleased to see HB 5384 moving forward out of the House,” said Councilor Jancosek. “This is a great first step towards establishing a more equitable recount process. It is my hope that the fine-tuning of this process will continue in the future, working with the Rhode Island Board of Elections to create a more reasonable and fair process for candidates for office in close elections. I am grateful to Representative Boylan for her swift work and action on this bill, and the House for supporting its passage.”

The bill now heads to the Senate for consideration, where Sen. Pamela J. Lauria (D-Dist. 32, Barrington, Bristol, East Providence) has introduced companion legislation (2025-S 0541).

“The right to request a recount is an important part of our election processes, and we should ensure that all votes are tabulated before the recount request deadline so candidates have as much time and information as possible to decide whether or not to make a request,” said Secretary of State Gregg M. Amore. “I appreciate the work of Representative Boylan to introduce this bill and thank the House of Representatives for their support.”

Bill Would Establish Guardrails on Internet Platforms Used by Kids

Senate Majority Leader Valarie J. Lawson and Rep. Megan L. Cotter have introduced legislation to require social media platforms, apps and other online services and products that are likely to be used by children to design their products to protect them.

“Right now, the burden is on parents to protect kids from online harms. This bill shifts some of that responsibility to the platforms that profit from children’s engagement,” said Representative Cotter (D-Dist. 39, Exeter, Richmond, Hopkinton). “Unless we pass laws requiring change, Big Tech will continue to put profits over protections, leaving children vulnerable to harmful content, data exploitation and addictive design practices. Rhode Island should defend our kids and join the growing number of nations and states that are successfully demanding responsibility from the industry.”

Said Majority Leader Lawson (D-Dist. 14, East Providence), “Although kids, especially teens, are avid users of them, social media apps and sites are designed for adults. This bill is not a panacea, but it establishes basic guardrails to protect kids from the most egregious threats to their safety, such as location tracking, having their personal information sold, or being profiled for commercial purposes. The goal is to prevent tech companies from exploiting children’s vulnerability for profit, or enabling others to do so.”

The bill (2025-H 5830, 2025-S 0903) places a responsibility on Big Tech companies to take reasonable care to avoid any heightened risk of harm to children caused by their online services, products or features. It would require them to use design features to prevent unfair or deceptive treatment, unlawful disparate impact, financial or reputational injury, discrimination against, or offensive intrusions into the private affairs of children. The bill also discourages features that are designed to increase, sustain or extend use of the product by children in a way that might result in certain harms.

The requirements in the bill would apply to tech companies operating in Rhode Island that collect and control personal data and either gross more than $25 million annually; receive, buy or sell data from a total of at least 50,000 individuals, households or devices annually; or derive at least 50% of their annual revenues from selling individuals’ personal data.

Companies subject to the requirements would have to assess their online products, services and features that are likely to accessed by children to determine whether they comply with the requirements to protect children from heightened risks, and create plans to ensure compliance. The attorney general’s office would be charged with enforcement, which could result in fines of up to $7,500 per affected child.

The legislation, which would take effect Jan. 1, 2026, follows global standards set by the United Kingdom’s Age-Appropriate Design Code and incorporates lessons learned from legal challenges elsewhere to ensure its durability.

Some 97% of teens use the internet every day. About 95% report using social media platforms, and more than one-third of them report using social media “almost constantly.” Teens report using an average of 4.8 hours a day on seven popular social media apps, and among those with the highest use, 41% rate their own mental health as poor or very poor.

House Passes Rep. Dawson’s Bill that Escalates Penalties for Tinted Car Windows

State House – The House today passed legislation (2025-H 5644) sponsored by Rep. Matthew S. Dawson that would provide escalating penalties for second and subsequent violations of installing and possessing a vehicle with tinted windows prohibited by law.

“Since this law was enacted in 1993, the public has been less than compliant. Take a look at all the cars on the road at any given time or day, and one can plainly see numerous vehicles with pitchblack windows operating freely without consequence. Our current penalty structure for this law is not doing the job and something needs to change. Windows with excessive tint are a safety hazard for drivers, pedestrians and first responders, and this bill will hopefully provide a significant deterrent from ignoring this public safety issue,” said Representative Dawson (D-Dist. 65, East Providence).

The legislation states that any person, firm, corporation, or other business entity that installs, owns or operates a motor vehicle which has any tinting device or material in violation of current law would be fined not more than $250 for a first violation, $375 for a second violation and $500 for a third or subsequent violation.

During the bill’s hearing before the House Judiciary Committee, the Rhode Island Supreme Court, the Rhode Island Police Chiefs Association and the Division of Motor Vehicles all offered testimony in support of the legislation.

The bill now heads to the Senate for consideration.
