Rehoboth Wheeler Street

Maybe someone could report on why the town added loose stone mix to wheeler street when the entire road was paved within the last two years. What was awful before paving, then smooth and quiet after paving to now dusty, rough and noisy.

Regarding “Town Meetings Might be Abandoned”

I’m no expert, but isn’t $100k for a town meeting for 700 residents in attendance a bit steep? That’s about $143 per resident. I bet I could get a great wedding venue complete with dinner and entertainment, maybe even an open bar for much less.

Why not consider using the bleachers at the football field with a rain date or two?

They have lights, porta johns and a sound system anytime we attended a football game there.

Retirement… It’s All About Retiring – Or Is It?

So, I did it again. I admit until you do it, or try it, as I did the first time around, you realize there is more to it than just turning in your key fob for your computer to the IT people or leaving your keys to your desk for the next person who will eventually sit there.

It is a major transition even when you think you are ready for it. I didn’t make it work the first time, and I wasn’t sure I could this time – not without a plan in place.

I started working right after high school at age 18, like many of you from our generation. I recently retired, for the second and final time, at age 77 so yes, it was a major change in my life. This time around I thought I had a better handle on it, and I do, but it definitely takes some thought and planning.

I have never liked change. When I went back to work after being retired for seven weeks, I asked, no begged, for my job back.

I considered myself to be very fortunate that my employer agreed. I went back part-time,

but I had the same desk, the same computer and the same customers. There was a lot of change in that short space of time; new people, as business had picked up; new changes in protocol, etc. I adapted and as time went on the “new” became the “norm”.

Then Covid 19 entered the picture. The office shut down for a period of time. Our IT people moved all our equipment to our homes and we all adapted. I did not expect, however, that after four months working from home, the concept of less paper was adopted. Really? Seriously? That was a big adjustment for me as I needed paper and continued to use it in my daily routine.

In fact, while I have two computers, I have written this out on paper first.

Anyway, I digress. So, when I decided to retire from the same job, again, I knew I had to plan ahead for it. After all, this was the biggest change I had made in a very long time. What have I discovered? I can do what I want, when I want to. If I choose to get up at 5AM, make that first cup of coffee, and sit and read my book for an hour, I can. If I decide instead to do something constructive before breakfast, I can. If all I want to do is sit on the floor and play with my beautiful cat Lacy, I do it. If I decide to move furniture around and re-arrange my rooms I can, and I did (with help from a very good friend)! I decided to clean out some of my bookcases and discard some of the books.

I stopped counting at 400, but I spent a lot of my time sorting them, arranging them alphabetically, and by issues, first to last, and enjoyed myself doing it.

This may all sound crazy but it is working for me. Also fitting into this “plan as I go” is that job offer I received to work from home as an intake coordinator that I mentioned earlier. I accepted it, and am extremely grateful for the opportunity, although I am still learning. While this is not a typical plan, it is working for me. I make lists everyday of the things I should and need to do; grocery shopping, what meals to prepare, running to the post office, stopping at the pharmacy, touching base with the people in my life that are not close by, etc. And I realize that life is grand if you take the time to enjoy it while you are able. It is the only one we have and it is meant to be lived to the fullest.

Opinion: Solar Farms in Rehoboth, Mass.

The topic of solar farms in Rehoboth is a contentious issue lately as the proposed project at Camp Buxton has reached the ears of the community. As an outdoor-loving kid who grew up in Rehoboth, I believe that the introduction of a solar farm would directly contradict its own purpose and the natural advantages of our beautiful rural town. Attending college in an urban environment has made me appreciate what I miss from home, and I would be devastated at the desolation of the perfect natural environment in our backyard.

When I was younger, my scout troop visited Camp Buxton because of how perfect of a site it was. The camp was close, spacious, and easy to access for a group of kids that wanted to go run around safely outside for a weekend. Now, however, the proposed solar farms would cut down on the area for people to go outside and connect with nature. Along with this, the construction and traffic on the roads nearby would cause people who normally walk their dogs, bike, and run to drive somewhere safer. Forcing residents to drive elsewhere to be outside, when there is a perfect camp right in town, is a horrible decision that will lead to many small-scale environmental impacts. More people on the roads means more fuel burned and more carbon in the atmosphere, which is a problem.

Another impact of the solar farm would be the destruction of natural land. There are innumerable species of wildlife that can be seen in our backyards, but the construction of the solar farm would disrupt their natural habitat. The birds and squirrels that rely on these trees will likely be forced to adapt or die, and the other species higher up the food chain, like coyotes, will be affected too. The displacement of these animals could also impact the lives of those who live near the site, as dangerous animals could end up in their backyard or as roadkill. The introduction of these animals into someone’s backyard would also force them to drive elsewhere just to be outside, which is yet another way that carbon is entering the atmosphere.

In my opinion, however, the most important effect of the farm to consider is the contradiction of its own purpose on the most fundamental level. Normally a solar farm is a great addition to a town as a source of renewable energy. When trees and other plants are cut down to create fields for them, however, it is not worth the cost. Humanity’s carbon emissions are constantly rising, so it is important that as many trees continue to live in areas where they are not used commercially, as they are the main carbon dioxide absorbers throughout the whole world.

Solar farms in other parts of town also suffer from this issue, where they were placed on plots of land that appear to be in the middle of what was once a dense forest, like the one on Summer Street. Along with this, the construction of the panels and infrastructure to support them would further dump carbon into the atmosphere.

It would be more environmentally savvy to construct these solar arrays in areas that are already open to sunlight and would not require intense modification of the area. I believe that the perfect solution to the issue would be to place solar panels on top of as many houses in the area as possible, and in some cases, there could be small arrays constructed in some people’s yards. Another great option would be to imitate what the Dighton-Rehoboth Regional High School did and place solar panels over parking lots of local businesses.

8 The Reporter November 2021 The main argument of the opposition is that the array will make local energy cheaper and that the town can tax the land. Although this is true, small-scale solar arrays would also make electric bills cheaper, and eventually could be a large step towards houses being totally independent of the power grid. I feel that independence from the hassle of waiting for power to return after constant summer storms would be a no-brainer decision for me, especially since over the past years’ outages have been increasing in frequency and duration. The company creating this solar farm wishes to make a profit off natural land in Rehoboth at the long-term expense of the homeowner and humanity’s future.

There are already petitions and protests about the construction of these panels, but in the end, it is up to the Rehoboth planning board on whether or not the company gets permission. Driving past these solar farms in our town is a constant reminder of their

contradictory nature to the sustainability that they could provide in a different location. Not only will wild animals be impacted by our decisions, but local families will be forced to drive longer distances just to be safely outside. The natural beauty of Rehoboth is the town’s greatest asset, so please support the movement against these greedy companies that want to profit off of the destruction of our forests.

Update on the Town Clerk Office at the New Rehoboth Town Hall

(340 Anawan Street – Route 118) The Town Clerk’s Office is coordinating with the Board of Selectmen and the Commonwealth to begin transition of Town Clerk services to the new town office building located at 340 Anawan Street (Route118). To avoid confusion, we will continue to offer public-facing services at our existing location (148 Peck Street) until all services are transitioned to the new offices. Exciting things to come; the Clerk’s Office is looking forward to serving you even better in our office.

Unfortunately, More Sad News to Share

Last month I shared the sad news of Ed Bliss passing. Unfortunately, on Monday, October 25th we learned of another dedicated Rehoboth town servant who has left us. Our treasured Ted Ballard (Edward C. Ballard, Jr.) passed away on Sunday, October 24, 2021 at the age of 93.

In 1973 Ted and his family moved to the Town of Rehoboth. Ted began his career of dedicated service to the Town by becoming an Associate Member of the “Rehoboth Republican Town Committee” - Full Member in 1974 and Chairman in 1975-1976. Ted has been a member of Rehoboth Republican Town Committee, for the past 48 years.

On September 30, 1978 – Ted was appointed to the Dighton Rehoboth Regional School Committee (filling in for Gardner Pickering until the 1979 election). Ted served an additional two “three-year” terms (1980-1986) as a DRRSD School Committee member; for a total of 8 Years.

In April of 1988 Ted was elected as Moderator for the Town of Rehoboth and served until April 1996; a total of 8 Years.

On April 4, 1995 – Ted was hired as Rehoboth’s Town Treasurer where he served for three years until our recently retired Treasurer, Cheryl Gouveia, took over as Rehoboth’s Town Treasurer. While Ted was serving as Treasurer from 1995-1998, he was also appointed to the Computer Committee, Southeastern MA Health Group Representative, Financial Policy Advisory Committee and served as the Treasurer of the Rehoboth Water District.

In April 2010 Ted was Elected as Water Commissioner and served four “three-year” terms until October 24, 2021. Ted’s fourth term would have expired this coming April 2022. Ted was also appointed to the Rehoboth Town Maps Review Committee serving from September 2016-June 30, 2020 as a Water Commission Representative.

Ted also served for numerous years as a Trustee of the Rehoboth Antiquarian Society, the oldest known organization in Town. Rebecca Smith, President of the Rehoboth Antiquarian Society stated in an e-mail that “Ted’s commitment to duty was truly admirable”. Rebecca mentioned that in addition to Ted’s Trustee responsibilities, he was also working with others to investigating our colonial past through archaeology studies of our region and was an active member of the Massachusetts Archeological Society.

Ted was instrumental in getting the Tobey Site artifacts analyzed and the display set up in our Carpenter Museum Barn. Ted published a 17-page paper a couple of years ago regarding possible ceremonial sites in the area. There is a copy of Ted’s Tobey report at the Carpenter Museum and can also be viewed on their website at: http://www.rehobothantiquarian.org/wp-content/uploads/2020/02/Tobey-Site.pdf .

Ted was also an active Rehoboth Lions Club member serving for numerous years.. I can remember attending joint Rehoboth Lions Club and Rehoboth Anawan Lions Club meetings where Ted was always the one who would share a “thought of the day” with us all. Ted’s comments were always witty and thought provoking.

We would always look forward to Ted’s updates at each shared Lions meeting.

Along with many other town residents, I will truly miss Ted. Edwin C. “Ted” Ballard, Jr. was a wealth of information and was truly passionate about protecting our Town’s water supply. It is a sincere pleasure to call Ted a friend, co-worker and mentor. He will be sincerely missed by us all.

Unfortunately, after four mailed reminders, numerous monthly reminders in the Rehoboth Reporter, and several reminder phone calls from our Animal Control Officer, Rob Johnson, we were required to mail noncriminal citations to those residents who have not paid their April 1, 2021 dog license fees. If you received a citation, please make sure your dogs have a valid rabies certificate and send or bring your licensing fees to town hall as soon as possible. Out of 2,192 registered dogs in Rehoboth, we currently have 77 license renewals outstanding. Please register your dogs either online, by mail, or in person to avoid any future late fees.

Pharmacy to offer COVID-19 vaccinations close to home. The partnership has resulted in thousands of vaccines being administered to town and area residents and has been especially busy lately administering booster shots to all eligible populations as determined by the CDC. To assist those who do not have access to a computer or internet, or have difficulty navigating the web, the Town has established a Vaccination Helpline to assist in setting up appointments. The Helpline telephone number is (774) 565-8111. The Vaccination Center will be ready to administer vaccinations to those ages 5–11 once final CDC approval is announced (expected week of 11/1). Presently, Rehoboth reports 52% of its population is fully vaccinated; compared to the Commonwealth at 69%, and ranks 316 of the 337 municipalities included in the Commonwealth’s report.

Town Offices Closed

Just a reminder, Town Offices will be closed on Thursday, November 11, 2021 to observe Veteran’s Day and Thursday, November 25th for Thanksgiving Day. In addition to Thanksgiving Day, Town Offices will close at noon on Wednesday, November 24th and remain closed on Friday, November 26th, the day after Thanksgiving.

Francis Farm: An Inside Look

by Joe Siegel Francis Farm, once the site of clambakes and various social functions in Rehoboth over the years, will soon serve as the home of the Council on Aging. Voters at last May’s town meeting approved the purchase of the 47 acre property at a cost of $2.8 million.

Francis Hall will be used for the COA. The kitchen has been upgraded and new woodwork and doors were installed. There is plenty of space for exercise classes and other activities. The entrances are also handicapped-accessible. continued on next page...

The “white building” will be designated for “community health.” It will serve as the home for the Public Health Nurse, the SHINE coordinator, and Jake Kramer, the Veterans Service Officer. Counseling and health services will be provided in the building, which is fully handicapped accessible.

The second floor will be used for meetings for town employees and various officials.

Francis Farm also features many opportunities for recreation, including a volleyball pit, softball field, hiking trails, and a basketball court. Political and civic organizations will be able to hold their events at pavilions on the property. “This place is a community center, not just a Council on Aging,” Selectmen Chairman Skip Vadnais noted.

Future town meetings will be held in what used to be known as the “museum room” on the premises. The Board of Selectman have approved the forrmer Museum at Francis Farm to also be the town’s new polling location. Town Clerk Laura Schwall

said she requested the change for a few reasons. One was the change in precincts for some voters due to redistricting. The move will alleviate any confusion they may have. Another reason given was that all town elections held at the schools have to be approved by the Dighton-Rehoboth Regional School Committee. The committee put up resistance for last April’s election because they didn’t want voters to be in the buildings the same time as students. Size was also a factor. Schwall noted the museum was “slightly larger” than a standard-sized gym.

Vadnais said the building is heated and airconditioned and can accommodate several hundred people at one time.

Some of the buildings, including the Arcade, will remain vacant for the foreseeable future. Vadnais said it is too soon to be planning for a grand opening ceremony for the public. “It’s so difficult to get building materials,” Vadnais explained. “You can’t get the materials so we got some holdups on certain things, but we’re being very optimistic and hoping to wrap things up in a few weeks.”

The COA staff have been working out of offices on Winthrop Street following a devastating fire in 2020 at the former facility at 55 Bay State Road. The 7200 square foot building was a total loss and the insurance proceeds are being used to purchase materials and equipment for the new COA. Vadnais said the town has saved a lot of money due to the efforts of Michael Costello, the town’s Facilities Maintenance Supervisor.

Costello and his crew has been doing renovations at Francis Farm and at 340 Anawan Street, which will serve as the new Town Hall.

Selectman Dave Perry said the carpets have all been ripped out, new flooring and doors are being installed, as well as interior windows to protect town employees. Even when the building does open, only a few town departments will be there. “We’re going to put offices in, one at a time, as that section (of the building) becomes available,” Perry said.

“The (CARES) money that we’re using at town hall has to be expended and we have to have what’s called ‘beneficial use’ of that building by the 31st of October and we’re going to do it,” Vadnais added. “We’re redoing the foyer and it’s our anticipation to make that happen by the end of the month.

Rehoboth Selectmen Vote to Keep Single Tax Rate

By Joe Siegel The Board of Selectmen voted Tuesday to keep a single tax rate for residents and businesses, based on the recommendation of the Board of Assessors. “In our case, there is no real benefit in doing a split tax rate,” said Selectman Michael Deignan.

Eugene Campbell, chairman of the Board of Assessors, said Rehoboth is 91.6 percent residential. 3.42 percent is commercial. 0.8 percent is industrial. 4.14 percent is personal property. If the town had adopted a split tax rate, Campbell said commercial property owners would have seen an increase of six to seven dollars per $1000 of assessed value.

The savings to residential property owners would have been “miniscule,” Deignan added.

Rehoboth’s Real Estate and Personal Property Tax Rate for FY 2021 is $13.24 per thousand.

Anawan School Demolition on Hold

By Joe Siegel The demolition of the historic Anawan School is on hold for now. Michael Costello, the town’s Facilities Maintenance Supervisor, is in the process of soliciting bids for asbestos removal from the building. Once those bids are accepted, the Rehoboth Board of Selectmen will decide which firm can do the work.

Building Commissioner William McDonough, Fire Chief Frank Barresi, and Health Agent Karl Drown conducted an inspection of the building on June 3. McDonough reported 90 percent of the ceilings had collapsed and all of the hardwood floors were “completely buckled and rotted.” The building was also impacted by extensive water damage. McDonough spotted “multiple holes on the roof” and multiple broken windows.

Selectmen had given the Community Preservation Committee and the Historical Commission the opportunity to present a plan on how they were going to save the building. After no plan was presented, the board voted to demolish the building. McDonough had said the building at 53 Bay State Road was “unsafe” and ordered it to be demolished within 90 days.

In an effort to prove the building was viable, CPC Chair Carol Williams hired a structural engineer to inspect the facility.

“He said (the building) has a 25 to 50 year usefulness if it were taken care of,” Williams told the Reporter last August. “In the meantime, it’s just deteriorating further. We can’t do anything, we can’t put a roof on, we can’t do anything because (selectmen) don’t want it done.”

Selectmen noted voters had rejected funding for a new roof for the Anawan School many years ago.

By Joe Siegel The Board of Selectmen are seeking assistance in preparing minutes of their weekly meetings.

In a complaint filed October 3 with the state Attorney General, Patrick Higgins alleged the board violated the Open Meeting Law by not approving minutes of past meetings, including those of “March 22, March 29, April 12, April 26, and May 3 within 3 meetings or 30 days whichever is longer.”

Higgins is a resident of Northport, Alabama and has a Post Office Box in Swansea.

The town’s legal counsel, Katherine McNamara Feodoroff, responded to Higgins in a letter dated October 6.

November 2021 The Reporter The regulations governing the Open Meeting Law provide “minutes of all open and executive sessions shall be created and approved in a timely manner. A “timely manner” will generally be considered to be within the next three public body meetings or within 30 days, whichever is later, unless the public body can show good cause for further delay. The Attorney General encourages public bodies to approve minutes at the next meeting whenever possible.”

Feodoroff noted “internal staffing issues, which caused delays in preparing minutes, caused a backlog on the creation of minutes.

Understanding its obligation under law, the Board has undertaken to fulfill this obligation and dedicated a staff member to completing this task.”

“You can only work so fast and you can’t make people work,” Selectman Michael Deignan said Monday. “We’re doing the best that we can.”

D-R School District Files Counterclaims Against Rehoboth

by Joe Siegel Attorneys for the Dighton-Rehoboth Regional School District have filed seven counterclaims against the Town of Rehoboth in response to a lawsuit filed last month in the Superior Court of Massachusetts. The seven count civil lawsuit named the School District, the School Committee, and other “potentially responsible persons and entities” which were not named.

In the court filing, attorneys for the School District stated Rehoboth “knowingly, maliciously, and falsely alleged” that the district is in default of the TD Equipment Finance, Inc. May 2016 contract, Rehoboth has tortiously interfered with the August 2017 contract between the District and Bank of America, and as a result of “Rehoboth’s intentional, malicious interference with the District’s contract, the District has suffered harm.”

The filing also noted: “The foregoing conduct of the town of Rehoboth constitutes malicious prosecution, which resulted in the District and School Committee suffering “serious and substantial injury and loss, including loss of reputation, indignity, inconvenience and expenditure of time in defending litigation, attorney’s fees, and costs incurred in defending the action, and deliberately undermining confidence of a public system. The allegations made

by Rehoboth against the District and/or School Committee are deliberately misconstrued, missing material facts, false, and have caused no actual injury to Rehoboth.”

In addition, the attorneys requested a declaratory judgment stating the court has “no authority or jurisdiction to de-regionalize the Dighton-Rehoboth Regional School District.”

“I believe the counterclaims speak for themselves and I wholeheartedly agree with them,” Dighton-Rehoboth School Superintendent Anthony Azar said via email Wednesday. “It’s unfortunate that the Town of Rehoboth has taken this path again which will cost the school district (taxpayers) and the municipality (taxpayers) thousands of dollars to litigate.”

The Reporter reached out to attorney Eric Brainsky, who is representing the Town of Rehoboth. “Knowing the case and having seen the district’s records I cannot fathom that any counterclaim alleged will be meritorious,” Brainsky said. “We will vigorously defend any claims pursued.”

The lawsuit alleges the Regional School District and School Committee violated the terms of its regional agreement with the Town by undertaking and funding two capital projects costing $15 million which occurred without the approval of Town Meeting.

Those funds were used for the purchase and installation of solar arrays and heating and air conditioning in and on the grounds of various schools operated by the district.

In addition, the lawsuit alleged the District committed fraud and breached its’ fiduciary obligations owed to the citizens and taxpayers of Rehoboth.

Fall Town Meeting

Fall Town Meeting will be held on Monday, November 8th - 7pm at the Seekonk High School. I have exciting news concerning Town Meetings, we are introducing a new way to vote. The Town Clerk’s office purchased electronic voting keypads. We will be replacing the holding up of the colored cards to vote and will implement an electronic voting keypad otherwise known as a “clicker”. Each registered voter will receive a clicker upon check-in. These clickers use a reliable radio frequency and are secure. To vote, you simply press the button on the keypad that matches your desired answer, YES or NO. You will have 30 seconds to vote, your vote will be sent automatically, an OK will appear on the display, confirming receipt.

You may change your vote as long as it is within those 30 seconds, only your last vote counts. At the end of meeting there will be poll workers located at the exits, with boxes, to return your clicker.

Please do not take them home with you, it won’t work outside the venue and will be costly for us to replace.

This particular voting system was designed for and used by the U.S. House of Representatives. The system has been adopted by 1,000’s of towns, local governments, and associations across America. It is secure, easy to use, accurate reliable and provides instant results. It can instantly calculate a straight yes/no vote, and a 2/3 vote, you will see the results up on the projection screen instantly. It should cut our meeting time down considerably and will protect the privacy and anonymity of your vote. I hope to see everyone come out to the Fall town Meeting.

Aitken School Families Donate to Doorways

Doorways food pantry has just completed our twentieth year of serving Seekonk families in need, and as we approach the Thanksgiving holiday, the volunteers and clients of Doorways are thankful for the unwavering support of the community of Seekonk.

For these many years, Doorways has been blessed by donations from the schools, the churches, and from civic organizations; from local businesses and from hundreds of individual residents. Food donations flow from our pantry to fill cupboards throughout our town; monetary donations allow Doorways to purchase thousands of pounds of fresh produce, meat and food staples from the Boston Food Bank every year. Last year, when the Covid lockdowns threatened the financial stability of the food pantry, the people of Seekonk, unbidden, showered us with hundreds of individual donations to keep us operating.

Over the last twenty years, hundreds of families have received necessary support, and over one and a half million pounds of food has been distributed – all at no cost to our clients, and all made possible by the generosity of the people of Seekonk. Our gratitude is boundless - we are humbled by your support, awed by your generosity, and hopeful for the future. We give thanks for all you do, and we ask God’s blessing on you and your families as we celebrate Thanksgiving.

Seekonk DPW Dates for Yard Waste Collection

Monday, October 18 to December 3, 2021

The town DPW will be collecting yard waste curbside from Monday, October 18, to Friday, December 3, 2021. Collection will be done on the same days as the residents’ usual trash and recycling pickup. There is a limit of 25 bags per residence, per day. The weight limit per bag is no more than 30 lbs. Tree branches should not exceed 1-1/2” by 3’ in length. The bags should not contain rocks, dirt or animal feces.

Seekonk Picks First Female Fire Chief

History was made Wednesday with the appointment of Sandra Lowery as the town’s new Fire Chief by the Board of Selectmen.

Lowery, who had been serving as Interim Chief, is the first woman to lead the Seekonk Fire Department.

“To our knowledge, (Lowery) is also Bristol County’s first female Fire Chief. It’s quite an achievement,” Selectmen Chairman Justin Sullivan said.

Town Administrator Shawn Cadime, who interviewed the candidates for the position, noted Sandra Lowery Lowery was “the right choice.”

Cadime also recognized what he called Lowery’s “growth in confidence” during her time as Interim Chief.

Former Fire Chief David Rave’s contract was rescinded following the dismissal of domestic assault charges last July in Warwick District Court.

Rave was arrested June 18 at his Cranston home. He was ordered held on a $1000 personal recognizance. Rave had been placed on paid administrative leave following his arrest.

In 2019, when former Chief Michael Healy announced his intention to retire, selectmen had hired a consulting firm to screen candidates. Public Safety Consultants, LLC of Pocasset were paid $11,900 each for the police and fire departments. This time, the search for a new Chief was launched within the Fire Department.

Seekonk Voters to Consider Ban on Asphalt Plants

Aitken Elementary School Costs Total $11 Million

By Joe Siegel The 10 classroom addition to Aitken Elementary School and in the installation of a building-wide unit ventilator replacement cost town residents $11 million. According to Seekonk Town Administrator Shawn Cadime, the project had been bonded for a 20 year period. Cadime also provided an overview of the town budget and employee salaries at a joint meeting Wednesday with the School committee, the Capital Improvement committee, and the Finance committee.

Seekonk School Superintendent Rich Drolet said the additional classrooms at Aitken were needed to decrease class sizes. Voters approved $10.5 million at a 2019 town meeting for the project, which was completed last June. “Besides decreasing class sizes, the Aitken expansion project also allowed us to equitably place specialized special education programs between the two elementary schools (they used to all be housed at Martin ES), expand the parking lots, add a drive-around loop in the back, add a new preschool playground and basketball court, and also add a new “Makerspace” inside and outdoor learning space outside,” Drolet said Friday. Drolet noted the school department would be meeting with the Capital Improvement committee within the next few months to discuss FY’23 Capital Outlay Town Budget requests. Some new items will be added to the list, such as the need for a new playground at Martin Elementary School. Some capital items may be able to be removed from the FY’22 list based on new ESSER 3 grant funding (clean and seal CMUs, some HVAC work), Drolet added.

The town will also be borrowing money for several upcoming projects, including the second phase of construction for the Senior Center, the High School turf field, the South End fire station, and the new Department of Public Works building.

Parents Voice Concerns Over Masks

By Joe Siegel Parents who are opposed to mask-wearing in schools shared their opinions at an October Seekonk School Committee meeting.

With the mask mandate, if a school demonstrates a vaccination rate of 80 percent or more of all students and staff, then vaccinated individuals in that school would no longer be subject to the mask requirement. In alignment with statewide guidance, unvaccinated students and staff would be required to continue wearing masks.

“I feel very sad for some of you,” said Amanda Andreozzi, who has a daughter in a privately-run pre-school. “You are suffering and your children are suffering. I’ve heard stories of children going outside and yet they still can’t take their masks off. I’ve seen videos of staff unmasked in front of masked children. It was very disturbing to watch that.”

Some parents believe the mask policy is having a detrimental effect on their children’s psychological well-being. “It is causing anxiety for these children,” said Krista Matisse-Clifford. “They have so much other stuff to worry about. I’ve noticed a lot of changes in my kids. They’re timid, they’re shy to go anywhere, they’re afraid to do anything. They’re scared to death.”

Parent Luis Sousa chastised the school committee for not letting parents decide whether or not their children should wear masks.

“It should have been our decision. You took that away from us, that right, the freedom that we’re supposed to have,” Sousa said.

“We know life would be better without masks, but most people understand we have to follow mandates from the state Department of Elementary and Secondary Education and realize we are trying to keep students and staff safe, while also looking out for others,” Superintendent Rich Drolet said, noting school administrators have reported that students are following the masking mandate.

“Students with health conditions have always been able to be exempt from the mask mandate with a doctor’s note,” Drolet added.

Homeless Awareness Weekend November 12th-14th

Gingerbread Houses for Kids

The popular holiday gingerbread house afternoons are back!

These will take place on Tues., Wed. and Thurs. Dec. 14, 15, and 16 from 3:30 to 5 p.m. each day. Only 25 houses will be available each afternoon, so call 508-252-4236 to reserve your space (advance registration is required). This program is for children ages 5 and up, though younger children may work along with an older sibling.

This program is made possible by the support of the Friends of the Blanding Library.

Holiday Book Craft

Come to the library on Thurs. Dec. 2 at 6:30 and turn a to-berecycled book into a festive holiday decoration. All supplies will be provided at this free event. Space is limited; call the library at 508-252-4236 to register.

Participants should bring a small-to-medium bowl or vase and a small pair of clippers. Mixed greenery, pine cones, berries, chicken wire, and glue guns will be provided. Bishop Stang Theatre Company to present The Diary of Anne Frank The Bishop Stang Theatre Company will present the drama The Diary of Anne Frank by Frances Goodrich and Albert Hackett, newly adapted by Wendy Keselman. In this gripping new adaptation of the original stage play, survivor accounts and newly discovered writings from the diary of Anne Frank are interwoven to create a contemporary impassioned story of those persecuted under Nazi rule. Kessler’s adaptation has been called “transcendently powerful.” In the play Anne Frank emerges from history as a living, bright young girl whose words strike at the very heart of human hope, “When I write I shake off all my cares. But I want to achieve more than that. I want to be useful and bring enjoyment to all people, even those I’ve never met. I want to go on living even after my death!” Through the words of Anne, a gifted young writer, we learn about the realities of a family surviving in close and claustrophobic circumstances in order to survive. The isolation experienced by many during the time of Covid makes Anne’s experience in the secret annex all the more poignant.

scouting Around Rehoboth Scouts Bid Farewell to Camp Cachalot

Pack 1 at Camp Catchalot

In October, Rehoboth Cub Scout Pack 1 and Boy Scout Troop 13 each spent a weekend at Camp Cachalot in South Carver, MA. These trips marked their final visit, as the camp will be closed by Narragansett Council and sold off by the end of the calendar year.

These October camping trips were filled with all of the typical fun activities Rehoboth scouts were used to, such as fishing, swimming, hiking, campfire cooking, and wilderness survival classes. The weather was great and provided ample opportunity to enjoy the camp one last time.

Camp Cachalot will be sorely missed.

Generations of Rehoboth scouts have visited its grounds learning invaluable skills while having fun doing so. From summer camp to Klondike derbies, many a cherished memory was made. Many feel that it was their favorite camp and have not taken its closing lightly.

Rehoboth’s scouts will still continue their activities at other camps, however, creating connections with those new locations in the process. Camp Cachalot will eventually fade away, but the memories of it for those scouts who enjoyed it will persist for years to come.

Seekonk resident and banjo player, Paul Poirier, received the prestigious “Jack Canine Award” during the 2021 American Banjo Museum’s Hall of Fame ceremonies held on October 8 in Oklahoma City. Named for the museum’s founder and major benefactor, the Jack Canine Award was presented to Poirier in recognition of his longtime support of the Oklahoma museum and its mission “to Preserve, Promote and Present Paul Poirier the Banjo.”

Since 2011, Paul Poirier has been a board member of and benefactor to the American Banjo Museum. During Friday’s ceremony he commented, “We have heard tonight about a lot of dreams and visions. I have a dream and vision of our museum that is vibrant and growing - in both its size and collections - well into the future.”

Poirier also stated, “I am humbled to be given this award and to be honored at this event alongside so many great musicians.”

Outside of the museum, Poirier is also wellknown in the banjo community. He has promoted and produced banjo related events in the Attleboro/ Seekonk area including the 2005 and 2013 ALL FRETS conventions as well as the Boston Banjo Bash and Early Spring Banjo Fling events. Paul currently performs with the Good Tymes Banjo Band and serves on the board of directors for a local nonprofit, The Balfour Gold Dusters.

Tracing Washington’s Travels, by George!

If you’ve ever wondered how the phrase “George Washington Slept Here” became part of American history, Nathaniel Philbrick has the book for you. This well-regarded writer of popular history books takes a personal approach to Washington’s life and times in his new book “Travels with George: In Search of Washington and His Legacy.” Philbrick says he REHOBOTH, MA got the idea for the book from John Steinbeck’s classic, “Travels with Charley” about that author’s mid-20th century trip across the U.S. with his dog Charley, a standard poodle.

This part of Philbrick’s adventure, including going to Newport’s Touro Synagogue, • FAMILY OWNED & OPERATED which Washington memorably visited, and the John Brown House in Providence, will be of special interest to readers in this part of the country. Last is Washington‘s difficult journey from Philadelphia all the way down to Charleston and Savannah and back up to his beloved Mount Vernon from March to July in 1791.

This book is partly a well-researched analysis of the politics of that time, along with a vivid look at what life was like in those days. It’s also a chatty travelogue about the author’s own (much more comfortable) trip. While Philbrick’s travels are not quite as difficult as his subject’s, in one episode the Philbricks, who are avid sailors, get caught in a violent storm while attempting to sail from their home in Nantucket to Newport.

There is a lot here for readers who want to know more about daily life 230 years ago. It was pretty tough. The average American Rehoboth Mass today enjoys much greater comfort and cleanliness than even the rich and powerful did in centuries past. The description of Washington’s dentures (photo included) and “dentistry” in general at that time will leave you cringing.

Washington had decided that he would stay at public inns rather than at the homes of wealthy friends and supporters (as was usual at that time) on his journeys around the former colonies, to portray Electric Services himself as a man of the people. And indeed he was given a hero’s welcome at stops along the way. But your average early American roadside inn and tavern in 1790 would make even a humble motel today look like the Four Seasons.

Harmony Heritage Returns to In-Person Rehearsals

Harmony Heritage women’s a cappella chorus has returned to in-person rehearsals from 7:00 PM – 9:00 pm on Tuesdays in their original rehearsal space at St. Paul’s Episcopal Church, 50 Park Place, Pawtucket, RI. Harmony Heritage chorus is an award-winning chapter of Harmony, Inc. and performs under the direction of Bob O’Connell, an accomplished director, performer, arranger and musician. Harmony Heritage primarily sings in the barbershop harmony style, which traces its musical roots back to the turn of the 20th century. Today, barbershop harmony singers not only celebrate the classics, but also put their own spin on contemporary songs as well.

Gardener’s Tip: Caring for Potted Mums

After bringing home your perfect mum plant, remove its pot and check its root ball. Often you’ll see lots of roots, but very little soil. Repotting it in a bigger container with good soil will keep your mum healthy and it will last much longer. Mums need full sunshine and plenty of water to produce their best blooms. If a frost is predicted overnight, you can protect your mum by covering it with an old sheet or towel. Just remember to uncover it the next morning.

East Providence/Seekonk Rotary Club Food Drive Event to Benefit Doorways Food Pantry in Seekonk

The Rotary Club of East Providence/Seekonk will hold a Food Drive on Saturday, November 20, 2021 from 1:00 p.m. to 3:00 p.m. in the parking lot of BayCoast Bank located at 110 Taunton Avenue/Route 44 in Seekonk.

Club organizers are planning a “contactless” drop-off so that the public can drive up to donate conveniently from their vehicles. Rotary Club members and volunteers will be on-hand to offload the donation. Non-perishable grocery items as well as cash donations will be accepted. All contributions will be brought to the Doorways Food Pantry in Seekonk immediately following the event.

“We held our first ‘contactless’ Food Drive last year during the pandemic, and it was very successful,” states William Francis, president of the East Providence/Seekonk Rotary Club. “We collected 1,000 pounds of food for Doorways thanks to the generosity of our members, friends and public. It was very rewarding to know the food would be distributed to people in need who are facing challenging times right in our own local community.

Doorways Food Pantry of Seekonk started in 2001 with just seven clients. Today, the pantry serves over 70 families each week and has more than 100 volunteers who have given out over 1.5 million pounds of food.

Established in 1946, The Rotary Club of East Providence/Seekonk is an organization made up of ‘people of action’ who provide humanitarian service, encourage high ethical standards in all vocations, and help build goodwill and peace locally and in the world. The motto is “Service Above Self.”

Seekonk Lions Club Oktoberfest Fundraiser at Chris Gasbarro’s Liquor

The Seekonk Lions along with the noble hosts at Chris Gasbarro’s Liquors in Seekonk raised over $3,000 at their Oktoberfest held September 30, 2021.

Over 100 people arose with anticipation to the event with representatives from Sam Adams with all their finest autumn beers including Octoberfest, Jack –O and a special treat the barreled Utopius.

Dighton, MA: - It had been decades since the last update and even longer since a major renovation to Bristol County Agricultural High School. Now, as we head into 2022, the additions and renovations to the agricultural school’s campus are almost complete. The final new building, the dairy barn, will open in January marking the end of a four-year construction project and the start of what will be the school’s exciting future.

This was a complicated, occupied, phased construction project with science labs and a full range of specialized learning shops.

This project stretched across 6 buildings, including 4 completely new buildings and 2 major renovations. Despite the magnitude of the project, the square foot costs are low relative to other recently built, comparably sized buildings. According to data tracked by the Massachusetts School Building Authority, Bristol Aggie’s square foot costs are $425/square foot while other school projects that involve new constructions and renovations are averaging $457/ square foot. It’s always great when projects are completed, but also wonderful to find out the tax dollars used to complete a project were spent wisely.

From the very beginning, there was a focus on fiscal discipline and being sure that every dollar was maximized. Although the project was complex, the School Building Committee, Owner’s Project Manager, and the Architect with help of the Construction Manager, worked together throughout design and construction to ensure that the costs were under control. Although there is not a specific formula for every project that ensures this outcome, setting fiscal goals that align with the project goals is the best place to start.

At Bristol Aggie, simple and durable materials were very important. Finishes like exposed concrete floors that have low maintenance costs were used wherever possible. The use of abuse resistant sheetrock with paint as the finished wall surface was only an option in many of the heavily circulated areas because the students take great pride in their school. Physical damage to walls is almost unheard of. It’s wonderful to be part of a project and community where the student and faculty take great care of the space they learn and work in. Throughout the process design decisions were carefully vetted to create appropriate and practical solutions. For instance, the client was very eager to have the new buildings create a cohesive design language for the campus. This language draws references from the historic existing academic building as well as the farm vernacular. The architects worked diligently to capture the detailing and the spirit of the original academic building, through brick selection and brick patterns, precast window sills, and similar roof lines. As cost estimates came in, and it became clear that some of this historic detailing was expensive, the architects simplified the buildings and balanced the historic aesthetic with a simpler and more modern appearance that still captures the original spirit, while significantly reducing costs. Square footage is the number one cost driver of any project. Every space was reviewed repeatedly during the early phases of the project to make sure that every

Snapshots of Palmer River: Working Together and Reaching Higher North America, South America, Europe…. Scholars in Mrs. Mello’s second grade have begun to learn all about the seven continents and oceans. To celebrate their newly honed mapping skills, the class made “globes” out of pumpkins! They did a beautiful job and reportedly had a great time creating them.

What Can You Infer? - Students in grade 4 with Ms. Gridley hone their archeological skills to learn practical applications of inference and mathematics. To begin, students passed the artifacts around and each time guessed the “room” the artifacts came from. (Pictured- Andrea D. and Jade L.) As part of their work, students “excavated an Ancient Fremont Pit House” and then used ordered pairs to put artifacts back into the excavation site. Students were able to see how resources dictated how people built and used their homes. Together, they inferred that these ancient people were farmers based partly on the corn cobs left behind. Coming next month… a visit from an authentic tribal leader!

DESE Extends Mask Mandate

By Joe Siegel Commissioner Jeff Riley and the Department of Elementary and Secondary Education (DESE) have extended the school mask mandate through January 15, 2022.

According to the press release issued by DESE: “The Department will continue to work with medical experts and state health officials to evaluate the mask requirement beyond January 15. The Department, in collaboration with medical experts and state health officials, will also continue to review and consider additional metrics related to the state mask requirement based on our ongoing review of public health data. Currently, if a school building demonstrates a vaccination rate of 80 percent or more of all students and staff in the school through an attestation form submitted to DESE, then vaccinated individuals in that school would no longer be subject to the state mask requirement.”

“We will continue with the mandatory mask covering in all of our schools as delineated by the Commissioner of Education,” said Dighton-Rehoboth School Superintendent Anthony Azar. “In addition, we soon will be asking our school community, on a volunteer basis, to send into school the verification of vaccination. As DESE has indicated, if the students and staff reach an 80% vaccinated rate we then would petition the state for a waiver of the mask mandate prior to the January 15, 2022 mask mandate extension if we get to the 80% rate.”

Nutritional Meals To Go Tuesdays & Wednesdays

SHS will be working with Bristol Elder Services to provide nutritional meals for lunch on Tuesdays and Wednesdays to go. Meals come completely cooked and prepackaged. All you need to do is heat it up! Meals need to be ordered the day before by 9:30am. Payment is $2.50 per meal which will be due at the time of pickup. Pick up will be between 11am - 12pm. The Seekonk Veterans’ Council Holiday Festival

Christmas trees dedicated and decorated in memory of loved ones or sponsoring organizations will create a wonderful winter wonderland in front of the Seekonk Veterans’ Memorial Park along Route 152 during the month of December.

Trees will be approximately 6’ tall and prepositioned with electrical for convenience. Sponsorship is $35 per tree. Sponsors will provide all decorations.

Getting Ready for 2021 Medicare Open Enrollment

The annual Medicare Open Enrollment Period (OEP) begins October 15. You’ll have the opportunity to sign up for Medicare or change the plan you already have. As you prepare to take advantage of the OEP, information is your most valuable resource. Here’s a look at what’s changing and where you can turn for guidance.

What’s different this year?

The biggest difference in Medicare this year is the Medicare Part D coverage gap—also known as the “donut hole”—has been closed. Sort of.

The gap refers to the out-of-pocket costs incurred by reaching a certain benefit threshold on medications. While that has been addressed recently, it doesn’t mean your medications will be free. Instead, Part D beneficiaries can expect a 25% copayment/ coinsurance for drugs from the beginning of your plan year after meeting any plan deductible until you reach the 2022 out-of-pocket spending limit of about $7,050 (est). After that, you’ll pay 5% of your drug costs. This limit is significantly higher than it used to be, and provides even more reason to shop around and compare prices.

Of course, this depends on wither or not Congress gives Medicare the power to negotiate prices, which bill is pending in the House.

Switching plans can save you a lot of money on out-of-pocket drug costs so it might be even more important to have a SHINE person review with your options Another drug-related change is the approved list of drugs your plan may cover. Both Medicare Advantage (MA) and Medicare Part D prescription drug plans may restrict coverage in very specific ways. For example, a prescription drug used to treat two conditions may be approved for only one condition under Part D. Make sure you understand what your plan will do.

If you have a chronic condition, there is a new category of supplemental benefit offered in Medicare Advantage plans. This new benefit can include anything the Centers for Medicare & Medicaid Services deems to have a reasonable expectation of improving or maintaining the overall health or function of enrollees with chronic diseases. Since this is a new feature and the benefit is not required to be offered uniformly to all chronically ill enrollees, you’ll want to ask about it before deciding on a Medicare Advantage Plan.

Put on your pajamas for this trip which includes a 90-minute excursion on a real-life train filled with a reading of the classic children’s story, sing-a-longs, hot chocolate, a delicious Polar Express cookie, games, and a special visit from Santa to deliver the first gift of Christmas to every child! During the trip passengers will view the North Pole that includes a giant 35' Christmas tree, gorgeous decorations, and “elves” to welcome the train’s arrival, performed by children from The Dance Step. After returning from the trip, families can stay for a photo with Santa in the historic Blackstone Valley Train Depot.

Blackstone Valley Tourism Council President, Bob Billington, states “we’re excited to be back in Woonsocket. We love working there and being a part of Rhode Island’s holiday season festivities.”

A notable change to previous Blackstone Valley Polar Express Train Rides is that all pre-boarding activities will take place outside of the depot. Under a large beautifully-lit tent passengers will have the opportunity to take photos in front of custom-made Polar Express backdrops with some of the characters from the show, as well as peruse the officially-licensed Polar Express Gift Shop, and enjoy children’s activities and writing letters to Santa.

A wonderful addition to this year’s event is a brand-new stage show orchestrated by renowned performer Emily Luther (The Voice), John Guevremont - Creative Director at Mount Saint Charles, and students from this acclaimed academy that will take guests through the introduction of the beloved Polar Express story! This show will begin 30 minutes before each trip and will lead passengers right into the calling of “All Aboard” with our Conductor and boarding the train.

Rumford, RI – This year, Newman Congregational Church, UCC will host their 26th Annual Mission Bazaar online, with many of the same items for sale you have come to expect from past bazaars.

All proceeds are donated to various charities, such as: Back Bay Mission in Biloxi, MS, Bread of Life Food Pantry in Rumford, the Haiti mission, and CrossRoadsRI’s Women’s Shelter.

Amongst the items for sale, you will find ornaments, a variety of crafts, baked goods, and cookies. • 1 cup canned pumpkin • 1/3 cup brown sugar • 1/3 cup granulated sugar • 1/2 cup vegetable oil • 3 eggs, at room temperature • 1/2 tablespoon vanilla extract • 1 cup semi-sweet chocolate chips • 1 cup mini semi-sweet chocolate chips

Directions

Preheat oven to 350 F. Spray 8-by-4-inch loaf pan with nonstick cooking spray and line with parchment paper. Set aside.

In large bowl, whisk flour, salt, baking powder, baking soda and pumpkin spice. Set aside.

In medium bowl, combine canned pumpkin, brown sugar, granulated sugar, oil, eggs and vanilla extract. Stir together.

Stir wet ingredients into dry ingredients; mix until combined.

Fold in chocolate chips.

Pour batter into loaf pan. Bake 45-50 minutes until toothpick inserted in center comes out clean.

Cool at least 10 minutes in pan before removing to wire rack to finish cooling.

Easy Tiramisu Dip

Servings: 4 1 cup heavy whipping cream 1 tablespoon espresso powder 4 ounces cream cheese, softened 8 ounces Mascarpone cheese 1/2 cup powdered sugar 1 teaspoon vanilla extract 2 teaspoons cocoa powder wafers or fruit, for dipping

Directions

In medium bowl, whisk heavy whipping cream and espresso powder until blended.

In large bowl, use hand mixer to beat cream cheese until smooth. Add Mascarpone cheese and beat until combined.

Gradually add powdered sugar, beating after each addition. Add vanilla extract; beat mixture. Add espresso mixture; beat until soft peaks form.

Keep refrigerated until ready to serve.

Spoon mixture into serving bowl. Sprinkle with cocoa powder.

Serve with wafers or fruit.

From the State House Representative Howitt Supports Student Nutrition Bill Boston – State Representative Steven Howitt (R-Seekonk) recently supported a school nutrition bill that will expand student access to free meals while eliminating “meal shaming” policies that penalize students who are unable to pay.

House Bill 3999, An Act promoting student nutrition, was enacted on a unanimous vote of 157-0 in the House of Representatives on October 6. The bill, which has also passed the Senate, is Representative now on Governor Charlie Baker’s desk Steven Howitt for his review and signature.

House Bill 3999 requires individual schools and school districts where at least 50 percent of the students are considered low-income to participate in the federal program that provides universal free school breakfast and lunch to all students. Representative Howitt noted that the bill allows school districts to apply for a waiver if participating in the program will result in a financial hardship.

The bill directs school districts participating in the national school lunch program to maximize federal revenues while minimizing debt on students’ families. It also requires the Department of Elementary and Secondary Education (DESE) to establish protocols to assist school districts in meeting these goals.

According to Representative Howitt, House Bill 3999 also requires DESE to provide guidance to school superintendents for

notifying a parent or guardian about a student’s unpaid meal debt.

School districts will have 30 days from the date the notification is issued to determine if the student is eligible for free or reducedprice meals, during which time students cannot be denied access to a school meal.

Representative Howitt said House Bill 3999 offers strong protections to ensure that students are not punished if they are unable to pay for a school meal or owe money for a previously-served meal.

The bill does this by prohibiting schools from: • taking any action that publicly identifies a student who owes money for meals; • serving a student with unpaid meal debt an alternative meal that is not available to all students; • denying a meal to a student as a form of behavioral discipline or punishment; • disposing of an already served meal because the student is unable to pay for the meal or has unresolved meal debt; • blocking a student or their siblings from participating in extracurricular activities, field trips or school events because of the student’s unresolved meal debt; • preventing a student from graduating or blocking the release of a student’s grades, official transcripts, or report cards solely because of unresolved meal debt; or • requiring a parent or guardian to pay fees or costs for meals previously served to the student in excess of the actual amounts owed.

IN MEMORIAM Mary Lopes-Cummings

October 31, 1931-September 21, 2021 Mary Lopes-Cummings, 89, passed away on September 21, 2021 at home in Columbia, MD surrounded by loved ones. Mary was born in Rehoboth, MA and was the daughter of the late Joseph Medeiros and Maria (Barboza) Medeiros and sister of the late Raymond P. Medeiros of Swansea, MA. She was married to Antone (Tony) Lopes, Jr (1923-1984) in Bristol, Rhode Island in 1950. In 1971 they moved to Seekonk and raised their son until Tony’s passing in 1984. Mary later married Everett M. Cummings, or Uncle Red as he was lovingly referred Mary Lopes-Cummings to, in Swansea, Massachusetts in 1992 and they remained together until he died in 2006.

In 2012 she moved to Bowie, Maryland to be closer to her son and his family. Soon after she met her partner, Russell Lusby. They lived happily together for eight years, sharing meals at restaurants and shopping trips. Russell passed away earlier this year.

Mary started her career working on the family farm in Rehoboth and then the factories in Massachusetts and Rhode Island. She later changed careers in the mid-1970s and served proudly as a school cook in the Seekonk, MA school system until her retirement in 1994. Cooking continued to be her favorite passion throughout her life and hosting parties especially at holidays brought her much happiness.

People were drawn to her openness, and she would listen with all her heart. Her kind and loving spirit was evident to everyone

who met her. She was accepting of others, with no judgement and built bridges within families and amongst strangers. Her family was the most beloved part of her life. She was proud of her son and his family and she had an unbreakable bond with her granddaughter Toni. In addition, her two grandsons brought much joy into her life and she cherished watching them grow.

She will be greatly missed by her life-long friends, former neighbors and family. She is survived by Her son, David Lopes and his wife Meagan of Maryland as well as her 3 grandchildren.

A graveside service was held in North Burial Ground, Bristol Rhode Island on November 6th, at 11am.

Eleanor Georgianna Bateson Knight January 8, 1939 – October 16, 2021

Eleanor Georgianna Bateson Knight, 82, of Burgess, VA, passed away peacefully in Standardsville, Va. on Saturday, October 16th after a long battle with Alzheimer’s disease. She was born in Seekonk, Ma. on January 8th, 1939, to Phoebe Constantine-Gil Bateson and George Waterman Bateson. She was preceded in death by her parents, Phoebe and George; her sisters, Ruth and Madeline; and her brothers George and James Bateson.

Eleanor is survived by her Eleanor Georgianna Bateson loving husband of 63 years, BarKnight ney Maxwell Knight, and her five children, Jeffrey Maxwell Knight (Theresa), Lisa Elaine Knight, Kimberly Carol Knight Parker (Frank), Christopher Allen Knight and Kristen Avery Knight Call (Hunter) and nine grandchildren, Trevor Cole Watts (Katie), Grace Avery Knight, Taylor O’Quinn Parker, Ian O’Neil Knight, Catherine O’Quinn Knight, Remington Maxwell Call, Pierce Waterman Knight, Anthony Vitti and Devin Pierce and two great grandchildren, Evelyn Elaine Watts and Natalie Francis Watts.

She was a wonderful loving mother and wife, a cherished friend, a beloved mother-in-law. A kind and funny woman who brought nothing but joy, laughter and love and light to everyone who knew her.

Above all she lived her life in service to others and our Lord.

A Memorial Service was held on 5 November at 1:30 PM at St Stephens Episcopal Church, with a reception following.

He loved going out to meet people for consultations on their trees and could talk for hours sharing his knowledge of trees.

His funeral was held on Monday, October 18, 2021, at 11:00 AM in the PERRYMcSTAY FUNERAL HOME, 2555 Pawtucket Avenue, East Providence. Burial was in Seekonk-Dexter Ave. Cemetery. John Rego Souza of Rehoboth, passed away peacefully on Tuesday, October 12, 2021 at 93 years of age. Beloved husband of the late Vivianne (Yergeau) Souza. Son of the late Angelina (Pera) and Joseph Rego. Loving father of John Souza and his wife Valerie (Dillis) of Rehoboth and Michael Souza and his wife Sheryl (Shaw) also of Rehoboth. Cherished grandfather of Laura Souza and Colby Borgeson of Rehoboth; Anthony Souza and Felicia Frank of W. John Rego Souza Bridgewater; Nathan Souza and Ashley Venturo of Rehoboth; and Nicholas Souza and Jessica Bayer of Seekonk. Great grandfather of Emmett, Hunter and Ryleigh. Adored brother of the late Joseph Souza, Jesse Souza, Manuel Souza, Frank Souza, Evangeline Avila, Florence Alves, Laura Machowski, Isabel Beaulieu, Elsie Manchester, Mary Cardoza and Evangeline Sousa.

John was born in Warren, RI and moved to Rehoboth where he became a life-long farmer and mechanic. He retired from the Town of Rehoboth as a mechanic for the highway department.

Edwin Craven Ballard II Edwin Craven Ballard II, 93, of Rehoboth, MA, passed away, Sunday, October 24, 2021, at Life Care Center, Attleboro, MA. He was the husband of the late Caroline Rose (Strant) Ballard.

Born in Riverside, RI, he was the son of the late, Edwin Craven and Margaret (Dwyer) Ballard.

Mr. Ballard had worked as an engineer for Texas Instruments, for 44 years, retiring in 1998. He was a Veteran of the US Navy, serving during WWII. He was a member of the Rehoboth Lions Club.

He is survived by a son, Edwin C. Ballard III of Rehoboth, MA, a brother, Bill Ballard of Enfield, CT, a sister, Jean Finnerty Newberry of Wilmington, NC, and three grandchildren, Sophia, Whitney, and Shelby. He was also the father of the late Charles C. Ballard and Suzanne Rustmyer, and brother of the late, Jack Ballard and Katherine Alexander, and Peggy Girr.
