Introducing Rehoboth’s New Public Health Nurse

Dear Rehoboth Residents, I wanted to take a moment to introduce myself as the new Public Health Nurse for the town of Rehoboth. I have been in the nursing profession for 34 years and have cared for individuals and families from birth to death. My experience in the hospital setting includes medical surgical and intensive care nursing, pediatric nursing and labor and delivery nursing. When I finished my graduate work in Community Health, I began teaching as an Associate Professor of Nursing at Bristol Community College. After a period of about 10 years, I began working with graduated nurses in the role of Clinical Educator for a skilled nursing facility in Plymouth Ma. Most recently I was Director of Nursing for another skilled nursing facility here in our community. You may also have met me at Anawan Pharmacy’s COVID vaccination clinic over the past year or so. Stephanie Reis RN BSN will be with us as a part time nurse. Her expertise is in medical surgical nursing, VNA and home care nursing and in community health nursing. Our goal is to provide comprehensive and expert nursing to the Rehoboth community. As the pandemic guideline permit, we will re-start wellness clinics at the Senior Center at the Francis Farms location. And over the next few months we will expand our care to young adults, young families and to adult and older adult populations. As this new full-time role unfolds and grows, our goal is to assess what our community needs and wants, and develop programs to provide expert knowledge in these areas. So, over the course of the Spring and Summer keep an eye out for programs that interest you! Looking forward to meeting you all, Stay safe and well, Sincerely, Geraldine and Stephanie Geraldine Hamel RN MSN; Rehoboth Public Health Nurse; ghamle@rehobothma.gov; 508-252-6502 ext. 3127

Misunderstandings Rampant Over Deregionalization

On August 6 the citizens of Rehoboth will have the opportunity to vote on the resumption of authority over grades K through 8. Sadly, it appears that the discussions relative to this matter are rife with misunderstanding. The vote in question is not about deregionalization. Deregionalization would involve the dissolution of the regional agreement. This is a contract between the towns of Dighton and Rehoboth that was originally signed and placed into force in 1958. The agreement was amended and the modified agreement was signed and put into force in 1987. This is the only agreement that is in effect currently and may be viewed by accessing the D-R regional web site and going to the tab for the school committee. From there chose the “Regional Agreement” tab and chose “Agreement”. The regional agreement currently in force, the one of 1987, is the seventh one down on the list. All other listings are for agreements that were suggested but never approved. There are two sections that refer to “withdrawal” in this agreement. The first section (section VIII) refers to the withdrawal of the entire town from the agreement. This is not the applicable section. The second section (section IX) refers specifically to a member town withdrawing their grades K through 8 from the regional agreement. This is the legally binding article. Paragraph “A” clearly states that if one town in the agreement votes at an annual or special town meeting to withdraw its grades K through 8 then both towns will be withdrawn. The regional agreement will continue to exist to cover the high school only. Continued on next page...

If the vote of the citizens on August 6th is in the affirmative, the town of Rehoboth will withdraw its grades K through 8 from the regional agreement. By default, grades K through 8 of the Town of Dighton will also be withdrawn since that part of the regional agreement will cease to be in effect. The procedure for resuming jurisdiction and electing a school committee by each town are outlined in the subsequent paragraphs. There will be approximately one year for the transition. The impact to each town should be minimal since the money now being spent through the district will simply be spent by each town on their respective middle and elementary schools. The biggest change will be organization since each town will now be directly responsible for their own grades K through 8. The district will have no part in the management of the middle and elementary schools of each town. I hope that this serves to clarify the issues relative to the vote on August 6. Please make an effort to attend the meeting and vote. I am sure that you will hear a great deal about this matter between now and then. I hope that you remember that you can always refer to the original contract currently in force, the regional agreement of 1987. Sincerely, T.J. Maynard

To this spring-time observation by Irish author Niall Williams I can only add “Yes! Exactly!” Mr. Williams’ new book, written with his American-born wife Christine Breen, is called “In Kiltumper: A Year in an Irish Garden”. I also highly recommend his most recent novel “This Is Happiness,” a beautifully written book about growing up in rural Ireland that is heartfelt without being sentimental. Speaking of light, what a fuss people are making about the idea of making Daylight Savings Time permanent! Though compared to feeling tied up in knots about recent Russian atrocities in Ukraine, just arguing about something as mundane as DST is a relief. It’s something that’s merely contentious, not deeply disturbing. It always surprises me that so many people don’t seem to realize how wide our time zones are in the U.S. In our Eastern zone, the arrival of sunrise and sunset can vary by well over an hour depending on how far east or west you live within your time zone. In other words, and I speak from experience, the sunlight arrives about 45 minutes earlier here than in central Ohio, so winter mornings are darker there and evenings lighter, compared to southern New England. And of course, Maine gets daybreak even earlier than we do. In December, the shortest day gives us only about 9 hours of light and 15 hours of dark, approximately. In June we reverse those hours for 15+ wonderful hours of light on the longest day. The inescapable fact remains that Decembers are too dark. There is nothing we can do about this except be glad we’re not in Alaska in the winter. There is a reason that Christmas and other festivities that celebrate light take place in December in the Northern hemisphere. By the way, if we did not observe Daylight Savings Time, in mid-June it would start to get light around 3:30 a.m. here, with the sun rising at 4 a.m. and setting at the early hour of 7:30 p.m. This would not be an improvement. So I say either go to full-time DST, as currently proposed, or leave things as they are now with the twice-yearly time changes. But as for permanent Eastern Standard Time, just say no. My view is that North America needs one more time zone. How’s that for a controversial proposition? Imagine the squabbles that would cause. Speaking of Ireland, on our first visit there in June a few years ago, we discovered that the window shades in our Dublin hotel appeared to be made of rice paper. After waking up to the sun at 4 a.m., we managed to hang a bedspread up to use as a sun-blocking curtain. On the other hand, it was amazing to be walking by the sea in Galway when it was still twilight at 10:30 p.m. The first days of spring around here were a pleasant surprise, with not just crocus popping up but even daffodils already blooming in a few spots. The late March chorus of the spring peepers was already loud and clear, such a cheerful sound. All along the East Bay bike path, pussy willows were on display while song birds were trilling happily. This of course was followed by the obligatory cold snap but such is spring in New England. Big bird update: The herons seem to be flourishing in their treetop nesting colony in the wetlands between Home Depot and the Runnins River on Rt. 6 in Seekonk. Since the wetlands are behind a sturdy chain link, herons are safe in their nests and seem totally unbothered by humans staring at them from a distance (binoculars are useful). Unlike the customers at the store, the herons don’t need to shop and can find their own home repair tools. They can be seen flying to and fro with sticks in their beaks to use for nest repairs, though it does look like a laborious process. Soon this year’s chicks will appear, clamoring for food, and it will be harder to spot the birds with new leaves appearing on the trees. Welcome birds and welcome spring!

Rehoboth Town News From the Clerk

Laura Schwall

Hello All ~ The temperature is warming; flowers blooming; birds singing ~ Happy Spring! March has certainly been crazy busy for the Town Clerk’s Office. During the month of March, we had the Bristol-Plymouth District-Wide Special Election and Debt Exclusion Election, processed thousands of census forms and dog licenses, held a joint Rabies Clinic with the Town of Seekonk, had two Selectmen and a Stormwater Agent resign and the Board of Selectmen schedule a Special

Election for Saturday, June 11th; which introduced, not only, the preparation and certification of nomination papers for Selectmen and Stormwater Agent races, but also, while we are certifying nomination papers for the upcoming State Primary for the following offices: Governor, Lieutenant Governor, Attorney General, Secretary of State, State Treasurer, Auditor, Sheriff, District Attorney, County Commissioner, Representative in Congress, Governor’s Council, Senator in the General Court and Representative in the General Court. All while also preparing for the April 5th Annual Town Election, working on the Town Clerk’s portion of the 2021 Annual Report and completing the Town Clerk’s fiscal year 2023 budgets. In addition to the normal busy March, this year we gained another Special Town Meeting also, which Selectmen voted to be held on August 6th to discuss the K-8 Withdrawal. That will give us eight elections/town meetings in 2022; a record year for the Clerk’s Office.

Annual Town Election

Thank you, Rehoboth Reporter, for extending the deadline to submit my article so we can include the results of the April 5, 2022 “unofficial” Annual Town Election results. Please find the “unofficial” results for the April 5, 2022 Annual Town Election on page 15. Thank you, Rehoboth voters, for voting and congratulations to all candidates who participated in Rehoboth’s 2022 Annual Town Election.

2022 Dog Licenses are Now Past Due

2022 Dog licenses were due April 1, 2022. You may purchase your dog’s license through Rehoboth’s new online permitting website at https://www.rehobothma.gov/ – click on Online Permitting under the Citizen Action Center and choose Dog Licenses “Renewal” or “New” Dog to start the process. You can also use the direct link to renew your dog’s license @: https://permiteyes.us/rehoboth/publichome.php. If you prefer, you may drop off your application and payment in the gray drop box at town hall (340 Anawan Street), or by mail

April 2022 The Reporter (if paying by mail or drop off, checks should be made payable to the “Town of Rehoboth”). The licensing fees are as follows: Male or female dog $20.00; spayed or neutered dogs $10.00. Whether renewing online, via mail, or in person, dog license applications must be accompanied by a current year rabies certificate (with a vaccination date covering the current licensing year) and proof of spay or neuter [if applying for the $10 licensing fee] unless we already have your documentation on file in the Clerk’s Office. If you are unsure, please give our office a call, and we can provide your dog’s licensing information. Please renew your dog licenses as soon as possible to avoid late fees coming in June ~ thank you. To date we registered 1,091 dogs and still have over 1,200 to register. Remember, in addition to being a legal requirement, registering your dog assures the prevention of rabies, and provides easy identification to return lost dogs to their owners because they are now in our database. Thank you to all 1,091 residents for renewing your dog’s licenses so promptly. Also, another reminder to those residents 70 years of age or older . . . if over 70 years old, as per MGL 140§139(c) and town meeting vote, the Clerk’s Office will waive the $10/$20 license fee; however, you must still apply for the license and show the current year rabies certificate.

Another Successful Rehoboth-Seekonk Rabies Clinic

Thank You All! Thank You Seekonk and Rehoboth Animal Control Officers for arranging the event, Seekonk Fire Department for the use of your beautiful facility and the Seekonk Town Clerk Staff for including Rehoboth in your Annual Rabies Clinic. Thank you also, Dr. Trusdale and staff along with all the Rehoboth volunteers and Seekonk Save-a-Pet volunteers who processed the rabies licenses. Even though it was a rainy Saturday, Rehoboth and Seekonk residents showed up with their pets to get them vaccinated. Rehoboth also registered 18 dogs and Seekonk registered 13. We look forward to participating in the Rehoboth-Seekonk Joint Rabies Clinic again next year mid-March 2023.

April 2022 The Reporter March 30th, we have a total of 556 households that still need to return their forms: Precinct 1 = 158 households in Precinct 2 = 118 households, 139 households in Precinct 3 and 141 households in Precinct 4. If you haven’t returned your 2022 census form, please send it to the Town Clerk’s office as soon as possible. A friendly reminder, failure to return the completed census form may result in voters being placed on an inactive voting list and as per State requirements, after four years of inactivity you will be removed from the voting list. I would personally like to thank the 4,768 households that have already returned their census forms or responded to our Registrar’s phone calls. Our Registrars have completed their calls to the residents reminding them to return their census forms. Thank you, Registrars Jennifer Moitoso, Helene Vitale and Kathy Conti, along with Lynn Shaker, Logan Shaker and Odete Lacourse for your exceptional work with the 2022 Census process. In closing, every April I am reminded how fortunate I am to be your Town Clerk. I would like to thank the voters of Rehoboth for the opportunity to serve as your Town Clerk for nine wonderful years. We will miss you and look forward to your return when you are feeling much better. Thank you, Odete and Logan, for stepping up and helping during Lynn’s absence. As mentioned earlier, this year is a record year with the number of elections and town meetings our office is responsible for. I thank you all (Lynn, Logan and Odete) for your time and dedication to the responsibilities of our office and for the residents and voters of Rehoboth. We are an awesome team! During the month of April, Lynn, Logan, Odete and I hope you have a wonderful Patriot’s Day, have a most enjoyable Easter, Passover, Earth Day, and Arbor Day. The Rehoboth Memorial Day Parade is Back!

FAMILY & COSMETIC DENTISTRY

MAY 30, 2022

“Hey Covid! step aside” Rehoboth Memorial Day Parade is BACK! These past 2 years, Rehoboth only conducted a Memorial Day Ceremony at the Veterans Memorial with limited participation by the public and since our last parade in 2019, a lot has happened in Rehoboth including the loss of our C.O.A. Building at 55 Bay State Road. Our Rehoboth Memorial Day Parade will start around 10:15 AM near the old C.O.A. & the American Legion on Bay State Road, travel through the village and end up at the Veterans’ Memorial Gazebo at Redway Plain. You’ll see 68 American Flags on the utility poles along the entire parade route from early May through late July. The Memorial Day Ceremony will commence at around 11:15 AM followed by dedication for all of our Fallen Comrades who’ve given the ultimate sacrifice and for those who have fallen since last Memorial Day with a ceremony ending at high noon with the lowering and raising of the American Flag. Please respond to the Veterans Office if you’re interested in participating in this year’s Memorial Day Parade. If you haven’t participated in the past, the town of Rehoboth’s Veterans Office would love to have you participate in our Memorial Day Parade this May 30th 2022. Please call 508-252-4467 or e-mail Jake at veterans@rehobothma.gov Thank you

By Joe Siegel The Dighton-Rehoboth Regional School Committee approved the 2023 operating budget of $48.2 Million. The Total FY’ 23 Assessment is $31,879,908.17. Dighton’s share is $11,429,696 and Rehoboth’s share is $20,450,212. The budget will be voted on at the Annual Town Meeting in May. “All the hard work beginning back in October when we first began our budget discussions with the administrators and then with the budget sub-committee and ultimately with our school committee, while planning for fy23, really paid off last night,” Dighton-Rehoboth Superintendent Anthony Azar said Wednesday. “As always, the budget process does not end with the vote of the committee this past Tuesday,” said committee chairman Aaron Morse. “We will meet, upon invitation, with each town’s Finance Committee to continue to work with our member municipalities to make sure we go into Town Meeting with minimal drama.” “We hope this budget season is as quiet as the last three have been,” Azar added. William “Bill” Runey will serve as the new Superintendent of the Dighton-Rehoboth Regional School District beginning July 1. On February 16, the school committee voted unanimously to enter into contract negotiations with Runey.

Bristol-Plymouth Building Project Approved

Sullivan’s opinion is incorrect, according to Deignan: “Unlike most regional districts, our regional agreement contains specific language allowing communities to assume local control over their K-8 schools. (DESE) already approved the regional agreement as it exists today with the withdrawal language it contains.” “The regional agreement has a number of outdated issues in it,” said Dighton-Rehoboth school committee member Glenn Jefferson. “If the selectmen or citizens wish to dissolve the full district they can work towards that.”

Selectmen Set Date for K – 8 Withdrawal Vote

GOT BAD WELL WATER?

By Joe Siegel The Bristol-Plymouth Regional Technical School building project was approved last month. In Rehoboth, the measure was rejected with 257 voting yes and 613 voting no. The proposed debt exclusion, or temporary tax increase, to pay for the $305 million project was also rejected, with 403 voting yes and 465 voting no. The other member communities which voted include Berkley, Bridgewater, Dighton, Middleborough, Raynham, and Taunton. A majority vote was needed for approval. There were 3,353 “yes” votes in favor of a new building, while 3,047 voted “no.” The total “yes” votes amounted to 52.4 percent of the vote. Rehoboth Selectman Michael Deignan has previously said the town does not have the money to finance the venture. “Based upon current enrollment, our annual assessment for this new building would be $550,000 a year which we do not have the capability of paying within the levy limit of the town,” Deignan said at a December meeting. Selectmen Chairman Skip Vadnais is not surprised by the project’s approval: “Taunton has (a large population). (Bristol-Plymouth) is a good school. I support that school.” Vadnais isn’t worried about the impact on Rehoboth taxpayers. The building process might not even commence until sometime in 2023, he noted. “They haven’t even started the project yet. It’s going to be a couple of years before we spend a dime on it,” Vadnais said. The Massachusetts School Building Authority provided authorization for a Project Funding Agreement for the Bristol-Plymouth project last September. The agreement includes reimbursement of 62.25 percent of eligible project costs up to a maximum reimbursement amount of $125, 569, 759 toward construction of a modern Bristol-Plymouth school facility.

By Joe Siegel The Rehoboth Board of Selectmen have set August 6 as the date for a special election regarding the proposed withdrawal of Kindergarten through 8th grade from the Dighton-Rehoboth Regional School District. “It allows a good long runway for us to be able to do it correctly,” Selectman George Solas said Monday. “All the questions, all the review of what the jobs will be moved over, etc. That’s what the town’s citizens would want, knowing that this was being done with all of the work done upfront and not being rushed whatsoever. Moving this into August allows that to happen. It’s the best thing for both towns.” A citizens’ petition was submitted with the intention of including the article on the May 2020 Annual Town Meeting warrant. Because of the Covid-19 outbreak, the 2020 town meeting was delayed. Petitioners had hoped to have the article voted on at the 2021 Fall Town Meeting, which was cancelled. Selectman Michael Deignan said last month the withdrawal was a “grave and important issue” which warranted its own meeting. Deignan explained withdrawing K through 8 “doesn’t dissolve the district” but instead returns local control to the town of Rehoboth. Even if the withdrawal from the district is approved, it will take a full year to take effect. A new school committee would need to be elected to develop a budget. According to an undated letter by Jay Sullivan from the Massachusetts Department of Elementary and Secondary Education (DESE), both member towns need to approve a withdrawal of K through 8 from the regional school district.

Seekonk Unveils $66 Million Budget

By Joe Siegel The town’s Fiscal Year 2023 budget is $66.5 million, a 4.95 percent increase over Fiscal Year 2022. $17.8 million is allotted for general government. $30.8 million is allotted for Seekonk Public Schools. The increase is 2.6 percent above the current fiscal year. Chapter 70 funding has increased by $431,257 for a total of $7.2 million. The Tri-County school assessment is $1.27 million and the Bristol County agricultural assessment is $158,339 – a 285 percent increase over 2022’s budget. Fixed cost and debt service adds up to a little over $15 million. The cost of holding elections will be $32,094 – an increase of 130.45 percent over the current fiscal year. Town Administrator Shawn Cadime said the $18,000 increase is to cover three elections (one town and two state). The cost includes four election workers, three police officers, cost of ballots and other related expenses. Cadime noted the library, police, fire, and dispatch units have expired or expiring collective bargaining agreements – no salary adjustments have been built into the budget. The town’s tax levy is $50,477,790. Seekonk will be receiving $8.7 million in state aid. The budget will be voted on at the Spring Town Meeting in May. (Family Features) Wedding days are meant to be filled with love and celebration, and what better way to ring in the new stage of life as newlyweds than with a well-decorated venue to match the joyous occasion. Whether a couple is on a tight budget or picky when it comes to theme ideas, these decorating tips can help add more flair for the big day. Use a natural venue. Many couples choose wedding venues that require immense amounts of decorations, but a venue with organic scenery or a beautiful view can help alleviate the stress. Consider having the ceremony near a garden or beach with enough natural surroundings to keep guests in awe. Make the cake a centerpiece. Wedding cakes are almost guaranteed to be filled with flavor, but they can also serve as a decorative centerpiece for the reception. Choosing a cake topped with flowers, highlighting bright colors and placing it in a prominent spot at the reception can grab guests’ attention while also keeping them eager for a bite. Choose table accessories that pop. Leave guests in amazement as they make their way to their seats for the reception with beautifully decorated tables. Table accessories can be anything ranging from patterned table runners to flowers in full-bloom placed in simple, elegant vases. If you are not having a formal sit-down reception, try using paper lanterns or hanging flowers from the ceiling to create an eye-catching atmosphere to remember. Add classic lighting. At times, finding the right lighting to match the mood of a wedding venue can be tricky. In this case, less may actually be more. Try opting for a classic candlelit ceremony or reception to create a more romantic setting. This can save both money and countless hours spent attempting to configure elaborate light fixtures, and also provide a timeless feel. Place engagement photos around the venue. With any wedding, you want the day to feel personal and intimate for the couple and guests alike. Consider decorating the venue with engagement photos of the soon-to-be spouses as they popped the question. This can allow the newlyweds to reminisce while guests view those cherished moments and revel in the occasion. For more tips to prepare for life’s special moments like marital bliss, visit elivingtoday.com.

Snow Days in the Hornbine School Neighborhood Electricity was not in the Hornbine School neighborhood until sometime in the 1920s. So, when there was a heavy snow, how did anyone know if school had been cancelled? According to students who attended Snow day at Hornbine the school… “If it snowed, the children walked to school. If the teacher wasn’t there, they knew they had a SNOW DAY and they would return home!” Evelyn Rose Boise lived on Purchase Street in the 1920s and 30s. She had six siblings. When they had a heavy snow, their father attached a large log behind the family horse. He would lead the horse down Hornbine Road to the school. All seven children would sit on the log to add weight and help pack the snow on the road. Evelyn said that the children thought it was great fun! Frances Magan Jones lived in the Hornbine School neighborhood. Her mother would get up early and start the wood furnace in the school building to warm it up for the school day. She would attend to all the other custodial duties including providing water before returning home. Frances and her brother attended the school. She was one of the few students who went on to High School graduating at the young age of 16! Frances will turn 100 years old this June. We invite you to visit with her on Sunday, June 26th.

American Heritage Girl, Amanda Abbott, Earns 2022 Spirit Alive and Pillars of Faith Catholic Religious Awards

Amanda Abbott, an American Heritage Girl, Patriot Level Trailblazer, and Rehoboth, MA resident, was the 2022 recipient of both the Spirit Alive and Pillars of Faith Catholic religious awards. The Spirit Alive Award is designed for Catholic high school-aged students at the senior level of American Heritage Girls, Boy Scouts, or Girl Scouts. The program journey assists the candidate in discovering how the Holy Spirit moves within her life, calling her to greater participation in the ministry of the Church. The Pillars of Faith Award recognizes senior level candidates that have earned all four National Catholic Religious Scouting Awards in the program while participating in their scouting program, including Family of God, I Live My Faith, Mary The First Disciple, and Spirit Alive. The Pillars of Faith award represents the depth of her commitment to exploring her faith and her service to God. The medals were awarded at a Mass presided over by the Most Reverend Bishop Thomas J. Tobin at the Cathedral of Ss. Peter and Paul in Providence, RI on March 13, 2022. Abbott is a communicant of Ss. Rose & Clement Parish in Warwick, RI, and a sophomore at St. Mary-Bay View Academy in Riverside, Rhode Island. For the project element of the Spirit Alive award, Amanda volunteered at the Herreshoff Marine Museum in its Seamanship Sailing Program during the summer of 2021 for six weeks as an Instructor-In-Training. Amanda worked with 5-12 year-olds teaching them how to sail 12.5-foot sailboats. When the weather failed to cooperate, the group was able to focus on knot tying and gameplaying designed to build camaraderie. Her project allowed her to focus on fundamental needs and values of love; education; sports; self-respect; time outside; fun time with friends; and the right to be a member of a group or organization. Her project encompassed the Catholic social teaching themes of call to family, community, participation; rights and responsibilities; and solidarity. Abbott assisted the children in gaining knowledge of a sport and developing a sense of community while ensuring fun. As youngsters learned the skills of sailing, they developed self-confidence and self-respect. Amanda enjoyed watching the children learn and gain confidence and independence in the sport. Abbott found that it was very fulfilling for her skills to be used to help others.

State Senator Feeney Announces Passage of Bills Supporting Equitable Health Care Access for Women

Legislation would expand access to maternal postpartum care, menstrual products in public place The State Senate passed two bills that would expand equitable health care access for women in Massachusetts. One bill would help to address the crisis in maternal health by ensuring that pregnant and postpartum mothers and birthing people get necessary and potentially life-saving health care by extending MassHealth insurance coverage to 12 months after pregnancy. A second bill would direct the state to provide menstrual products free of cost in certain public places, including schools, correctional facilities, and shelters and other temporary housing.

Representative Howitt Supports Legislation Establishing a Women’s Rights History Trail Program

Boston – State Representative Steven Howitt (R-Seekonk) recently supported legislation to establish a Women’s Rights History Trail program to highlight the struggle for women’s rights in Massachusetts. House Bill 4555 calls upon the Secretary of MassDOT and the Executive Director of the Massachusetts Office of Travel and Tourism (MOTT) to develop and implement a program “designating properties and sites that are historically and thematically associated with the struggle for women’s rights and women’s suffrage” while also “promoting education and awareness of the struggle for women’s rights in the commonwealth.”

Representative Howitt Supports Bill to Promote Offshore Wind Development and Job Creation

Boston – State Representative Steven Howitt (R-Seekonk) recently supported a clean energy bill that offers incentives to expand offshore wind procurement and to promote more competition and job creation within the industry. Representative Howitt said the House bill establishes new tax incentives and programs, which will be administered by the Massachusetts Clean Energy Center (MassCEC), to encourage offshore wind companies to submit competitive proposals. This includes the creation of an Offshore Wind Industry Investment Trust Fund that will provide tax incentives, grants and loans, and assist offshore wind companies by covering up to 50% of the costs associated with connecting to the power grid.

Representative Howitt Supports Extending Outdoor Dining and Cocktails-To-Go as Part of $1.6B Supplemental Budget

Boston – State Representative Steven Howitt (R-Seekonk) recently supported a proposal to allow restaurants to continue providing outdoor dining and cocktails-to-go with takeout orders until the spring of 2023 as part of a $1.6 billion supplemental budget. Under House Bill 4532, restaurants will be allowed to continue offering outdoor dining as well as certain alcoholic drinks as part of a food takeout order until April 1, 2023. Initiated during the first year of the COVID-19 pandemic in 2020 to support Massachusetts’ businesses, the outdoor dining provisions are currently scheduled to expire on April 1, while the ability to offer beer, wine and mixed drinks with food takeout orders is set to expire on May 1.

April 2022

The Reporter

Representative Howitt noted that the actual cost of the supplemental budget to the state will be less than $1.6 billion, as many of the spending items included in the bill are eligible for federal reimbursement. When the initial bill was released by House Ways and Means prior to debate, it was estimated that the actual cost to the state will be $842 million, or about half of the original bill’s bottom line.

Representative Howitt Calls on State Treasurer to Divest Russian Business Holdings from Massachusetts Pension Fund

Boston – Saying Massachusetts needs to stand in solidarity with the residents of Ukraine, State Representative Steven Howitt (R-Seekonk) is calling on State Treasurer Deborah Goldberg to divest all Russian business assets from the state pension fund. Representative Howitt was one of 58 legislators from the House and Senate to submit a letter to Treasurer Goldberg on March 1 urging her to “initiate a review of the state’s pension fund portfolio and to take immediate action to fully divest any funds that are currently invested in Russian-owned companies.” The bipartisan letter was signed by 29 Republicans and 29 Democrats. “Russian President Vladimir Putin’s decision to invade the sovereign nation of Ukraine has drawn universal outrage and condemnation,” the letter states. “We, too, denounce these actions, which violate international accords and will lead to needless pain and suffering for the citizens of Ukraine.”

Representative Howitt Supports $350 Million Bond Authorization for Local Transportation Infrastructure

Boston – State Representative Steven Howitt (R-Seekonk) recently supported a $350 million bond bill to help maintain municipal roads and bridges under the state’s Chapter 90 program and to provide additional funding for several transportationrelated municipal grant programs. House Bill 4638, An Act financing improvements to municipal roads and bridges, will provide $611,127 to Rehoboth, and $587,853 to Seekonk to assist with the upkeep of their local transportation infrastructure under the state’s Chapter 90 program. Established in 1973, the Chapter 90 program allocates funding annually to all 351 Massachusetts cities and towns, using a formula that takes into account the weighted average of a community’s local road mileage (58.33%), population (20.83%) and employment (20.83%). The program provides funding on a reimbursable basis, with cities and towns paying up-front for eligible expenses before receiving state compensation.

Representative Howitt Announces $100 Million in Winter Recovery Assistance Funding

State Representative Steven Howitt (RSeekonk) is pleased to announce that the House and Senate have agreed to a supplemental spending bill that will provide $100 million in road funding for cities and towns as part of a Winter Recovery Assistance Program (WRAP), including $440,437 for Rehoboth and $339,036 for Seekonk.

Beckwith Chronicle Save the Dates!

Students will start MCAS tests on April 5. We ask that your students arrive to school on time and well rested to help them excel on testing dates.

Raiders Basketball Wrap-Up

The Beckwith boys’ basketball team was incredibly excited to start off the season this year, especially since it was the first season of Raiders basketball in two years since the pandemic started! We had 14 boys on our roster from grades 6-8 and they all brought something special to the team. Through our 0-15 record, we learned a lot from our losses and it gave us motivation to learn and get better each day. We learned that every practice and game was not only going to be a fight, but an opportunity to grow and improve individually as well as collectively. We had a season full of great energy, passion and grit. Our boys never gave up and fought to the very end of each game. Although our season didn’t represent what we had hoped for, each player showed development in some capacity of the game and there were many memories made. Members of our team included 7th graders Owen Angelini, Dario Conceicao, Benjamin Roth, Patrick McCann, and Eric Melo. We are equally saddened and excited to send off our 8th grade team members, Mackinley Garcia, William LaBrie, Connor Whitaker, James Dias, Blaze Coogan, Titan Grassie and Connor Bessette. We wish them the best of luck in their future endeavors, and look forward to next year’s season! The boys were coached by Mrs. Beneduce.

Our 6th grade team members were Courtney Botelho, Bailey D’Alessio, Campbell Cordeiro, Alexis Flood, and Annie Reed. Our team was led by our 8th grade players: Grace Callaghan, Maggie Kazanjian, Riley Kazanjian, Julia Mello, Kelsey Palmer, Gia Papa, Isabelle Rego and Ainsley Zibrida. Seekonk Veterans Services VA Loans

Who is eligible for a VA Home Loan? Active-duty service members and Veterans with discharges other than dishonorable, National Guard and Reserve service members and Veterans with an honorable discharge, certain eligible spouses, and other uniformed service personnel may be eligible for VA home loan guaranty benefits. Why choose VA? The VA Home Loan is often the best home loan product for Veterans. Some benefits include: • No down payment as long as the sales price is at or below the home’s appraised value (the value set for the home after an expert review of the property) See VA Appraisal section below • No loan limit with full entitlement if you can afford the loan, VA will back loans in all areas of the country, regardless of home price. • Competitive terms and interest rates from private banks, mortgage lenders, or credit unions • No need for private mortgage insurance (PMI) or mortgage insurance premiums (MIP) PMI is a type of insurance that protects the lender if the borrower ends up not being able to pay the mortgage. It’s usually required on conventional loans if the down payment is less than 20% of the total mortgage amount. MIP is what the Federal Housing Administration (FHA) requires borrowers to pay to self-insure an FHA loan against future loss. Not having to pay PMI could save a borrower on their monthly mortgage payment • Fewer closing costs, which may be paid by the seller, lender, or any other party • No penalty fee for paying off the loan early Before buying a home, you should consider the costs and benefits of homeownership. While renting a home can offer flexibility

and limited responsibility for maintenance, rent can change over time, the owner can sell the property, and you may or may not receive your security deposit when you move. Homeownership, over the long-term can offer benefits such as relatively stable monthly mortgage payments and a way to build wealth for you and your family. VA highly recommends that you determine your priorities before buying a home, such as what you are willing to spend each month on a mortgage and what other expenses (vehicle, childcare, etc.) you will have to consider. Only you can determine what meets your housing and financial needs. April 2022 Fun and flavorful foods. As the sustainability movement continues, more people are interested in growing their own food. Whether it’s a small herb garden or a large vegetable plot, having homegrown food at your fingertips can help you eat healthier and fresher. Many vegetables and herbs do as well in containers as they do in the ground, so if you’re short on space, you can still succeed with growing vegetables as long as you can give your plants a sunny spot and adequate water. An insider tip is to skip seeds and buy garden-ready plants that are already established, such as Burpee vegetables and herbs. This helps support successful growing and faster harvests. Tomatoes are a must for any vegetable grower. But what if you don’t have an outdoor growing space? No garden, no problem with the Kitchen Minis collection of indoor potted vegetables. Look for Siam Tomato, which gives you several weeks of cherry-sized fruit for your fresh eating and recipes. Enjoy it on a sunny windowsill indoors or next to your other easy-access countertop herbs. First impressions. After spending the last few years close to home, people are taking exceptional pride in their property by prioritizing curb appeal. Friendly yellows and vivid purples are on trend and broadly appealing, making your home stand out on the block. For a sunny show all season long, plant Bee’s Knees Petunias. The intense yellow color of each big bloom adds brightness to your landscaping. Juxtapose the yellow with Jolt Purple Dianthus, adding a vivid magenta shade that instantly adds personality. Simple Tips to Attract Hummingbirds

(Family Features) Throughout the warmer months, many backyards play host to a variety of birds, including hummingbirds. Plant flowers. Trumpet honeysuckle, bee balm and sage plants are particularly attractive to hummingbirds and provide rich nectar. Hummingbirds consume 1 1/2 times their body weight daily, eating every 10-15 minutes and visiting 1,000-2,000 flowers per day. Choose the right nectar. Not all nectar is alike, and hummingbirds can taste the difference. Almost all commercial nectars contain one sugar source – sucrose – because it’s cheaper to make. However, real flower nectar contains three sugar sources – sucrose, fructose and glucose – in varying amounts depending on the flower. Be conscious of beneficial insects. Hummingbirds rely on insects, which provide essential protein, to complement the nectar they crave. To attract insects, try placing rotting fruit near feeders and leave it until insects arrive for hummers’ easy eats. Leave spiderwebs alone: Hummingbirds use spiderwebs as construction material to hold their nests together and pluck insects caught in the webbing. Don’t forget, hummingbirds have memories like elephants; once they discover your hummer-friendly habitat, they’ll come back every year if there’s a reliable food source.

IN MEMORIAM Dennis J. Santos

July 13, 1954 - February 3, 2022 Dennis J. (Joaquin) Santos, age 67, of Swansea, unexpectedly passed away on February 3, 2022 at Charlton Memorial Hospital in Fall River. He was the beloved husband of Joyce A. (Sherman) Santos to whom he was married for 19 years. Born in Providence, he was the son of Manuel and Louise (Joaquin) Santos of 64 Water Street, Rehoboth. At the age of 21, he became the stepson of George Faria of Bristol, RI, when his widowed mother remarried in 1975. Growing up, he loved to bike to the Shad Factory reservoir and locally with his friend Mike Tracy. On the weekends, they went to Seekonk Dennis J. Santos Speedway. He was tickled to receive speedway passes from Mrs. Irene Vendetti, speedway owner, when he helped deliver her large grocery order on Saturdays with his sister Kathy. Along with his brother Mannie, he was a big fan of Rehoboth’s Bugsy Stevens. After graduating from D-R High School, Dennis worked as a meat cutter and supervisor at Almacs for several years until its’ closure. He worked at Stop & Shop as a Meat Department Manager for over 30 years. He loved what he did, especially cutting meat. He learned his trade from his father and brothers at Santos Market of Rehoboth. Recently retired, Dennis enjoyed sailing, golf, gardening, and vacationing at his cabin in Maine. He was happiest surrounded by his wife, children, family, friends, his chocolate lab and his chickens. Dennis shared his deep love of music with everyone; Cat Stevens, James Taylor and Lauren Daigle were among his favorites. In his truck, he would sing to the “oldies” on 98.7 FM. He will always be remembered for his love of sports (Go Giants!), his infectious

laughter, tight hugs and generous heart. Dennis’ greatest pride and joy were his children, Ryan, Courtney and Missy, and granddaughter Jasmyn. He was the very best Dad in the world! Besides his wife, Dennis is survived by two children, Ryan Santos of Swansea and Courtney Louise Kollet and her husband Steven of Bristol, RI; one stepdaughter, Melissa Pelicas, and one granddaughter, Jasmyn Pelicas, of Swansea; two sisters, Anne Canuel and Kathleen Tietze and her husband Richard, all of Somerset, as well as many nieces and nephews. Dennis was the brother of the late Eugene and Manuel Santos III. A “Celebration of Life” Memorial Service was held at Calvary Temple in Fall River on February 26th. It was a time to be together in loving remembrance of Dennis and to share our memories. He will be missed. You are invited to send a donation in memory of Dennis Santos to The Holy Ghost Brotherhood of Charity, 43 Broad Street Rehoboth, MA 02769. (Every August, Dennis loved volunteering to cut meat for the Holy Ghost Feast.)
