A Memo

This Is A Memo: To Those Of Us Who Were Not Born Yesterday; In Fact, To Those Of Us Who Were Born Many, Many Yesterdays Ago. When my husband and I got married we lived in a 3rd floor apartment in Pawtucket.

Needless to say, there was not a lot of room. Actually, all we had for storage was a long walk-in closet which we make great use of. After two years, someone told us about this great piece of land in Rehoboth. We checked it out, liked it and put in a bid. It was rejected.

Two days later, it was accepted and two years after that we had our home built. We are still here, same house, same piece of land.

The house was your average ranch style, one bath, two-car garage. We had so much storage, even with two cars in that garage, it was amazing. As the years went on, we started a family. Kids got older, we accumulated more and more “stuff” and the storage shrunk.

Eventually, we went to three vehicles, then four. More time passed, kids continued to get older, went to college and moved on and out. But left their “stuff” of course.

We were back to our two vehicles for quite a few years but eventually, we went down to one vehicle. So.......we filled that empty garage with more “STUFF”. After some years passed and it didn’t look like the kids were going to come and get their “stuff”, we decided to clean out and just keep what we decided was absolutely necessary. We cleaned out that empty garage and started over; stacking boxes of discarded, but important, things here and there. Some on shelves, some shoved back into the corners to make more room for more things. Things started to pile up, on higher shelves and deeper corners that were hard to reach or plow through just to get that one thing we needed. Sometimes we found it, sometimes we didn’t.

So, finally, the reason for this memo? I am in my seventies now and still working because I want to and am lucky enough to be able to. But sometimes, at work, I cannot dig out that one thing I need. I work on a computer, a very small one, but I have three, that’s right, three large monitors on my desk. I like to think of it as sort of a mini space station.

Anyway, when I can’t find what I need, or figure out how to do a certain function on the computer, or how to get back something I inadvertently lost or deleted, I call my IT guy. He is absolutely great! He helps when I need it, he does not mock me or put me down in any way and when I call myself a dummy because I don’t know something I think I should, he tells me it’s OK because “our generation” did not grow up with computers liked today’s.

And I tell him that storage area I am filling with things? It’s my brain. I know that I have stored what I need on one of those shelves or in one of those deep corners that I cannot readily get to. And I know it will come to me eventually and I will remember where it is hiding.

So this is dedicated to “us”, who have probably hidden or lost more than today’s generation ever had, and to Dillon, my great IT guy, who understands and has patience and a sense of humor as well as a great understanding of “us”.

Anawan School Stands the Test of Time

A recent report of a structural engineer has determined that the Anawan School is structurally sound in spite of the years of neglect. If the problems cited by various parties are mitigated, the engineer estimated that the building has a useful life of 25 to 50 years.

For unknown reasons, the Town Fathers seem to be eager to demolish the building which is suspected to contain hazardous materials. Even the pictures taken by the Selectmen show deplorable conditions which would require inspection and mitigation before demolition. Lack of proper procedure could result in making all the debris deemed hazardous and result in very costly disposal of demolition debris, Many have questioned the reason for preserving the building. Rehoboth is a town undergoing rapid change. Bits of our history are slipping away. Anawan School is a key piece in the development a centralized school system. from a number of one room school houses in our sprawling town. The Hornbine School is an example of the type of schools prior to Anawan and we are fortunate to have preserved that bit of history.

But aside from sentimental value the school can now be repurposed for years of use to serve senior citizens. Our town desperately needs senior housing. Seniors have to leave Rehoboth for facilities in other towns when they can no longer stay in their homes. A development was planned which would have incorporated the School. For a number reasons the plan floundered but may be revived.

However, that is not the only option. Others have proposed ideas for its use. Ideas must be vetted, funding must be determined. But with the building cleaned out and properly maintained with a new roof, we can move forward with plans.

Instead of spending a large amount of money to demolish and dispose of a solidly constructed building, let’s stop the ongoing damage with a new roof and remove the hazardous materials to create a needed resource for the Town.

Anawan School Clarifications?

In the past few weeks there have been three articles in the Rehoboth Reporter on the Anawan School status. It’s hard to get a clear understanding of the situation because one week the building is “ready to collapse”, and this week the building is able to be rehabilitated.

In addition, in previous weeks the reconstruction figure was 2 million and has now jumped to 10 million, this all cited by the government. It’s easy to get whiplash by the figures.

It is a fact that this building has stood the test of time. Built around the depression, finished in the 30s. Many folks have multigenerational attendees in their family. Most unique and important is the wood, steel and brick framing. The CPC is willing to help, and we have yet to see what federal funds are available. State leaders seem willing to help but need to be asked for their help.

Can’t we take a pause to get our figures and facts straight? There are a multitude of uses for this building that could add to the community. Maybe the Economic Development Committee has suggestions?

It seems like we are just seeing what sticks and all the while potentially missing out on an opportunity. It’s worth noting the demolition cost is rising, too.

Where Did Common Decency Go?

I have been a resident of Rehoboth for more than 30 years. My children were educated in this town, and now 3 of my grandkids are students in our schools. I have loved this Town!! I love it’s many charms. it’s community activities. a great place to live!!

I have noticed, however, that over the past decade, an increasing hostility and anger surfacing on platforms such as Facebook… there appears to be an increasing disregard for the feelings, beliefs, opinions of others… an increasing indifference and intolerance of differences…an increasing need to be right with a corresponding demonization of those with opposing views… and above all, an increasing personalization of those differences, resulting in name calling, insult, attack, injury, all in the name of free speech…

Some will blame social media, some will identify Political Differences, others will speak of the effects of a global pandemic… all contributing factors, I’m sure… but the erosion of common decency, politeness, in the name of free speech, is beyond tolerance… there never was a time when all people in our fair town totally agreed with one another, when there were not rivalries, animosities, disputes, hostilities. people will be people. but when an innocent Facebook post results in attacking responses, one has to wonder what is happening here…

I tried to raise my kids to speak their minds, to ask questions, to voice opinions!! But I have also tried to instill in them the importance of respect, of kindness, of understanding, of compromise…. When did it become the norm to see all differences as worthy of attack… when did the Constitution begin to be used as a weapon or justification for these attacks…? this can only result in an increase in reactive response, anger, and retaliation, with good and kind people becoming increasingly polarized, isolated, and afraid…a sad and very scary thought.

We are better than this!!! The Town of Rehoboth is better than this!!

Seekonk’s water customers need a person to run for the Seekonk Water District (SWD) Board of Water Commissioners (BoWC) in 2022.

The SWD is an award-winning Water District that provided 462 million gallons of water to the businesses and homes in Seekonk in 2020. A Commissioner’s duties include providing policy and guidance to the SWD. The BoWC meets once a month and there is a stipend with the position.

During the shortened 2021 Spring Football season, a teammate of mine was running on the field when he fell into a short ditch which resulted in him spraining his ankle. Due to this, he was not able to play for the rest of the season and had to watch from the sideline.

Many players have seen the danger in playing on the current field whether it is the small ditches in the field or the dirt patches that have grown. The current field is unsafe. It would be unreasonable to not support a new turf field as a parent or resident when the current one is in such shape.

Unlike other items on the Spring town meeting warrant, the current renovation proposal only costs a small $2.7 million which includes a new track, a turf field, a redesigning of the bleachers, and other items which would improve the playing on the complex.

The price tag of the field renovation is more than reasonable when factoring in all that will be renovated.

Almost every Seekonk sport that is played will benefit from such a field whether you play Soccer, Lacrosse, Football. Field hockey, Track, or any other sport that at times uses the Connolly Field or Mooney Track. This will thus enhance Seekonk Athletics at all age groups.

4. Everyone Can Benefit From a Turf Field and a New Track

Not only are athletes among those who would benefit from the proposal, but all Seekonk residents who enjoy walking the track, exercising on or near the field, or even those students who have gym classes on the field, everyone can reap the rewards of a field renovation.

5. It is Long Past Due

Many high schools have made the switch over to a turf field including neighboring towns and cities. Now, it is long past due for Seekonk to have a turf field given the unfortunate condition of the current field. Generations of Seekonk residents have played at the same field and it has gotten to the point where a new field is needed.

Through the points made above, it should be clear that it is smart to vote for a new turf field and track. As someone who spends 5 days a week on the field, I have seen the dire need for a new turf field. Those who have played on the field can attest to the condition in which it is currently in. That’s why I humbly ask for all Seekonk residents to vote yes on Monday, August 30th, for the renovation of Seekonk Connolly Field and Mooney Track.

There’s nothing like summertime in New England. The old saying, “if you do not like the weather, wait a minute” continues its legacy. Hot, cold, dry and soggy.

It is nice to see that Town Government lives and dies by the same legacy. The hypocrisy demonstrated by the Town Leaders is astounding. Do as I say and not as I do remains in full force and effect.

During the most recent Board of Selectmen’s meeting, two veteran members chose to dress down an impending reappointment to the Zoning Board of Appeals. The Chairman said he had heard from community members relative to the candidate for reappointment and he wanted them (the community members) to “get a fair shake”, “feel like they are going to be heard and not just receive lip service.” He also said he was concerned of “appearances” and “recusing for the purpose of conflict of interest.” Really?

The Chairman has a selective memory. He should be recounting his participation in appointing Department Heads and the manipulation of the process that he either contrived and or actively guided that amounted to a few failings. Failings that have cost the Town wasted time and money. Be heard? Being heard is a relative statement. Being heard and answered with logic is another. Being heard and participating in open dialog is yet another. Each time the Chairman was approached about topics like Building with Budgets and the lack of current policies and follow up procedure as well as the appointment of the Police and Fire Chief positions, he was

August 2021 The Reporter silent. Met with him one time and all he could say was a derogatory comment about one of the candidates that was a cause to dismiss the person from the process. “Fair shake”? Really?

How about another Board Member telling us how Boards and Committees should work? Granted threatening to resign on paper and not in person does not prove a sign of support but it does let the Board of Selectmen know the teamwork and the lengths a committee is willing to go to keep their team together.

The Board of Selectmen and the School Committee have stepped all over our Town By-Laws so frequently that their own footprints are embedded, knee deep. Do as I say and not as I do.

The hypocrisy is not to be believed and it has cost the Town of Seekonk Residents plenty. They are the last to lecture on “how Boards and Committees should work.”

Thirteen million dollars appropriated for what was supposed to be 10 additional classrooms to the Mildred Aitken School. Every Town Meeting has heard “we are on schedule and under budget” but there are never any financials provided. The only thing we as a community see are the tax bills and we have NOT seen the full impact of this project yet. The process began in 2018 and it has continued without the proper oversight by the Executive Board in this Town. The same Executive Board charged with enforcing our Town by Laws!

If you like Town Government, wait a minute. Do some research, read just what and how things are supposed to be done. There are potholes everywhere and they are multiplying.

As for the Zoning Board Members who have written to support their fellow member’s reappointment, pay attention. At least one member of the Board of Selectmen who believes you were threatening may have just decided on your next reappointment whenever that will be.

2021 Dog Tags - Now Past Due

I am pleased we have registered 1,971 dogs so far this year, unfortunately, we still have 233 dogs that remain unlicensed; 294 less than in 2020.

We provided every household in January a copy of the dog license registration form (2021 Census mailer) so they could register their dog prior to the April 1st annual deadline. We sent dog owners two reminder post cards and two reminder letters, offered dog owners a 60-day grace period prior to assessing the $15 late fee/dog and notified dog owners of the $25 non-criminal citation and certified mail fees in last month’s reminder letters. Please license your dog as soon as possible to avoid further action involving the Animal Control Officer. The State authorizes all Animal Control Officers to fine delinquent dog owners $50/day until they renew their dog’s yearly licenses. Please do not let that happen to you. We understand the past year was difficult for residents to get their dogs vaccinated due to the Town having to cancel their rabies clinics due to the Pandemic; however, veterinarian offices are now open and we must make sure our animals are properly vaccinated in Rehoboth so everyone will be safe. If you are one of the 156 dog owners (233 unregistered dogs) who received reminder postcards and letters, please register as soon as possible either by mail, stopping by town hall to drop off your payment and valid rabies certificate or by paying online at: https://www.invoicecloud.com/rehobothgovsvcs Please let us know if your dog is ill and can’t receive a rabies shot, has passed away or moved. School Residency Forms

As we prepare for the upcoming School Year (2021-2022), the Clerk’s Office, in both Dighton and Rehoboth, have received numerous phone calls regarding the School District’s residency forms requiring the member town’s Clerk sign off on the residency forms. That requirement was eliminated by the District effective April 2, 2020 as indicated on the Dighton-Rehoboth Regional School website at ~ (https://www.drregional.org/students_families/ student_registration) with the notice reading: IMPORTANT: We do not need the proof of residency form that is filled out by the Town Clerk at this time, but please send in two forms of proof of residency listed in the categories of requirements.

New registrations for Rehoboth schools (Palmer River Elementary and Dorothy L Beckwith Middle School) must be submitted to Linda DeLeo at DL Beckwith Middle School, 330R Winthrop Street, Rehoboth, MA 02769, Mon-Fri from 9 am - 12 pm, or emailed to ldeleo@drregional.org.

Business Certificates

If you are filing for a new business within the Town of Rehoboth, or if you are planning to file a DBA (Doing Business As), you must first go to the Building Inspector/Zoning Officer’s office at 148 Peck Street to determine if any filings are necessary with their office prior to completing the final step of filing with the Town Clerk’s office. The fee to file for a business certificate is $50. The certificate is valid for four years. Should an amendment to the business certificate be needed, a $10 fee will be charged. Covid-19 Vaccinations

As of July 22nd, 52% of Rehoboth residents have received at least one dose of the vaccine; 47% of residents are fully vaccinated.

This compares to 72% of all Massachusetts residents receiving one dose and 63% being fully vaccinated. COVID-19 vaccinations for anyone over the age of 12-years are available at the Anawan Pharmacy, located at 224 Winthrop Street in Rehoboth. Billy is a sweet elderly neutered male cat at the Rehoboth Animal Shelter. He has arthritis and doesn’t see very well, but he is always eager to visit. He enjoys being brushed and petted and is not bothered by dogs or other cats. He has been vaccinated and tested negative for FIV/FeLV. How he came to be a stray at his age is hard to imagine, but now he ought to be a house cat again.

“The kids are having a lot of fun exploring our different content strands, having fun each day with water play, getting messy with lots of arts and crafts, using reasoning skills with lots of STEAM activities, and finally socializing with friends after these past 18 months,” said Kaitlin Grant, the Area Manager for Champions.

Rehoboth K-8 Withdrawal

National Eviction Moratorium Ending

On July 31, 2021, the extension of the national eviction moratorium — temporary ban on evictions implemented during the coronavirus pandemic by the Centers for Disease Control and Prevention — will end.

By Joe Siegel Francis Farm, soon to be the new home of the Council on Aging, is known for hosting numerous social functions including weddings and clambakes through the years. The families who owned the property through the years are an integral part of the fabric of Rehoboth.

William C. Francis and his wife Mary ran the business from 1927 until 1959. In 1928, the couple constructed a pavilion which was able to accommodate 300 people. An addition built later on expanded the space to include as many as 600.

William, born in 1894, was the son of Pelag Francis and Jennie M. Carpenter, who had married in 1888.

The first 20 acres had been purchased

by Pelag’s father, Elbridge, in 1838. The property was later expanded to a 115 acre truck garden and dairy farm. Pelag started the clambakes as a seasonal business during 1911-1912. Pelag bought clams at one dollar a bushel. The clams were dug from the shores of Cole’s River in Swansea by Frank E. Davis.

However, the first clambake was actually held in 1890 for the Goff Gathering. The Goff family, headed by Captain Shubael Goff and Sally Briggs Goff, who were married in 1805,

Francis Farm Early Clam Bake 1925 and their descendants started an annual family gathering in the late 1800’s that was held in various locations. According to a booklet put together for the Goff Gathering’s 100th anniversary, “In 1887 the Gathering really decided that a clambake was the only proper meal and the decision has never been altered, for which all are duly thankful.”

In 1917, Francis Farm became the permanent site of the Goff Gathering and with the exception of one year, the annual get together had been held at Francis Farm ever since. That first Goff clambake at Francis Farm was so popular that more and more people started coming. Mary helped prepare the bake and was known for her superb clam chowder. The meal included sweet potatoes, tripe, brown bread, watermelons, and corn – all for fifty cents. In 1950, a large barn was converted for use as another pavilion, which was used for overflow crowds and dancing. In 1959, William and Mary retired and the farm and business was sold to George E. Taylor, Jr. and Frank Miller. The clambakes were still held from May through mid-October. Christmas Trees were sold there for a period. William Francis served on the Antiquarian Society for over 40 years as a Trustee, Vice-President, and President. He was also a member of the Masonic Lodge, Eastern Star, and Anawan Grange.

In addition, he served as Town Treasurer for over 30 years.

As the years went by, the prices kept changing as materials became more costly, including the chowder and clam cakes. “Expenses for running a clambake became too high for the public,” said Paula Muggleton, who served as curator for the museum on the property. “Like any organization, you have your ups and your downs.”

Former owner Ken Foley sold Francis Farm five years ago. The farm has special significance for Foley, who once served on the Board of Selectmen. “Francis Farm has been in my family since 1959,” Foley explained. “My grandfather and uncle bought the farm. I worked out there when I was 12 years old. I purchased it from my cousin David (Taylor).” During Foley’s tenure, Francis Farm underwent extensive renovations. “I put about $3.5 million into rebuilding (the property),” Foley said. “All the new buildings, all the infrastructure, we got a return on it.

People started coming back and we started doing things the old-fashioned way. I love LURI LEE the farm. I enjoyed it.”

Foley notes the coronavirus pandemic may have dampened the public’s enthusiasm for clambakes and large scale social events. “It’s a sign of the times. People are afraid of crowds and it became like a dying thing. That’s what the farm was all about – family gatherings and outings. When my grandfather (owned the farm), we had parties of up to 2000 people in one group.”

Foley is excited for the future of Francis Farm and thinks the location will make for a suitable home for the Council on Aging.

“As far as this town, I think it’s a great fix, to conserve the open space and utilize the buildings,” Foley added. “I spent a lot of money on those buildings, everything was done right, brand-new kitchens, it’s a wonderful nice spot. I’m thrilled. I can’t wait to get out there and use it myself.”

Rehoboth Council on Aging Prepares for Move to Francis Farm

by Joe Siegel The Rehoboth Council on Aging will be moving into their new facilities at Francis Farm in September or October, according to Selectmen Chairman Skip Vadnais.

The Council on Aging staff are working out of offices on Winthrop Street following last September’s devastating fire at the former facility at 55 Bay State Road.

The 7200 square foot building was a total loss and the insurance proceeds are being used to purchase materials and equipment for the new COA. Voters at the May town meeting approved the purchase of the 47 acre property at a cost of $2.8 million.

The Board of Selectmen voted July 26 to allow a structural engineer to inspect the carriage barn. The funds for the expenditure will be drawn from the Community Preservation Committee (CPC) account. The barn, along with a pavilion, were reported to be in poor condition.

“When we were at town meeting, it was noted that there were a couple of sketchy buildings that we didn’t have any plans for,” said Selectman Jim Muri. “This doesn’t effect any of the premium buildings that we really purchased the site for.”

Before the demolition work begins, signage will be removed.

Other assets will be sent to the Highway Department for safekeeping and evaluation.

“We’re going to save whatever can be saved,” Vadnais said.

“We have a video of all the assets. We’re keeping track of what leaves the property.”

Anawan School’s Fate Still Undetermined

By Joe Siegel The Rehoboth Community Preservation Committee (CPC) is working to save the Anawan School, which has been condemned.

CPC Chair Carol Williams told the Board of Selectmen August 3 the building was “structurally sound” based on the evaluation conducted by an engineer hired by the CPC. The board voted last month to demolish the building based upon the recommendation of William McDonough, the town’s Building Commissioner. McDonough said the property at 53 Bay State Road was “unsafe” and ordered it to be demolished within 90 days. Selectmen have given the CPC one month to formulate a plan for the building. “Take it or walk,” Chairman Skip Vadnais said to Williams. “And if you walk, this board will not entertain any more discussion on the Anawan School because we’re giving you an opportunity to come up with a plan. We’ve giving you an opportunity to face the town meeting and ask them whether they like your proposal or not.”

Vadnais explained the CPC would have to use their own funds for the building because the town is spending money to refurbish Francis Farm for the new Council on Aging facilities as well as a new Town Hall. “We don’t have a real concrete purpose for it,” said Selectman Dave Perry. “It’s a liability now.”

Williams said the Anawan School has historic value because “it represents the beginning of regionalization of the schools.” A citizens’ petition drive to save the building has also been launched.

Perry said representatives of the companies being considered to demolish the building estimated the cost of rebuilding would be as much as $10 million. The cost of demolition will be between $100 and $150,000. That includes the removal of hazardous materials such as asbestos.

McDonough, Fire Chief Frank Barresi, and Health Agent Karl Drown conducted an inspection of the building on June 3. “Upon entering, there were dead squirrels in the foyer area, along with about 90 percent of all ceilings collapsed to the floors,” McDonough wrote in a letter to Perry. “There is not a stable piece of wood in that building,” Perry said. “The building is ready to collapse. Nothing is salvageable.”

Selectman Michael Deignan suggested when the building is torn down, the bricks could be saved and either sold or given to town residents who wanted to own “a piece of history.” Vadnais said the board will solicit feedback from residents about what should be done with the site once the building is demolished. A playground or a community garden are possibilities.

Rehoboth Planning Board Changes

By Joe Siegel The Board of Selectmen appointed Leonard Mills to fill a vacancy on the town’s Planning Board at their August 2 meeting. The vote was 4-1. Chairman Skip Vadnais, Michael Deignan, George Solas, and Dave Perry voted in favor with Jim Muri in opposition.

“I am thoroughly disgusted,” Muri told Vadnais after the vote.

“We are interfering with another board’s purview. (The Planning Board) should be able to select their own members. This was a hit job from the start to finish.”

“You need to go home and read your bylaws,” Vadnais replied before Muri left the meeting.

Mills and Lynn Ferreira had been interviewed by both boards.

Mills won 5 votes from members of both boards. Ferreira won 4 votes. Planning Board member Ed Bertozzi said Ferreira was “the better candidate” due to her experience as an associate member.

Mills pledged to follow the town bylaws.

Selectman Michael Deignan was “disappointed” by Muri’s statements about the vote. “The reason why it concerns me is because it impugns the reputation of this board as a whole,” Deignan said.

August 2021 The Reporter “It impugns my reputation and the ethics of myself. I take my role here very seriously as I know all of us do and we try to act in the best interest of the town at all times.”

The Planning Board had voted 4-1 to approve the solar farm project at 90 Pond Street. The property is owned by the Boy Scouts.

Patricia Vadnais, the wife of Skip Vadnais, resigned last month following the vote.

“I feel that the will of our townspeople are blatantly being disregarded,” Vadnais wrote in a letter to the board. “I truly love the town,” Vadnais continued. However, I feel I am just wasting my time since many of the decisions that are made are not upheld to the letter of our town’s bylaws.

Town Planner Daniel Roach said the proposed project would be situated on two different parcels of land with a combined area of 38.5 acres. The project will consist of a 3.3 megawatt solar facility, 3 stormwater management basins, 2 access drives, fencing, and associated support equipment. Some residents have complained about the solar farm, stating the removal of trees would have a detrimental impact on their neighborhood.

Selectmen said they do not have the authority to interfere in the Planning Board’s decision making. “I’m not aware of any inappropriate voting that had taken place,” said Selectman Jim Muri, who had attended several Planning Board meetings.

“We tried to intervene. We approached the Boy Scouts with an alternative. The Boy Scouts weren’t interested in selling the land.

They made a deal with the devil,” Deignan said.

Rehoboth has four solar farms, which are located at 124 Bay State Road, Barney Avenue, Summer Street, and Tremont Street.

During the last fiscal year, the farms brought in over $138,000 in revenues for the town, according to the town treasurer’s office.

State Relinquishes Oversight of Dighton-Rehoboth School District

By Joe Siegel The state’s Department of Elementary and Secondary Education (DESE) has relinquished fiscal oversight of the DightonRehoboth Regional School District as of July 1.

Voters in Dighton and Rehoboth approved the 2022 fiscal year budget at their spring town meetings.

“It was certainly gratifying to know that for FY ‘21-‘22 that both towns approved of the administration’s budget and the regional school districts assessment without DESE stepping in,” said Dighton-Rehoboth Superintendent Anthony Azar. “The district continues to provide academic and athletic opportunities to our students and I am personally proud of the students, families and staff for all of their extraordinary efforts especially during a pandemic.”

DESE assumed control over the district’s finances in December 2019 when the two member towns were unable to approve a budget for the 2020 fiscal year.

At the time, the school committee alleged the Rehoboth Board of Selectmen and the Finance Committee had underfunded the 2020 budget.

“The Board of Selectmen and Finance Committee are not being realistic to attempt to force the School Committee’s acceptance of a negative one percent budget and $690,000 in cuts from the current 1/12 budget,” chairperson Katherine Cooper wrote in a letter to DESE. “As they know, we have always gone into town meeting with a united front,” Azar told the Reporter in 2019. “That unfortunately crumbled pretty quickly due to the town warrant being written by the Rehoboth (Board of Selectmen) and the Finance Committee not providing the town voters a chance to vote on our assessment number to the district. More importantly the wording of the town warrant was disingenuous in that it painted the school district as one that was seeking another override. This wording of the town warrant absolutely scared voters into thinking taxes would be increased.”

In a letter to DESE, Rehoboth Selectmen Chairman Gerry Schwall had cited “the ever-increasing and unsustainable financial demands” from the school district.

Dighton-Rehoboth Continues Search for Business Administrator

Finance Committee Names New Chairperson

By Joe Siegel The Rehoboth Finance Committee has a new chairperson: Colleen Simpson. Michael Fleming will serve as Vice-chairperson.

Sue McBride will serve as Clerk. The committee reorganized at Monday’s Board of Selectmen meeting. Michael Deignan, now a member of the Board, had served as Chairman of the committee for the last 10 years.

Mackenzie Morganwick, Simpson, and Fleming will serve on the Advisory Finance Committee for one year terms. The committee will participate in the budget discussions for the Dighton-Rehoboth Regional School District.

Rachel Smith and Mark Hass were reappointed to the Board of Health for two years.

Christopher Cooper, Lenore McKim, and Carol Williams were reappointed to the Community Preservation Committee. Beverly A. Baker was reappointed to the Cemetery Commission for a three year term. Ron Whittemore, Suzanne Laverdiere, Robert Lambe, and Cornelius Harrington were reappointed to the Council on Aging Board. Lisa Milich was reappointed to the Cultural Council.

A Summer for the Birds

Now the Audubon Society and other bird experts are telling us we should take down hummingbird feeders due to a disease that’s killing birds. I had read that people were urged to take down their songbird feeders, the seed-dispensing kind, due to a deadly bird disease spreading wherever songbirds congregate. Great, now birds have their own epidemic, though this is not related to the corona virus. Songbird populations have already been in steep decline, due to habitat loss and so forth, so this is worrisome, though I haven’t seen any dead birds (yet).

I’m not a very astute bird watcher, but I do enjoy seeing them out in the yard and hearing their songs. I don’t put up a sunflowerseed type feeder in the warmer months anyway, figuring that surely there is enough food in nature for birds to eat this time of year. But I have always enjoyed visits from our little hummer friends and marveled at their migration patterns. They are such fun to watch.

It’s discouraging to read such avian news just when the dreaded Delta variant is growing by leaps and bounds in humans, though it is much worse other places than New England, thanks to our higher vaccination rates. At first I thought the phrase “Delta Variant” sounded like one of those scary thrillers, like Michael Crichton’s “The Andromeda Strain”, but I’ve never enjoyed books about disasters, real or imagined. Isn’t real life scary enough?

I don’t understand how people who are anti-vaccine can NOT be scared by what’s out there, especially now that it’s in an even more contagious form than the original virus. I’ve read that people in general are poor at risk assessment, that is, they might worry about lightning strikes or shark attacks more than highway driving, which is statistically a much more common danger. Yes, the virus poses a real risk and the more it spreads, the harder it will be to control and the further setbacks we’ll all have to face.

To imagine what it would be like with no vaccines you have only to look at places like India where hospitals have not been able to handle the vast number of very sick patients and many people have died who might have otherwise been saved. This is exactly the grim scenario that American doctors and healthcare workers have been trying to avoid for the past year and a half. I really feel for everyone in the medical profession who must be suffering from burnout at this point.

Also I find it ironic that the word freedom is tossed around so much on this subject. For me, freedom describes how I felt after I got the second vaccine shot, freedom from the worst of the fear and anxiety for my own safety. And if I should need a booster shot, I’ll get one. For added safety, I’ll be wearing a mask again when with groups of people indoors.

Those of us of a certain age remember standing in line for the new polio vaccine in the 1950’s and how relieved everyone was to have an effective weapon against this childhood scourge. (I also remember how we kids were relieved when the booster dose came in the form of a sugar cube, not an injection.) Those were the days.

Now for a change of depressing topics, how about our wacky weather this summer? I kind of like the occasional cool and rainy summer day (I hate heat and humidity), but July was too soggy even for me. Then there’s the bumper crop of mosquitoes. Haven’t we all wished we could send all this rain out west where it is badly needed? What a disaster the droughts and wildfires are, so terrible that the smoke from the fires blew all the way to the Atlantic and made for some very unpleasant bad air quality days around here.

But in the middle of all this, we’ve seen a few perfect summer days – sunny, dry, in the 70’s with a soft breeze. These always seem rare and they are certainly to be appreciated, especially in these stressful times. May we see more of these blue sky days before summer’s over.

Aitken and Martin School students collaborated to present a spring musical “The Show Must Go Online” – a completely online musical production directed by virtual learning teacher Michele Graf. The group – actors and directors – jointly decided to charge admission to the virtual production in the form of food donations to Doorways food pantry. The show was a huge success, and the actors collected several shopping carts full of food for the Doorways food pantry. Rave Out as Seekonk Fire Chief

By Joe Siegel David Rave is out as the town’s Fire Chief, following the dismissal of domestic assault charges last week in Warwick District Court.

“The Board of Selectmen voted to rescind the appointment of David Rave as Fire Chief effective July 23rd, following a disciplinary hearing that was held on July 21st,” Town Administrator Shawn Cadime said in a statement.

Rave, 53, was arrested June 18 at his Cranston home. He was ordered held on

August 2021 The Reporter a $1000 personal recognizance. Rave had been placed on paid administrative leave following his arrest.

Rave began working for the town last August following the retirement of former Chief Michael Healy, who is currently a member of the Board of Selectmen.

In 2019, selectmen had hired a consulting firm to screen candidates. Public Safety Consultants, LLC of Pocasset were paid $11,900 each for the police and fire departments.

Cadime declined to comment on the search to replace Rave.

Seekonk School Chief Earns High Marks on Evaluation

Superintendent Rich Drolet has won the praise of the Seekonk School Committee for his job performance during the past year.

Each committee member contributed to the evaluation. Drolet was graded proficient on instructional leadership, management and operations, family and community engagement, and professional culture.

“The overall score is proficient and that is what we will be submitting to the state,” Committee Chair Superintendent Rich Drolet Kim Sluter said Monday.

“The 2020-21 school year marks one year of the most challenging school years on record,” Sluter noted. “Dr. Drolet has demonstrated that he is well-prepared to manage a variety of crises and the Covid-19 pandemic created adverse conditions for even the most experienced school superintendent. Dr. Drolet was able to stay focused when faced with this evolving emergency situation.

Dr. Drolet brings transparency and impeccable honesty to each conversation and his key strength of empathy coupled with his exemplary work ethic served him well during this time. We were able to modify goals based on the changing situation.”

Prior to joining the district in 2018, Drolet had been the director of curriculum for Uxbridge Public Schools. He has a doctorate in education leadership from Johnson & Wales University and served as North Cumberland Middle School (in Cumberland, RI) principal for five years, following two years as assistant principal.

Drolet also served as an assistant principal in Berkley, Mass., and as a math teacher in Natick.

Seekonk Selectmen Outraged by ZBA Resignation Threats

By Joe Siegel The Board of Selectmen voted Wednesday to reappoint Gary Sagar to the Zoning Board of Appeals. Two members of the Zoning Board had threatened to resign if Sagar was not reappointed.

Selectman David Andrade called the members’ ultimatum “completely unacceptable.” “This is our appointment,” Andrade continued. “We never said we were going to not appoint (Sagar).

We simply wanted to have a discussion.”

“You’re trying to hold the town hostage,” Chairman Justin Sullivan said to Sagar, who said he never “solicited” any of the Zoning Board members to resign on his behalf. Sullivan had received

messages from residents who were concerned about a building project Sagar has planned for the north end of town. “There is nothing personal here,” Sullivan said, noting there could be the perception of a conflict of interest if Sagar remained on the board.

“I have residents who are reaching out to me with a deep concern of somebody who has been sitting on the (ZBA) for 20 years.”

“I made myself available to everyone,” Sagar noted, adding he had obtained approval for the project from the Planning Board and had also appeared before the Conservation Commission. Sagar, a former selectman, explained “residents didn’t educate themselves on the process.”

Zoning Board Chairman Keith Rondeau thanked the board for reappointing Sagar, who Rondeau said “has a really good record in town.”

Town Administrator Shawn Cadime, who recommended Sagar’s reappointment, said he was “extremely disappointed in how the process played out.” Cadime said the board of selectmen would “need to have a dialogue” with other boards to avoid a repeat of the turmoil in the future.

EVENTS The Friends of the Palmer River Paddle on The Palmer River!

August 14th

The Friends of the Palmer River on August 14 is hosting their first ever paddle on the Palmer River! Participants will have a chance to paddle, kayak, and canoe the river and see its diverse ecosystem, with opportunities to see native plant and animal species up close.

Participants will meet at the mouth of the Barneyville River at Old Providence Street in Swansea. The event will be held from 1 to 4 p.m., and life jackets are required. As more and more people are receiving the COVID-19 vaccine, and the world is “re-opening,” Newman UCC is blending its worship experiences in a hybrid experience.

Rehoboth Congregational Church 300th Anniversary August News

Save the date for the Rehoboth Congregational Church 300th Celebration at the Gazebo at Redway Plain on Route 44 to be held on Saturday, September 11th, 2021 from 2:00 PM to 5:00 PM. There will be entertainment, games, history, picnicking, food and much more. Bring chairs and/or blankets. All are welcome.

A Historic Tour is planned for October 17th for all ages with indepth presentations at several sites. Also, members of the church and community will be asked to participate in a video over the next couple of months to talk about their memories of the church and its people. It will be shown in the fall and become part of a time capsule to be buried on the church grounds.

RCC History Moment

In 1906 the Church was raised to add a basement for offices and function rooms. The stained-glass windows were also installed that year. They were donated by Leonard Carpenter Bliss and the Goff, Bowen and Horton families. They were created in Phipps Studio in Boston and the artist had worked at Tiffany Studios.

A pipe organ was installed in the Narthex in 1910. A hand pump was used until 1928 when it was replaced by an electric blower. In 1950 the organ was rebuilt and electrified. Over the years since it has been renovated, updated and computerized.

The Rehoboth Congregational Church Collects Over 400 Cases of Bottled Water for Local Organization Serving Individuals in Need

The RCC Missions Committee exceeded its goal of collecting 300 cases of bottled water during the month of July (a nod to the church’s 300th anniversary celebration). A large majority of the water has been donated to We’re Just People, an organization that serves meals to individuals experiencing homelessness in Providence. Water has also been donated to the Rehoboth Food Pantry, the Rehoboth Council on Aging, the Taunton Area Community Table and the McAuley House. RCC would like to thank everyone in the community for their support of this collection!

Rehoboth Lions Golf Tournament is BACK!

We took a “mulligan” for the 2020 golf tournament, but we are back for 2021. This will be the 32nd annual tournament with all proceeds going to Massachusetts Lions Eye Research. This year’s tournament will be on Saturday, October 23 at Swansea CC. It will be an 11AM shotgun start with a “Bramble” format. In this format you take the best drive of your foursome then every player plays their own ball to the end of the hold. Best wo scores on each hole are counted. Lots of cash prizes, a hole in one car, special cash drawing, and a super BarBQ pork and chicken dinner to conclude. An Update from the Seekonk Lions Club

Hello everybody. These past few months in 2021 have been an exciting time for the members of the Seekonk Lions Club. Breaking out after the Covid lockdown, we were up and running in April with the 9th Annual Doug Allan memorial fishing Tournament having 70 contestants battle it out at the Old Grist Mill Pond.

In May, The Seekonk Lions teamed up with the East Providence/ Seekonk Rotary Club and held our 29th annual golf tournament at Wannamoisett Country Club in Rumford RI. It was a beautiful day as thousands of dollars were raised for each organization.

The Lions also ran a successful membership drive welcoming individuals from our local area willing to volunteer their time to the Lion motto that “WE SERVE” raising money for noble causes in our community.

Last but not least, June’s annual meeting brought in a new set of officers, the swearing in of our newest members, and a $15,000 donation presented by president Gary Sagar to District Governor Sandra Fife to the Mass Lions Eye Research Fund. Not many clubs were able to accomplish this and DG Fife was most grateful!

Looking ahead, the Seekonk Lions club will be bringing back our world famous clam boils in September. Plans are in place for an Octoberfest fundraiser! All this with our newest Facebook page!

So, enjoy the summer and we look forward to seeing our old and new friends working together for a successful Lionistic year at the Seekonk Lions Club!

Hornbine School Museum Open Houses

The Hornbine School Museum will be open on the 2nd and 4th Sunday of each month during August and September from 2 – 4 P.M. unless we have to close because of repairs. Look on Facebook (Search for Hornbine School Museum) for updates.

Young visitors to the museum will have the opportunity to write on slates with a slate pencil. We have several large wall slate boards that were installed during the 1920s. We also have a large slate board on display that came from the “Oak Swamp School”, a Rehoboth one room school which no longer exists.

But, by far, our most interesting “Black Board” is at the front of the building the size of a 3’ by 8’ sheet of plywood. This black board is NOT a sheet of plywood and it is NOT made from slate. It is actually one wide plank of wood painted black! The plank was used for instruction with chalk during the 19th and 20th centuries.

During the mid to late 20th century, a new form of chalk board came into use. They were sheets of plywood painted green. In the 21st century, white boards came into use. They are made from a white plastic and markers, rather than chalk, are used to write on them. Now, many schools have “screens” used with computers for instruction.

As we emerge from our year of Covid, our buildings have re-opened, volunteers are returning, and programs and events are being planned. The gardens at the museum and library have been weeded and mulched and are full of blooms, and some wonderful landscaping is going on at Goff Hall. Many thanks are due to RAS volunteers, to the Rehoboth Garden Club, Adam Lathan, Tranquil Lake Nursery, Greg Latham, J&J materials, and especially to Susan Gerbi McIlwain whose energy and focus turned up grants, donations, and helping hands to transform the area near our new walkway. Join Don Doucette for an in-person lecture about his time working on the Tobey Site archaeological dig.

Don Doucette has experienced Rehoboth for a lifetime – family visits and many varied outings since childhood first introduced Don to the charm of rural Rehoboth. His ingrained interests with area history and the natural world led Don back to Rehoboth as an adult. For several years, Don experienced a hands-on and up-close introduction to the ancient unwritten history of Rehoboth resulting from his involvement with the Tobey Site archaeological exploration.

Don returns to the nearby Carpenter Museum to share his Rehoboth memoir and more specifically, his personal experience with the excavation of the Tobey Site – a once in a lifetime personal opportunity never to be experienced again.

On the south side of Warren Ave., land near today’s RIDOT highway facility, to the rocks by Hatton Dr., Evergreen Drive, extending back to RISHO Ave., Hemingway Drive, and Amaral St. was McCormick’s quarry. In the 1920s, primitive horsetail calamite plant fossils were found here. (Some are on display in the Roger Williams Park Museum of Natural History.) McCormick’s quarry was the source of rocks and gravel used the build the cobble stone roads throughout EP, RI, and New England. In 1929-1930, McCormick’s company helped build today’s south side arches of the Washington Bridge over the Seekonk River.

After the business closed, the old quarry was a popular swimming hole. In the 1950s, it was filled in to create the East Shore Expressway (ESE). The ESE connects the EP Expressway (I-195) to the Wampanoag Trail (Route 114). This road serves as an evacuation route for cities and towns on low lying flood zone land at or below sea level in south eastern RI. As you drive this road through Bristol, Warren, towards E. Providence, you will see evacuation route signs. Where is the evacuation shelter?

In 1959, the south bound bridge over Warren Ave. from the EP Expressway to the ESE was named the McCormick Quarry bridge.

The one-way span over Route 195 from the ESE was named the Horton Farm bridge. Today when driving on I-195 from MA to E. Prov., a sailboat mural on the southeastern foundation of this span welcomes travelers to the Ocean State.

Termite & Pest Services In 1961, these bridges were named for WWII veterans Gustaf Soderlund, Andrew Martin, James Garvin, and Charles Storm Jr., Woodboring Inspections respectively. The north bound bridge over Warren Ave. leaving the Residential • Commercial ESE was named for WWII veterans Clifford Jackson and Gordon Reid. The bridge memorial signs have been missing for over 40 years. Soon new memorial bridge signs shall appear.

Not Valid With Any Other Offer Held up on wooden blocks since the 1970s, the recent 20162019 replacement of these bridge foundations and roadways was completed ahead of schedule using new construction techniques.

To date, 13 of the 14 original bridges on the EP Veterans Memorial Expressway (EPVME) have been replaced.

Girl Scouts of Southeastern New England (GSSNE) is excited to announce the official kickoff to the 2021-2022 school year with the first annual Back to Troop Day on Saturday, August 28th from 10:00 AM-4:00 PM at GSSNE Council Headquarters at 500 Greenwich Ave., Warwick, RI. GSSNE welcomes families and girls of all ages to attend.

This will not only be a great opportunity to learn more about Girl Scouting and our four pillars—STEAM education, life skills, the outdoors, and entrepreneurship—but families will be able to register their girls for Girl Scouts right before the school year begins. This will also be a great opportunity for the community to contribute towards a worthy cause. Guests will be asked to bring a school supply item(s) to donate towards our “Fill-A-Backpack” council-wide service project. Sweet Ideas for Easy Back-to-School Breakfasts

Servings: 1 • 2 slices seedless watermelon, 1 1/2 inches thick • 2 tablespoons nonfat plain Greek yogurt • 1 pinch sugar • vanilla, to taste • 9 slivered almonds

Directions:

Cut out donut shapes from watermelon slices.

Sweeten Greek yogurt with sugar and vanilla, to taste, to create frosting.

Frost half of watermelon donuts with half of frosting. Add layer of remaining watermelon donuts and top with remaining frosting.

Sprinkle toasted almonds over top and serve.

Watermelon Oat Flour Waffles Yield: 8 waffles

Waffles:

• 1 cup old-fashioned or regular oats • 3/4 cup all-purpose flour • 1 tablespoon baking powder • 1/2 teaspoon salt • 1 cup watermelon juice • 1/2 cup vegetable oil • 4 egg whites • nonstick cooking spray

Garnish:

• 2 cups plain Greek yogurt • 3 cups watermelon, diced 1/2 inch • fresh mint leaves • powdered sugar (optional) • honey (optional)

Directions:

Preheat Belgian or regular waffle iron.

In blender, process oat flakes into flour.

In bowl, mix oat flour, all-purpose flour, baking powder and salt.

Mix in watermelon juice and oil.

Whip egg whites into stiff peaks and fold into batter.

Seekonk Public Schools Reminds Community Members of Mosquito Bite Prevention Tips

Seekonk — With more people enjoying the outdoors during the summer months, Superintendent Rich Drolet, on behalf of Seekonk Public Schools, wishes to remind community members of important safety tips to prevent mosquito bites and avoid mosquitoborne diseases.

According to the Massachusetts Department of Public Health, mosquito bites in the National & International state typically result in skin irritation and itching. However, serious diseases including West Nile virus and Eastern Equine Encephalitis (EEE) are also spread by mosquitoes in rare instances. These viruses can cause illness ranging from a mild fever to more serious disease like encephalitis or meningitis.

The DPH reports that since EEE was first detected in the state in 1938, there have been approximately 115 cases, with the majority of cases having been from Bristol, Plymouth and Norfolk counties. The most recent outbreak, which began in 2019, included 12 cases with six fatalities, and the outbreak continued into 2020 with five cases resulting in one fatality.

West Nile virus was first detected in the United States in 1999. Since the majority of those exposed to West Nile virus have no symptoms, it’s difficult to identify exactly how many people have been infected. Only those who develop severe illnesses with West Nile virus are often reported. Between 2011 and 2020, there have been 148 cases of West Nile 345 Taunton Ave, E. Providence RI virus across the state with seven fatalities.

DPH has reported that a mosquito tested positive for West Nile virus for the first time this year in Medford and Boston.

Seekonk Public Schools wishes to share the following tips from the CDC, which can be used to prevent mosquito and mosquito bites from occurring: • Utilize insect repellents that are registered with the Environmental Protection Agency (EPA) and have one of the following active ingredients: DEET, Picaridin, IR3535, oil of lemon eucalyptus, para-menthane-diol, or 2-undecanone.

• Reapply insect repellent as directed and follow instructions outlined on the label of the product you are using.

From the State House Representative Howitt Supports Enactment of Chapter 90 Bond Bill

Will provide Seekonk with $581,287 in road and bridge funding; Rehoboth with $611,600 in road and bridge funding

Boston – The House and Senate recently finalized a Chapter 90 bond bill that will provide Seekonk with $581,287, along with Rehoboth receiving $611,600 in road and bridge funding for Fiscal Year 2022, according to State Representative Steven Howitt (R-Seekonk).

Representative Howitt said that in addition to providing for $200 million in statewide Chapter 90 spending, the bond bill authorizes $150 million in additional funding for six transit-related municipal grant programs. The final bill – which combines elements of two earlier versions of the bill that passed the House of Representatives on June 22 and the Senate on July 1 – was enacted on July 15 by a vote of 160-0 in the House and 40-0 in the Senate.

Representative Howitt said the bond authorization will help cities and towns pay for their local transportation infrastructure priorities and will provide additional financial support for municipalities by expanding six state grant programs. Specifically, the bill increases funding for the municipal small bridge grant program – which helps fund construction, repairs and improvements for non-federally aided bridges – from $70 million to $95 million. It also doubles funding from $25 million to $50 million for a program to assist municipalities and regional transit authorities with the purchase of electric vehicles and charging stations, and for grant programs to help municipalities: • address localized, operationally influenced bottlenecks that negatively impact traffic flow; • implement transit-supportive infrastructure, such as dedicated bus lanes and signal prioritization; • prioritize and enhance mass transit by bus; and • increase access to mass transit and commuter rail stations.

The final bill also retains language previously inserted by the House that stipulates funds received through the Coronavirus State Fiscal Recovery Fund may “be used for maintenance or pay-go funded building of transportation infrastructure, including roads.”

Representative Howitt Supports Governor Baker’s Call for Reinstating the State’s Charitable Tax Deduction

Boston – State Representative Steven Howitt, R-Seekonk, recently supported Governor Charlie Baker’s proposal to reinstate the state’s charitable tax deduction beginning on January 1, 2022, saying it will fulfill a promise to the state’s voters who overwhelmingly approved the creation of the deduction more than two decades ago.

On July 27, Representative Howitt voted to sustain the Governor’s veto of language in the Fiscal Year 2022 budget that calls for delaying the charitable deduction. The effort fell short, however, as the Governor’s veto was overridden by the House of Representatives on a vote of 124-35. A two-thirds vote in the Senate is also required for the override to be successful.

Representative Howitt said it is long past time to heed the will of the state’s voters, who approved the creation of the charitable tax deduction by a more than 2-1 margin on the November 2000 state ballot. The ballot question was passed with over 1.8 million voters in favor and just 714,884 opposed, representing a margin of 67.1%-26.15%.

In his veto message, Governor Baker said any further delays in reinstating the deduction are “unnecessary” given that “the Commonwealth’s fiscal situation has improved materially in recent

months, and the Commonwealth is on track to close Fiscal Year 2021 with no transfer out of the Stabilization Fund.” Representative Howitt agreed, saying the deduction will offer savings to taxpayers while also helping nonprofits and other charitable organizations that have been hard-hit by the pandemic better meet the increased demand for their services. continued on next page...

Representative Howitt noted that a recent survey conducted by Philanthropy Massachusetts and the Massachusetts Nonprofit Network found that more than 60% of nonprofits reported revenue loss during the pandemic, with an average revenue loss of 34% over the previous year. According to the survey, the greatest reported unmet need of the populations served by nonprofits is mental health (48%), followed by food (33%) and housing assistance (32%).

The Department of Revenue has estimated that implementing the charitable tax deduction would cost the state $64 million in the current fiscal year, and up to $300 million annually on a full-year basis moving forward.

State Senator Paul R. Feeney Announces the Passage of the Fiscal Year 2022 Senate Budget and Adoption of over $500,000 in Amendments “I firmly believe that the state budget represents our collective values as a Commonwealth”

BOSTON, MA – Senator Paul R. Feeney (D-Foxborough) announced the successful passage of a host of amendments he filed during the recent Senate Budget Debate for the upcoming Fiscal Year 2022 spending package.

This budget year was unlike any other. As the Commonwealth and the country strive to Build Back Better from the COVID-19 pandemic, the FY2022 Budget agreed upon by the Massachusetts Senate maintains fiscal responsibility and recommends targeted investments to address emerging needs, safeguard the health and wellness of our most vulnerable populations and ensure our

August 2021 residents can benefit equitably as we recover from the lasting impacts of the pandemic. “The COVID-19 pandemic has revealed the many areas where we need to improve our services as a society. I am proud that this budget maintains the fiscal health of the Commonwealth while investing and supporting our residents who need it the most,” stated Senator Feeney.

Senator Feeney filed budget amendments which span a range of policy areas, including arts and culture, food insecurity, homelessness and human services, outdoor recreation, mental and behavioral health, as well as funding for local capital improvements.

Throughout three long days of debate that each stretched late into the evening, Feeney was successful in passing a majority of his amendments to the spending bill representing both local and statewide spending priorities. The Senate’s version of the FY2022 Budget, including Feeney’s priorities, was adopted Thursday night by a 40 - 0 vote.

Senator Feeney successfully secured over $500,000 for local initiatives in the Bristol & Norfolk District and $3.3 million in total funding. In addition to the successful adoption of his local amendments, Feeney was also able to secure support for initiatives with regional and statewide impact, totaling $2.8 million.

Ending Homelessness

Senator Feeney has strongly advocated for greater financial support to combat the ongoing crisis of homelessness in the Bristol & Norfolk District and across the Commonwealth. The Massachusetts State Senate Ways & Means Budget included significant funding for the Home and Healthy for Good Program, totaling $3,890,000. This funding total restores the $1,000,000 cut to this program in the Governor’s initial FY22 House 1 Budget Proposal.

The Home and Healthy for Good Program, operated by the Massachusetts Housing and Shelter Alliance (MHSA), is designed to stop homelessness by providing low or no-cost housing to chronically homeless individuals first, instead of relying on over-crowded, emergency congregate-care shelters.

“We can end homelessness in the Commonwealth. We just need to make it a priority and act boldly,” said Senator Feeney. “The idea that we need to move away from decades of simply, temporarily sheltering homeless individuals, while offering limited services, in favor of offering permanent and supportive housing with access to physical and behavioral health and other wraparound services can seem radical at first; however, we know that the Housing First model works and can dramatically reduce MassHealth costs as well as additional burdens on our hospitals, emergency departments and public safety departments. Most of all however, I truly believe that this is the morally right way to address chronic homelessness.”

FY22 Budget

“I am extremely proud of this year’s Senate budget,” said Senator Feeney. “Not only is it a bold, balanced, fiscally responsible and well-rounded statement of our values, this budget takes great steps in addressing critical needs in the Commonwealth. It recognizes the importance of substantial and meaningful investments in education, healthcare, housing and substance abuse treatment. Additionally, the annual budget debate gives me an opportunity to advocate strongly on behalf of the people of the Bristol & Norfolk District. I am very pleased that many of my local priorities were adopted. Whether it is our arts and cultural programs, food insecurity, homelessness and human services, outdoor recreation, mental and behavioral health or funding for local capital projects and improvements, the resources allocated in this budget will be put to great use in our communities. Third Annual Photo Contest

Calling all photographers! Are you a photographer or a nature enthusiast? Are you both?!

The Seekonk Public Library invites you to submit your digital photos of the nature in town for a photo contest hosted by the library. The project’s goal is to digitally preserve Seekonk’s natural spaces and ecology in concert with existing efforts to conserve the town’s natural beauty. Selected photos will be uploaded to a public Flickr gallery to share views of Seekonk’s nature and wildlife, creating a digital walking tour of the preserved spaces in town.

The contest is open to all photographers, amateur and professionals alike. Photos must be submitted electronically by using the entry form at seekonkpl.org/photo. Photos must be taken on any of Seekonk’s natural spaces that are open to the public and feature images of wildlife, plant life, natural landscapes, weather, or any other aspect of nature.

Programs for Children and Families Tails & Tales Summer Reading Challenge Ongoing through August 21

Registration continues for Tails & Tales, this year’s summer reading challenge. Sign-up then keep track of how much time is spent reading. There are no titles to record, or specific books to read. Kids can read any combination of books, magazines, graphic novels, Sunday comics, eBooks, or audio books. Read anything and everything because it all counts toward the challenge.

What’s the challenge? The personal challenge is to read 15 – 20 minutes a day. Children register for the program then log their reading time online to earn virtual badges, take part in interesting activities and earn raffle tickets for a chance to win one of 30+ raffle prizes. Want to simplify? Just log the time spent reading.

Why log reading time? The process of logging time encourages children to actively work toward the goal of 15 – 20 minutes per day. Children who log their time are more engaged in the program and can be more self-motivated to read.

Why Summer Reading? Summer reading loss often happens when children are not actively reading during the summer months.

Studies have shown that children who don’t read over the summer can lose 1-3 months of reading proficiency. Know that summer reading programs are endorsed by principals, teachers, and educators to help combat summer learning loss.

Rehoboth 12U Thunder Champions! environment. Transitioning into summer tournament play, the league’s development focus paid off with Rehoboth teams achieving a lot of success playing across the region.

The softball teams chalked up an impressive series of wins led by the 10U Thunder team which took the crown of tournaments in Dighton, Somerset, and Swansea. 12U softball matched this with championships in Rehoboth, Cranston and a great 6-0 performance in Hopedale. The 16U team was able to overcome very strong competition from a large field and win the title at the Rehoboth Tournament. On the baseball side, the 12U allstars ran the table at the Middleboro Field of Dreams tournament amassing 64 runs scored and only 2 runs allowed in the championship run. This team is also playing as the Rehoboth Reds in memory of one of the league’s founders, Everett “Red” McPhillips, as they travel to represent Rehoboth competitive play in Cooperstown, NY this week.

Rehoboth 12U All-Star Champions!

Rehoboth Red to Represent Town in Cooperstown

RYBSA’s Rehoboth Reds team will be traveling to Cooperstown, NY this week for 8+ games of competitive baseball against teams from around the country. Players and coaches will stay in the players village at Cooperstown Dreams Park and have a chance to visit the baseball hall of fame. The league has supported this opportunity by securing an attendance certificate in recent years so that teams can fundraise and work to play on a highly-competitive level of baseball in its historical home. This year the team took on the Reds name in recognition of one of the league’s founders, Everett “Red” McPhillips whose name also graces the league’s Martin street complex. Updates may be shared on the league’s facebook page during their trip.

DRHS Tennis Season Summary The D-R Boys Tennis Team ended its season with a record of 7-1 and a share of the SCC championship with Apponequet and Old Rochester. The Falcons were lead at 1st singles by senior Cocaptain Peter Anghinetti who went undefeated with a record of 8-0.

Freshman David Anghinetti finished with a record of 7-1 at second singles with the only loss coming at Apponequet. The 1st doubles play of Nicholas Antonio, Luke Taylor and Matthew Nadeau lead to impressing wins throughout the season. The Team wishes to thank Co-captain Skylar Jones, Peter Anghinetti and Paul Manning, the seniors on the team, for their contribution to the D-R tennis program over the past four years.

Elder Dental Program

Overall good health includes a healthy mouth. Bacteria from the mouth can cause infections in other parts of the body, especially when the immune system is weakened by disease or medical treatments. Taking good care of your mouth is very important.

Gum disease develops when plaque – a sticky film of bacteria – is allowed to build up along and under the gums. People who have health conditions, such as diabetes are also at risk because they are more open to infections and may be less able to fight bacteria that invade the gums. What can you do to reduce your risk? Seeing both your dentist and physician to spot and treat various health conditions relating to gum disease is great first step. Good home care such as brushing and flossing, as well as visiting your dentist regularly are important.

The Elder Dental Program (EDP) is a non- profit, program that provides quality, affordable oral health care to low-income seniors, ages 60 and older, through a group of community dentists who volunteer to provide treatment at reduced, sliding-scale fees. The EDP helps seniors who have incomes that fall at 250% or less of the Federal Poverty Level. Care not covered by the sliding-scale fee schedule is absorbed by the dentist. We find seniors a “dental home” where they can continue to have regular care, as well as emergency dental services, at reduced fees they can afford. Nutritional Meals To Go Tuesdays & Wednesdays

Seekonk Human Services will be working with Bristol Elder Services to provide nutritional meals for lunch on Tuesdays and Wednesdays to go. Meals come completely cooked and prepackaged. All you need to do is heat it up! Meals need to be ordered the day before by 9:30am. Payment is $2.25 per meal which will be due at the time of pickup. Pick up will be between 11am— 12pm. If you are unable to pick up at that time or are experiencing financial hardship please reach out to the office to speak with the Outreach Department. Property Tax Exemptions

As July 1st marks the beginning of the fiscal year, I get a lot of requests for assistance with real estate tax exemptions, mostly for those Seekonk Veterans that have a Veterans Administration disability rating. That requires a recent copy of your disability rating letter from the V.A., your DD214 (military discharge) and the application. Once the Tax Assessor’s office has a copy of your DD214, they won’t need it again, but the updated letter and application are required every year. For those already receiving a tax abatement, you should have already received your new application in the mail.

Here are the different categories of exemptions under Massachusetts General Law: Eligible veterans, spouses, and parents To qualify, all veterans (and spouses where applicable) must: • Be legal residents of Massachusetts.

• Be occupying the property as his/her domicile on July 1 in the year of application.

• Have lived in Massachusetts for at least six months prior to entering the service (spouses exempted) or, • Have lived in Massachusetts for five consecutive years immedi-

Salad:

Dressing:

• 2 pounds boneless, skinless • 1 cup plain Greek yogurt chicken breasts • 1/3 cup buttermilk, plus • 2 tablespoons taco seasoning additional (optional) • 2 tablespoons olive oil • 1 t a b l e s p o o n f r e s h • 1 head leaf lettuce, chopped squeezed lime juice, plus • 1 avocado, chopped into biteadditional (optional) sized pieces • 3 tablespoons chopped • 1 cup black beans, drained and cilantro rinsed • 2 tablespoons taco sea• 1 cup corn soning • 1 pint grape or cherry tomatoes, chopped • 1 cup shredded cheese (Monterey Jack or Mexican) • tortilla strips or crushed tortilla chips, for topping

Directions:

To make dressing: In small bowl, stir yogurt, buttermilk, lime juice, cilantro and taco seasoning until combined. Taste and adjust lime juice and cilantro as needed. If dressing is too thick, add buttermilk 1 teaspoon at a time until desired consistency is reached.

Refrigerate until ready to serve.

To make salad: Season chicken on both sides with taco seasoning. Heat large skillet over medium-high heat and add olive oil. Add chicken to pan and cook on both sides until outside is golden brown

Recipe courtesy of Rachel Gurk of “Rachel Cooks” on behalf of Milk Means More Prep time: 20 minutes / Cook time: 2 hours / Servings: 8 • 16 ounces elbow pasta • 4 tablespoons butter • 3 ounces reduced-fat cream cheese • 2 cups whole milk • 12 ounces evaporated milk • 1/2 cup light sour cream • 2 large eggs, beaten • 3/4 teaspoon ground mustard • pepper, to taste • 8 ounces shredded sharp cheddar cheese • 8 ounces grated provolone cheese

Directions:

Cook pasta al dente according to package directions. Drain and pour into large slow cooker.

In small saucepan over medium heat, whisk butter and cream cheese until melted.

Stir in milk, evaporated milk and sour cream; whisk until combined. Remove from heat; whisk in eggs, ground mustard and pepper, to taste. Stir in cheeses. Pour mixture over cooked macaroni and stir to combine cheese and pasta.

Cover and cook 2 hours on low. Switch to warm until ready to serve.
