City Council Approves Start to Community/Rec Center Process

At an October 26th City Council meeting, the council unanimously passed a resolution which authorized Mayor Bob DaSilva to begin the “process of constructing a community recreation center.” The resolution doesn’t mandate “a shovel in the ground” right away but asks the city administration to present a revised plan for a facility which would include a municipal pool. “Like all resolutions, this can be amended according to the final proposal and funds available,” council President Bob Rodericks told the council. The resolution read as follows: • the City of East Providence is a residential community of approximately 48 thousand residents; and • the voters of East Providence have twice voted to go to a bond for a Recreation Center, and • prior City Councils did not follow through on those two votes, and • the city does not currently have an indoor recreation facility to adequately provide services to the residents, and • the City Council and Mayor seek to work together to achieve this goal, and “NOW BE IT RESOLVED that the City Council authorizes the Mayor to seek all possible funding sources to construct this facility. The facility shall include a full court gymnasium, fitness area for strength, cardio, and flexibility training as well as program rooms and an administrative office for the recreation department and an aquatic center.” The proposed center still has hurdles to overcome as differences in project and scope still exist between the council and Mayor. I have been asking for that left turn signal on to Waterman Avenue (from Pawtucket Ave),” said Sousa. Currently there is a left turn signal on Pawtucket Avenue heading south but not north bound. Rodericks asked Administration Director Napoleon Gonsalves to push the administration to persevere the city request to the state DOT for the signal change. Mayor Bob DaSilva signs FY 23-24 Budget

Mayor Bob DaSilva has signed the fiscal year 2023-2024 budget ordinance as adopted by the East Providence City Council by a unanimous vote of 5-0 during the October 17, 2023 City Council meeting. “The $218,914,964 budget reflects tight fiscal management while also providing the highest level of city services that our East Providence residents expect. will pose some challenges in our next fiscal year, but our administration will do its best to ensure this funding continues to provide the highest level of services for our community,” DaSilva added. “A municipal budget of $218,914,964 requires a lot of review and compromise,” added Council President Bob Rodericks. “The Council did its due diligence and went through this budget during public hearings and asked many questions of administration department heads. No budget anywhere is a one-sided spending plan. This budget involved eventual compromise on all sides and serves the best needs of our community,” added Rodericks. “It also provides required payments for the new high school and major renovations to Martin middle, Waddington and Riverside middle schools.”

• $1.2M increase for municipal salaries, contractual obligations and related benefits • $300K in Refuse/Recycling Tipping Fees increase • $400K Other Post-Employment Benefits (OPEB) increases per the City’s Actuarially required Contribution (ARC) • $600K Firemen’s and Policemen’s Pension Fund increases to meet the City’s ARC • Inflation/Increase of cost of goods and services including utilities such as electricity,heating and gas.

The Council’s amendments to the Mayor’s FY23-24 budget include:

• The transfer of other line items of $311,647 to debt services for Martin Middle School • A transfer of $150,328 from the public safety communications overtime line to the regular salaries line.

The Council also made the following reductions:

• A reduction of $175,000 from the legal services line • A reduction of $152,347 from the professional services line • A reduction in capital of $3,000 In total, the final tax levy represents an increase of 3.5 percent over last year’s levy. The increase for individual property owners will be determined later in the year, prior to tax bills being mailed out. The City’s new fiscal year begins November 1st, tax bills will be mailed in May 2024.

City Kicks Off Roadway and Sidewalk Improvement Program

The City has kicked off its roadway and sidewalk improvement program with major support from the State of Rhode Island. East Providence received a $675,858 grant/match of 33 percent in state funds toward the project which consists of roadways, drainage, sidewalk and other public improvements. The funds were made available to the city after the city and state entered into an agreement through the Municipal Road and Bridge Program. The Municipal Road Fund Program is administered by the Rhode Island Department of Transportation (RIDOT). The program was created by Governor Dan McKee and enacted by the General Assembly in the 2024 Appropriation Act with a funding of $20 million from the State and Local Fiscal Recovery Funds (SLFRF) program.

November 2023 The Reporter The program provides funding to municipalities for the construction and maintenance of roads, sidewalks, and bridges. Through a bidding process, which began in May of 2023, the city has entered into a $2.4 million contract with Pawtucket Hot Mix Asphalt to complete a number of roadway, drainage, sidewalk and other public improvements in the city. The East Providence City Council adopted the resolution to enter into the contract with Pawtucket Hot Mix Asphalt in August 2023 and an agreement was signed with the state in early September 2023. “We are thankful to the Rhode Island General Assembly and Governor Dan McKee for making these funds available to be used for our city’s roads and sidewalks,” Mayor Bob DaSilva said. “There has been a concerted effort between our city’s Public Works and Planning Departments and our engineering division to apply for these matching funds – doing so eliminates the burden of cost to our property taxpayers. We always want the most and best for our residents.” Work is slated to begin next week (third week of October).

R.I. Dept. of Education Releases RICAS Scores

The Rhode Island Department of Education (RIDE) released the final results of the 2023 Rhode Island Comprehensive Assessment System (RICAS). The RICAS assessment, first conducted in 2018, was administered to students from grades 3 through 8 in March through May. Statewide data shows that in 2023 compared to 2022, there was an increase in participation in both content areas, a second year of significant growth in math proficiency with an approximate 2.7 percentage point increase this year, and an increase in English Language Arts (ELA) of approximately 2 percentage points. A presentation of the results is available at RIDE.RI.GOV. “The 2023 RICAS results show that Rhode Island schools continue to move in the right direction as we work to improve achievement and meet our 2030 goals with our Learn365RI initiative,” said Governor Dan McKee. “Our students can perform at high levels, and we must stay the course and make sure our school communities have the support and resources to thrive. I thank the teachers, school leaders, and families who have worked hard to ensure students recover academically and are on paths to success.” “The recent assessment results indicate that while much work remains, our students took an important step in the right direction,” said House Speaker K. Joseph Shekarchi and Senate President Dominick J. Ruggerio. “Continuing to improve the quality of our education system remains a top priority for the House and Senate. For Rhode Island to succeed, we need to ensure that all students get a world-class education that prepares them to thrive in the classroom and beyond. The legislature is committed to working with our partners to make sure that our state education system continues to make progress.” In addition to RICAS, 2023 PSAT and SAT, Rhode Island Next Generation Science Assessment (NGSA), Dynamic Learning Maps (DLM), and the Rhode Island Assessing Comprehension and Communications in English State-To-State for English Learners (ACCESS) assessment results can be viewed online on RIDE’s Assessment Data Portal. “Rhode Island is committed to improving student outcomes and the latest RICAS results show that with our focus on accelerating learning statewide, we are on the right track,” said Commissioner Angélica Infante-Green. “With a second consecutive year of significant growth in math and an increase in ELA proficiency, we’re seeing momentum as we approach pre-pandemic levels of achievement and participation. In line with the priorities and focus areas of the Learning, Equity & Accelerated Pathways (LEAP) Task Force and Governor McKee’s Learn365RI initiative, and in partnership with our school and community partners, we will continue to work to expand access to high-quality learning opportunities and bolster support for our school communities to continue our upward trajectory.” “The 2023 RICAS results reflect the hard work, determination, and resiliency of our students and educators,” said Chair of the Council on Elementary and Secondary Education Patti DiCenso. “As we applaud the progress made, we must continue to address achievement gaps, eliminate disparities, and provide our students with the tools and support they need to excel academically.”

Mayor Proposes Cultural Museum at Hunts Mills Site

Mayor DaSilva and members of the city planning department presented a plan to build a Cultural Arts Museum at the site of the historic Hunt’s Mills in Rumford. The session was held before a large crowd of residents at City Hall on October 16th. The comments were evenly split by the assembled residents with some in support and some against with others willing to hear more details. The proposal would allow for the East Providence Historical Society and the Black-American museum artifacts collected for decades by Onna Moniz John, to be housed at the new center. While many in attendance supported the proposal there was also opposition due to the location because of limited parking and overall capacity. Suggestions were made to house such a cultural museum elsewhere in the city. One vocal supporter of a Cultural Center at Hunts Mills is Nancy Moore, Preservation Chair of the East Providence Historical Society. Moore spoke often at the forum in support of the mayor’s

proposal. “With 40 years under my belt at Hunt’s doing hands-on restoration, gardening and just enjoying the open space, I think it is now time for other groups to join the Historical Society and the Ten Mile River Group in the education of this City as to their stories,” Moore wrote to local media after the meeting. Moore did not opine on a specific building plan but did add, “The possibilities of teaching about history, ecology, conservation and gardening techniques, alongside the cultural pieces are too numerous to ignore.” A revised plan will be forthcoming which will downsize the proposed building from two stories to one. Funding is hoped to come from grant sources, not the city budget. Mayor DaSilva said that his staff is listening to all comments made at the forum and is revising and modifying the original conception design for a continued presentation to the public.

House Majority Whip Kazarian of EP Honored

House Majority Whip Katherine S. Kazarian and Senate Judiciary Chairwoman Dawn Euer were honored by Common Cause RI last month with the organization’s “Excellence in Public Service Award” for their sponsorship of the “Let RI Vote Act” in 2022. The awards were presented at the 2023 Champions of Democracy Celebration and Annual Meeting held on October 19 in Pawtucket. The Let RI Vote Act (2022-H 7100A, 2022-S 2007A) expands voter access while ensuring the integrity of Rhode Island elections. To accomplish these goals, the bill makes permanent several elections provisions put in place in 2020 to protect voters during the pandemic, including wider use of mail ballots, which helped result in a record number of Rhode Islanders casting votes that year. “I am humbled by this recognition from Common Cause and I thank them for being tremendous partners in making the Let RI Vote Act law. These changes empower the most amount of Rhode Islanders to participate in the electoral process while providing safe and secure voting options for the residents of our state, ensuring that every voice is heard and every vote is counted,” said Whip Kazarian (D-Dist. 63, East Providence, Pawtucket). City Celebrations Underway City Council Offers Free Dinner for Area Veterans November 9th

The newly formed East Providence Veterans Advisory Committee and the City Council will sponsor a free dinner on November 9th from 5pm to 8pm at St. Martha’s church hall. The event and the advisory committee were organized by city Ward Four councilman Rick Lawson. “East Providence is home to many proud Veterans and our hope is to create an atmosphere of fellowship and foster communication so we can reach those who may need help as well as to inform and honor all Veterans,” said Lawson. The November 9th event will feature a full pasta dinner and fellowship gathering. All veterans and spouses are welcomed, said Lawson. “This is a show of appreciation for all who have or are serving,” added Lawson. “I thank my fellow council members and the community for their support of our veterans.”

Veteran’s Day Ceremony November 11th

The City of East Providence is hosting its annual Veterans Day Ceremony to honor local veterans at the Garden of Flags at Veterans Memorial Park, on November 11th at 10 am. Veterans Day, observed annually on November 11, is a tribute to military veterans who have served in the U.S. Armed Forces. The East Providence Police & Fire Honor Guards will be present including the City’s honored guest, Jean Laidler Kesner, a World War II USMC Veteran, also other local veterans and their families, members of Veterans Inc., music by Bristol County Fifes & Drums will also be in attendance. Also there will be brief remarks from Governor Dan McKee, Secretary of State Gregg Amore, Treasurer James Diossa, Sen. Robert Britto and City Council President Bob Rodericks and others. In November 1919, President Wilson proclaimed November 11 as the first commemoration of Armistice Day with the following words: “To us in America, the reflections of Armistice Day will be filled with solemn pride in the heroism of those who died in the country’s service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations…”

City Council has 1st Harvest Festival November 12th

The City Council is hosting its first ever “Harvest Festival.” The event will be held on Sunday, November 12th from noon to 4 pm at Pierce Field. The event will be held in the open area near the splash pad. “There will be games, arts & crafts, music, food trucks and more. City’s Annual Tree Lighting Holiday Celebration Saturday, Dec. 2nd

The city’s annual tree lighting holiday celebration will be held from 4pm to 6pm on December 2nd, with a rain date of December 3rd. The annual event is held at City Hall. This year the tree lighting will be lit in memory of East Providence residents who were lost due to COVID-19. East Providence Residents: If you lost a loved one to COVID-19, residents are invited to donate one holiday ornament in their memory to decorate the City’s COVID-19 memorial tree outside of City Hall. Car Show Charity Event Benefits the Rhode Island Young Marines CMA Restorations hosted another successful Car Show Charity Event on Sunday, October 8, 2023, raising $5,000 for the benefit of the Rhode Island Young Marines, a National Non-profit 501c(3) Award-winning, Youth Education and Service Program for boys and girls, aged eight through high school graduation. The event, held at 310 Bourne Ave. in Rumford, RI (Phillipsdale Landing Complex), was the largest in its 3-year history, with 150 show cars in attendance, doubling the non-profit donations than in previous years. Highlights of the event included an appearance by celebrity guest star Christopher Hensel (known as Jeb Stuart Duke of the Dukes of Hazzard) along with the General Lee and Daisy Duke Jeep Movie Cars. Mr. Hensel signed autographs, took pictures

with spectators alongside the movie vehicles, and had an array of Dukes of Hazzard movie memorabilia. Additional movie vehicles in attendance included the Mystery Machine, Smokey and the Bandit, and Knight Rider. Also present was the East Providence Police Department with the beautiful Camouflage Cruiser and Breast Cancer Awareness Cruiser. Further highlights included special guests, Marine Corps League, Bucci-Atwood Detachment, and the New England Division National Vice Commandant of the Marine Corps League, Mr. Patrick Maguire. The event included a ceremony featuring the presentation of the flags by the Rhode Island Young Marine Colorguard, the singing of the National Anthem by Mr. Jamal Wheeler of His Providence Church, the Pledge of Allegiance by Mr. Patrick Maguire of the Marine Corps League, benediction by Mr. Wally Wildes of His Providence Church, and concluding with, a medley by saxophonist, Mr. Chris Eaton of Restoration Church of RI. Trophy awards given to the top twenty-five show vehicles. Numerous raffle prizes and giveaways donated from local businesses and sponsors, were awarded to show attendees. New in 2023 was live entertainment by Tama Girard & Company, who performed the best of the 70s, 80s, 90s, Country, and Rock music. Also new to the event this year was Joe’s Snack Shack. Joe and his team served up some delicious food for spectators and drivers. Pokanoket Indigenous Tribe Mural

By Bob Rodericks The East Providence Arts Council sponsored an outdoor mural painting, honoring the Pokanoket indigenous people. The Pokanoket tribe of American Indians has lived in the East Providence and larger East Bay area for many centuries, from long before the pre-colonial era up to the present day. The Pokanoket tribe, sometimes historically called the Wampanoag, has inhabited the area all along the Rhode Island east bay vicinity and out into areas of Massachusetts, including Cape Cod. The heritage of this tribe is rich with their customs, arts, history, beliefs, language, and unique way of life. To help preserve the recognition and remembrance of their extensive culture, a permanent portrayal of the person representative of their nation is being installed in a prominent place in the East Providence area. The ongoing creation of the large outdoor mural depicting the Massasoit Metacomet can be viewed at Watchemoket Square, at 9 Warren Avenue. “Today (October 28th) we joined the Pokanoket Tribe, East Providence Arts Council, members of the Mayor’s Advisory Council on Indigenous Affairs, the artists Bonnie Turner and Charles Clear III and many others from the community as we unveiled the mural titled “Pokanoket”. The 24’ x 28’ mural was painted on a red brick building at 9 Warren Avenue in East Providence. Thanks to Sharon and Jay owners of the The 133 Club who offered their wall to be the host for the mural,” said Mayor Bob DaSilva. “The mural depicts the Pokanokets last King, named Metacomet, standing on the shore of Mount Hope Bay in Bristol. It’s a site that’s sacred to the Pokanokets. Behind him is a rock formation known as The Three Sisters, which stands for corn, beans, and squash. Overhead is a canopy of oak leaves, which symbolize strength and resilience. Across the Bay is Fall River. We painted him in a circle shape to symbolize the circle of life. Our model for Metacomet is Bill Guy, the present day Sagamore of the Pokanoket Tribe. The Sagamore is the 10th great-grandson of Massasoit,” explains artist and muralist Bonnie Turner. “The Arts Council initiated the concept of this mural and has supervised the production process, gratefully accepting financial support from the Rhode Island Foundation, as well as from the City of East Providence. Our design review panel for selecting the best artist from among all entries included Tracy “Dancing Star” Brown, the Sachem of the Pokanoket nation, along with Arts Council members,” said arts council chairman David O’Connell. The Sagamore William “Winds of Thunder” Guy and other members of the tribe were involved in choosing the final design. “Professional muralists Charles Clear III and Bonnie Lee Turner have created a powerful, iconic design that will be unforgettable for local residents and visitors alike.”

People In The News Rhode Island Aviation Hall of Fame Announces 2023 Honorees The RI Aviation Hall of Fame will induct seven new members and honor three others with special recognition awards as part of their 21st class of honorees. East Providence Awardees include: Lieutenant Colonel Lynn Carter, US Air Force, Retired (1919-2014) B-26 and B-25 bomber pilot; 69 combat missions WWII; awarded Distinguished Flying Cross, French Croix de Guerre and seven Air Medals. Graduated Brown University postwar; lived in East Providence while working in the Defense Products Division of Brown & Sharpe 1954-1962. Carter served in the Air Force Reserve until

retirement, including a P-47 fighter squadron assignment at Niagara Falls during the Korean War. Steel industry executive. Lieutenant Commander Lynn “Skip” Carter II, US Navy, Retired (1946-) Skip attended East Providence High School before going to the US Naval Academy. As a Naval Aviator he flew numerous carrierbased combat missions over Vietnam, earning multiple Strike/Flight Air Medals and three Commendation Medals with combat “V”. Carter is a graduate of Naval Fighter Weapons School (Top Gun). Horace A. Scott (1926-2020) Scott left EPHS to join the Navy when he turned 17. He flew from Guam as an enlisted engineer and aerial gunner aboard PBY patrol planes. After working as a civilian mechanic at NAS Quonset, Scott learned to fly on his own to qualify for the Eastern Airlines flight engineer position. A 30 year career followed as first officer and captain, during which he flew the Constellation, DC9, B-727 and L-1011. Scott accrued more than 30,000 hours flight time. He lived in Cumberland and North Kingstown.

Profiles in Townie Pride Manny and Stephanie Vinhateiro

Then long after all the fans have left, they and a handful of other volunteers clean the place and finally head home. “We don’t do this alone, we have others helping,” points out Manny Vinhateiro. So just who are the Vinhateiros and why do they volunteer so much? Manny and Stephanie Vinhateiro are both products of the East Providence School System. They both attended East Providence Public Schools for the entirety of their K-12 education. Manny graduating in 1965, Stephanie in 1966. “Sometimes I feel like we’ve never left EP High,” Manny jokes in an interview for this story. After high school, both attended Rhode Island College to become teachers. Both spent their entire teaching careers with East Providence schools. “I guess if you combine our total involvement with the East Providence School department, the total number of years equates to over a century of service,” Stephanie says with a smile. “Yes, but we feel young,” laughs Manny in reply. Upon Manny’s college graduation, he began teaching at the former Central Junior and then Martin Junior High school. He, too, became an effective teacher and began a long career in teaching, coaching and administration. A student-athlete himself at EPHS, Manny later coached wrestling at East Providence high and mentored countless students who continue to reach out to him to this day. “Mr. V. (as he is referred to by many) instilled a strong work ethic and sense of pride in many of us,” said a former student and now current EPHS veteran wrestling coach Tom Galligan. Galligan was recently inducted into the R.I. Wrestling Hall of Fame.

Manual Vinhateiro was promoted to Assistant Principal at EPHS and became Principal of his alma mater upon the retirement of Arthur Elmasian. Manny continued in that role until he was asked to become Deputy Superintendent of Schools. A history major and affable educator, he was eventually hired as Superintendent of Schools. Similarly, Stephanie has given much back to her alma mater and community in her retirement. She is the Secretary of the Friends of Townie Athletics, another 501c-3 that raises funds for Townie Athletics. This organization has raised and distributed more than $250,000 dollars to support Townie Athletes. She is also the Secretary for the “Townie Pride Hall of Fame Committee” an organization that recognizes individual Townie Graduates who have brought honor and distinction to their community (both Vinhateiros are Townie Hall of Fame inductees). Vinhateiro was also very active in groups such as the Rumford Junior Women’s Club, the Wampanoag Women’s Club, helped to raise funds for American Youth Soccer Organization (AYSO), was a key volunteer for the Scout Lyons benefit and was active with the “Have a Heart-Line a Cupboard” food charity at St. Brendan’s Church, among other volunteer efforts. Someone who is very familiar with the Vinhateiros is former State Representative and current Rhode Island Secretary of State, Gregg Amore. Amore is a former student, athlete, teacher, coach and Athletic Director for EPHS and the district. “No two people personify Townie Pride more than Stephanie and Manny Vinhateiro. Their selfless and unending commitment to our city’s public school students and families is a remarkable testament to a couple who were both universally respected and beloved educators and have, in so called retirement, become the model of selfless service to our community,” said Amore. Indeed, both Vinhateiros, now in their seventies, could be sitting at home or travelling a lot and enjoying a leisure retirement. However, they have become shining examples of “Townie Pride” and their love of commitment to a city and school system they are part of. “We both feel strongly that our community is a very special and unique place. We believe that the idea of Townie Pride is a concept that has always resided within our community but was truly advanced and conceptualized by the late Myron J. Francis, Superintendent. of Schools during the 1980’s,” said Manny Vinhateiro. “In my capacity as Secretary of State I travel the state preaching the importance of civic engagement and I cannot think of a better example of what it means to be civically engaged than what the Vinhateiros do every day. Simply put, they are difference makers in the very best sense of the term,” added Amore. The Vinhateiros have two grown children, both graduates of EPHS. They enjoy spending time with their two grandchildren. “We still haven’t figured out how they do it all. We’re so proud of our amazing parents,” writes daughter Heather and son Adam. As teachers, administrators, coaches, head teachers and advisors, Manny and Stephanie Vinhateiro have been involved in every aspect of Townie Pride, from their days as student athletes to their present involvement in a multitude of community activities that enhance the concept of “Townie Pride.” By giving back to new generations of Townies, the Vinhateiros hope to “perpetuate the tradition of Townie Pride in our schools and our community.” Many in EP think they have been highly successful in that goal. “Townie Pride never sleeps,” adds Gregg Amore.

Providence Art Club to Host 119th Annual Little Pictures Show

[Providence] The historic Providence Art Club will host the 119th Annual Little Pictures Show & Sale from November 5 – December 22, 2023. The exhibition, which is the oldest and largest art show of its kind in the United States, will feature hundreds of small and affordable artworks. This year’s exhibition will feature more than 700 artworks by 140 artists spread across three unique gallery spaces at the Art Club’s distinctive home on College Hill. The exhibition is a remarkable opportunity to purchase works of original fine art for one’s own collection, or to give as a gift during the holiday season. Sales of art are tax free in Rhode Island. First mounted in 1904, the Little Pictures Show & Sale features original artworks which are all sized at 16” x 16” or less and which are all priced at no more than $350. Works in a wide range of media by exhibiting artist members of the Providence Art Club will be on view. Items ranging from paintings, prints, drawings and photographs, as well as mixed media works, glass, jewelry, and fine woodworking will all be on offer. As works sell, buyers can take them home immediately. Sold works are then replaced, making for a constantly changing exhibition. Over more than a century this exhibition has become a beloved tradition for viewers and art collectors from throughout Southern New England and beyond. Of the show, Art Club Gallery Manager Michael Rose says, “We are excited to welcome visitors to experience the nation’s oldest, largest, and best exhibition of little pictures. With its long history, vast selection, and salon-style installation, this show is a special opportunity for art-lovers to see and buy works by local artists. I hope our neighbors from throughout the region join us in November and December to see Little Pictures 2023.” Little Pictures will run from November 5 – December 22. Gallery hours during this special exhibition will be seven days a week from 12-5pm each day. Pomham Rocks Santa Arrives in Riverside Nov. 18th Santa doesn’t always come on a sleigh. In Riverside, he comes by boat! Families are invited to see Santa take a boat ride around Riverside on Saturday, November 18. Santa will leave the dock at Haines Park on the Lady Pomham II and will motor around the Terrace, arriving at Sabin Point Park at about 10.30 a.m. To celebrate Santa’s arrival, members of Friends of Pomham Rocks Lighthouse will greet guests at Sabin Point Park with free Munchkins and hot chocolate, courtesy of Dunkin’. Biz E. Dawg, mascot for the East Providence Chamber of Commerce, will be there to welcome residents. Just in time for holiday gift giving, Friends of Pomham Rocks Lighthouse will have available for sale at Sabin Point the 2023 holiday ornament that features a colorful picture of the East Providence lighthouse. The 3” glass ball ornament has a white satin background and is packaged in a white gift box. It sells for $20. Also available at the event will be the limited-edition Fresnel lens ornament, which was issued to commemorate the 150th anniversary of the lighthouse. The 3.25” x 2” ornament is made of silver rhodium, has a red ribbon hanger and is displayed in a silver gift box. It was specially designed for Friends of Pomham Rocks Lighthouse by Beacon Design, a division of ChemArt, located in Lincoln, RI. It also sells for $20 and includes a card relating the history of the iconic antique lens. Built in 1871, Pomham Rocks Lighthouse is the last surviving lighthouse in upper Narragansett Bay. It still serves as an aid to navigation and is listed on the National Register of Historical Places.

Local Barbershop Harmony Singers Bring Joy to Holiday Season

Narragansett Bay Men’s Chorus, Coastline Show Chorus and Harmony Heritage women’s a cappella chorus will bring joy to the holiday season with a special performance at 1 PM on Saturday, December 2, 2023 at the La Salette Shrine, located on 947 Park St, Attleboro, MA. Parmesan Chicken and Rice with Spinach and Artichoke Prep: 5 min ~ Cook: 5 min ~ Servings: 1

Ingredients

• 1 Minute Chicken & Herb Seasoned Rice Cup • 1 tablespoon olive oil • 1 cup spinach, stems removed • 2 ounces chicken, cooked and shredded • 1/4 cup canned artichokes, drained and quartered • 1/4 cup shredded Parmesan cheese

Directions

Heat rice according to package directions. In medium saute pan over medium heat, heat olive oil. Add spinach and saute 1 minute. Add chicken and artichokes; saute 2 minutes, or until heated through. Add cheese and rice; stir to combine until heated through.

Ingredients

• 2 medium sweetpotatoes • 3bell peppers (combination of red, yellow and orange) • 1 small onion • 2 tablespoons olive oil or butter, divided • 2 garlic cloves, minced • 1 pound lean ground beef • 1/2 cup beef broth • 1 can diced tomatoes • 8 ounces tomato sauce • 1 can Mexi-corn or Southwest corn • 1 tablespoon Southwest seasoning • salt, to taste • pepper, to taste

Directions

Rinse and scrub sweetpotatoes to clean. Chop into 1/2-inch cubes. Dice bell pepper and onion. Set aside. In skillet over medium heat, heat 1 tablespoon oil or butter. Add garlic and saute until fragrant, being careful not to burn. Add ground beef, breaking apart and stirring until cooked through, 5-7 minutes. Remove garlic and beef to covered bowl or plate; set aside. In same skillet, add remaining oil or butter. Saute peppers, onion and sweetpotatoes until slightly tender. Pour in broth, diced tomatoes and tomato sauce; cover and simmer 12-15 minutes. Stir in cooked beef and corn. Cook until liquid reduces and mixture thickens slightly. Add seasoning and salt and pepper, to taste.

All dances will be called by Caller and Fiddler Henry Chapin. The dances will be simple to follow, inspired by traditional New England Community dances and infused with traditions from Africa, Eastern Europe and the Americas. All you really need to do is join in! The music will be played by local musicians. The dances will include Squares, longways Contra-style reels, big circle dances, couple dances with an occasional dance for three, and Play-Party song dances. The point is to enjoy the community of people. Henry Chapin lives in Providence and has been involved in the New England Contradance world for many years. He is a Fiddler and Caller with lots of experience making sure folks who don’t think they know how to dance to feel comfortable and included. Chapin first experienced these traditions at Pinewoods Camp in Plymouth, MA. Born in New York, Chapin made his home in the Boston area and played with Yankee Ingenuity, a popular band under the direction of Caller Tony Parkes. Migrating to Vermont, he played in the dance trio Wellspring for monthly evenings in Vermont Town Halls and Granges. Returning to his native New York, Henry called for many schools and community centers with the Carnegie Hill Band. Throughout his career, he has always connected with schools and Arts-in-Education programs, as a Vermont Touring Artist through the Vermont Council on the Arts, and later as Fiddler-in-Residence in New York City schools. The Fall Family Folk Dance will take place on Sunday, November 5, 2023 from 4-6:30pm. The public is cordially invited and there is a suggested donation of $5/person with a $25 maximum per family. Refreshments will be available for purchase.

No More Book Donations Until December

Friends of the East Providence Public Library announce that they will not be accepting book donations again until December 1. Books are not accepted beginning the week before the book sale, from October 2, to allow volunteers time to prepare for the sale and to process remaining books. The Fall Book Sale is scheduled for Oct. 12 to 15 at Weaver Library. Proceeds from the sale will benefit library programs, including museum passes, special concerts and events. If you are gathering books to donate, keep them at your home until December and be sure that they meet the requirements. The EPHS boys soccer team needed a win on a cold rainy October 30th night at their home campus to advance in the state playoffs. The Townies boys soccer team headed into the state playoffs after a 1-0 thrilling win over Barrington in the regular season last game at EPHS last month. William Rodrigues of East Providence scored the game’s loan goal late in the Senior Night contest. The Townies had slipped with losing their last three games before the Barrington win. East Providence needed the Barrington win and will have their work cut out for them in the playoffs. Leaders in Division I include top rated LaSalle, Hendricken, North Kingstown, Cumberland and South Kingstown. “Thank you for everyone that has supported the team,” said first year coach and former Townie player Tim Calouro. “Our player of the match (Barrington) was goalkeeper James McShane.” The Townies had a streaky season. They were off and running to a 3-0 start with victories over Central, Classical and Central Falls. Next was a tie with Lincoln and then four straight losses. EP then bounced back with wins over Mt. Hope and Portsmouth only to lose the next three games but only by one goal each. This included a well played but 3-2 loss to Hendricken in the closing seconds. The Townies ended with a 1-0 win over Barrington and enter state playoff action with a preliminary match on October 30th. against Central High. EPHS Girls Volleyball Undefeated at 15-0 Playoff Bound

East Providence defeated 10-5 playoff bound Westerly 3 games to none (25-19, 25-18, 25-21) late last month, to remain undefeated as the Townies are the number one seed in the Division II championship playoffs. In the Westerly win, the Townies Keira Mullen had nine kills, 12 assists and 4 blocks, Kate Bernhardt had 8 kills and 2 aces and Daniella Escudero had 16 digs and 5 aces. The Westerly win came on Senior Night for the team. EPHS seniors are Teagan Abatiello, Kate Bernhardt, Ella DeCosta, Daniella Escudero, Malia Mullen, Charlotte Kane and Nora Fineran. East Providence finished the season with an unblemished 15-0 record. The Townies won 45 individual games and only lost 4. Volleyball teams win the match with 3 game wins as EP dominated every opponent. The Townies Junior Varsity was equally impressive with a regular season record of 12-1. Undefeated Townies Girls Tennis Team at 16-0

The EPHS girls tennis team, led by coach Slade Sharma, is at 16-0 after a quarter final win over Toll Gate to continue the squads undefeated season. The Townies are heading into the state championship tournament at press time, with online updates to be posted at ReporterToday.com. East Providence won the opening round of the playoffs with an impressive win over Toll Gate. “Our team is playoff ready and we have seen or played most of our playoff opponents,” said Head coach Slade Sharma. East Providence came close to a title last year but lost out in a tight match against Bay View by one point. “I think we have the talent to win it this year, but we can’t be over confident. (19). The Hawks didn’t always beat back EP. Hendricken beat the Townies in the 1995 super bowl 26-12 but EP beat the Hawks in the 1997 super bowl 26-0 and again in 1999 in a 12-6 OT win. EP lost super bowl bids to LaSalle in 2002 and 2003 but defeated Hendricken for the title with a 35-13 win in 2006. Hendricken lost in 2007 to St. Ray’s and 2008 to Barrington 21-0 but went on a streak of wins from 2010-2016. They streaked again from 2018-2021 but lost last year to LaSalle. After impressive wins over Saint Raphael’s (last season’s Division champion) and East Greenwich, the Townies were hard luck losers against Cranston West and Mount Pleasant high schools. In both of those losses the Townies were leading in the waning moments and even seconds of the games when penalties and long passes derailed East Providence’s chances to win. RI Interscholastic League to Add Girls Wrestling

In an October 4th announcement, the Rhode Island Interscholastic League (RIIL) said that there will be additional participation opportunities for girls during the 2023-24 winter sports season beginning on Monday, November 27, 2023.” Girls Wrestling weight classes will be offered for the first time in league history as female wrestling will be integrated into the existing Dual Meet Schedule as well as In-State Tournaments offered by member schools during the regular season. The RIIL State Meet will add the opportunity to compete in 12 weight classes exclusive to females with a chance to earn entrance into the 59th New England Championship beginning on Friday, March 1st at the Providence Career & Technical Academy in Rhode Island. This will mark the first time girls weight classes are offered at the RIIL State and New England Championships. As of January 2023, 37 states sanctioned girls wrestling as an official high school sport. “As a result of these new opportunities being offered, girls’ participation in wrestling has climbed steadily throughout the United States in the last two decades. According to the National Federation of State High Schools’ Athletics Participation Survey, national participation rose from 4,975 female participants in 2005 to 7,351 in 2010. The number of female wrestlers then almost tripled to 21,124 by 2018-19 and has since jumped to 49,127 participants in 2022-23 - a 233% increase over that four-year time period,” said the RIIL.

Rhode Island and East Providence Hockey Icon Tom Army Passes The father of the East Providence hockey Army family died recently at age 93. Thomas Army passed on September 29th at his home in East Providence. Tom Army played ice hockey and baseball at Providence College and was one of the first captains of ice hockey at PC. He served his country in the Army during the Korean conflict. Tom’s father, George Army, was the trainer for the original Providence Reds hockey team in Rhode Island. Tom and his wife Betty Ann raised three boys and one girl. Most of his career

was spent working for the Providence Gas Company, culminating in his work as the Vice President of Marketing. When his children were still relatively young, Tom Army was one of the founders of East Providence Youth Hockey, playing out of the brand-new Dudley Richards Rink in Rumford. It became a feeder program for the city’s high school team, which quickly grew into a powerhouse. He coached local youth for decades, building innovative programs that produced some of RI and the US’s most talented players and coaches. With the opening of the Richards Rink, the formation of East Providence Youth Hockey and the popularity of Bobby Orr and the Boston Bruins, interest in hockey exploded. “Everything changed at that point in East Providence. EPYH was the feeder. It boomed. It’s the Bruins. It’s Bobby Orr. That drove everyone in New England and in Rhode Island, specifically. It created such an environment in East Providence that we started to produce a lot of good hockey players from the city,’ said Tim Army. It was a glorious time to be a young hockey player in East Providence (RIHHOF). He also worked for more than twenty years as a head off ice official for the American Hockey League, with the P-Bruins. In August of this year, Tom was awarded the Malcolm Greene Chace Award by the Rhode Island Hockey Hall of Fame in recognition “of achievement and outstanding service by a Rhode Islander to the game of hockey.” All three of Tom Army’s sons distinguished themselves as hockey players. Tom Jr. excelled at East Providence High School and went on to earn all-ECAC Division III honors twice at Wesleyan University. He holds school records for career assists with 115 and for assists in a season with 36. Bill was an All-Stater at East Providence High and a star player on the Townies’ team that won the state and the New England championship in 1975. He then spent a year at Andover Academy, where he broke the school’s scoring record. He went on to be an AllAmerican at Boston College, where he is a member of the school’s athletic hall of fame. He played in the NCAA national championship game against Boston University in Providence in 1978. After college, Bill played in the AHL and IHL. Tim followed in Bill’s footsteps at East Providence High, earning All-State honors. After his senior year in high school, he was selected by the Colorado Rockies in the 1981 NHL Draft. Then it was on to Providence College, where he was an All-American and a Hobey Baker Award finalist in 1985, as the Friars reached the NCAA title game against RPI. Tim played in the AHL and in Europe before embarking on a long coaching career in Hockey East, the AHL and the NHL. Tom was artistically gifted and was the architect and master builder of large scale, vintage, model baseball parks for which he designed a way to play a baseball game using wooden bats, cardboard pitchers, and ball bearings. His game was played and enjoyed by many family members and friends. Tom is survived by his wife of more than 70 years, Betty; his four children and their spouses; Tom, Jr. and Virginia Army, Bill and Elaine Army, Tim and Sue Army, Beth and David Crowley; and his fifteen adoring Grandchildren; Hannah Army, Rachel Army, Bill Jr. (and Jess) Army, Joey Army, Priscilla (and Selvin) Elliott, Jeff (and Ali Russo) Church, Madeleine (and Lauren) Army, Elizabeth Army, Catherine Army, Derek (and Jenn) Army, Matt Church, Travis Army, Maddie Crowley, Ben Church, Rachael Crowley, and six great grandchildren; RéLee and Virginia Elliott, Stella and Elsa Army, and Boone and Adelina Army. Tom is also survived by his sister, Sharon DiNapoli, of Orange CT, two local sisters-in-law; Joan Theroux and Susan Lewis, and many nieces and nephews. How to Stop that Annoying Chirp from the Smoke Detector

If you have not had the pleasure of being woken up from a cozy sleep by a seemingly annoying chirp that you just can’t seem to initially recognize where it is coming from, let me assure you, you have no clue of the enjoyable experience you are missing (sarcasm thickly laid…)! The chances are at some point in our lives we have all had to deal with some variation of this annoying sound. Sometimes when we hear it, we know immediately what it is. Other times (perhaps simply not thinking of it right away) it may take a bit for us to figure out where this specific noise is coming from. I am not sure how, but I have known friends of mine that have just let this “beeping” persist for so long, it almost seems to become part of the fabric of their home, and they live with it, being totally oblivious to the irritating chirp that happens every few seconds (typically every 30 to 60 seconds depending on the model). Again, I have no idea how this constant peep does not drive them absolutely bonkers, but for some reason, it does not!! For me, even if I am at a complete stranger’s home, at the first sign of this infamous “chirp”, as polite as possible, I ask if the person whose presence I am in at the time, minds if I help them out to eliminate this dastardly distraction. Call it my obsessive compulsiveness, this sound is one pet peeve though that bothers the heck out of me – which is probably what it is intended to do (rightly so!). In any event, the reason why the smoke detector beeps like this, is to provide a warning that the battery inside of it needs to be changed. Even a smoke detector that is hard-wired has a battery backup and at some point will need to have it switched to a new one. Once the battery is changed, the smoke detector may continue to beep until its internal codes are cleared. The way the battery is changed is usually two different ways… First off, most smoke detectors these days take 9-volt batteries, though some do use AA batteries. For a wide variety of reasons, it is probably a good idea to have some type of household battery storage place that you can draw from anytime you need a battery of any type. If the smoke detector is a battery-only smoke detector, you would simply have to detach the bottom portion of the smoke detector, change out the battery with the appropriate size, and reconnect the smoke detector to its base. For hard-wired smoke detectors, there is one extra step. With hard-wired detectors, in the process of disconnecting the base, you will also have to unclip the portion of the smoke detector that is wired to its base and then reconnect it once the battery is swapped out. The entire process should take less than 10 minutes (and that is including setting up the stepladder to reach it). Clearly if you have a smoke detector that is located much higher up, the process will be a bit more involved. In certain occasions, you may have to reach out for someone (family friend, handyman, contractor, etc.) to help out to access the smoke detector because of the height of its location.

The chirping from a smoke detector may indeed be one of the more maddening sounds that one might endure – definitely my opinion! – but as mentioned earlier, it is most likely meant to be that way in that it ultimately may motivate someone to change the battery out as quickly as they can to help better ensure a safe environment for all those in the household where the smoke detector happens to be installed.

IN MEMORIAM “Vinny” Spremulli Coach & Mentor to Many, Passes Known as “Coach Vin” to decades of student-athletes, Vincent A. “Vinny” Spremulli passed away on October 5, 2023. He was about to reach his 77th birthday. Vin Spremulli was a Special Education Teacher at the Ponaganset Middle School for 35 years. He was a 1964 graduate of East Providence High School and a 1968 gradu“Coach Vin” ate of Providence College. He coached middle and high school basketball and was a longtime coach and director of East Providence Central Little League and Saint Martha’s CYO basketball. Spremulli was the assistant director at Camp Ruggles, a camp for children with emotional and behavioral disabilities, for many years. Although his teams won many championships, his strength was in teaching young people to be competitive and to do their best, while building their character at the same time. “Coach Vin was a mentor to many of us in more than sports. He taught us about life and family,” was the general comment heard by the hundreds who gathered in line for hours at Perry-McStay Funeral home on Wednesday night to say farewell. “His athletes became better people after being mentored and coached by him.” A funeral mass was held at Saint Martha’s Church in Kent Heights where Spremulli had been a volunteer and mainstay for years. Spremulli and his wife Peggy were the proud parents of two children and three grandchildren. His son Michael is a Det. Cpl. With the EPPD and his daughter, Sandra Forand is the East Providence Schools Superintendent. “My dad was my rock. He’s who I called when I needed advice or just to vent. My dad never missed a game in my entire sports career. He was so proud of my brother and I and of his grandchildren. As the texts and calls have come in, I’ve been reminded of the impact he had on others. He was my inspiration for becoming a teacher. He taught kids about integrity, sportsmanship, and character. My dad left a lasting legacy,” wrote Dr. Sandra Forand. In addition to his wife and two children and their spouses, he was proud of his three grandchildren, Derek Forand (Capt. US Marine Corps), Allison Charleson and her husband Christian and Jacob Spremulli, one brother, David Spremulli and one sister, Linda McLaughlin. Long time friend, Jim Russo wrote about his coaching mentor. “Vinny Spremulli and his passing was a huge loss for his family, all of us who were lucky enough to be his friend, and the city and community he called home for so many years. I learned a lot from him. And it was not just hoops I learned about but also how a program should be built – finding good people and putting them in the right spots, what was really important when one coached a team, and how to coach young people,” said Russo. East Providence and indeed Rhode Island, has lost a legendary youth coach, mentor, volunteer and extraordinary family leader in Vinny Spremulli. He will be missed but remembered by many for years to come.

William C. Santos William C. Santos passed away on August 29, 2023 at the age of 72. He died after an extended illness. We would like to thank the Unsworth family for their care and devotion to him during this time as well as the Masonic Lodge in Riverside in their incredible assistance in the care of a brother. He leaves behind two sons: Phil Santos of Rumford, RI and Andrew Santos of Sacramento, California and his wife Magdalene with his dear grandchildren, ANya and Gabriel.
