City Council Wants “Show Cause Hearing” to Revoke Motel’s License

The City Council received a sobering report from the East Providence Police Department regarding recent problems surrounding the long problematic existence of the Rumford Motor Inn last month. An analysis of recent calls for service by police was given to the Council at its November 21st meeting by Police Chief Chris Francesconi and Captain Michael Rapoza. Mayor Bob DaSilva and City Council members have expressed an opinion that the troubled motor inn on Newport Avenue should not continue in its current operation. Police Captain Rapoza told the Council that between REAL ESTATE CLEANOUTS: the years 2013-2023, “there have been over 2,000 calls for service at the Inn and some 300 arrests.” Houses, Condos, Garages, Attics, Police started receiving calls on November 12th that residents in Basements, Barns & More! Rumford were reporting thefts and car break-ins. A police investigation led them to Nelson Wilson who was staying at the motel. Various FREE ES! I want to assure the community that we are working with the owners of the Rumford Motor Inn and they are cooperating to come up with a plan to transition the Rumford Motor Inn to some other use,” added DaSilva. 2023 Recent Arrests and Investigations Associated with the Motel

• After a verbal disturbance in a neighboring community, a suspect drove to the RMI and fired several rounds into the building. • Several suspects wanted in large precious metal theft rings in the city and surrounding communities were staying at the RMI. • 48 separate investigations by the Special Investigations Unit (Narcotics Division) at this address. • Numerous documented violent gang members frequent the location. An overwhelming majority of these gang members have previous narcotics trafficking and firearms related arrests. • Countless RMI individuals walking into surrounding residential neighborhood and local business parking lots to meet with narcotics dealers. • Narcotics dealers have traveled from Providence, Fall River, Boston, and New York to deliver narcotics. • Alarming increase in crystal methamphetamine users and sales. • Well known location for prostitution and human trafficking through online websites. • Recent increases of motor vehicle thefts in the Rumford section of the city had ties to individuals renting rooms at RMI. • Two strong armed robbery suspects staying at the Rumford Motor Inn (RMI) violently robbed a local business owner making a cash deposit at a Newport Avenue bank. Police Chief Francesconi and Captain Rapoza told the council that the Rumford motel area has become “known to the illegal drug community” where one can stay cheaply and have access to narcotics.” Rumford Ward One councilman Frank Rego and his council colleagues all indicated that enough was enough and the motel cannot continue in its current operation. Council President Rodericks asked City Solicitor Michael Marcello to expedite a show cause license hearing ‘as soon as possible.’ “Let’s do this correctly with due process and seek a permanent solution. Too many hasty decisions, like some in the past, have prevented solutions to similar problems. We will get this done, but it must be done the right way,” he added. Marcello agreed and told the council that the owner must be given proper notice and an opportunity to defend the business at a public hearing.

Mayor DaSilva met with the motel owner and gave him an ultimatum to bring back a plan to change the use of the property to an acceptable one to the city and neighborhood. The owner was given three weeks to come up with a plan. In the meantime, the City Council is moving ahead with a public show-cause hearing for possible license revocation.

Local Man Arrested After Neighborhood Scare

Adding to the Rumford neighborhood uneasiness was a recent scare when homes behind the MJ Francis elementary school reported someone had broken into a garage and was a man was scared off after allegedly attempting to break into some houses late at night. The perpetrator allegedly hid in a local cellar and was roaming among the neighborhood. The police made a quick arrest of a local man, who lived in the neighborhood, alleviating fears that the man was from the embattled motel or out-of-the-city.

Christine Apartments Variance Denied

The City Council unanimously denied a request by the owner of the large development on Wampanoag Trail in Riverside called the Christine Apartments. The apartment owners wanted to change the zoning from residential to a mixed commercial use. Owner John Flatley said the purpose was to make some additional improvements to the development. Currently there will be a little more than 400 two-bedroom, one-bedroom and studio apartments. There was also a request to construct six single family houses on lots not previously approved. Still, another request was to add a two-story selfstorage facility and a single level building for retail shops. Area residents spoke against the proposal although saying that they were happy with the original plan which includes walking trails, open space and supplied a water line for some residents of Hospital Road which needed it. Homeowners said that they aren’t allowed to build on larger lots that they own. Riverside Ward Four Councilman Rick Lawson said he opposed the plan after hearing from abutting neighbors and mentioned several vacant commercial spaces already in Riverside. Lawson also said that residents didn’t want the self-storage building there. He also questioned the lack of an updated city comprehensive plan. Ward Two Councilwoman Anna Sousa stated her objection to the outdated comprehensive plan, saying that the city zoning needed a bigger picture, and the plan isn’t beneficial to all areas of the city. Council President Rodericks cited the slow growth many developers are experiencing in other city projects. “Let’s finish

some current projects before increasing others,” he said.

New Henderson (Red Bridge) Partial Opening is Tricky

“Just a reminder that roundabouts are easy to navigate and safe for both motorists and pedestrians,” or so says the RI Department of Transportation. At a recent ribbon cutting, Senator Jack Reed and Senator Sheldon Whitehouse, along with Representative Seth Magaziner and Congressman Gabe Amo joined RIDOT Director Alviti and Mayor Bob DaSilva to formally open the new Henderson Bridge, which is 75 percent smaller than the original bridge. The old bridge had been structurally deficient since 1996. The initial opening of the bridge has caused a social media stir with drivers complaining of major confusion as they negotiate the new area roundabout. Continued on next page... RIDOT Director Peter Alviti issued this statement in an update on the project: “We recently reopened the new Henderson Bridge with all traffic currently passing through a new roundabout on Massasoit Avenue. In order to guide drivers through the new traffic pattern, we plan to add new striping and additional signage. We also plan to close Massasoit Avenue overnight, from Wilmarth Avenue to Dexter Street, to safely demolish the existing portion of the bridge that crosses over it, plus the existing on/off ramps from the Henderson Expressway and a portion of the existing Henderson Expressway. Follow the signed detours during the closures, Sunday night from midnight to 5 a.m. and Monday-Thursday. EP Mayor Bob DaSilva commented on resident frustrations with the state project to replace the old bridge: “The rotary is still in the process of construction. Traffic that should be going around the rotary and continuing onto the expressway to Broadway - is being diverted onto Massasoit to Broadway, where there is a traffic control signal at that intersection. This causes all the traffic that was coming out at Broadway near Orlo to bottle neck at Massasoit Ave and Broadway at the traffic light. “Additionally, traffic that should be coming from Broadway onto the roundabout and continuing onto the bridge is being diverted to an off ramp with a traffic control signal at Massasoit Ave and Dexter Rd near the Honey Bird Restaurant, this is causing delays and stoppage in traffic due to the traffic control signal.” “So, yes, as of right now it is a bit of a mess, but it is still in the construction phase. It’s not complete. You should expect delays while construction is ongoing. The state couldn’t wait for the project to be completed before opening it because you need to divert traffic to complete the project. It’s a temporary inconvenience.”

Champlin Foundation Announces 2023 Grant Recipients $810,450 Two-Year Total to EP

The Champlin Foundation announced in a November 27th press release, the award of $10 million in capital funding to 93 Rhode Island based nonprofit organizations, for a 2023 funding total of nearly $18 million. From Woonsocket to Peace Dale to Newport, 24 communities statewide will be served with these grants, which will be used to restore historic properties, expand facilities, improve safety, and enhance outreach capabilities. While longtime grantees like Girl Scouts and YMCAs statewide continue to put Champlin funding to good use, the Foundation also provides support to a robust group of small nonprofits that make an outsized difference in the communities they serve (Champlin Annual Report). “Rhode Island nonprofits are incredibly creative when it comes to doing more with less and providing excellent service and support despite having very limited staff or, in some cases, an entirely volunteer-led operation,” said Nina Stack, executive director of The Champlin Foundation. “It is always impressive to see how many of these small teams are doing essential work, serving the urgent needs and addressing the wellbeing of Rhode Islanders in innovative and impactful ways.” Champlin’s nine areas of focus are arts and culture, conservation and parks, education, healthcare, historic preservation and heritage, libraries, social services, welfare of animals, and youth services. Examples of nonprofits that are small but strong can be found in nearly every category, including Rhode Island Black Storytellers in arts and culture, Rhode Island Women in the Trades in education, and the MS Dream Center in social services.

Public Works Opens Municipal Compost Site at Forbes Street

The East Providence Public Works Department, Recycling/Refuse Division announces that the Forbes Street compost site will be open to residents on the following Saturdays November 18, 25, and December 2, 2023, from 8 a.m. to 2 p.m. The DPW will also open the compost site on Friday, November 24, 2023, from 8 a.m. to 2 p.m. Residents may drop off leaves, grass, branches on larger than two inches in diameter and other vegetative material suitable for composting at the site. Incoming material must be loose; no plastic bags, no contaminates, no trash or fencing material. Residents must show a valid driver’s license or state issued ID card as proof of residency. No commercial vehicles are permitted. The last week for curbside Yard Waste collection is December 11, 2023 – December 15, 2023. Collections will resume in the spring. City Receives a Blue-Ribbon Award from the White House

The East Providence Prevention Coalition was invited to Washington, D.C. and recognized for their outstanding work to prevent youth substance use and ensure young people can lead healthy and fulfilling lives. “Drug-Free Community Coalitions are an essential part of our whole-of-society efforts to address the overdose epidemic and save lives,” said White House Office of National Drug Control Policy (ONDCP) Director Dr. Rahul Gupta. “The BidenHarris Administration has made supporting the nation’s youth and their well-being a top priority, and made historic investments to strengthen substance use prevention. I am grateful to the Blue Ribbon Coalitions awardees, like East Providence Prevention Coalition, who are leading the way in expanding critical evidence-based prevention efforts and addressing youth substance use so that all young Americans can live healthy and fulfilling lives.” The East Providence Prevention Coalition was one of 15 DrugFree Community Coalitions from across the country receiving a Blue Ribbon Award. The Blue Ribbon Coalition Award recognizes highperforming coalitions that do an exceptional job creating a foundation for their work by updating and utilizing their coalition products. It is a two-year recognition that opens new doors for coalitions to share their work and become role models in the prevention field. The Biden-Harris Administration has made supporting our nation’s young people a top priority, and has made historic investments over the past two years to strengthen local youth prevention and awareness campaigns across the country. Last month, in recognition of National Youth Substance Use Prevention Month, the White House hosted a bipartisan summit to bring together youth leaders, community-based coalitions, and federal partners to discuss efforts to expand evidence-based prevention and ensure local communities have the tools and resources they need to prevent youth substance use and save lives. President Biden declared October as National Youth Substance Use Prevention Month to recommit to providing families, educators, and communities with access to lifesaving resources so that we can ensure that young people have the tools they need to thrive.

ProvPort Executes Lease to Develop and Operate EP Port Project

Waterson Terminal Pledges $35 Million in Matching Funds to Develop The Port ProvPort announced in a statement on November 30, 2023, that they have executed a lease with Rhode Island Waterfront Enterprises to develop and operate the undeveloped port project located at East Providence’s South Quay across the upper Narragansett Bay from the company’s Providence based facility. ProvPort, along with Waterson Terminal Services, which operates ProvPort, bring vast port development and operational expertise to the project. Waterson Terminal Services, which recently announced that they have agreed to enter into a joint venture with leading independent marine terminal operator SSA Marine, has also pledged to match the state’s $35 million dollars budgeted to support port development in East Providence. In total, $70 million will develop phase one of the project, which will create a fully operational terminal allowing ships to dock and onload and offload cargo. Phase one construction activities will include dredging, steel bulkheading and marine construction of a 550-foot dock, 18 acres of high bearing capacity upland improvements, and associated utilities, lighting and security fencing. Additionally, this investment will help to create an offshore wind development and support hub where East Providence, Providence and the State of Rhode Island will benefit from the long-term job creation and economic impacts of the synergies of both port operations.

I am incredibly excited to support this expansion that will make Providence a more economically competitive city.” In the coming months ProvPort, the RI Commerce Corporation and the City of East Providence will work to codify agreements to advance construction of the facility. ProvPort already has in place a revenue sharing agreement with the City of Providence and the State of Rhode Island for its current operations. “This is an extension of a highly successful private-public partnership that has served the City of Providence well for almost 30 years,” said Paul Moura, chair of ProvPort’s Board of Directors. “We look forward to supporting the City of East Providence and the State of Rhode Island in this new role.” “I continue to urge, support and be excited for the future of our East Providence waterfront and its possibilities,” added East Providence City Council President Robert Rodericks. “Our waterfront potential has been ignored and under-utilized for decades. We are finally getting things done.” Established as a non-profit in 1994, ProvPort purchased the former municipal port of Providence from the city to formalize a public-private partnership. ProvPort is one of America’s most strategically located port facilities located at the convergence of Narragansett Bay and the Providence River. The ProvPort campus is more than 135 acres, and the facility offers in excess of 1 mile of linear berthing capable of working six vessels at any one time. The port provides services to both domestic and international bulk, break bulk and project cargo clients. Waterson Terminal Services is a privately owned and operated terminal operator/stevedore specializing in offshore wind, bulk and break-bulk cargo. WTS has a proven track record of supporting multiple OSW projects through marshaling, manufacturing facilities, submarine cable logistics and vessel support services. WTS is responsible for vessel scheduling, general management, safety and capital improvements at the deep-water port of Providence and is a licensed stevedore in the ports of Providence, Davisville and New Bedford, said the November 30th press release from spokesman Bill Fischer.

East Providence Fire Department Chief Glenn J. Quick, who was appointed Chief of Department and EMA Director in 2019, will retire effective November 18, 2023. Battalion Chief Michael Carey has been named Interim Acting Chief of the East Providence Fire Dept. Carey, has been a member of the East Providence Fire Department/EMA for 34 years with the last four serving as Deputy EMA Director and Chief of Operations. Quick is a 37-year veteran of the East Providence Fire Department. He began his career as a firefighter in 1987, was promoted to lieutenant in 1995, captain in 2002, battalion chief in 2006 and Chief of Department & EMA Director in 2019. Under the direction of Chief Quick, the East Providence Fire Department and the Emergency Management Agency has had a number of notable accomplishments including: • Garnered $7.2M in grants/reimbursements • 2 fire academies – total of 40 new recruits • The acquisition of 3 new rescues • The acquisition of 2 new engines • The acquisition of 1 new ladder • Put into service a fourth rescue (Monday through Friday 9am5pm) in Rumford • Oversaw the launch and operation of the East Providence Regional Vaccination Clinic during the COVID-19 Pandemic

From the EP Police Department East Providence Police Arrest Man on Firearms and Domestic Charges

The East Providence Police Department reports the arrest of 37-year-old Kevin Rodrigues of East Providence following an initial call for shots fired on City View Avenue during the early morning hours of October 28, 2023. Officers responded to the area and located a spent shell casing in the roadway. After a brief investigation, it was learned that six shots were fired from a black vehicle before it sped from the scene. Detectives investigated the incident and learned that Rodrigues had threatened to shoot various people and engage the police in a shootout. Investigators learned that Rodrigues operated a similar vehicle involved in the shooting and recently was in possession of several firearms. A subsequent investigation revealed Rodrigues was involved in an attempted break and entering to an estranged family member’s home at a different location in the city in the early morning hours of October 29, 2023. Members of the patrol and detective divisions were able to arrest Rodrigues outside of his residence on Fort Street without incident at approximately 5 p.m. on October 29, 2023. A subsequent courtordered search warrant was executed at his residence. The following items were seized from Rodrigues’s residence: • Approximately 700 rounds of pistol, rifle, and shotgun ammunition • Two semi-automatic pistols • One AR-15 rifle • One shotgun • Several large-capacity magazine/feeding devices • Two vials of Testosterone A search warrant was also issued and executed on Rodrigues’ vehicle. Detectives located the same type of ammunition in the vehicle that was located at the scene of the shooting. Rodrigues was arraigned last month the following charges: • Discharge Firearm From a Vehicle • Attempted Breaking and Entering (Domestic) • Disorderly Conduct (Domestic) • Vandalism (Domestic) • Large Capacity Feeding Devices Prohibited (2 counts) • Obstructing Officer in Execution of Duty • He was released on $10,000 surety bail.

Arrest Made After a High Speed Chase Through the City

East Providence police arrested Joshua D. Pavao, age 43, with a last known address in Kissimmee, Florida. On Friday, Dec. 1, 2023, at 2:20 PM, the East Providence Police Department received an emergency call reporting shots fired at an Estrell Drive residence in the Riverside section of the city in what appears to be a targeted attack. East Providence Police dispatchers broadcast the suspect vehicle description, a black Nissan Armada Thank you to all East Providence residents for putting your trust with in an unknown Florida registration plate. State Senate | Democrat | District 14 Less than three minutes later, the vehicle was observed on Vincent Paid for by The Committee to Elect Val Lawson Avenue, driving toward Pawtucket Avenue Officers again lost sight of the vehicle but were directed down Cushman Avenue by a City of East Providence Water Department employee who was stopped on the side of the road. Several area residents then directed officers where they last saw the suspect vehicle. At approximately 2:32 PM officers again located the vehicle and reengaged in the pursuit. The suspect vehicle fled on Cushman Avenue and began traveling north on Pawtucket Avenue at a high rate of speed. As it traveled north, a long gun magazine was either discarded or fell from the vehicle. The vehicle continued north through the Warren Avenue Paid for by the committee to elect Val Lawson intersection, toward Waterman Avenue. The suspect vehicle struck another vehicle at the intersection with Waterman Avenue, then continued north on Pawtucket Avenue at a high rate of speed. At 2:35 PM the suspect vehicle proceeded through the red light at the Taunton Avenue intersection striking multiple vehicles, rendering his vehicle inoperable on Pawtucket Avenue between Chase Bank and the Davenport’s Restaurant parking lot. The suspect exited his vehicle and fled on foot toward Davenport’s with several officers chasing him. Officers were able to take the suspect into custody in the parking area toward the rear of the restaurant. The suspect vehicle struck three other vehicles at the intersection of Taunton Avenue. Two of those vehicles were significantly damaged with the third sustaining very minor damage. The occupants of the vehicles that sustained significant damage had minor injuries. They were transported to area hospitals by the East Providence Fire Department. As a result of the crash, numerous loaded long gun magazines were ejected from the vehicle and found scattered throughout the crash area. Hundreds of rounds of long gun ammunition were also strewn throughout the area. Located inside the suspect vehicle were thousands of rounds of ammunition in three duffle bags and a significant number of lose rounds throughout the interior of the vehicle. No firearms were located inside the vehicle, on the suspect’s person nor in the large crash scene.

The home sustained minor damage and one of the officers was transported to the hospital with minor injuries. He was treated and later released. Chief Christopher Francesconi stated, “This was an extremely volatile situation involving a dangerous and unpredictable suspect who put so many of our residents and police officers in harms way. My officers and dispatchers handled this very serious situation with great professionalism and restraint. The Chief added, “This investigation remains very active as we try to understand the motive and intentions of the suspect. We have been working with other law enforcement agencies to further the investigation. I would also like to thank the Seekonk Police Department for their assistance during the immediate aftermath of this incident.” “I am extremely proud of the men and women of the East Providence Police and Fire Departments for their swift action during yesterday’s emergency incident,” Mayor Bob DaSilva said. “Thanks to their training and professionalism, the members of the East Providence Police Department were quickly able to apprehend the suspect and locate the guns and ammunition without any threat to our community. People In The News City Honors 100-year-old USMC Veteran The City of East Providence held its annual Veteran’s Day Ceremony on Saturday, November 11th by honoring East Providence Veteran, 100-year-old Jean Kesner. Kesner, a lifelong East Providence resident, is a World War II veteran, serving as a Marine Corps Staff Sergeant. Mayor Bob DaSilva gave Sergeant Kesner a key to the city and invited her to place a memorial wreath along with Army veteran and US Senator Jack Reed at the Garden of Flags Memorial on Veteran’s Memorial Parkway. Reed and other dignitaries lauded the career of Kesner. “Her extraordinary commitment to

the nation, leading the safety and security of East Providence, she joined the United States Marine Corps in World War II and served with distinction and then continued to serve as a leader in the Postal Service here in Rhode Island,” remarked Reed. “Staff Sergeant Kesner served to protect us, to protect our nation, so that all of us can continue to maintain our way of life, so that we may enjoy the freedoms that our nation provided,” said Mayor Bob DaSilva. “She also was a leader in the US Postal Service for thirty years.

100 year old WWII Staff Sargent Jean Kesner

A Look Back at Jean Laidler Kesner

“Free a man to fight,” was a message that resonated with Jean Laidler of Sutton Avenue in East Providence as the United States fought WWII on two fronts. On her 20 birthday in April of 1943, she walked across the street from her secretarial position at Rhode Island Hospital Trust Bank in Providence to enlist in the United States Marine Corps Woman’s Reserve. Three days later she was sworn in and headed to Hunter College in New York for basic training. Next was Camp LeJeune, North Carolina for NCO training. Jean graduated as a Corporal and worked as an administrative person in the Sergeant Major’s Office. The Marine Corps Women’s Reserve was established in July of 1942, so when Jean enlisted it had been in existence for just nine months. Women did not participate in combat, however their presence in the service provided much needed support on the home front, releasing men for combat duty. The women worked in many capacities including administrative staff, truck mechanics, laboratory technicians, radio operators and training to mention a few. Ms. Kesner was promoted to Staff Sergeant at the end


December 2023 The Reporter of 1943 and was a drill instructor for new female recruits. She was honorably discharged at the end of the war. After WWII, Kesner returned to East Providence to raise her family. She was one of the first women veterans to be hired by the U.S. Post Office. The new state-of-the-art Turnkey Building was just completed and Kesner worked there for the next 30 years, retiring as a Postal Trainer in 1990. Kesner’s six children: Michael, Bonnie, Jill, Becky, Karen and Peter beam with pride each and every Veteran’s Day as they honor their mother, her patriotism, bravery and selfless act of stepping forward when her country called. Many veterans were in attendance and other speakers on Saturday included US Senator Sheldon Whitehouse, Governor Dan McKee, US Congressman-elect Gabe Amo, RI Secretary of State Gregg Amore, State Senator Robert Britto, City Council President Bob Rodericks and State Senator Pamela Lauria. Also participating in the ceremony were members of the City Council, the Bristol Fife & Drums, representatives of Veterans Inc., Troop 55 Scouts, East Providence Police & Fire Honor Guards and members of the police and fire departments. The National Anthem was performed by Andrea Vargas and Taps was played by EPHS student James Cassamas. Bristol County Fifes & Drums played patriotic music throughout the event.

Rita D. (Pratte) Alderson Receives Galkin Award in Honor of Her Uncle Capt. Charles F. Pratte, Jr.

Rita D. (Pratte) Alderson was awarded the Galkin Award in honor of her uncle, Capt. Charles F. Pratte, Jr. He was a pilot in the 7th Army Air Forces, 11th Bomb Group (H), 42 Squadron based in the Pacific. Although being an excellent pilot, on January 22, 1945, he and his crew went missing during a mission to ChiChi Jima. The reason for the Galkin Award, is to acknowledge his WWII notoriety in landing his B-24 Bomber with the aid of parachutes which he ordered his crew to attach to the bomber and to then billow out to aid in slowing down the speed of his aircraft after a brutal air battle resulting in over 300 bullet holes in his bomber according to Air Force documents. The Galkin Award is given annually by the RI Aviation Hall of Fame, to someone who was born in or educated in RI, and whose contribution to aviation included an advancement of the field, be it through technology, design, implementation, exploration, bold initiative and/or risk-taking. This award, established in 2017, was established in honor of long-time contributors to this organization, Robert and Warren Galkin.

Pomham Santa Visits Riverside

A blanket of fog and intermittent showers did not stop Santa from visiting Riverside by boat on November 18. The Lady Pomham II, the bright red launch of the Friends of Pomham Rocks Lighthouse, was decked with red and green garland and brought Pomham Santa and his elves to the shore of Sabin Point Waterfront Park, Riverside, to ring in the start of the holiday season. Guests of all ages watched from the shore or dock and enjoyed hot cocoa and Munchkins, courtesy of Dunkin’, under cover of the park gazebo. Christmas ornaments were available for sale, including this year’s white satin glass ball ornament that features a colorful picture of the historical lighthouse, and a timeless Fresnel lens ornament, a replica of the iconic beacon which is housed in the Pomham Rocks Lighthouse museum. Lighthouse Shines for The Holidays

Pomham Rocks Lighthouse, located off the coast of Riverside, will cast an even brighter light this holiday season. The railing of the catwalk surrounding the lantern room atop the island light station is aglow with decorative white lights to usher in the holidays. A giant wreath on the east side of the oil house, facing the Riverside shore, is also trimmed with white lights. Colored lights are wrapped around the flagpole. And the newly installed white picket fence on the south side of the island now glows in a rainbow of colors. The lights will be turned on at 4:30 PM and will remain lit until 11:00 PM through December 31.

Friends of Pomham Rocks Lighthouse was selected as a recipient of a 2023 grant from The Champlin Foundation. The $15,000 Historic Preservation and Heritage grant will assist the volunteer group in installing historically accurate storm windows and shutters on the 1871 light station. “We are grateful to The Champlin Foundation for supporting our efforts to protect this historical landmark,” stated Chair of Friends of Pomham Rocks Lighthouse Dennis Tardiff. “The funding will help us provide protection against extreme weather conditions,” he added. The window/shutter project will replace all 19 metal-framed storm windows on The Lighthouse with historically accurate woodenframed storm windows that fit into the recess of the window wells, as they were when The Lighthouse was built. Historically accurate wooden shutters that can be closed and secured over the storm windows have been fabricated as part of the project. The wooden storm windows and shutters will also restore the exterior of the building to its former appearance in its early years. Installation of the windows and shutters is scheduled to begin in the spring of 2024.

If you have glanced over at the Lighthouse on your stroll or ride along the East Bay Bike Path recently, you may have noticed something new happening. A freshly painted white picket fence has been winding its way around the south side of Pomham Rocks Lighthouse in Riverside this fall. Its appearance of classic simplicity contrasts dramatically with the actual time and effort needed for the project. Construction of an historically accurate wooden fence on a concrete retaining wall rising high above the Providence River, on an island, is no small feat. Nor is it inexpensive. Thanks to a recent $4,000 grant from the Squantum Association Charitable Foundation, Friends of Pomham Rocks Lighthouse will be able to continue to work on the fencing next year. “We sincerely thank the Squantum Association Charitable Foundation for their continued support of our efforts to preserve and restore Riverside’s historical light station,” noted Friends’ Chair of the Board of Directors Dennis Tardiff. “This grant will allow us to move forward with this important project.” Paul R. Williams, Squantum Association Board Member said, “We are proud to continue our partnership with the Friends of Pomham Rocks Lighthouse in their continuing effort to restore Riverside’s historical lighthouse. We are shoreline neighbors and our charitable foundation, funded by Squantum members, is chartered to support charitable and community organizations to improve the quality of life in our state.” True to their mission of restoring the local Lighthouse and grounds to the highest degree of historical accuracy, members of Friends of Pomham Rocks Lighthouse embarked on a multi-year major project to replace the chain-link fence with an historically

Friends of Pomham Rocks Lighthouse is now accepting orders for this commemorative license plate. Preorders can be made at their website, pomhamrockslighthouse.org. The cost is $42.50 for a set of plates, with $20 going to the volunteer organization to support restoration and preservation of the centuryand-a-half-year-old historical light station. “We are thrilled to be able to offer this plate to lighthouse lovers throughout the state,” noted Friends of Pomham Rocks Lighthouse Chair Dennis Tardiff. Designed by Board Members Alex Dias and Anne Greene, the plate is available for up to six-digit registrations. The license plate was designed to accept all types of vehicle registrations. The non-profit is currently only accepting passenger registrations at this time. However, if there is enough interest, other vehicle types will be opened up for pre-orders. “We are excited to finally begin the pre-order process,” stated Pomham Rocks Lighthouse Vice Chair Alex Dias. The Lighthouse has been restored inside and out with historical accuracy. The onsite museum preserves the rich maritime heritage of our state. Visitors on summer boat tours can observe the antique Fresnel lens and climb to the top of the 42-foot tower for a panoramic view of Narragansett Bay. Proceeds from the sale of plates will be used to fund restoration projects, including replacement of the wooden dock built in 1939, which was damaged by last winter’s storm surge and replacement of the chain-link fence surrounding the island with an historically accurate picket fence. Individuals who do not have internet access can request a copy of the license plate application from Friends of Pomham Rocks Lighthouse, Attn: License Plate, P.O. Box 15121, Riverside, RI. 02915. A completed order form and copy of your registration can be mailed, with a check for $42.50, payable to Friends of Pomham Rocks Lighthouse, to that address. A minimum of 600 plate sets needs to be ordered before production can begin. Friends of Pomham Rocks Lighthouse is reaching out to all Rhode Islanders to support this unique state landmark. The Lighthouse was built in 1871 on a half-acre island off the coast of Riverside to protect mariners as the shipping traffic increased to the Port of Providence. It is the last surviving lighthouse of the five that once protected upper Narragansett Bay.

Riverside’s Willet Pond to Welcome Santa & Holiday Spirit Sunday, December 10th

Residents of Riverside’s Ward Four have planned to “light up Willett Pond” with tree lighting, holiday music and a special visit from Santa Claus! Good Neighbors Community Kitchen and Food Pantry is excited to announce our Holiday program for December 2023. We will be hosting a holiday lunch on Friday, December 22nd from 11am-1pm. All are welcome. We will also include a holiday section in our pantry on the following dates: Wednesdays December 13th and 20th from 9am-12pm. East Bay Community Action Program’s Volunteer Income Tax Assistance (VITA) program is recruiting volunteers in the East Bay area to assist local residents with income tax filing. After successfully passing a background check, volunteers will receive online IRS training. They will then provide free tax help for low- to moderateincome individuals and families who need assistance preparing their tax returns. “Helping in the Volunteer Income Tax Assistance (VITA) program is rewarding and serves a vital role in the local community,” said Kim Wetherald, Director of East Bay Community Action Program’s Office of Volunteer Services. Bake 5-7 minutes, Cook: 24 minutes ~ Servings: 8 or until inside of cheese softens while outside remains intact. • 1 bag (12 ounces) fresh cranberries Transfer brie to serving platter and top with chutney and toasted • 1/2 cup maple syrup, plus 1 teaspoon for garnish, divided pecans. Drizzle remaining maple syrup over brie and garnish with • 1/2 cup water remaining fresh thyme and reserved cranberries. Cranberries and Chocolate Pecan Snack Mix

Prep: 10 minutes ~ Cook: 5 minutes, • 1 cup pecan halves • 1 cup rice squares cereal (wheat or cinnamon) • 1/2 cup pretzels • 1/4 teaspoon ground nutmeg • 2 tablespoons unsalted butter • 1/2 cup dried cranberries • 1 tablespoon brown sugar • 1/2 cup dark chocolate chips • 1 1/2 tablespoons pure maple In large, microwave-safe syrup bowl, add pecans, rice squares • 1/2 teaspoon kosher salt cereal and pretzels. In small, microwave-safe bowl, add butter, brown sugar, maple syrup, salt and nutmeg. Microwave butter mixture 1-2 minutes until melted then pour over dry mix. Toss well to combine. Microwave snack mix in 45-second intervals, about 4-5 intervals total, until mix is fragrant, golden and toasty. Cool mix completely then stir in cranberries and dark chocolate chips.

Pumpkin Cake • 3 cups flour • ¾ tsp nutmeg • 1 ¼ cups sugar • 1½ tsp cinnamon • 5 eggs • 1 cup water • 2 tsp vanilla • 1¼ cup oil • 2 tsp baking powder • ½ cup raisins or craisins • 2 tsp baking soda • 1½ cup chopped walnuts or pecans • ½ tsp salt • ½ cup maraschino cherries cut • 1 can pumpkin in half Preheat oven to 350 degrees. Grease and flour a 12 cup tube pan or bundt pan. In a large bowl, mix together until well-blended the first 12 ingredients; stir in raisins, nuts and cherries. Pour into prepared pan and bake in 350 degree oven for 55-65 minutes or until done, depending on your oven. Cool in pan 5-8 minutes, then place on desired plate.

Cranberry Eggnog Cake • 1 ½ boxes yellow cake mix • 1 cup flour • ¾ tsp nutmeg • 2 tsp pumpkin pie spice • 2 tsp vanilla • 1 ¼ cups eggnog

• 1/3 cup oil • 4 large eggs • ¾ cup craisins • ¾ cup chpped walnuts Preheat oven to 350 degrees. Lightley grease and flour a 12 cup tube pan or bundt pan.

In a large bowl, mix together cake mix, flour, nutmeg, pumpkin pie spice, vanilla, eggnog, oil, and eggs until well-blended; stir nin craisins and walnuts Pour into prepared pan and bake in 350 degree oven for 55-65 minutes or until done, depending on your oven Cool in the pan 5 minutes, then place on desired plate and enjoy.

Eggnog Bread Pudding

• 2 cups eggnog • ¾ cup chopped walnuts or pecans • ½ cup sugar • 1 tsp cinnamon • 3 large eggs • 8 slices raisin bread cut into 1-inch • 1 tsp nutmeg cubes • 1 tsp vanilla Preheat oven to 350 degrees. Spray a 2-quart baking dish with Pam. In a large bowl, combine eggnog, sugar, eggs, nutmeg, and vanilla until smooth; fold in the raisin bread. Pour into prepared pan and top with cinnamon and nuts. Bake in 350 degree oven for 40-45 minutes or until knife inserted comes out clean. Serve warm or cool for 15 to 20 minutes and top with cool whip.

The Friends of the East Providence Public Library have put together a wide selection of gently used holiday-themed items to kick off the season – Christmas, Hanukkah and Kwanzaa. The Holiday Sale at Weaver and Riverside Libraries will continue throughout December until all items are sold. Children’s hard cover editions of all-time favorites, such as The Night Before Christmas and Rudolf the Red Nose Reindeer, will be available. Selections also include holiday-themed romances and novels. A wide array of recipe books for home baked treats and ideas for seasonal crafts and decor will be featured. Special Edition – Thanksgiving Game Report Holiday Day Football Tradition on Life-Support

East Providence and La Salle high schools played their 94th Thanksgiving Day classic (95th if you count all games) last month with the Rams holding off the Townies in a 17-14 closely played contest. La Salle missed their “annual” state super bowl reunion with Hendricken after being handily knocked out of contention by North Kingstown. The Townies finished a mediocre season with a couple of last-minute losses keeping them from the state playoffs. Last year’s turkey game was also a close match with the Rams hanging on for a 41-36 win. Some in Rhode Island think that the state’s longest standing holiday classic may be coming to an end, if not dead after the 2023 game.

Will the rivalry make its 100-year anniversary in 2027?

Give or take one or two years, I have been at most East Providence vs. LaSalle (LSA) Thanksgiving Day football games since the 1960’s. It is an intense rivalry which has been on life-support for a few years and may have its plug pulled after the November 23, 2023 game. And so, the once storied Townie-Ram rivalry is all but gone as older Townie and Ram alumni remember it. Hendricken has raced ahead of everybody with their consecutive state titles from 2010-2016. LSA won their 16th title in 2017 and Hendricken won again from 2018-2021 (no game in 2020 due to Covid) giving them the 17 state titles. LSA beat Hendricken in the 2022 super bowl for its league tying 17th title and Hendricken just defeated North Kingstown in the 2023 super bowl for its 18th state title. East Providence remains with 15 state championships in the top division. The rivalry has changed for today’s players and fans. LaSalle’s current students feel that Hendricken is their true rival. Most today at LSA don’t understand the EP-LSA history, nor do many young students or fans at EP.

The History - A Rivalry to Remember

The series officially began in 1929. Although the two schools started turkey day play in 1927 (EP won 6-0), there was no game in 1928 and the state league officially “started” in 1929 with a LaSalle 19-6 win. November 23, 2023, will mark the 94th game between the two schools (95th if you count 1927). The game was played alternately at each other’s home field. The Townies home field was beautiful Pierce Memorial Stadium while LaSalle played in an old field behind their school on Academy Avenue in Providence, RI. East Providence always has a large fan following and would outdraw LSA, even in their own field. Most games were standing room only and you had to arrive by 8:30 am for the 10:00 start time if you wanted a good seat. Pierce was often known to house nearly 10,000 spectators during the rivalry’s glory days.

When the mostly wooden stands at LaSalle were closed due to safety concerns in the early eighties, the school was forced to host Thanksgiving at various Providence fields. City Stadium at Mt. Pleasant High and Brown Stadium were used at times. When the cost of renting Brown became too expensive, LSA offered to have all Thanksgiving Day games at Pierce. “It was cheaper for us to rent Pierce and it is a great field,” said one LaSalle official. For several years players and students from both schools have only known playing at Pierce. LaSalle has since constructed a new football stadium with synthetic turf and the series has returned to an alternating home venue. This year’s game was played at Lasalle on Thanksgiving morning.

Back & Forth

The EP-LSA series has seen changing momentum swings. From 1929 through 1940 the series pretty much went back and forth between schools. La Salle dominated the series from 1941 through 1948, winning a state title in 1942. A little back and forth again and then the Townies won from 1960 through 1967 and then again in ’69, ’70 and ’72, ’73. EP won state titles in ’66, ’67, ’69 and ’70. LaSalle took over and won the 1974, ’75 and ’76 games while EP bounced back to win from 1977 through 1980, with EP winning back-to-back state titles in 79, 80. EP then beat LaSalle from 1982 through 1984. Next it was an eight-year run for LaSalle as they beat EP from 1985 through 1992. La Salle spanked EP in 1992 by a 50-6 score but EP returned the favor with a 41-6 victory in 1993. The 1970 State Champion Townies had 10 All-State players. And on it went, win one, lose one, until LaSalle has now gained dominance in the series. Most public schools can no longer compete with the privates who can draw their students from any city or even nearby state locales. While private schools could always pick students from anywhere, most public school student-athletes wanted to play for their home town team, back in the day. The question of high school recruitment of players has also been a discussion by many, with a growing sentiment to have the privates play in their own league like some other states. (Mt. St. Charles has just withdrawn from RIIL competition).

Glorious Tradition

Thanksgiving is probably more associated with the word “Tradition” than any other major holiday. For many Townies, Thanksgiving week has always been full of tradition and plans for school reunions, family get-togethers and THE football game between old rivals East Providence High School and LaSalle Academy. However, to the disappointment of many, including this writer, traditions have drastically changed. Today, legions of young people have only heard older family members and friends talk about it. THE game was something to behold for fans of tradition and football. Each school, especially EPHS, would hold massive rallies on the Wednesday before Thanksgiving. EP Alumni from all over would return home for the rally and from Wednesday through Sunday of Thanksgiving week, class reunion parties would pop up all over East Providence. In addition to partying the night before the game, many Townie & Ram alumni and former players Legends of Thanksgiving. Former EP would gather for “breakfast” before the big coach Bill Stringfellow, Left and former game starting at 6am at Bovi’s. December 2023 The Reporter game. Bovi’s Tavern at six-corners on Taunton Avenue was the place to be Thanksgiving week. Bovi’s owner, the late John Bovi (a LSA grad), would host scores of fans from both schools, although it was mostly Townies. After “breakfast” on Thanksgiving morning the group would move on to Pierce Stadium or to Providence and join thousands of other fans. The Thanksgiving game between EP and LSA often determined or had major impact on the state championship. It was the showplace game in Rhode Island, matched by none. And, of course, Thanksgiving dinner couldn’t start until the game was over and it always tasted better after a win. Halftime shows were epic with both schools bringing marching bands to entertain the large crowds. LSA stopped bringing a band to the game many years ago, but EPHS is still carrying on that tradition. The Townie marching band continues to dazzle crowds and is maybe the strongest remaining link to this rivalry. “Football teams are up and down but the band must always perform and sound good,” said former band director Jack McNamara. He’s right. The band continues to dazzle and perform one of the best halftime shows as well as oldschool rah-rah fun in the stands during the game. Current Townie band director Marisa Martinez Silva is continuing that rich tradition.

What Happened?

Thanksgiving is a non-league game now. By Thanksgiving, the RIIL season is basically over. State champions have already been crowned. The EP-LSA Thanksgiving game is non-league and really has no meaning for most, although current players on both teams show up and play their best. Also, the long famous Bovi’s Tavern is gone, demolished with an empty lot in its place. It should be noted that the move away from regular season games on Thanksgiving Day was opposed by both EPHS and LSA, but the Principal’s Committee on Athletics, consisting of school principals and league continued on page 35...

An Edgy Rivalry?

The game wasn’t always the friendliest as the rivalry reached an intense peak through the early 2000’s. At the end of the game in 1971 there was a brawl between the two teams. It involved players, coaches and fans who left the stands to join the fray on the field. Extra East Providence police were called in and bedlam ensued for a while. Solid sources have confirmed that EP coaches were warned before the game that trouble was brewing, and they would have a tough time during the game. A referee had an “unkind” comment toward an EP player at the game’s end and more words were exchanged as the all-out donnybrook broke out. A hockey game between the two schools for that Friday night was cancelled and rescheduled to 3:30 pm on the following Monday at the (now closed) Dudley Richards arena in Rumford. Both EP and LSA were hockey powers during that era. You might say the rivalry was a smaller scale of Red Sox-Yankees or Ohio State-Michigan. Yes, a smaller scale but just as intense for many. Making that ’71 game memorable was the coaching situation for both teams. Long time Townie head coach Jim Deffley left teaching and was hired as the new LSA coach. Deffley’s assistant at EP, William “Bill” Stringfellow took over the reins of the Townie team. Townie fans didn’t love seeing Coach Deffley wearing the LSA colors! Let’s just say that even the coaches got into the “mix” a little that day at Pierce. Coach “Beansie” Stringfellow went on to become a successful Townie legend and the rest is history. Today, Bill’s son Jonathan Stringfellow is the head coach working hard to bring the Townie program back to prominence.

December 2023 The Reporter officials, were responsible for the 2014 vote to change history. “Beginning in 2014 all Thanksgiving Day “league games” must be played during the regular season. As a result, all semifinal games will be played on the Friday before Thanksgiving. The traditional Thanksgiving Day games will be played as in the past, but as “nonleague” games. Divisional championship games will be played a minimum of seven days after Thanksgiving,” said former RIIL full time director Tom Mezzanotte at that time. Most high schools in Rhode Island don’t have the extensive rivalry that EP-LSA once knew. Some have even stopped playing on Thanksgiving and play on Wednesday night. “We tried to convince the league to keep Thanksgiving Day as a league game for us,” said former East Providence Athletic Director Bob Duarte in 2015 comments. “But the rest of the league’s school athletic directors approved. They don’t have the tradition that we have. It could mean the end of the LaSalle-EP Thanksgiving Day game as we know it,” said Duarte. By the time East Providence and LaSalle play each other this Thanksgiving, a Super Bowl champion has already been crowned and the season is basically over for most. Additionally, the dominance of Hendricken and LaSalle have contributed greatly to the demise of Rhode Island’s oldest football rivalry.

Is the Big Game Done?

Officials from East Providence and LaSalle are hoping to keep the tradition going. “The change in the format certainly had an impact on the Thanksgiving game,” said LaSalle’s former A.D. Ted Quigley in an interview a few years ago. “When I became La Salle’s AD in 2000, it was close to the peak of the rivalry. Everything about the game was magnified. In the 1990’s. Ken Reall (former EP AD) started the “Good Faith” dinner prior to the game. It was attended by the coaches, captains, and administration from each school. Phil Ricci (former EP AD) and I continued the tradition and expanded it to include all the seniors on each team. That lasted almost 20 years. The 2001 game (LSA won) was probably the most watched high school football game in Rhode Island in the past 50 years. People were sitting along the grass berm by the main entrance at Pierce because the stands were full. Both teams were undefeated coming into the game and the atmosphere was electric. Each year, if the game wasn’t being played to determine a champion, it was played for seeding in the playoffs. Once the game became a non-league game, much of the excitement was lost,” added Quigley. “Because the game is now played after the playoffs are concluded and the championship has been decided, it has lost its competitive luster. It has become, in essence, a glorified exhibition game. This is not the Thanksgiving Day rivalry we all grew up with and enjoyed so very much. We are keeping tradition alive, but it is certainly a far cry from the glory years,” said East Providence former Athletic Director and Rhode Island Secretary of State, Gregg Amore. It is still special to many, but it doesn’t have the feel of prior years. We’re trying,” Amore added at the time. “I would hope that the game would continue, but so much of the enthusiasm for it has waned. Attendance has gone from counting it by the thousands to counting it by the hundreds. However, high school sports are very cyclical. Things tend to come around,” said Quigley. “This is still the longest in-state rivalry in Rhode Island. We are a few years from the 100th anniversary of the first game in 1927. It would be a shame to see it end, but I am also realistic enough to know that not everyone feels that way,” Quigley added. Attending the 2017 game, sitting on the Townie side of Pierce, was Ken Otis, a 1984 East Providence graduate. Otis was wearing an EP cap but a LaSalle shirt. “I’m an EP grad but I have kids that went to LaSalle,” said Otis. Then he pointed to the Ram side and said, “I like to say my money is over there (tuitions) but my heart is over here,” to smiles from family and nearby fans. “It is incredible to see so many friends and Townies here” said the 70’s all-state football star Mike Whittet. The Townies hold a state record for winning five consecutive titles starting in 2000 and hope to regain dominance in the sport. “Cumberland did not play well today. They kind of looked like us last year,” Butler said, reflecting on the Townies’ 3-0 loss to Chariho in the 2022 D-II final. He added, “People don’t understand what it’s like for these kids to go out in the heat of the battle and doing it without the experience. We had that from last year, and I think it showed. Once we got rolling, I think (Cumberland) kind of felt it and that was kind of it.”

The championship was the eighth all-time in program history for the Townies and first in D-II. East Providence won six of seven Division I championships between 2000 and 2005, adding to its first ever D-I crown won in 1993. The Townies actually won a state record five consecutive titles from 2002-05, two of those coming in 2004 the final year girls’ volleyball was played in the spring before becoming a fall sport later that same calendar year. It was also the first as a head coach of EP for Butler, who was the assistant to Townie legend Luis Carvalho during the six-title run. Butler took over the program in 2007 and led the locals to four more state finals without a win. Former East Providence High School teacher and coach, John “Sandy” Gorham just won another coaching state championship. The retired Townie teacher, EP alum and head coach for football, softball and swimming, continues his winning ways at Barrington

Townie tennis coach Slade Sharma and his senior players. The Townies made it two consecutive years reaching the D2 state championship as they fell just short each year. EP came into the final game undefeated after knocking off Cranston East to gain the finals. The Cranston East match came down to the last volley in a 4-3 playoff win at EPHS. The win propelled the undefeated Townies to the state championship match against neighboring prep school, PCD. “We’re going back to the championship,” yelled head coach Slade Sharma after the exciting match concluded. “We were down a player and really haven’t faced a similar challenge, but the players responded,” said Sharma after the match. “Seeing the players during school, in the halls, seeing their eyes and determination, I felt good that we were going to win this thing. The belief was high, we haven’t been tested like this before, the team wanted it,” the excited coach continued. However, in the title match, underdog PCD got the best of East Providence in a 4-2 upset win. The PCD head coach is former Townie tennis player and 1982 EP graduate, Mike Silva. “It was a great season,” said EP coach Sharma. “Two years in a row at the championship match for a team that works very hard, especially our seniors.”

Orlo Avenue School Feinstein Junior Scholars held a SOCKtober drive and collected 1,434 pairs of socks. Thank you to the community for helping us surpass our goal. The socks were donated back to the community through Hope and Faith. Isla, a second grader, says her favorite is pajama day because she doesn’t have to get ready in the morning. In December we also do our Ornaments for a Cause service project. Each class makes a signature ornament and then we will sell them, and all proceeds go to The Tomorrow Fund. As the year comes to a close, we want to thank the students, families, staff and community members for their continued hard work and dedication each day. We know that if we continue to work together and support each other our students will succeed.

We all hear the horror stories.

Someone enjoying the warmth and aura of their fireplace, on a cool Fall or cold Winter night, when all of a sudden they hear a loud popping and cracking noise, perhaps accompanied by dense smoke. With their heart pounding, they immediately call the fire department, which comes out and informs the unfortunate homeowner that they were experiencing a fire in their chimney. This is actually the MOST fortunate scenario in this particular type of situation. The REAL unfortunate event would occur if the fire began to spread beyond the chimney - which is NOT an uncommon occurrence.

How does something like this happen??

Your chimney is a significant ventilation system that allows smoke, toxins, and dangerous fumes to be released safely from our homes. When a chimney is clean, these hazardous fumes, smoke, and various toxins can easily escape our homes. When a chimney is not clean, things such as creosote (a flammable tar) are generally built up on the inside of the chimney flute and can lead down the path to the scenario described earlier where, at BEST, the fire department is at your home putting out a chimney fire.

So how is this type of situation prevented?

Quite simply, by having your chimney swept once per year. A chimney sweep’s job is to remove built-up creosote, soot, and other blockages from the inside of your chimney. By doing this, you are not only preventing an obvious fire hazard, but you are also increasing the efficiency of the chimney itself. If you have not had your chimney swept in more than a year, I would suggest having it done in the Fall (before the time of the year where it typically gets its most use). From a maintenance perspective, the ideal time to get on the schedule would be to have your chimney swept every Spring when there is usually less of a wait.

This is NOT something that should be played around with however.
