Further community meetings on the Peachtree Road transformation project are on hold while the groups involved re-evaluate plans for bike lanes, wider sidewalks, new trees, new lighting, buried utilities and left turn signals.

The Buckhead Community Improvement District (CID) says that in response to community comments and traffic forecasts, it is taking a new look at the Peachtree Road project. The redesign is expected to take until the end of the year.

APS ready for new school year with new leadership

BY COLLIN KELLEY With Atlanta Public Schools back in session Aug. 4, the Buckhead Council of Neighborhoods recently heard from two of the system’s recently elected board of education members, as well as a blogger who intensely follows the district.

School Board members Cynthia Briscoe Brown of District 8 and Jason Esteves of District 9 spoke about their hopes for APS under the leadership of new Superintendent Meria Carstarphen, even as the cheating scandal that rocked the system continues to make headlines.

“APS is building the plane while we’re flying it,” Brown said about rebuilding the reputation, trust and educational standards for the system. “I believe Meria Carstarphen is the right person at the right time. We need her passion, confidence and abilities.”

Brown said changes happen almost daily at APS headquarters as Carstarphen reorganizes, while the school board is already making efforts to be more transparent and accessible to the community.

It was Esteves who pushed for live streaming of the school board meetings on the Internet so parents and interested parties could watch the meetings from their computers or phones, while Brown said board members are trying to meet teachers, cafeteria workers, school bus drivers and everyone who works for APS. “When we went to meet the bus drivers and workers who had stayed overnight in their buses or at schools to protect the children during the ice storm, it was telling that none of them had ever met a school board member,” Brown said.

Brown said she’s also encouraged by the city of Atlanta and APS sitting down to work out the controversy over the $19 million debt owed the school district by the Atlanta BeltLine.

APS agreed to give up some of its property tax dollars to help build the BeltLine with a promise of fixed annual repayments.

The BeltLine has yet to make a payment, and there have been threats of lawsuits and plenty of rhetoric from Atlanta Mayor Ka-

sim Reed and former Superintendent Erroll B. Davis.

“We are deep in the hole,” Esteves said frankly.

Esteves said 85 percent of APS’s liability is with retirees, so raising money to fund the pension plans and fulfill its promise is a priority. “This problem started 30 years ago and was ignored for decades. The can was kicked down the road, but we have to deal with it now.”

Robert Stockwell, a CPA who runs the Financial Deconstruction blog, said he’s encouraged by Carstarphen’s hiring and described her energy as “non-stop go.”

“I’ve spoken with her several times now and she is very focused on results,” Stockwell said.

Stockwell said a focus on absenteeism would be one of Carstarphen’s tentpoles just as it was in her previous job as superintendent in Austin, Texas. “She says the first step in making a better system is getting kids to the classroom,” he said.

Carstarphen herself will be the guest speaker at the next Buckhead Council of Neighborhood’s meeting on Aug. 14.

Beskin claims GOP nomination in District 54 with runoff win

Beth Beskin easily won the Republican nomination to a Buckhead-based seat in the Georgia House of Representatives during the party’s primary runoff election on July 22.

Beskin outpolled John McCloskey — who had announced he would not campaign for the seat during the runoff campaign and who had endorsed Beskin — by more than five to one.

Beskin led a field of four candidates in the May 20 Republican Primary election for the nomination to represent District 54 in the state House of Representatives.

Beskin claimed 49.9 percent of the 4,143 votes cast and nearly won the nomination outright. But Georgia requires winning candidates to collect more than half the votes cast in a race, so Beskin found herself in a runoff with fellow candidate McCloskey, who received about 30 percent of the votes on

May 20.

Beskin will face Democrat Bob Gibeling and independent candidate Bill Bozarth in the November general election.

Bill Bozarth collected more than 1,777 signatures on his petition to be included in the race, and state officials said in a letter July 17 that he had qualified as an independent candidate.

The District 54 seat had been held by Rep. Ed Lindsey, who did not seek reelection while running for the Republican nomination to the 11th District seat in the U.S. House of Representatives.

Barry D. Loudermilk won the 11th District nomination in the Republican Primary runoff July 22, defeating former Congressman Bob Barr.

Lindsey recently resigned his Georgia House seat to join a new state Joint Study Committee on Critical Transportation Infrastructure Funding.

tion facility we can,” Jim Durrett, executive director of the Buckhead CID, said in a press release announcing the delay.

The stretch of Peachtree Road from Maple Drive in Buckhead to Deering Road just north of I-85 in Midtown now is under review by Georgia DOT and consultants hired by the Buckhead CID to determine if a new street design can be developed that would better address safety for motorists and pedestrians.

“We had hoped to hold our next public open house in July to share the latest proposed plans for the corridor,” Durrett said. “However, both Georgia DOT and the Buckhead CID have decided to take additional time to respond to concerns expressed by residents living in neighborhoods adjacent to Peachtree Road.”

During the July 10 Buckhead Council of Neighborhoods (BCN) meeting, Nina Schwartz from Neighborhood Planning Unit A expressed her concerns about plans to remove traffic lanes along Peachtree to make room for dedicated bike lanes and turn lanes.

“We’re concerned that this road ‘dieting’ plan could cause more congestion on Peachtree and divert traffic into the neighborhoods,” Schwartz said.

“Peachtree is already at capacity with 64,000 vehicles traveling the road daily.”

Schwartz said she and her neighbors were also concerned about cyclists maneuvering along Peachtree Road in such high volume, and by the number of curb cuts the bike lanes will have to cross.

Atlanta City Councilwoman Mary Norwood, who was also in attendance at the BCN meeting, said she believed the plan should be adjusted, and that she was opposed to the road “diet plan” on Peachtree.

But Buckhead CID chairman David Allman said the organization’s first priority was addressing existing and future automobile traffic. “If the experts don’t believe that we can make an overall im-

provement in terms of mobility and safety, then it’s a non-starter as far as we are concerned,” Allman said.

Allman said the CID is not considering restriping lanes, as was done on West Paces Ferry between East Andrews Drive and Peachtree Road. The CID plans to pay to redo the road striping in that area, Allman said.

“We realize that virtually everybody dislikes what was previously done on West Paces Ferry,” Allman said. “The public should be assured that this is absolutely not being considered for Peachtree.”

Durrett said the new plans would make sure Peachtree provides a safe thoroughfare for cars.

“Our first priority is to optimize the capacity of Peachtree for safer and more reliable movement of automobiles,” Durrett said. “However, if we can accomplish this goal and still make Peachtree Road a better place to navigate on foot or on a bicycle, we absolutely should try to do both.”

So on July 15, the Foltzes and their 13-month-old son Oliver joined several of their neighbors as the North Buckhead Civic Association launched an effort to create a master development plan for their neighborhood.

The plan, which will be turned over to Atlanta city officials for official adoption once completed, will incorporate proposals on how the city and neighborhood should deal with traffic, land use, parks, quality of life and other issues. More than 60 residents attended the July 15 kickoff for the planning process, which is being drawn up by consultants working for the association.

The goal, said consultant Caleb P. Racicot, senior planner with planning and architecture company TSW, is to complete the North Buckhead plan by December and present it to Atlanta city officials for adoption next year. Racicot said the finished plan should provide “a long-term vision for growth” in the area.

“We want you to think about what North Buckhead is today and what you want North Buckhead to be 25, 50 years in the future,” Racicot said.

A community workshop to develop ideas for the plan is scheduled for Aug. 16, he said. The meeting is scheduled for Sarah Smith Elementary, 4141 Wieuca Road, from 9 a.m. to 1 p.m. “This is the meeting where we’re going to ask everyone to brainstorm,” he said.

The planners intend to publish a draft of the plan in September, he said, and then present the final plan to the associ-

ation Dec. 4.

Racicot said planners would seek contributions to the plan from residents, property owners and business owners in the area. The association has posted a survey online to collect comments. The survey may be found at www.nbca.org/plan.

The North Buckhead association represents one of the largest neighborhoods in the city of Atlanta, association president Gordon Certain told the group gathered at St. James United Methodist Church.

The neighborhood stretches from the Atlanta city limits in the north to Peachtree and Piedmont roads on the south and from Peachtree Dunwoody on the east to Roswell Road on the west. The area takes in more than 8,000 residents, roughly twice the population of Jonesboro, and covers about 4 square miles, roughly the same area as the city of Decatur, Certain and Racicot said.

“We would be a city, if Atlanta wasn’t around us,” Certain said. “We have citytype problems ... We need city help, we need city planning, and the strength of the city to help us out.”

After the presentations, residents Mary Holmes and Liz Bair examined a large map on an easel that showed the locations of parks and trails in the community. Both seemed eager for the planning to begin.

“For me personally, I’m interested in sidewalks,” Holmes said. “I love to walk.”

Bair said she wanted to see added protection for the homes in North Buckhead.

She didn’t want to see businesses intruding into the residential areas.

“I live in an historic house,” she said.

“This is for the future, and I’m looking forward to that. I don’t want that house to be destroyed.”

BY BOB PEPALIS Call it a modern air traveler’s fantasy: A short drive to the airport followed by free parking, no bag fees and no long security lines.

Southern Airways Express promises to deliver on that fantasy. And it sees that promise as the reason frequent fliers should skip bookings on big-name airlines and head to DeKalb-Peachtree Airport when they’re taking short flights to Florida beaches or to Memphis.

Alyson and Scott Reynolds took their first flight on Southern Airways Express to Atlanta from their home in Destin, Fla., on July 8 for her interior design business.

She was happy to skip the Transportation Security Administration’s security lines. He said he liked the flight’s convenience, as the couple lives about 15 minutes from the Destin airport and only needed to arrive 15 minutes before the flight.

“And the flight left early,” Alyson Reynolds said. “That never happens.”

Ben Giles, owner of White Sands Contracting of Destin, likes the little, Memphis-based airline’s business so much he invested in the company.

“I have business quite a bit up here [in metro Atlanta],” he said recently during a stop at PDK. “So, without having to go through TSA and all the hassles of [Hartsfield-Jackson International Airport] and all that, it’s really convenient. And, secondly, as an investor, I hope the airline takes off. I think it’s a great business model and they should do well.”

For its flights in and out of metro Atlanta, Southern Airways Express has found a way to do something other airlines haven’t: avoid Hartsfield.

Long-standing debates about whether Atlanta needs a second airport still go on, but Southern Airways Express is able to operate from PDK under a Federal Aviation Administration definition of public charters. Essentially, airport officials have said, the company markets, schedules and books passengers, and then contracts with a subsidiary that provides the flights.

Southern Airways Express took its first flights in 2013. The company spent the first year experimenting to find which flights met consumer demand and has scaled back on flights. When the company announced its opening last year, it offered flights from PDK to six southern cities.

This summer, the airline operates 54 flights a week, including two takeoffs and two landings most days from PDK. Chief Operating Officer Keith Sisson said a new schedule should be approved by the U.S. Department of Transportation in the next few weeks. That schedule will begin just after Labor Day. “We decided early on our competition was going to be the long car ride,”

Flights on Southern Airways Express start at $198 one way, but passengers who follow the charter airline on Facebook (Facebook.com/southernairwaysexpress) can occasionally find deals cutting prices to as little as $129. Sisson said the first seats are always cheaper on each flight. Last-minute flights are $248 one way.

Atlanta passengers can fly directly only to Memphis or Destin under the current schedule, but Sisson expects the company will add more destinations once the airline is better established in the Atlanta market.

Company officials plan to look at adding flights from Atlanta to St. Augustine, Fla., Hilton Head, S.C., or St. Simons Island in Georgia. Southern Airways Express will continue to schedule SEC game-day flights,

Company officials say that the PDKbased flights have not been as successful as the Memphis-based ones. Almost every flight is sold out from Memphis to the beaches, Sisson said.

One flight per day out of PDK is bound for Memphis four days per week – excluding Thursdays and weekends. A flight arrives daily from Memphis Monday through Friday. And Southern Airways flies to Destin once a day five times per week – Monday, Tuesday, Thursday, Friday and Sunday.

An inbound flight from Destin is scheduled four days per week – Monday, Tuesday, Friday and Sunday. That makes nine outbound and nine inbound flights weekly.

But they also want to convince more business travelers to fly their airline to fill the seats now being used by vacationers.

When the leisure travel stopped last win-

ter, so did flights out of Atlanta by Southern Airways Express.

“This year, we know that we have to do something different when the winter rolls along,” he said.

A small start has been made at PDK. Every week, six to eight people fly to Atlanta from Memphis for meetings they used to drive to. And Sisson said the airline would like to start a banker’s shuttle to Charlotte.

“We can take them out of their cars with a convenient flight from their neighborhood to Charlotte,” Sisson said.

For now, John Bunyan and his wife might be close to the airline’s target market.

He’s a retiree, having spent 36 years working for IBM. The Bunyans have homes in both Destin and Atlanta.

“My wife has flown this and I’ve flown this. We think this is outstanding,” he said.

“We keep a car down here and it really works out really handy. You’re here in an hour and a half without the drive.”

Becky Arbiv Rising sophomore, The Weber School On April 26, Becky Arbiv made history for The Weber School, winning the 2014 GISA AAA State Championship in the 300m hurdles.

“She was the only athlete that The Weber School took to the state meet and she won the firstever state track championship for our school,” Coach Tyrone Sawyer said.

Not only did Becky win the championship, but she also set school records for volleyball and basketball. Most students don’t reach these types of accomplishments until their junior or senior year, but Becky did it as a freshman.

Becky was born in Australia, has lived in Chicago and Philadelphia, and moved to the Atlanta area when she was 3. She says sports have always played a major role in her life. “As a little kid, I was extremely active and was always running around,” Becky said. When she was young, she played little league gymnastics, basketball, soccer and tee ball.

Becky may be the epitome of “practice makes perfect.” She says, “I practice every day for either pole vault, basketball, volleyball or just all around working out. Every day I watch countless videos of professional athletes to refine my technique and get better. On the weekends I spend about eight hours pole vaulting, and I love every second of it.”

Although Becky continuously practices, she says she would not have made

it far without the support of her coaches and mother. “My mom and my coaches are my biggest influences because they help and support me through everything, and give me input on my performances,” she said.

Becky’s success isn’t confined to just sports. She is a part of Weber’s student council, and the Junior State of America Club. She also likes to read and play the guitar.

Her coach says Becky can look forward to a bright future. “Becky is extremely humble in all of the success she has had,” Sawyer said. “She motivates her teammates through her great work ethic. Becky is truly genuine and will continue to accomplish great things.”

What’s Next: Becky hopes to compete in the Olympics and one day become a surgeon.

Sandy Springs may seek corporate help for arts center

Sandy Springs could one day be home to a 1,000-seat performing arts center, if it follows the advice of a study conducted as part of city center plans.

It would be the “biggest project we’ve ever undertaken,” Mayor Rusty Paul said at a recent Rotary Club of Sandy Springs meeting.

The mayor said he was gratified by a public outpouring of support he has received following the release of the study commissioned by the Sandy Springs City Council. That study, by Johnson Consultants, urged the city to look at a 750-seat to 1,000-seat performing arts facility.

Charlie Johnson, with Johnson Consulting, urged Sandy Springs officials at a recent workshop to explore an option close to 1,000 seats in order to give the center room to grow along with the community. Johnson, speaking on a speaker phone, described Sandy Springs as having a growing, highly educated population with a high median income, and said the community would support an intimate performing arts center.

“Sandy Springs fits in that model very nicely,” Johnson said.

Johnson told the city council that by its fifth year a performing arts center could bring in 219,900 to 353,200 attendees a year, depending on the type of facility the city built. It would also have the potential to bring in revenues as high as $5.4 million, with a net income of $400,000.

At the Rotary meeting, Paul said the size that Johnson Consulting is recommending is the “sweet spot” where revenue and expenses could meet and break even, while also putting “us in a very competitive position.”

Paul said the council is toying with the

idea of going to the business community to see if private capital can be raised for the project. “If this is something that the community really wants then we believe the community will step up . . . and maybe help us pay for it.”

In the study, Johnson said a center could cost from about $22 million to about $32 million, depending on the kind of theater it included. Johnson suggested the center should also include a large lobby and 7,500 square feet of meeting space.

As part of the study, Johnson Consulting also interviewed representatives from performing arts facilities in the metro area, including the Buckhead Theatre and the Gwinnett Performing Arts Center.

Representatives from the Buckhead Theatre, a 790-seat venue, support a Sandy Springs performing arts center, even though it would be a competitor, according to the study, which said that theater can’t accommodate all facility requests.

Gwinnett Performing Arts Center representatives said they regret not having a facility larger than its current 700 seats, and that Sandy Springs should build a facility it can grow into.

The study also cited Sandy Springs Tourism & Hospitality and Heritage Sandy Springs who told the consultants they can’t accommodate all the event requests they receive, and the Chamber of Commerce, which holds a number of events outside the city due to lack of space.

A woman said a man, who was refused service at the spa, became irate and threw a pot, which struck her in her head. He also tipped over the water cooler. He then went outside, broke the front window, and left in a white pickup truck. The victim was unable to rewind the cameras at the location.

 3000 block of Pharr Court North Road, NW – An aggravated assault was reported on July 1. A woman said the suspect, the son of a resident at the apartment complex, sprayed her in the face with pepper spray.

She and the suspect have had previous altercations, since the man sleeps in the storage room where she has furniture. She said she was in the hallway waiting by the elevator when she said, “I hope [he’s] not in the storage room,” using a derogatory word to describe him. He came out of the storage room, walked over to her, and said, “You hope I’m not sleeping in what?” He then sprayed her in the face with pepper spray and kept spraying it, she said. He was not located. Grady EMS administered water to the victim.  2500 block of Piedmont Road, NE – An aggravated assault was reported on July 6.

A woman was in a verbal altercation with a male friend that escalated to a physical fight where she was dragged around a room and a door was slammed in her face.  3200 block of Lenox Road, NE – An aggravated assault was reported on July 10.

A woman said her boyfriend got upset that she did not tip at a pizza place. He pushed her out of the car, then ran over her with the vehicle, leaving multiple lacerations on her body.

R O BBERY  300 block of Pharr Road, NE –A pedestrian robbery was reported on June 30. A man said he met two women at a bar and invited them to his house. When he woke up the next morning, he discovered he had a black eye and multiple abrasions, and $800 was charged on his debit card.  600 block of Andover Drive, NW – A pedestrian robbery was reported on July 1. A suspect in a black Ford Focus pointed a black handgun at the victim and demanded his three leaf blowers from the back of his vehicle.  2400 block of Garson Drive, NE – A pedestrian robbery was reported on July 1. The arrestee approached a man as he was walking on the sidewalk and told him to give him money. When the victim refused, the arrestee motioned to him as if he had a weapon under his shirt.

robbery was reported on July 2. As a woman walked her dog, she passed the leasing office, and saw two men standing near a tree. She continued walking, and one of the men walked in front of her and said, “Give me your phone!” He snatched her iPhone from her, pushed her down on the ground, then, both men ran away. The phone was tracked to somewhere near 2025 Peachtree Road.

 2000 block of Main Street, NW – A pedestrian robbery was reported on July 8. A woman said a man pointed a silver-and-black handgun and demanded her purse. She said the purse had $20, an iPhone3 and her Georgia identification.  3100 block of Paces Ferry Road, NW – A pedestrian robbery was reported on July 9.

An unidentified man with a black handgun walked up to a woman while she was sitting in her car and demanded her keys and her purse, before getting into her car and driving away.  1st block of Lakeland Drive, NE – A pedestrian robbery was reported on July 12. The victim was walking home from a bar when approached by three men in a car. One suspect fired a shot in the air, then struck the victim in the face with the gun. The suspect took the victim’s wallet with $80 cash, an iPhone and several credit cards.

B U R G L A RY  1000 block of Peachtree Park, NE – A residential burglary was reported on June 29.

A man said he had a firearm on a stand by his bed. Company came over and later that night, after everyone left, he noticed it was missing.  1800 block of Marietta Boulevard, NW – A commercial burglary was reported on July 2.

A woman said someone took four laptops, six professional lights for events, six Boss speakers and one trailer.  2000 block of Bolton Road, NW –On July 4, a man and woman said their place of business was burglarized. They said assorted clothing for resale, plumbing fixtures and tools, one wine cooler and electrical supplies were stolen. A witness said a woman named “Tina” and a man called “Ralph” cut the lock on the garage, filled up the truck with a bunch of stuff and left.  2100 block of Piedmont Road, NE – A residential burglary was reported on July 5. The victim returned home to find the door damaged and slightly open. The victim reported a stolen AK-47, laptop and green backpack.  2700 block of Piedmont Road, NE – A commercial burglary was reported on July 6.

The suspect broke into a car dealership with a lock-picking kit. Once in the dealership, he took some keys to one of the new vehicles.

The suspect was caught and arrested. He was charged with burglary, criminal intent of theft by taking auto, possession of tools and impersonating a police officer.  1st block of White Street, NW – A residential burglary was reported on July 10. A man said his residence was burglarized and a stove, a refrigerator and an oven were missing. Entry was made through the kitchen window latch.

A woman encountered a man who informed her he was “trying to get his bag.” He then said he thought he had the wrong apartment. No entry was made; no items were taken. The unit next door was also damaged.

The arrestee was seen selecting a $12.98 teddy bear and attempting to leave without paying.  1800 block of Howell Mill Road, NW – A larceny from a discount store was reported on July 2. A man went into the store and placed 25 packs of Bic cigarette lighters inside of his jacket, tried to conceal the items, and passed all point of sale. The incident was witnessed by another man. The suspect was arrested and transported to jail.  1800 block of Howell Mill Road, NW – A larceny from a specialty store was reported on July 2. Surveillance footage shows a woman concealing two bottles of perfume inside her handbag. Store employees approached the suspect and requested she return the merchandise and exit the store. The suspect complied. She is suspected of taking several other items that were not returned.  3400 block of Roswell Road, NW – A lar-

An unknown suspect stole the victim’s wallet from her purse while it was hanging on the coat rack.  3500 block of Peachtree Road, NE – A larceny from a department store was reported on July 3. Three men walked into the store, grabbed over 80 items of clothing worth $7,500, and ran out. They left in a brown Infiniti FX vehicle. Video is available.  1st block of Irby Avenue, NW – A larceny at a nightclub was reported on July 5. A woman said she had her black purse sitting on a table next to her while she was dancing, and when she turned around, she noticed that her purse was missing. She eventually found it in the patio area, but her iPhone5, iPhone4 and a white wallet containing several credit cards were missing.

The suspects were cited for larceny from vehicle, damage to property, obstruction of officers, and fleeing /attempting to elude police, and were transported to Fulton County Jail.  3200 block of Peachtree Road, NE – A larceny at a gym was reported on July 8. A man said his 2006 Nissan 350 was broken into, and $300 and a debit card were stolen. The victims said they left their vehicle unlocked with the keys in it.  2000 block of Springlake Drive, NW – An auto theft was reported on July 7. A man and woman said their 2004 gray Honda Pilot was stolen. They said a driver’s license, a house key, 120 cloth napkins, four tablecloths and a wallet were stolen.
