Welcome to this week’s Reno News & Review.

RN&R editor D. Brian Burghart is still on vacation so you readers get to be greeted by me again this week. More specifically, y’all get to be greeted by Mike Grimm’s drawing of me from circa 2008. I’ve got a shorter beard, longer hair and better glasses now. Brian, on the other hand, has looked exactly the same for as long as I’ve known him. He’s been rocking that Mr. Clean look for at least a decade and a half, probably longer.

One of the things I like about filling in for him on this column is that I often use it to give shout-outs to people, places and things I like around the community. Most of our arts coverage is geared toward upcoming events, but this column seems like a good space to discuss events that have already happened. For example, last week I wrote about the Holland Project’s annual Halloween cover show.

This week I wanted to mention a really great event I attended last Friday, Oct. 30. It was a Halloween-themed fundraiser for the Truckee Meadows Parks Foundation called A Night With Nosferatu. It was held out at the Bartley Ranch park and the highlight was a screening of the classic 1922 silent film Nosferatu with an original live score accompaniment from an ensemble of local musicians.

The film is basically a loose, unlicensed adaptation of Dracula, and the musicians did a nice job invoking a classic horror vibe with a score that sometimes sounded like Black Sabbath with sax and violins instead of Ozzy Osbourne.

Saturday evening, my girlfriend, Margot, and I took our kids up for trick or treating in Virginia City. Walking up and down the crowded wooden plank sidewalks, checking out the various costumes, sending the kids into weird old saloons to ask for candy, it struck me that VC was the perfect place to celebrate the Oct. 31 twofer holiday—equal parts Halloween and Nevada Day.

Re “Fungible” (Letters, Oct. 29): Dear Mr. Johnson, bravo for your letter to the editor. Sadly, I must add that your opinions regarding Sheila Leslie’s column, “Republicans for a united front against women,” will be ignored as it makes too much common sense.

Most liberal progressives insist on utopian solutions for problems that are an individual’s responsibility.

Every item you listed is indeed the responsibility of an individual and no right or obligation exists for our federal government to provide these benefits under the Constitution. Of course our Congress has long ago given up their sworn duty to the Constitution and that goes for both sides of the aisle.

Nevertheless, I do appreciate reading other opinions offered instead of having to fight this battle of a lack of understanding of our Constitution in today’s politicians.

One of these days the Reno News & Review will allow an open forum for the “other side” to publish a guest column for conservative views that is not limited to the relative short letters to the editor.

may recruit out of area businesses to Nevada. I am very concerned that special treatment be given these businesses shortchanges residents Erik and enriches executives at the expense of Nevada and local government budget systems, underfunded programs, employees and residents.

I respectfully request that Nevada not position itself, as other states have done, of bidding on a business to move to Nevada. Often these bidding wars are perceived and factually a gift to executives in unearned profits.

In these bidding wars businesses expect enrichment over the term of their business life in that state. This is wrong and has proliferated business thought processes to the point that, ‘If you don’t help me, we’ll go away.”

Further, it adds cash to the business bottom line. Shame on us if we contribute to this larceny of the state treasury. Shame on us if we bow to business and corporate greed and give away tax supported financial aid and diminish our quality of life, program reduction or basic assistance to residents in the name of bringing business to the state.”

Regarding media censorship: How many veterans committed suicide yesterday? How many veterans committed suicide last week, last month, last year—over the last ten years? Who’s really winning the war in the Middle East? Better still, is there a war to win?

This is the story that goes far beyond the standard journalistic suppression. For all the rhetoric we’re being fed about America’s heroes, there is something disgustingly wrong. I worked for the U.N. Commission for Refugees during apartheid in South Africa. I’m seeing the same hypocrisy here I saw there.

Wild by Cheryl Strayed. Her journey was really good—the idea of seeing who you are and who you want to be.

Mayor Hillary Schieve seems determined to take a hand in code compliance in the city. She applied for a city job as a code compliance officer so she can deal personally with blight. She appears to have been blocked by law, though she says she’ll try again.

This is an innovative approach, and the mayor deserves praise for thinking outside usual approaches to governing. But that doesn’t necessarily mean the inspector’s job is a good idea.

One person’s blight is another person’s beauty, and we have only the mayor’s word for it that what she has been doing is policing blight. She doesn’t get to decide, all on her own, what is or is not unattractive. Blight is defined, much too vaguely, in both Reno city ordinances and Nevada Revised Statutes, and a city inspector needs to be well versed and trained in those legalities in order to avoid involving the city in litigation.

There are plenty of things in midtown, for instance, that some people would consider blight, but its businesspeople would not.

In addition, the mayor needs to get a better grasp on the nuances of her duties and exercise greater restraint in invoking the city’s authority. She is a business owner and a part-time mayor. Going around pressuring other business owners can easily be seen as harassment and a misuse of the mayoralty. She is fortunate that the news coverage of this dispute so far has been congenial. But imagine if this story had started out with complaints from other businesspeople about her throwing her weight and the city’s power around against them.

She told the Reno Gazette-Journal, “When someone sees the mayor walk into their business, they’re like, Oh my god!”

There’s another issue, too. Schieve—starting early in her public career—developed a reputation for hostility toward homeless people, and when she starts using the term blight, it again raises fears that she may use that term broadly to include human beings. At about the same time her venture into code inspection became public, someone from Occupy Reno (and who knew there's still an Occupy Reno?) posted a report that mentions the mayor and the homeless: “Today we came at 6:30 a.m. to provide support and protection to our friends without homes underneath the Wells Bridge who had until 7 a.m. to move out of their camp. ‘Look,’ [an officer] said, ‘We’ve been letting you guys stay here for a month now. And the mayor drove past here and saw it on her way to talk about the affordable housing over there.’ ‘Where are we going to go?’ the woman asked. The officer came up with a couple of ideas, like the already full overflow shelter, and temporary housing for her dog. (This service has a max of 5 days which is not enough time for most to get on their feet.) The gesture was nice but not helpful in this instance.”

The report is unsigned, so it’s difficult to give it too much credibility. But it is an indication of the suspicion with which the mayor is regarded on homeless issues.

She says she is still determined to get some kind of authority for her freelance inspecting. “There has to be a way,” she said last week. “I will work around the hurdles.”

They may not be hurdles. They may be restraints.

And they may serve a purpose. Ω

Nevada improves, slightly It was painfully obvious that more needed to be done.

Back in 2009, state Sen. Anne O’Connell, R-Las Vegas, appeared in front of the Assembly Health and Human Services Committee touting Senate Concurrent Resolution 11, expressing support for efforts in by Nevada to develop more effective Sheila Leslie suicide prevention programs. The resolution was full of horrifying statistics as Nevada led the nation with the highest suicide rate, double the national average. It also highlighted how preventable the tragedies were.

One committee member, Assemblymember Mark Manendo, D-Las Vegas, wondered why the Legislature would pass a “feel good” resolution urging itself to do something, instead of actually taking concrete action. He thought implementing a statewide hotline was a good place to start as the hotline operated by the Crisis Call Center in Reno didn’t reach Southern Nevada.

Another Assembly member—it happened to be me—concurred and said the state had an obligation to

address this public health catastrophe by funding a statewide hotline instead of expecting churches and private donors to come up with the cash every year.

The Manendo-Leslie subcommittee held a hearing and determined that $100,000 a year was necessary to ensure a statewide hotline was in place, 24 hours a day, as the most effective mechanism to stop a suicidal person from ending his or her life. As a “taxes are evil” conservative, O’Connell was none too pleased about her resolution getting hijacked into a funding bill, but suicide prevention advocates were thrilled the Legislature might do more than urge itself to take action.

Nevertheless, the concept stalled until Assemblymember Dawn Gibbons, a Washoe Republican, marched into Gov. Kenny Guinn’s office and told her personal story. At the age of 16, Gibbons had witnessed her father committing suicide with a firearm. Her bravery in recounting the traumatic experience to the entire Legislature was so powerful,

the hotline funding passed and still exists today.

Nevada now ranks as the state with the eighth highest suicide rate, an improvement, to be sure, over the decades we spent as number one on the list. Efforts have expanded to include another effective prevention mechanism targeting youth, a statefunded Mobile Crisis Response Team, currently operating in Washoe and Clark Counties.

Mental health professionals respond to calls from families, schools, counselors and others when an intervention is needed to stabilize a youth and develop a safety plan. The program provides crisis intervention and stabilization services for youth under the age of 18, when his/her behavior may be the cause of removal from home or school.

Although the program has only been in place less than two years, 87 percent of the youth served have been diverted from hospitalization.

Team members follow up to ensure the youth has been stabilized and has

a “warm handoff” to ongoing mental health care.

Many legislators have worked hard to improve mental health care in Nevada since 1999, with some success, although the recession took a heavy toll on the mental health budget.

State efforts are guided by the Nevada Office of Suicide Prevention, created in 2005 to develop additional suicide prevention programs and survivor support. The small staff is performing miracles, including groundbreaking work with one large firing range in Las Vegas, where the entire company has been trained in spotting suicidal ideation and intervening before it happens.

There’s more support for survivors also, including a special workshop on November 21st at Northern Nevada Medical Center for families who have experienced a suicide loss.

We have made progress since 1999. But instead of resolving that we ought to do more, we should commit to getting Nevada off the top 10 list by our actions, not just our good intentions. Ω

Elko is on the wrong side of history When social conservatives get to the question of gay rights, it seems the argument always winds up in the toilet.

Republican Presidential candidate Mike Huckabee said recently, “I wish when I was in high school someone had told me I could have felt like a woman and showered by Brendan Trainor with the girls in PE. I am sure I would have found my feminine side and said ‘Coach, I think I’d rather shower with the girls today.’”

Huckabee’s teenage fantasy life may have consisted of constantly devising schemes to sneak into the girls’ locker room. But the supposedly grave issue of transgender use of public school bathrooms has made it into Congress, a federal court in Virginia, and has rocked California politics for several years.

In September, it appeared in Elko when a transgender female-to-male 13-year-old objected to having to use a unisex bathroom and instead, with his parents, demanded his legal right to use the male restroom.

At the September 29 hearing, three Republican legislators, John Ellison, Ira Hansen and Jim Wheeler, appeared at the school district meeting to urge denial of the accommodation. They said they were concerned about the rights of the other students at the high school. They claimed that parents were concerned that allowing the transgender child to relieve himself in the boys’ restroom would upset their children. They even said they were worried harm may come to the student himself.

It seems like suddenly, when it comes to school restrooms, conservatives want a “safe space” as badly as the liberal anti-micro-aggression crowd wants them.

The students who attend Spring Creek Middle School appear to have no deep-seated anxieties. The kids were “cool” with it. It was the adults who raised a ruckus, not the kids. While there is certainly some bullying of transgender people in Elko, teens there were not upset about it until the parents

started talking to them. Parents are always concerned about their teens’ sexuality, and it appears that the incident was parent-driven, not student-driven. The students simply did not believe that the boy’s motivation was surreptitious.

Unlike Huckabee, they understood he simply wanted to do what nature demands with those he identified with, and not be segregated to a unisex accommodation.

That does not bode well for social conservatives. One-third of millenials identify as something other than straight heterosexual.

They may not all vote this election, but the future will only be more accepting of individual gender rights. Nevada has already ruled, for example, that insurance companies have to pay for gender disphoria treatments appropriately, so long as the procedures are similar to those utilized by heterosexuals.

The Elko school board bowed to pressure, and denied the student’s application to use the boys’ room.

However, it is good to remember that social conservatives like Hansen, Wheeler and Ellison helped to provide another viable option in Nevada for parents of transgender students—school choice. Public schools were originally called common schools. They are a commons, and therefore offer limited property rights. There may be legislated “legal rights.” but sometimes, as in Elko, rights can be hard to enforce. When school choice is allowed, parents can look for a better environment for their child than the common schools can provide. Some parents in Nevada have already placed their transgender children in alternative schools that are more than willing to relax a bathroom code or two to accommodate them. There are furious debates going on about public lands in Nevada.

Economic indicator Marijuana seems to have become enough of the state’s economy that the Las Vegas Review-Journal has made it a drop-down title on its website menu.

Medical marijuana is legal under state law and a ballot measure to provide full-fledged SHOWCASED state legality will appear on the Nevada ballot next year—though, of course, the feds are ever-looming. The Paiute Shoshone tribe at Fort McDermitt on the Oregon/Nevada border is the latest to begin cultivation.

Quasi-open meetings?

Nevada resident Angel DeFazio was arrested on Oct. 26 for shooting footage in a meeting of the state Public Utilities Commission, something that journalists do all the time without penalty or interference.

The arrest was made at the behest of Commissioner David Noble by a Las Vegas Metro police officer whose name plate read “M. Kinney.” The officer declined to provide a first name, but it is likely Michael. (In 2006, the Nevada Supreme Court ruled in Hiibel v. Sixth Judicial District Court that citizens must identify themselves to police, but it apparently works in only one direction.)

No specific charge was initially given that DeFazio allegedly violated, but officials with the PUC said it was requested because she refused to leave the hearing room after she “disrupted” the meeting. However, it appears it was Noble who disrupted the meeting.

He called the meeting to a halt and confronted DeFazio when she began taping at the start. He kept the meeting out of session for four hours. The officer seems to have accepted at face value the account of people with titles about what happened.

DeFazio was later charged with trespassing.

PUC lawyer Carolyn Tanner said the commission is a quasijudicial body and therefore the Nevada’s open meeting law does not apply. However, neither the open meeting law, the Nevada Open Meeting Handbook, or any court rulings make reference to exceptions for the PUC. There are numerous types of quasi-judicial proceedings in Nevada, such as personnel hearings, parole and probation hearings, and gambling regulation meetings. Most have normally been treated as subject to the open meeting law and the statutes contain various hints that state legislators intended such. In 2011, Assembly Bill 59—sponsored by the Assembly Committee on Government Affairs—made those hints explicit, applying the open meeting law to all quasi-judicial proceedings except those of the Board of Parole Commissioners, and then only for certain functions. Nevada Revised Statutes 213, dealing with parole and probation, reads in part, “All meetings are quasi-judicial and must be open to the public.”

Fighting over public lands Does the public care?

In April, two U.S. House members from Utah launched a group called the Federal Land Action Group, to push for state by ownership of public lands.

Dennis Myers Last month, Republican presidential candidate Jeb Bush was in Reno bewailing that public lands are managed by the federal government and that half of the West is publicly owned (more than 80 percent in Nevada’s case).

In recent days two Clark County officials were dueling in print with Lt. Gov. Mark Hutchison about federal control of public lands.

So were U.S. Rep. Christ Elliott and conservationist Whit Fosburgh.

Helping hands City youth/senior parks manager Darryl Feemster Sr. met at the Mount Community Center last week with University of Nevada, Reno students to recruit them for a program at the Duncan neighborhood library branch.

Truckee Meadows FEEMSTER Community College students are also welcome.

The students would work with neighborhood children with schoolwork or other problems they might be having. These are paid positions and several students filled out applications and security check forms at the meeting. Those interested in applying can email FeemsterD@Reno.gov.

Fred Lokken Political analyst Candidates appear prepared to carry the public lands issue into campaigns and campaign consultants are devising strategies for it.

Yet there seems to be very little sign of discontent with the status quo.

A recent Gallup survey indicates 68 percent are satisfied with the job the federal government does managing

national parks and open space. Polls have been taken in some states—a recent Wyoming poll shows support for federal stewardship of public lands in that state is growing—but not in Nevada. Nevadans were caught up in the Cliven Bundy standoff, but it provided no data suggesting the public supported the protesters. (A survey only of Nevadans and Coloradans found Nevadans supporting the federal role in public lands but had dubious wording in its questions. It was commissioned by the outdoor recreation equipment manufacturers lobby group Outdoor Industry Association.)

Where is the evidence that the Nevada public is agitating for public lands to be turned over to Brian Sandoval or that Great Basin National Park should be administered by the White Pine County Parks Department? Is it a big deal?

“It is not, in my opinion,” said political analyst Fred Lokken. “It is an issue on the rather far right of the Republican party. These people have rather strange ideas about how all of the land should be taken away from the federal government.”

He said even during heightened feelings over the Bundy standoff, most Nevadans seemed to stand with the federal government in wanting Bundy to obey the law and pay his bills.

“It might have them fired up but you do have a governor working

diligently solving matters like the sage grouse,” Lokken said. “Senator Reid does the same. The federal government has been cooperative on issues like mining and the sage grouse and Lake Tahoe. I really don’t think they have anything that could make it a burning issue by November 2016.”

Some issues, surveys show, draw strong reactions, but are far down on voters’ lists of things that will determine their votes—flag burning, say, or gays in the military. Taking land from the federal government may be in that category. A candidate who runs on that issue could be taking a risk.

That doesn’t mean the dialogues are not useful. In the Hill, a newspaper for D.C.’s Capitol Hill denizens, U.S. Rep. Chris Stewart of Utah, a Republican, wrote about the recent name change for Mt. Denali in Alaska. Stewart noted that decision had been made on the other side of the continent from Alaska, which he compared to Congress designating wilderness in Utah: “Why should people who don’t live in my state, and have probably never even been there, get to decide what happens to that land? The technical answer is, of course, that the mountain in Alaska and the beautiful red rock in southern Utah happen to be on federal land. ... Federal ownership means the Western communities which surround that land and which are most impacted by the decisions of federal land managers have little to no say in the name, let alone the policies that govern that land. That might be merely irritating if the feds did a decent job managing public lands.

But they don’t. So it’s much more than just irritating; it’s a disaster. The U.S. Forest Service spends hundreds of millions of taxpayer dollars each year fighting wildfires that are largely a result of the agency’s own inability to manage the forests. And wildfires are only the most visible of the failures. Others include a chronic disadvantage in funding public schools, reduced energy development from bureaucratic footdragging, regular disputes with local ranchers over grazing rights, and the ongoing problems of starved wild horses which the Bureau of Land Management refuses to manage.”

Whit Fosburgh, president of a hunting and fishing group called the Theodore Roosevelt Conservation Partnership, replied to Stewart with an essay of his own in the Hill: “While I can’t defend every action of the federal government, the

notion that our federal lands would be better managed by individual states is fundamentally flawed. ...

Here’s why: All of the Western states require in their constitutions that state lands be managed to maximize profit. Under this model, lands that can’t produce maximum coal, timber, energy, or grazing leases are sold off to the highest bidder. If we were to transfer America’s public lands to individual states, millions of acres would be sold off to billionaires and global corporations. ... This may sound crazy, but Western states have a proven track record of selling off their lands, and every Western state has fewer acres of state land than it once did at statehood.”

In 2013, we reported that Nevada received 3,992,000 acres of public land from the federal government in 1864 to be used for schools, and only 2,914 acres of those lands still remain in state hands, much of it lost in illegal or fraudulent land actions (“Congress gave the new state of Nevada four million acres to pay for schools. What happened to them?”

RN&R, July 18, 2013).

Closer to home, Clark County Commissioner Chris Giunchigliani and Clark County Sen. Kelvin Atkinson wrote in an essay for the Las Vegas Review-Journal: “As representatives of county and state government, we can attest to the fact that we simply do not have the funds to provide law enforcement, trail maintenance and wildfire protection that currently is provided for us on these lands by the federal

government. Additionally, Nevada counties receive millions of dollars a year in Payment in Lieu of Taxes payments. These are basically property taxes paid by the federal government that cover critical services for rural communities and would disappear under this land-grab proposal.

Proponents of this plan believe we will be able to fill the budget hole for land management by selling the land to the highest bidder, or by allowing unregulated development. But communities around Nevada already have tens of thousands of acres they cannot sell right now. Flooding the market with more land will only drive prices down further and reduce revenues from sales.”

That prompted Lt. Go. Mark Hutchison to reply in the Review Journal that Giunchigliani and Atkinson should have attended a recent public lands “summit” meeting: “Had they attended, they would have learned that the summit was in fact a bipartisan discussion about how these lands can best be managed in partnership with multiple stakeholders. They would have learned the discussion focused on protecting our public lands, so that the ecology, health and economy of our state can also be protected for current and future generations. They would have, in fact, learned that only limited, but no less important, discussion took place regarding the transfer of public lands, despite their claitms otherwise.” Ω

Envirolution tour introduces students to Reno’s eco-friendly career options

For high school and college students pursuing environmentally friendly careers in the Reno-Sparks region, opportunities may exist in unexpected places.

During Washoe County School District’s fall break, local non-profit by Kelsey Envirolution led a group of more than 20 students through a five-day tour of Fitzgerald Reno’s sustainable businesses, where they learned about green careers and environmentally friendly practices at locations including Patagonia, River School Farm, Peppermill Reno, Hamilton Solar, Regional Transportation Commission (RTC), Envirohaven and Washoe County Air Quality Management Division.

“We’re really excited about the response we got from the students,” said Envirolution’s Donna Walden. “We’re teaching them about a lot of sustainable career opportunities in Reno, and there really are quite a few.”

Students interested in eco-friendly careers might not think to look for a job at a bus station, for example, but at the RTC, much work goes on behind the scenes to operate sustainably. The Envirolution group visited RTC’s Fourth Street Station, where students toured the facility and learned about the RTC’s many environmentally friendly programs and features.

The station was the first public building in Northern Nevada to receive a LEED (Leadership in Energy and Environmental Design) gold certification.

“It is a program where you are able to earn points by implementing energy savings and sustainable practices in your construction,” RTC facilities supervisor Chris McDivit said.

During a walk through the station, students were introduced to the RTC’s four electric buses, which charge via an overhead connector and can absorb 480 kW of energy during a four-minute charge. Eighteen buses are hybrid electric-diesel vehicles, and 49 smaller RTC Access vehicles are fueled with compressed natural gas. To encourage people to use public transportation, RTC offers bus-pass subsidy program, and carpool and vanpool programs.

The RTC has employed many student interns throughout the years, and currently employs one intern from the University of Nevada, Reno. Walden hopes that the experience has opened students eyes to new possibilities, even if they don’t end up working for one of the businesses featured on the Sustainability Tour.

“I hope that all of them will take sustainability with them wherever they go, either seeking jobs with ‘sustainability’ titles or making opportunities on their own, and realizing that whether they’re in the accounting department or doing marketing that they can make a huge difference,” Walden said. In the 19th century, as settlers moved West, the gold seekers got most of the attention and publicity. But more of them traveled West for a less exciting reason—to farm. In many cases, it never occurred to them that the land might not be suitable for the purpose. Some reports reached the East about desert lands, but they circulated mostly in educated circles. More common was talk of the fertility of Oregon, California and other places.

Besides, farming increased rainfall.

As white settlement moved West, the federal government sent four survey parties to case the joint.

Led by Clarence King (1867-78), George Wheeler (1872-79), Ferdinand Hayden (1867-78), and John Wesley Powell (1869-1879), they took scientific approaches to their work.

The experience of Powell in trying to give the public reliable information on the West and water, and Congress’s effort to discredit science, provided an early model that politicians follow to this day. That experience can explain things like today’s climate change debate and also explain contributing factors to today’s Western water shortage.

Though portrayed by John Beal in Disney’s Ten Who Dared, John Wesley Powell was not the usual dashing explorer type. Relatively short, he lost a forearm in the Civil War. After the war, he was a natural sciences professor and later became curator of the Illinois Natural History Society Museum. But to a populace that did not usually see their heroes, he was dashing enough.

He and the nine men he led launched in four boats onto the Colorado River in Wyoming on May 24, 1869. In Utah, they lost provisions, some instruments, and one of the boats. On August 5, they entered Grand Canyon. Rapids nearly ended the expedition, and the party became divided and demoralized. It split up, three departing to die on the trail. The rest continued with Powell and they reached what is now the site of Lake Mead, where he called a halt.

Two years later, Powell led an 11-person crew on another exploration, this one lasting 17 months. He began writing about the expeditions and became first director of the Smithsonian’s Bureau of Ethnology, then U.S. Geological Survey director from 1881 to 1894.

He was now in a position to influence public policy on much of what he and the other scientists in his parties had learned in the West.

Report of the Exploration of the Columbia River of the West and Its Tributaries was published in 1875.

It was not what the members of Congress who had funded the surveys were expecting. Nor was Powell’s subsequent report, Lands of the Arid Region of the United States (1878), which contained an objectionable adjective right in its title.

Senators from Western states already admitted to the union—California, Nevada, Colorado, Oregon—were disbelieving. How could they attract new settlers and businesses to their states if they were described as arid— much less as deserts?

Territories—the Dakotas, Montana, Washington, Idaho, Wyoming, Utah—had similar concerns.

The arid region, according to Powell’s reports, begins about midway in the Great Plains and extends across the

Rocky Mountains to the Pacific Ocean. Powell pulled in most of the area where rainfall was less than 20 inches. He wasn’t wrong, but his reality did not fit the image of the West that had been created in the East.

Powell wanted planning that avoided disruption of communities and made the best use of water for the largest number of settlers—not for the large ranches and farm operators.

Allowed to choose from any public lands, new arrivals would likely settle along rivers— that is, in flood plains—or on water-hungry land with low productivity at high elevations that would gobble three or four times more water than more fertile land in the valleys, using up water by a few instead of all. The rampant fraud that accompanied the Homestead Act— doghouses built on homesteads by phantom settlers to satisfy the residence requirement in order to obtain the water allotment for larger operations—was another of Powell’s targets. He proposed that settlers choose their lands from those designated irrigable, not from any public lands. At one stroke, large monopolies would be dealt a blow and the success rates of families hiked dramatically.

But small farming families do not fund U.S. House campaigns or provide the money for bribery in an era when U.S. senators were appointed by state legislators.

Nevada’s U.S. Sen. William Stewart had initially supported Powell, co-sponsoring a study of whether Powell’s agency should inventory what public lands were and were not irrigable.

The two men traveled in the Middle Border territories together, and the trip did not irrigate the relationship. They addressed the North Dakota constitutional convention and other groups and became better acquainted with one another’s views. Thereafter, Stewart emerged as a fierce critic. Stewart, a mining lawyer with dubious ethics who believed the West was there to be plundered—preferably by his big business cronies—supported irrigation but not necessarily rules and niceties.

Powell, with 20 years of experience in the West to draw on, filed reports filled with terms like arid and desert, terms that grated on the sensibilities of congressmembers: “In very low altitudes and latitudes the grasses are so scant as to be of no value; here the true deserts are found. These conditions obtain in southern California, southern Nevada, southern Arizona, and southern New Mexico, where broad reaches of land are naked of vegetation, but in ascending to the higher lands the grass steadily improves. … In addition to the desert lands mentioned, other large deductions must be made from the area of the pasturage lands. …

If the filling of the streams and the rise of the lake were due to a transient extreme of climate, that extreme would be followed by a return to a mean condition, or perhaps by an oscillation in the opposite direction, and a large share of the fields now productive would be stricken by drought and returned to the desert. … Near to the mountains the grass lands are fair but they have been overpastured and greatly injured.

Out among the Basin Ranges little grass land of value is found. … Their streams are spent before the summer comes; and only a few springs are perennial. The result is a general desert, dotted by a few oases.”

from ‘sale, entry, settlement, or occupation’ except those selected as irrigable lands, and to allow titles to irrigable lands to be acquired only through the operation of the homestead laws and the desert-land laws.”

U.S. Sen. Gideon Moody/1890: “Of course, I have got a great respect for scientifically educated gentlemen, and I am always very much interested in their researches and all that, but ...”

U.S. Rep. Mark Amodei/2013: “I recognize that some scientists believe that global warming is caused by failed environmental practices; however ...”

When congressional hearings were held on the Powell reports, Stewart attended along with a committee he chaired. The hearings were rough for Powell. Wallace Stegner later wrote, “They wanted to know who had defined the ‘arid region,’ and implied that it was a fiction of Powell’s own, designed to get him extra powers.”

U.S. Sen. Gideon Moody of South Dakota, a lawyer from Deadwood, asked about wells as a source of irrigation. Wheeler candidly said all the artesian wells in South Dakota could irrigate only a single county. Bang went Moody’s support for science—and for Powell.

Just as the 20th century tobacco industry and 21st century Republicans, when confronted with unfavorable science, went shopping for different scientists, some of the 19th century legislators decided there must be alternatives to Powell who would tell them what they wanted to hear. There were takers—not many, Powell’s science being sound, but cherrypicking is the name of this game, and enough rent-a-scientists and rivals of Powell could be found. And there was rain-follows-the-plow.

According to a pseudo-science of the time, if land was plowed and cultivated, rainfall would increase. We are not making this up.

The term was coined by Charles Dana Wilber, who wrote: “Suppose [a section of farmers] 50 miles, in width, from Manitoba to Texas, could acting in concert, turn over the prairie sod, and after deep plowing and receiving the rain and moisture, present a new surface of green growing crops instead of dry, hard baked earth covered with sparse buffalo grass. No one can question or doubt the inevitable effect of this cooling condensing surface upon the moisture in the atmosphere as it moves over by the Western winds. A reduction of temperature must at once occur, accompanied by the usual phenomena of showers. … To be more concise, Rain follows the plow.”

In addition, Powell had his rivals, and congressmembers who had ignored them now gave them forums to smear Powell or just to spread a less reliable version of science.

Paleontologist/ichthyologist Edward Cope planted nasty stories about Powell in a New York newspaper.

After Powell’s death years later, his geographer colleague William M. Davis would write, “Powell’s large share in promoting a correct knowledge of the arid parts of the United States and their possible utilization will not be realized by readers today unless they recall the time when so much was said about taking the words ‘Great American Desert’ off the map.”

But Stewart and company did not represent all congressional sentiment and in 1888, Congress closed public lands to settlement until Powell’s agency could classify the lands of the West as irrigable or otherwise.

But the West was a big place, and lawmakers like Stewart wanted the classification of lands done yesterday. Powell estimated it would take six to seven years to complete. There were speculators, rainmakers and others of more serious intent who were not willing to wait. As the years passed, pressure built on members of Congress to throw open the public domain. When they were pressured, they needed someone to blame.

Powell was handy.

lands they had enacted. And they found other grounds on which to make a case against him.

He believed in small farms, because it appeared that no more than 20 percent of the public lands were irrigable, and he considered it criminal to let people settle on plots “where they cannot maintain themselves.” Nor was he as susceptible to influence as congressmembers. “It is to be borne in mind that this survey is not primarily designed for the benefit of private person,” he wrote. And he considered rain-follows-the-plow nonsense.

But members of Congress were losing their patience and finally they repealed the closure of public lands before Powell’s work was complete.

The public domain was thrown open to however anyone wanted to use it.

As “private persons” tried to make irrigation work in the West, the West became littered with failed irrigation projects. One of them was in Nevada, headed by Francis Newlands, a Californian whose political career had stagnated in that state. He turned to Nevada for better luck after marrying money. He lost about a half million of it on his Truckee Irrigation Project, deciding thereafter that the public’s money was needed for desert reclamation—“reclaiming” the desert for agriculture. In 1902, as a U.S. House

member from Nevada, he won passage of the Reclamation Act. Even then, Congress was still ignoring science and Powell, who had called for Western farms of 2,500 acres. The Act provided for the kind of farms that might succeed in the wet and fertile East—160 acres (320 for a married couple).

Leah J. Wilds, Danny A. Gonzales and Glen S. Krutz/1994: “And finally, U.S. Bureau of Reclamation water is among the most inexpensive (at least for irrigated agriculture), highly subsidized, and inefficiently used water in the American West.”

Some projects, such as construction of Hoover Dam, require government aid because so much capital is needed that private companies cannot accomplish it. But it should have occurred to someone that the reason commercial irrigation projects failed was not that they were underfinanced but that most of them simply didn’t work or make profits, meaning that a government program would face the same problem. It might also have prompted officials to start with model projects and see what worked and what didn’t. Instead, within days of the enactment of the Act, five were announced in five states—including Nevada’s Truckee Carson Irrigation District—then dozens more, and within a decade the program was bankrupt. (The TCID was intended to put more than 200,000 acres into agriculture. It has not yet reached 75,000 but it has destroyed a wildlife refuge, lowered Pyramid Lake’s level 70 feet and its surface area one-fourth, impeded the upstream spawn of the Lahontan trout—making it extinct in the lake—and destroyed the Pyramid tribe’s fishing industry that fed Nevada mining camps.)

The money troubles didn’t slow reclamation down. Congress pumped a loan from the treasury into it, keeping it alive. In 20 years, the loan was unpaid, and most projects were losing money.

As the reclamation projects failed, they drifted along on federal loans, interest exemptions, subsidies, extended payment periods.

Eventually, the federal government started building often unnecessary hydroelectric dams to generate revenue to pay for the money-losing reclamation projects. As the projects piled up, the pool of red ink became wider and deeper, which is more than could be said of the water that fed them. Western farmers were being subsidized to grow crops that Eastern farmers were being paid not to grow.

If the West had more rivers, the Bureau of Reclamation and the Army Corps of Engineers might have bankrupted the United States of America.

As competition for dam building grew between the two federal dam building agencies, dam building took on a life of its own. (It’s not clear why two agencies were allowed to perform the work.) Hundreds of dams went up, and slowly likely sites for dams dwindled. Possible uses for dams—water supply, irrigation, flood control, hydroelectricity—became satisfied.

Yet the dam building went on, not for any particular reason except—dam building itself.

It became a bureaucratic perpetual motion machine. Internal federal paperwork later disclosed showed the worthlessness and lack of necessity of dams built.

Worse, dams became part of doing business in Congress—“a kind of currency,” water historian Marc Reisner wrote in 1986. Congress had literally become unable to function without water projects to trade.

Many of these dam projects, because of the massive surfaces of the reservoirs, wasted through evaporation the water they were supposed to conserve.

“Excessive reservoir storage increases consumptive losses in the form of evaporation and seepage,” author John Weisheit wrote.

“Over-developing the watershed with numerous diversions and reservoirs also decreases the quality of the water by loading the river water with salt and heavy metals.”

We hear about the evaporation that results from lawn watering but not the evaporation that results from huge storage reservoirs built to keep a failing program alive. In 1962, the Interior Department analyzed and approved four huge water projects—Glen Canyon, Flaming Gorge, Curecanti and Navajo—by intentionally excluding from its calculations the terrific wastage of water in evaporation from the surface of their reservoirs.

And to keep getting more welfare for their constituents, the successors of the lawmakers who denied that the West was arid asked for the sympathy of their colleagues on the grounds that the Western farmers were developing land that was—arid.

Former U.S. commissioner of reclamation Dan Beard/2015: “I mean it costs us $100 to deliver an acre foot of water and we charge the farmers $2.”

In 1977, President Jimmy Carter tried to get the program under control by cutting off money for 19 water projects. Congress erupted in an uproar, with Carter’s fellow Democrats leading the charge, though Republicans were still heard from. U.S. Sen. Paul Laxalt of Nevada—who, in his

inaugural address as governor, had warned against people “perfectly capable of taking care of themselves surrendering this basic responsibility to the government”—found nothing wrong with the welfare-laden water projects and accused Carter of waking up each day, looking in the mirror, and asking what he could do to the West.

But enough Democrats stood by Carter to make a veto fight of it—and then Carter caved in.

But however weak his leadership, it was Carter who was on the side of history. Once he pulled the curtain back and the public discovered there was only a voice there, dam building never had its same sacrosanct standing again, and the environmental movement’s growing influence together with wildly rising construction costs eventually put an end to the era of dam building. There would still be occasional dams built, but the frenzied annual monsoon of water projects that Congress once disgorged was facing a sharp decline—and some already existing dams would start coming down.

But the anti-scientific techniques that have kept water wastage in the West alive for more than a century have now been turned to use in promoting the continuing deterioration of climate.

A 2013 study from University of Nevada, Reno hydrologist Thomas Myers, published in the Journal of the American Water Resources Association indicates that just one artificial federal lake loses up to 380,000 acre-feet of water each year. Its name? Lake Powell. Ω

nside the Reno Little Theater, 147 E. Pueblo St., dozens of patrons gathered to eat Mexican pastries, listen to the Reno Philharmonic Kids Mariachi Band, and celebrate Dia de La Gente. Held on October 10, Dia de La Gente was a Latino culture event, created in conjunction with the Reno Little Theater’s upcoming series, La Gente: Latino Theater.

The event immersed attendees in all aspects of Latino culture, from art and music to food.

From painting sugar skulls, making paper flowers, and creating an ofrenda, or offering, for deceased relatives, Reno Little Theater provided a number of activities that are traditionally part of Dia de los Muertos. Also known as Day of the Dead, the Mexican holiday remembers and celebrates loved ones who have died and is one of the most visible Mexican traditions.

Sprinkled along the walls were works by a local artist, Maria Segura.

Fresh fruits and veggies and various baked goods were also provided by neighboring Wells Avenue businesses, El Mundo Latino and Las Palomas. Local vendors and organizations manned booths that were spread across the venue.

One of these organizations was Latino Arte, an outfit that seeks to support local artists and spread Latino culture and art. One of its leaders, Mario DelaRosa, sees Dia de La Gente as an organic occurrence.

“Latinos make up almost 30 percent of this population,” said DelaRosa. “We work here. We live here. Our children go to school here.

We are proud of this community, so it only makes sense to have events like this.”

with her entire family. “I saw a lot of people who weren’t Mexican appreciate things that are important to me. Now people have the chance to see how we celebrate life and how music and art connects us.”

The curator for the series, Tami Castillo Shelton explained the larger entity that Dia de La Gente is a part of, as well as the impetus for its creation.

The one-day event is in conjunction with La Gente: Latino Theater, a new series for Reno Little Theater, which will feature three plays in its inaugural year.

“When RLT moved to this new location off of Wells street, the board recognized that it had the chance to connect with the Latino community that was already here,” said Shelton.

“This series does that. The stories share art, music, poetry, dance and theater with the greater Reno public.”

The first three works, Mi Vida Gitana, Roosters and Lights Out will kick off the series for what is projected to be at least a three-year commitment. Each play expresses different aspects of Latino culture, to give a multi-faceted perspective of the growing population in the United States.

Audiences can expect to see elements of dance, music and poetry within the works, a common characteristic of Latino theater.

The plays also address social and political issues. Some are specific to the Spanish-speaking world, like racism in the context of the status of the Romani people in Spain, while

others affect a broader audience, like the impact of war.

Dañel Malán’s Mi Vida Gitana will be the opening production, a modern interpretation of Romeo and Juliet, set in the multicultural landscape of Spain. It tells the story of a boy from Texas named Charlie, who is sent to live with his mother in Spain. Soon after, he meets Liliana, a Romani girl and instantly befriends her.

The play deals with the racial framework of Spain and its Romani population, yet also serves a larger purpose in instilling methods of creative problem-solving, as well as maintaining emotional control, making it a perfect The second work of the series takes a grittier turn. Roosters, by Milcha Sanchez Scott, features young Hector, who is adjusting to his father’s return home after serving time in prison. While the storyline follows the struggle of the two men over what will become of the family’s roosters, it also investigates the harsher side of Mexican-American culture and the undercurrents of family life.

Lights Out will be the final production of the season, and will have a special connection to Nevada.

A work commissioned by the Reno Little Theater, it's the brainchild of Nevada native Marvin Gonzalez and will address cultural quirks and geographical influences specific to the region.

The series as a whole is meant to educate the Reno public at large, as well as empower their Latino population. But it also strives to break down barriers of race and language, to change the dialogue about one of the country’s largest ethnic groups. “[Latinos] are here to work, to live, to get educated,” said DelaRosa, who is extremely active in Reno,

in academic, cultural and political circles, along with his work in Latino Arte. “We want to have the opportunity to have a good life.

It is to be a statewide memorial to all Nevada veterans who made the ultimate sacrifice while serving our nation.

Kristopher Dahir, Assistant Director for the Nevada Veterans Memorial, says: “We can never show value enough to those who give their lives. The memorial will honor the 834 who died serving our country. It also links our state together. The bridge – leading into the memorial – symbolizes the passing of values to the next generation, and those to come. It will show every altercation our nation has been through.

It’s an education piece, not just a memory piece, which adds a value beyond just having a memorial. The combination will help our younger generation understand the sacrifices that were made for them.”

On the subject of Veterans Day, Dahir adds, “When people serve others, I think it should be celebrated.

As people step up and stand for life and our freedoms – and put their lives on the line to make sure you can have those freedoms – it’s one of those things where, if we don’t put it in our DNA to honor this, we’ll find that it disappears. And what also disappears is our freedom.”

The success of The K Chronicles soon led Knight to branch out into other cartoons including the familyfriendly The Knight Life, and sociopolitical single-panel Th(ink), which ran in the RN&R for several years.

As much a pun-ny title as it is a dare to its readers, Th(ink) has led to more than a few big thoughts over the years. There was, for example, the panel depicting Gil Scott-Heron staring out at the reader, updating his famous verse, “The revolution will not be televised,” with the words, “… but it just may be Twittered.”

Or the drawing of “The GOP’s X-Mas Carol Set-List,” a piece of paper emblazoned a dozen times with the words “White Christmas.”

But perhaps the biggest waves Knight has made have to do with his treatment of police brutality—a subject that makes up the bulk of the slideshows he gave during his Northern Nevada visit.

In the 39-slide presentation, the Gentleman Cartoonist gives his take on All Lives Matter* (*restrictions may apply, see skin color for details), police target practice (a silhouette that is not only black in color but is also sporting an afro), and a possible explanation for the officer who violently grounded an unarmed 17-year-old bikini-clad girl at a pool party (“She needs to wait an hour before going into the pool after eating!”). Knight’s work bridges the gap between comedy and tragedy but more importantly exposes the hole between our peaceable reality and the fear state.

“Crime has been gradually going down so there’s no reason why [police brutality] should get worse and worse … unless it’s part of the system.”

Built-in or derived, the results are the same. And someday, Knight knows he’ll have to have “The Talk” with his own children.

“Go out with a ball, but don’t ever go out in public with that [toy] gun in your hand. … People have been shot for a lot less.’” Knight recited. “It’s weird but that’s the talk I’m going to have to give. [They] can learn about sex on the internet.” Ω

That’s why it was a rare occasion when the award-winning cartoonist recently came into town to attend his own art exhibit and present the latest iteration of his slideshow to new audiences at Sierra Nevada College and the University of Nevada, Reno. The presentation, titled “They Shoot Black People, Don’t They?” is all about Knight’s most widely-drawn subject: racism.

For Knight, it’s a topic that hits close to home. The cartoonist’s first comic strip, The K Chronicles, began as a reaction to how young black males are portrayed in the media.

“I was a huge hip-hop fan and I was like, ‘How come I’m not seeing anything about young hip-hop fans who are intelligent or into nerdy stuff too?’” said Knight during a recent Skype call. “[That viewpoint] was not out there, so it was no surprise that it took off.”

The fact that the strip launched in the mid-00s—a bad time for newspaper cartoonists—did not stop him from getting syndicated. A recent report by the World Health Organization has indicated processed meats like bacon and hot dogs—as by Todd South well as red meat—are bad for your health. This bit of “news” generated much debate amongst pundits and social media mavens, but I doubt this declaration will dampen America’s appetite for burgers and bacon. In a fate-tempting coincidence, some family members and I visited the newly opened new location of Scooper’s restaurant on the same day the news broke. We’re thrill seekers that way.

kicked in. Having said that, it was pretty freakin’ delicious. Even my health-conscious wife agreed it tastes far better than it sounds.

Moving over to the burger menu we sampled a Pastrami burger ($6.99), comprised of a quarter pound beef patty topped with a quarter pound pile of grilled pastrami and Swiss cheese.

It was a little tricky to hang onto and almost juicy to a fault. The burger meat didn’t taste of any particular seasoning other than perhaps a little salt, but the pastrami was nice and lean and the overall sandwich was pretty satisfying.

The Matterhorn burger was less drippy but no less enjoyable ($6.99), sporting a half pound of beef topped with Swiss cheese and plenty of thick-cut bacon. Most bacon served on fast food burgers is shipped pre-cooked and sliced so thin there’s really no reason to bother with it. The bacon on this burger was probably the best I’ve tasted on a non-gourmet burger for under $10.

Fries ($2.29 lg), onion rings ($2.89 lg), and nacho chips with cheese ($2.49) were shared by all at the table. With these items the freshness aspect is lacking, as the rings, fries and chips clearly came from a bag and the nacho cheese from a can. I lost my taste for frozen, minced onion rings years ago after discovering fresh onions dunked in beer batter. Luckily, my six yearold niece was more than happy to take up the slack. I’m pretty sure she ate most of them.

Aside from fries and rings, the girl demonstrated there’s more than one way to eat a corn dog ($1.69). Rather than starting at one end like a banana, she attacks it right in the middle and continues as you might eat corn-onthe-cob. Like the other fried items this dog appeared to have come from the freezer, but the hungry kindergartner declared, “This place has really good food.”

But what about the awardwinning shakes? They are indeed deserving of praise, featuring nearly 50 flavors including fruits, candies, and some that make my teeth hurt just thinking about them ($2.69 sm, $4.49 lg). Scooper’s original Sparks drive-in location has been a family favorite for decades, renowned for its awardwinning milkshakes and made-toorder burgers. The new Reno location lacks the drive-in aspect, but there’s plenty of seating in its large dining room. The place filled up pretty quick during our dinner-hour visit, striking for a place that had opened just days earlier.

The menu includes a variety of burgers, sandwiches, hot dogs, tacos, burritos and deep-fried sides. All burgers feature fresh ground beef, special sauce, tomato, pickles, chopped onion, and lettuce. Similarly the dogs are all-beef and come with a variety of toppings. But there is one item I knew I had to order, if only because the description sounded like something I’d eat on a dare.

The Mighty Mike ($5.19) is a quarter pound hotdog stuffed with cheese, wrapped in bacon, and then in defiance of all that is healthy they deep-fry that nutritionist’s nightmare and serve it on a bun loaded with chopped onion, yellow mustard and mayonnaise. If you ate like this every day, I’m pretty sure the heart attack would get you before the cancer

Burnt There’s no doubt that Bradley Cooper goes all-in performance-wise for Burnt, in which he plays a chef psychotically determined to get his third Michelin star. Too bad it’s in service of a character that’s hard to root for when we the audience are supposed to be doing so. Jones sets up a scenario with a food critic (Uma Thurman) that would probably get most people arrested for fraud, but in the movies it gets him control of a kitchen.

Jones stocks his kitchen with a motley crew of cooks, including Michel (Omar Sy), a fellow chef he double-crossed years earlier by setting rats loose in his new restaurant, and David (Sam Keeley) a young up-and-comer who idolizes Jones and allows him to stay at his apartment.

Best among his recruits would be Helene (the always interesting Sienna Miller), another hotshot chef that Jones intimidates and basically forces to work with him. Admittedly, it’s cool to see Cooper and Miller reteam after their successful venture as husband and wife in American Sniper. Their chemistry is one of the better things about the movie.

What doesn’t work is the dour tone and supreme douchebag-ness of Jones, ultimately leading to a film that’s a task to watch.

Director John Wells (August: Osage County) finds little moments of humor in the story that wind up being quite refreshing. The film’s tone, however, is all over the place. One second, it’s a kitchen comedy, and the next, it’s an ineffective story about some asshole’s struggle with sobriety. It never comes together as a whole.

Wells does a decent job of capturing the intensity of a high-octane kitchen required to deliver perfect dishes all night (although, oddly, there is very little focus on the actual food). The cast is convincing as cooks— Cooper boasts some decent knife dexterity—as cooks, and the kitchen scenes crackle with life.

Out of the kitchen, not so much.

Clichés abound as Jones is terrorized by drug dealers seeking past debts and crosstown chefs looking to end his quest.

A scene where Jones falls off the wagon is overwrought, as is his meeting with a past junkie girlfriend. Simply put, the story of Adam Jones has been told before, with less garlic and scallops.

Cooper tries his best, as he always does. The man put on a lot of muscle weight for American Sniper, and he speaks some fluent French and walks a credible walk as a world famous chef. The script is as much an enemy of his Adam Jones as is a fork on the floor on critic night.

Miller is good as the chef who will, undoubtedly, become a Jones love interest. Problem here is that her character is far more interesting than Jones.

Burnt would’ve been a better movie had it been her story with Jones as a supporting player. A full movie of Jones proves to be a tad much.

Bruhl delivers another decent performance in a movie that doesn’t quite deserve it. Emma Thompson is asked to play a role she seems too young for as a matronly investor representative who tests Jones’s blood for chemicals while doling out live advice.

Burnt is a passion project for Cooper, and he definitely puts a lot of passion into it. His film, in the end, is ruined by too much seasoning and a host of bad ingredients, resulting in something that doesn’t taste all that good once it gets past the teeth. Ω

Bone Tomahawk

bugs out thinking Watney has bought the farm.

Watney awakens to find himself alone on the red planet with a piece of metal stuck in his gut.

After another Ridley Scott directed self-surgery scene—reminiscent of that yucky self-surgery scene in Scott’s Prometheus—Watney commences survival mode. The film has fun with science facts involving things like the creation of fertilizer, the surprising need and effectiveness for duct tape and tarps on Mars, and trying to make fire out of mostly fire-retardant materials.

Scott and his writers present these overtly nerdy aspects of the movie with great humor and the right amount of intelligence without making things too complicated.

In this Western infused with horror, Kurt Russell essentially transplants his character from John Carpenter’s The Thing into the Old West as Sheriff Franklin Hunt, a lawman looking for some kidnap victims. As things turn out, the victims are in the hands of a cannibalistic tribe ready to give Hunt and his cohorts a sick time in the film’s final act. Those cohorts include Richard Jenkins as his clumsy deputy, a hobbled Patrick Wilson looking to rescue his wife, and a never-been-better Matthew Fox, along for the ride and offering swift justice to those who dare to approach their camp. Writer-director S. Craig Zahler makes a very impressive debut, crafting not only an authentic Western but a memorable monster movie. Russell, as he so often does, owns his part and makes Hunt one of his best roles in years. Jenkins seems as if he’s made hundreds of Westerns before. He’s right at home in dirty saloons and by the campfire. Fox makes his best mark since getting his face licked by a dog in the Lost finale. Watch out, because some of the things that happen in the film’s final act are the stuff of nightmares. (Available for rent on iTunes, Amazon.com and On Demand during a limited theatrical release.)

Bridge of Spies

Steven Spielberg continues a mini slump with his second good-looking yet terminally boring historical drama in a row after Lincoln. This is Spielberg’s fourth collaboration with Tom Hanks, and their first since 2004’s terrible The Terminal. It doesn’t represent a return to Catch Me if You Can and Saving Private Ryan glory. This film certainly had a lot going f or it.

Not only is it Spielberg’s take on spying during the 1960s Cold War, which sounds like it should be exciting, but it’s also a collaboration with the Coen Brothers. Joel and Ethan chipped in on the screenplay, which usually means good things are afoot. I wish Joel and Ethan had directed it, too. Hanks plays James B. Donovan, a U.S. tax attorney who lands the unenviable task of representing recently captured alleged Russian spy Rudolf Abel (Mark Rylance). While Donovan’s law firm and the courts see the whole thing as an open-and-shut case, Donovan makes it known that his intentions are to represent Abel to the full extent of the law. In a parallel story, some pilots join the CIA in a new spying program with U-2 planes. One of those planes getting shot out of the sky at 70,000 feet gives the Russians their own spy prisoner in Francis Gary Powers (Austin Stowell). With the construction of the Berlin Wall, yet another “spy” is captured when Frederic Pryor (Will Rogers), an American student who picked a crappy time to study in West Berlin, is apprehended by the East Germans. It all adds up to a rather boring time at the movies despite a typically strong Hanks performance.

Sicario

Kate Macer (Emily Blunt), an FBI Agent who deals with kidnappings, inadvertently finds herself in the middle of a Mexican drug cartel war after being enlisted by a shifty government type (Josh Brolin). After finding a houseful of dead bodies, Brolin’s character shows up, has a little meeting, recruits Kate, and puts her on a private jet with Alejandro (Benicio Del Toro), a mysterious sort who seems to be along for the ride in some type of consultant role. After being told she is going to Texas, she winds up in Juarez, Mexico, and eventually fighting for her life in a border gun battle. Director Denis Villeneuve (Enemy, Prisoners) keeps things intense, especially when Del Toro is on the screen. The real reason for his character’s presence, revealed late in the film, is a real kicker. Brolin is great as the crusty agent who wears sandals to meetings and sleeps on planes. However, in the end, this is Blunt’s movie, who is dynamite as Kate. It’s another action-intensive role for the versatile actress— she was great in Edge of Tomorrow—and she’s a contender for a Best Actress Oscar.

Crimson Peak

Director Guillermo del Toro, who has long sung praises for Disney’s Haunted Mansion amusement ride, makes a startlingly beautiful and creepy ride of his own with this twisted ghost story. Edith Cushing (Mia Wasikowska), an aspiring writer, must pick up the pieces after a tragic loss, and she finds herself swept away

by Thomas Sharpe (Tom Hiddleston), a strange Englishman who looks a lot like Thor’s jerky brother. They marry and wind up in his family’s home, which rests atop a red clay mine. The red clay seeps up through the ground and even the floorboards of the house, giving the appearance that everything is bleeding. As Edith spends more time in the house, and gets acquainted with its ghostly inhabitants, she finds out that the red stuff isn’t always clay. Jessica Chastain is memorably psychotic as Thomas’s selfish and conniving sister. The visuals are the real star here, including some over-the-top, bloody ghosts that Walt would never allow in his Mansion. As for the actually living characters, Hiddleston and Chastain steal the show as siblings who definitely need an extended time-out.

The Martian

Ridley Scott’s latest is a fun and funny movie that represents lighter fare for the often dark director. Yes, it’s about some poor sap getting stranded on Mars but, no, aliens don’t burst from his belly after breakfast. Matt Damon spends a lot of time onscreen by himself as Mark Watney, a botanist on a mission to Mars who becomes the unfortunate recipient of a satellite dish to the gut during a storm, a violent squall that mandates the evacuation of his crew. After an attempt by his commander (Jessica Chastain) to retrieve him, the crew

Two powerhouse performances are at the center of this film, delivered by Ben Mendelsohn as Gerry, a depressed gambler, and Ryan Reynolds as Curtis, his artificially upbeat counterpart. The two meet at a low stakes poker game, share some bourbon, and wind up on a road trip to New Orleans with the intent of getting in on a huge money game. Things don’t quite work out that way, with Gerry recklessly gambling the money Curtis stakes him, and Curtis womanizing and stealing bicycles. Still, the two men remain drawn together, and it all leads up to some big events. Reynolds is having a banner year in smaller projects, proving he has more than blockbuster good looks. The man is talented, and this is his best performance to date, a fully realized character backed by the kind of script and direction his talent deserves.

Matching Reynolds note for note is the always amazing Mendelsohn in the film’s main role. His Gerry is everything you would expect from a person with gambling addiction. He’s desperate, he’s unruly, but he’s also a genuinely good human being trying to make things right. Ryan Fleck and Anna Boden, responsible for the very good Sugar and Half Nelson, wrote and directed. They are, without a doubt, one of the more underrated and under-appreciated writer/director teams going. (Available for rent on iTunes and On Demand during a limited theatrical release.)

Steve Jobs

This innovative biopic, written by Aaron Sorkin and directed by the ever-reliable Danny Boyle (127 Hours, Sunshine), plays out in three parts. Apart from a few flashbacks, we see Steve Jobs (an amazing Michael Fassbender) backstage at three product launches during his career. The film is expertly staged, playing out like the most entertaining and brutal Shakespearean drama. As Jobs ties his bowtie and prepares to launch the Macintosh in 1984, his personal life is messing with his mojo. We see Jobs at his very worst, a man so obsessed with the new gadgets his companies come up with that he wouldn’t face the reality of his fatherly duties. Lisa, portrayed at different ages by Moss (6), Ripley Sobo (9) and a show-stopping Perla Haney-Jardine (19) is a girl any dad would be proud of, but Jobs can’t really be bothered. He has a couple of goofy-looking computers to sell.

Fassbender delivers a performance for the ages as the man who gave us that phone thing you are so damned in love with. Boyle makes another great movie to add to his pile, a film that somehow makes hanging out backstage with Steve Jobs exhilarating. Undoubtedly one of the year’s best films, and Fassbender is most certainly an Oscar contender.

Epic battles Giant Fighting Robots Like five Zords uniting to form a MegaZord, things are starting to come together for Wade Gainer. The DJ's electronic by Kent Irwin music project is called Giant Fighting Robots, boasting a sound as bold as its name.

“The idea of epic battles is something that’s always stuck with me,” said Gainer. “It’s a sight that’s amazing to watch onscreen, but scary in reality.”

Growing up on old Godzilla movies and Gundam Wing has informed Gainer in the grandiose scope of his performance. With a sound that blends bass music, dubstep and trap, he says Giant Fighting Robots is for people who like to let loose. Gainer performs frequently as a part of the collective Party Platoon, a group whose concept revolves around assaulting boredom with military efficiency. Gainer is usually deployed at locations such as Monolith, 1Up, and Whiskey Dick’s in Tahoe.

Alongside Gainer in the Party Platoon are DJs Elektro Specter, Heidalicious and Stensen, who, armed with turntables and decked out in custom dogtags, perform together at Monolith once a month. The dance collective’s hard-partying mission inspired a group of fans, known as the Drunk Army, which has since doubled as the domain name of Party Platoon’s website.

“The Drunk Army are our fellow rabble rousers,” said Gainer.

“Sometimes tequila inspires some awesome website domains.”

Gainer tends to move around,

dancing as much or more than the crowd. It takes a little while for people to warm up to, but Gainer says that it’s always worth it.

“I have been incredibly lucky,” said Gainer. “Having someone compliment a show from a year ago is one of the coolest things ever.”

Dramatic crescendos, sparse trap beats, ominous distorted synth tones, and a heavy emphasis on bass characterize the original compositions of Giant Fighting Robots. Gainer says his releases have been sporadic, focusing instead on writing and refining his upcoming release: a four-part concept EP titled Vs. The World.

The EP, which will be released one track at a time over the next year, will tell the story of a plan by Giant Fighting Robots to liberate their “robotic brethren,” which include everything from computers and cell phones to blenders, working towards the final enslavement of mankind. A progression will be launched in the first episode, “Where the F@#k Is Earth,” to crafting the world’s mythos in the next chapter: “All Hail the Overmind,” building to the climax of “King of the Monsters” and concluding with “Status: Unknown.”

In addition to the spaced out release of Vs. The World, which Gainer hopes will represent one seamless piece of music by the time of its completion, a short comic book will be released to accompany the dense, expansive story of the EP. Gainer says he’s influenced by moments in his life when he decided to break through his doubts and take risks. Memories of jumping off a swing for the first time, getting a girl’s number in grade school, and landing a kickflip are particular memories that inspire him.

“It’s those moments in life when you look back and go, ‘Holy shit, that didn’t kill me. I’m alive!’”

Seeking encouraging memories is necessary for Gainer to cope with a fear shared by many musicians: feelings of inadequacy. At times, he worries he’ll give everything he has and show up empty handed at the end of the run.

“It’s a gateway to a feedback loop,” said Gainer. “But I think the key is less about fighting it, and more so learning how to repurpose that feeling into conviction.” Ω

The hurt and confused locker I was dating a sociopathic compulsive liar for three months. I had a gut feeling that he was lying about his work, education and finances, but I had no real proof.

This allowed him to manipulate me and convince me that I was crazy, insecure and paranoid. Finally, through internet searches and contact with his ex-wife, I got proof together and confronted him. Though I dumped him, I’ve become super-edgy and suspicious that everyone’s lying to me. I even accused a co-worker of stealing my phone. I think the stress this guy put me through probably caused PTSD. How does one move on after dating a sociopath?

Tales from your PTSD support group: Them: “I was held captive with a burlap bag over my head and beaten with electrical cords.”

You: “I’m right there with you, bro. This dude I was dating told me his Ferrari was paid for, and it turned out to be leased!”

You: “My boyfriend pretended he was buying a mansion, but he really lives with his parents.”

Them: “That’s terrible. Can you help me put on my prosthetic leg?”

Sure, according to Pat Benatar, “Love is a battlefield.”

But spending three months fighting with a sociopathic boyfriend doesn’t leave you ducking for cover whenever a car backfires like a guy who did three tours of IED disposal in Iraq and came home with most of the parts he went in with. Ofer Zur, a psychologist who specializes in treating post-traumatic stress disorder, explains, “To meet the diagnostic criteria for PTSD, the stressor experienced must involve actual or threatened death or serious injury.”

What you did experience is called “gaslighting,” a covert form of psychological bullying that leaves you doubting your perception of reality and, eventually, accepting the bully’s distorted, self-serving version. So, for example, when you question your partner on something— like his work, education or finances—instead of doing the civilized, healthy-person thing and giving you an answer, they blast you for daring to insult them by asking. (People who are cheating will often do this.) Day after day, as they treat you like you’re nuts, blind or dumb, your self-worth erodes and you feel less and less able to trust your judgment—to the point where you start using all the red flags as carwash towels.

The thing is, gaslighting isn’t like an alien spaceship with a giant vacuum hose, sucking in any person in its path. It’s the need for outside validation that makes a person susceptible, explains psychologist Robin Stern in The Gaslight Effect. Another risk factor is an overvaluing of romantic love—seeing it as a magical eraser for life’s problems and a way to duck out of the grubby work of developing a self. Believing the unbelievable is the price of maintaining a relationship that seems “more intense, more glamorous and more special.” This is basically selling yourself out for love—though all you really have is a snake charmer and a snake, all in one basket, with a boyfriend face taped across the front.

To your credit, you had a strong enough self that you eventually crawled up through the romantic cloud cover and did some late-night internet snake-hunting. Though you’ve given your reptile the boot (or perhaps upcycled him into a handbag), your fear of being scammed again has you going all Inspector Javert on every slightly shifty-eyed co-worker. Consider that you’re reacting to the romantic con job as if it happened randomly, like a roast chicken falling out of a private jet and cracking you on the head. To stop wildly flinging suspicion around, accept responsibility: Admit that you got duped because you wanted to believe more than you wanted to see.

Granted, it isn’t always easy to identify the liars. (You can’t just keep an eye out for those telltale pants on fire.)

Stern, however, offers good advice to avoid getting taken in by gaslighters and other pathologically inventive hustlers.

Instead of debating them on whether a particular piece of information is right or wrong, focus on your feelings. Ask yourself: “Do I like being treated this way … talked to this way?”

And though you don’t have PTSD, you might take a page out of Zur’s playbook—his notion that we heal from bad experiences by creating a narrative that gives them meaning for the future. You, for example, could use this experience as a giant Post-it note reminding you to take a relationship slowly, meet a person’s circle of friends, and see who they are over time—instead of immediately declaring that you’ve found the love of the century. If you’re going to have a fairy-tale relationship, it shouldn’t be because little or nothing in it exists in real life. Ω

The national tour makes a stop in Reno next week as it marks the 100th anniversary of the death of labor activist and songwriter Joe Hill.

Hill, a Swedish immigrant to the United States, became a well-known organizer with the Industrial Workers of the World during the early 20th century. He was also known for penning songs about workers’ rights including “The Preacher and the Slave,” “The Tramp,” “There is Power in a Union,” “The Rebel Girl” and “Casey Jones—the Union Scab.” In 1914, Hill was accused of murdering two men in Salt Lake City, and despite little evidence supporting the charge, he was convicted of the crime and later executed by a firing squad in 1915. Since then, Hill was been memorialized as a IWW martyr and labor folk hero. Singers Chris Chandler, George Mann and David Rovics will perform at the local show celebrating Hill’s life, along with guest speakers Tim Gorlangton and David Fennimore. The show stars at 7:30 p.m. on Monday, Nov. 9, at Studio on 4th, 432 E. Fourth St. Admission is a $10-$15 donation, although no one will be turned away for lack of money. From the very beginning of the town—at least from the early part of the [20th] century—there really was a great little city here, and it was a very sophisticated little city. But one of the things that we discovered with Artown was that there was this cultural underbelly right under the surface but nobody really knew about it and it existed way back then. The book starts off with this writer talking about the old Newlands neighborhood and we had this nice downtown—lots of stores and movie theaters and restaurants, and we had a nice little city here and then, along with the rest of America in the ’50s, it went away.

It all went out to the suburbs. All of it. And then over time, we became more casino street, and things moved out further. We all talk about not having a downtown, but we used to. And we’ve always had this cultural underbelly of writers, like Walter Van Tilburg Clark, and Mark Twain was here, and Robert Laxalt. The book also points out that while the world knows about those Harold’s Club billboards that were all over the world— when that was a big deal—there was also this thriving arts community in Reno that was very active. There’s always been this cultural underbelly and I think it’s starting to come out. Now we’re seeing business, we’re seeing livability, and we’re seeing recreation. We’re seeing all these things happen in a place where we want to live. …

There’s a cultural quality underbelly of Reno, and there’s always been, and there’s this other version that the outside world knew about the casinos and the neon and that kind of stuff. There’s always been the arts and the tourism. Ω

Mark Curtis Mark Curtis is a brand development manager and co-founder of the Artown festival. He recently turned his branding expertise toward his home town with a new book about Reno. The book hits local shelves this month and Curtis will sign copies at Sundance Books and Music, 121 California Ave., on Saturday, Nov 21, from 3 to 4:30 p.m.

You’ve got a book coming out. It’s called Reno: A Fabled City Finds Its Soul. Explain that title to me.

Well, the theory is that Reno has experienced an evolution of the way we used to be perceived, which was, you know, gambling and divorces, special events and neon—the way the world saw us for 150 years—and the theory is that 1996, the first Artown festival, was the tipping point when people came downtown and said, wow, we have a river here and wow, we like living here. That was one of the first times that we actually started to do something for ourselves rather than our visitors. And not that anyone saw it coming, or saw anything other than some nice arts events going on and it’s still going on and will for some time, but that was the moment in time, I think, when Reno started to evolve into a place we like living. A place that’s that geographically and recreationally abundant and culturally diverse, and now business and entrepreneurship is growing and we’re becoming a different place. And

the “soul” referred to in the title is really the Truckee River, which of course Artown was founded on. … There’s a line in the book, ‘Reno always knew it had water running through town but it never really knew it had a river.’ But that was the moment in time where we realized some of the things we have and began to embrace them.

You were involved in that first Artown event. Tell me about your role.

I was part of the arts commission. Karen Craig and I and a bunch of other people.

Tim Jones and [Howard] Rosenberg and Christine Fey, Turkey Stremmel—lots of people. And mostly with Karen’s leadership we were able to pull the arts folks together and realize that we had this big geographic setting, and if we could use the arts to bring people downtown that would be a great thing to do. And we were able to pull that off for three and a half weeks in July of 1996. 3,000 people came out for that initial festival, and its grown ever since.

In his blurb on your book, Joe Crowley mentions your concept

Turned out that Sark had a bit of a drinking problem, and finally, it got to the point where the university had to let him go. When Sarkisian was fired, the first thing you heard out of the mouths of various talking heads were hopes that Sark “gets the help that he needs.”

Now I have no problem with that.

Getting professional help in dealing with one’s addictions and bad habits can be, I’m sure, very helpful. But then I started flashing back to the ’70s and ’60s, before there was anything called “rehab.” Yes, this is true.

There was a time, believe it or not, not that long ago, when there wasn’t a billion dollar industry known as “rehab.” Crazy, right? You know what guys and gals with drinking problems did back in, say, 1969?

They looked in the mirror and said, “Well, I guess it’s time for me to quit drinkin’.” What a concept.

his time. And of course, she was talking about Paul the Beatle.

• So as I’m watching the World Series (which, BTW, is a baseball thing), I see all these new commercials for the Navy, and how they roam the globe to protect American business interests, American citizens, and the cute kittens that belong to those citizens.

You know, a Force for Good and all.

“Gee,” I thought, “I wonder what it would be like to live in a country that doesn’t have a gigantic and allpowerful military industrial complex.

I wonder if people in, say, Denmark, feel inferior or deprived, somehow, that their government doesn’t have to spend billions of dollars on new jets and tanks and rockets all the damn time.” I concluded that the Danes probably deal with it pretty well and do so without the need for much counseling. Ω

That sounds like a dangerous way to live, right? But you gotta remember, this was also a time before telephone marketing. Back then, nobody was calling you to sell you steaks or insurance or spectacular investment opportunities. I know. Weird. But the truth was, back then in 1968, you knew everybody who called. Whoa!

Wrap your head around that.

• I mentioned to a 20 year-old that I was gonna watch a bit of the World Series on the tube. She said, “Is that soccer?”

It’s a telling reminder of our ever-shifting social context, and how the assumptions we used to make without thinking twice maybe aren’t so safe to make anymore. It’s the same thing as the recent tweet from a 22-year-old, who commented that she had heard this guy Paul who did that duet with Kanye West was supposed to have been a big deal in
