Pope love

Welcome to this week’s Reno News & Review.

We, as a newspaper, have often come down on the side of historic preservation, but the Virginia Street bridge wasn’t one of those instances. I think most people could look at the decaying concrete and the effects that bridge had on flooding in downtown Reno and see the council did the right thing by replacing it. The bridge wasn’t historic, it was just old infrastructure that should have been replaced before it became old enough to be thought of as antique.

There is a building that I keep an eye on, though. The city’s oldest building is the old Mercantile on the corner of Commercial Row and Sierra Street. It’s disguised in a uniform off-white, and I’m always waiting for whomever owns the old Fitzgerald’s Casino, currently Whitney Peak, to make some kind of formal attempt to tear it down. I can’t say that the strategy is to allow it to decay one brick at a time until it actually becomes dangerous to people walking by it, but that’s sure what it looks like. It’s a strategy that’s been used before.

For example, rumor has it the condition for the sign on the El Cortez has been ignored for so long, it can no longer be repaired, and it must be torn down before a big wind takes it down on people’s heads.

For a minute back in 2011, I had hope that CommRow would stabilize the facade of the mercantile, and put an open-air beer garden in there. I know that was Fernando Leal’s idea, which I think would have been great—preserving the historic part of it, while making it affordably useable.

I remember when former mayor Bob Cashell made such a big deal out of certain properties and businesses that didn’t live up to his idea of proper aesthetics for downtown Reno. I think this council could have the wherewithal to make the preservation of the city’s oldest building a passion project. It should not be left up to Whitney Peak to bear all the costs of the refurbishing that building. As the city works on its master plan, perhaps a little money could be set aside for historic preservation, pehaps even with an earmark toward restoring the exterior of the corner of Commercial Row and Sierra Street.

Re “Appearances matter” (Editor’s note, Oct. 1): As a “cultural Catholic” I share your opinions of His Holiness Francis and the way he has been treated, and like yourself, had to take points off for this: www.nytimes.com/2015/09/30/us/ county-clerk-kim-davis-who-deniedgay-couples-visited-pope.html?_r=0 And you are correct, would the country tolerate any other religious leader advocating “civil disobedience” by a public official? I agree the response would have been less than clamorous.

Finally, if I may, I have yet to hear a sentence improved with the addition of “I’ll be honest” or, one of my favorites, “To tell you the truth.”

In spoken communications, I have irritated many a friend or acquaintance using such phrasing by interrupting and asking, “Hey, wait a minute! What about all the things you have told me that were not prefaced with that expression? Should all those comments, not appropriately prefaced now be discounted a simply truthy?”

Just sayin’.

Finally, that is a very dangerous location with respect to traffic. No signal. No streetlights. Poor view from the driveways. Just today (Sept. 18) there was a major collision right in front, and about a year ago a woman was killed there when someone lost control coming down the hill on the ice. At that time the road was blocked for four hours, meaning that if you lived in Galena you had no way to get home, and if you had a medical emergency there was no way for the first responders to get to you.

I personally hope that whatever business eventually takes over the lodge will fit into the neighborhood, and the county will force safety improvements for access there. Saving just one life would be worth it, don’t you think?

Cash in, get out Re “What about when the boom fades?” (Left Foot Forward, Aug. 27): Sheila Leslie’s column is great, straight, and to the point. I suppose we long-time residents of our beautiful Truckee Meadows should do the same as many of my long time, native Nevada friends did after the last boom—sell out and get out.

The incomers will be most happy to pay way above market values for your homes and property. Just another sad picture for Nevadans.

Good place for a bar Re “Yes, in your backyard” (Editorial, Sept. 17): Interesting editorial on the marijuana dispensary on Mt. Rose Highway in your Sept. 17 issue, but you ignored a couple of facts.

First, the proposed owner/developer moved it there because the original location was too close to his home in Saddlehorn, and he got threatened.

Five hundred people there signed a petition to move it.

Second, the owner/developer’s lobbyist has told the legislature that this is a “nose under tent,” and the intention is to sell recreational marijuana. Do the math; there aren’t enough medical users per permit to even generate enough money to pay the property taxes. So it’s not really medical marijuana establishment, it’s a combination liquor store and vape parlor.

Re “Party of Values” (Notes from the Neon Babylon, Sept. 10): I flipped right to the back page and Bruce’s “Party of Values” column made me laugh out loud.

What a command of the language that man has. Reminds me of George Carlin, who must have influenced him. I’m still smiling.

Republicans for a united front against women Alienating women doesn’t seem to concern the Republican party these days as its members righteously deny any sort of “war on women” while simultaneously attempting to redefine rape, cut Federal funding for family planning, and advocate that letting women die is preferable to allowing an abortion to by proceed. Not to mention the obsession Sheila Leslie with defeating their cherished villain, Planned Parenthood.

The battles have been raging for some time. Back in 2011, a Georgia state legislator, Bobby Franklin, tried to change the legal term for a victim of rape, stalking, and domestic violence to “accuser.” Naturally, he thought victims of other crimes that are less gender-oriented, like burglary, should retain their status as victims. He also wanted women who had miscarriages to be charged with a felony unless they could prove it happened without “intervention.”

Lest you think these examples are 4-year-old Tea Party nonsense, consider that Sen. Marco Rubio, a current mainstream presidential

candidate, has clearly stated he thinks abortion should never be permitted, not even in the case of incest or rape, not even if a woman’s life is in danger.

The increasingly hostile attitude toward women’s reproductive health rights was displayed in no small measure at a recent congressional hearing when Planned Parenthood CEO Cecile Richards was forced to endure five hours of snide, rude and uncivil discourse with Republicans with a specific ax to grind: eliminating all federal funding to Planned Parenthood.

It wasn’t just about abortion, although they hardly concealed that agenda. After all, thanks to the Hyde Amendment, no federal funding can be used to pay for abortions except in the case of rape, incest, or to save the life of the mother. Having won that battle, the Republicans now want to prevent Planned Parenthood from receiving any federal funding as reimbursement for providing family planning services, preventive screenings, or STD testing for 2.7 million Americans.

During the hearing, Richards was continually lectured to and castigated by men on a mission. She remained calm and responsive despite the flailing and frothing, even managing to suppress her glee when Chairman Jason Chaffetz presented a nonsensical slide that he pompously declared came from Planned Parenthood’s corporate reports. Within seconds Richards pointed out the source of the misleading information, an anti-abortion interest group, not Planned Parenthood.

Richards was berated for her high (non-federal) salary, although it’s lower than many similar executives. It certainly isn’t enough to compensate for the danger the rage from the right creates for her and other Planned Parenthood personnel who regularly endure harassment, arson and death threats.

Richards, the daughter of the legendary Ann Richards, former governor of Texas, doesn’t scare easily and certainly didn’t retreat when confronted by her zealous opponents. Like our own legendary Planned Parenthood activists, Patty

Elzy, Alison Gaulden, Elisa Cafferata, Louise Bayard-de-Volo, and Roz Parry, she displayed a courageous and intelligent counterpoint whenever allowed to get a word in edgewise.

They know the American public is with them. Planned Parenthood consistently polls much higher than any political party or candidate.

As Richards told Rachel Maddow in an interview following the hearing, “People in America do not want to go back to the 1950s when women had no access to family planning, when abortion was not legal. Women are making huge progress in this country, and believe me, young people cannot believe that this is a conversation happening in the U.S. House of Representatives.”

Republicans seem united in their call to defund Planned Parenthood so it’s a fair question to ask any local Republican running for office this year: Why do you want to take away a woman’s right to access the health provider of her choice and make her own medical decisions? Let the answer guide your vote. Ω

Like father, kind of like son Rand Paul is kind of like his father, Ron. He has the same last name as Ron. He believes in civil liberties like Ron. He is libertarianish, kind of like Ron. But he is not Ron. In the last Republican debate, he kind of looked like Ron. He confronted drug warriors like Gov. by Brendan Trainor Chris Christie. He confronted neocons like Carly Fiorina, who looked absolutely startled when he criticized her over-the-top refusal to even talk to Russian president Vladimir Putin. He began to stir our hearts again, like Ron. But then he had to lamely explain why he voted against the Iran deal. Something wonky about “leverage.” Ron supported the deal.

Rand did not.

A libertarian Super PAC announced it will not spend money for Rand until he becomes more kind of like his dad. Rumors have spread that his campaign is on the ropes, but he insists he has an army of college students on the ground in Iowa.

The emotional support so far this primary season is not there for a classical liberal/libertarian kind of like Ron. After the slowest economic recovery in history, economic anxiety is drawing huge crowds for the populist capitalist Donald Trump and the populist socialist Bernie Sanders. Both are understandable phenomena, no matter how irrational. When times are hard you want to blame both the outsiders, like immigrants and outsourcing corporations, and the insiders, the do nothing politicians and the media.

People are lashing out, but not at underlying causes. The Fed, the national debt, the military industrial complex, the desire to paper over our own problems while we vainly try to force others to be like us is not generating the huge crowds, like it did for Ron. We kind of like Rand, because he is intelligent and is fighting the good fight in the Senate most of the time. We just so far don’t love

him like his dad. He can’t be the grandfatherly wise man, of course.

He is younger and just a bit too prickly. Bernie Sanders has that grandfather role now.

If Rand does falter in Iowa, will Nevada be his firewall? Nevada is the most libertarian state west of New Hampshire. Rand is supported in Nevada. But the Clark County Republican Party chair, the first openly gay GOP chair in history, defeated the Rand Paul candidate.

Will his supporters go to the caucuses and the conventions like they did for his dad?

When his dad ran, there were billboards along the highways, there were planes flying with banners, there was the Ron Paul Revolution, Ron Paul girls and sexy calendars, V for Vendetta masks, songs being written, YouTubes produced, T-shirts galore. Now we have “Make America Great Again” baseball caps and little else. The girls at the Bunny Ranch support Hillary. So

far, the election is a big yawn for freedom lovers.

Sadly, Rand is reduced to soliciting YouTube campaign ads, but only about certain campaign themes, and to be vetted by his staff. Ron never had to solicit a single supporter’s YouTube, or tell people what they had to produce to be appreciated. People made them out of love and about anything Ron inspired them to say. Rand is looking even less kind of like his dad.

Fortunately, the libertarian moment does not depend on Rand.

Young people are fiscally conservative and socially liberal. Technology is creating more and more space for personal expression and choice.

Social media is making it harder for establishment politicians to lie and obfuscate. It may not be Rand, but someday there will be a Libertarian president. She might even be loved like Ron was. Ω

‘Leaders’ dump patients and lawsuit Nevada officials have agreed to pay $400,000 to the city of San Francisco in settlement of a lawsuit over 24 mental patients dumped in that city by Nevada. The state’s conduct was discovered and reported by the Sacramento Bee, which found more than 1,500 cases of dumping around the nation through the use of one-way bus tickets.

The scandal was deemphasized in Nevada news coverage, likely because the story was broken by an out-of-state press entity.

Neither the state or officials of Rawson-Neal Psychiatric Hospital in Clark County—where the patients had been housed—were highly visible in dealing with the case. Gov. Brian Sandoval initially addressed the matter through spokespeople and prepared statements and commented personally only when confronted by a TV news crew at a public event—and then he defended the practice as “good quality of care.”

The San Diego Union-Tribune last week editorialized, “We comment regularly on government actions that are ill-considered, poorly handled or of questionable value. But rarely is our target simply obnoxious. But that’s the best description for what’s been done by a psychiatric hospital in Las Vegas operated by the state of Nevada. … This was not Nevada’s finest hour.”

BLM keeps quiet, again Author Terri Farley said last week the Bureau of Land Management was unresponsive when she was writing her new book about wild horses and young people who try to protect them.

“I know people that are staffers for BLM that I’ve gotten along with great, people that I feel have some integrity, and they know what they’re doing and the care about what they’re doing,” she said. “However, everyone who wanted to talk to me had to go through D.C.” This everything-goes-vertical policy has long drawn complaints from reporters in the West, because it often denies them the most informed perspective, from the BLM people in the field. The problem was especially acute during the April 2014 Bunkerville standoff.

Farley said, “And I have a stack of emails and phone messages—‘We’ll get back to you’; ‘Oh, could you put your questions in writing?’ ” Moreover, she said that after a long period of being ignored

by BLM spokespeople, once she announced on Facebook that the book was finished, they came running.

She said she pushed back the press date in hope of getting comments from BLM. She was able to pull old quotes from her notes or use quotes from news coverage, but those were only substitutes for an on-point interview. She did send written questions without success.

“And I really did make the book as balanced as it was possible to do without them talking to me,” she said. “But then after I posted it on Facebook that the book was gone and no more changes could be made, I got an email answering my questions.”

Even then, she said, the answers to her questions were mostly taken from material on the BLM website.

Common cause Silver state residents protest Guatemala silver mine The mayor-elect of a Guatemalan town tried to deliver a letter of protest to a Nevada mining company in Reno this week, by but was ordered off the property.

However, the mine operated in the region by Tahoe Resources Inc. of Reno is at neighboring San Rafael las Flores, and its officials have not allowed a similar vote, according to Carlos Davila. His town of Santa Rosa, population just under 6,000, is 17 kilometers or about 10 miles from the mine.

Carlos Davila, also representing the Catholic Diocese of Santa Rosa, began the day with a protest held by local supporters who joined him at the Reno arch, where he spoke and met with reporters.

“What we’re demanding is that the company respect our decisions, respect the results of the consultations that we’ve carried out, and we want people to know that this company is contaminating our water and our natural resources,” he said.

Material distributed at the protest said both police and the Guatemalan military have employed repression on the corporation’s behalf. Carlos Davila said both the National Police and the military are controlled by the central government, which is in turmoil at the moment with the resignation of the president, a vice president, and a presidential candidate. Following the Sept.

3 resignation and jailing of President Otto Perez Molina, Tahoe Resources president Kevin McArthur issued a statement saying the change “is not expected to affect our Guatemalan operations.”

In February, Norway’s central pension fund dropped Tahoe Resources from its portfolio after a report from its ethics committee found “an unacceptable risk of the company contributing to serious human rights violations.”

The region in Guatemala at issue is bucolic and picturesque, described by a British Broadcasting Corporation report as “Guatemala’s southern agricultural heartlands where most families eke out a living growing maize, beans, coffee, avocados, cabbage, bananas and peaches. The region’s distinct cheeses are produced from small herds of cattle seen dotted around the surrounding mountains where Tahoe also owns mining licenses. Here live thousands of Xincas, Guatemala’s non-Mayan indigenous people.”

On April 13, 2014, 16-year-old Topacio Reynoso—leader of a youth group organizing against

the mine—was shot and killed in Mataquescuintla, one of the anti-Tahoe Resources communities. Her father was seriously injured. Numerous worker-oriented websites call the incident a murder, though Gostin told the Nation magazine, “We find it repugnant that anyone would try to align that tragic incident with anything to do with the mine. It is totally unconnected and unrelated, and we send our sympathies to the family.”

When the protestors arrived at the Tahoe Resources headquarters in an office building on Kietzke Lane, about 20 of them filed into the lobby of the corporation and asked to speak to someone in authority.

Thirteen weeks ago, some of these same local activists had protested nearby, at Hobby Lobby. That store’s managers welcomed them onto the property, chatted with them about their grievance—a Supreme Court ruling that exempted some corporations from provisions of the Affordable Care Act—accepted copies of their literature and sent bottled water out to them to help with the July heat.

The experience at Tahoe Resources was different. After they waited for a few moments, corporate vice president Ira Gostin—a former local Associated Press reporter—came out and said without preamble, “You have 30 seconds to leave the premises or you will be arrested. This is private property. You’re trespassing. I’m not going to tell you twice.”

That kind of dried up the dialogue.

But amid some crosstalk while the mayor-elect and his translator waited, local leader Bob Fulkerson and others tried to convince Gostin to engage with the group.

Unidentified person: “We wanted to come here and we want to tell you, do you know what is happening in Guatemala right now, sir?”

Gostin: “I asked you to leave. I asked you to leave. I didn’t ask to have a dialogue with you.”

Fulkerson: “We’d like to have a dialogue with you, though, about the fact of what Tahoe Resources does to the people and communities in Guatamala.”

Gostin: “Well, since you’re completely uninformed—” (Laughter in two languages.)

Fulkerson: “What is it that we’re uninformed about? We have the mayor of the community here and other members of the community who have told us first hand of the violence, of the water contamination, of the land contamination, that you and Tahoe Resources are doing.”

While Fulkerson spoke, Gostin walked to a telephone and called the police. Another member of the

group then read a bill of particulars to which the receptionist listened while Gostin spoke to police, then the group departed with a chant of “We’ll be back.” A few minutes after they left, a Reno Police car drove through the parking lot.

Later, Gostin said, “Showing up in our lobby and disrupting our business is not the way to do it.” He said the mine employs 850 people and benefits another 3-5,000 Guatemalans indirectly. He said he was reluctant to go on the record against general accusations but said the Norwegion pension plan “maybe didn’t dig deep enough.”

Gostin said Guatemalan critics of the mine have been invited to tour it and declined and that he had invited Fulkerson on earlier occasions to meet with him without success.

The Tahoe Resources dispute is far from the only controversy surrounding corporations doing mining in Nevada. Their overseas operations are chronically under criticism for their treatment of local populations and ecologies, though those disputes seldom get news coverage in the state, and Nevada officials are reluctant to say anything that will rock the boat.

Last month, a row of dark blue Nevada suits including Brian Greenspun, Michael Roberson and Brian Sandoval lined up with Barrick Gold officials to laud the corporation’s opening of an office in Henderson— the day after Barrick admitted that it had vastly under-reported a toxic spill into the Potrerillos River at its

Veladero mine in Argentina. The admission by Barrick came after a second prosecutor started looking into the incident and resulted in a judge ordering a halt to the mine operation.

Barrick originally said the spill was about 224,000 liters, but it actually exceeded a million.

In April, Barrick agreed to pay compensation to 11 tribal women and girls who accused police and security guards at the company’s mine in Papua New Guinea of rape, the latest of payments previously made to 137 women.

In 2006, Denver-based Newmont Mining—another Nevada operator—paid a $30 million settlement for alleged mercury and arsenic dumping in Indonesia.

Like most U.S. mining corporations, Tahoe Resources was originally a Canadian entity. According to the Nevada Secretary of State’s office, Tahoe Resources Inc. has been incorporated in the state since Feb. 2, 2010. It first partnered in the Guatemala mine with Goldcorp Inc., but Goldcorp sold off its holdings in the venture in June. Ω

Clean fleets Program works to reduce local air pollution through alternative fuels The Biggest Little City keeps getting bigger, and with more vehicles on the streets, air pollution is likely to increase. For nearly a year, Chris Lynch and Tabitha Aspling of the University of Nevada, Reno’s Business Environmental by Kelsey Fitzgerald Program have been working to organize local vehicle fleet managers and other interested stakeholders into what they hope will be a solution to some of this pollution—a Clean Cities coalition for the Reno-Tahoe region.

Clean Cities, developed by the U.S. Department of Energy, is a nationwide initiative aimed at reducing petroleum use in transportation. As part of the program, coordinators in cities across the U.S. build networks of people committed to sharing information and resources on alternative fuels. If Lynch and Aspling are successful in their endeavor, the Reno-Tahoe region will be recognized as one of almost 100 other Clean Cities located around the U.S.— an important step in creating a local commitment to keeping our air clean.

So far, Lynch and Aspling have assembled a team of 42 local stakeholders, many of whom manage vehicle fleets (groups of vehicles owned by a business, government agency or other organization). Many fleets include vehicles that are on the road all day, every day, like taxis, buses or garbage trucks. Cumulatively, these vehicles can produce a lot of pollution.

To support the Clean Cities effort, Washoe County Health District Air Quality Management Division has provided grant funding. “Clean Cities can help accelerate the retirement of older, dirtier engines, and replace them with newer, cleaner engines,” said Daniel Inouye, branch chief for the Washoe County Air Quality Management Division.

Many of the stakeholders in the Clean Cities coalition are already using alternative forms of fuel, says Lynch, and he looks forward to getting more on board. Waste Management, for example, is using compressed natural gas in their trucks. The Regional Transport Commission has four electric buses, and more on the way. Maybe We learned our lesson.

l Niño is coming. And this year’s event looks to be particularly strong.

For long-time residents of Reno and Lake Tahoe, the idea of a strong El Niño weather pattern evokes memories of two previous significant El Niño winters, 1982-83 and 1997-98. El Niño, for the uninitiated, is a weather pattern that includes warmer-than-average temperatures in the equatorial Pacific Ocean. It tends to bring moisture to the Americas.

While it comes around every six or seven years, some years it has a greater effect than others. This winter’s is predicted to be especially large.

Die-hard skiers and snowboarders are no doubt hoping that this year will mirror the epic snowstorms of 1982-83, where snow totals for single storms often exceeded six feet, and a cascade of them resulted in seasonal snow totals of over 50 feet in parts of the Sierra. Many will also remember, however, road closures over the passes and schools closed for days as the ever-increasing piles of snow created havoc with infrastructure–there were widespread power outages, Tahoe roofs were collapsing under tons of wet Sierra cement, and streets and highways became virtual tunnels, flanked by 20-foot snow banks.

when the Truckee River inundated huge swaths of downtown Reno, the Sparks industrial area, and the airport. Many newer Reno-Sparks residents might not realize that the Sparks Marina was created overnight, inadvertently, when the floodwaters of the North Truckee Drain entered what was then the Helms Gravel Pit. The island of Wingfield Park disappeared under the muddy waters of the Truckee and debris piled around the arched supports of the Virginia Street Bridge, creating a dam of logs and flotsam that exacerbated the flooding.

Property damages in Reno and Sparks were estimated to exceed $500 million.

While our region desperately needs a steady procession of wet winter storms to build the snowpack and refill the bone dry Truckee River, the question remains: Is the Truckee Meadows ready to withstand another major El Niño year?

Rose. “The doom and gloom out there that winter will never come back is not a realistic theory.” With the region’s highest base elevation, Mt. Rose is perfectly placed for a potentially warmer, wetter winter. “Our stats on El Niños in the past, they’re strong,” said Pierce. “It typically means more moisture. With more moisture, you get more snow. Yes there’s a chance those storms might come in a little warmer. That’s where our altitude advantage comes into play.”

Sierra resorts first used snowmaking to augment natural snow, but the technology that keeps Mt. Rose ready for skiers has improved greatly over the decades.

“The biggest difference is now we can open on snowmaking just by itself,” said Pierce. “If we can get a base down early, it really helps when the snow comes.”

Mt. Rose has added nine new fixedposition snowmakers for this season in key spots, including at the base of the Slide Bowl. And the new snowmaking guns have the latest in fully automated, high-efficiency technology, turning on and off according to temperature conditions to take advantage of every window of snowmaking opportunity.

While everyone hopes for snow on the slopes, it creates havoc on the roads.

arsenal of new tools to make our winter roads safer. You may notice a series of faint white streaks on roads a day or two before a storm. This is salt brine that has been sprayed on the asphalt.

“That’s been a huge change for us,” said Ron Korman, public works manager for the city of Sparks. “It greatly reduces the amount of time it takes to break the ice up when it does get packed onto the roads.” The brine is also used to “pre-wet” salt as it is pushed through the spreader chute on the plows. The wet salt burrows its way into packed ice. While dry salt will sit on an icy road for an average of 17 minutes before it gets pushed into the gutter, the pre-wetted material will sit on the road for well over half an hour, meaning that it will continue melting ice more effectively, and for two-to-three times longer. This efficiency is key, as there are nearly 5,000 miles of roads to be plowed in the Truckee Meadows after a major storm.

Lessons lE aRnEd After the 1997 flood, the cities of Reno and Sparks, and Washoe County joined forces to improve planning and response times for floods, fires and other disasters.

The interagency coordination took on even greater urgency after the September 11 attacks in 2001. This cooperation is crucial for a metropolitan area of this size, particularly one split into multiple municipalities and jurisdictions.

“If there’s one good thing that came out of that 1997 flood,” said Aaron Kenneston, Washoe County Emergency Manager, “the two cities and the county wrote and signed an inter-local agreement that says anytime there is a major disaster, we will work together in a unified command, and we’ll all pitch in in the interest of public safety.”

Today, Washoe County, the city of Reno, and the city of Sparks (along with over 40 other agencies including the Pyramid Lake Paiute Tribe and Reno-Sparks Indian Colony, the airport, volunteers, and the private sector) operate under joint inter-local agreements, and, more importantly, conduct joint training exercises.

The flood of 1997, as well as the major snowstorm of 2005, and the Reno Air Races crash, helped create a “culture of collaboration when it comes to disasters and emergencies,” said Kenneston, a retired Army National Guard colonel.

Washoe County’s 800 MHz Joint Operations Committee ensured that all critical responders such as police, fire, city management, public works, and even volunteer organizations, can, with the flip of a switch, communicate on the same radio frequency.

Look anywhere along the Truckee River today, and it’s hard to imagine the trickle of water running along the exposed boulders has the capability to jump its banks and invade homes and businesses. In 1997, however, downtown Reno and the industrial area of Sparks were completely flooded, as were significant portions of Hidden Valley and even the runways of the airport.

Ed Evans, senior hydrogeologist with the Truckee River Flood Project, said that topography contributes to significant floods in Reno and Sparks.

They have already completed a flood wall around the new Wal-Mart at the RenoSparks Indian Colony near the Grand Sierra Resort, and are helping some Hidden Valley homeowners to have their houses lifted, sometimes by as much as five feet, to mitigate potential flood damage.

Then there is a key system of flood monitors that has been established on the Truckee from Tahoe City to Pyramid Lake. This allows for real-time monitoring of river flows and levels which, in coordination with weather service data and watches, can lead to advanced warning of potential floods and allow for local authorities to begin preparing hours, and sometimes even days, in advance.

One key to coordinating and commanding the response for storms and other disasters is the Regional Emergency Operations Center (REOC) that was completed in 2003. The hilltop REOC command

One key element in responding quickly to severe storms is to have a plan in place already. Every local agency and municipality has a plan or “playbook” with a specific and detailed protocol of operations during winter storms. There are many variables, and the best plans can still be challenged by rapidly changing and unexpected events. Plans are crucial, as they ensure that time is not lost meeting to discuss a myriad of decisions—with a well-written playbook, those decisions have already been made, refined and tested months or years in advance.

“Public Works has now developed a flood response plan,” said Lanza.

“Based on different events we have forecasted on the Truckee River, we have action plans developed at various stages in the river. Basically, this plan covers those items that we would want to protect, either city properties or how we would provide sandbags and other resources to the public, what streets would be closed,” and other elements, usually with two to three days notice.

The Washoe County School District is tasked with making sure that over 63,000 students can make it safely to and from school during winter storms, as well as ensuring that the schools are ready, with sidewalks shoveled, and parking lots plowed, by the time the morning bell rings.

“We have a very efficient system in place,” said Victoria Campbell, public information officer for the Washoe County School District. The district keeps an eye on potential storms, often as far as a week ahead.

Transportation staff hit the road at 3:30 a.m. on storm mornings to monitor weather and road conditions. If it is decided that the roads will not be safely plowed or will be too icy to bus students that morning, Campbell will

The district’s ConnectEd system is the core of their playbook. It automatically calls parents to inform them of canceled school or delayed starts, and the recording is done in both English and Spanish. Parents will also receive an email, and media outlets, charter schools and colleges will be notified. When asked if she is every Washoe County school kid’s favorite voice when she announces school has been canceled, Campbell joked, “every parent hates my guts.

It’s the development of these plans, coupled with resources such as the REOC, that have earned Reno the designation of a “storm ready city” according to Kenneston.

significant El Niño year, the National Weather Service works on short-term predictions of approaching weather, not low-certainty predictions about how an El Niño event might affect winter storms.

“We’ve had six major El Niños since the 1930s, and they’re split right down the middle,” said National Weather Service Meteorologist Tony Fuentes. Three of them have brought less-than-average precipitation to the region, and three have brought significant precipitation and heavy storms, including the last two, in 1982-83 and 1997-98.

The NWS meteorologists give local authorities, and the general public, an edge that any frequent bettor at the local sports books would love to have.

It starts 7 to 10 days out. At this point, if a storm begins forming in the Pacific, meteorologists can give the public a heads up in regards to a long-range forecast. As the storm enters the 3-to-5 day forecast period, Warning Coordination Meteorologists begin working with local agencies. At this point, there is still not a great degree of certainty in terms of when the storm might arrive, and how much precipitation it may bring, said Fuentes.

The new Virginia Street bridge has slowly moved into place, taking more than 24 hours.

When a storm is within 24-48 hours of landing a blow on the Sierra and Truckee Meadows, the National Weather Service begins issuing watches and sharing information with the public and the agencies waiting to determine which page they’ll reference in various playbooks.

Radar is one of the most important tools for storm tracking, but the NWS can’t always rely on it. There are blind spots where the radar has trouble “seeing” over the adjacent mountainous terrain. Here, the weather service taps into satellites and reliable on-the-ground sources of information

including web cams, and a network of NWS-trained volunteer weather spotters to keep relaying crucial information on wind speed, temperature, and rain and snow totals.

PrEdicting thE UNPREDICTABLE The prevailing opinion among various public works, public information, and emergency management professionals is that Reno will have a warmer winter with heavier-than-normal precipitation. The National Weather Service is quick to point out that El Niño patterns are not the only factor

that determines what kind of winter storms we will get, but in the Truckee Meadows, people are planning for lighter snowfall and heavier amounts of rain. In the mountains, higher elevations can still expect to see much of that precipitation as snowfall.

Is Reno ready for the next El Niño? The entire region is better prepared, informed, and trained than ever for major storms, disasters, and other unforeseen but wide-reaching events. The snowplows are loaded and ready, the roads have been brined, and people are monitoring weather and river levels. Shipping containers are loaded with sandbags and shovels, ready to help residents hold back flood waters. Up on the mountain, ski patrollers and groomers await the next big storm as snowmaking guns kick on as soon as temperatures drop to 32 degrees. Public information officers are contacting media outlets, recording hotline messages and posting on social media, making sure that in the next big storm, your city is safe, and, whether you want to or not, that you can get to work or school.

But as Kenneston says, even with a highly prepared, well-trained and often invisible army ready to tackle the next event head on: “You are only as good as your next disaster.”

Once, on a visit home, I got roped into a coffee tasting. During the entire two-hour ordeal, members of my family were instructed to rank their coffee experience based on a set of flavor, temperature, and mouth-feel criteria. It was also the moment I realized the two reasons I am a tea drinker. Number one, my body cannot handle coffee (mini heart attacks and explosive diarrhea), and number two, I like my mood stabilizers like I like my romantic comedies, equally enjoyable with or without analysis.

But now that Reno has a wide variety of tea establishments—five as of three weeks ago—I feel ready to push tea.

If what you’re looking for in your tea is an authentic British experience, then the Isles Tea Shop is it. High tea at the Isles is what you pictured grown-up tea parties to be like when you were a kid, minus the dolls as friends. The draw of real—and aspirational— mood-making might be the biggest reason to get into tea. My favorite tea growing up, Sleepytime by Celestial Seasonings, told me exactly what to expect 30 minutes after having my kid-tea. Nowadays, companies like Traditional Medicinals and Yogi Tea are still skirting the FDA’s stringent truth-in-advertising guidelines by simply naming their teas after the intended benefits, stopping short of claiming any direct medicinal value.

Herba Tussin, Everyday Detox, Breathe Easy, Woman’s Energy. You know what you’re going to get, or at least what you’d like to.

Too Soul Tea Co. takes a similar approach, appealing to its customers by touting the good vibes and therapeutic advantages of their unique tea blends. Some have suggestive names (Insomniac’s Dream and Soul Mend), while others rely on descriptions to get the message across. The Citrus Hibiscus is said to “punch out a cold or flu” while the 7 Seas herbal blend is advertised as “an ideal and tasty way to stimulate your immune system.”

There’s great diversity in the choice which really makes for a bright sunshiny day.”

Personally, I’m a believer in every un-approved statement. When I’m tired, I drink green tea. When I’m sick, I sip on Throat Coat. And when I’m feeling irregular, Smooth Move is my preferred choice over coffee. Ω

Since 2006, Se7en Teahouse & Bar has been known for serving everything from green and jasmine teas to Earl Grey and herbal blends in their nice-looking glass teapots—a tradition that’s slowly being phased out in favor of cocktails, beer and wine. Despite the declining presence of tea, Se7en’s dual-identity as both a bar and a teahouse gives the business a built-in community that extends past the usual tea hours. And though it’s a little hit or miss when it comes to whether or not the bartender knows how to make tea for you, it’s definitely good when it happens.

The movie is about a tightlywound English professor who travels to Reno to for a divorce.

Played in 1985 by Helen Shaver and set in the 1950s, the character of Vivian Bell is a portrait of repressed sexuality and east-coast stereotypes.

She is barely three hours into Reno when she meets Cay Rivvers (played

by Patricia Charbonneau), a freespirited rancher who also happens to be an un-closeted lesbian. A romance develops between the two women that is beautiful and emotionally deep and hot.

At the time of its release, Desert Hearts was a big deal because it was a simultaneous box-office hit and a giant controversy—a combination that wasn’t always seen as the marketing tool it is today. Now, three decades later, Dietch is taking her film on a tour of the country that includes Reno’s inaugural OutWest Film Fest.

As one of two feature films at OutWest, the movie is one of the most anticipated selections at the screening devoted to LGBTQ films.

Over the course of the three-day

festival, shorts ranging from comedies to horror flicks will be shown at The Nevada Museum of Art and Goodluck Macbeth Theatre. The films represent the slow but marked transformation that has been creeping along since Desert Hearts came out of the proverbial closet.

“You could go from a comedy one minute to a more serious film from France,” said Suzy Shaffer, event coordinator for Northern Nevada Hopes, the non-profit behind the festival. “We’re getting some of the best movies that are out there, I’d say … and the majority are dealing with gay characters in the forefront.”

While it’s true that LGBTQ culture has always been a part of the filmmaking and television industry, it has not always been front and center.

For decades, queer roles were often relegated to supporting characters or punch-lines—seemingly created to be as one-dimensional as possible.

But over the last 10 years or so, gay and non-gender-conforming characters have been written deeper than ever—just look at television dramas like Queer as Folk, The L Word, and Transparent, which center around LGBTQ characters, or shows like Modern Family and Orange is the New Black, which don’t, but still feature prominent individuals who go beyond the role of the gay best friend, lesbian hard-ass or transgender sex worker.

None of the films at the OutWest Film Fest carry the sky-high budgets of mega-produced TV, but they still pack a punch. The other featurelength, Matt Shepard is a Friend of Mine, is an international awardwinning documentary about the young man that so many remember as an icon for hate crime legislation and devastating loss after his brutal murder nearly 17 years ago. The film is co-produced by Reno resident and high school friend of Shepard, Zeina Barkawi.

“I think the younger generation doesn’t know the story as well,” said Barkawi. “Through the film, we really want to keep the story alive so that people understand the history of where we got to today. There’s still so much work to do, but we’re in a much better place than we were 20 years ago.”

Other notable films at OutWest include In The Turn, Mini Supreme, and Something to Tell. Some are sad, some are funny, and all are decidedly out. Ω

The discussion on what should or shouldn’t go into a bagel is similarly contentious, but as long as the dough has been properly proofed, then briefly boiled before baking, I’m happy. You can detect this detail by looking at the cross-section. The boil creates a visible “skin” that is tougher and chewier than the dense, bready interior. The presence of this telltale sign indicates The Daily Bagel is doing something right, and the good news doesn’t end there.

As with many bagel shops there are various flavors of cream cheese mixed in-house, and a variety of both savory and sweet bagels. I’m afraid I can’t report on cheese blends and fruity items because my trio of diners had a mind toward sharing a few sandwiches. Though the place has been open for a decade, it was recently purchased by a woman who said—while taking my order—she preferred cooking shows to cartoons as a child. My kinda gal.

On the owner’s recommendation, I ordered the Number 1 breakfast sandwich on a tomato basil cheddar bagel with fried egg, ham and

American cheese ($4.95), as well as a Number 4 breakfast sandwich on a bacon cheddar bagel with fried egg, tomato, avocado and Swiss cheese ($5.25). The first thing I noticed was a decent ratio of filling-to-bread.

It had a great balance of flavors, plenty of food and a good deal for the price. The bacon bagel had big chunks of meat baked right in, yet the overall effect was subtle. Can bacon be subtle?

As evidenced by the name on the door, there’s a newspaper theme at work here. From the hot lunch menu, I ordered a Headline melt on an onion Parmesan bagel with roast beef, turkey, tomato and Swiss cheese ($6.95). This may have been the favorite among us, probably due to a the contrast of black pepper seasoning with the sweet onion. The Black and White melt on a sesame bagel with turkey, Swiss cheese, tomato and sliced avocado was also enhanced with black pepper, a touch I really liked ($6.95). Completing our sandwich order was the Dear Abby on an onion Parmesan bagel with lettuce, tomato, onion, sprouts, cucumber, avocado and cream cheese ($6.50). Sadly, this was our least favorite item. We all like our veggies, but this sandwich was pretty bland and underwhelming. It probably would have been better if I’d ordered it with hummus instead of cream cheese.

The menu includes breakfast burritos, scrambles and plenty of other stuff I didn’t have room for on a single visit. However, I had to try a cup of the day’s soup, made with spicy pork sausage, potato, tomato, onion, garlic, spinach, chicken broth, a little cream and seasonings ($3.95).

For my taste, it’s rare to find a good sausage-based soup, but this one met the challenge. I had a taste with the sandwiches and then enjoyed the rest reheated with dinner. Though the sliced-rather-than-diced spuds seemed a tad odd for soup, I’m not complaining. Hearty housemade soup wins me over every time.

The room is cute in both decor and size (seating for perhaps 16), and there’s a large menu of smoothies and coffee drinks available. Even with a largish order I didn’t have to wait more than 15-20 minutes. If you’re like me and limiting carbs due to diet, this is an excellent option for your “cheat day.” Ω

If you’ve seen Man on Wire, the documentary featuring Petit himself, you’ve by seen most of what happens in The Walk.

Bob Grimm The big difference here would be a stunning reenactment of Petit’s stunt rather than still b g ri m m @ ne w s re v i e w . c o m pictures. The people who crafted this film have done a terrific job recreating the towers, and Zemeckis really does put you on the wire with Petit.

it was like to walk a wire from one building to another—because I’m not the insane type who would attempt such a thing—I can tell you what it was like to be standing atop one of them, or gazing up at them with wobbly legs from the ground. Zemeckis absolutely nails it.

Every inch of the buildings looks authentic.

Joseph Gordon-Levitt, sporting a French accent that sounds a lot like Sacha Baron Cohen in Talladega Nights: The Ballad of Ricky Bobby, plays a very jovial Petit. The film picks up when he was a young man miming in the streets of Paris. After a visit to the dentist’s office, Petit spies a picture of the Twin Towers and immediately starts planning his “coup.”

The buildup to the big walk is a little goofy and a tad tedious. Zemeckis uses a framing device that has Petit narrating from the torch on the Statue of Liberty, and it feels trite.

Opting for the early ’70s, rusty, dirty Liberty torch is a nice authentic touch. The city

cleaned up the statue about 10 years later, so if you were to visit it today, that torch is seeing better days.

After some uninteresting stuff involving Petit and a tightrope walking circus mentor (Ben Kingsley in a useless “Obi Wan” role), Petit goes to Manhattan and assembles his team. As soon as he gets next to those buildings, the movie soars to a new level.

With the help of some fake moustaches, architect and construction worker disguises, Petit and friends managed to study the building multiple times before actually shooting a wire between the towers with a bow and arrow and shocking the living heck out of city dwellers on their way to work.

The walk itself has to be one of the year’s finest examples of special effects doing their job. I watched the film in 3-D IMAX, and the last act of the movie is something to be experienced. In addition to perfectly replicating the buildings, there’s a sense of being on that wire holding a big pole and being one misstep away from a very long drop.

Petit didn’t just do one cross and call it a day. He was on the wire for over a half hour, during which time he laid down on the wire, saluted the people down below and saluted skyward like the absolute maniac that he was. Sure, Evel Knievel did some messed-up stuff on his motorcycle around the same time, but I have to cite “the walk” as the most amazing daredevil feat of the 20th century.

Levitt is fine in the central role, even if his accent is a bit distracting at times. Apparently, he trained with Petit himself and got fairly astute at wire walking and juggling. He also taught himself how to speak French. That’s a lot of work for a movie not many are likely to see. The film had an initial IMAX-only week, then expanded to more theaters. It’s not doing well. Perhaps that’s because most people who would be interested feel that they have already seen the film after taking in Man on Wire.

Even if you have seen the documentary, see The Walk. When it’s firing on all cylinders, it’s like the most dizzying of amusement park rides.

The final 40 minutes are some of the most fun you will have at the movies this year. You just have to wade through the pre-Manhattan, Parisdwelling boring minutes first. Ω

Black Mass

Johnny Depp breaks his slump with a riveting performance as James “Whitey” Bulger, the notorious Boston crime lord who also acted as informant to the FBI while killing people and destroying lives. Depp goes under some heavy makeup, including some gross teeth, to play the infamous brother of William “Billy” Bulger (Benedict Cumberbatch) and pal of FBI Agent John Connolly (Joel Edgerton).

The movie examines the strange dynamic that occurs between one of the worst criminals in Boston history, his high-ranking brother, and his meat-headed FBI friend. All three are very good in a film that, alas, feels like it was supposed to be a lot longer. (I suspect there’s a four-hour cut of this movie somewhere in director Scott Cooper’s basement.) Depp is scary good, yet his work feels strangely abbreviated, making him feel like more of a supporting player. Edgerton’s Connolly feels a little more well rounded, and this continues a fine year for the actor after The Gift.

Peter Sarsgaard, Kevin Bacon and Dakota Johnson are all good in supporting roles. As mobster movies go, this is a good one, but it should’ve been a great one.

Everest

Director Baltasar Kormakur makes a grueling testament to the hell that is climbing the world’s tallest mountain in a production that demands to be seen on an IMAX screen. Jason Clarke does his best work since Zero Dark Thirty as Rob Hall, who co-led an ascent of Everest that resulted in the deaths of eight people in 1996.

Jake Gyllenhaal plays Scott Fischer, another of the expedition’s leaders and legendary for his ability to scale the mountain without the aid of oxygen. Josh Brolin is on hand as Beck Weathers, the brash Texan who has perhaps bitten off a little more than he can chew, and John Hawkes chimes in as Doug Hansen, an ambitious climber returning after a failed ascent the year before.

Yes, some of these real people have been written a tad stereotypically and thin, but you won’t care once the snow hits the mountain. Kormakur has crafted a movie that puts you right in the middle of things—genuinely uncomfortable things. The effects are very good, and there’s a nice attention to detail when it comes to the perils of climbing. Supporting cast also includes Emily Watson as the mother hen at base camp, Keira Knightley as a worried wife, and a solid Sam Worthington as climber Guy Cotter. This expedition is the one Jon Krakauer based his book on. He was on the expedition and he’s in the movie, played well by Michael Kelly.

The Final Girls

This is a semi-entertaining ode to the summer camp slasther movies of yore.

Max (Taissa Farmiga) loses her mom (Malin Akerman) in a car accident. Her mom, Nancy, was a struggling horror film actress best known for a Friday the 13th-type, summer camp slasher movie made in the ’80s. After agreeing to show up for a screening of her late mom’s film, Max and her friends journey inside the movie, where Max winds up hanging out with her mom, who isn’t really her mom and is actually Amanda, the character she played in the film. The movie is crazy enough to work on a few levels, although it suffers a bit because the movie is rated PG-13, strange for a movie spoofing films that have hard-R ratings. There are some good laughs due mainly to a strong supporting cast with comedy chops, including Thomas Middleditch (Silicon Valley), Adam Devine (Workaholics) and Alexander Ludwig (Grown Ups 2 … OK, Alexander doesn’t provide a lot of laughs). Dan B. Morris provides a nice bit of authenticity playing Billy, a slasher villain modeled after Jason from the Friday the 13th movies. Morris has the moves down well, and deserves to be in the running for the sureto-happen someday Friday the 13th reboot.

Director Todd Strauss-Schulson has made a fun film, but it could’ve been batter had it added some more horror elements like over-the-top gore. It feels like the movie chickened out a bit.

Knock Knock

Just a couple of weeks after the release of his career worst movie, writer-director Eli Roth is at it again with a far better offering.

Keanu Reeves stars as Evan, a loving husband with two children who is left alone for a couple of days while the wife and kids go on a trip. Right as Evan is about to light up the old pot pipe, there’s a knock at the door. Two of the most beautiful women in the world, Genesis (Lorenza Izzo) and

Bel (Ana de Armas) are soaking wet and in need of assistance. Evan innocently lets them in to use the phone, dry their clothes and, as things eventually turn out, have mad sex with them.

Unfortunately for Evan, he winds up being part of a nasty torture game where he will pay for his infidelities in horrible, gut-churning ways.

While Roth never really reveals why the girls are acting this way, there are hints, and that’s all the film really needs. Reeves does a nice job of acting scared shitless and out-of-his-mind angry. He has a rant near the end of the film, tied in a chair, that might be the best single moment of acting he’s ever produced. Izzo, the only good thing about The Green Inferno besides some of the eating scenes, is actually great here as the ringleader, while de Armas makes for a fun, wildly sadistic sidekick. If anything, the movie restores a little faith in the directing chops of Roth, while giving Reeves another good movie after last year’s John Wick. The Martian

Ridley Scott’s latest is a fun and funny movie that represents lighter fare for the often dark director. Yes, it’s about some poor sap getting stranded on Mars but, no, aliens don’t burst from his belly after breakfast. Matt Damon spends a lot of time onscreen by himself as Mark Watney, a botanist on a mission to Mars who becomes the unfortunate recipient of a satellite dish to the gut during a storm, a violent squall that mandates the evacuation of his crew. After an attempt by his commander (Jessica Chastain) to retrieve him, the crew bugs out, thinking Watney has bought the farm.

Watney awakens to find himself alone on the red planet. The film has fun with science facts involving things like the creation of fertilizer, the surprising need and effectiveness for duct tape and tarps on Mars, and trying to make fire out of mostly fire-retardant materials. Scott and his writers present these overtly nerdy aspects of the movie with great humor and the right amount of intelligence without making things too complicated.

Sicario

Kate Macer (Emily Blunt), an FBI Agent who deals with kidnappings, inadvertently finds herself in the middle of a Mexican drug cartel war after being enlisted by a shifty government type (Josh Brolin). After finding a houseful of dead bodies, Brolin’s character shows up, has a little meeting, recruits Kate, and puts her on a private jet with Alejandro (Benicio Del Toro), a mysterious sort who seems to be along for the ride in some type of consultant role. After being told she is going to Texas, she winds up in Juarez, Mexico, and eventually fighting for her life in a border gun battle. Director Denis Villeneuve (Enemy, Prisoners) keeps things intense, especially when Del Toro is on the screen. The real reason for his character’s presence, revealed late in the film, is a real kicker. Brolin is great as the crusty agent who wears sandals to meetings and sleeps on planes. However, in the end, this is Blunt’s movie. It’s another action-intensive role for the versatile actress, and she’s a contender for a Best Actress Oscar.

The Visit

M. Night Shyamalan makes another bad movie, but this one actually shows a little bit of promise after a rancid run of films that includes The Village, The Happening, The Last Airbender and After Earth. Becca and Tyler (Olivia LeJonge and Ed Oxenbould) have never met their grandma. When Mom (Kathryn Hahn) decides to go on a cruise with her boyfriend, she leaves them with her parents, even though they have been estranged for many years. Becca and Tyler are game to meet their Nana, so they board a train to Pennsylvania and meet her and their granddad at the station. Things get weird fast on the farm. Nana (a delightfully strange Deanna Dunagan) is prone to sleep walking and projectile vomiting, sometimes naked, after 10:30 p.m., while Pop Pop (creepy Peter McRobbie) has a tendency to stick shotguns in his mouth and pile his used adult diapers in strange places.

There are a couple of good scares, but Shyamalan (who wrote the script and directed) opts for the stupid found-footage gimmick, which does nothing but trip up his narrative. The film doesn’t need the found-footage angle, and it suffers for it. Still, Dunagan is a creepy movie monster, and Shyamalan shows that maybe he still has some creativity left in the tank. With him, it seems simpler is better, but still not that good.

Let it B-side Flip the Record For over three decades, punk rock has provided an initiation process for adolescents into a world of critical thinking by Kent Irwin and social action. With a current generation of teens inundated with a repetitive cycle of cynical, sexualized pop music, facilitated by the ease of the internet, what hope is there for deviation?

“But you can still feel the pulse,” insisted guitarist and drummer Ellie Hassell-Cramer.

Five of the six members of Flip the Record attend Forest Charter School in Truckee, California. They agree that not much has changed in how the punk rock crowd is viewed by their fellow teens, even after generations of high schoolers. It’s still widely misunderstood, due equally to a lack of exposure and to distorted representations of punk in popular media.

One telling experience came at a school dance. After blaring Dead Kennedys through car speakers in the parking lot, the band members entered, where a dubstep song called “Mosh Pit” was playing.

“They weren’t ready for a real mosh pit,” said Hassell-Cramer.

Ready or not, the young punks say they provided one. Another time, at a Flip The Record show in Tahoe, teenagers looked uncomfortable as they backed away from the band members, who had leapt down from the stage to start a pit. In both cases, they encountered peers who harbored abstract concepts of punk culture, but ran away when confronted with its reality.

and trumpet. Lyrics vary thematically, but they come from the same emotional space.

“We do best when we’re pissed off,” said Bennett Mitchell, the primary lead vocalist of the band.

Mitchell’s songs often discuss matters of family. One deals with the imprisonment of her cousin.

Another is dedicated to an uncle who passed away. In general, all of the band’s lyrics regard their families in respectful terms, due in part to the supportive nature of their parents toward the band’s music.

Freed from the tired tradition of teenage rebellion against parental guidance, Flip the Record choose to direct their rage towards forms of oppression largely ignored by their peers. They’re particularly passionate about combating brutality and condescension towards women, a topic they don’t feel is adequately discussed in school.

“Most people think feminism is all about saying, ‘fuck men,’” said Kates. “It’s a common misconception.”

“It just means equality,” added Mitchell.

Flip The Record believes these attitudes are supported by sexualized and demeaning portraits of women in pop culture. They see girls being taught to use their bodies as tickets to visibility. Other singers emphasize obsessing over acquiring boyfriends, and deeply grieving the break ups, rather than inspiring independence in young girls.

They’re critical of pop music, but not necessarily belligerent toward it.

“Pop music isn’t what it is because it makes people think or feel something,” said Hassell-Cramer.

“That’s just not what it’s for.”

Though they admit to some recent pop favorites, their reverence for punk and ska is evidenced in the band’s name. It was halfway through listening to the 1981 compilation album Punk & Disorderly when Mitchell first spoke the phrase.

Flip The Record agree that graduation will most likely send the members their separate ways.

They’re sad to part, but optimistic about the future.

“My dad likes to say we’re called Flip The Record because all the good songs are on Side B,” said Hassell-Cramer. Ω

Think Free Photo-bomb scare I’m a 29-year-old woman, and I’ve been dating a guy for two months. I was scrolling (OK, stalking him) on Instagram and saw a pic of him with this pretty girl with her arm draped around his neck. Does monogamy just happen, or should I initiate the “commitment talk”?

Welcome to the place relationship dreams go to die, also known as social media. One moment, you see your relationship heading toward the town of OnlyYouville, and the next, it’s looking more like a Ten Commandments production still of the Israelites crossing the Red Sea. Understand why men commit: because they come to love a particular woman more than they love their freedom—not because they’ve decided it would be a bore to have sex with the Pilates-teaching twins. Getting to “only you” happens after a guy starts to feel attached to you, which comes out of a combination of sexual attraction, emotional compatibility, and the sense that you have a package of qualities that he’s unlikely to get from anyone else. Feeling this way takes time—time spent together, and sometimes, a little time spent comparison shopping. Trying to rush the process is like planting a pea in the morning, yelling “Grow! Grow! Grow!” and expecting to be climbing a beanstalk by noon.

Also, even for a guy who’s starting to care about you, hearing “We need to have the commitment talk” can be like hearing the starting gun at the Olympics. There are couples who get serious without ever having this icky conversation. It just happens organically. But to avoid misunderstandings, right from the start, you should be indicating your interest in getting into a relationship.

No, not with strategically strewn Brides magazines or messages magic-markered across your breasts: “MARRY ME!!!” You simply drop remarks about what you want and then ask questions to draw out what a guy’s up for. This allows you to get out fast if your goals aren’t a match—as opposed to getting to the four-month mark, holding him down and screaming in his face: “So what’s it gonna be, buddy? You looking to start a family—or a harem?”

As for the woman in this photo, she could be someone to your man—or someone standing near him when his friend was taking his picture. (People shooting photos rarely say, “OK, you two, get as far apart as you can.”) You could ask him—and reveal that you’ve been going all Secret Squirrel on social media. In other words, big pillowy lips are basically a message from nature’s ad agency: “Wanna have descendants? Pick me—not some thin-lipped Lizzie.”

However, there are full lips and lips full of stuff some plastic surgeon injected in them, and any plastic surgery that can be spotted as such is usually a turnoff to men. (You might as well get a tattoo that says, “Hi, I’m insecure!”) So, tempting as it is to keep up with the Kardashians, you’ll be more attractive to your boyfriend if you don’t seem to need to. Best of all, to accomplish this, all you have to do is avoid spending hundreds of dollars to look like you just got out of a heavy make-out session with the vacuum cleaner. Ω

Author Terri Farley There’s a new book about wild horses in the West and the young people who try to protect them. Non-fiction is a different experience for Verdi writer Terri Farley, known up to now as a novelist and children’s book author. Signed copies of Wild at Heart are available at Sundance Books.

How many titles do you have?

This is my first book of non-fiction, but I have 36 fiction books.

How was writing it different?

Way different. I have a background in journalism. I have a master’s in journalism. I know how to interview. What I’m not used to is, when I’m writing a book, usually I just put my butt in a chair, and I write. When you have to wait for people to call you back or they missed your email, or something like that, that’s really a lot harder.

Really?

[Laughs] Yes. I forgot about that part. You know, I was just on my own schedule and if I took half a day off, I’d pay back a night. But it was really different, but I loved it, and the thing that I liked the most was the science of doing this book. I worked with top level paleontologists and DNA specialists, and they are so eager for people to get non-politicized science that they just gave me their time. My book was vetted by the head of mammalogy at the American Museum of Natural History.

He’s also a field scientist. He’s sort of Indiana

Jones. He let me into the museum before it opened one day, and we strolled around.

Oh, my gosh, it was, like, wonderful. … There were a lot of [scientific] changes while I was writing the book, because if there’s an upside to global warming, it’s that some of the permafrost is giving up treasures. And the time that we thought horses were gone from this continent shrank by 3,000 years while I was writing the book. Some Native American tribes say the horses never left. They said the grass remembers the horses. That window of time keeps shrinking. So who knows? And it is the same species. That was another interesting thing. We always hear, “Well, the Spanish introduced the horses. They’re not native.

Blah, blah.” None of the scientists questioned that horses are native. They said that’s a myth, and it’s based on dollar signs, because if something’s feral—like feral cat or a feral dog—you can kill it. If it’s a feral horse ...

I come from central California, from the aggie capitol called Fresno, a town that gets very little respect from snotty ass urbanites in SF and LA. Well, if SF/LA laughs at us for being farm rubes, what town, you might wonder, does Fresno dare to laugh at, in the Great Pecking Order of Things?

That would be Bakersfield, a haven of hot, sweaty, greasy, lice-riddled, oil-rockin’, country music roughnecks 100 miles south of us on Highway 99.

Bakersfield was just about to get all kinds of pub with the election of one of its U.S. House members, Kevin McCarthy, to the not insignificant gig of Speaker of the House, only the third most important gol-dang political job in D.C. Well, as Kevin was getting prepped for his big promotion, it was discovered he has a speech problem.

Not a lisp or an impediment of some kind. No, Kev has a rather wacky way of reconstructing or just completely dropping crucial parts of sentences that were making people say, Huh? Say what? and, of course, WTF? It did not surprise us Fresnans that a guy from Bakersfield would OPINION

Then, he had to compound this unfortunate sentence rassling by saying something about the endless Benghazi flapdoodle being a way to hassle Hilary, something that got dangerously close to actual truth. At that point,

some horses that BLM [Bureau of Land Management] and the Forest Service—no, there were no witnesses, but all of sudden, tribal lands had a ton of horses on their land that they didn’t have before. So probably [the horses] came in from those other lands either on their own or not. And, of course, since [the tribes] are a sovereign nation, they can do anything they want with those horses.

So I was there as a sort of a liaison to help identify the horses that were tribal horses, if we could. And so I did that, and I ended up running interference with the ... livestock sales auctioneer, who did not like me there, and was really—you know, he just wanted to sell the horses. And there were kill buyers there, and it was pretty—it was a tense situation. It was also during horrible wildfires, so everything was thick, thick smoke, which added to it. But I’ve been pretty successful talking to the tribal leader, and it seems to be—I won’t even say which guys I worked with—but it seemed to be the administration that was hot to sell the horses to slaughter.

There were people there, native people, who were trying to find their horses which had been rounded up. There was an old gentleman who was looking for an Appaloosa stallion he’d raised from a foal. And it was gone, because they turn the horses free.

They don’t keep them in little pens behind their house. And his daughter and granddaughter were there with him looking for the horse in all these pens. So yes, I worked with the tribes.
