Can’t evolve

Welcome to this week’s Reno News & Review.

Our condolences go out to the family and friends of Carson City deputy sheriff Carl Howell, who was killed by a criminal with a gun. It’s horrible, and everyone who knew Howell is going to be sad for a long time.

There are no words to express our community’s loss.

Because of my association with FatalEncounters.org, I’m often asked to talk about police-linked violence. More often, it’s violence in the other direction, but reporters also ask me to comment on violence against police.

After looking at more than 8,000 incidents where a police officer killed someone, I can tell you, the vast majority of these deaths are a bad guy with a gun who forces the officer to defend himself or herself.

And of the 20 police officers who’ve been killed this year, they’re all victims in situations where they went in to do the job that society demands they do. There are just so many seemingly random acts of violence committed against police because they’re there, trying to do a job but vulnerable to instantaneous situational changes for which they could not prepare.

I couldn’t do it. I could not go to work under that kind of stress. These situations are not as portrayed in the movies, where there’s some appearance of fair play, like a gunfight at the OK Corral. Time and time again the officer pulls somebody over, a simple traffic issue, and the driver or a passenger pulls out a gun and starts shooting. There’s no warning, no preparation.

It’s a vicious cycle in this country. Cops I know all support the Second Amendment; it’s the law. The NRA tells us that we’ll be safer when there are guns everywhere. But in so many of these incidents where the law enforcement officer gets gunned down, the gun was only in the criminal’s hand because guns are ubiquitous. There are already 310 million guns in a nation with 319 million people. The facts aren’t out, but I know in my heart that it’s going to turn out that Jonathon Pope should not have had a gun because of earlier violent or drug or alcohol-related issues.

Express gratitude When we talk about health care, it’s important to remember that even though more Americans have health insurance coverage these days, millions of people still struggle to find a place to go for regular preventative care.

A key part of the solution lies in our nation’s Community Health Centers, which have provided quality, affordable care for 50 years. In 2014, the Silver State’s Community Health Centers saved Nevada’s health care system $98.2 million in reduced overall costs from preventable hospitalizations and avoidable emergency room visits. Sustained federal investment is critical to our success and survival. Earlier this year, health centers barely averted a massive funding cut. Were it not for the broad bipartisanship support from Congress, 15,000 to 18,000 Nevadans would have lost access to care. This would have affected hundreds of families in our community. Today, we are grateful for their support and used National Health Center Week 2015 (August 9-15) to thank them for their hard work. All too often we have been cynical about government and our leaders in office. We are grateful because there are working families in our health center waiting rooms getting affordable health care thanks to their vote.

Getting better all the time I lived at the South Shore of Tahoe from ’61 to ’71, and I’m embarrassed to say I was a “Tahoe snob” working at Harveys. Once a month, my wife and I would come down to have her shop at the Wonder ladies shop and then go to the Roundhouse Room at the Nugget. Aside from that, I looked at Reno as “The Skid Row of the Sierra.” It was pretty filthy and not too inviting. However, in ’71 I was forced to move to Reno and went to work at the Mapes. From that day to this one, my love for the Truckee Meadows sprouted and has continued to grow. We’ve got it all now (good and bad). But for the most part, it seems to keep getting better. We’re a few minutes away from the Lake and the desert and only an hour’s flight to San Francisco, Los Angeles or Las Vegas. We just need to make sure that we don’t outgrow our air and water. Re “Energy plan debated” (Upfront, Aug. 6): Joe Heck’s comments show why he is not suited to step into Harry Reid’s shoes: Heck’s vision is small and old. The Obama plan is one that Nevada is now investing in with considerable positive return already being felt through increased jobs, additional industries moving into our state, and a cleaner world. It appears that Heck wants to govern a constituency that is small and extreme—the T-Party. Nothing they have supported thus far has moved our country forward economically or served to unify us as a country.

Why does Joe Heck want to hold we Nevadans back rather than propel us to bigger and better things?

Re “Charging electric cars” (Upfront, Aug. 13): The introduction of electric vehicles does change how road maintenance is to be funded. It is odd that EVs should be taxed by a different method than gasoline cars.

If taxing by miles driven seems a fair way to tax EVs, then why not scrap the gasoline tax and have all cars taxed by miles driven? That would eliminate the need to tax different fuels differently and avoid having two administration methods to manage and pay for.

Another oddity regarding the Oregon scheme is tracking the cars with a device that poses privacy concerns and is expensive to establish and complex to administer.

Why not use the instrument that records miles driven that is in every car on the market, the odometer.

Many states already record car miles as part of the annual emissions check. The capture of the data necessary to administer miles driven already exists.

Everything is one Re “Spiritual experience” (Art of the State, Aug. 13): For the record, there’s a slight misquote that’s extremely important to us to fix. In the third paragraph about metaphysical churches, it should not read that people are hoping to “avoid references to God,” as that could not be further from the truth. What I meant is that oftentimes people who attend metaphysical churches come from strict Catholic or Christian backgrounds, and now attend metaphysical churches hoping to avoid Christ-only doctrine. Metaphysical churches, in my experience, have always embraced references to God, Supreme Being, Divine Spirit, The Great Mystery, etc. Much love to all!

Power and money NV Energy is nothing but a scammer and a fraudster. I was one of the ironworker foremen who built the coal storage (dome alongside the freeway going to Fernley off Interstate 80 East). To this day, not one lump of coal has been stored in this facility—not one ounce. It cost millions of dollars to build, and it has a complete conveyor system to transport the material from this storage unit to be fired up and used, not to mention the furnace and support buildings and equipment. I don’t know the total value of the project, but it was in the tens of millions, and these costs were all past on to us the consumers.

A public service announcement The Reno News & Review finds itself in a peculiar spot.

When the city was presented with a plan to rebrand the city using an R in an octagon that’s indistinguishable from the R in our logo, our editor made clear that while we wouldn’t have a legal leg to stand on to prevent them from using it, the city doesn’t have a legal leg to stand on to prevent us, or anyone else, using it.

We are returning to this topic because the city keeps raising the issue with us.

The city’s logo—the city’s marketers were made aware of its similarity to our R nearly two years ago—is so generic that it can’t be trademarked or copyrighted.

Basically, the city could buy a copy of the typeface—it probably already owns it—and use it in any way it chooses.

The city’s apparent misguided effort to use the logo, despite being told how problematic it is, is a mistake. A logo needs to be unique. It needs to be so unique that it can be trademarked and copyrighted. That way, people who want to hurt the city’s reputation by using its logo can’t. That is quite specifically what intellectual property protections are for: to allow the owner to control the message and protect its reputation. A good logo qualifies for both copyright and trademark protection. The R qualifies for neither.

The city of Reno occasionally does some controversial things. Think entities like us that were against spending all that money on the train trench couldn’t have made the city look stupid by using that R? Think Reno Police Department or Reno Redevelopment or Reno-Tahoe International Airport don’t fall into the shade cast by this umbrella?

Yes. I think we should. It seems to me that by its very nature, hate amps things up considerably, and to me that’s just a difference in degree altogether.

That’s satire. We do it all the time. It wouldn’t make much sense for us to regularly use the R with our logo because it would undermine our own brand. Still, it would be very easy for us to selectively use the symbols RN&R inside octagons any time we had a cover story about the dominatrix down the street, and our readers would get the joke. Every time. And eventually, the city’s use of the symbol would very specifically make people think of the RN&R instead of the river, the mountains, the weather, the job and education opportunities that the city is trying to incorporate into its brand.

But we’re mostly benevolent, and our choices about playing politics are always based on current politics and our place in the community. But what about people in contract negotiations or a lawsuit or people who have battles that they will try to win at any cost? That R could easily be associated with anything negative about this city—even the city’s fiscal irresponsibility.

We can say from past experience that city leaders and managers demand that their message be managed.

That’s why they employ information officers. That’s why they single out reporters in Council meetings.

This message cannot be managed. The single symbol that city leaders want to use to represent the city can’t be protected.

This editorial is a friendly message to the management of the city of Reno. Before you spend a dollar committing to that logo, talk to public relations professionals (obviously, different ones than those who sold you this bill of goods). Talk to lawyers who specialize in intellectual property rights. Put this rebranding effort out to RFP so these concerns can be addressed. Ω

Looking forward to next year’s races It’s primary time in Nevada, although the election isn’t scheduled until June 14, 2016.

Some incumbents, such as Reno Assemblymember Pat Hickey, are retiring, creating open seats. Other candidates hoping to upset an incumbent in the primary are also starting to declare their intentions. by Republican Assemblymember Sheila Leslie Victoria Seaman from Las Vegas has announced she’ll be a candidate for the state Senate in District 6 where appointed Sen. Mark Lipparelli, a fellow Republican, hasn’t yet revealed whether he will run. Other Republican senators who voted for the Sandoval tax package have also been promised challengers from the right wing of their party.

But we haven’t heard nearly as much about an effort to organize internal challenges from the Republican left. Or middle. Or, for that matter, from Democrats willing to take on the out-of-touch-withreality set. There are some obvious opportunities, especially in a spirited presidential campaign year.

Case in point: Assembly District 4, a seat currently held by the amazingly awful Michele Fiore, she of the “sit your ass down” sobriquet. The list of embarrassing Fiore quotes and ridiculous attention-grabbing actions is endless, from the arming of “hot” co-eds against would-be rapists to the denial of racism, i.e. “in case you haven’t noticed, the president is black.” No wonder the rest of the nation thinks Nevada is full of ignorant cartoon characters.

But now we have the spectacle of this proud government hater refusing to allow unannounced inspections of her business records as required by state law. Oh, she has excuses—she was too busy at the Legislature the first time the inspectors showed up at her door, and she had to take her mother to the doctor the second time. After receiving notice that her license would be suspended if she continued to refuse inspectors, she laughed and said she’d welcome them with coffee and doughnuts on their next visit.

She apparently believes the mandatory unannounced review doesn’t apply to her. She seems indifferent to the irony that she has taken more than $6 million in federal Medicaid funding over the past five years from a government she abhors or the fact that taxpayer money comes with accountability measures to ensure quality home health care.

Fiore’s business practices have previously been called into question

by Internal Revenue, which placed more than a million dollars in liens on her businesses due to nonpayment of federal withholding taxes from her employees. When questioned by the media, she laughed off the liens, blamed the troubles on her employees, or insisted she had already paid back the IRS. Just like Cliven Bundy, the welfare cowboy and scofflaw who grazes his cattle wherever he likes but refuses to pay grazing fees because he doesn’t recognize the existence of the federal government, Fiore’s disdain for government regulations is reckless and self-serving.

It’s easy to see why Fiore and Bundy are such allies as they couch their refusal to comply as some sort of righteous rebellion without consequences. But why is she a government official?

Unlike Hickey’s seat, which is heavily Republican and will likely be decided in a primary featuring multiple candidates, Fiore’s Assembly District has a fairly close registration. A Democrat could win there by running a bold and animated campaign using Fiore’s antics against her. A Republican primary challenger could also effectively compete by running aggressively, with the help of many donors who are tired of the constant national ridicule inspired by her actions.

So how about it? Who will save Nevada from more late-night comedy routines and restore dignified, effective representation to District 4? And if you live in another district with a less-than-stellar representative, what’s holding you back?

2016 just might be your year. Ω

Republicans ready for change In the first Republican presidential debate in 2007, Rep. Ron Paul faced down frontrunner New York Mayor Rudy Guiliani and started a movement by saying 9-11 was largely the result of blowback caused by U.S. interventions in the Middle East. Ron Paul won the internet wars but never by Brendan won a primary state. He did win the Trainor most delegates in caucus states like Iowa, Nevada and others.

Rick Santorum and Mitt Romney won the straw votes, but in a caucus state, once initial polling is reported, some voters go home and stop participating. Insurgent candidates can motivate activists to become delegates at the party conventions and support their candidate instead of the candidate that won the straw poll.

In 2008, Ron Paul activists made such a clamor at the Nevada State Convention that the McCain establishment panicked and shut the convention down, inspiring a lot of “Don’t Gavel Me, Bro” T-shirts. In

2012 the Nevada State Convention was much more welcoming, but at the national convention televised Orwellian theater ensued when state delegations who announced votes for Paul saw the party bosses seconds later publicly record their votes for Romney.

At the last Nevada Legislature, Rand Paul supporters won a victory when an attempt to establish a Republican primary instead of caucuses failed. However, there are now tighter bylaws designed to require caucus-goers to vote for the straw poll winner at conventions.

Nevada freedom activists are fighting to have the bylaws changed in the hopes of having a more open national convention.

Paul has slipped in the polls but his operatives insist they are establishing a very strong ground campaign. Paul said he was spoiling for a fight at the Republican debate, and he showed it by going after both Gov. Chris Christie and Donald Trump, perhaps sounding

a bit too shrill. Christie is a 9-11 bully who brags about putting Hemant Lakhani, a deluded septuagenarian with no actual terrorist connections, in prison.

His penchant for threatening medical marijuana states is as grating as his self-aggrandizement over his role in enforcing the Patriot Act. Rand Paul said he should get a warrant to wiretap suspected terrorists and stop collecting information on ordinary Americans.

Bitter beer face Brit Hume opined that Christie won the encounter but the neocons said the same thing about Giuliani and Paul’s father.

I predict Christie, like Giuliani, will exit the field long before a candidate named Paul does.

What impressed me most was Paul refused to back down when grilled on his position to end foreign aid first to enemy states but also later to Israel until we have a balanced budget. His best line was, “You cannot project power from bankruptcy court.” Libertarians

and constitutional conservatives actually want to cut the government, while many Republicans just want to control it to benefit their own special interests. Rand Paul declared he was a “new kind of Republican.”

Sen. Paul is a favorite among Republican activists in Nevada, but there will be a moderate vote for Bush and a religious vote for evangelicals like Ted Cruz and Mike Huckabee, whose campaigns, to paraphrase Joe Biden, have been a noun, a verb and Israel. Trump has the anti-immigration vote so far and is leading the Nevada polls.

With Sheldon Adelson’s billions that make Donald Trump look like trailer trash looming over Nevada, it took courage for Paul to say eventually we have to let Israel stand on its own two feet.

We will see if the Republican Party is ready for real change. Ω

Reid, Heller on Planned Parenthood On July 29, U.S. Senate Democratic leader Harry Reid of Nevada spoke on the Senate floor about a bill bill sponsored by Iowa Republican Joni Ernst to cut off funding for Planned Parenthood.

Among other things, he said: “The Republican bill pretends to be for women’s health, but it would prohibit federal funds to go to an organization that is the health care backbone for American women during their lives. In fact, it’s the only health care that a significant number of women get. About 30 percent of women—that’s their health care. So you can disguise this by having fancy titles to the legislature any way you want. This is an attack on women’s health.”

A number of websites and news organizations picked up that 30 percent figure, prompting Politifact, the Pulitzer prize-winning feature in a Florida newspaper, to check it out. Its conclusion after examining figures from Planned Parenthood: “Reid said Planned Parenthood is ‘the only health care that a significant number of women get. About 30 percent of women, that’s their health care.’ That’s not the case—Planned Parenthood saw 2.7 million patients in 2013, not the 39 million it would have needed to see for Reid’s claim to be accurate. Even if every Planned Parenthood patient had no other health care options, the group would have seen about 2 percent of women, not 30 percent.

His office acknowledged that Reid, making off-the-cuff remarks, got the talking point wrong. In this case, he really got it wrong.”

What happened next said a lot about today’s politics and Reid’s critics. Politifact said nothing about Reid’s motives, only said he was incorrect. His critics did not mind mischaracterizing its conclusions, however.

The anti-abortion website LifeNews used this headline when it recycled the Politifact findings: “Harry Reid Caught Lying When He Said 30% of Women Get Health Care at Planned Parenthood.”

The right-wing site NewsBusters: “He’s lying, on the Senate floor. ... Reid’s has [sic] a habit of knowingly lying on the Senate floor out of pure political calculation.”

This was somewhat awkward for NewsBusters, since it is a frequent critic of Politifact, which often exposes “facts” on which conservatives rely.

Incidentally, in 2011, “Arizona Sen. Jon Kyl claimed this month on the Senate floor that ‘well over 90 percent of what Planned Parenthood does’ is provide abortion services,” Politifact reported.

“That figure was wildly incorrect. Planned Parenthood says only 3 percent of its total services in 2009 were abortions. The other 97 percent of services were for contraception, treatment and tests for sexually transmitted diseases, cancer screenings, and other women’s health services.”

But Kyl, a Republican, was not described as a liar by NewsBusters or LifeNews.

Across the aisle, meanwhile, Reid’s GOP colleague Dean Heller announced on July 29 that he will vote to cut off funding for Planned Parenthood.

Heller was a Republican moderate until after he ran for federal office, when he dashed to the right. He was an abortion supporter as a state legislator, secretary of state and a U.S. House member—“I do back a woman’s right to choose abortion,” he said in 2006, when he ran for the U.S. House. But he began voting against abortion after being appointed to the Senate. “I was probably more libertarian when I was back in the state,” Heller told Real Clear Politics in 2011.

What may have had just as much to do with his change of mind is that members of Congress must rely heavily on right-wing groups for funding to get reelected. His change in stance on abortion came about the time that he was facing a woman, U.S. Rep. Shelley Berkley, in the 2012 Senate race, and she received funding from several pro-abortion organizations.

Heller claims to be “open minded” on fetal tissue research.

Federal law does not permit Planned Parenthood to use its federal funding for its rare abortion procedures.

Nevadans voted to retain the state’s Roe-style abortion law 71.3 to 27.2 percent in 1990, the year Heller was first elected to the Nevada Legislature as an abortion supporter.

One former mayor more or less confirmed that local leaders had fought for the past quarter century against a Superfund cleanup.

“How many people want to go to a Superfund site for tourism or recreation?” county commissioner and former mayor Ernest Kuhlman told the Associated Press.

“We can use Superfund money to conduct longterm cleanups on NPL sites only.”

U.S. Environmental Protection Agency Flash back 46 years to Fallon, Nevada. “We are the center for tourists, duck and deer hunters and are trying to get industry in here,” said Acting Mayor Merton Domonoske in 1969.

Domonoske led an effort by local businesspeople to fire Dr. Edward Crippen, the Nevada state

health officer who had just warned Fallon officials that arsenic in their water was nearly twice the level recommended by the U.S. Bureau of Public Health.

“We’re not too concerned about the water,” said Domonoske.

Gov. Paul Laxalt joined the locals and called the Nevada Board of Health into session to fire Crippen, which it did on Feb. 26, 1969. The effort to fire Crippen brought just the consequence the businesspeople had sought to avoid—the story was front page news from coast to coast.

It was left to the next generation of Fallon leaders to deal with the tainted water, though they acted only after another round of bad publicity surrounding a high incidence of leukemia in the area—12 children in three years. Causation has never been established between the leukemia cases and arsenic, or benzene and tungsten, which also occur in higher than normal amounts in Fallon. But where the Nevada health officer and the U.S. Bureau of Public Health were not able to get local officials to act, the U.S. Environmental Protection Agency and the Centers for Disease Control had more impact, particularly when word of the alleged cancer “cluster” went around the world. On one occasion, Sens. Hillary Clinton and Harry Reid held a meeting in Fallon on the problem, generating further publicity.

More recently, federal officials have said the only way to clean up wastes seeping into the water table from Lyon County’s one-time Anaconda open pit copper mine is to add it to the Superfund’s national priority list (NPL), but local businesspeople and the Nevada Division of Environmental Protection have resisted that step. The Yerington Paiute Tribe has requested NPL status, but city, county and state governments have opposed it, as have British Petroleum and Atlantic Richfield, which now own the corporate remnants of Anaconda.

Some local businesspeople hope for new mining at the site, and are concerned that NPL listing will send a negative message to other mining corporations.

The Anaconda site has a Superfund listing. “The quick answer is ‘yes’; however, it is not on the National Priority List (NPL) of sites,” according to an Anaconda page on the Superfund website.

“The main difference between NPL sites and other Superfund sites is that we cannot spend Superfund money to conduct long-term cleanups,” it reads further. “We can use Superfund money to conduct longterm cleanups on NPL sites only.”

Environmental chemist Glenn Miller said the Superfund law is particularly useful in getting massive projects like the Lyon County project done.

“It has allowed an agency— EPA—to come in and oversee larger sites,” he said. “They’re overseeing the site in Butte, Montana, and that goes all the way down to Missoula. That site is always getting better. Every year, there’s improvement in that site.”

The Lyon County site, by contrast, has remained a problem for more than 35 years. Six governors have come and gone. Miller said the site is “incredibly difficult because of the contaminant load.”

“And I think the politics of Yerington are like the politics of the Animas River Basin in that there were people who were arguing against Superfund status at both sites,” he said. “In the case of the Animas River particularly, it resulted in catastrophically contaminated water.”

Tests in the Lyon County region have shown very high levels of uranium and other toxins in the water. A plume from the mine site

is on the move. Starting in 2004, local residents have been supplied with bottled water by British Petroleum. Uranium is a waste product of copper mining and longterm exposure is associated with cancer and kidney damage.

The Yerington Paiute Tribe has vigorously opposed the state’s refusal to apply for NPL listing.

In 2012, an attorney for local business Peri and Sons Farms said, “There is an effort by [the tribe] to promote a litigation strategy for the benefit of the tribe.”

In January 2011, some residents tired of following the lead of local leaders filed a class action suit against Anaconda—which was acquired by Atlantic Richfield, which in turn became part of British Petroleum. BP later reached a settlement of $19.5 million. But whether residents, like businesses, want the mine to reopen is an unsettled question.

The site covers more than 3,000 acres and contains wastes generated over six decades of operation under various corporations, the last quarter-century of its operation as an Anaconda property. The site ownership has gone through several acquisitions or mergers and owners since the 1978 shutdown of the pit as a result of falling copper prices and lower priced imported copper.

Four years ago, Singatse Peak Services of Vancouver acquired the property and appears still to own it.

The state’s reluctance to apply for NPL listing for the Lyon County site may stem as much from budget issues as anything else.

Glenn Miller Scientist While the cost of Superfund cleanups are borne mostly by the federal government and corporations who did business on Superfund sites— the EPA has gathered financial pledges from various past operators of the Anaconda mine—the state would still have to provide a token few million. While no estimates have been provided recently for the cleanup, it would likely run at least into the hundreds of millions of dollars. Ω

Litter list New survey approach highlights dirtiest wards, public spaces A nonprofit’s annual survey suggests Reno residents are littering more than ever before. Last year’s score was 1.6, with 1 meaning no visible litter, 2 indicating the presence of trash, 3 calling for an organized cleanup, and 4 accounting for illegal dumping.

Far more survey participants worked on foot this time, combing highways, individual City Council wards, Washoe County Commission districts, and other public areas. Because many previous tallies were conducted by car, “they haven’t truly accounted for all the different areas in our community—our parks, our open-space areas, the river, all of that,” said KTMB program manager Jaime Souza.

Last year’s worst offender, for example, was I-80 East around Lockwood in Washoe County. This year, it’s open space controlled by the Bureau of Land Management in Cold Springs, Golden Valley, Eagle Canyon, Hidden Valley, Swan Lake and Sun Valley, which scored a collective 3.4. The cleanest zones were in Southeast Reno, Galena and Pleasant Valley, and District 2, where apparently no litter could be found.

“There are definitely spots we’re concerned about more than others,” said BLM spokeswoman Lisa Ross, who described everything from shell casings to dumped electronics and yard waste.

The latter is a big one these days, Souza said. So is construction debris.

Just ask Verdi retiree Ted Louvier, who drives his scooter down to Barbara Bennett Park nearly every day. Once there, he settles himself onto a retaining wall and relaxes in front of the water.

“There’s a little bit [of litter] here and there, like this,” he said, gesturing toward errant bits of paper and cellophane, “but as far as a real mess, I haven’t seen any.” The park is full of trashcans, he added, pointing to at least three in view.

Head northeast along the water, though, and you’ll see garbage at public spaces such as Fisherman’s Park, where KTMB and the Truckee Meadows Water Authority organized a cleanup effort on Aug. 14.

“I did go down there,” Louvier said of Fisherman’s. “But it’s too undone.”

KTMB employees hope park users like Louvier will take part in next year’s survey—one apt to be “more of a citizen-science kind of project,” Souza said. “When people are out on their walks, when they’re out on their hikes, when they’re recreating by the river, they can then post their scores on social media. We’re wanting to get anyone and everyone involved.” Ω

Bree Carlson was friends with Metz and by coincidence was also acquainted with Slotto, although she wouldn’t call him a friend. Carlson said she has been thinking about Metz lately. His murder and Montgomery’s murder five years earlier prompted the Nevada Legislature to pass hate crime legislation in 1995. The legislation has been amended several times since, including in 2013, when gender identity was added to the list of protected characteristics.

“The fact that [Metz] was killed politicized a lot of people,” Carlson said. “His sacrifice and the sacrifice of a lot of others is what brought us here.”

eports that nine people shot dead in a Charleston, South Carolina, church on June 17 were victims of a hate crime sent ripples of shock through the nation, but especially resonated with the extended Montgomery family in Reno.

It was just after 1 a.m. on Dec. 9, 1988, when Tony Montgomery lay gasping for breath outside his sister’s northeast Reno home. Skinhead Matthew David Faessel, 18, went looking for a black man to shoot after being angered by a woman’s report at a Sparks party that she had been sexually assaulted by a black man. Faessel fired seven shots at Montgomery, 27. One found its mark.

Montgomery stumbled across the street and fell at his sister’s door.

Reno medical office manager William Metz, 36, instead got Slotto into his car. They drove away from Idlewild Park when Slotto convinced him to pull over at Reno High School.

They got out of the car and were walking on a field when Slotto attacked Metz, stabbing him at least 22 times with a knife. Slotto, who described himself to police as a white supremacist, wanted to carve a swastika into Metz but didn’t have time.

The Reno area and Nevada continue to experience hate crimes, although usually less than a handful of such crimes each year are reported to the Federal Bureau of Investigation from this area. Most are from Clark County.

Nevada hate crimes peaked in 2006 with 125—53 based on race (like being black) and 43 on ethnicity (like being Hispanic)—with spikes of 94 in 2008 and 91 in 2012.

Nevada tends to rank in the middle in per capita comparisons for hate crimes, but those comparisons seem unreliable, and therefore are hard to put into perspective. For instance, in 2012 Nevada had more hate crimes reported to the FBI than Arkansas, Georgia, Mississippi, Alabama and Louisiana combined. Meanwhile, states like Oregon, Maine, Colorado and Connecticut tend to rank in the top 10 in reported hate crimes per capita.

Washoe County District Attorney Chris Hicks said hate crime laws are useful tools for prosecutors even if cases are uncommon. In Nevada, a judge can double a sentence up to 20 years if the crime is shown to have been motivated by hatred of one of the legally designated groups.

And it applies to a wide range of crimes, from murder to misdemeanor assault or graffiti. So if someone defaces a synagogue as part of a hate crime, a six-month jail sentence can be doubled with another six months.

“It’s a very expansive statute that can be used if these crimes are committed,” Hicks said. “We’re not seeing them as much as one might think.”

The problem with hate crime prosecutions is that not only does the prosecutor have to prove there was a crime, but the prosecutor also has to prove it was done because of race, religion, sexual orientation or some other factor. That’s tough to do and often requires some kind of admission by the defendant, Hicks said. |

Gregory Shane Poole, 38, pleaded not guilty to murder in the October stabbing death of Jerome Neal in downtown Reno. Poole is white, and Neal was black. Hicks said because it is a pending case, his office can’t comment on it.

Poole defense lawyer Rich Molezzo said his client did not commit a hate crime. Prosecutors argue Poole committed a hate crime based on alleged statements after the event, and there are no indications prior to the incident that he intended to commit a hate crime, Molezzo said.

RemembeRing hate The murders of Montgomery and Metz were Reno’s most high-profile hate crimes of the last generation.

Montgomery’s survivors remember him as kind and quiet. He tended to spend more time with family than with others in the community, “Tony was a good person,” said his brother, Dennis. “He didn’t bother anybody.” Tony seemed eager to help others, perhaps to a fault.

The Montgomery family moved to Reno from Monroe, Louisiana, in a few waves starting around 1970. They came for work. Tony came in 1986.

walking from one sister’s home on East Ninth Street to another sister’s home on Andesite Avenue, where Larry was supposed to pick him up.

But fate intervened in the form of teen-age skinheads Faessel and Stringer.

A party on 12th Street in Sparks had many skinheads. A teen at the party said she had been sexually assaulted by both black and white men. She was making the point that people of both races were equally culpable, that blacks were not worse than whites.

Faessel fixated on the report of the rape by the black man. As the party went on, Stringer and Angela Stanley, 17, left in a borrowed 1980 Ford Mustang and returned later as Faessel announced he was heading to a nearby convenience store to find someone to stab. The discussion turned to taking revenge on someone black with Stringer saying, “Let’s go kill a nigger.” They got a .22-caliber rifle and went to northeast Reno, which skinheads referred to as “brown town.”

They found one person but decided against shooting him, then found a second. Stringer stopped Faessel from shooting because that person was white.

Then they found Montgomery. Stanley was driving and Stringer sat in the front passenger seat, but he rolled down his window so Faessel could shoot from the back seat. They stopped the Mustang and waited for their victim to walk past.

Faessel fired seven shots. Six ended up in two Andesite Avenue homes.

The .22-caliber rimfire is a relatively

low-powered round, but the lone shot that hit Montgomery proved to be fatal. Faessel had someone else dispose of the rifle in the Truckee River east of Sparks. Then Calvin Montgomery got a call from one of his sisters, Deborah Jean Reese, that someone was on the ground in front of her home, and she couldn’t tell if it was Tony. Calvin lived a few minutes away and arrived to find his brother taking his last gasps of breath. Larry also arrived after having spoken to Tony 10-15 minutes earlier about going to the nightclub.

Police had no idea who killed Tony, Dennis said. In fact, initially the focus was on a black suspect, as police thought it might be drug- or gang-related, Dennis said. Then a mother of one of the other skinheads at the party heard what happened and called Secret Witness.

Larry said he had never even heard of skinheads before his uncle’s death.

“It brought a lot of black and white people together,” he said. “Even a lot of white people didn’t know about skinheads.”

“At the time, we wanted to go for revenge on the skinheads,” Calvin said.

“My mother preached against violence.

She said, those guys will pay for what they did to my brother. Don’t get in the same predicament. The Lord will take care of those guys.”

Civil rights groups and others requested the Montgomerys hold a march or a ride to raise awareness of the skinhead attack, but Calvin said the family didn’t do it because it wouldn’t bring back Tony.

“I’m glad the people back here didn’t get crazy” after her brother’s murder, Payne said. “They let the authorities do their job. Looting and burning isn’t going to bring anyone back.”

Assistant district attorney Ed Basl prosecuted Faessel, Stringer and Stanley.

The random nature of the murder and the fact it was based on skin color generated more interest in the case, Basl said.

Stanley cut a plea bargain and agreed to testify against Faessel and Stringer.

Stanley pleaded guilty to second degree murder and Washoe District Court Judge Brent Adams sentenced her to 15 years in prison. Stanley was paroled in 1996 and discharged from parole in 1999, the Nevada Department of Corrections reported.

Faessel expressed remorse at the sentencing, telling Tony’s survivors he hoped they took comfort in his punishment.

“The fact I have problems with alcohol and drug abuse is overshadowed by the fact I was a member of an organization which did not meet the approval of the public,” Faessel said.

Neither Basl nor the Montgomery family believed his remorse was genuine.

“Generally by the time of sentencing in most of these situations people have comments to make to get the lowest sentence available under the circumstances, or set themselves up for parole,” Basl said.

Adams sentenced Faessel and Stringer to two consecutive life sentences for murder plus up to 18 years consecutive for other crimes. Faessel and Stringer were each paroled from their first murder life sentence to their second in 2007.

NDOC reports they could be paroled from their second life sentence as early as 2017, but they still have up to 18 years to serve for other crimes in the case.

NDOC refused a request to find out if Faessel or Stringer was willing to be interviewed for this article.

Biggest LittLe City While there was no ride or march for Montgomery, Reno Municipal Court Judge Dorothy Nash Holmes remembers an extraordinary candlelight vigil for Metz in July 1994 attended by hundreds— one where speakers also mentioned Montgomery’s murder repeatedly, effectively making the event a memorial for both victims. Nash Holmes joined the march and vigil along the Reno Riverwalk and Wingfield Park, as did Reno Police Chief Richard Kirkland, other members of law enforcement, public officials, religious groups and civil rights groups as well as the public. Her staff convinced her to wear body armor.

Estella Montgomery’s belief in nonviolence extended to opposing the death penalty for the teens who killed her son, although others in the family liked the idea.

“She said, ‘If I tell you to kill these young men, I’m no better than they are,’” said Fannie Payne, Tony’s sister.

Payne recalled an outpouring of support for the family.

“Everybody in Nevada, all churches, all races, they stood by us,” Payne said.

“They brought us food. They brought us clothes. They brought us everything.”

The skinhead problem for the Montgomery family, specifically Payne, did not stop with Tony’s murder. Payne sang in the choir at Second Baptist Church, and one Sunday a taxi pulled up and skinheads got out and sat in on the service, saying they came to hear Payne sing. Now it seems to foreshadow what Charleston murder suspect Dylann Roof is alleged to have done at the historic at Emanuel African Methodist Episcopal Church during Bible study. Payne had second thoughts about singing .

“My pastor said to me, ‘Don’t let nobody do this to you. Go and sing and sing like you never sang before,’” Payne said.

They didn’t move during the service and got up and left shortly before the service ended, she said.

Later, skinheads would go to her home, ring her doorbell, then stand in the street and stare at her when she opened the door.

in minority communities. Hate crime legislation also passed in the 1995 Nevada Legislature.

“Most normal people in law enforcement and most normal people in the community thought we wouldn’t need a special law about this, but it turns out we did,” Nash Holmes said. “It woke up Reno that we have some real big city, racialzealot type issues.”

The Nevada Legislature passed the hate crime laws with little opposition, Nash Holmes said.

Carlson helped organize the candlelight vigil. She was a member of the

Gay and Lesbian Student Union at the University of Nevada, Reno and Metz had served as an advisor to the group.

“In 1994 to have that level of engagement in Reno when a gay man was murdered, that was pretty remarkable,” said Carlson, who is now director of the Structural Racism Program for National People’s Action, a direct action group.

While Carlson worked with others to get hate crime legislation passed, she’s no longer sure that is the answer.

“I would not have done anything that would make it possible for people to be incarcerated longer,” Carlson said “It’s

pretty hypocritical to say that individual people, like Justin Slotto ... are somehow worse than a prison industrial system ... that systematically imprisons people of color.”

She still believes hate crimes are worse than other crimes, but isn’t sure tougher sentencing is the answer.

Carlson remembers Metz as a generous and loving person. “He liked to have fun, to have communion with people,” she said. “He created a lot of spaces that were very special to a lot of us.”

Carlson also crossed paths with Slotto in Reno. He was a year or two older than her, and they may have gone to the same high school or they may have liked the same music.

“He was a skinhead. I’m black. We didn’t have much interaction,” she said.

Carlson sat in the Reno Justice Court during the preliminary hearing to determine if there was enough evidence for the case against Slotto to proceed. It was then that Reno Police Department Detective Joe Depczynski revealed to the public that Slotto wanted to carve a swastika into Metz’s body. A car pulled into the Reno High School parking lot—possibly a police sergeant on patrol—and that cut short Slotto’s plans.

Horror swept over Carlson’s face, her mouth and eyes fully open from the shock of the testimony. That Slotto could stab Metz was one thing, Carlson explained.

“But going, ‘Hey, while I’m at it, why don’t I carve a swastika into him’ is unfathomable,” she recalled.

Slotto did one other thing to ensure Metz’s death. After stabbing him, he took Metz’s car keys. Evidence shows Metz later stumbled back to his car and was found dead about 60 feet from his car, presumably walking for help. Slotto still had the keys on him when detectives caught up to him a few days later.

At his sentencing, Slotto apologized to the survivors of Metz. “The night in question, I did not intend to kill anybody but to beat up a homosexual,” he said.

Slotto, who wanted to be a forest ranger, said he spent 108 days in solitary confinement after his arrest and said he couldn’t smile. “Each time I did smile, I thought of Mr. Metz and how he could never smile again,” he said.

Prison officials found Slotto dead in his Ely State Prison cell on July 9, 2007, the White Pine County Sheriff’s Office reported. He left a will, braided his shoelaces together and hung himself. He was found one day after the 13th anniversary of Metz’s murder.

Barbara Feltner, Metz’s aunt, said it is still difficult for the family to deal with his loss. She called him extraordinary with a gift for friendship.

“We don’t think of the day he died, but we do think of him on the date of his birth,” Feltner said. “I think our whole family tends to think of our friends and family who have passed on in terms of the gifts they have given us.” Ω

Museum of Art in Washington D.C., the De Young Museum in San Francisco, the Field Museum in Chicago, the California State Capital, the Nevada State Museum, and the University of Nevada, Reno.

The museum’s galleries have been closed for almost a month so this exhibit could be installed, and when they open again Aug. 22 they’ll look a little different than usual. New cabinetry, mural-sized, historic photos printed on the wall and antique, leather-bound books in vitrines make it look a bit like a history museum. And, just like in a history museum, visitors are expected to start on the third floor and progress through the exhibit in chronological order.

P

icture Lake Tahoe. Now picture what you think might be “the art of Lake Tahoe.” What comes to mind?

For me, until last week, “Tahoe art” meant magazine photos of Sand Harbor’s boulders, set as if they were jewels in seductive, cerulean and emerald waters; chainsawcarved bear statues standing outside gift shops; and high-contrast black and white glossies of Marilyn Monroe, Frank Sinatra or anyone trying to emulate their style, sitting around a poker table with a martini, grinning uproariously.

Images from pop culture, kitsch and Nevada Commission on Tourism ads came to mind easily, but what

about images from actual art history or those by artist working today? Other than the bold landscapes and swirling skies

by South Lake Tahoe’s Phyllis Shafer, the region’s most prominent contemporary landscape painter, I had nothing.

Then I joined curator Ann Wolfe for a sneak preview of the exhibit, Tahoe: A Visual History at the Nevada Museum of Art. It turns out the gap in my knowledge wasn’t just from having snoozed through the “Tahoe” chapter of college art history. The problem was that it hadn’t yet been written.

“There’s never been a full art history of our region undertaken,” Wolfe said. “Yosemite has been done, Yellowstone,

Grand Canyon, Niagara Falls—major art museums and art historians have worked on that material, but never Lake Tahoe and Donner.”

Five years ago, she set out to research, write and exhibit that history. This weekend it will be officially unveiled in the form of a comprehensive exhibit that takes up the whole museum, accompanied by a catalog that weighs in at almost 500 pages and a wider-than-usual roster of special events. The schedule includes gallery talks, classes, Tahoe Rim Trail Association hikes, a commissioned musical performance, and what sounds like an Antiques Road Show of historic basketry, where people

can bring in their Native American-made baskets and have them identified by a panel of experts, three of whom have the title of “Dr.” before their names.

In addition to scholars of basketry, Wolfe and the museum staff also consulted a range of other experts to help get their heads around this enormous topic. They included essayists, curators, research librarians, archivists and members of the Washoe Cultural Advisory Committee.

The museum borrowed about 400 paintings, maps and documents from a long list of lenders that includes collectors, galleries, museums and institutions such as the Metropolitan

The first stop is a large collection of Washoe baskets.

“People know the Gatekeeper’s”—the museum of the North Lake Tahoe Historical Society in Tahoe City, California—“and they know the Nevada Historical Society, and they have great collections,” Wolfe said. But there hasn’t ever been an exhibit that’s covered the full scope of Washoe basketry.

She worked with scholars and consultants to unearth dozens of stories, enough baskets to fill several rooms, and a few other woven items such as snowshoes, fishing nets and cradleboards for carrying babies. “Most of these were collected about 1890s, some older than that,” Wolfe said.

There are several examples of contemporary baskets, but still, Wolfe hopes it’s not a dying art form. She said, “Although the tradition is still cherished by Washoe people, there are very few basket weavers still working. It’s super time-consuming, and there’s not a market for it.” She named Florine Conway and Sue Coleman as two artisans who still work in the tradition. As part of a larger effort to keep

Even though the arrangement of artworks in the exhibit is new, and the layout of the galleries is different, much of the work might look familiar, especially historic paintings.

Wolfe said, “Almost every major landscape painter working in the 19th century was here [in the region].”

Rooms of oil paintings depict Lake Tahoe, Donner Summit and environs, often bathed in the romantic, hazy light of—what?—an East Coast sunrise.

“All of these painters are working in the Hudson River School style,” Wolfe said. That style of painting, which rendered the landscape with as much flattery as possible, was popular to the point of ubiquity in the late 1800s, and just about any place could be amended with a fictional detail or two.

Sometimes, especially when a painting was commissioned by a railroad or other corporation, it had to be what Wolfe termed, “better than right.” For example, Frederick Butman, a Maine native who moved to San Francisco in the 1850s and brought his Down East vision with him, painted a wall-sized canvas with a view of Lake Tahoe from Echo Summit. Wolfe pointed out a fabrication in the picture: “There are really no big, white mountains looking that way. So, there’s a lot of artistic license.”

That same artistic license was used in a lot of Hudson River School paintings of the West, which brings up a theme that’s noticeable throughout the exhibit as

viewers traverse through 20th century prints, architecture, hand-drawn maps, and contemporary work: that much of the artwork in this exhibit—and anywhere—is more a product of its time than its place. The entire exhibit, rather than being an accurate depiction of one landscape—could such a thing exist? I vote no—is a complex history of individual viewpoints that are products of their times, all of which happen to have been expressed in Reno’s own backyard.

“What’s happening in history is shaping the artistic production,” Wolfe said. Over a century before the internet, before phones even, national trends ran strong, and they still do. It’s easier to identify early Tahoe photos as being those of then-famous Carleton Watkins or Timothy O’Sullivan than it is to identify them as shots of Lake Tahoe. A Frank Lloyd Wright model in a vitrine could have fit into any number of different landscapes. In the contemporary section on the second floor, a wall installation commissioned by Maya Lin, designer of the Vietnam Veterans Memorial in Washington, D.C., is shaped like the Tahoe watershed region and looks very much like a Maya Lin. A “landscape” sculpture comprised of geological samples and detritus collected from Tahoe shores, encased in neatly stacked plexiglass cases, could be described as looking very Brooklyn. It was made by former Renoite Nick Van Woert, who now lives in Brooklyn.

As she passed by Van Woert’s sculpture, Wolfe said teasingly, “There’s your chainsaw bear.” There is actually a section of a chainsaw-carved bear encased in his sculpture. As for the rest of my preconceived notions about Tahoe art—with the exception of Phyllis Shafer, whose paintings are in fact represented in the show— they’re history. Ω

It is the kind of show that draws you in, but instead of putting you to sleep or setting your soul on fire, this exhibit leaves the viewer quiet, questioning and a little uneasy. From mid-August until mid-November at Oats Park Art Center, Koh’s particular brand of strange is on display in textile, drawing, sculpture and print.

Exhibiting handmade totems from the artist’s sabbatical year in Europe and Asia, each piece is part human, part animal and part commentary on consumer culture. Or as Koh calls it, “creature hybrids.”

This combination of parts has worked well for Koh over the years.

She is an artist whose layered critique strikes the perfect balance between playful and rueful—a difficult task for a subject that could easily become clunky in less experienced hands.

Case in point: “The Human Shop” is Koh’s one-room installation that transforms the largest gallery space at Oats Park into a makeshift store.

Created while Koh was in India, this piece consists of 120 miniature animal-human figures dressed in manic patterns and imprisoned in clear plastic containers. A few feet away, colorful, ceramic animal and human busts peer out from their stacked, square packages. A third store-like display completes the shop as hundreds of animal-head charms are

carefully nestled inside tins the way a child might tuck in tiny figurines, or the way a confectioner might arrange chocolates in a box.

All interpretations speak to Koh’s obsession with the kind of creatures we are—authentic, but nevertheless packaged selves.

“They consume, but they are also consumed,” said Koh. There’s a moment when you’re walking around the gallery, looking at the dime-a-dozen packaging and brightly colored objects when suddenly you realize that you’re browsing and wondering, “Is this stuff for sale?”

The second room in the gallery pushes Koh’s animal analogy into absurd territory. Titled “Plastic Surgery,” this lithographic print series was inspired

by Koh’s home country of South Korea and depicts pre- and post-cosmetic surgery profiles of animals and a few humans. Each correction—a shortened tail, a flattened bump on a beak, evened out antlers—is both funny and sad. The ridiculous image of animals nipping and tucking at their natural features shines an uncomfortably bright light on our own twisted relationship with beauty.

The last series in Human Cache is only human in its gaze. It features drawings of animals and animal parts, begun while the artist was in India and completed back in Reno. Without much of a human touch, this series is an homage to the parts of an animal that we can’t pretend to know, claim, or use as meat.

“I really see animals as animals too,” said Koh. “And I never thought that way before [India]… I just used their image to kind of sell. I’m consuming in my own way, and I felt a little bit too arrogant about it.”

It’s been a little over a year now since Koh has returned from her travels, and she’s still reluctant to declare any universal truths about human nature. Instead, she offers some soft theories on what we’re becoming. Social animals, herd animals, animal-people.

“It’s not even animal or human— it’s something else, like a hybrid.” Ω

Seafood is well represented throughout the menu. Though tempted by appetizers of clams, mussels and scampi, a little voice on my shoulder whispered, “Calamari?

Of course we’re ordering calamari.”

This simple starter can reveal a lot about a kitchen, so I tend to order it with some frequency. The batter was light and crispy, and held up well when dunked in a very enjoyable red pepper marinara sauce ($10).

The squid was expertly tender and—combined with that spicy sauce—ranks among the best I’ve been served. Extra credit for a huge portion that could easily serve four.

Speaking of portions, my wife’s “cup” of minestrone was actually a small bowl ($2.50). Though there’s no single recipe for this Italian classic, most include some kind of bean. It’s not uncommon to include more than one variety of bean, as well as pasta or rice. This bowl contained plenty of veggies in a notoverpowering broth and a dollop of mozzarella, but no beans. Not bad, just surprising.

Better was a side of meatballs that were delicious and the best deal of the night. For $6, you get a soup plate full of marinara and four large balls. The gravy had rich tomato flavor without being too sweet, and the meat was both wellseasoned and texturally perfect. If we hadn’t ordered entrees, I’d have asked for more bread to sop up that yummy sauce. I think a lunch visit for a meatball sub is definitely in our future.

I’m a fan of chefs stretching the boundaries with innovations in technique and ingredients, but it can be refreshing to see a menu focused on classic dishes at an elevated level of “homestyle” cooking. Based on the quality of the mild and spicy marinaras, we each decided to order truly classic entrees that are all about the sauce. My veal picatta ($25) was tender, served coated in sauce that was right on target. It was piquant without being too sharp, thickened just enough to stick to the meat and complement the side of al dente asparagus spears.

When in doubt, chicken marsala is my wife’s go-to favorite ($18).

Here, the choice of ingredients really stood out compared to the garden variety dish served at chain restaurants. Instead of very sweet marsala wine with thick-cut white mushrooms, thinly-sliced porcini caps and what seemed a drier variant of marsala were combined for subtle yet striking results. The wine was not lost, but the mushroom slices imparted the strongest note and practically melted on the tongue. As with the calamari and veal, the chicken was tender and cooked just right.

Normally I wouldn’t order dessert after a meal this large, but I talked my wife into splitting a tiramisu ($6). It was good, but perhaps not the best. The ladyfingers were so strongly soaked in espresso they were falling apart on the fork, and they certainly didn’t skimp on the booze. The presentation was very pretty, though.

Perhaps the most notable aspect of our meal was how affordable it turned out to be. Great Italian food and service enjoyed amongst pleasant surroundings without blowing your budget? Fuggedaboudit! Ω

Nestled near the curve of the South Wells Avenue roundabout is the brick and mortar incarnation of the popular Electric Blue Elephant food truck. The building was a commercial laundry from the 1940’s to 2005, but has since been restored and repurposed. Old meets new perfectly here, where a stove from the era lives on as a toybox. It’s open-beamed, with brick walls and pictures of neighborhood days gone by. If you’re lucky, you’ll hear a regular customer tickling the ivories of the piano in the back. Cafe DeLuxe touts itself as the ‘premier healthy diner.’ Yes, they have vegan items like French Toast with locally baked bread - but they also have BACON and everything in-between for breakfast and lunch. They have huge salads, stuffed with veggies, beans, seeds and maybe even kale from their backyard garden, at around $10. There are bowls and burritos in 3 main flavors: Japanese, Indian and Mexican. Cafe DeLuxe also offers healthy smoothies, like the Peanut Deluxe for $6, to which you can add chocolate for $.50 (highly recommended!) - or craft beer and mimosas to pair with whatever floats your boat. There are also melts, clubs and BLTs. All their sauces, dressings and soups are organic and made fresh. Ice cream at Cafe DeLuxe is made custom with a banana starter and choice of fruit thrown in. They use local farmers and the Great Basin Co-op for produce, making for fresh, rotating specials. Rich, the owner, wants to make sure that you’re full, happy and energized with healthy and flavorful eats. Belly up to the bar or grab a seat in their patio - and enjoy!

Street knowledge Straight Outta Compton I watched the entirety of Straight Outta Compton, the thrilling new N.W.A. biopic, not knowing that Ice Cube’s son was playing Ice Cube. It’s not like the guy is named Ice Cube Jr. He’s actually named O’Shea Jackson Jr., his dad’s birth name with a Jr. tacked on to the end.

Jackson Jr. is the No. 1 reason to see Compton, a blast of a film that chronicles by the rise of rap group N.W.A., the eventual Bob Grimm infighting, and the birth of some gigantic solo careers and record labels. Along with Jackson bg r i mm@ newsr evie w.c om Jr., Jason Mitchell is a revelation as Eazy-E, while Corey Hawkins provides a nice anchor as Dr. Dre. The film works best when covering the early days and the creation of the legendary album that shares the movie’s title. It also spends plenty of time on the band’s management problems with Jerry Heller (Paul Giamatti in a moderately distracting wig), and Eazy-E’s eventual death from AIDS. At a running time of 2 and a half hours, plenty of ground gets covered, and covered in a way that never gets boring.

Jackson Jr. is the spitting image of his dad, in physicality and especially in the way he talks and raps. This lends an invaluable level of authenticity to Compton. It’s a real blessing that Ice Cube’s kid is a supremely capable actor in his film debut, because he blows up the screen in a way similar to Ice Cube’s own Boyz N the Hood film debut back in 1991.

The movie’s music is a mixture of original N.W.A. and the actors doing their own vocals. Watch and listen closely, and you’ll catch the moments where the likes of Jackson Jr. and Mitchell prove they

are more than capable of recreating the N.W.A. sound. According to Rolling Stone, the actors re-recorded all of the original Compton record as an exercise, and that’s an exercise that pays off.

Also adding to the party is Aldis Hodge as MC Ren, Neil Brown Jr. as DJ Yella, and Keith Stanfield, who totally embodies the part of Snoop Dog. R. Marcos Taylor is quite fearsome as the cigar-chomping Suge Knight. (The real Suge Knight currently sits in jail awaiting trial for a hit-and-run death that occurred during a promotional shoot for the movie.)

There is one brief scene featuring Tupac Shakur (Marcc Rose) laying down a track and hearing the familiar refrain of “California Love” for the first time. The scene feels tacked on and obligatory, and probably should’ve been relegated to the cutting room floor.

The depiction of cops in this film is borderline cartoonish and always evil, but what do you expect? This is a movie about the creation of the gangsta rap group that sang “Fuck tha Police.”

I didn’t go to this one expecting to see any warm and fuzzy cops scratching their heads and protesting their fellow officers while the likes of Cube, Dre and E are unjustifiably face down on the pavement.

Save the good cops for another movie. This is about Compton in the late ’80s and early ’90s, a war zone where nobody was doing anything right, and the likes of Ice Cube were definitely not feeling the love from the boys in blue. The real life former members of N.W.A. had a hand in producing the movie, and I think they’re perfectly OK with the depiction of bad cops in this movie. This movie isn’t about the good ones.

Compton was directed by F. Gary Gray, who worked with Ice Cube two decades ago on the original, very funny Friday. Compton actually has some good laughs to go with its drama. Gray has stumbled a bit with some bad films (Be Cool, Law Abiding Citizen) since his last time with Ice Cube, but Compton shows he still has plenty to offer.

Straight Outta Compton is a solid cinematic time capsule that gives some deserved glory to an influential group that forever changed the landscape of hip-hop and brought much needed attention to a very troubled part of the world. It does the band, and the biopic genre in general, proud. Ω

Ant-Man

After a shocking directorial exodus and a series of rewrites, Marvel’s Ant-Man makes it to the screen as a reasonably enjoyable piece of summer fare thanks to the total charmer playing the title character. Paul Rudd is Scott Lang, a wisecracking professional thief given a new lease on life when Dr. Hank Pym (Michael Douglas) shows him the wonders of his incredible shrinking suit. Rudd was given the job by Edgar Wright (Shaun of the Dead, Scott Pilgrim vs. the World), who left the film as its director after working on the project for years.

While Wright still gets an executive producer credit and some writing credit, Peyton Reed (Yes Man), a virtual stranger to big budget blockbusters, wound up at the helm with a script rewrite from Adam McKay and Rudd himself. Reed does a good—although not outstanding—job in Wright’s place. The framework for the movie plays it mighty safe, with an emphasis on family viewing and very little of the offbeat touches that are the hallmark of a Wright affair. Still, Rudd is great as the title character, and some of the shrinking sequences are a blast.

Fantastic Four

Director Josh Trank’s take on the Fantastic Four is an epic, discombobulated cinematic mess. It’s as if the people who wrote, directed and edited this thing never talked to each other about what they were doing with the material. It wastes the talents of Miles Teller (Reed Richards/The Stretchy Guy), Kate Mara (Sue Storm/Invisible Woman), Michael B. Jordan (Johnny Storm/The Human Torch) and Jamie Bell (Ben Grimm/The Thing) in an origin story with no sense of wonder or pulse. Trank made a recent public statement implying the studio hijacked his film, and the movie we’re seeing is not really his vision. Given how disjointed this film feels, I’d be inclined to believe him, although his Chronicle was nothing to get all that excited about. I’m not of the belief that, had Trank been left untethered for the entire production, the movie would’ve been any good.

I do believe it might’ve been less heinously awful. Apart from the terrible acting, dung heap dialogue and plot problems, this movie possesses some of the worst special effects and makeup you will ever see in a modern big studio picture. For terrible makeup, look no further than Toby Kebbell’s Victor Von Doom after he transforms on Planet Zero. He looks like a seventh-grader who tried to make a C-3PO costume out of melted silver Crayola crayons and then, while mushing the thing together, was introduced to low-grade meth.

The Gift

Joel Edgerton writes, directs and stars in this capable thriller about the perils of bullying and moving back to your home state.

Jason Bateman and Rebecca Hall play Simon and Robin, a married couple returning to California where Simon has a new job. While shopping for throw pillows, they run into Gordo (Edgerton), a high school pal who Simon doesn’t seem to remember at first. Gordo goes out of his way to welcome the new couple, dropping by the house uninvited, stocking their pond with fish and basically creeping out Simon. As the film progresses, more is revealed about Simon, his past with Gordo, and his current dishonesty. Bateman, who usually opts for more comedic roles, is very good as a man who thinks he has control of his domain, and thinks he can get away with habitual fibbing. Hall is terrific as the wife who can’t help but feel a little sorry for Gordo. Edgerton is creepy and somehow sympathetic as the strange man of the past who wants Simon to remember him in the worst way. Edgerton shows that he can write a screenplay with some good twists, direct it so there are plenty of surprises, and act it so that it’s good and scary. A true triple threat.

Mission: Impossible - Rogue Nation

Tom Cruise is back as Ethan Hunt. This time around, he’s hanging from airplanes, performing overly long tasks underwater, and riding a motorcycle again. Everything he does is in service of a convoluted plot involving some sort of evil syndicate of international agents. All sorts of nationalities are in on the evil, but the United Kingdom is especially nasty in this one, giving the whole thing a little bit of a James Bond vibe. Simon Pegg’s role is increased this time out, his computer analyst guy becoming Hunt’s sidekick. Newcomer to the series Alec Baldwin gets a couple of good scenes as the CIA guy trying to eradicate Hunt’s agency. Rebecca Ferguson is

impressive as an English agent who may or may not be a villain and, yes, is quite decent-looking in a bikini. Jeremy Renner is around to crack wise as he messes with Baldwin’s character, while Ving Rhames still gets to collect a paycheck. As for Emilio Estevez, sadly, he’s still dead after his elevator accident in the first film. This is my least favorite M:I yet, but it’s still a good film. Things feel a little by-the-numbers, but Cruise is a crazy bastard willing to go all out for his movies, and this installment is no exception. The dude is nuts, and we, the movie-viewing public, benefit from this.

Mr. Holmes

Ian McKellen is shockingly good as the infamous Sherlock Holmes in this decidedly unorthodox twist on the sleuth’s story.

McKellen plays him as an aging man in his 90s, fighting memory loss and struggling to recall the details of a case that caused him to walk away from the detective life. He does this on an estate accompanied by his housekeeper (a typically wonderful Laura Linney), her son (the charming Milo Parker) and his bees. The film features flashbacks to 20 years earlier (which has McKellen playing somewhere in the vicinity of his actual age), with Holmes trying to remember the circumstances involving a beautiful woman, her husband and a Japanese man.

Things are a little slow-going at first, but when the pieces all get put together, it’s a nice payoff.

Director Bill Condon (miles away from his pitiful stint on the Twilight series) has made a film full of sumptuous visuals, splendid acting and good humor. McKellen plays Holmes as a dignified, if sometimes nasty, older man who never wore that silly hat or smoked that huge pipe. In an interesting twist, his character is actually world famous and the subject of movies he considers garbage. The year has been a little light on great performances so far. McKellen’s is certainly one of them. His interactions with Linney and Parker are classically good. Condon and McKellen worked together before (Gods and Monsters).

This stands as a much welcomed reunion.

Southpaw

This is one of the better boxing movies in many years. Jake Gyllenhaal transforms himself as Billy Hope, a boxer at the top of the world with a beautiful wife (Rachel McAdams) and daughter (Oona Laurence). He loses everything, Rocky V style, and must fight for redemption and the custody of his child. Forest Whitaker plays Billy’s unorthodox trainer, reminiscent of the role Burgess Meredith played in the Rocky films. Yes, I’m comparing this movie to Rocky in many ways because it is clear director Antoine Fuqua draws much of his inspiration from that series. Gyllenhaal, like Robert De Niro in Raging Bull before him, put himself through a rigorous training process to become a convincing fighter, and he certainly looks the part in the ring. Out of the ring, Billy mumbles a lot, which makes sense considering the amount of blows he’s taken to the head. It’s a typically great performance from Gyllenhaal, who rises above the moments where the script becomes a little too conventional.

Laurence, who’s reminiscent of a young Natalie Wood, does strong work as the daughter who has to put up with a dad who can’t seem to get his act together.

Trainwreck

The hilarious Amy Schumer gets her first starring vehicle with a screenplay she wrote under the directorial tutelage of Judd Apatow and costarring Bill Hader. I would say this movie signals the arrival of Schumer as a cinematic force to be reckoned with. She plays Amy, a magazine writer playing the field in New York and doing it rather sloppily. When she’s assigned a story covering a sports medicine doctor (Hader), she unexpectedly falls for the guy, which puts into flux her whole plan to just fool around with a lot of people. Schumer has crafted a pretty run-of-the-mill romantic comedy plotline with her screenplay, peppered with sometimes beautifully shocking profanity.

She shows that she has the ability to nail the laughs, but she can also bring the emotional stuff, too. She has a funeral scene that is, dare I say, sublime. Hader is his always-terrific self as the shell-shocked boyfriend just trying to bring some stability into Amy’s life, and Colin Quinn is terrific as her retirement home-dwelling father.

The story is a little weak and predictable, but Schumer and Hader are awesome together, so that makes this very much worthwhile.

The band made its live debut in March at the Loving Cup on California Avenue, and, if you happened to arrive at the bar right after their set finished, you would have discovered a room still buzzing with a pleasant satisfaction that was downright post-coital. It was like walking into a room where everyone was sweaty, smiling and putting their clothes back on.

In addition to Storm, who also plays keyboards, the band consists of Erik Skjelstad on bass, drummer Jonathan Hatjakes, and his brother Matthew, who plays guitar and keyboards. The musicians took the band name Werewolf Club directly from the name of a wifi network at Reno Public House, a local watering hole. The band members are now a little sheepish about lifting the name, but it’s a solid band name that fits them well, so let’s just call it a nice homage to a great Reno bar.

The band’s careful balance of seemingly disparate elements—disco drums, nearly Gothic keyboards,

rock energy, poppy melodic craft—is partly a result of the fact that they all listen to different kinds of music.

Skjelstad, for example, is a hip-hop head. Storm is a metalhead who was previously best known around the local music scene for his spot-on Ozzy Osbourne impersonations in a Black Sabbath tribute band that went through a couple of different names, the best of which was Blacked-out Sabbath.

The band members describe their sound as “rock ’n’ roll you can dance to,” and a familiar reference point is New Order, a band that achieved worldwide acclaim in the early ’80s with a similar balance of rock, pop, mood and dance. Of course, fine tuning that carefully calibrated sound is why it took the band more than two years to play its first show and why the members' last band, Slang Humor, which had an additional guitar player and a less developed sound, never quite worked. An interesting hybrid is just a misplaced gene or two away from a grotesque mutant.

The band’s songwriting is collaborative.

“It usually starts off with a guitar line from Matthew, then I'll come up with a bass line, and Jon always comes up with a really awesome drum track,” Skjelstad said. “And then Steve comes up with vocal lines on top of that.”

Storm writes almost all the lyrics.

“I always change it up,” he said. “It’s either late-night partying or girls, love, that kind of crap, being sad— whatever I’m feeling.”

The members say that the next step for the band is recording an album. But they’ve been enjoying the positive responses and good turnouts at their live shows.

“Werewolf Club started a year and a half ago, and we wrote this new set and practiced for a long time and figured out how we wanted to sound—and we’re getting there,” Matthew said. “And we played out in March at Loving Cup and actually got really good feedback.”

“We’ve got good fucking friends who like our music and come out to shows,” Storm said.

Often, bands play their first gigs, and the reaction is that it seems like they might be good in a couple of years if they manage to figure out a sound. Werewolf Club is not one of those bands. They didn’t play out til they had a real set and real sound.

And now it’s a club everybody wants to join. Ω

15 months last I’m a 20-year-old woman, and for three year, I dated a 21-year-old guy. Suddenly, out of the blue, he stopped returning my calls. I spent about a month trying to find out what had happened, but he wouldn’t respond to texts or email either. Well, last week, I ran into him, and he said he’d just gotten really busy with school. He wants to date again, and I really cared about him, so I’m tempted.

“Really busy with school,” huh? When, 150 years ago, when there were no phones in the one-room schoolhouse in Little House on the Prairie?

There’s playing hard to get, and then there’s being impossible to locate. The first is a canny strategy; the second is casual cruelty in action. In this case, after three months of dating, a breakup phone call—in lieu of face-to-face—would have been semi-appropriate. A text would have been better than nothing. A telegram would at least have had historical flair. Yet, there you were, repeatedly trying to track him down and getting the reception most of15us give random collect calls from “guests” in the long-term bed-and-breakfasts known as federal prisons.

As for your toying with the absolutely absurd15notion of dating him again, your slacker of a brain is partly to blame. Admittedly, our brains require a lot of energy to operate, so they like to take energy-saving shortcuts whenever they can. They do this with what I call “thinkpacks”—the brain’s version of those Lunchables combo boxes—prepackaged thinking sets that allow us to act automatically (without thinking through every last little detail). These come in handy when, for example, we’re dining and we can just pick up a fork and use it. We don’t have to wonder what a fork is and whether we use the pointy bits to stab the food or the person next to us.

But in psychologically complicated situations, these mental 1shortcuts can get us in trouble. Take the state that 5 social psychologist Leon Festinger named “cognitive dissonance”—our simultaneously holding contradictory 5 beliefs, such as “He’s not that into 1me!” and “He’d make a great boyfriend!” Well, the inconsistency makes us very uncomfortable, so our mind wants to smooth it out pronto. So, easy peasy, no problemo—it typically just erases whichever belief goes most poorly with our ego.

Unfortunately, reality isn’t so simply dispensed with, and before long, “He’s not that into me!” is back and “He’d make a great boyfriend!” is facedown in the storm drain behind the dive bar.

A way to avoid reality erasing is by getting in the habit of “metacognition”—basically, thinking about your thinking. The guy who came up with the term, devel15 opmental psychologist John Flavell, called it “a kind of quality control.” In this case, you unpack your thinking about this guy: “He’d make a great boyfriend!” and your wanting to believe things could be different. Lay those out on the bed next to the facts—how he behaved— because what you do reflects who you are and what you’re likely to do in the future. In other words, what you can trust about this guy is that you can’t trust him to show even the most minimal concern for your feelings— not with even so much as a poop emoji goodbye.

Err of mystery I’m a 28-year-old guy, newly single after the end of my relationship from college, and all of my dates have been busts. I ask girls out, and they say yes, but I must be doing something wrong on first dates, because I can’t seem to score a second one. Like, ever. They go out with me once, and goodbye. I’m a gentleman, enthusiastic, complimentary, affectionate. What could be the problem?

There’s a chance you’re overdoing it in the Enthusiastic! Complimentary! Affectionate! department.

It’s good to keep a woman guessing a little, but not, “Am I on a date, or is this guy trying to enroll me in a pyramid scheme?”

Consider “the principle of least interest,” sociologist Willard Waller’s term for how, in any relationship, the person who shows the least interest has the most power.

Conversely, the person who comes on with all the subtle nonchalance of a “Cash For Gold!” sign spinner—especially before they even know the other person—has the aura of a needy suck-up.

Try something: Cool it on your next five dates. This doesn’t mean acting catatonic. It just means waiting to see whether a woman actually is exciting and worth getting to know—as opposed to being excited by her mere presence: “Wow—to be out with a real woman! I usually just have candlelit dinners with a pillow with a wig on it!”

It’s almost here: The huge gathering of people from all over the world on Nevada’s Black Rock Desert Playa!

If you’re planning on attending the upcoming festivities, you’ll need to know what to bring. If you’re a Playa Virgin (first timer), this list will be essential. Not a newbie? Take a look anyhow. You’d be surprised at the things perennial Playa Hoppers forget to bring because they didn’t have a checklist.

The Playa can be an extremely harsh environment, with sudden winds, dust storms and temperature extremes you’d expect to find in a desert. Microscopic Playa dust particles will find their way into areas of your tent, vehicle, clothing and your body (places where the sun may not shine). The Black Rock Desert surface is alkali in nature, meaning you can actually sustain a type of chemical burn if you’re not careful (no bare feet unless you want “Playa Foot”).

This is bound to be one of the most unique & memorable experiences of your life. Exercise some common sense, go with an open attitude and this list and you’ll be hooked! Most of these items are available in outdoor/recreation/ sporting goods and surplus stores. Even the “big box” stores stock up on Playa goods this time of year – although we prefer you Buy Local.

You might find people willing to gift you an item or two, if you forget to bring something. . .but don’t rely on this. It’s much better to be prepared, so you’re the one in the position of gifting, if necessary. The only things available for sale on the Playa are ice and coffee, so be sure to get everything you need – and more – before you make the trip!

CARPET REMNANT(S) Come in handy for under your shelter, at its entrance or under a dining canopy. Great for keeping down the dust, and they’re cheap.

COMFY CHAIRS Either the folding variety or splurge a little for a used recliner or sofa from the thrift store. It’ll be a welcome sight at the end of a long day on your feet.

CONDOMS Just because you’re on the Playa doesn’t mean you don’t need to practice safe sex.

CONTACTS/EYEGLASSES Bring a spare of each.

Contacts aren’t recommended in such a dusty environment, but if you must, bring extras & solution.

CONTAINERS For storing larger items. Make sure the lids fit tight and label them for contents.

❏

COTTON CLOTHING This breathes better during the day. Cargo shorts for the day, jeans for nights. Long underwear might come in handy since it can get much colder once the sun sets.

CROWBAR You’ll need this to get tent stakes and rebar out of the ground.

DUCT TAPE For just about anything you can imagine.

DUST MASK Buy the disposable kind in bulk or spend more $ for an industrial type. Your lungs will thank you.

EARPLUGS There will come a time when you’ll know why we suggest these!

BIO SOAP Earth-friendly biodegradable soap, that is. You can also use the “waterless kind”. Both are readily available at most drug, grocery, outdoor or surplus stores. Stay clean out there!

Some restaurants throw these away, so check out your local eateries.

BUNGEE CORDS Don’t secure your shelter with just these, but they’re great for securing other items together during a windstorm.

CAMERA You’ll want to remember your Playa experience. Whether a phone cam or regular camera, put it in a baggie.

What is the council?

We are a national organization, a judicial membership organization—and actually the largest and oldest judicial membership organization in the nation—that does education, technical assistance and research for the judiciary and other allied professionals in the field.

You told me that there’s a reason both juvenile and family courts are mentioned in the name. What’s the difference?

They are different, and juvenile court is usually a court where a young person has committed some sort of infraction, some sort of offense, criminal or some kind of offense like truancy. … Family can handle all of those issues that the juvenile courts handle, but in addition they will handle the issues around divorce, custody, child support or any other thing that might be family related.

You do training for judges?

We do training for judges and other stakeholders within the system as well.

There is another major judicial organization in Reno, the National Judicial College. Does anyone ever confuse the two?

Why should a barber or a waitress care about your work here?

Well, I think that our entire community should care about the council and our work, because I do think that we embrace the idea “Healthy courts create healthy families,” which in turn create healthy communities. And I don’t know who wouldn’t get behind that. But there is going to be a point from the time that you’re born till you leave this Earth that you’ll probably walk into a courthouse for some reason. If your sister was involved in a relationship that was violent and needed to leave that relationship, wouldn’t you want a judge that knew the dynamics of domestic violence and knew the services that were offered in this community? If you were getting a divorce, you went into a relationship, for better or worse, and now you’re in a courtroom, spilling the most intimate details to a person on a bench in a black robe, wouldn’t you want someone that was knowledgeable about the law in that area but also compassionate and treated you with dignity in that kind of situation? So we should care about the quality of our courts and how they are run and how we’re treated. You want dignity in a courtroom, and you want due process, and that’s what healthy courts can deliver. Ω

Heck, yes. We get confused with them all the time, and I can understand that, because number one, Reno has two very well-respected national judicial organizations right here on the university campus.

When we first started, the Judicial College and the National Council of Juvenile and Family Court Judges were in the same building. But we grew exponentially and had to spread out. I have a staff of a hundred—75 of which are in Reno—spread between two offices, and 25 in Pittsburgh.

That’s our research division.

You’re housed on the UNR campus. Are you involved with the campus?

Oh, yes. In fact, just recently we did healthy communities outreach with UNR around sexual assault on campus. We had a community symposium, and we worked with law enforcement and with the resources on campus. You know, parents want to know that their kids are safe on campus and want to know that they can get the help that they need if something
