Picture this Welcome to this week’s Reno News & Review.

You guys know me. I’m all about local. All local all the time.

Unless, of course, I feel like teeing off on a controversy of critical national import, like creeping fascism or health care. So anyway, please take this with the good intentions with which it is offered.

I don’t want to shock anyone, but it turns out I’m a bit of a prude: I have never sent a picture of my dick to a stranger. Or a friend.

In fact, I think I can say with full certainty that I’ve never even taken a picture of the mighty maquette.

Thursday afternoon, I had a moment of peace in the eye of the storm, so I was cruising around the internet, and I happened across the uncensored versions of those photographs former Republican congressman and current NYC mayoral candidate Anthony Weiner sent to that 23-year-old sorta-hottie Sydney Leathers under the name Carlos Danger. You, too, can see Weiner’s wiener at thedirty.com.

I imagine by the time this column gets read, it’ll be old news, so you might have to root around on the site to find them. But really, for a short time, this penis belonged to the most powerful and exclusive club in the United States. How often do you get to lay your eyes on a nubbin like that?

People often suggest that men seek positions where they have power over others—like cop, gun collector, elevated four-wheel-drive-pickup driver or politician—to compensate for their lack of lanyard. I don’t think it’s true. Or at least, it doesn’t appear to be true from what I’ve seen in a few locker rooms over the years. Of course, I’ve been wrong before.

Still, it’s funny because Anthony Weiner’s pee pee is just so almost average. If this is the type of peter that launches wars from Capitol Hill to prove its equity, you got to wonder what some of our recent past presidents have been packing. But, at least, they’re not sending pictures.

Right, Bill?

I mean, sheesh, you put a macro lens on anything, and you’d think you could at least reach the appearance of normal.

But normal is apparently not what passes for electable in that congress of bros.

Editor’s note: Last week, I wrote a column asking people if they knew anything that worked against these seasonal allergies that have been so rough this year. At any rate, while all of these letters came to me, the editor, some I’m sure came without the intention of seeing their names in print. Still there’s a lot of wisdom and information in here, so I’ll run them without attribution. Thanks to everyone who offered their advice and sympathy.

All choked up Re “All choked up” (Editor’s Note, July 25): I am Queen of Allergies, allergic to so many things it’s a shorter list to say what I am not allergic to. I suffer from all of the typical pollen and dander allergies, and I’m sensitive to just about everything going including lots of foods, legumes in particular (soy, peanuts), and even yellow jackets. I always have been. Sometimes they land me in the hospital, and I have to take steroids to clear them up.

So, I suffer. I make my husband vacuum and change the HVAC filters at unreasonable intervals. I take Claritin and compensate by drinking coffee. And sometimes I take Benadryl. I take half a pill at night since it’s drowsy-making and after a few nights, I’m feeling fine and allergy free. Have you tried this?

And I’ve tried allergy shots, but they just don’t work for me because I am too sensitive. The most effective thing I have done is acupuncture. It takes time—each season has different pollens—so each year you do it again and over the long-term, a few years, your sensitivity decreases. I take cat hair and dog hair in, too. I notice immediate effects, probably because acupuncture sets my whole system right, puts everything in balance. But it wears off over days and weeks.

But then you can do it again. It’s a wonderful healing medicine. All in all, I can fight the allergies better when I’m healthy and haven’t started to experience symptoms; I take Benadryl proactively in the spring

and fall. Once I’m in the allergy pit of despair it is really hard to climb out, so I try to stay out in the first place.

I hope this gives you a few things to consider. Something else I heard years ago: Dr. Dean Edell on Channel 3 in Sac said that those of us who suffer from allergies have dramatically lower risks of cancer (because our immune systems are overreactive). I read in an allergy magazine several months ago that allergy sufferers have dramatically fewer brain aneurysms, too (same reason). So if nothing else, count your blessings.

Keep using the neti pot, love the neti pot! I see Kristin Field for acupuncture and also go to Dr. Nancy Conley’s office for medical care (they offer acupuncture too).

Lots of medical insurances cover acupuncture. *** Just read your Editor’s Note on allergies. I have used Afrin Nasal Spray (non-drip version) for the last few years during allergy season. I use half the recommended dose—only one spray in each nostril. It’s the only thing I have found that works almost instantaneously with no side effects. With a full dose, I do feel mildly antsy, but no noticeable side effects at all with a half dose. *** I have also been a sufferer of severe allergies: cat dander, tree pollens, grasses, etc. A few years back, I discovered the only remedy, after trying OTC allergy medicines, experimental scientific drugs—Hismanal, which has since been withdrawn from the U.S. market—and others I can’t recall the names of. I found a product called Kenalog. It is a once-a-year shot administered by my family doctor. Allergies were reduced by 90 percent, and the few I still suffer are very mild. *** Good news! I too developed allergies here in Reno and discovered a good treatment: Zicam nose drops. I told my sister in Chicago, and she says I saved her life, and she uses them daily. My first line of defense is Claritin-D 12 hour. I know you said anything with ‘D’ wigs you out. Me too, but not the 12-hour stuff. Yes, it has the bad stuff in it because you have to show your I.D. to get it, but for me it’s a miracle drug. Having said that, it’s expensive, $30 for 30 tablets, plus the sales counter person thinks you’re boiling up meth with it.

This stuff works quick, but I don’t want to take it year round.

Around June 1, I get a Kenilog shot.

Yes, it’s some kind of steroid, but I only have to take it one time a year, and it gives me 70-80 percent relief within 24 hours and 99 percent relief by 48 hours.

Well, now that you are miserable from the dry, blowing heated particles invading your body, good luck. And yes, it seems to be worse in our dry, windy years. Keeping hydrated by drinking a lot of water seems to help. *** I suffered for about 15 years and was under the impression that allergies could never be cured, but low and behold, I found something that worked for me after trying all of the chemicals across the counter at every store in Nevada. I came across a homeopathic product called Luffeel Nasal Spray, which is distributed by Heel Incorporated.

Anyway, I used this product for a total of about 15 times, and it made the symptoms dissipate to almost nothing. I used it a couple of times a year, and now it’s basically something I keep in the truck and I use maybe once or twice a year. *** One method that I have found to greatly reduce my irritation from allergens is to treat the allergens like a biological attack. doused with chemical, biological and nuclear weapons.

The key is to set up your home as a clean zone. When you come home, enter the house via the laundry room or go directly to the laundry via the shortest route. Strip off your clothes and head straight for the shower.

Scrub well, especially around your eyes and nose.

Keep your house clean and a sealed as possible. Vacuum, clean walls, install a new vent system filter and change your bedding, before starting your clean zone program. If you go out in the evening, you have to shower again and toss your clothes in the laundry again.

If you are foolish enough to own a pet, the pet must stay outside, or you have to vacuum the pet before it comes back inside. Some pets actually like this once they get used to the noise.

In your car, keep the windows up. Use recirculation mode if you have that. Some cars have a cabin air filter. Change it often and vacuum your car often. Wipe down the dash and vents with a tacky cloth to remove pollen and dust.

If you can, have your vent ducts cleaned and install a very high grade filter.

Once you have cleaned your house, keep the windows closed and keep your contaminated clothing away from furniture and bedding.

Try to shower every time that you go outside.

This process is a pain in the ass, but you will have a home that is very good at fighting pollen and dust, and you will be ahead of the game if we are ever nuked.

For the times that you are out, keep a saline spray in your car and at work. Use the saline spray (not a gel) to irrigate your sinuses and blow out any pollen and dust that you accumulated while out on the job or at lunch.

Don’t overdo it with the saline, or you will dry out your sinuses. Just a light squirt before blowing your nose will work just fine.

Plan ahead for new breaks Washoe County schools start classes next week on Aug. 12. Many parents who’ve had 30 or 40 years to get acclimated to a schedule that starts closer to the beginning of September are just coming around to the cold hard fact. Students, some of whom with older siblings may have had 18 years to get acclimated to long summer breaks, are reeling in shock.

Some students are actually happy and ready to get back at it.

How could our school board have done this to us?

As usual, we at the Reno News & Review are a little ambivalent toward the changes. The fundamental reasoning for the change makes good sense: Students get out of the habit of learning during the long summer break, and they forget things they’ve learned. Students also perform better when there are more frequent breaks.

The argument that’s been tossed around that these changes somehow lessen families’ abilities to take vacations is just absurd. Most families had 59 days to plan a vacation during the summer. With the new plan, families will have new and longer opportunities for trips in the fall, winter and spring.

On the other hand, working parents with younger children are going to get hit with new planning responsibilities. Many day-care providers are not going to be prepared to accept additional children. In other words, many day-care companies will have to hire additional help in October, January and April or not be able to take on more children during the new and extended breaks.

She likes her family, children, being around them, spending time with them.

We’ve known each other for 30 years.

She’s caring, hard working and easy to get along with.

As parents who’ve had to deal with sick children, unnecessary delays for testing, and unexpected days out of school because of weather, we know this is not an inconsequential problem. However, there is an option built in for children to go to school during those breaks that will somewhat alleviate the day-care issue and also allow struggling students to get additional help. Of course, the battles between parents and students who get sent to school while their friends stay home could be apocalyptic.

So it’s not all good news, not all bad news. But let’s take it one step farther. There’s room for more reform in school year scheduling. Washoe County schools could consider more ideas, like breaking the school year into a trimester system that goes all year round with three-week breaks in between trimesters.

Students would attend classes in waves, which would decrease the number of students in front of a teacher by 30 percent at any one time. This could alleviate five problems: It would decrease student-to-teacher ratios, which could improve instruction; it would decrease the time students spend forgetting what they learned the previous year; it would decrease crowding in schools; it would decrease staffing issues; and it should increase graduation rates by creating a more stable school environment.

Teachers, politicians and parents can be expected to make the usual claim—“This is not how we’ve always done it!”—but is that really the argument that should be made in Washoe County schools? This new school calendar is just a baby step toward the reforms that must be made to build the school system that our children deserve. Ω |

Uneducated kids will expose stupid parents It’s come to this.

Utah state Sen. Aaron Osmond, R-South Jordan—nephew of Donnie and Marie—recently called for an end to mandatory education in a blog post, noting that prior to 1890, when education became mandatory, people saw it as “an opportunity.” Parents by were more engaged, and teachers Sheila Leslie were more respected. Osmond says now teachers and schools do far too much parenting and suggests that parents should decide whether education is important enough to send their children to school, saying “Let’s let them choose it, let’s not force them to do it.”

My first reaction was relief that at least it wasn’t a Nevada state senator wanting to punish children for the perceived sins of their parents. After all, public education is what provides “an opportunity” for all children to succeed, whether rich or poor, whether the child of a state senator, or a drug addict, or a single mother working three part-time jobs to provide for her family.

But before we become too smug, let’s take a look at the latest education funding study, although you’ve heard this news before. According to the National Center for Education, Nevada now ranks 44th in the nation in per-pupil spending. The national average in fiscal year 2011 was $10,658 per pupil, and Nevada lagged behind with just $8,411 per student. At 50th place is none other than Utah at $6,326.

If education were not mandatory, just think of the tax breaks that money could buy.

A few weeks ago, the Las Vegas Sun published its own study, analyzing federal education data linking school expenditures and high school graduation rates. The newspaper found a strong correlation between higher education spending and high student performance. Nevada was noted as one of the states that spent the least on education and had a corresponding low rate of high school graduation.

But wait, you say. Nevada’s low-tax situation is what allows

businesses here to thrive. If we raised our funding to the national average, someone would have to pay the price tag. Industry would leave us for the greener pastures of Utah, where public education may become an optional expenditure if children choose not to go.

Besides, we don’t want to offend the mining industry, a major donor to rural Nevada schools and social causes. And if their funding priorities aren’t ours, well, it’s their money isn’t it? Their donation isn’t mandatory.

And it’s not just the miners who are fond of making a tax-deductable contribution instead of paying more in non-deductable taxes. In a June 16 Reno Gazette-Journal story, Wayne Frediani of the Nevada Franchised Auto Dealers Association, “bristled” when confronted with the opinion that businesses might be considered anti-education if they opposed the Education Initiative which would establish a broad-based business tax to support our kids.

Frediani told the newspaper, “We will oppose this just like many other businesses statewide—including gaming, mining and retail. But we are not anti-education, and I am not going to listen to anyone [say] that we are, because that is not the case.

We don’t like it because of the way it impacts our industry.” He goes on to point out he has donated 26 cars to the University of Nevada, Reno athletic department and another 25 cars to the University of Nevada, Las Vegas, estimating a savings of $380,000 a year in his “courtesy-car program.”

The irony of equating a tax-deductable expense of cars for coaches with supporting our brightest youth in university-level academic pursuits through taxes seems to escape him.

The inescapable conclusion for the rest of us is that as long as Nevada treats education funding as charity instead of the obligation of a democratic society offering opportunity for all, our state is not going to move forward in any meaningful way. Ω

Get ready for the loan bubble As a recent graduate from university life, student loan rates hit close to home for my immediate social circles. Not only are most of my friends still in school and struggling to make ends meet with financial aid, but members of my immediate family are also experiencing the frustration by Chanelle Bessette of spiked loan rates that have come with recent legislation.

But the main problem with the doubling of student loan interest rates is not, in fact, the recent increase, but is instead the belief that the government should have given promises of unbridled education assistance in the first place.

While education will always be a cornerstone in a free-thinking and developed country, the cost of it has inflated exponentially over the past 30 years.

According to the National Center for Education Statistics, for in-state tuition at a school like the University of Nevada, Reno, the cost is close to $7,000 per year, whereas out-of-state tuition and private universities can

be somewhere between three and seven times more expensive than that. While an inflation rate is natural, the question remains: What are we paying for that costs so much money?

Naturally, demand is a large factor. With the job market still struggling to make a comeback, many students flock to school with the intention of making themselves more marketable as employees.

Such an influx makes banks and the federal government salivate at the potential interest that can be accrued over the course of several decades, despite the early, prere-election attempts of President Obama to reduce the cost of education to students.

The main issue with the government-backed student loans, however, is that these loans have created an education bubble. Both Stafford loans and private bank loans are given to essentially anyone who applies, and this has inflated the cost of education overall. On an individual level, even if a person

was to declare bankruptcy later in life, his or her student loans will still stick. Therefore, banks can make risky loans to students because they know that the government will still back those loans. In addition, with the ease of loan dispersal, students feel less of an incentive to choose degrees that will allow them to easily pay back their student loans and may instead choose programs with less job security.

Unlike 30-50 years ago, it’s nearly impossible for students today to graduate on time without the assistance of student loans or military grants. While scholarships can be a viable answer for some students—particularly those who are eligible for need-based financial aid—the majority of students can’t rely on scholarships and grants alone. So not only are loans necessary to achieve academic goals, but the costs of those goals are increasing as a result of government-backed loans. Like during the housing market crisis, prices are rapidly

inflating, but people who aren’t particularly good loan candidates are still getting them because banks know that if borrowers default, then the government will bail them out.

Pursuing higher education is a valuable endeavor and can definitely result in a higher quality of life in the long run. For many, loans are the only way to afford an education. But the ease of receiving government loans is a doubleedged sword that both expedites the process for people with solid career prospects and encourages risky behavior by making it easier for students to get degrees that won’t necessarily be valuable in the job market. While the increase in student loan rates is a hardship for most, what may be an even greater hardship is the difficulty of making ends meet later in life, when crippling student loan debt prevents individuals from getting what they want from their careers. Ω

Kids learn about energy NV Energy, which has a working relationship with higher education in Nevada, is supplying funds so that scientists from the Desert Research Institute—a scientific arm of Nevada higher education— can join in helping educate pre-kindergarten to high school students in energy issues. The program is called GreenPower.

NV Energy is ponying up $70,400 and the NV Energy Foundation another $180,000. Besides helping teach students, the program also aids their instructors with continuing education classes.

NVE president Michael Yakira said in a prepared statement, “The work that the Desert Research Institute is doing through its GreenPower program to teach our youth about renewable energy and energy efficiency aligns with our company’s commitment to sustainability, education and our communities.”

Hospital denied accreditation The Joint Commission, an organization that accredits hospitals, has issued a preliminary denial of accreditation to Rawson-Neal Psychiatric Hospital in Clark County. The hospital remains accredited while it tries to remedy the numerous failings identified by the accreditation teams that visited the hospital twice in May. Rawson-Neal is the hospital that has been accused of dumping patients by busing them out of state, often to locations where they knew no one.

State health and human services director Mike Willden issued a statement: “Rawson Neal Psychiatric Hospital has strengthened policies, changed processes, increased oversight, and enhanced staff training. It has undergone rigorous review by a number of entities over the past few months including retaining nationally recognized experts to evaluate how Nevada currently treats mentally ill persons at this facility. In addition, disciplinary actions have been taken against individuals who failed to follow hospital policies. ... We are disappointed by the Joint Commission’s decision to move for a preliminary denial of accreditation, which appears to be based on outdated survey information and is not an accurate reflection of the hospital’s current practices and policies.”

The Joint Commission inspections at the hospital were made 12 weeks ago and 10 weeks ago. The first review took two days; the second took four, according to the commission.

A few days after that statement, Willden said the state would not appeal the Joint Commission findings: “The appeal process also does not take into account the follow-up surveys conducted by Joint Commission itself which concluded the facility is in compliance with Centers for Medicare and Medicaid Services (CMS) Conditions of Participation. Rather than pursue an appeal, Southern Nevada Adult Mental Health Services (SNAMHS) plans to request a new accreditation review in the near future when the hard work and great effort to improve services for our patients will be considered and recognized by the Joint Commission.”

A spokesperson for Gov. Brian Sandoval said he would ask the Interim Finance Committee—a body of legislators who act on funding issues when the full legislature is out of session—to speed up allocation of already-appropriated mental health funds.

State flag recycled The design for the new Nevada commemorative license plate to mark the state’s planned 150th birthday has been released. Like the plans for the year, it is relatively low key—a modified version of the state flag.

The 125th plate showed a miner sitting on a hillside holding a pick and gazing into the distance. The centennial plate was a strip reading “Nevada Centennial” flanked by the dates 1864 and 1964 that drivers were required to place across the bottom of their regular annual plates.

Labor starts to bail Democratic health care plan support erodes In a startling development, three national labor union leaders, including the head of Nevada’s Culinary Union, by have sent a letter to Democratic Dennis Myers congressional leaders blasting the Democratic health care plan, which they say “will shatter not only our hard-earned health benefits, but destroy the foundation of the 40-hour work week that is the backbone of the American middle class.”

The letter went to Harry Reid in the Senate and Nancy Pelosi in the House and said that the union movement is being taken for granted at a time when other groups that have been less supportive of health care changes are having their complaints addressed by the White House.

“They’re asking us to pay a tax for which we get no benefit.”

“Since the ACA [Affordable Care Act]was enacted, we have been bringing our deep concerns to the administration, seeking reasonable regulatory interpretations to the statute that would help prevent the destruction of non-profit health plans. As you both know first-hand, our persuasive arguments have been disregarded and met with

a stone wall by the White House and the pertinent agencies. This is especially stinging because other stakeholders have repeatedly received successful interpretations for their respective grievances. Most disconcerting, of course, is last week’s huge accommodation for the employer community—extending the statutorily mandated ‘December 31, 2013’ deadline for the employer mandate and penalties.”

The Nevada unionist who signed the letter is D. Taylor, president of UNITE HERE, as the Culinary is now known. (Taylor goes by his initial, which stands for Donald.)

His union endorsed Barack Obama over Hillary Clinton in the 2008 Nevada Democratic presidential caucuses—the first major union to do so. Taylor’s union represents about 60,000 Nevada workers.

Joining Taylor in signing the letter were United Food and Commercial Workers president Joseph Hansen and Teamsters president James P. Hoffa.

The distress of the union leaders stems from the July 2 Obama administration decision to postpone for a year the employer mandates called for in the health plan, the ACA. It is uncertain whether that postponement is legal. The three labor leaders called the deadline “statutory,” which would mean that delaying it would be illegal.

“First, the law creates an incentive for employers to keep employees’ work hours below 30 hours a week,” the letter reads.

“Numerous employers have begun to cut workers’ hours to avoid this obligation, and many of them are doing so openly. The impact is twofold: fewer hours means less pay while also losing our current health benefits.

“Second, millions of Americans are covered by non-profit health insurance plans like the ones in which most of our members participate. These non-profit plans are governed jointly by unions and companies under the Taft-Hartley Act. Our health plans have been built over decades by working men and women. Under the ACA as interpreted by the Administration, our employees will [be] treated differently and not be eligible for subsidies afforded other citizens.

As such, many employees will be relegated to second-class status and shut out of the help the law offers to for-profit insurance plans.

“And finally, even though nonprofit plans like ours won’t receive the same subsidies as for-profit plans, they’ll be taxed to pay for those subsidies. Taken together, these restrictions will make nonprofit plans like ours unsustainable, and will undermine the health-care market of viable alternatives to the big health insurance companies.”

In case Pelosi and Reid missed the message, the union leaders spelled it out for them: “Congress wrote this law; we voted for you.

We have a problem; you need to fix it. The unintended consequences of the ACA are severe. Perverse incentives are already creating nightmare scenarios.”

In 2009, unions joined the push for a Democratic health care plan with some reluctance, because one of the benefits unions have long offered their members is health care benefits.

Second letter Reaction to the letter came quickly, particularly from conservatives.

National Review, the magazine founded by conservative leader William F. Buckley Jr., called it “remarkably blunt language.”

A story in the right wing Washington Times ran under the headline, “Obama’s health care law shifts big unions’ political alliances to GOP.”

Kristen Frasch of the business publication Human Resource Executive wrote, “It’s pretty scathing. ... Just when I thought I had this country’s political soldiers figured out, just when I thought unions’ Democratic alliances could never be budged, and I knew—at least for the most part—who had whose back, here comes this new boulder, gaining steam down the healthcare-reform mountain that everyone’s desperately trying to climb.”

Meanwhile, another union letter—this one from Laborers Union president Terry O’Sullivan to President Obama—excoriated the plan: “Approximately 3 million laborers, retirees, and their families now face the very real prospect of losing their health benefits. This, I must remind you, was something that you promised would not happen.”

Locally, Laborers Local 169 secretary-treasurer Richard “Skip” Daly agreed with both his national president and with the other three union leaders on the issue of fees paid by union members who get nothing for them.

“It’s unfair and illegal,” Daly said. “They’re asking us to pay a tax for which we get no benefit.”

Labor union presidents to Democratic leaders Daly is also a Democratic state legislator. As an individual, he supported the Democratic health care plan as a way of dealing with a problem that had become so extreme, but said this week, “I don’t know that this is better.”

He—and Sullivan—are referring to a $63 payment each covered individual must pay under the law, the proceeds of which are used to subsidize insurance companies offering health plans.

Critics of ACA gloated in some articles, sometimes overshooting their marks, as when an unsigned article on Inquisitr.com claimed that the Laborers Union was “suffering from buyers’ remorse over Obamacare, a.k.a. the Affordable Care Act.” The writer seemed to believe that the Laborers had backed the plan. Actually, the Laborers never supported the plan when it was working its way through Congress, so it had nothing to be remorseful about. Ω

Installation began in Nevada in 2010 by NV Energy through a program called NVEnergize. NV Energy received a federal grant of $139 million, which will pay for nearly half of the $303 million program, according to NV Energy Public Relations Manager Jennifer Schuricht.

“The grant money has strings attached,” said activist Joannah Schumacher said. “They have to have a certain percentage of people who have the smart meter installed on their home in order to get their mitts on this $139 million.”

Local citizen activists Schumacher, Carole Fineberg and Juanita Cox have been fighting forced smart meters in homes since the Public Utilities Commission (PUC) began having hearings about them and have helped to get the film to Reno.

They spoke about how it seems odd that the smart meters are nonoptional and that you have to opt-out of the program instead of opting-in.

“If a smart meter is so great, why aren’t people going, ‘Oh please, put a smart meter on my home’?” Schumacher said. “If it was so healthful, if it would really help you save energy, I think anyone would want them.”

But NV Energy sees the smart meters as revolutionary. Schuricht stated that the reason the meters were installed was because this new technology Take Back your power will play at King is “transforming [the] industry, allowing [NV Energy] to better engage our Buffet, 3650 Kietzke customers and operate more efficiently” and that NV Energy was the first Lane, on aug. 6 at investor-owned utility to receive a grant for their smart meter program.

The trial opt-out program was initiated in late 2012 in the face of strong opposition to these meters, but it lasts only four years, ending Dec. 31, 2016, when the program will be evaluated by the PUC from data collected from NV Energy during the trial period.

If residents do not wish to have a smart meter during this time, they will receive a refurbished analog meter in place of their old analog meter (or smart meter). The refurbished meter doesn’t transmit data, so it must be read manually like past analog meters. But they cannot store data. Schuricht stated that the reason all analog meters will be replaced is because the PUC selected the refurbished analog meters as the non-standard metering option.

If you choose to opt-out, you will have to pay a one-time charge of $52.44 and a monthly recurring charge of $8.72, according to the PUC’s website. (Southern Nevada’s charges are slightly higher.) The monthly recurring charge is on top of normal charges for usage and your basic service charge on your bill.

Cox believes these charges disallow poorer individuals to choose to optout of a smart meter.

“It’s so frustrating for me, as an activist, when I see that this corporation, for their own financial reasons, is harming the poorer people—I just go out of my mind,” Cox said. Ω

street lights. Their pupils shrink, focused on the mesmerizing flame at their fingertips. They do not speak, but suddenly crack fuel-covered burning whips, swing blazing canes and fire balls on chains. Tracers of firelight linger in the smoky air. Sparks fly and bounce on the asphalt. Orange-blue stripes of ignited fuel on the ground stroke their dancing feet. Among the battery of fuel cans, extinguishers and heat a member of the clan stands intensely watching and holding an outstretched blanket like an unmanned cape, ready to smother any flame that might catch hold. They are all encircled by a rope that is taped to the ground. At that line stands the audience who shall not cross it for fear of fire.

Sparks’ policies toward fire art aren’t cool, say members of Controlled Burn

“Amazing,” says Shelly George, booking agent for fire art performing group Controlled Burn. “There is a sound that the fire makes as it is swinging by my head: Whoosh, whoosh, whoosh. And it just gives you that warm fuzzy feeling. I never get tired of hearing it. As soon as I light up, there is a big smile on my face.”

Putting smiles on faces is the art of fire play: from swinging fire around to lighting massive gas-powered flame throwers that suck the life out of the air and can heat faces a half block away.

Last month, Controlled Burn lit up for a fundraiser right across the street from the downtown Reno Fire Station. The firefighters stayed inside while fire was played right outside their door.

The only alarm being set off by Controlled Burn seems to be the alarm on audiences’ faces. They have performed for thousands, from venues like Aces Ballpark to a collaboration with the Reno Philharmonic Orchestra; they’ve performed in Truckee, San Francisco, Nevada City, David Walley’s Resort, Northstar, Squaw Valley Ski Resort, and the mother of all performances is Compression where thousands come to watch the display annually in Reno’s City Plaza. Flame effects trainers from Reno travel to New York, Detroit, New Orleans, Oahu and Toronto to teach others how to fearlessly play with fire. Las Vegas is building a permanent fire stage now and the new owners of the Morris Hotel in downtown Reno plan to. Reno is clearly a beating heart helping to fan the flames of a world-wide fire renaissance. The Reno Fire Department reports that it issues 25 to 30 fire performance permits each year. Their right to perform is even chiseled in state law.

But there is one cold spot on the Nevada map for fire performances, one place whose

very name implies fire: The city of Sparks.

SPARKS BUT NO HEAT “Where there is Sparks, there is no fire,” George giggles. “So close to hell, you can see Sparks,” and “Sparks should change their name to Sprinkles because when they see fire, they run.”

Those are the jokes that have developed about the city of Sparks among the members of Controlled Burn since they have been trying to hold performances there over the past six years.

“I have not heard that there is any friction,” said Sparks Fire Marshal Robert King.

“I am surprised that he [King] would even say he isn’t aware of any friction,” George said. She recalls applying for a permit to perform at Street Vibrations. “It was probably the most rigorous inspection we have ever had before a show. We were grilled by Sparks Fire.”

She says the performance started late as a result of the unexpected complexity of the inspection.

George isn’t alone in her assessment of Sparks. “[King] just made life so miserable that most people just get discouraged from doing performances there,” said Jenny Herz, former booking agent for Controlled Burn.

“I am not going to talk about my personal views,” King said.

“That would be inappropriate. I will talk about my professional views, and it is that I want people in the community to be safe.”

Being safe in Sparks, according to Controlled Burn, has not only meant intense inspections, but higher cost and even the flat-out denial of a permit requested by a highly qualified state official.

In terms of cost, Reno Fire charges $83 for a fire effects permit and that includes the inspection. In Sparks, “We charge $70 an hour,” King says. “It usually costs a lot more than that because they like to hold events on the weekends, and I have to call in someone special and that costs extra.”

George called Sparks’ costs, “unfeasibly expensive,” and the result is they haven’t performed there in two years.

“When clients call, I ask, ‘What is your address? Where you want to perform?” George says. “If they say, ‘Sparks,’ I tell them, ‘If you are willing to do the show in Reno, we will cut our price just so we wouldn’t have to do Sparks.”

George is positive they have been denied permits by Sparks in the past, but she says Controlled Burns’ computer crashed and along with it all of their records of when permits have been issued and denied. Sparks doesn’t have records of denials either.

“No, we don’t keep that kind of information,” King said, adding “that [denial of permits] is not anyone’s purview.” However, he said he might be able to find records of issued permits: “If they applied for one and were issued a permit it would take some research to get it.”

King asked for the name of the group that applied and the date of the applicant.

In November 2010, State of Nevada Liquid Petroleum Gas Board Chief Inspector Eric Smith applied to conduct a flame effects course in Sparks. In the course, he has taught how to safely build sculptures with flame in multiple states and even other countries.

“I went to [King’s] office, explained the class and my qualifications,” Smith wrote in an email to the RN&R. Smith also listed his qualifications: 12 certifications over 24 years in the fire industry, including being an adjunct instructor for the state of Nevada fire marshal.

“He said, ‘OK.’ I paid my permit fee and left. A couple of days later, he sent me an email stating he changed his mind and was rescinding my permit and would refund my fees.”

Multiple calls and voicemails to King with requests for the details of that denial were not returned.

The reasoning for issuing a permit to a state official and then denying it even escaped some of King’s own staff at the time.

“I can’t tell you that I agreed with it,” said Michelle Peltier who was the initial Sparks fire inspector Smith contacted to start the permit process.

“I do not know why it was denied,” she said.

However, she did send a document that provides some clues into the restrictions in Sparks. The “Fire Performance Inspection Checklist” has 16-points that Sparks Fire uses to evaluate performers. It requires a 25-foot perimeter from any building, person or bush. That is more than twice as wide as Controlled Burn uses in Reno. It would require 50 feet, or the length of at least five cars of empty space around a performer. It also says performers must get an open burn permit, which is only available four months out of the year. Finally, it states, “Home-made devices using pressurized flammable gas shall not be used.”

The problems with Sparks began in 2008 when Jenny Hertz, former booking agent for Controlled Burn, said Controlled Burn did a demonstration for Sparks Fire. “They were so reluctant to work with us,” she said.

“We just wanted to show them that we can do this safely. We also had pressurized propane effects that scared the daylights out of them.”

Peltier said Sparks Fire and Controlled Burn had agreed to certain effects, and Controlled Burn brought unapproved ones. “Controlled Burn has flame throwers that are basically glorified squirt guns that have kerosene in them, and they light them on fire,” Peltier said. “They pulled out a lasso that they had on fire and whipped it over the heads of the crowd.”

“We never, ever had, under any circumstances, had kerosene,” George said. As for a squirt gun filled with any kind of fuel: “No.” She added that they never go anywhere near the audience, and there is a 10-foot perimeter.

Put aside those conflicting eyewitness accounts. They both agree that age limits of performers was a serious issue.“[Controlled Burn] kept wanting people under 21 to perform, and we couldn’t allow that,” Peltier said.

“Then they wanted people under 18 to perform.”

The performance age led to an intense legislative debate in 2010.

When the smoke cleared, on June 2, 2011, surrounded by at least 50 flame effects artists, Gov. Brian Sandoval signed AB 304 into law. It lowered the age limit from the International Fire Code recommended age of 21 to a Nevada-sanctioned age of 18.

“I am very proud, and this is why I love this state so much,” Sandoval

said after signing the law. “I think you are phenomenal artists.”

But the age debate left some parents in Controlled Burn with personal scars. George’s daughter was only 15 at the time the age limits were legally imposed, and her child had already been performing with fire for audiences for years.

“When it was gone, I lost my kid,” George said. She had been using fire performance on stage as an incentive for good grades and behavior. “You can not perform unless you have an ‘A’ or ‘B’ average,” George recalled as the rules for her daughter. “When they took fire away, it traumatized her.

Her grades dropped, went to D’s and F’s. She was an AP student.”

Inscribing fire arts into state law also had underground flame artists breathing fire. “Morons” and “idiots,” are some of the terms used in comments posted to the video of Sandoval signing the bill. Peltier still questions if Controlled Burn is following the rules.

“I know they have underage kids performing,” Peltier said of their performances in Reno. “[The Reno Fire Department is] so understaffed it is difficult for them to check on the things they need to check on.”

Peltier thinks Reno is about to go in Sparks’ more restrictive direction on fire performances.

“The city of Reno does not have the same consistent policies that Sparks has been able to develop,” she said. “We may see that change in the future. The city of Reno has had some turnover in their fire marshals.”

RENO GETS CLOSE TO THE FIRE Just three days into the new job, and Reno Fire Marshal Jeff Donahue was eager to answer questions and explain his experience with fire performances.

“In my 32 years in the business, I have seen it become more and more restrictive, nationally and internationally,” Donahue said, adding that at the same time, “Everyone is out there thinking of something that is more wow factor.”

He said some things won’t fly, of course, like, “‘Well, I am only going to blow me up.’ That is not happening.”

But he recognizes that in most cases the performance benefits business, and his primary concern is the safety. The balancing act is not easy. He recalls while working in Oregon, there was an air show that wanted to simulate a bombing run with explosions along the ground for an audience. It was something completely new.

“That is the idea, not to just say ‘no.’” Donahue said. “We took a potential problem that was going to be an economic problem and without it [the performance], it could have led to diminished attendance at the event.

The operator showed us through his certifications that he was capable of doing this type of activity.”

Not only that, Donahue put together a committee to develop guidelines so that air shows could blow things up.

“We all went home to bed and knew that no one was going to get hurt and a grassland or wildland fire would not start.”

Here in Nevada, he says, he has even more resources at his disposal for safety from Las Vegas to Hollywood.

“I can tell you that here in Nevada, because of the frequency of events, most of the fire prevention people are very highly trained. There are several companies based in Nevada to train fire effects operators.”

Fifteen-year Reno fire captain and inspector Willie Seirer is one of the experts. Compared to Sparks 16-point checklist, he studies one particular manual when evaluating fire performances: National Fire Protection Association Guidelines, Standard 160. “Use of flame effects before an audience,” Seirer said. “It’s 24 pages

long and covers everything from monster trucks to flaming dragons.

We found that they [Controlled Burn] were always following the codes.”

Even so, Seirer said, “It is not uncommon for us to look at something in the demonstration mode and say, ‘Nope, you are not doing that,’ or ‘Here are the changes we need.’

It has been very easy to work with Controlled Burn.”

Seirer says that with the general public’s increased interest in fire performances, the fear is waning.

“Early on in my career, there was a level of distrust because it is a very unusual type of recreation,” Seirer said, but he has also had a lot of exposure to it. “I had seen this type of event when I was in Hawaii. I was not totally taken aback by it. Other inspectors were puzzled by it.”

For years now in the regional puzzle of fire performances, Sparks is missing.

“With a name like ‘Sparks,’ it would behoove them to have fire,” George said. “I think it would be a good tourism hit if they did have fire dancing.”

King said of the question of whether Sparks could capitalize on the Sparks name with fire art, “That’s irrelevant. Our motto is ‘It’s happening here.’” He does not consider the possible economic benefits of events: “That is not my job. My job is to make sure that everyone is safe.”

He later backtracked. “I encourage

anybody who wants to do an event to come down and apply. That is why ‘it is happening here.’”

Throwing gasoline on the flames is the internet. Indeed, an online search reveals private performances of flaming sword accidents, a guy lighting his own face on fire, people letting go of their fire effect mid-spin and flinging fire into housing developments, and spectators engulfed in flames. In one instance, a GoPro camera on someone’s head is overwhelmed by fire, and the video continues with blood curdling screams for some time before it ends. The posts are few and far between, but alarming to many— especially fire officials.

“If you look them up on YouTube. You will find mishaps, and you don’t recover from it,” Peltier said.

At least one insurance company isn’t afraid of recovering from a fire performance-related accident.

July, Reno’s month of nonstop art, has come to a close, but there’s still plenty to stimulate the senses in this city. The Nevada Museum of Art’s current and upcoming exhibits continue to feature art with an emphasis on the environment, and the artists showcased experiment with that relationship in every context—through architecture, the Nevada landscape, the human body and the spaces that influence our identity. If you’re in need of a day out of the hot sun, here are some exhibits to check out.

Modernist Maverick: The Architecture of William L. Pereira

The San Francisco skyline serves as a continuous exhibition for architect William L. Pereira’s memorable designs, which will also be showcased as the museum’s featured exhibit this summer. Throughout his lifetime, Pereira had a part in designing and creating more than 400 buildings around the world, including San Francisco’s Transamerica Pyramid, the Los Angeles International Airport, San Diego’s Geisel Library, Baghdad International Airport and Reno’s own Harrah’s hotel. Often referred to as a “futurist,” much of Pereira’s designs were inspired by the science fiction of the 1940s, 50s and 60s. Pereira’s concepts were criticized at the time for being sterile and stark, but many current architectural trends harken back to Pereira, including his use of vertical space, clean lines and industrial materials.

Opened on July 27, the exhibit highlights architectural models, photographs and inspired artwork, tracing the timeline of Pereira’s career. According to museum representative Rachel Milon, this exhibit uses innovative tools to help emphasize Pereira’s forward-thinking process and approach to creating spaces where people work, live, play and travel. “[This exhibit] is all about architecture with contemporary art, models [and] Google images,” she says.

The accompanying catalog features essays by prominent architects from the United States. This show runs until Oct. 13.

Ulrike Arnold: Painting with Ground & Sky An artist can make art from anything—including dirt on the ground. Germany- and Arizona-based artist Ulrike Arnold creates art around the world using a mixed concoction of minerals—including remnants of meteorites—to develop abstract paintings on canvas. Thus, each painting is unique, produced exclusively from the local geology from the places to which she travels. This provides for her an ever-changing palette of colors and textures.

“In the course of the seasons, in the course of one single day, the colours change constantly: from purple into vermilion, from ochre into golden yellow,” she writes on her website. Painting with Ground & Sky will showcase Arnold’s paintings from her many excursions. Held in the Center for Art + Environment Library, this show can be viewed until Nov. 17.

William Eggleston: Los Alamos

Photographer William Eggleston explored the U.S. in the 1960s and ’70s.

There’s just a few weeks left to check out this exhibit, which traces the timeline of events surrounding the controversial Van Gogh painting “Study by Candlelight.”

The painting was purchased for $50,000 in the late 1940s by film producer William Goetz. Not long after the purchase, a Dutch museum curator criticized the number of fake Van Gogh paintings circulating after World War II. The doubt infuriated Goetz, setting off a debate that trickled into the delicate post-WWII politics between America and Europe. The painting has been kept away from the public for more than 20 years—until now.

A Real Van Gogh? not only showcases the painting in question—made even more famous by the controversy— but provides a thorough context of the case, featuring documents, photographs and letters exchanged during the Goetz family’s attempts to determine the legitimacy of the painting. The museum purposely avoids adding to the discussion of the painting’s authenticity, leaving that decision instead to the viewer. This show will close on Aug. 25 and is held in the Hawkin’s gallery.

William Eggleston’s photography is on display at the Nevada Museum of Art.

Street photography is perhaps the most organic portrait of a city, candidly capturing people interacting with urban environments. In the mid-1960s and ’70s, photographer William Eggleston explored famous cities throughout the United States, photographing the people, places and things easily overlooked in bustling environments.

Color photography is often attributed to Eggleston, who helped legitimize the art form through his unique approach to photography. See this exhibit, which shares 75 of Eggleston’s photographs, until Sept. 19.

Erika Osborne: The Back of the Map Cartography shapes exploration, and is also shaped by it, according to artist Erika Osborne, who brings together the topography of the earth and the human body. Osborne situated models facing a famous landscape, such as the Grand Canyon, and then painted the topography of the landscape upon the model’s bare back. The shades and shapes of the bodies mimic the landscape, and the topography represents the physical and metaphorical journey of human travel. This show, held in the Center for Art + Environment Library, will be open until Nov. 17.

Las Vegas Periphery, Views from the Edge: Photographs by Laurie Brown

Northern Nevadans who have made the trek to Las Vegas have seen the sparse and open stretch of Nevada’s desert.

But beyond the seemingly endless sea of brown lies a unique manmade ecosystem. In this exhibition, photographer Laurie Brown captures a different side of Las Vegas away from the famous Strip, and investigates the impact of humans trying to create a lush and livable oasis in the midst of an unforgiving desert. Las Vegas Periphery opens on Aug. 24 in the Altered Landscape Gallery.

Frida Kahlo: Her Photos Like many artists, Mexican painter Frida Kahlo poured herself into her art, resulting in some of the most memorable biographical paintings ever created. The thousands of photographs captured of Kahlo throughout her life reveal the nuances within her personality, similar to those she captured in her paintings. Kahlo’s husband, Diego Rivera, held onto more than 6,000 photos of his wife, and these photographs were kept locked away until photographer Pablo Ortiz Monasterio was able to access the collection in 2007. Monasterio selected 240 photographs for the touring exhibition. The photographs feature Kahlo alone, with friends and family, and with other historical figures such as Leon Trotsky. This show begins on Sept. 7 in the Hawkin’s Gallery.

Ashley Blalock: Keeping Up Appearances Artist Ashley Blalock’s fine art installations explore the concept of female-centric spaces by mimicking an item often associated with domesticity—the doily. Blalock hangs largescale crocheted doilies, a bright red color evocative of blood, that envelop the spaces in which they are present. The result is a sense of comfort bordering on suffocation. The Small Works Gallery will feature this exhibit from Sept. 7 until next spring.

TALK Desert Art Preview: Playa Art for Burning Man 2013 The desert is an open canvas for Burners prepping for Burning Man. Beth Scarborough—better known as Bettie June—is the associate director of art management for the annual festival, and will host a talk about the planned art exhibitions to be seen on the playa this summer. Notable exhibitions include the Desert Expedition Module (D.E.M) by Matthew Gilio-Tenan, in which participants can change the colors and lights by climbing through a geometric structure. Burners can also stop and capture their experiences at the iPhone Cult by Abraham Carmi Raphael—a giant sculptural recreation of the iconic device. The talk is held on Aug. 8, 6 p.m. Ω

“I really wanted a separation of space and importance,” she says of her decision to use different materials.

She was born and raised in the Nevada mining town Battle Mountain. She moved to Reno to attend the University of Nevada, Reno, where she graduated in 2006. As an artist, she likes to challenge herself. This exhibition arose partly from her desire to challenge herself to paint hands, traditionally one of the more difficult body parts to paint convincingly.

Amass Ardor is the first exhibition in the Holland Project’s new Micro Gallery. It’s in Bibo Coffee Co. on Record Street, formerly the location of the Bibo 3 Gallery. Artist Jen Graham, who had been running that gallery, wanted to step down, and the Holland Project was looking to add a second gallery location. The coffee business and the youth-oriented arts had partnered before, so it seemed a natural fit.

The gallery will focus on emerging and local artists and will be run by a Holland Project student intern.

“The other gap that we saw in the Reno community was that there’s not an opportunity for high school level or college level students to actively run a gallery essentially on their own—a very active internship where they’re learning the ins and outs by trial and error,” says Holland’s gallery director, Sarah Lillegard. “The Micro Gallery is something off-site that’s like a learning gallery, though we still hold it to the same caliber that we hold the Holland Project gallery, so there’s the same level of professionalism and promotion.”

Lillegard says she’s excited about the continuing partnership with Bibo, and to take over a gallery that already has a following.

“People actually come to that space to look at the art,” she says. “It’s not just a decoration. It’s viewed kind of as a gallery. It’s awesome to take what she’s already built a strong foundation for and be able to build on that.”

The Holland Project’s current gallery associate intern is Aidan Barker-Hill, 19, who curated Amass Ardor.

“It’s been a great experience for me,” he says. “I was looking for some way to get involved in the Reno art community.”

He says he chose Bisiaux’s work for the exhibition because it was wellrendered representational work that also has thematic continuity.

“Penelope’s work jumped out at me because it’s representational, but there’s also a really strong, coherent message,” he says. “There’s a coherent concept to it that I thought was pretty interesting. … It strikes a nice balance between representational and conceptual.” Ω

A hearty prime rib dinner has its charms, of by Dave Preston course, as does a slow-cooked, gelatinous stew, but neither is as absolutely, almost primitively meaty as a simple, properly cooked, steak. Culinary Institute of America (CIA) in Hyde Park, N.Y., follows a path that saw him student teaching at the CIA with Charlie Palmer, jobs at very high end establishments in New York and Los Angeles, and then landing at Harrah’s Steakhouse for 15 years. He tried his hand at his own place near Topaz until settling back into “an old routine” in his new role at Circus Circus. I’ve learned to always listen to the chef, especially when they have these kinds of credentials.

The Steakhouse has a very well structured, fair-priced menu with starch and vegetables included. This particular offering was from the early dinner menu, 5 p.m. to 6:30 p.m.: certified Angus beef prime rib, chicken oscar or shrimp fettuccini alfredo, all $24.94. These are served with your choice of house salad or lobster bisque soup and a classic steakhouse cheesecake. But the regular menu has everything from New Zealand lamb ($34) to salmon with a maple glaze ($26) to chicken coq-au-vin ($25) to beef rossini ($34) and steaks ($30-$36), of course.

Chef insisted I try some appetizers and sent out a trio. First, a crab cake ($14)—lump crabmeat, roasted corn, peppers and Southern style spices served on tomatillo salsa verde, Ancho chile aioli, and frisee salad with candied pecans. Then, a stuffed Portobello mushroom ($12), stuffed with a creamy mixture of spinach, onion, artichoke hearts, sun-dried tomatoes and pine nuts on a bed of rich Mornay sauce with a drizzle of red pepper pureé. Lastly, a lobster ravioli ($15) in a saffron cream sauce atop shredded lobster and crab.

Every one of these was superb.

The crab cake was moist, lightly Panko coated, golden brown, and the sauce added a little bite with an earthy tomato finish. The mushroom was savory with a rich finish of the Mornay consisting of half Gruyère and half Parmesan cheese with a sweet-tart finish ala red pepper drizzle.

The ravioli was plentiful in lobster meat and sitting on a stack of shredded lobster and crab with the Saffron sauce made with a wine/fish stock and heavy cream giving a rich, grassy sweetness to this finish. Wow! When the prime rib came, I was half full but saw a great presentation of a piece of meat (10-ounce plus), medium rare that filled my plate. It was about an inch thick with just enough fat on the edges to show me the quality cut. Slow cooked with limited seasonings—garlic, salt and pepper—it was tender and succulent.

It was accompanied by au jus cooked with shallots, sinus-clearing, fresh horseradish, fresh, baby carrots, broccoli and cauliflower, Parmesan mashed potatoes, and John Frank’s signature—sweet red cabbage. No hype, this was bang for the buck.

A comfortably elegant room with proper linens, a well-trained wait staff, full bar, and a very respectable wine list ($21-$120) offers great ambiance.

Food and beverage director Dave Brody tells me the new by-the-glass list ($7-$12) will have excellent value point wines, too.

In fact, manager Monique Chandler just finished a wine tasting and brought me a ’08 Schramsburg sparkling ($35), ’10 Duckhorn Merlot ($79), ’08 Steele Pinot Noir and a ’10 Goldeneye Pinot Noir ($86), all on the list, and the prices are very reasonable.

Fruitvale Station Writer/director Ryan Coogler has made one of the year’s best films with his bold feature-directing debut, Fruitvale Station. It tells the true story of Oscar Grant, the man shot to death by a cop on New Year’s Eve 2008, while riding the BART with his girlfriend and mother of his child.

If you’ve seen the mobile videos taken of Grant pleading with officers for order as he and by his friends were being brutalized in the BART Bob Grimm station, you’ve seen the events that transpired.

As one cop turned him onto his stomach and b g ri m m @ ne w s re v i e w . c o m put his knee onto Grant’s neck, another inexplicably took out his gun and shot Grant once, fatally, through his back.

The officer claimed he was just trying to taze Grant. Mistake or not, it doesn’t matter.

That officer, without reason, took Grant’s life while a throng of BART riders watched and filmed in horror.

Coogler could’ve made a justifiably angry film, screaming in the face of a justice system that cost this young man his life and his daughter a father. What he has made is something far more important, effective and nuanced.

He has made a movie that fleshes out Grant so that he’s more than those few minutes captured on frantic people’s phones.

It’s a movie that concentrates on the life taken, the people he loved, and the lives that were to be lived together that were taken away. It’s a crushing, heartbreaking viewing experience anchored by a brilliant performance from Michael P. Jordan (Chronicle) as Grant.

The film starts with the infamous phone footage of Grant’s death, and then flashes back to Grant and his girlfriend Sophina (the excellent Melonie Diaz) having a fight about Oscar’s alleged infidelity. He’s a man

on a stumbling recovery from a prison stay, trying to keep his job, raise his daughter, Tatiana (Ariana Neal), and make his mother Wanda (Oscar-winner Octavia Spencer) proud.

Wanda suggests Oscar and Melonie take BART on New Year’s Eve to celebrate safely, and Wanda realizes this as she says goodbye to her son’s corpse just a few hours after celebrating her birthday with him.

Spencer makes this a scene you will not soon forget.

While the film does start with the footage of Grant’s death, Coogler and Jordan recreate the tragedy at the end of the movie.

They portray Grant the way he appeared in those cellular phone videos: just a guy caught up in an unfortunate situation, trying to be reasonable with the police in order to get himself and his friends home for the new year.

By the time this plays out, we already know what happened, making every second of the sequence as unbearable as it should be.

The cop who shot Grant is already walking free after serving a one-year sentence for involuntary manslaughter.

Coogler pulls no punches in depicting the abhorrent behavior of those cops.

Jordan delivers a graceful, star-making performance, the type of work that will put him on a lot of good directors’ radars. As portrayed by Jordan, Grant has his problems, including a temper that sometimes gets him into trouble. A jail scene where Wanda comes to visit Grant, which ends with him pleading to his mother while guards swarm him, is one of the film’s most memorable.

Coogler and Jordan plan to work together again on Creed, a Rocky spin-off that sees the grandson of Rocky Balboa’s former opponent looking to Balboa for guidance in his boxing career. Stallone has shown interest in the project, and it looks to be a go. It sounds like fun.

As for Fruitvale Station, I expect this movie will get some notices come awards season. It’s the kind of movie that makes a mark on you, an important film about something that should’ve never happened, and a movie everyone should see. Ω

The Conjuring

This haunted house/demon possession movie from Saw creator James Wan delivers the scary goods. Lili Taylor and Ron Livingston move their family into a nice new home that has plenty of living space, a nice yard, and a bunch of ghosts freaking them out. Vera Farmiga and Patrick Wilson play the Warrens, real life paranormal investigators who looked into this case, as well as the Amityville Horror. Wan teases you for the first chunk of the film, trying to get scares out of closing doors and creepy sounds. Then he pulls the sheet back and goes for some really good, in-your-face frights. This is one of those movies where the family stays in the house even though freaky things are happening, and that’s a bit annoying. Still, Wan, who I used to hate for creating Saw, makes up for the stupidity with scares created without too much help from CGI. He relies on creepy lighting and makeup rather than megabytes for the most part, and he’s fashioned a good old-fashioned haunted house story as a result.

Grown Ups 2

Adam Sandler has done it again. He has made the worst movie of his career, yet again, as his films just keep topping themselves in horribleness. This one, a sequel to the Dennis Dugan disaster that joined forces with David Spade, Chris Rock and Kevin James, is twice as bad as the original. Considering how awful the original was, I didn’t think such a feat was possible, but Sandler has done it. The plot involves Sandler moving back to his hometown, where a deer enters his house and promptly urinates on him. Then he goes shopping with his friends who fart and burp a lot. Then he has a big ‘80s party where everybody dresses up as people from the ‘80s (Pat Benatar, Bruce Springsteen, The Terminator). Then somebody farts again, and then the movie is over.

I sat in a theater where people were laughing their asses off every time somebody farted.

It was one of the more depressing experiences of the movie going summer, and I had to sit through The Purge, so that’s pretty bad. I have officially given up on Sandler. This is a talented, funny guy who can’t seem to say goodbye to some of the people who drag him down. Given the box office performance of this piece of crap, he probably will be giving Dugan plenty of directing jobs in the future. This is our loss.

The Heat

Sandra Bullock might get top billing, and she’s pretty funny in the latest from Bridesmaids director Paul Feig, but, and there’s no doubt about it, this is Melissa McCarthy’s movie. McCarthy plays a vulgar Boston police detective whose world is turned upside down when an FBI Agent (Bullock) starts sniffing around her precinct and meddling in her cases. McCarthy and Bullock are good together, with Bullock taking the obvious, tightly wound route while McCarthy just unloads expletive after expletive. McCarthy is so natural when she delivers put downs in this movie, it’s a wonder she gets along with anybody in real life. The movie does succumb to some of those buddy cop film clichés, and it sags a bit in the middle, but when it’s on, it’s really on.

I got a few good laugh-out-loud moments, a lot of chuckles, and a lot of smiles out of this silliness. Considering some of the big budget garbage coming your way this summer, McCarthy and Bullock provide one of the season’s more pleasant movie experiences.

Pacific Rim

Gigantic alien beasts get their asses handed to them by robots that don’t turn into trucks or cars in Guillermo del Toro’s alternately exhilarating and stale Pacific Rim. This movie is full-on crazy in the head in an often very good, very fun way. This is del Toro’s first directorial project after abandoning The Hobbit, and he made a good call. I had a hard time staying awake during the first Hobbit movie. Such was not the case with this bad boy when the big fights were going on. It’s the near future, and some freaky beasts called kaiju are rising from the ocean depths and tearing cities to shreds.

Do we nuke them? No. That would be too easy. Instead, we spend kazillions to build a bunch of hardcore robots that are driven

by pilots melding their minds together. It makes absolutely no sense, and I don’t care because it’s fun. Nearly all of these battles take place in the dark, in the rain or in the ocean. Normally, I would scream “cop-out!” because this is a technique used by directors to cheat a bit on the CGI. It’s a lot harder to create computer-generated monsters for broad daylight than the dark. Even if this is del Toro cheating, it works. The dialogue is pretty bad, but the action and effects are stellar, so this qualifies as one of the summer’s better bets.

The To-Do List

Writer-director Maggie Carey has put together a shockingly naughty sex comedy set in the early ‘90s and featuring female protagonists. Aubrey Plaza continues her cinematic wonder streak as Brandy, class valedictorian and super virgin. After some discussions with her best buds (Alia Shawkat and Sarah Steele), she decides she needs to make a sex “to-do“ list to ready her for the rigors of college life. This results in a lot of awkward sex acts among high school grads, with some of them performed by best bud and secret admirer, Cameron (Johnny Simmons). Brandy gets a summer job as a lifeguard, where she pines for Rusty Waters (Scott Porter) and works for a deadbeat boss (the hilarious Bill Hader, Carey’s husband). Plaza proves she’s game for anything, including a fantastically crude play on the Caddyshack “doodie” scene, and all sorts of bodily fluid exercises. Clark Gregg just may be this year’s funniest movie dad, and Rachel Bilson scores uproarious laughs as Brandy’s bitchy sister. As far as the summer goes, this one has the most laughs per minute, and I can’t wait to see what Carey comes up with next. She writes a mean script.

With this, we get two-thirds of a decent movie. The movie has a helluva start, and an even better middle, making it seem like it’s going to deliver the big summer goods. Then, in its final act, it totally craps out. Too bad, because I was looking to Brad Pitt’s zombie movie as relief from the mediocre big budget blockbusters we’ve gotten this summer (with the blessed exceptions of Iron Man 3 and Star Trek Into Darkness).

The much troubled production shows every one of its scars, especially in its bungled, positively ridiculous finale. The opening sequence in Philadelphia is a winner, and the zombies attacking Israel and going nuts on an airplane score good thrills. The movie doesn’t know where it’s going in the end, and it just sort of putters out. Pitt gives it his best, but the movie seems afraid of itself. A zombie movie with no blood and no ending does not a good blockbuster make.

The Wolverine

I’m not an X-Men Origins: Wolverine hater. I thought it was stupid fun.

Still, many despised it, so this is a new attempt to take Hugh Jackman’s Logan into a freestanding franchise. Director James Mangold goes a darker, more serious route, but proves quite adept at making action scenes.

The opening scene in Nagasaki and a fight above a bullet train are incredible. Jackman, who has a lot more veins popping than the last time we saw him, still has a blast in the title role. The plot involves an old friend of Wolverine’s looking for the key to eternal life, which Wolverine actually has, so this makes him a mutant of extra purpose. Most of the action takes place in Japan, and Wolverine loses his powers for a stretch, so we get the odd sight of him bleeding and getting lethargic. Mangold and his crew must get credit for filming two of the year’s most beautiful women, Tao Okamoto and Rila Fukushima.

Good lord, these two are remarkable looking.

Famke Janssen makes some dream appearances as Jean Grey, and, yes, stay through the credits to get what some might consider to be the film’s best scene.

True blue Moses Jones Bryan Jones is busting into the great blue yonders of the solo world. The local musician is known around the by Laura Davis scene as one of the voices behind the popular, jazz-influenced folk band Buster Blue, but he’s a selfproclaimed shy guy. When stripped of the uniform identity the band offers, what does one know about the individual who started Buster Blue back when he was 19, and has since taken them on to be road warriors, sleeping in a tour van more often than a bed?

The new-found creative freedom gets back to the basics, “without all the bells and whistles”—just an acoustic guitar and Jones’ raw vocal strength. No longer having other members’ input and musical arrangements to worry about, he’s been able to rediscover himself as a songwriter.

“When I started playing music in high school, there were always people around to play with,” Jones says. “I didn’t really explore the solo option ever.”

Performing on his own has forced Jones to step out of his comfort zone, an act which he says by default leads to his Moses Jones song catalogue being more personal.

Take the Moses Jones track “Quinceanera Dress,” for example.

The twang-distressed vocals tell an autobiographical tale about a childhood friend of Jones who drowned when they were 15, a tragedy he’s only recently found the strength to publicly express.

“If it makes me uncomfortable, it’s probably better quality,” he says. “It’s easier for me to do that by myself than as a collaboration. … These songs are a lot more adventurous.”

The solo act has inadvertently led Jones to fine tune other areas in himself he previously saw as weak.

Having always had a band to intermingle with dispersed the spotlight, and alleviated missteps and nerves.

“You can’t blame anything on anybody else,” he says. “You can drop off on guitar and forget a lyric—but if you’re by yourself and you forget, there’s not much else going on to distract from it.”

And being up close and personal with audiences has helped Jones connect with not just his music, but those who love and support it.

“Every show is like a conversation,” he says. “You get to see if people will respond, whether musically or conversationally.”

As for what Moses Jones mean for Buster Blue? Only good things.

Jones views his solo act as a way of staying focused in the band’s off season. Buster Blue will be hitting the road once again in fall to promote its new full-length album, Sleep Less Where the Heart Is. “[Moses Jones] is like keeping the carrot in front of the horse,” says Jones. Ω

For starters, did you know the Gardnerville native was raised by his grandparents? A fun fact that led to Jones’ solo persona, Moses Jones.

“When I was younger, my grandma used to tell me I was ‘slower than Moses,’” says Jones.

His grandma would tease him when he’d putter around the house.

As for those crooning tracks of heartache and upbeat misfortune made popular with Buster Blue and getting further honed with the Moses Jones act—they spawn from personal accounts as well. They date back to Jones’ first experience with love, when his girlfriend at the time cheated on him, with his roommate, on his birthday.

Yeah, Jones has his share of inspiration to draw from, and with the solo project acting more as a journal entry than the full band ever allowed, listeners are given a sneak peak into his—as he describes it—nicely neurotic head.

“If it makes me uncomfortable, it’s probably better quality,” says Bryan Jones.

Roy Rogers and the Delta Rhythm Kings The blues/rock slide guitarist headlines a benefit concert this weekend. Rogers has been nominated for multiple Grammy Awards as well as two W.C. Handy Awards. As a recording artist, as well as a producer and composer, he has recorded with Carlos Santana, Bonnie Raitt, Linda Ronstadt, Steve Miller, Sammy Hagar and other artists. His recent collaboration with the late Ray Manzarek, Translucent Blues, debuted at No. 6 on the Billboard charts, and reached No. 1 on the American Roots Rock Chart in 2011. Rogers will be joined by the Delta Rhythm Kings featuring Steve Ehrmann on bass guitar and Billy Lee Lewis on percussion. Local band Ignition will open the show, which starts at 7:30 p.m., Saturday, Aug. 3, at the Bob Boldrick Theater in the Carson City Community Center, 851 E. William St, Carson City. Tickets are $26. The show will benefit the Comstock Residents Association’s efforts to preserve and protect the Virginia City National Historic Landmark from the effects of open-pit surface mining. BLOODED Lake Tahoe SummerFest

Hot August Nights Arguably the area’s biggest special event of the year kicks off this weekend, Aug. 2-3, with show-n-shines, poker walks, automotive exhibits and more at MontBleu Resort, 55 Highway 50, Stateline. The 27th annual celebration of classic cars and rock ’n’ roll music moves to Reno starting with the Pre-Kickoff Party on Sunday, Aug. 4, at Bonanza Casino, 4720 N. Virginia St., and then continues on Aug. 6-11 with nightly cruises, drag races and burn-outs, the Hot August Nights Car Auction presented Barrett Jackson, a car parade through downtown Reno, live entertainment on various stages at venues across Reno and Sparks. The classical music festival features the stirring strains of musical masterpieces in an intimate outdoor setting. The festival kicks off on Friday, Aug. 2, with a concert by mezzo soprano Frederica von Stade and the Lake Tahoe SummerFest Orchestra conducted by Maestro Joel Revzen. More than 40 virtuoso musicians from the Metropolitan Opera Orchestra, the Los Angeles Philharmonic, the symphonies of San Francisco, Seattle, Vancouver and others make up the seasonal orchestra. Six renowned soloists, including von Stade, violinist Jennifer Koh, pianist Benjamin Hochman, harpist Meredith Clark, flutist Demarre McGill and composer and trombonist Chris Brubeck will perform with the orchestra in a series of concerts on the weekends of Aug. 2-4, Aug. 9-11 and Aug. 16-18.

Orchestra programs are Friday evenings at 7 p.m. Family concerts are Sunday afternoons at 4 p.m. Chamber music concerts will be held on Saturdays at 7 p.m. Tickets are $12.50-$75. Too mush too soon I’ve been dating an amazing guy. Our first amazing date turned into an amazing night, which turned into an amazing month. We completely adore each other.

Every time we hang out feels like the greatest day with a best friend. The problem is, I work and go to college full time, and I really wasn’t ready for anything more than fun and sex. In fact, “more” is freaking me out.

Because we’d initially agreed that we were only looking for something casual and short-term, I told him that I was developing feelings for him and gave him the option of walking away, but he actually seemed happy to hear how I felt. I have such jitters now because I cannot afford to risk getting distracted from my studies. When I think about this, I sometimes get so anxious that I feel I need to ditch this amazing guy, which is the last thing I want.

Love sometimes calls upon people to do more than just show up to bask in its glow. Take that emperor, way back when, in India. When he wanted to memorialize his beloved wife, he built the Taj Mahal, not the Taj Ma lean-to.

Luckily, Mr. Amazing won’t have to muster 20,000 workers to spend 20 years building an “elegy in marble.” What you need is a boyfriend who’s willing to have what amounts to a long-distance relationship while living only a short distance away. In other words, he’ll have to be up for long walks on the beach—by himself—while you’re back in your dorm room, in bed with both Geoffrey Chaucer and William Shakespeare.

And as lovely as it is when a man “says it with flowers,” when you need to pry yourself away from him to get back to your studies, he should show you that he loves you by handing you a single red crowbar.

It’s possible that spending the next few years as your sainted boyfriend will wear on him and cause him to walk. If, however, he does stick around, it’s either because he prefers martyrdom to checkers or Ultimate Frisbee or because you two have something special.

It’s easy to be supportive when a big bed and a couple of mai tais are all that’s on the agenda, so it says a lot when a guy’s always got your back, and not just because he’s looking to unhook your bra. Be sure that you don’t take this for granted and that you regularly express your appreciation. It won’t be easy to maintain your job, schoolwork and even a muted relationship simultaneously. The stress may leave you needing to lose the freshman 15 pounds, but if your amazing relationship is as amazing as you say, there’s a good chance you won’t need to lose the freshman 165.

Hell no, kitty My girlfriend is a smart and accomplished 33-year-old woman who wears little girl-type clothes. She always looks pretty, but there are times I wish she would dress more like an adult. For instance, last week, we had dinner with my boss, and she wore a pink Hello Kitty T-shirt and pigtails. How does a man ask a woman to sometimes dress a little more sophisticated?

I used to worship Hello Kitty, and then I turned 7.

Some women do work the head-to-toe little girl look longer than others, but 33 sounds a little late for it.

Maybe your girlfriend has gotten in a style rut and hasn’t noticed that she isn’t pulling off 22-going-on-12 like she used to. Then again, she might be wearing these clothes because she’s aged out of them.

No one had ever pulled it off until 12-year-old Tom Schaar did it in 2012. Since then, two other teenage boys have managed the same feat. But I predict that a Scorpio skateboarder will break the record sometime soon, managing a 1260, or three-and-a-half full revolutions.

Why? First, because your tribe is unusually geared to accomplish peak performances right now. And second, you have a knack for doing complex maneuvers that require a lot of concentration.

able to accomplish was to create a more customer-friendly atmosphere. In other words, people will come in, they have to go through government agencies to get what they need, to follow the rules. And in order to accomplish that, I felt when I went in that there was more obstruction than there was assistance. And so I was able to turn my office around to be more assisting to the customers, which is the citizens. So I feel like I accomplished that. We have a saying in my office: “Do everything you can to help the customer achieve what they need.”

Amy Harvey Washoe County Clerk Amy Harvey retired last week in the middle of her fourth elected term. She swore in Nancy Parent, appointed by the County Commission to replace her.

Harvey said the recent death of her mother and her husband’s retirement made her realize that she should put the working part of her life behind her and enjoy the people in her life. Her only immediate plans are to travel to New Haven to see a grandson take a master’s degree from Yale.

What do you think about what has happened to politics over your time in office?

I think it’s become very abrasive. I think that people are not able to articulate their differences without reducing it to a personal level, which it shouldn’t be.

Did that start happening with ministerial offices like yours?

Not so much, but we’re still on the outskirts of it because I observe it when we do the meetings with other bodies, like we have the meetings [group]—which aren’t meetings—with Reno/Sparks, Washoe County, the school board. I just feel like it’s just not an honorable profession like it used to be. People said what they meant, and they stood for something, and now it just seems to be so partisan. It’s not any more about helping people in our community. I’m frustrated. I’m frustrated with it.

When you first ran for the office, or while you were serving, did you develop goals you wanted to accomplish in the office and were you able to do them?

No. No, because the two branches of government are so separate. … The only difficulty was probably in space issues at the courthouse.

When you get up in the morning for the next couple of weeks, are you going to have trouble adjusting to the fact that you don’t have to go anywhere?

What kind of goals did you have?

Well, one of my first goals, of course, was to try to address the usurpation of the county clerk’s job by the courts. [First in a court case, Harvey v. Second District Court, and then in legislative action, Harvey tried to reverse actions by the courts that had gradually shifted the clerk’s authority to the state district courts.] That was one of the biggest issues I went in about. But some of the other things I was

I just about fell off the stool. Antelope, elk and deer pizza? “Oh yeah,” she boasted, “and I shot the antelope and the deer. Jack got the elk.”

That pizza was so goddamn good it wasn’t funny. After my second piece I was thinkin’ I’d done real good with my Belmont improv. And then Betsy showed up with her chicken taquitos. Ω

So when I got to Carson, I jazzed. I headed east instead of south, turning left on 50, then right on 95A, then over to Hawthorne and then, by late that afternoon, I was on my way to good ole Belmont, about 50 miles northeast of Tonopah.

There was one joint open in this well-kept “ghost town,” a saloon called Dirty Dick’s. How could I not go in? The locals were already hangin’— Donnie, Carl, Jimmy and Stretch, all being cared for by the friendly and perfectly bearded barkeep, Fly. In Dirty Dick’s the one available imported beer was Coors, since it had been shipped in all the way from Colorado. Pop me one, Fly. As I sat and listened to these gents tell the tales of their day, which were mainly about (1) tractors, (2) cattle, or (3) stuff, it struck me—there are guys in Denmark and Rhode Island that would pay good money to be here in this bar right now. Real good money.

Possibly. I do think possibly, yes—on both sides. I do think there were.

Yes, but it took a lot longer than I thought it would. … Changing bureaucracy takes a lot of work, and it’s not easy to do. And it does take persistence, and it takes communicating with people and trying to get them to see your vision.

On down the road A lot of people travel in a style that I think of as classical, meaning they travel in a way that’s much like the way a classical composer like Brahms would write a piece of music. Every note is in place, every instrument plotted, every movement arranged.

“On the 17th, we’ll be here. On the 20th, we’ll be here. On the 22nd, we’ll be having lunch here.” That’s fine and dandy. I’ve traveled that way, and it certainly has its benefits.

But my natural travel style is much more jazzy. Instead of tripping like Schubert, I’ll mosey like Dizzy.

That is, I’ll hop in the car and head out of town, not knowing exactly where I’ll end up that night. Or tomorrow. Four days from now? Your guess is as good as mine.

Funded, at $2.40 per acre, compared to $30.56 per acre spent on National Parks, a bare $65 million annually is spent to protect and manage the systems 28 million acres. This doesn’t begin to meet the needs for wildlife, wilderness and open spaces.
