Mister Ed Welcome to this week’s Reno News & Review.

I’m pleased to announce I’ve accepted the position of editor of the RN&R. (I’ve been associate editor since December.) I probably don’t need to reintroduce myself, but here’s the short version: I’m a native, and a graduate of Reno schools—Brown Elementary, Pine Middle, Galena High, and the University of Nevada, Reno. I majored in English and minored in art, and I’m now a grad student and an instructor in the school of the arts.

My first contribution to the RN&R was a restaurant review in 2002. I became the arts editor in 2008. Although my background is in arts writing, I understand the gravity of hard news. Sheldon Adelson secretly bought the Las Vegas ReviewJournal last year. In a time when a secretive billionaire can buy the state’s largest newspaper, independent journalism is more important than ever.

News editor Dennis Myers remains our ace on the mound.

Special projects editor Jeri Chadwell-Singley is a hardhitting slugger. Calender editor Kelley Lang is our leadoff hitter.

And our bullpen of contributors is strong—photographers Eric Marks and Allison Young, columnists Sheila Leslie, Brendan Trainor and Bruce Van Dyke, critics Bob Grimm and Todd South, and arts writers like Kris Vagner and Jessica Santina.

There will be some minor, mostly cosmetic, changes to the paper in the near future, but I don’t want to change the things that work: fierce independence, unbridled creativity, and unwavering devotion to Northern Nevada.

South McCarran Boulevard as it cuts through the hills is the prettiest thoroughfare in the Truckee Meadows, and I feel so blessed to be living in a residential neighborhood set along this winding road.

Lately, I have grown appalled at its condition.

The ruts in both the eastbound and westbound lanes, from Belsera to Caughlin Parkway, are unbelievable!

They cause wear and tear on tires, and are unsightly. Meanwhile, the median and shoulders are strewn with weeds and a dumping ground for litter. Is anyone in charge of maintaining McCarran? If so, does anyone care about restoring its condition to one of beauty?

Party or country?

They’re in a pickle now.

It has been strangely fascinating and horrifying to watch the Republican party self-destruct.

Witness the Washoe County Republican Central Committee meeting last month when police had to be called after things got a little by too physical between members who Sheila Leslie disagreed about how the leadership would be elected.

That same week in Carson City, the executive board of the Carson City Republican Party voted to expel their Assemblymember, P.K. O’Neill, because they didn’t like his 2015 vote to impose a small corporate tax on large businesses to fund education.

While Democrats continue to feud about Bernie vs. Hillary, there’s no comparison to the deepening schism between establishment Republicans and the party base voters who are solidly behind Donald Trump.

As Frank Rich points out in a recent New York Magazine piece, these Republicans “have every right to say that they are the real Republicans, and after Cleveland,

they could even claim to be the de facto new Establishment, if they believe in such a thing.”

Maybe that’s why twice as many Nevadans registered as Democrats last month, rejecting a Republican Party determined to destroy itself.

U.S. Sen. Lindsey Graham said as much in a tweet the morning of the Indiana primary: “If we nominate Trump, we will get destroyed…and we will deserve it.”

And then Trump won.

Many Republican strategists are ready to concede the presidential contest, asking their major donors to shift corporate dollars to U.S. Senate candidates in order to preserve Congressional power, presumably to continue their obstructionist behavior, blocking a Democratic president’s agenda even when they agree with it.

Others doubled down on the #NeverTrump movement. A former deputy press secretary to President Bush wrote: “For the thick-headed, #NeverTrump means never ever ever ever ever under any circumstances as long as I have breath never Trump.

Get it?” A fundraiser for Senator John McCain declared his intent to vote for Hillary Clinton, tweeting “The GOP is going to nominate for President a guy who reads the National Enquirer and thinks it’s on the level. I’m with her.”

David Brooks, a conservative columnist for the New York Times, is also ready to throw in the towel for 2016, urging Republicans to reform their party. In his column, he wrote that “this is a Joe McCarthy moment. People will be judged by where they stood at this time. Those who walked with Trump will be tainted forever after.”

“Up until now, America’s story has been some version of the ragsto-riches story, the lone individual who rises from the bottom through pluck and work,” Brooks writes. “But that story isn’t working for people anymore, especially for people who think the system is rigged.”

He calls on Republicans to start preparing for the future by taking a much closer look at the “pain there is in this country,” citing the rising suicide rate and the persistent belief

by so many that we’re “all in this together” is no longer true.

Set aside the fact that a lot of Democrats share that last sentiment as our leaders exempt billionaires from decades of taxes while insisting the only way to fix our crumbling schools is to raise the regressive sales tax, demanding more money from the poor and seniors on fixed incomes. Republicans must decide whether their party or their country comes first.

It’s disappointing to see Gov. Sandoval and Rep. Joe Heck take the cowardly path, choosing to back Trump, a man who is manifestly unfit to be President, to avoid a backlash from his followers, a backlash that could cost them an election. Senator Heller showed a little more backbone, pointing out that Nevada is the only state that allows a vote for “None of the Above.”

History will not be kind to them, knowing they could have chosen country over party and sent a clear message that our nation is more important than any one election. Ω

FDA out of control Recently, this paper reported on vaping culture in Nevada. Then on May 5, the Food and Drug Administration (FDA) issued new regulations that could drive a stake into the heart of the vaping industry.

The FDA announced it was extending its regulatory powers over by Brendan Trainor “tobacco products” to include not only cigarettes, but cigars, hookah and pipe tobacco, and “electronic nicotine delivery products,” which means e-cigarettes and vape pens.

They called this a “milestone in consumer protection”—which means it is a death knell for thousands of cigarette smokers who will find it more difficult to switch to vaping.

The FDA did not ban e-cigarettes.

They just put regulatory pillows over the heads of the vaping and cigar industry manufacturers and will hold them there until they stop thrashing.

Every new “tobacco product” has to submit to a long, arduous, expensive regulatory review before they can bring the product to market. The opening gambit is a million-dollar new product application fee. This

will put small vaping companies and startups out of business.

The hand that's pushing down on the regulatory pillow is the FDA’s decision to decide the merits of an application based on the population as a whole test, instead of on the impact to current tobacco users. No one disputes that heavy cigarette smoking is dangerous. At least 30 percent of heavy cigarette smokers— two packs a day or more—can expect to have severe health consequences, such as lung cancer.

The other forms of nicotine ingestion, such as smokeless tobacco, cigars and pipe tobacco, are far less dangerous, reducing serious health risks down to around 5 percent. E-cigarettes are even safer, because the combustion temperature is very low and the user does not inhale heated smoke and chemical byproducts with the nicotine. The prestigious British medical journal Lancet just published a major study confirming the much better health outcomes of vaping compared to cigarette smoking.

By using the population as a whole standard, the FDA is saying that new users of alternative tobacco products may enjoy nicotine ingestion so much they will later switch to cigarette use.

There is no evidence that this “gateway drug” theory is actually occurring in real life, but the New Deal-era FDA believes it has the statutory authority from Congress to limit the liberty of the people and do a preemptive strike at the industry, you know, just in case.

It saddens me to see the young Bernie supporters who believe the answer to every problem is more government regulation. The progressive ideal of administrative agencies that combine the constitutional powers of legislation, administration and judicial determination based on overly broad Congressional statutes, subject only to later judicial review by a not-so-independent judiciary, is a double-edged sword. Yes, these progressive agencies get headlines, and the public sees the

approval process, and assumes the government is on the job. But what is unseen are the effects that the regulations have on entrepreneurial innovation and free choice by consumers. They have no measurement to comprehend how many opportunities are lost for those who desperately need an alternative solution but never get to see it because the regulatory burdens keep the solution from the market.

The FDA is waging a war on pleasure, making nicotine ingestion itself the target. Nicotine by itself has no serious adverse health effects, and if the delivery system is safe, or at least much safer than cigarette smoking, the agency is making a moral, rather than a health and safety, determination.

The FDA is outmoded and should be abolished because it does more harm than good. Ω

Democratic leader Harry Reid’s last big political play may be a really negative one.

RPD probed Some locals are putting their hopes in the Washoe County Sheriff’s office, which has been charged with investigating a violent early morning incident on May 5 involving the Reno Police Department.

In that incident, two men—22-year-old Jacob Finn and 23-year-old Andres Meza—were involved in a dispute with Reno police officers in the Holcomb/Ryland neighborhood. Police said they responded to reports of burglary and assault and learned that a 58-year-old man had been beaten. They arrested Finn, and Meza was hospitalized in intensive care. Police claimed the two resisted arrest and Meza was reported by police to be holding a hammer. A Tazer and nightstick were used against Meza. It is not known whether he will be arrested following his hospitalization.

Some advocates for the two men have objected to the version of the incident released by police.

This version was posted on Facebook: “Shawn Palomares: Last night the cops broke into my old home most people know as ‘Fort Ryland’, and assaulted my friends Nick Meza and Jacob Finn. They were suspicious about Jacob, so they broke in and beat him with a club. Nick pulled out his phone and tried to record Jacob being beaten. The police didn’t like that Nick was videotaping them. They used their clubs and hit Nick in the face and broke his nose. When my friend Valentine tried to reason with them, one police officer pulled out their gun and pointed it at him. They ARRIVALS AT FINN-MEZA FUNDRAISER arrested both my friends Nick and Jacob. Nick only videotaped what happened and was beaten and arrested. Jacob is in jail, Nick is in the ICU’- Nathan Lachner.”

It is not apparent from this text whether the person who wrote it was physically present or is repeating events described to him.

At a May 7 fundraiser for the two men, organizers and attendees declined to describe what happened on May 5. Drummer Jordan of the band ADHDOD said he knew nothing of the incident and that his group had merely been engaged for the fundraiser.

Kristin Rodriguez has been busy on social media urging people who were present to contact sheriff’s investigators, resulting in online dialogue like this: Michael Maxwell: “Valentine and Sosa are the only ones who were there other than nick and tarzan.”

Kristin Rodriguez: “I wasn’t able to get ahold of valentine but idk sosa or dani so plz feel free to pass the info along if they don’t already have it!”

Michael Maxwell: “They’re all in direct contact with the detective from what I know.”

Kristin Rodriguez: “OK, good! Just wanted to make sure everyone had the resources they need since I know a couple people reached out to the news outlets & they’re usually useless.”

A video of the incident has been posted, but it is so shrouded in darkness it is difficult to say whether it supports one side or the other. No hammer appears to be in the footage.

Attempts to learn if the officers had a warrant before entering the building and how many people have contacted the sheriff’s department with information so far were unsuccessful.

Will Reid do it again?

Nevada senator warms up his Romney tactics for Trump U.S. Sen. Harry Reid of Nevada last week held conference calls with national political reporters for the ostensible by purpose of discussing the Supreme Dennis Myers Court nomination of Merrick Garland. Once on the phone with them, however, he unloaded on Donald Trump, prompting a round of headlines like these: “Reid spoiling for a fight with Trump.”

One media outlet that was underwhelmed by Reid’s blitz was the New York Times, which ran only a 168-word blog item with the sneering headline, “Harry Reid Assails Donald Trump With Adjectives.”

Reid, who is retiring from the Senate in January, appeared to be planning a role for himself against Trump in the general election

campaign, freeing up the Democratic presidential and an as-yet-unnamed vice presidential nominees to take higher roads.

In 2012, many Democrats felt Reid went past lines of good sense and reasonable conduct—even for politics—when, without proof, the senator made wild charges about Republican presidential nominee Mitt Romney’s taxes. Few leading Democrats came to Reid’s aid as negative publicity from left and right inundated the Nevadan (“Harry Reid’s hit on Romney,” RN&R, Sept. 6, 2012). The whole incident gave him a reputation as a rough partisan attack dog.

After Romney released his 2010 return and an abstract of his 2011 return, Reid—who has not released his tax returns since his first, unsuccessful U.S. Senate race in 1974—demanded that Romney release additional years and claimed, “He didn’t pay taxes for 10 years.” When reporters and civil libertarians pointed out that Reid had not provided any proof, he said Romney should disprove the Reid statements, a stance that prompted numerous journalists to call Reid a McCarthyite. Even Human Events, a McCarthyite publication, used the term against Reid.

The 2016 campaign is already expected to be a notably negative one. Both presidential nominees have high negatives before even achieving their parties’ nominations, something

that has never been true before. Both are also extremely well known. In most campaigns, such as 2000 when George W. Bush was a new national figure or 2008 when Barack Obama emerged from the back ranks of the Senate to defeat Hillary Clinton, there are usually relative unknowns in the race. This year, that is not the case and neither candidate can use the time-tested strategy of trying to define an opponent before she or he can do it themselves. Clinton and Trump are already highly defined, and not particularly favorably. They are widely expected to tear each other up.

In the conference call, Reid called Trump a racist, anti-woman, anti-Muslim, anti-Latino, anti-immigrant, anti-worker and anti-Obama, and attacked Republican leaders for now looking for ways to kowtow to the billionaire instead of declaring their independence of him.

“It is a sad day for Republicans when they decide to bow to Trump,” Reid said.

If a U.S. senator wanted to retire as a beloved figure, this seems like an odd way to do it. But political analyst Fred Lokken said, “At this point, I think he sees it as a high point. He doesn’t see it as demeaning at all.”

Lokken said a role in a “Stop Trump Movement” for Reid could “spark interest in Democrats” after they failed to turn out at the polls in 2014.

Reid and his fellow Democratic leaders could be faulted for the current state of Republican elective dominance. The lethargy of rank-andfile Democratic voters in 2014 led to terrible party turnout that swept Republicans into offices they had not held for decades. In Nevada, the GOP sweep was the greatest since 1890.

“I can’t think of anyone who has been such a dyed-in-thewool, committed, pit bull for the Democratic Party that [Reid’s] been,” Lokken said. “He’s been the dominant force in the Nevada Democratic Party.”

Meaning, if there is another failure of Democratic turnout, it likely won’t be Reid’s fault.

So far, Reid has only touched lightly on the issue of Trump’s tax returns, though he may step it up later. The tougher shots at Trump on his taxes have come from, of all people, Mitt Romney—the same Reid target who received sympathy from left and right for Reid’s unsubstantiated charges.

“We have good reason to believe that there’s a bombshell in Donald

Trump’s taxes,” Romney told Fox News in February.

“Either he’s not anywhere near as wealthy as he says he is, or he hasn’t been paying taxes we would expect him to pay, or perhaps he hasn’t been giving money to vets or to the disabled like he’s been telling us he’s been doing,” Romney went on.

The dispute drew widespread comment about Romney using the same tactic that had been used on him.

Trump has said he is not yet releasing his tax returns because they are being audited by the Internal Revenue Service, which his tax lawyers have confirmed.

It’s not clear why that would prevent him from releasing copies of the returns, however, and IRS Commissioner John Koskinen said Trump, if he chooses, can go ahead and release them while the audits are ongoing.

“What I have said is that even when we are dealing with someone, their tax return is their own possession, and they can do what they would like with it,” Koskinen said at the National Press Club.

“It’s wrong,” Reid said of the audit issue. “It’s a diversion.”

Well, before Trump clinched the nomination, Reid was attacking Republican leaders for creating a political climate that allowed Trump to emerge.

“Now it’s time for Republicans to undo what they’ve done by denouncing Donald Trump,” he said. “Trump is the GOP’s Frankenstein monster.

In 2011, a study by the Center for Responsive Politics found Trump had given money to 96 federal candidates in the previous ten years, and Reid at $10,400 was fourth on the list. Last year, Trump told CNN his contributions were good business: “We have gridlock in Washington, for instance. I’ve helped Nancy Pelosi.

For those who are itching to see more of the solar system, a door at the back of Sparks High School serves as a portal to the galaxy. Inside, the Challenger Learning Center of Northern Nevada takes students and other by Kelsey Fitzgerald groups on simulated space missions to Mars, the moon and other far-off destinations.

Founded as a non-profit organization by the families of the seven astronauts lost during the Challenger Space Shuttle disaster of Jan. 28, 1986, Challenger Learning Centers provide programs focused on team building and problem-solving in 45 locations around the world. Northern Nevada’s Challenger Center opened in 2014, and will be moving across the valley from Sparks High School to a new location at the National Automobile Museum in Reno early this summer.

The inside of the Challenger Center is set up with a mock spacecraft module, where students role-play the jobs of astronauts. In another room, a mission control center simulates a working space for a team stationed back on hard ground, which could be Earth or another planet, depending on the scenario. The teams include communications officers, navigators, engineers, medical staff, geologists and others—each with specific jobs in the mission.

Nevada aids and abets The ‘Delaware of the West’ in the Panama Papers

20th century, Delaware had been known as the best place for corporations to incorporate. More than half of publicly traded corporations are incorporated in Delaware. Truth to tell, most states offer similar easy-on-business incorporation laws as Delaware and Nevada, but they don’t publicize them.

Nor did Nevada, usually. The state had a minor reputation as a haven because it shields corporations from taxes and liability, but it had not been something the state really cultivated. That was changing.

As I sold the story to various media entities, I learned more about what Nevada offered. I wasn’t all that comfortable with the secrecy the state gave corporations. It was pretty clear it came at the expense of shareholders and the public. Nevada requires that officers be disclosed, but not shareholders or even just major investors. I thought it was lunacy for Nevada to hide from shareholders the involvement of an Ivan Boesky in a corporation.

It was the 1980s, a decade of graft and greed, and prosecutors were that very year closing in on Michael Milken.

On the other hand, I liked the idea of publicizing Nevada’s practices more than they had been in the past. After all, reporters were well known for their aversion to a lack of transparency, and when they learned how Nevada operated, it would result in reporting that would throw a spotlight on the state’s conduct. That might lead to change.

Over time, we had considerable success promoting the notion of Nevada as a haven, though our efforts were dwarfed by those of private firms. There are companies that help people form Nevada corporations and provide “resident agent” service. Every corporation must have an agent in Nevada on whom legal papers can be served. That, together with filing fees, are the principal benefits the state gets from being a haven.

Those firms put signs in airport concourses, advertised in airline magazines, advertised “Incorporate in Nevada” anywhere businesspeople might be likely to see it. There is less of that now—the internet has rendered it unnecessary.

Also at the time, Nevada was sort of the mecca of securities fraud, and Secretary of State Frankie Sue Del Papa was battling to stamp it out, not an easy task given that the authority was split between two agencies for two different types of securities.

So at the same time that we were trying to publicize the need for curbing one kind of dubious business practice, we were trying to promote another kind that the legislature had authorized.

Papers. Nevada was number eight, below traditional havens like the Bahamas and Seychelles, but above Hong Kong and the United Kingdom.

In one highly publicized example, NML Capital—a creditor of the Argentine government— sought information from MF Corporate Services (Nevada) Limited, a firm incorporated in Nevada, only to learn that MF Nevada had set up 123 shell companies that kept NML chasing its tail in its quest to get paid amid allegations that the $50-60 million owed to NML had been embezzled and laundered.

Eventually a thousand or so Nevada shell companies were revealed to figure in the Panama Papers. In Brazil’s Petrobras scandal, more than 100 people have been arrested, including legislators and top executives at Petrobras, the national oil company, and a former president was questioned.

It was alleged in court papers that stolen money laundered through Nevada companies was used to buy coastal homes in São Paulo, Brazil.

Soon the news was filled with the role of U.S. state governments in sleazy doings of all kinds.

“The proceeds of global financial intrigue turn up in the United States in the form, for instance, of all-cash condominium sales in Miami, or in special trusts in Nevada, South Dakota and Wyoming,” the Boston Globe said.

“Congress should demand that those U.S. states famous for allowing the onshore equivalent of offshore havens—Delaware, Nevada, Wyoming— play by the same rules as everyone else,” the Miami Herald editorialized.

Public News Service: “Panama Papers reveal that shell companies incorporated in Nevada are linked to hundreds of millions of dollars in losses from schemes to defraud a wide range of groups, including Medicare, elderly investors, church members and people in the armed forces.”

“It shouldn’t be surprising if nefarious characters or the family members of corrupt politicians are found to have been hiding behind shell corporations crafted in Nevada,” Las Vegas Review-Journal columnist John L. Smith wrote with admirable home-state candor. “It’s what we do.”

A year or so ago, a collection of more than 11 million confidential documents were leaked to the German publication Süddeutsche Zeitung, which called on the International Consortium of Investigative Journalists for help in analyzing the massive collection. Over more than a year, 400 journalists in dozens of countries scrutinized the documents. On April 3, the first journalism based on the documents began appearing, and Nevada quickly found itself receiving unfavorable publicity.

The topic of the papers was more than 200,000 offshore companies associated with the Panamanian law firm Mossack Fonseca.

Granted, if Nevada had cracked down on its shady laws, businesses would just have gone to other states. All states offer confidentiality to corporations and, more recently, limited liability companies. At the same time we were publicizing ourselves, Oregon was engaged in the same thing— it had similar laws—and having some success.

“Oregon—where timber and agriculture reign—is rolling out the red carpet for corporate American in the hope of becoming ‘the Delaware of the West’,” United Press International reported in July 1987. Fortunately or unfortunately, though, Oregon wasn’t getting the message out as strongly as we were. (There was one story from the Knight Ridder Newspapers in 1988 that quoted British Virgin Islands Secretary of Finance Robert Maphavius saying, “We are now emerging as the Delaware of the West Indies.” That had success—the reporters’ consortium listed the BVI as the top haven in the Panama Papers.)

I also did some research that suggested Nevada’s role as a haven cost it more than it made from the filing fees. Federal cabinet departments, agencies and Congress sometimes turn to the number of companies in each state as one indice to determine the economic health of the states in determining where to distribute federal funding. By this indicator of number of companies per resident, Nevada is in no need of help. (After leaving the secretary of state’s office, I did some coverage of this aspect.)

Most journalists ate up everything we gave them—it was, after all, a legitimate story—but they showed a startling lack of curiosity about the secrecy Nevada fostered in the business world at a time of widespread corruption in commercial finance.

This was shown neatly by one incident. We got a story on Nevada as the Delaware of the West into the San Francisco Chronicle. After I read it, a thought struck me. I walked out into the corporate

registration area and asked someone to look up the San Francisco Chronicle. Nothing. So I suggested searching for Chronicle Publishing.

Bingo.

Though the Chronicle story had not mentioned it, the San Francisco Chronicle was a Nevada corporation. In other words, the reporter in his research failed to turn up the fact that he was writing for a Nevada corporation while doing a story about companies that incorporate in Nevada. That tickled me, and I gave the information to Reno GazetteJournal columnist Rollan Melton, who turned it into an item in his column. I would have preferred a better researched story by the Chronicle.

Far from the publicity of “Delaware of the West” leading to more scrutiny and changes in the way Nevada does business, the state in 1991 went deeper into questionable practices, extending its protections to limited liability companies (LLCs) that were at the heart of many Panama Papers cases. They could also be at the heart of darkness.

with assistance from Mary Manning, Steve Kanigher and Rebecca Clifford, the 2,554-word report named names and cited chapter and verse on scams that victimized the public, including rapeand-run schemes that made Nevada corporations appear like the coming thing, inflated their stock prices, then left investors holding the bag after the officers fled. Coolican reported that on a single day—March 8, 2005—the Securities and Exchange Commission suspended trading in 34 firms involved in suspicious trades. Twenty-two of them were Nevada firms.

Many Nevada firms, he reported, trade on small stock exchanges where the regulation and scrutiny was lacking. And, Coolican wrote, Nevada stood at risk of becoming “a breeding ground for terrorist financing.”

Nevada legislators, inclined to a ho-ho, aren’t-we-devils attitude, were no longer playing games. It was evolving into, ho-ho, aren’t-we-getting-in-too-deep?

Dangers

The world was changing as the 21st century neared, and drug prohibition and extremism were creating a more dangerous world. The addition of new laws in the 1990s increased the threats to Nevada from pampering business.

Just as serious is money laundering and funding for terrorism. Drug agencies and, after September 11, security agencies took more of an interest in Nevada. The risk was no longer merely of having the concealed presence of a Boesky in a Nevada corporation firm, but a bin Laden or Pablo Escobar—or their operatives.

U.S. Sen. Carl Levin of Michigan has tried to patch the leaks that state governments provide for money laundering. In a 2006 statement, he said: “These [websites] portray our states as welcoming those who want to operate U.S. companies with anonymity. That type of anonymity is exactly what we’ve been criticizing offshore tax havens for offering to their clients. In fact, our last subcommittee hearing lambasted offshore jurisdictions for setting up offshore corporations with secret U.S. owners engaged in transactions designed to evade U.S. taxes, leaving honest taxpayers to pick up the slack.”

As the new century got underway, according to the Border Intelligence Center established in El Paso by the U.S. Justice Department and the Drug Enforcement Administration, Nevada was usually in the top 10 of states for the number of recorded seizures of cash and monetary instruments.

In 2005, the U.S. Treasury’s Money Laundering Threat Assessment found, “A handful of U.S. states offer company registrations with cloaking features—such as minimal information requirements and limited oversight—that rival those offered by offshore financial centers. Delaware, Nevada and Wyoming are often cited as the most accommodating jurisdictions in the United States for the organization of these legal entities.”

Shareholders of corporations and owners of LLCs based in Nevada are under no obligation to make themselves known. That frustrates some police and federal investigations entirely. The New York Times reported on one case that had to be closed without solution after investigators documented “a Nevada-based corporation that had received more than 3,700 suspicious wire transfers totaling $81 million over two years.” Have terrorists or drug lords been released from custody because states do not cooperate? The secrecy at both ends prevents us from knowing.

Amid all this, there was still a lack of inquisitiveness in journalism. The most penetrating piece of reporting on the topic appeared in the Las Vegas Sun in April 2007. Penned by J. Patrick Coolican

Nevada calls itself the “Delaware of the West,” but it’s not in the same league as Delaware. Nor do Nevada legislators have a clear view of the way Nevada compares.

According to Entrepreneur magazine, Nevada is now “one of the most expensive states in the nation in which to incorporate.”

In Nevada, officers, directors, employees and agents are indemnified by statute; bearer stock can be employed; nominee shareholders are allowable; the state does not have a corporate tax and so does not collect corporate tax information to share with U.S. Internal Revenue. None of those things are true in Delaware.

There’s a distinguished Delaware Chancery Court that offers a level of predictability and stability Nevada does not. Delaware has been at this kind of thing for considerably longer, and its body of law is comforting to some corporations. Even for corporate law, cases in this field can be mindnumbing, and that kind of esoterica can enhance the obscurity in which corporations want to live.

And while resident agent firms are the big boost to Nevada’s economy, in Delaware, it’s lawyers.

A 2002 Stanford Law Review article reported that “the average income of Delaware lawyers is higher than that of lawyers in any other state, or even any city, in the country.”

Officers, directors and members of LLCs are secret in Delaware, but not in Nevada, for what it’s worth. Owners are secret in Nevada unless they are managers, but as Pulitzer reporter David Cay Johnston notes, Delaware, Nevada and Wyoming “let the owners of shell companies hide their identities by hiring fronts, known as nominees, to lawfully pose as owners.” It’s not as though everyone doesn’t know what’s going on, but Nevada is careful not to know too much.

The same applies to officers and directors. The U.S. Treasury this year is beginning to require financial institutions to know who they deal with, but state governments are another matter.

Financial institutions often file suspicious activity reports with the feds. State corporate registration offices rarely do.

Nevada does little if any investigation of officers. They are just a group of names. As far as the state knows, they may not even exist, and if they do, they could be beards. Wyoming did an audit of a couple of dozen Mossack Fonseca companies and found a lot of missing information. The state had not spotted the problem before. That’s how much state governments want not to intrude on the secrecy of corporations.

Entrepreneur magazine warns its readers of what it calls the Nevada stigma: “Nevada corporations are often used by unscrupulous business persons to accomplish illegitimate goals, such as hiding assets.

Many corporation service companies openly tout Nevada as the best state to incorporate in order to achieve certain illicit goals, such as hiding assets.”

To be sure, Delaware is no paragon of virtue.

Forbes Magazine: “Why doesn’t Delaware crack down on anonymous incorporation? It would be a futile gesture; the crooks would just take their business to Nevada.”

It’s not as though large corporations have any particular loyalty to states in which they operate.

They take what is available and leave when the burdens become onerous. They expect benefits from the state but normally do not offer any return benefits except some charitable giving. States are played off against each other. Johnston reported in his book The Fine Print: “For example, chains like Target, Walmart and Hilton charge their Wisconsin operations a royalty to use their logos on signs marking their buildings. These royalty payments funnel money out of Wisconsin to states such as Delaware, Nevada, Texas and Wyoming, where corporations pay little or no tax on their profits.”

Note that neither Wisconsin nor Nevada gains anything from the transactions. Nevada serves merely as a laundry.

Sen. Norm Coleman, a Minnesota Republican, was sympathetic to states who resist unfunded mandates from Congress, and he recognized that if one state changed, corporations would just move elsewhere. He said in 2006, “It appears to me that what is needed is a level playing field, a system that avoids a race to the bottom. ... We have enhanced

our security and identification requirements at ports, airports and along the borders, but we have ignored the obvious vulnerabilities created by anonymouslyowned U.S. companies.”

He seemed to say that if the states did not change, a federal remedy would be imposed. But so far political polarization in D.C. has prevented that.

Nevada is not just shielding swindling corporations from soldiers, senior citizens, and their own shareholders anymore. It may well be facilitating the work of terrorists who fund the combat those soldiers face on the battlefield.

Coleman: “The United States should never be the situs of choice for international crime, but that is exactly what the lax regulatory regimes in some of our states are inviting. U.S. shell companies have been used to obscure the ownership and purpose of billions of dollars in international wire transfers and to facilitate criminal activity throughout the world.

The FBI believes that U.S. shell companies have been used to launder as much as $36 billion from the former Soviet Union. ... It is embarrassing that foreign law enforcement agencies report being frustrated by the lack of ownership information available on U.S. companies and that the Department of Justice is often unable to respond to requests for company ownership information from our treaty partners. In our fight to win the war on terrorism, opportunities to assist law enforcement efforts of our allies are too precious to sacrifice.”

State governments have made the United States one of the world’s biggest tax havens, in the same league with the Cayman Islands and Switzerland, at a time when the U.S. government has gotten Switzerland to change its ways and browbeats the Caymans to do the same. None of these jurisdictions

From legal boxing to quickie divorces, gambling, prostitution, quack cancer cures and youth drugs, Nevada’s major industry has always been taking advantage of human weakness. Has the state, now finding itself in bed with drug lords, terrorists and corrupt national leaders, finally found the level of shame that will force change? Ω

Late breaking: Nevada may not have as much time as expected. Since this article was completed, the White House has put out the word that it will send to Congress legislation that “would require companies to report adequate and accurate beneficial ownership information at the time of a company’s creation or when company ownership is transferred,” according to the Treasury Department’s deputy assistant secretary for terrorist financing Jennifer Fowler. In a letter to House Speaker Paul Ryan, Treasury Secretary Treasury Secretary Jacob Lew wrote, “Additional statutory authority is necessary to put the United States in the strongest position to combat bad actors who seek to hide their financial dealings and evade their tax responsibilities.” The Nevada Legislature does not meet until February 2017. Ω

The St. James family of bars has grown greatly over the last few years. The Brasserie SF opened recently in the Mission District of San Francisco. And the latest installment opened the doors to its new Midtown Reno location at the end of last month. The Saint, 761 S. Virginia St., bills itself as a taproom, barrelhouse and music hall.

The bar itself is replete with a rotating 24-handle tap selection, which features many of the Brasserie’s own award-winning styles, as well as other local fares from breweries like Imbib, Pigeon Head, Great Basin and Under the Rose. Owner Art Farley and brewmasters the Watterson brothers were named the 2014 Great American Beer Festival’s midsize brewers and midsize brewpub of the year.

“It’s a cultural hub for beer drinkers and enthusiasts to come ... and get a really good feel about what Reno has to offer,” said Georgette Crush, booking and PR manager for the Saint. “We’re expanding nationally—our beer. We’re about to be in New York City and Colorado, so it’s exciting because our beer is really taking hold.”

With a barrel aging room that will hold around 300 barrels and plans to establish an in-house distillery in future years, The Saint and its staff make no apologies that their focus is on the booze. But The Saint’s selfproclaimed utility as a music hall, with its spacious corner stage, dedicated sound system, and floor space for 200 occupants, has many of Reno’s musicians taking notice.

“Every band wants to play here right now,” said Crush. “Every band is hitting me up. I’m so excited.

Zootopia Bazooka Zoo is a local band that has been playing Reno’s venues, house parties and club rooms since 2010. For the past seven months, they have been residents of the St. James Infirmary, hosting the Groovy Good Time Bash on the last Thursday of every month.

“We are the space rock collective, and what that means is that we are a club of experimental musicians working around town to integrate the musical community,” said Zac Haley, frontman and founding member of Bazooka Zoo. “The Groovy Good Time Bash has been an excellent way to bring together musicians to have an awesome time with our friends. It’s been a wild night of creative music every month.”

On May 27, Bazooka Zoo will begin its residency at The Saint, and have high hopes for what the venue’s specialty niche occupancy could do for Reno bands attempting to reach a bigger audience.

Bazooka Zoo’s relationship with St. James Infirmary has been more congenial than with other venues in the past, the band said. “We have played every single venue in town, and we haven’t stopped for five years, until we got the residency,” said Haley. “St. James definitely does [respect their musicians],” added Mac Esposito, bassist for the band. “They offer what they absolutely can, and they don’t try to cover it up like, ‘oh well you can drink all you want,’ and offer us drinks in form of payment. Robertson is part of the School of Medicine’s Artist in Residence program, an elective offered to fourthyear med students.

Robertson has long been a hobbyist wood carver. He’s been picking up techniques from YouTube videos for about 12 years.

“I find a lot of comfort and stress relief in it,” he said. Until this year, med students participating in the program focused on just that, how working with their hands—or voices or instruments—can help them manage the everyday stress of a medical career. This year, program administrators upped the stakes a bit. The course description now states that skills commonly used in art—“observation, analysis, empathy and self-reflection” are “essential for humane medical care.”

“They wanted me to branch out into, how can I help the community,” said Robertson, unwrapping a life-sized mahogany sculpture of a heart, complete with ventricles and arteries. In addition to spending about 100 hours carving and polishing the sculpture with a 14,000-grit dental attachment on his rotary tool,

Robertson developed a plan to carve with chemotherapy patients.

“People who have to sit for 6-8 hours with a TV or Sudoku,” he said.

“It’s a very long time to be sitting there in a chair doing nothing.”

He visited patients at Renown Regional Medical Center, where he laid down a drop cloth and brought in carving tools and Ivory soap, far more malleable than mahogany. He gave them some pointers, and about two hours later patients had small finished sculptures.

“It was really interesting,” Robertson said. He explained that soap has to be chipped away bit by bit, not in large chucks, or it will break.

“One patient said the act of removing that soap was like taking her stress away bit by bit,” he added.

Many organizations, including Americans for the Arts and the National Institutes of Health, have published studies linking arts and music with accelerated healing in hospital patients. Daniel Ignatiuk, a fourth-year medical student who completes his studies in Las Vegas this week and also took the Artist in Residence elective, is particularly interested in the results of a Journal of Pediatrics study concluding that music, “particularly live music,” has a positive effect on the health of infants.

Ignatiuk has a background in jazz trumpet, and for the Renown reception he’ll present a musical piece.

“I used a music production software,” he said. “I used drums to recreate what heart sounds look like.” He layered bass and guitar tracks over the heart sounds, and for the final presentation he’ll play an improvisational trumpet piece live over the samples.

“It’s something that is best understood by hearing it,” Ignatiuk said.

A third graduating medical student, Gerrit Dunford, also completing his studies in Las Vegas, plans to perform five jazz-influenced musical pieces he’s written, one on each of the five stages of grief.

Once these fresh graduates enter the field, will they continue practicing art and music? Robertson, for one, said he’s sold on the idea.

“I foresee that artistry [in medicine] will only increase,” he said. “We’re seeing the benefits of these alternative methods of healing.

Artistry is really right there at the top of what we can do to help our patients. Ω

There are several specialty cocktails to choose from, but only one caught my eye—the fishbowl bloody Mary ($25). A bit pricey for a drink? Not when it’s a 32-ounce stemware globe filled with ice, vodka, and housemade bloody mix, garnished with lemon and lime slices, celery, pickled green bean and asparagus, giant cocktail olives, pepperoncini and bacon, topped with a skewer of shrimp, pork shank and hamburger slider. The slider was warm and gooey with white cheddar, the shank was tender and coated in a nice Moroccan spice rub, the shrimp was large, the bacon was somehow still crisp despite its bath, and the veggies played their part. The beverage itself wasn’t terribly strong, but the balance of flavors and spice was just about perfect. My wife’s not a fan of bloodies, but she declared this the best she’d tasted and did her part helping my daughter and I finish it off. You may order it to have solo, but unless you’re sharing, you probably won’t need to order a meal.

Though I’ve had avocado fries elsewhere, our order of deep-fried avocado bombs ($10, six pieces) was probably the best hot avocado dish I’ve tried. The crunchy exterior doesn’t present a ton of seasoning, but the explosion of molten avocado in your mouth combines quite well with their cool and tangy housemade dipping sauce.

Probably my favorite appetizer aside from the fishbowl, the Buffalo chicken wraps ($12, four pieces) featured grilled chicken, Buffalo sauce, red onion and celery slaw atop hearts of romaine lettuce with a drizzle of ranch dressing and crumbled blue cheese. Regrettably, an order of crab cake bites ($6, three pieces) were my least favorite item. I’m not sure if it was the crab itself or the seasoning, but something just wasn’t working for me. My daughter liked them a little better and helped out.

My daughter’s bowl of shrimp jambalaya ($14) was really good, including a light garlic cream sauce, large shrimp, andouille sausage, bacon, roasted pepper, green onion, sundried tomato, black bean, corn, small penne pasta—instead of the traditional rice—and a couple pieces of garlic flat bread to soak up all that goodness. I feel fortunate she shared a couple bites. I’m not sure I would have been so generous in her shoes.

Equally impressive was my wife’s ribeye steak, broiled to order and served with a cracked peppercorn demi-glace, caramelized onion, garlic mashed potato and roasted veggies.

The steak was tender, tasty, and made me wish I’d ordered it. The veg was perfect. If anything, I’d say the potatoes could have used a little less salt. My wife declared them yummy and ignored my criticism.

After a meal composed of so many delicious calories, it’s pretty rare we would order dessert. But there are two different cobblers on the menu, and we’re definitely a family who enjoys the homey comfort of a good cobbler. We were not disappointed by our shared peach brandy cobbler a la mode($6.75)—sweet without being saccharine, perfectly crunchy crumble, and just hot enough to start melting the ice cream.

If you want to toss back a few and watch the game with friends, they’ve got you covered. For me, the food and drink easily took center court and held my complete attention. Ω

Captain America: Civil War is very good, though—a nice blast of superhero fun that by finds a diplomatic way to include many Marvel Bob Grimm favorites, even introducing a few characters to the modern Marvel Cinematic Universe, without b g ri m m @ ne w s re v i e w . c o m feeling crowded or rushed. This is one well-oiled Marvel machine.

(Sebastian Stan). Cap wants to back up his former best friend, but the guy committed some pretty shady acts while brainwashed, some of them very hard to defend. Captain America has to make some hard choices.

Meanwhile, Secretary of State Thaddeus Ross (William Hurt) thought Age of Ultron sucked for more than the obvious reasons. On top of being kind of boring, it left death and destruction in its wake, as did the far more exciting original The Avengers. World leaders want to put the Avengers in check, using them as a sort of alternative to nuclear weapons. Tony Stark, a.k.a. Iron Man (Robert Downey Jr., still owning it) suffering a crisis of conscience, agrees to the proposed accord. Rogers thinks it’s bullshit and won’t sign.

This works as a fine setup for an eventual battle between Iron Man and Captain America, where both sides have compelling reasons to fight. It’s actually hard to pick a side in this movie, making the confrontation all the more fun.

Widow (Scarlett Johansson), War Machine (Don Cheadle), Vision (an excellent Paul Bettany), and new recruits Black Panther (Chadwick Boseman) and, yep, Spider-Man (Tom Holland, looking like he could be the best Spidey yet) in his ranks.

Rogers goes into battle with the Falcon (Anthony Mackie), Scarlet Witch (Elizabeth Olsen), Hawkeye (Jeremy Renner), Bucky, and new recruit Ant-Man (a funny Paul Rudd) bringing up the ranks.

It’s no easy task, but directors Anthony and Joe Russo, along with their screenwriters, juggle a lot of characters and spin a lot of plates entertainingly. No single character hogs the screen for too long, everybody gets a nice stake in the movie, and the newbies are introduced in wholly satisfying ways. SpiderMan manages to get his setup in a solid scene with Stark and Aunt May (Marisa Tomei … hooray!). It’s a relatively quick scene but, hey, it’s Spider-Man. He doesn’t need a long setup. Just introduce him and let him start shooting webs and wisecracks.

The film has good performances throughout, but Downey is the true standout. He’s the anchor of the MCU, and he brings real gravitas where other actors would just make things corny. Holland gets a lot of points for making the most of his screen time and slipping comfortably into a costume recently worn by Andrew Garfield. He’s perfect for Spidey Conspicuously missing are Hulk and Thor.

Something had to be left for the next Thor movie, so those two get to take a break. While Age of Ultron felt like nothing but a bunch of scenes setting up the next chapter, Civil War works as a standalone action movie.

There are no clear plans for Captain America and Bucky in The Avengers saga going forward.

They’re great characters, but it’s safe to say that there are plenty of great characters in the MCU. Captain America: Civil War gets things back on track after the weak Age of Ultron, and gets us excited for next year’s Spider-Man Homecoming.

Oh, and until I’m not that guy sitting by myself through the credits, I’ll just keep saying it: Stay through the damn credits until that blue ratings thing shows at the end. It’s a Marvel movie! There are two further scenes to see. Ω

Writer-director Richard Linklater makes a sort of companion piece to his breakthrough film Dazed and Confused with mixed results. This time out, he gives us a crew of young baseball players showing up for college a few days before classes and partying in various settings—a disco, a honkytonk, a punk bar—because it’s 1980, and things are all mixed up. The movie is full of bad wigs, bad mustaches, typical song choices (“My Sharona,” “Rapper’s Delight,” “Bad Girls”) and ugly ’70s cars. What it isn’t full of are the type of memorable characters that made Dazed such a delight. Blake Jenner (Glee) plays the film’s main protagonist, Jake, a baseball pitcher who has his eye on an art major (Zoey Deutch). Their little courtship is cute, but most of the movie isn’t as clever as it thinks it is. The cast of mostly unknowns deliver their lines like they are raining manna from their mouths, but none of it is all that funny or intelligent. For a film about baseball players, it spends very little time on the baseball field, and the ritual this team performs at the end of practice couldn’t possibly be done without killing somebody. It’s almost like Linklater is trying to make up for his garbage remake of The Bad News Bears by giving us a more mature baseball film, but this one feels too scattered.

Eye in the Sky

A drone pilot (Aaron Paul) has a missile shot all lined up and is about to pull the trigger on a houseful of terrorists when a little girl parks herself within the blast zone to sell some bread. This is just one of the dilemmas brilliantly depicted in writer-director Gavin Hood’s tense thriller about drone warfare and the political ramifications of collateral damage.

Helen Mirren is superb as Colonel Katherine Powell, determined to take out multiple targets on Great Britain’s terrorist list, but needing to check the legalities of all her strategies before she can make a single move. In his last live action screen appearance, Alan Rickman is terrific as Lt. General Frank Benson, drolly responding to the bureaucracy that’s keeping him from doing his job. Paul brings his best big screen acting yet to the role of Steve Watts, a drone commander torn between killing an innocent child or preventing potential scores from being killed in a terrorist bombing. Phoebe Fox gives a breakthrough performance as Carrie Gershon, drone co-commander.

The Huntsman: Winter’s War

Four years ago, when Snow White and the Huntsman came out, Kristen Stewart was all the rage. The film made lots of money, and it looked like the former Bella had a new franchise on her hands. Not so fast. Kristen, in a moment of shameful and delicious wickedness, made out in public—well, in front of somebody’s unauthorized camera, anyway—with that film’s married director, much to the chagrin of then boyfriend Robert Pattinson and, consequently, her fan base.

Plans for a sequel starring her were scrapped, and a whole new plan featuring her costar and budding movie giant Chris Hemsworth (Thor!) were hatched. What producers didn’t realize at the time is that Hemsworth basically sucks

Miles Ahead

Jon Favreau’s delightful and funny take on the Rudyard Kipling’s tale of a boy raised by wolves is a winner. A young boy raised in the jungle is pursued by a pissed off tiger (Idris Elba) who had his face burned by a human when he was young. When plans to leave for a human village are rudely interrupted, Mowgli (newcomer Neel Sethi) winds up staying in the jungle longer than he planned, and he must keep wearing the same pair of red baggy shorts. He encounters Kaa (Scarlett Johansson), an evil temptress snake, and other perils while building a special friendship with a big bear. And, as far as I could see, he never stops to wash those red shorts. A swim in the river doesn’t count. You need detergent. Bill Murray is, indeed, a masterstroke of vocal casting as Baloo, the big bear who befriends Mowgli on his extended jungle trek. Casting Christopher Walken as King Louie, the Kongsized master of all apes in the jungle, actually tops the Murray casting feat. It gives Favreau’s film an opportunity to become truly weird, very funny, and even a little scary. The highlight comes when Walken’s King Louie, portrayed with undertones of Brando’s Colonel Kurtz, suddenly busts out “I Wanna Be Like You.” Walken is perfect for the song and perfect for the character, making the scene an instant classic. The special effects are topnotch.

After a few years on their TV show, the comedy duo Key and Peele come to the big screen with a lively kidnapped cat comedy boasting a high body count. Part John Wick and part Adventures in Babysitting, the film gives us Keegan-Michael Key and Jordan Peele as Clarence and Rell, a couple of wimpy guys trying to get a beloved kitten back from some hardcore gangsters. In order to do so, they masquerade as Shark Tank and Tectonic, two badasses from Allentown who will end your life if you don’t give them their cat back. The title character is, of course, the cat, who has to be the cutest kitten anybody has ever put in a movie. Clad in a doo-rag and jewelry, the multiple cats recruited for the part make this film an absolute necessity for cat lovers, even if you hate Key and Peele. The felines steal every scene they’re in. The movie isn’t the most original piece of work this year. Fish-out-ofwater scenarios are a dime a dozen, and much of the humor—Clarence’s obsession with George Michael, Rell’s trouble with women—is based on stuff we’ve seen before. That said, Key and Peele have a knack for taking familiar scenarios and playing them out to nutty, funny extremes.

Don Cheadle makes an impressive directorial debut with this crazy biopic that’s mostly fiction but all fun. Cheadle plays jazz trumpeter Miles Davis, hibernating from public life in the late ’70s when a Rolling Stone reporter (Ewan McGregor) shows up at his door looking for a comeback story. The film then turns part comedy thriller as Davis tries to track down a missing tape from his latest sessions, something that never really happened. It’s all just an excuse to use Miles Davis in a goofy story, and somehow it all works.

Cheadle is awesome as Davis, even doing some impressive trumpet miming to boot. The film switches between Miles in the ’70s and Miles in the ’60s dealing with relationship struggles. No, the movie doesn’t really focus much on the actual music. It’s more of a weird trip inspired by the music. Michael Stuhlbarg is good as a shady record producer, and McGregor has a lot of fun as the shifty reporter who will do anything for a scoop. It’s not going to win any awards for accuracy, but it’s a fun movie, well worth any music lover’s time.

Director Ben Wheatley, who made a couple of weird films, A Field in England and the brilliant horror-comedy Sightseers, gets even weirder with his latest, an adaptation of J.G. Ballard’s 1975 novel about class warfare inside a high-rise building. Tom Hiddleston is Robert, a doctor who moves into the building to get a new start on life. He has an affair with the beautiful woman downstairs (Sienna Miller), makes himself some new friends, and even gets to know the building’s eccentric architect, Royal (Jeremy Irons). Things are going relatively well in the complex, save for a couple of control panels and elevators breaking, when an occupant falls to his death. That sets off a chain reaction where the tenants fall into an anarchic state. They rape, they pillage, and they paint their own apartments with no authority to do so. Wheatley’s movie has echoes of Gilliam and Kubrick, although he has an incredibly unique vision. Hiddleston is good in the lead, slowly falling into madness. There are times where the film doesn’t make much sense, but it’s always insane and somewhat enjoyable. Having lived in apartments most of my life, I’d say much of what happens in this complex is fairly accurate. (Available for rent on iTunes and Amazon.com during a limited theatrical release.)

whenever he’s doing anything other than playing Thor. Blackhat, In the Heart of the Sea, Vacation, and now this mighty slice of hell are proof of that. While Snow White was no creative party, it was a tolerable misfire. This is a starstudded absolute mess. It’s a worthless slog of a sequel/prequel. Charlize Theron returns as the evil Ravenna, with Emily Blunt and Jessica Chastain joining the sad party. And, of course, you have Thor on hand as the Huntsman, the most useless, banal role this guy has taken on in his mostly useless and banal career.

Soaked in bleach Corner/Store “It’s a mixture of really weird hardcore music, like the Melvins and Flipper, and then I also love pop,” said guitaristby singer-songwriter Oliver Hull when Brad Bynum describing the sound of his band, bra db@ Corner/Store. “I listen to Taylor news r eview.c om Swift, and I listen to top 40. I like good songwriting and catchy hooks. … It’s that combination of crazy hardcore punk and pop music.”

That combination—noisy, fuzzed-out punk guitars accompanying catchy vocal melodies—is a winning formula. And it was the winning formula for one of the most critically and commercially successful rock bands of all time, Nirvana.

And Nirvana is indeed the most readily apparent reference point and audible influence on Corner/Store’s sound. The Corner/Store song “Proxy” could pass as a cut from Nirvana’s album Bleach.

“We get that a lot,” Hull said.

“I’d like to think we’re going away from that, but I love Nirvana.”

And the Nirvana sound is fertile ground. There are a lot of gradations between pure hardcore punk noise and straight ahead pop, and Corner/ Store, like Nirvana before them, are able to cover a lot of different bases, mixing up tempos and textures to evoke a variety of emotions.

In addition to Hull, Corner/Store consists of dynamic drummer Derek Todd and bassist Brandon Martin, who has only been playing with the band for a few weeks, although you wouldn’t know it just from hearing him play with them.

Before Corner/Store, Hull led a band called the Tides, which he started in 2013 not long after moving to Reno from Los Angeles. Over the

Tides’ couple of years of existence, the lineup changed several times and the band never really stabilized.

The Tides was more of a solo project for Hull, where he wrote and demonstrated all the parts.

“Now it’s more of a collective thing where everybody is putting in their input, which is working out,” he said.

After innumerable lineup changes, drummer Todd helped bring some stability to Hull’s songwriting.

“The first time we jammed, I knew we had something,” said Todd.

Something that Hull said really helped his songwriting was a 60-day sentence he served at the Washoe County Detention Facility on Parr Boulevard. He was arrested after a DUI accident.

“I was drinking a lot at the time,” he said. “I was working at the Silver Legacy and was just out of control.

I got in a bad wreck and broke my neck—what’s called a hangman’s fracture. … I have three screws actually in my neck.”

He said going to jail was stressful. The guards and other inmates called him “Malfoy” because of his bleached blond hair. But it was also a chance for him to reinvent himself.

“I actually got a lot of writing done in there,” Hull said. “I learned that I could write songs in my head without even having an instrument, which was amazing. … Writing songs in jail without a guitar, the melodies had to come into my head, and they had to be good enough for me to remember all the way through that sentence ’til I got out. So I knew this was catchy, this is good.

If it didn’t stick in my head, then it didn’t stay.”

He wrote songs like “Out of Touch,” a mid-tempo rocker with a memorable vocal line: “I’m out of touch, out of luck, out of line again, dressed in cuffs.”

And then, not long after getting out of jail, he decided it was time to rename his band.

“We changed it because there’s been bands called the Tides,” he said. “There are bands right now called the Tides, and I wanted something different.” Ω

Chili on the Comstock Bring a bottle of Beano and a hefty appetite to the 33rd annual chili cook-off in Virginia City. More than 30 cooks will serve up tasty bowls, or spoons, of the savory stuff this weekend, May 14-15, for the chance to win prizes and bragging rights to the best chili, among other categories. In addition to chili tastings, revelers can also participate in the Cemetery Gin Fireball Saloon Crawl, featuring a sampling of themed beverages from Virginia City’s historic saloons, on Saturday. Visitors can get a good cardiovascular workout (or get those digestive juices flowing) during the Fun with the Runs 5K on Sunday. The run starts at 10 a.m. with runners and walkers covering the hilly terrain that surrounds the historic boomtown and heading back to the cook-off venue.

The bleh lagoon I’m a guy in my late 20s. Two years ago, I started a friends-with-benefits thing with a woman which has turned into one of the most relaxed, comfortable relationships I’ve had. Unfortunately, the sex isn’t that great. I’ve tried to get her to work with me on that, but she just isn’t very physical. I also get the sense that she’s holding out for a serious relationship with me (babies/marriage/house). I’m just not in love with her that way. I don’t want to hijack her uterus, but I’m having trouble breaking up with her. The relationship isn’t broken, and I don’t want to hurt her. I’m not sure I have it in me to say, “You’re bad in bed, so I’m out.”

Surely, you wouldn’t find the bunny-hugging vegan “shallow” for not being up for the long haul with the guy who electrocutes the cows.

The rational decision is clear: You don’t have what you need; you should move on. The problem is what the late Nobel Prize-winning cognitive scientist Herbert Simon deemed “bounded rationality.” This describes how our ability to make rational decisions is limited by, for example, incomplete information about our alternatives, how much time we have to decide, or, as in your case, our emotions—dreading hurting somebody and feeling like kind of a pig for dumping a perfectly nice woman just because her sexual spirit animal is the paperweight.

Simon didn’t just point out the decision-making problem, he came up with a solution—his concept of “satisficing.” This combo of “satisfy” and “suffice” means making a “good enough” choice—as opposed to incurring the costs of endlessly searching for the best choice. Think of somebody who spends an hour looking for the primo parking space by the store entrance—in order to save time walking to and from their car.

To decide what’s “good enough,” figure out the minimum stuff (good sex, etc.) that you absolutely must have to be satisfied in a relationship and keep searching until you find somebody who has it. Forget about what you “should” need. If your life is not complete unless a woman will, say, wear a doorbell on each nipple, well, ring on, bro.

As for breaking up, this means telling somebody it’s over, not that their sexual technique is a ringer for hibernation. Give her only as much info as she needs to make her way to the door, like “I love you, but I’m not in love with you, and I need that.” Though she won’t be happy to hear it, what’s cruel isn’t telling her—it’s waiting to tell her.

As that mildewed saying goes, “If you love something …” don’t hang on to it until its uterus sends you to the drugstore for a box of mothballs.

Last week, I went out with a guy I met on a dating site. He was very attentive and affectionate, and he even texted me the next day. Well, I think I screwed up, messaging him at the same frequency and intensity as before our first date, which was quite a lot, and mentioning seeing him again before he suggested it. His responses were infrequent and short. I haven’t heard from him for five days, and he hasn’t made plans for a second date. Is there any way to remedy this? Should I message him with some witty banter?

Sadly, our genes have not been introduced to Gloria Steinem.

As I frequently explain, there’s a problem with a woman overtly pursuing a man, and it goes back millions of years. It comes out of how sex leaves a man with about a teaspoon less sperm but can leave a woman “with child” (an adorable term that makes pregnancy sound like a quick trip to the drugstore with someone under 10). From these rather vastly differing costs, explain evolutionary psychologists David Buss and David Schmitt, come differing sexual strategies.

Women evolved to be the choosier sex—looking for men to show signs they’re willing and able to commit themselves and their resources—and men co-evolved to expect to work to persuade them. So, when women turn the tables and act like the, well, chase-ier sex, it sends a message—of the “FREE!!! Please take me!” variety you’d see taped to a toaster somebody’s put out on the curb.

In other words, no, do not contact him. Not even with “witty banter.” Seeming amusingly desperate is not any more of a selling point. The way you “remedy” this is by turning it into a learning experience. In the future, sure, go ahead and be flirtatious—just not with the, um, eagerness of that guy in the hockey mask chasing people through the woods with a machete. Ω

Community CANCER SUPPORT GROUP: This group is for patients and families facing cancer and is facilitated by an Oncology Social Worker who is skilled in the emotional aspects of cancer. Participants can share experiences and express feelings and concerns. The support group meets weekly on Thursday meets in the Orthopedic Conference Room on the third floor of the Roseview Tower. Back in town Richard Bryan of Clark County attended UNR when it was called, simply, the University of Nevada. Nevada Southern University, now UNLV, did not yet exist when he was ready for college, so he spent four years in Reno (class of ’59, ATO), then went on to become the state’s first public defender, a member of each house of the Nevada Legislature, state attorney general, governor, and U.S. senator. A few days ago, UNR dedicated a sculpture of him on the Reno campus.

When you were going to college, tell me what Reno was like.

Reno was probably larger than Las Vegas, although they approximated the same size. It was a relatively small community.

There were no malls or anything like that.

The airport consisted of kind of what looked like an old weather bureau station … and was nothing that looked like even a reasonably modern-day terminal. … The big debates that I recall were the location of the Interstate 80. And, you know, the original proposal was to—frankly, where it should have run—was north of where the campus was at that time. But there was a big debate in the business community, fearful that that would bypass Reno. And so the alignment was moved where it is today, which tragically kind of cut the campus off. … The other big debate that I recall—and, of course, I was a student, Dennis, I wasn’t participating—is that they were trying to get gaming extended to Sierra Street. The other major event that occurred when I was

in college was the gas line that, I guess, that blew up , just blew up the whole block—the old Elks Club and all of that. [On Feb. 4 1957 a gas explosion near Sierra and First in downtown Reno damaged buildings in all directions, killed two people and injured 40.]

It was relatively small, and all of the gaming was downtown. None of it was out.

Since it’s very, very, very difficult to go a week without writing something political (which becomes more understandable when you accept the fact that television, radio, smartphone, computer and microwaves, while invisible, are constantly bombarding my skull, resulting in a steady stream of shrieking, synapse-popping pollution of a sort that results in much more of an insidious collective overwhelming mind-fuck than vapor trails or swamp gas could ever hope to inflict), I will just remind you this week there are a few semi-sane countries in the world that don’t, repeat don’t, allow their national campaigns to devolve into the slimy, money-chewing slopfest that we apparently are now helpless to prevent, regulate or avoid.

My nickname was Whitey. There was also a barber shop as I recall, at the Mapes Hotel, I think, Kind of downstairs in the basement.

There was a barber shop at the Riverside, but I always kind of went to your dad’s shop, which was kind of across the street, as I recall, from the newspaper. … And then right next to it was this restaurant.

The late ’50s, early ’60s produced an incredible crop of state leaders—Frank Fahrenkopf, Jim Santini, Roger Bremner, Jim Joyce, you. Was there something in the water, or the Lucky Lager?

I think it was just the time we spent at the Little Wal. I really don’t know. I don’t have an answer for that. I mean, I was always interested in politics and I had run for all of these various offices in high school and that sort of thing, but campus politics was a big deal.

Two weeks. That’s it. In the UK, the campaign period for prime minister is five to six weeks.

Compare these realities to ours, where we indulge in a full year rave-up, from July to July, just to figure out the two candidates, who will then get to torch a billion dollars apiece for three more months after that. This Slog of Inanity Insanity isn’t just brutal on us voters, but also for the people who are running for office. I mean, think about it.

Fraternity life involved a lot of campus politics and the ATO house seemed to have a tradition of that. Procter Hug [later Nevada Regent, now judge, U.S. Court of Appeals for the Ninth Circuit], for example, before I got to college, he was in the class of ’53, he was student body president, and an ATO, so there was kind of a bit of a tradition of that.

The two biggest houses would be Sigma Nu and ATO, and there was always a rivalry from the time I got there. … You know, Paul Bible [later Nevada Gaming Commission chair] followed me and was student body president.
