Emotional toy Welcome to this week’s Reno News & Review.

Last Friday, the day after our March 31 issue had hit the racks, I received a phone call from a reader who didn’t identify himself.

“Where’s Brian Burghart?” the caller demanded, clearly already irate.

“Actually, Brian doesn’t work here anymore.”

“He doesn’t? Well, good!

He keeps saying he’s going to leave the paper, and then he doesn’t go anywhere!

He wrote an editor’s note saying he was going to leave the paper months ago, and then he didn’t go anywhere! The little bald picture of him was still in the paper. It’s there again this week! And now he’s going on saying he’s leaving again!

He’s toying with people’s emotions!”

The caller didn’t explain why he was so emotionally invested in Brian’s employment status. And for a second, I kind of thought it was Brian, masking his voice to prank me—it was April Fools’ Day after all.

I laughed, but the caller made it clear he wasn’t joking.

“He’s messing with people’s heads!” he shouted.

“Well, Brian stepped down as full-time editor a few months ago and was just working here part-time,” I tried to explain as calmly as I could. “But now he’s fully resigned from the paper.”

“Don’t they check out the heads of the people who work there? Because this Brian Burghart is clearly nuts. He’s toying with people’s emotions! And I’ve read some of his stuff—all he ever writes about is himself! He’s nuts!

There’s something wrong him—don’t you agree?”

“Well, I don’t disagree.”

“OK. Thanks for listening.”

“You bet. Have a good day.”

Rock is dead?

Re “Factory closes” (cover story, March 24): So the Reno Nightclub Graveyard squeezes in one more hulking inhabitant, the 600 “seat” Knitting Factory. I went to only a few shows in its five years. As an ex-touring sound engineer, my first impression was, “’Oh shit, this is gonna suck no matter what.” Not that it wasn’t fine for the mosh pit slamdancers. It was. But Knit management, a very pro team, seemed to think Reno wouldn’t mind paying to stand up and listen to Martin Sexton in a concrete shoebox with a horrible bass trap of a “balcony.” Wrong. And whaddya know, the next time an act like that came around, the tickets don’t sell and down it goes into the cultural vortex that drains into the aforementioned graveyard. Horrible aesthetics and the speed-death-metal roster aside, the Knit faced the same major impediments all Reno live music venues face—the massive spending of casinos on their entertainment offerings (not that there’s anything wrong with that ...), and the absurdly regressive (10 percent) state entertainment tax on all noncasino venue ticket sales which was pushed through by—drum roll—the gambling lobby. YAY! Welcome to Nevada.

Lastly, I don’t know what touring maps the Knit staffer is thinking of (“traveling here is a pain in the ass”). Reno is superbly routed, esp. compared to other Knit properties in Boise and Spokane. But nationally there is an entire genre of musicians that simply never play Reno because there has never been a host venue that has lasted long enough to establish routing. I am hopeful that the unprecedented renaissance we’re seeing in Reno points to a horizon where the greatest little city can emerge as not some vapid Vegasstepchild but as the regional epicenter of quality living and culture.

Re “A little bit country” (Music, March 24): Reno is becoming a great country venue, quite a few new country bands popping up and getting a following. Since rock is dead, and “pop” is Auto-Tuned and electroniced to death, the only good live music is country. OK, lots of good classic rock bands about—but it’s the same music for the past 30 years. Glad to see country getting a go.

Re “Bernie Sanders, fascist” (Let Freedom Ring, March 10): Fascism is almost always characterized by corporations heavily influencing government decisions, since only a few select individuals control the means of production, which is what we have now. It is true that fascism has historically meant that the government plays a large regulatory role in the means of production—even down to relocating workers and fixing certain market prices in order to control inflation. However, every “-ism” is characterized by stronger government regulation, making socialism no different than fascism under this characteristic.

What does separate socialism from fascism is, of course, one key characteristic—fascism seeks to create a strong nationalist pride and does not promote welfare programs directly the way that socialism does. Or in other words, fascism supports society from the top-down, whereas socialism supports society from the bottom-up.

To say that Bernie Sanders would create a fascist state is either very ignorant, very politically motivated, or both. Mr. Sanders advocates wealth distribution, which is not a typical fascist agenda.

Wanting a better health care system and better college opportunities is not a radical idea when Canada and much of Europe offer the same systems. Furthermore, Mr. Sanders is not seeking to “restrict political rights” of corporations, he is trying to wrangle them down from all-out-control.

Corporations have all but taken over the democratic process of the United States, and they lobby heavily for their agendas which are almost never in line with the welfare of the population.

Net neutrality, for example, is central not only to a fair tech industry and entrepreneurs creating new products, but it is also central to a functioning democracy as it ensures that ISPs and governments could not restrict the flow of information by charging people more money to access news. Companies like Comcast lobby the government to destroy net neutrality because they want to create a monopoly— and monopolies by the way, always flourish under fascist states.

In fact, the United States shares more line items in common with a

fascist state today than people realize. Strong corporate control over government policy, weighted and extreme military budgeting, invasive foreign policy measures, privately owned and operated mainstream media sources promoting their political candidates of choice, shallow and restricted public education that pushes strong nationalist teachings and biased historical viewpoints, strong law enforcement agencies with powerful surveillance tools, corrupt and racist local police agencies, the use of terror and fear to justify the vanishing of human rights, and the oppression of labor groups and intellectuals.

In closing, I believe that if you were to compare Mr. Sanders’ view of how the United States should look with how it actually functions today you will find that he is quite the opposite of a fascist.

Heller stalls There are a couple of terms used to describe members of Congress, according to the folklore of D.C. There are the showhorses, and there are the workhorses.

U.S. Sen. Dean Heller of Nevada is a showhorse.

Since he was elected to the House in 2007 and appointed to the Senate in 2011, one can search the federal statutes without success looking for his legacy.

The Heller Act? You’ll look long and hard trying to find it. On the other hand, he has been pretty good about getting his name out there in lights.

One of his favorite measures is what he calls the “No Budget, No Pay Act.” The measure requires members of the House and Senate to complete work on a budget before the beginning of the fiscal year or lose their salaries until the work is completed.

“Why should members of Congress get paid for not doing their job?” he said in a prepared statement last year. “That’s easy, they shouldn’t. That’s why the No Budget, No Pay legislation ensures if Congress fails to pass a budget, it won’t get paid. This is a basic responsibility that must not be shirked any longer. … When Nevadans are trying to make the most and best use of their hard-earned dollars, Washington needs to do the same by passing a basic budget.”

However, when it came time to vote on such a measure, Heller voted nay (Roll Call 223, H R 1255, April 1, 2011 http://clerk.house.gov/evs/2011/roll223.xml).

Four years ago, columnist Jon Ralston wrote, “As election-year stunts go, it’s not enough to call this one empty because that would imply it’s harmless. It’s not.

be in D.C. but not of D.C. … On its face, the idea that docking their pay would make members of Congress more responsive is laughable. Does Heller not know that almost half are millionaires and that the other half probably will come close during their terms? Of course he does.”

Heller keeps reintroducing his bill, which is what he is good at—introducing bills. Enacting them? Not so much.

But what made us bring this up again is that, recently, there has been an opportunity for Heller to bring his idea to bear on another undone task besides the budget, and he has been as silent as the dead about it.

His own party’s leaders went on strike when it came to doing their duty in processing the new U.S. Supreme court nomination of Merrick Garland.

This is the same Merrick Garland who was approved by most Senate Republicans to become a U.S. Court of Appeals judge in 1997.

Heller claims he supports the process: “I’ve been clear that I believe the American people deserve the opportunity to have their voice heard in selecting the next Supreme Court justice. When the people make that choice, I’m ready to proceed.”

Well, the public chose the president twice, and he has now nominated a justice. When is Heller going to re-introduce his bill to include supreme court nominations among duties senators must perform to get paid?

He says he believes the process should go forward, and he now has the chance to embarrass his own party’s leaders into doing their jobs. It’s his move. How’s that for bipartisan? Ω |

Getting out in front of a problem It was one of those sparkling moments when the world shifts, although I hardly knew it at the time.

I was working quietly in a small windowless office tucked away in the old courthouse. The door was closed per a deputy’s request as he shuffled felony prisoners into a by nearby courtroom, but I jumped up Sheila Leslie to answer an insistent pounding on the door.

Standing in the hallway were two Reno policemen, in full winter regalia. After confirming my identity, the taller one said: “Anne Cory told us you could get us a truck.” Anne was United Way’s CEO at the time and a friend of mine, so I invited the officers into my tiny workspace where there was no room for them to sit down. I asked why they needed a truck, and they explained they were downtown bike cops and wanted transportation to pick up homeless drunks and drug addicts and take them somewhere to get help.

Knowing the answer, I asked where exactly they would drive the truck to connect people to treatment

and housing. There was an uncomfortable silence. They admitted they didn’t know. We discussed the lack of options for people who cycled endlessly through Reno’s emergency rooms, jail, courthouses and the river corridor.

The two police officers were Patrick O’Bryan and Steve Johns, who later became the inspiration behind Malcolm Gladwell’s story, “Million Dollar Murray” (New Yorker, Feb. 13, 2006) which tracked the life of Murray Barr and his costly travails through Reno. The officers did an informal study of ambulance, hospital and jail costs associated with Murray, concluding “It cost us one million dollars not to do something about Murray.”

Over the next thirteen years, Patrick, Steve and I often laughed about the “truck to nowhere” as we worked together and with others to change how our community serves people with an addiction or severe mental illness. The alliance we forged that cold winter day led to better coordination between criminal justice

and treatment systems, spawning a Triage Center, the Community Intervention Team (CIT) training for law enforcement, the Crossroads program offering transitional housing beds with wrap-around services, and the Mobile Outreach Safety Team (MOST), pairing a psychiatric worker with an officer to respond to unstable situations. They did get their “truck” eventually, when the Nevada Alliance for the Mentally Ill purchased a van for the MOST Team.

Fast forward to 2016. WestCare, a non-profit agency, now runs the Triage Center and has opened an outpatient office to provide direct services to this vulnerable population. O’Bryan and Johns have retired and moved out-of-state, but their legacy continues as communitybased workers identify other needs and find practical solutions.

WestCare assistant director Mashal Malik told me about a client who has had several relapses on heroin. He appreciates the agency’s assistance in finding him housing and Medicaid, but he’s still jobless

and tells her “I need to find a way to pay for things like dish soap, Fixodent (denture glue), trash bags, and toilet paper. I tried panhandling and then I moved on to selling heroin—but I can’t have it touch my hands and not use.”

WestCare has organized a community fundraiser at the Atlantis on April 23 to fix this solvable problem. Proceeds will fund transitional items needed to attain the independent life a real job offers.

Officer O’Bryan will be there to support the cause and speak of his own journey from bike cop on a mission to “clean up” downtown to his realization there is a better way to help the denizens of the alleys and park benches.

WestCare’s solution is there in plain sight. Let’s not spend another million dollars not to find it. Ω

Oh, no, you didn’t Nevada’s Republican Caucuses went for Donald Trump and Ted Cruz. With the pesky John Kasich barely hanging on, those are the candidates who are left standing after almost a year of grueling debates to winnow 17 down to three.

Many Nevada Republicans by Brendan Trainor support Trump and Cruz’s call for a Mexican border wall and mass deportations of illegal immigrants.

I have to admit, I am a Marxist.

I am a big fan of Groucho Marx.

Groucho took his cigar out of his mouth and said: Government is the art of looking for trouble, finding it, then misapplying the wrong solution. One of my favorite maxims. (Remember when you could even smoke a cigar on television? Ernie Kovaks was another famous television smoker of Cuban cigars. At least Cubanos are coming back!)

the U.S. has been declining for at least a decade, and since 2009 is actually negative, with hundreds of thousands more Mexicans returning to Mexico than coming to America every year. Most Latin American countries, including Mexico, are currently experiencing economic growth. Despite their Catholic faith, the birthrate among Latino women has been declining, which has also created needs for more workers to return, enticed by higher wages.

Deporting 12 million illegal undocumented immigrants, even over an 8 year presidency, is simply impossible. The most deportations annually were in the “Deporter in Chief” era of President Obama’s first term, which never exceeded 240,000 annually. These deportations were “interior removals” mostly of people caught by police and then discovered to be illegal.

Searching for individual family members who are living here peacefully and productively to deport is not only horrifically un-American,

but impossible. You would have to triple the size of Immigration and Customs Enforcement (ICE) from 5,000 to 15,000, but it gets worse.

Even a modicum of due process, which mandates a hearing, requires 12 agents for every deportation.

Trump and Cruz’s plans would require 1,375,000 deportations annually. It is doubtful in our current political environment that any president could even return to the 240,000 record set by Obama.

What many Republicans strangely do not understand is that local law enforcement will oppose Trump and Cruz. Most local police, even today, are reluctant to cooperate fully with ICE due to concerns over racial profiling and the lack of trust it fosters in minority communities. Mass deportations would result in major headaches for law enforcement officers on the street and would result in more crime and disrespect for the law in affected communities afraid to cooperate with the police for fear of ICE alerts.

And what about that fucking wall? The Great Trump Wall would, if even possible to be erected in many areas, require 10 percent of all the cement produced in America.

Trump says he will make Mexico pay for it. Well, the bill keeps going up. Donald said at first 4 billion, then 10 or 12. Actually, most experts place the cost at $25 billion, but make that 50 or 75 after the usual construction overruns. A high tech wall would cost far more.

Trump’s Wall could soon equal the entire federal infrastructure budget, crowding out badly needed air traffic control upgrades, bridge and road repair. It would also require massive use of eminent domain, especially in Texas, where properties often go right up to the Rio Grande. America will not be great again for attempting to build Trump’s Wall, but will be a laughingstock instead. Ω

The action by Westgate SuperBook was a rare concession in the industry to health—though the rest of the facility remained open to smoking, so customers could just step into the casino or bar to light up, so employees were still at risk.

There was tension between the Clinton and Sanders forces. But it was not the kind of thing that threatened to rupture the party.

Across town at Grand Sierra Resort, it was another matter. The Washoe Republican Convention often seemed on a knife edge.

Cliff Young 1922-2016 Born in Lovelock and graduated from the University of Nevada, Reno, Clarence Clifton Young served as both a state and federal legislator during pivotal years in Nevada history. His career was often a paradox.

Following World War II service in the Army in Europe and Harvard Law, Young became public administrator of Washoe County, then was elected to the U.S. House in 1952 over Democratic incumbent Walter Baring. He was reelected in 1954.

One of his supporters, Les Gray, compared Baring’s voting record to that of U.S. Rep. Vito Marcantonio of New York, a democratic socialist. It NIXON and YOUNG was a common red-baiting technique used on Democrats in those days.

In the late 1950s and early ’60s, Young was a member of the All American Society, a Nevada group founded by Harolds Club general manager Raymond I. Smith to combat “creeping communism.”

On the other hand, Young was a critic of Nevada’s McCarthyite U.S. Sen. George Malone, also a Republican.

When Young and his wife Jane arrived in D.C. in Jan. 1953, they were looking for a place to live when their car containing all their belongings was stolen, a fix that landed them on the CBS evening news.

In 1954, Young of Nevada called for tougher regulation of the state’s mob-ridden casinos because the gambling industry “contains the seeds for its own destruction.”

The Nevadan became acquainted with Vice President Richard Nixon in D.C. and later served as Nevada chair of his presidential campaigns.

Young announced his candidacy for the U.S. Senate in 1956 when Democratic incumbent Alan Bible announced his retirement.

Then Senate Democratic leader Lyndon Johnson intervened, prevailing on Bible to re-enter the race. In a state that valued seniority, Bible was reelected. Johnson came to the state to campaign for Bible, belittling Young in the Democratic stronghold of Ely as “Little Boy Blue” and “this little phony named Young.”

Following his defeat, there were rumors Young was in line for a federal appointment, but he had not enjoyed D.C. and returned to Nevada. Ten years later, he reentered politics, winning a Nevada Senate seat representing Washoe County from 1966 to 1980.

He became known as one of the most eloquent speakers in the legislature and as a supporter of the environment. In 1970, after an Oklahoma firm laid claim to 400,000 acres of Nevada land for a token filing fee, Young called it the latest evidence of the need for reform of the U.S. Mining Law of 1872.

Young voted for the Equal Rights Amendment, and joined with several other Republicans—Coe Swobe, Archie Pozzi and James Slattery—to support more liberal marijuana laws.

In 1981-83, he served as national president of a leading environmental group, the National Wildlife Federation, battling the Reagan administration’s interior secretary, James Watt.

In 1984, during a period of turbulence on the Nevada Supreme Court, Young was elected to the court and served for 18 years.

He was particularly noted for trying to speed up death sentence appeals.

Young was the founder, in 1988, of the Nevada Judicial Historical Society. He attended Burning Man in 2004 at age 81.

Party on County gatherings test organizations There are three stages to the selection of Nevada’s delegates to national presidential nominating conventions. by It starts with precinct meetings, Dennis Myers known generically as caucuses.

That is the stage at which the first tally is taken of presidential candidate preferences.

It ends at the party state conventions, where the national delegates are actually selected.

The Sanders campaign did its job of getting its people out.

In between are the county conventions. They’re the dreariest of the three, and the easiest to overlook—and they can affect presidential candidate fortunes.

Whoever won the precinct meetings must get his or her people out again to the county conventions to hang onto that victory. And second or third place finishers in the precinct meetings get another chance. Plus, the candidates fortunes outside of Nevada can affect what happens inside.

Eight years ago, Hillary Clinton beat Barack Obama in the Nevada precinct meetings. But by the time of the state convention, Obama had scored so many victories he was starting to look inevitable, and he

picked up more delegates than he had earned in the Nevada precinct meetings.

In 2012, Republican Newt Gingrich—propped up by Nevada billionaire Sheldon Adelson— managed a second place finish in the Nevada precinct meetings. By the time of the state convention, he was out of the race.

This year in the precinct meetings, Democrat Hillary Clinton repeated her Nevada win and Donald Trump triumphed in the GOP. At the Washoe Democratic Convention at Lawlor Events Center, it was clear from the beginning that Bernie Sanders had gotten his people out. He won Washoe and the small counties in the precinct meetings while Clinton won Clark County. He held onto Washoe at the county convention.

And as the day wore on, word arrived from Las Vegas that he had done a better job of getting his people out in Clark County, too. It appears that Sanders took Nevada away from Clinton, at least in this round.

Candidate supporters were firm in their advocacy.

Business owner Scott Lambert: “I feel like Bernie represents the return of the elder to our circle of leaders. He’s a man who has true depth to his character and true integrity. And we need our elders to be our mentors, and we’ve kind of lost that in our culture.”

Republican conventions are always more sedate than Democratic conventions. Here, the delegates were less demonstrative for their candidates. Where the Democrats wore candidate T-shirts and buttons, very few Republicans wore evidence of their candidates.

The most common were stickers for U.S. Senate candidate Joe Heck. There were few presidential buttons or shirts.

There was simmering below the surface. The first time a speaker mentioned Trump, his faction broke out chanting his name. It was so unusual for a Republican convention that people in the outer hall rushed into the convention hall to see what the fuss was.

Former Nevada Assembly speaker Bill Bilyeu grimaced.

“They’re like the Pat Robertson people were,” he said. “And the Ron Paul people.”

Both Robertson and Paul had scored well in Nevada in earlier years, but it’s difficult to make a case that the state GOP benefited from it. The Paulists succeeded in taking over the party organization and then sat out the general election campaign so that party traditionalists had to set up a separate campaign to aid presidential nominee Mitt Romney.

At last weekend’s convention, the platform—a statement of party positions—was at issue. The libertarian Paulists had managed to get anti-abortion language out of the state platform in 2012. Now, at the Washoe County level, delegates battled over a plank calling for mandatory ultrasounds before abortions. Planks also opposed marriage equality and included climate change denial. Young and libertarian delegates considered the platform a way of “fighting the last war.”

could win. “I believe he’s the only candidate who can beat Hillary Clinton,” said Kasich supporter Stephen Roy. In both parties, insurgents have difficulty understanding why traditional party people oppose them, and it’s not always issues. The truth is that when presidential campaigns are over, supporters of candidates like Trump and Sanders usually disappear. Their season using the political parties as vehicles will be over, and the traditionalists will then have to keep the parties going. Ω

Small fry Trout released into Truckee One Thursday in March, Vanessa Burch-Urquhart’s third grade class from Fernley Elementary School boarded a bus to Oxbow Nature Study Area in Reno. In their company were several tiny rainbow trout—each by Kelsey a little more than an inch long, each raised by Burch-Urquhart and Fitzgerald her class as part of the Nevada Department of Wildlife’s Trout in the Classroom Program.

Trout in the Classroom, initiated by the Truckee River Fly Fishers during the late 1990s, supplies participating elementary school groups with an aquarium and rainbow trout eggs. The program is now operated by NDOW, who deliver trout eggs to more than 100 classrooms around Nevada in mid-January. The students monitor the fish as they hatch and grow, and teachers use NDOW curriculum to incorporate the fish into lessons on biology, math, art, writing and other subjects.

“I had them keep a daily trout log, so they had to observe them and note any changes that they saw,” said Burch-Urquhart. “When we first got them, I talked to them about hatcheries. We talked about the life cycle of the trout, too, so it was cool having them right in the classroom.”

The trout begin as eggs, then hatch to “alevins”—tiny fish with yolk sacs attached to their bellies. Alevins feed off their yolk sacs, hanging low in the gravel at the bottom of the fish tank (or river) until the yolk sac is used up. During the next life stage, the fish become “fry,” which swim out of the gravel and move higher in the water to find food.

After several weeks in the classroom, the fry are ready to release, and students travel to local ponds and rivers to free their tiny trout.

In 1987, the Nevada Legislature decided to try to do something about the decline in the state’s voter turnout rate.

What it came up with was a program that would make voter registration possible at the Department of Motor Vehicles. Most people must go to the DMV about once a year, the thinking went, so this would make it a matter of a single stop for two purposes. It was an idea being tried elsewhere.

Republicans weren’t wild about the idea, and they controlled the Nevada Senate, but Democrats liked it, and this was still in the days when the political parties worked together, so the measure passed. It became known as motor voter.

The measure was enacted before the federal government took an interest in it. There was no federal legislation or mandate involved.

The program required cooperation between county clerk or county voter registrar offices and the state DMV offices. Overseeing the launch of the program was the Nevada Secretary of State’s office. I was the chief deputy secretary of state then.

Nevada’s turnout rate had never been something to brag about, but in recent years it had been dropping still more. Only about four in every 10 Nevadans eligible to vote got registered in the 1980s.

There was a sort of unwritten assumption that the Democratic Party would benefit more from ease of voter registration than Republicans.

What was a surprise, to me at least, was that the Democrats proved to be so mercenary about it. When the first figures on motor voter registrations started coming in, they were mostly Republicans. It was a bit of a surprise, but I never expected it to cause any problems.

To my surprise, there were leading Democrats who were very angry. Clark County Assembly member Myrna Williams, who the Democrats would install as speaker pro tempore the next session, threatened to get motor voter repealed.

She didn’t follow through on the threat, but it seemed that Democrats weren’t all that purely motivated.

The Democrats swallowed their disappointment and election 1988—it was a presidential year—went forward. When it was over, not much had changed. A couple of percent more got registered, which did not come close to registration of even half of eligible Nevadans, so turnout of actual voters could not come close to a majority.

And there appeared to be no link between ease of registration and turnout of voters.

Meanwhile, as Nevada and other states tried motor voter, Congress got interested in requiring states to have the program. Nevada’s U.S. Rep. Barbara Vucanovich, a Republican, used the 1988 result to argue in 1990 against a federal requirement for all states to use motor voter. “In the 1988 presidential election, motor voter was initiated in Nevada and voter registration had indeed increased to 44 percent [from 42],” she wrote. “Unfortunately, the turnout rate actually dropped three percentage points.”

Congress approved a mandatory motor voter law in 1992, and the first President Bush vetoed it. A new version was approved in 1993, and President Clinton signed it. Now Nevada and other states with motor voter experience could no longer act on that experience if they chose.

If motor voter failed to move voter turnout, the states had to keep using it—and they had to bring their programs into compliance with the federal one-size-fits-all template.

As the years passed, study after study tracked motor voter programs around the country. Virtually all those studies reinforced the experience of the states—motor voter piled up registrations but did little for actual voting— perhaps a two percent gain in some years. The tail wagged the dog. Registrations were being touted while turnout dropped, which led to some strange news coverage. “While fewer Americans actually voted last election cycle, the Federal Election Commission has found that the number of people registered to vote in federal elections has skyrocketed in recent years, thanks to the National Voter Registration Act of 1993,” the Capitol Hill newspaper Roll Call reported in 1999. (Emphasis is added.)

Motor voter was usually registering people not to vote. The remedy may have failed because no one had really defined the problem before applying a solution.

good. But unwilling registrants have the same problem as willing registrants. They have to get to the polls. “Just because you’re registered doesn’t mean you’re actually going to cast a ballot,” said California Secretary of State Alex Padilla.

This new technique seeks to solve the same assumed problem—apathy—with the same remedy—ease of registration. But what if apathy is not the problem—and never was?

voting—European immigrants in urban cities of the north, poor blacks and whites in the south.

It worked like a charm, driving voting down so sharply that the country has not done without it since, while other democracies skip it—or leave the burden of registration on government instead of individuals. The notion that a device created to suppress voting could be “reformed” in the 1980s to encourage voting was a titillating one.

(Some democracies, like Iceland and Finland, register voters for life—at birth.)

Voting in the U.S. stayed in the doldrums through the 1920s but began climbing in the 1930s. There was healthy turnout until about the 1960s, when voter turnout began slowly declining. Why? The assumption—and it quickly became conventional wisdom—is that it was apathy and disenchantment, a sense by citizens that voting does not change their lives or accomplish much. “Epic disenchantment,” New York Times columnist Anna Quindlen called it in 1992. Easing the obstacles to voting was seen as a fix—even though the decline had happened in a period when a variety of methods of easing voting had been introduced. With easier absentee voting, mail-in registrations, removal of racial bars in the south, turnout kept falling. Adding motor voter to this arsenal was supposed to be the one more step that solved it.

The claims made for motor voter were extravagant. “A bill that would raise national voter registration from 60 percent to 95 percent was passed by the House Tuesday. ... Roughly 90 percent of eligible voters would be registered when they get or renew drivers’ licenses, which is why the legislation is commonly called the ‘motor voter’ bill,” wrote voter registration

lobbyists Richard Cloward and Francis Fox Piven in the New York Times in June 1992.

That kind of optimism has never died out among Democrats. For two decades, they have continued pushing motor voter, tinkering with it here and there, trying to make it work. (The federal law also admirably requires voter registration at public assistance offices, where those like the blind and disabled can be served.)

Study after Study ShowS only marginal impact on voter turnout

The newest wrinkle comes in Oregon and California, where residents who do business at the DMVs are registered to vote without being asked. Both state’s laws took effect at the start of this year, but California’s program has been stalled by technical problems, including how to frame an opt-out option. In Oregon, from January to mid-March, 16,000 new registrations were added—if piling up more registrations is

“This is the mother of all turnout myths,” McDonald wrote in the Washington Post. “There may be plenty of apathetic voters out there, but the idea that ever fewer Americans are showing up at the polls should be put to rest.”

Few people listened to him, possibly because he identified a different cause of low voter turnout—one for which the Democrats were partly to blame and one that could not be solved as easily as registering drivers.

“What’s really happening is that the number of people not eligible to vote is rising—making it seem as though turnout is dropping,” he wrote.

“Those who bemoan a decline in American civic society point to the drop in turnout from 55.2 percent in 1972, when 18-year-olds were granted the right to vote, to the low point of 48.9 percent in 1996. But that’s looking at the total voting-age population, which includes lots of people who aren’t eligible to vote—namely, noncitizens and convicted felons. These ineligible populations have increased dramatically over the past three decades, from about 2 percent of the voting-age population in 1972 to 10 percent today.”

When turnout is examined from the base number of those eligible to vote, he wrote, there was no problem for motor voter to solve.

“When you take them [disenfranchised voters] out of the equation, the post-1972 ‘decline’ vanishes. Turnout rates among those eligible to vote have averaged 55.3 percent in presidential elections and 39.4 percent in midterm elections for the past three decades.”

It’s not an apathetic population that’s missing from the polls. It’s a disenfranchised population.

In the 1960s, the Nevada Legislature began getting tough on crime—creating new crimes, increasing penalties for old ones, making parole more difficult to get. Decade after decade, state legislators got reelected by running for sheriff.

The same thing was happening in other states, but Nevada was particularly aggressive—the U.S. Justice Department once issued a report saying Nevada taxpayers paid more per capita than all but two other states for their criminal justice. The Silver State has normally had one of the highest incarceration rates in the nation and world, comparable to the rates in apartheid South Africa or other authoritarian regimes. And convicted felons face obstacles to voting.

Drug offenses were particularly popular, and they had a race component that was portentous.

The consequences were demonstrated neatly in 1998. Democratic U.S. Sen. Harry Reid of Nevada squeaked through to reelection by just 401 votes after a recount. At the time, according to University of Minnesota voter

disenfranchisement scholar Christopher Uggen, 10,500 African Americans in Nevada could not vote because of felony convictions. That was a fourth of all the disenfranchisements in the state, though blacks make up less than 7 percent of the populace. Most of them lived in Las Vegas, where African American precincts tend to go 90 percent-plus Democratic. Had former inmates been able to vote, Reid’s cliffhanger would almost certainly have been a comfortable victory margin. And this doesn’t even count the felony disenfranchised Latinos in the state.

The same thing was happening in Congress, where Democrats regularly joined Republicans on get-tough binges, particularly in the drug war. In 1986 following the allegedly drugrelated death of basketball star Len Bias, Capitol Hill was seized by hysteria. Democratic House Speaker Thomas “Tip” O’Neill led the Democrats into a lawmaking frenzy nearly as extreme as the Republicans. Penalties piled up—including race-based penalties. A penalty formula was found under which blacks could receive harsher penalties than whites for using the same drug—crack cocaine (mostly used by blacks) compared to powder cocaine (mostly used by whites).

In Florida, the national capital of felony disenfranchisement, by 2000 a startling 31 percent of the state’s African Americans could not vote because they had been disenfranchised by felony convictions, particularly drug convictions. The Sentencing Project put their number at 200,000. Those 200,000 would probably have

Ehrlichman told Baum that the war on drugs was never about drugs. It was about political success and voter suppression. It was—and is—a war on people.

“You want to know what this was really all about?” Ehrlichman said in the interview.

the Basement is reno’s new

urBan marketplace

A

marketplace was once the center of a city—a bustling space for commerce and community. And while sprawl and chain stores caused many communities to deviate from that, there’s been a concerted effort across the United States to resurrect the neighborhood marketplace.

New York City in particular has markets in spades, including the famous Chelsea Market, after which many others around the world have been modeled.

The appeal of New York living is what inspired designer Brianna Bullentini— originally a Renoite, a New Yorker for seven years, then a Los Angeleno, and once again a Renoite—to help build a hip, urban marketplace in downtown Reno. Enter the Basement, a new community space that has taken over the basement of the former Reno Main Post Office building, at 50 S. Virginia St. It’s a large Art Deco building, unmissable to locals and travelers walking or passing through downtown. Opened in 1933, the Post Office was designed by Frederic J. DeLongchamps, a notable Nevadan architect.

Many of DeLongchamps’s buildings, including the Post Office, are listed on the National Register of Historic Places.

The building was purchased in 2012 by the Carter brothers, Bernie and Tim, of Carter Bros. Ace Hardware. The plan was to use the one time federal building for a community purpose. The basement was once raw and

unfinished, and now has a more polished, but still industrial, vibe. Bullentini, the lead designer for the Basement and Post Office building, pitched her concept for a marketplace to Bernie in late 2014. A year and a half later, the project is in full swing.

“We were designing upstairs, and it kind of molded into down here where we have a lot of potential in the basement that was kind of undiscovered,” says Bullentini. “It wasn’t planned to be anything but storage.”

Bullentini studied at Parsons School of Design in New York and has worked for design and architecture projects in other cities.

The Basement, and her cold-pressed juice bar, Rawbry, brought her back to Reno.

“As a designer, you see things in the most undiscovered places,” she says. “I have seen marketplaces take off in other cities and thought that I could do it justice here since everyone is starting to move downtown and there’s this influx of urban living for our age group downtown.”

To get permission to turn a federal building into the marketplace she envisioned, she had to present her idea to the City of Reno.

The idea was approved since the concept of the Basement aids in making downtown Reno vibrant for locals and tourists.

“Originally, we couldn’t get a liquor license down here, we weren’t allowed to have food down here, we weren’t allowed to have late hours down here,” says Bullentini.

“It was a federal building, which meant it could only be used for federal use, like a library or something. So it really took [the city] being progressive and being really awesome and saying, ‘This could be really conducive to a great young town atmosphere.’

From there, they worked with us. So we had to figure out sewage. We had to figure out a liquor license building-wide. We had to move

a lot of things around. That took forever. It was a lot more than just going into a plug and play building. It had a lot to do because we were in the basement, and it’s a building from 1933, and there were a lot of hurdles.”

Much of the original building remains, but the Basement had to become a workable space for businesses like Rawbry. It also currently houses Global Coffee (a coffee bar), Sugar Love chocolates, Kalifornia Jean Bar, a barber shop (by barber Josh Arias), Botanicals Flower Bar, apparel company Tahoe Nevada Love, Pantry Products apothecary, and SES Engineering (which also did the mechanical and sustainable solutions for the building).

A gym called Escape and a salad bar called Chomp will be open in the near future, as will a bar, art gallery space and lecture hall. One more business is being vetted for the space—a sneaker shop from Brooklyn. Other than that shop, all of the businesses originated in Reno, and the demand for shop space has been high.

“We turned away around three times the amount of businesses that are in the space,” says Bullentini. “I get an email every single day about putting a business in the Basement.”

In the main Post Office space, home decor company West Elm is going in as the anchor tenant.

Buzzworthy The goods and services offered in the Basement are intended to create a healthy environment, where people can have fun, socialize and be stimulated without damaging their health.

“We want it to be this epicenter for social gatherings and not just for drinking, or health-harming activities,” says Bullentini. The walkability of downtown

will help, too, once the Virginia Street bridge is completed.

The approach to creating a healthy atmosphere is threefold—physical, social and mental. The gym, and food and drink choices like Rawbry and Chomp address the physical. Social needs are met through a large open space for coworking, along with the coffee shop and bar. And every other month, the local chapter of the American Institute of Graphic Arts hosts a talk series called Creative Buzz, which is intended to stimulate the mind and encourage discussion.

“It’s something I went to in Brooklyn,” says Bullentini. In New York, the event was called “Creative Mornings.” “I know we have this crazy art community, it’s very Burner-driven. I just thought it needed to have a voice. And it’s different than the tech-art in Brooklyn.”

Some of the talks do bridge the worlds between technology and art, though, including a talk on April 12 featuring international futurologist Rebecca Ryan. The talk, which starts at 7:45 a.m., will cover urban planning and commerce based on trends of the future.

Bringing non-local people into the Basement to speak or get involved hasn’t been difficult, says Bullentini.

“Everybody and their mother is talking about Reno right now,” she says, referencing people she knows in the larger cities she’s lived in. “It’s super flattering and exciting that the word is spreading about Reno. It’s almost like you don’t want it to spread any more.

Like, nobody else move here!”

She means this as a joke, but there’s some truth to it. Projects like the Basement are possible now because there’s a community of people who want more urban experiences, but it’s also possible because the concept hasn’t really been tackled

successfully yet, which lets people like Bullentini experiment. So it’s the project, but not the city itself, that needs to convince outsiders to take a chance on it.

“That’s been the biggest shocker for me, is that you don’t have to sell Reno—you have to sell the concept, or the building,” says Bullentini. “I think Reno is in talks for everybody right now.”

Bullentini’s vision also ensures that new, unconventional businesses have a fighting chance in Reno.

“There’s a big emphasis on collaborative,” says Bullentini. “If we all went out and wanted to open our own businesses in separate buildings, it would have been a struggle. We all lean on each other. We all bring traffic together. At the end of the day we’re not just Rawbry. We’re not Global Coffee—we’re the Basement.” Ω

The resulting works—many on canvases measuring four-by-five feet or larger—are at once realistic and imaginative. The impressionist influence they suggest is something Cinkel first picked up while serving abroad in the Army during the late 1950s.

“We got out to Paris, France, for about four days,” Cinkel said.

“About this time, I got interested in the impressionist painters, Monet, Renoir, Van Gogh and those guys. I was pretty impressed with the impressionist gallery in the Louvre there, and whatnot. That was a big influence on my life.”

One of Cinkel’s collections that remains on permanent display at the museum is a series he painted for the museum’s 100-year-anniversary celebration of the Great New York to Paris Automobile Race of 1908. Some of the paintings are based on old black-and-white photos taken during the race. Others Cinkel created from imagination after reading the journal kept by the driver of the winning car—the 1907 Thomas Flyer, which is also on display in the museum. The paintings depict the Thomas Flyer in locales ranging from the desolate Nevada desert to Japan, where the car was nearly as wide as the roads it traveled. An accompanying book can be purchased in the museum’s gift shop.

A few of Cinkel’s other collections are rotated in and out of the gallery located in the museum’s entry hallway.

“The Century Series” features 18 paintings based on a collection of more than 5,000 vintage black and white photographs Cinkel purchased from antique stores across the West. The series was recently cycled out of the gallery to make room for another of Cinkel’s collections. “Even in Africa,” features cars from the Harrah Collection in places around the globe, including local spots like the Mackay Stadium football field and distant locales in India and Africa.

In 2012, Autoweek magazine ranked the National Automobile Museum (The Harrah by Collection), 10 S. Lake St., among the Jeri top five museums of its kind in the Chadwell-Singley United States. But locals who’ve not taken the time to visit the museum j e ri c @ ne w s re v i e w . c o m may be unaware that it’s not just an attraction for car enthusiasts. It’s also a hidden gem for art lovers—thanks in large part to the museum’s resident artist, Robert Cinkel.

76-year-old Cinkel has been an artist since childhood. He grew up in Southern California and spent 45 years working as an advertising artist there and in Reno. In the early 2000s, he retired and took a part-time job at the National Automobile Museum, where he designs signage and interpretive texts to accompany the museum’s exhibits. Over the course of the last decade and a half, Cinkel has also filled the museum’s walls with several series of his large oil on canvas paintings featuring vintage automobiles, including many from the collection housed there.

“Well, you need something to do when you’re retired,” he joked.

Cinkel, a self-described history buff, often relies on vintage photographs and written accounts for the initial inspiration behind his paintings. However, his method for creating the historical scenes is distinctly modern. While many artists will draw up a study before starting a new painting, Cinkel creates his concept sketches using Photoshop. He uses the software to isolate elements from several existing photographs and combines them into a single image, which he prints on transparency film, and then magnifies and overlays on his canvas using a projector.

“You scan a bunch of pieces, and in some paintings you’ll have maybe 15, maybe 20 pieces, or more, in a painting,” Cinkel explained.

Wheel of fortune Fortune Star Cuisine 6340 Mae Anne Ave., 747-3288

Depending on your point of view, Fortune Star Cuisine is either a Chinese restaurant that serves sushi or a sushi by Todd South bar with a large menu of Chinese dishes. The decor is upscale, and the seating options can accommodate everything from a large family to an intimate date night for two, but the lunch menu is one of the best deals in town.

The lunch special includes a choice of soup or salad, one egg roll and crab Rangoon, a choice of chow mein or rice, and one of 29 entrees ($6.95-$7.95 served 11 a.m. to 3 p.m.). I was surprised to see how much food you get for seven bucks.

The bowl of egg flower soup alone was almost a meal by itself. Cups of miso and hot and sour soup were also ordered, with the latter a standout ($1.95). It had a good balance of spice and tartness, a silky mouth feel, and plenty of veggies.

($12.95), and happy family ($13.95) were all quite good, with the chicken being among the better renditions of this classic dish. The “family” was a mix of shrimp, scallop, chicken, beef, squid and veggies that was cooked just right and tasted very fresh. Similarly, the straw, black and white mushrooms were expertly cooked, and the beef was tender with good flavor. The pork fried rice wasn’t overcooked and we generally enjoyed all the Chinese food sampled.

Unfortunately, I can’t say the same for the sushi side of things ($15 All You Can Eat lunch).

Perhaps the guy behind the counter was having an off day, or maybe they don’t fill enough sushi orders to keep things up to par. By my estimation there were only a couple other patrons ordering from the bar, yet I had to repeat my initial order of nigiri twice, received part of it, then inexplicably received a double order of something I’d already been served. An order of baked mussels never arrived. From what I could tell, the order was never put in.

The couple of long rolls I sampled were heavy on rice with pieces larger than some folks could eat in a single bite. A single hand roll was more deftly assembled but included raw scallops that smelled “fishy,” a sign that either the fish is old or hasn’t been properly refrigerated.

I’m thinking it was more likely the former because the freshwater eel, snapper, yellowtail, fresh salmon and smoked salmon were all pretty good, featuring generous slices of fish with just enough rice.

Yet, everything was served at room temperature, the octopus was quite tough, and the black pepper-seared tuna was very dry and strangely chewy. I consumed what I received and said a silent prayer to the gods of indigestion.

Thankfully, I can report feeling just fine the following day. My fortune cookie opined, “Land is always in the mind of the flying birds.” I’m not sure what that means, but I’d land again at Fortune Star for the excellent soups and entrees, perhaps leaving the sushi for braver souls than I. An appetizer sampler included egg roll, crab rangoon, deep-fried chicken skewer, and tempura shrimp ($4.95). The egg roll had a noticeable whiff of Chinese five spice—which I enjoy—and the rest of the items were just fine, if unremarkable. We tried to order a dim sum combo deluxe but instead received the smaller dim sum combo ($10.95). Or part of it, anyway. The menu indicates four shrimp dumplings, four seafood siu mai, two barbecue pork buns, and a pair of potstickers. We received just two of everything and I didn’t think to double-check the menu until later.

I’m not sure if we were shorted or the menu is out of date, but the steamer basket looked a little light for the price.

It’s still a little early yet, but I Saw the Light is positioned to be one of the year’s biggest cinematic disappointments.

The film is an ultimate downer because it contains a powerful central performance from Tom Hiddleston as country music legend Hank Williams. Hiddleston looks, and more importantly, sounds the part, performby ing live with a strong singing voice and Bob Grimm stage persona. When I Saw the Light focuses on live music and studio performances of b g ri m m @ ne w s re v i e w . c o m Williams’ standards, it shines.

It’s when the film examines his life between the songs that it’s a dull, unrewarding experience. Yes, anybody who knows a little bit about the man knows he died tragically young (29) of alcohol and drug-related complications, and that he had a messed-up love life. Come on, though, this is Hank Williams. It’s hard to accept his life was as dull and humorless as writer-director Marc Abraham’s film suggests. Yes, his end was tragic, but the guy must’ve had a sense of humor.

The movie picks up before Williams gets his big break. He’s performing his original songs on a radio show and marrying newly divorced singer wannabe, Audrey Mae Sheppard (a strong Elizabeth Olsen).

Williams toils away in honky tonks and tries to make his mark at the Grand Ole Opry, where they are a bit resistant to Williams’ reputation.

Of course, Williams does eventually make his Opry debut, and it’s during moments like this and other microphone-commanding performances that Hiddleston captures the spirit of the singer and gives us a hint of his justifiable legacy.

It’s the love life stuff that is treated with a morose, dark, clammy tone that makes the film often a task to watch, and it way overstays its welcome at two-plus hours.

On top of his failed marriage to Sheppard, we witness his dalliances with random women, and his eventual last wife, Billie Jean Jones (Maddie Hasson). The time spent with Sheppard does feature a decent performance from Olsen. She does an admirable job doing her own singing, purposefully mediocre as Sheppard suffered industry ridicule for her voice. When Olsen basically leaves the film, the female lead baton is passed to Hasson, and her main directorial instruction seems to be “pout and scowl a lot.” Her presence brings the film to a halt.

Again, the music in the film is strong. The movie opens with a nice, solo performance of “Cold, Cold Heart,” with Hiddleston alone in a smoky room as the camera circles him.

His voice is strong and contains the proper amount of emotional heft. It’s a moment that seems to set the film up for good times.

Then, the film effectively goes to sleep.

Abraham saddles the film with long, dreary takes where actors and actresses often seem a bit lost. They’ve also seemingly been instructed to use sleepy tones and volumes, so many line deliveries give the impression they’re bored with the material.

Williams must’ve raised some hell in his day. He must’ve played some pranks on band members, or trashed a couple of hotel rooms.

He probably also shouted out a joke or two to provide life with some laughter.

None of that makes it into I Saw the Light.

Hiddleston is asked to play the man as a dull ghost rather than a robust, flawed legend.

When he’s singing, the movie has life. When he’s arguing with his mom, it’s dreadful.

Abraham relies on some of your basic biopic no-nos to move the story along, including the old fake black-and-white newsreel interview gimmick. That’s when you put an actor in a fake interview setting and make it look like a newsreel to give the film authenticity. It’s just proof that the writer was stuck and needed to cheat his way out of selfinduced plot ditches.

Songs like “Lovesick Blues,” “Honky Tonkin’” and other Williams classics provide interesting interludes, but I Saw the Light will be remembered more for its dullness than its musical numbers. Ω

The horror genre has been getting a nice boost these last couple of years. Well, here’s another one to bolster that argument, but it isn’t for the faint of heart. This one is for those original Hellraiser-loving, Dario Argentofollowing horror fans who want their scares as dismal, dirty and creepy as they can get. Turkish writer-director Can Evrenol goes for the total bloody freak-out and succeeds as a group of cops respond to a call, get in a strange car crash, and wind up going through the doorway to Hell after entering an abandoned building.

While on their way to Hell, they are disemboweled, blinded, forced to do things with masked monsters, and generally not treated well. I can only recommend this movie to the most hardcore of horror fans. It’s as blood-soaked and nightmarish as these things get, and will screw with your mind and your sense of well-being.

It will make you feel just a little scared about watching a horror movie again in that you will now be reminded that some directors out there have the key to what scares people the most. I have nothing but respect for a movie that can scare the crap out of me like this one did, but it’s probably going to be a while until I dare to watch it again. Unless you count the parts of it that I will see after I go to sleep tonight and have nightmares about it. Damn you, Can Evrenol! Batman v Superman: Dawn of Justice

This is definitive proof that director Zack Snyder should be banned from the DC universe. The man who gave us Sucker Punch has effectively knocked the wind out of two great comic book heroes. This film is a crime to every geek who has ever picked up a graphic novel.

Hell, it’s also a crime afflicted upon hardcore Ben Affleck fans. Affleck could be a fine Batman.

Actually, he could be a great Batman. But, like George Clooney before him, he winds up looking quite ridiculous running around in a messy movie in which his character simply doesn’t fit.

A nice effort by Affleck to portray a nuanced, older, somewhat weary Bruce Wayne—not to mention a badass suit—is utterly wasted. As for Henry Cavill’s Superman, I’m longing for those short-lived days of Brandon Routh as Kal-el. While it isn’t entirely his fault, Cavill’s Supes is officially a dud. A sequel to the dreary Man of Steel, also directed by Snyder, Batman v Superman is a soulless step in the wrong direction. Snyder, who made a great graphic novel movie with Watchmen, has just completely lost the ability to put together a cohesive, exciting movie. The film drags, the character motivations make no sense, and the film totally lacks any sense of joy or humor. It’s sad that somebody can’t make an entertaining movie with two DC classic superheroes, but that’s exactly what Snyder has done. He’s completely failed the fanbase, and he needs to be stopped.

Deadpool

What’s the significance of the word “Cloverfield” in this movie’s title? Producer J.J. Abrams is calling this movie a blood relative to the original found-footage monster movie.

The new film is not a found-footage film (and thank god for that). After seeing it, I can tell you that the title is not misleading, but don’t go to this thinking you’ll see the Cloverfield monster laying waste to middle America. It’s a much different kind of movie. The film starts with Michelle (Mary Elizabeth Winstead) having an urgent phone call with somebody. She grabs her keys, hits the road, and drives for what appears to be many miles out of the big city into the cornfields. After stopping for some gas, her car crashes for mysterious reasons. She wakes up from said crash with an IV drip and her leg cuffed to a bar. Shortly thereafter, she meets Howard (John Goodman). Howard seems a little bit anxious and tells her she needs to hydrate, practice using crutches, and, oh yeah, the end of the world is nigh. No one really knows why, but the air above is now contaminated, and they must reside in his emergency bunker for what could be years. There’s another inhabitant of the bunker, and that’s Howard’s soft-spoken neighbor Emmett (John Gallagher Jr.). The film then becomes an intense “is she a hostage?” drama, and then something altogether different by the time credits roll. Goodman and Winstead are both excellent in what turns out to be a nifty little thriller.

Ryan Reynolds scores big in this twisted film from first time director Tim Miller. The movie establishes its weirdness with scathing opening credits that poke fun at Reynolds’s stint as Green Lantern. It then becomes a consistently funny tragicomedy involving Wade, a mercenary who comes down with terminal cancer, dimming the lights on his future with girlfriend Vanessa (Morena Baccarin). He submits himself to an experiment that leaves him disfigured yet superhuman, bent on revenge against the criminal who made him this way. Reynolds finally gets a good movie to match his charms, and Deadpool gets the nasty film the character beckons for.

The film gets an R-rating for many reasons, and there was no other way to make a Deadpool film.

It needed to be depraved, and it is.

Eye in the Sky

A drone pilot (Aaron Paul) has a missile shot all lined up and is about to pull the trigger on a houseful of terrorists when a little girl parks herself within the blast zone to sell some bread. This is just one of the dilemmas brilliantly depicted in writer-director Gavin Hood’s tense thriller about drone warfare and the political ramifications of collateral damage. Helen Mirren is superb as Colonel Katherine Powell, determined to take out multiple targets on Great Britain’s terrorist list, but needing to check the legalities of all her strategies before she can make a single move. In his last live action screen appearance, Alan Rickman is terrific as Lt. General Frank Benson, drolly responding to the bureaucracy that’s keeping him from doing his job. Paul brings his best big screen acting yet to the role of Steve Watts, a drone commander torn between killing an innocent child or preventing potential scores from being killed in a terrorist bombing. Phoebe Fox gives a breakthrough performance as Carrie Gershon, drone cocommander. The film poses many questions and many dilemmas, and wisely doesn’t take sides. It presents you with the frustrating situations and the consequences, and the viewer is left to mull it all over. This is one of the better-acted films in the first third of 2016.

Hello, My Name is Doris

Sally Field plays the title character, a 60-something office worker who gets a crush on John (Max Greenfield), a much younger co-worker. The two become friendly, and then Doris gets a little carried away into a fantasy world regarding him. Yes, she’s a bit of a stalker, but it’s Sally Field doing the stalking, so it winds up being kind of cute. Directed by Michael Showalter (The Baxter, Wet Hot American Summer), the film mixes goofy comedy with some of a darker variety. Field, who hasn’t had a chance to shine in a comedy in a long while, gives us a multi-dimensional character to go with the laughs. Greenfield is excellent as the object of Doris’ desire, and he actually has a palpable chemistry with Field. You never really know if something might happen between Doris and John, and even though Field is 30 years older, hey, it’s Sally Field. Showalter, who co-wrote the film with Laura Terruso, put together a nice supporting cast including Stephen Root and Tyne Daly. Showalter didn’t get his due with his sweet and funny feature directing debut, The Baxter.

His movies show he can go beyond the realms of outrageous comedies and deliver material with a dramatic oomph—while still managing to be a bit silly.

Zootopia

Disney delivers another winner with this cute, uplifting story with a surprising dark side. It’s the sort of movie that’ll have kids asking their parents a few questions about some tough topics, while also being a movie that should entertain just about anyone who sits their butt in a theater seat to watch it. Judy (Ginnifer Goodwin entering the Voice Acting Hall of Fame) is a little bunny determined to be the first bunny cop on the force in Zootopia, a metropolis populated by animals. On the road to joining the force, she faces a lot of opposition for being both a bunny and a girl. Judy beats insurmountable odds, and winds up on the force, much to the chagrin of Chief Bogo (Idris Elba). She soon finds herself on a missing mammals case and enlists the help of a sly fox (Jason Bateman) for investigative work. The film is co-directed by three guys: Byron Howard (Tangled), Rich Moore (Wreck-It Ralph) and Jared Bush (his feature debut!). The animation is top notch, with cute little touches throughout.

I love uke, man Reno Ukulele Festival It’s really easy to not take the ukulele seriously. It’s one of the easiest instruments to learn, probably second by Anna Hart to only the tambourine, and you see them more frequently at flea market toy stands than at music stores. But the “uke” is so much more than that.

The annual Reno Ukulele Festival, held at the Nugget Casino, began as a small endeavor in 2009 has grown to be the biggest “uke fest” in the western United States.

by Portuguese immigrants at some point in the late 1800s. Not long after, the ukulele became a quintessential element of traditional Hawaiian folk music we recognize today.

Since then, the use of the instrument has spread throughout the globe to countries like Canada, the United Kingdom and Japan.

Over time, the playing style of the ukulele evolved from simple strums to virtuosic melodies on par with the memorable licks of guitar greats like Carlos Santana. As the capabilities of the ukulele grew, so too did the genres that it appeared in.

Today, it is not surprising to see the ukulele in reggae, folk or indie music.

It has also spread into jazz, blues and country music.

At the Reno Ukulele festival, the musical diversity of the ukulele is well represented, in the workshops, open mic sessions, and of course, the performances.

Each year, Reynolds invites one musical group that does not normally use the ukulele, to incorporate the instrument into their regular set list and play at the festival. This year, the Sun Kings, a Beatles tribute band, has taken on the challenge.

The festival has become an immersive musical experience for serious and casual ukulele enthusiasts. However, the event is also well-suited for the curious local who has never touched a nylon string.

Guests can take an introductory lesson with a loaner ukulele and even watch a “ukulele-wielding” magician.

But no matter what part of the festivities you participate in, there’s one factor that remains constant: a strong sense of camaraderie.

“That is the best part of the festival,” said Reynolds. “It doesn’t matter if you’re retired or a young kid … [or] whether you can shred or only know three chords. ... Everyone is friendly and welcoming and anyone can find a place here.” Ω

From April 14 to April 17, each day will feature a number of events for ukulele enthusiasts of all ages and skill levels. Attendees will be able to visit a number of vendors, attend workshops and watch worldclass ukulele performances.

Douglas Reynolds is the event’s founder. After playing guitar for several years, he took to the ukulele as a simple way to keep up his skills when he was not able to make time for practicing guitar. But soon after, he discovered the musical versatility of the ukulele and quickly became a fan.

“In 2005, I came across a magazine article entitled, ‘Jake Shimabukuro is the Jimi Hendrix of the Ukulele,’” said Reynolds.

“After hearing his music, all I could think was, ‘You can do that on a ukulele?’”

For many people, the extent of their knowledge on the ukulele is limited to that “Somewhere Over the Rainbow” song by the Hawaiian guy with that really long name (which is Israel Kamakawiwo’ole, if you were wondering). But this is just a snapshot of what the instrument is capable of.

While the origin of the ukulele is Hawaii, the instrument itself is modeled after instruments like

MONSTER FISH: IN SEARCH OF THE LAST RIVER GIANTS: The exhibit features

Niyaz featuring Azam Ali Churchill Arts Council continues its 2015-2016 season with the global trance music of Niyaz. The Montreal, Quebec-based musical ensemble, led by vocalist Azam Ali and multi-instrumentalist Loga Ramin Torkian, formed in 2004. Since that time, they have performed across the globe, reaching an audience as diverse as the genres that influence the group’s unique sound, which combines modern electronic music and acoustic instrumentation, traditional Sufi poetry and folk songs from their native Iran and neighboring countries in the Persian Gulf. Their first three critically acclaimed albums debuted at No. 1 on iTunes and the group’s latest album The Fourth Kind has received glowing reviews from BBC World Service, Huffington Post

and National Public Radio, among other media outlets. The group says on its webpage that it is “committed to creating music with a deep social message that connects listeners from around the world into the humanity everyone shares.” Niyaz will perform at 8 p.m. on Saturday, April 9, at Barkley Theatre in the Oats Park Art Centre, 151 E. Slight of hand My boyfriend mistakenly sent me a text meant for somebody else—a real estate agent with my same first name who’s showing him apartments. This made me feel like I’m unimportant—easily confused with just anybody—and I got really upset. Of course, I know that he was just busy and multitasking. And despite knowing that he really loves me, I blow up like this a lot.

Assuming your boyfriend isn’t 11, “do u have any openings?” isn’t a sex question.

Your boyfriend’s mix-up was the sleep-eating version of texted communication. You ultimately know that, but no sooner did you get that text than your feelings started hammering on you. It’s like they were waiting to do it— like those people in folding chairs with umbrellas lined up outside some concert ticket venue. Pound! Pound! Pound!

“My watch says 10:31! What the eff?!”

Because fear comes up fast and there’s all this energy behind it, it’s easy to believe it’s telling you something you need to hear—and follow. But it helps to understand what neuroscience has discovered—that emotions are automatic reactions to something in your environment. They rise up out of a sea of biochemicals without your doing a thing.

It’s not like you have to nag, “Hey, life-sucking depression, you never visit anymore.” Rational thought, however, takes work. You have to coax it up and give it an assignment, and then (lazy bastard) it right away starts pushing for a nap.

It is possible to pull reason into the mix before your emotions drag your boyfriend off for a beating. This takes pre-planning—and the use, in the moment, of a technique called “cognitive reappraisal,” which involves reinterpreting your emotion-driven view of a situation in less emotional terms. Basically, you explore the boring alternatives. Say your boyfriend’s slow in texting you back.

So … lack of respect (boohoo!)—or lack of phone, because the dodohead dropped it in the toilet again?

This isn’t to say your alternate explanation is correct.

But the immediate goal of cognitive reappraisal is not judging the truth, the whole truth, blah, blah, blah.

Through your considering alternate possibilities, cognitive neuroscientist Jason Buhle and his colleagues find that you divert the action in your brain from the stress and anxiety department (Freakout Central) to the thinky parts—like the prefrontal cortex. This allows reason to put on its Coke-bottle glasses and have a closer look at what’s really going on. This, in turn, will keep you from contributing to the notion many men have that we women are operating on one flickering bar of rationality. The way they see it, we OPINION

Marriage vows are annoyingly comprehensive. Take that “Forsaking all others…” thing. Do they really mean “allll others”? Even that hot guy in board shorts in spin class?

There are people who are under the impression that life should be COMPLETELY FUN AND EXCITING AT ALL TIMES. We call them 5-year-olds. The grown-up view acknowledges that the typical day includes a good deal of bummer management and that choices in life require making trade-offs. Marriage, for example, gives you intimacy, security and tax breaks—with the downside that the nookie tends to lack the zing of boning some hot stranger in the self-help section at Barnes & Noble.

To understand how unfair you’re being to your husband, don’t just look at your cheating in sexual terms. You’re doing what neuroeconomists and anthropologists call “free-riding”—sucking up the benefits of a situation while ducking the costs. Meanwhile, if you get cancer and all of your hair falls out and getting to the toilet feels like the third leg of a triathlon, the man carrying you there will for sure be the one you meet for nooners at the motel.

As for what’s missing, you have no motivation to heat up your marriage if you’re getting your heat on the side.

But a relatively new area of research—embodied cognition—finds that action drives emotion, meaning that if you keep acting loving and passionate, the feelings are likely to follow. You also jazz things up by being surprising and going a little crazy—in good ways. As the country song goes, “Sing like you don’t need the money … dance like nobody’s watchin’”—but have extramarital sex like there’s a private detective across the street with a lens the size of something NASA puts into space. Ω

Lion-hearted David Dehls is the president of the Reno Cigar Lions Club. The branch’s Computers For Kids program—has donated more than 5,000 computers to area kids. The computers are refurbished and outfitted with a Linux operating system and educational software programs ranging from math and language tutors to computer animation software. Currently, the club is seeking 100 stands for Dell flat screen computer monitors that are needed to finish refurbishing computers for Mariposa Academy students in Reno.

Why don’t we start with you telling me a little bit about where the idea for Computers for Kids originated.

My friend John White and I were—John had been trying to talk me into joining Lions for years. … And we had talked for some time about the digital divide. And the digital divide, most of the time, means those people who have internet and those who don’t. We kind of extrapolated that into a situation of those kids who have computers at home and those who don’t. And it was becoming apparent, not only to us but to a lot of other folks, that young people that don’t have computers at home are at a significant disadvantage, and that disadvantage has grown over the years. … It has to do, of course, with being able to do homework, being able to do research, being able to complete assignments, and just generally understanding how a computer works. … We decided that we’d make it

part of our mission. We were going to form a Lions Club, a chartered Lions Club under Lions Clubs International and our project was going to be giving computers to deserving young people. So, 2006—July of 2006—we became a branch club under Reno Host Lions, and we—because we like to have a lot of fun with everything we do—we named our club the Reno Cigar Lions Club. … We would go out and we would get surplus computers from a variety of different sources. It was a lot of individuals that donated—some businesses. We worked quite a bit with Big Brothers, Big Sisters to provide their young people with the computers. And we settled on using Linux as an operating system for a couple of different reasons. Number one, we wanted to give the young people a very stable operating system. We wanted to give them an operating system that was not prone to impacted by the myriad of viruses that are out on the internet. Finally, we wanted to give them an operating system for which they had access to a wide variety of software that they were able to access at no charge. … Over the years, we’ve started

The truth of modern voting numbers is that there just aren’t enough kooked-up white wankers voting for Trump to overcome these lopsided blowouts in key demographics.

The session?

So, what we do is once a month we have a session. … We take a couple of hours, an hour and a half to two hours, to familiarize them with the differences between Linux and Windows. Primarily, the differences are just that the programs are called something different. …We put just about every educational program we can find.

So the age range of the kids?

We take kids anywhere from kindergarten to high school. We try to focus on elementary school, and specifically grades one, two, three, four. As a young person, if you are not at grade level in grade three as far as reading, math, et cetera, your chances of graduating successfully from high school go way down. … Our current program is given up at St. John’s Presbyterian Church. All this stuff swirls around about Bernie being “unelectable.” Come on, now! What a load of stinky bleep. If the Cranky Yankee is so unelectable, why is he leading Trump in every recent head-to-head poll? Seven recent surveys, all taken in late March, had Bernie beating Don with the average margin being 15 points! So, please, enough with this particular brand of Bernie baloney. His toughest fight is going on right now, and as I write he’s very likely going to win in Wisconsin which means he’s winning caucuses and primaries all over the joint, and I realize Hillary does indeed have some gigantic edge when you factor in all this superdelegate mumbo jumbo, but lately, she simply can’t beat Bernie anywhere, so I’m not handing anything to anybody cuz this thing still looks to be seriously on.

Getting back to that recent flurry of head-to-head polls, what they show is that El Donaldo is the least worthy GOP choice in terms of giving the Dems a serious run. Now, of course, at this stage of the game, all polls must be taken with multiple

We try to focus on a few schools. We’ve had tremendous luck with Glenn Duncan Elementary School. Darryl Feemster, who runs youth and senior services for the City of Reno, has been instrumental in helping us work with Duncan over the years. If the school wants to do it, the counselor will ask the young people—the teachers—do you have any young people that need computers at home. It’s up the parents as to whether they get the computers or not. The school is not active in providing any transportation or anything. It’s up to the parents to get the kids to the session.

In fact, the polls consistently show Kasich beating Hillary by 5-7 points, while things would be tighter and within sampling errors with Kasich/Sanders. The conclusion—strap on your crash helmet.
