On the cover The “Monument to the Immigrant” sculpture, unveiled in March 1995, sits along the Mississippi River in Woldenberg Park. It serves as a tribute to the city’s rich immigrant heritage, linking past and present. The piece was created by artist Franco Alessandrini, who traveled to Italy to carefully choose the marble for the sculpture. The riverfront site holds special historical significance, as it was among the first pieces of land many immigrants stepped onto upon arriving in the city.

Dear Members, Partners, and Community, As we welcomed 2025, none of us could have fully anticipated the uncertainty and challenges that would emerge for our organizations, community members, and business owners. Yet, as we have done time and again, we responded with resilience and agility—quickly pivoting to create pathways of support, guidance, and empowerment for our network. New regulations and executive orders continue to impact our daily lives and operations, making access to trusted, expert advice more important than ever. Reflecting on the work of the Hispanic Chamber of Commerce of Louisiana (HCCL) over the past years, I am incredibly proud of our growth, our impact, and the meaningful strides we have made. These accomplishments not only support our vibrant Hispanic community but also contribute significantly to the economic development of Louisiana. I am especially grateful for the strong partnerships and relationships we’ve cultivated— each one helping us move our mission forward in powerful ways. The Hispanic community in Louisiana and beyond exemplifies perseverance, entrepreneurship, and an unparalleled work ethic. We remain steadfast in our commitment to build capacity, eliminate barriers, and advocate for equitable inclusion. I have had the honor of witnessing firsthand how our members continue to lead with resilience, adapt with creativity, and uplift one another through collaboration. This year, we hosted a wide range of events and initiatives that brought our members together. A LASTING LEGACY As Jefferson Parish celebrates its 200th Anniversary, the Hispanic Chamber of Commerce of Louisiana and local Hispanic leaders reflect on its community’s growth and impact in shaping the region. By William Kalec

n coordination with multiple initiatives commemorating Jefferson Parish’s Bicentennial, the Hispanic Chamber of Louisiana has had and will continue to have a presence at celebratory events through the end of the year. Additionally, though, leaders from the Chamber and its Jefferson Parish members on both the East and West Bank, have purposely used the milestone anniversary as an opportunity to pause, reflect upon, and share their own stories and the notable accomplishments and achievements of Hispanic residents and the businesses they own.

“I am so incredibly proud that Jefferson Parish is the most diverse parish in Louisiana, with the largest Hispanic population in the state,” Jefferson Parish President Cynthia Lee Sheng says. “The Hispanic community has played a vital role in shaping our culture and driving economic growth through both large and small Hispanic-owned businesses. Their impact and investment continue to strengthen and enrich our parish every day.” According to the most recent U.S. Census, 322,500 residents of Hispanic descent live in Louisiana. Nearly 1/5th of those

reside in Jefferson Parish, which has witnessed its Hispanic population rise exponentially from less than 30,000 in 2000 to approximately 80,000 in 2020. With that population growth has come an influx of small and large Hispanic-owned businesses in the parish, as Hispanic residents of Kenner account for more than 1/3 of all occupational licenses in the city. “Hispanic-owned businesses play a crucial role in the success of the Jefferson Parish economy, driving growth across every key sector,” says Jerry Bologna, CEO of the Jefferson Parish Economic Development Commission. “Their mark is seen across every part of the Parish; in culturally diverse commercial corridors, in our strong ties to Latin American markets, and in the bold, resilient, and for ward-thinking entrepreneurs who are building successful enterprises from the ground up. Their ventures not only create jobs and revitalize neighborhoods but also enrich our cultural landscape and inspire future generations of business leaders. Their contributions are essential to the economic fabric of our parish, and we are deeply grateful for the role they continue to play in making Jefferson Parish a destination for business.” Facilitating that organic economic growth, the Hispanic Chamber of Louisiana and those within its membership have crafted multi-pronged curriculum designed to shepherd pro-

prietors of Hispanic-owned businesses through much of the regulatory minutiae that comes with operating a business. In particular, the Chamber shined the spotlight on Katharine Gonzalez Kay, Capital One’s new market president in New Orleans. Moving to south Louisiana from Puerto Rico when she was 10 years old, Kay received her Bachelor’s degree from the University of New Orleans then earned her MBA from Loyola University a decade later after working for years in regional banking. As Kay has ascended the corporate ranks within Capital One, she’s stayed true to her sense of community, recently participating in a Capital One small business development program that was delivered entirely in Spanish. The multiweek course guided local Hispanic entrepreneurs – many from Jef ferson Parish – through various facets of business operations, learning first-hand from Spanish-speaking experts valuable training in marketing, finance, labor regulations, social media, and overall business planning. “I am very proud of my Latino heritage,” Kay says. “Throughout my 30+ year career, I’ve had the privilege of working with inspiring business leaders, mentors, and colleagues who have shaped my journey. If I can serve as a role model to even one person in my community -- especially a young Hispanic professional just starting out -- I will consider that a success.”

GETTING THE WORD OUT Two local journalists in mainstream media are making sure that Hispanic stories get the attention they deserve. By Misty Milioto

aving Hispanic journalists in mainstream media is important for a number of reasons; chief among them is the ability to accurately report on stories that affect the Hispanic community. “There is a growing group of people who need journalists like me now more than ever,” says Andres Fuentes, multi-media journalist at FOX 8 WVUE-TV. “Misinformation and disinformation is at an all-time high, and, if Hispanic journalists aren’t in the newsroom, Hispanic stories aren’t being told. Or [they are] being unfairly or incorrectly told.” Fuentes, who returned to New Orleans in 2021 after working in Mississippi, grew up watching WVUE, and he

is happy to be back reporting in and for his community. “I love connecting with people and being a resource for many, especially those who are solely or mostly dependent on Spanish content,” he says. “If you don’t see something you care about being covered on the news correctly, speak out. I want to tell your stories the right way.” Meanwhile, Lucy Bustamante, journalist and anchor on the Fox 8 Morning Edition, who grew up in a bilingual Cuban/Spanish home, learned early on that freedom of information was just as important as freedom of speech. As an anchor, she says it is crucial to be a focused, trusted presence during times of uncertainty.

“One challenge is making sure that Hispanic stories are not just included, but that they’re told with accuracy and depth,” she says. “In the advent of DEI, we saw people in power who tossed around their compassion very irresponsibly or used it for their own political gain—without actually wanting to learn what each community considered a barrier to achieving the American dream. A WINNING RECIPE Tacos del Cartel celebrates tremendous success and growth. By Misty Milioto

hen Danny and Vilexis Cruz opened their first Tacos del Cartel in Metairie in 2020, it was to show their deep respect and love for Mexican culture. Today, they operate three active restaurant locations and are in the process of opening two more, one in West Palm Beach, Fla., and one scheduled to open in February 2026 in Delray Beach, Fla. The Metairie location recently reopened following renovations. “We relaunched it in May with a renewed concept,” Danny says, “marking a new beginning for that emblematic location.” Tacos del Cartel has been successful for a number of reasons. First, the restaurant blends Mexican ingredients with the Japanese techniques of precision and presentation to elevate the experience. Second, the interior design—which is immersive, distinctive and meticulously detailed—invites celebration. Finally, there’s a dedication to top-notch service and hospitality, aiming to make every customer feel at home. Each location shares the same menu—developed by Culinary Director, Chef Atzin Santos—as a way to offer a consistent, high-quality experience across the board. “For us, being successful Hispanic entrepreneurs is both an honor and a big responsibility,” Danny says. “We come from humble beginnings, and the road hasn’t been easy, but we’ve always believed in the power of hard work, faith and clear vision.

Representing our community means opening doors, proving that it’s possible, and elevating what it means to be Latino business leaders in the United States.” “Our advice is simple: don’t wait for everything to be perfect to start,” Danny says. “Believe in yourself, even when no one else does. The road of entrepreneurship isn’t easy, but it’s worth it. It all starts with a firm vision, daily discipline, and a supportive network.” Further explaining their recipe for success, Danny says, “Everything we do, we do with purpose. It’s not just about opening restaurants, building companies, or expanding a business group. It’s about inspiring others and proving that dreams can come true through faith, sacrifice, and vision.” He adds, “As Hispanics, we’ve learned to carve our own path, turn obstacles into opportunities, and make every project part of a greater legacy. And even as we celebrate how far we’ve come, we believe the best is yet to come. Our commitment is to keep growing, creating, and proudly representing our Latino community in everything we do.” Looking toward the future, Danny and Vilexis are working to bring Tacos del Cartel to strategic cities in the U.S., such as Dallas; Atlanta; Scottsdale; Denver; Charlotte, N.C., and additional locations in Florida.

ADVOCATING FOR GROWTH Ileana Ledet embraces her new role at Louisiana Economic Development with gusto. By Misty Milioto

leana Ledet, who joined Louisiana Economic Development as the chief economic competitiveness officer in June, is now responsible for enhancing the state’s economic competitiveness and ensuring sustainable growth for future generations. She says this role gives her the unique opportunity to create an environment that will keep people in Louisiana—and make other people want to move to the Pelican State. She especially loves LED’s wide array of projects, ranging from those in the realms of small businesses, logistics, energy, aerospace and technology. “[Public service is] important because it’s about leaving the world, particularly Louisiana, in a better place,” she says. “Our work is about building a robust and growing economy that will elevate all of Louisiana, including the Hispanic community, and creating new opportunities and reasons for us to build lives here.” As a Hispanic woman in a top public service role, Ledet encourages younger generations who are considering similar careers to show up with energy, be consistent, and to over-deliver and always do their homework. “Discipline and preparation are absolutely essential to succeed in public service,” she says. In addition to her work at LED, Ledet serves on the board of KIPP New Orleans Schools. “It’s been one of the best boards to serve on because [I] get the opportunity to see how policies are being implemented in classrooms to best serve kids across the city,” she says. “Witnessing KIPP teachers in the classroom is a way to quickly become more optimistic and excited about what the future holds.” In her spare time, Ledet enjoys reading (she says that Viva Nola Magazine is a great place to find positive stories about the Hispanic community), playing piano and walking around her neighborhood, City Park or Audubon Park. She also enjoys supporting local Hispanic businesses, such as Tito’s Ceviche & Pisco, Mayas, Empanola, and Baru Bistro and Tapas.

TREATING MORE THAN SYMPTOMS Lou Fragoso brings more than 30 years of experience to his role as head of Manning Family Children’s.

ou Fragoso serves as President and CEO of Manning Family Children’s, which is celebrating 70 years of caring for the children of Louisiana and the Gulf South this year. This marks a new chapter as Children’s Hospital New Orleans announced its transformational partnership with the Manning family, and renaming, earlier this year. Fragoso has dedicated his 30+-year career to healthcare, serving in leadership roles at both Lurie Children’s in Chicago and Texas Children’s Hospital prior to joining Manning Family Children’s in 2019 as Chief Financial Officer and Chief Administrative Officer. Since his appointment as President and CEO in 2023, he has been instrumental in the expansion of specialized programs, recruitment and retention of top talent, improved access and patient experience, along with expansion of many of the hospital’s vital community programs. To understand where Fragoso’s passion comes from, it is important to get to know his story. The eldest of three brothers, he grew up on the Southside of Chicago with loving parents who immigrated from Mexico 53 years ago. Growing up, Fragoso’s father worked at the same old-school Chicago meat-packing plant for 52 years, and his mother worked at a grocery store. “We didn’t have a lot. My first language was Spanish, but my neighbors, Mrs. Walston and Mrs. Serovy, taught me English,” remembers Fragoso. “Until my parents learned English, I would often translate for them at doctors’ appointments, which most of the time was at the children’s hospital ER, ... I looked a lot like one of the kids that we serve here at Manning Family Children’s today.” Without the support and guidance of his family, his community, and neighbors, Fragoso acknowledges that he might have slipped through society’s cracks. With parents who led by example, hard work and community service are in his DNA. “What I’ve learned from my own experience, doing this work for more than 30 years — and try impress on others — is that no one is self-made,” Fragoso added. “We all need help to keep us on the right path… and it takes an entire community to raise a child.” Ultimately, this is what drew Fragoso to his role at Manning Family Children’s, he says. He wanted to be a part of a different kind of children’s hospital, to go deeper, and take care and compassion into communities, which he believes will create real change. With a 70-year legacy and new chapter at Manning Family Children’s, Fragoso shared that it is much more than just a name change. “It is a declaration of a bold and urgent mission to move Louisiana from last to first in child health and wellbeing,” he says. For Fragoso, it is audacious, and overdue. But he says it is also what our state deserves, and it is absolutely possible. Over the last six years, the hospital has made great progress, with 200 new physicians across 40 specialties joining the team from around the country, and 1,000 additional staff added. Manning

Family Children’s has added more than 40 multispecialty clinics, built the only pediatric burn program in Louisiana, has the only pediatric trauma center in Greater New Orleans, is one of two level-IV Neonatal Intensive Care Units in the state, and serves as one of the largest and most comprehensive behavioral health programs in the country. Just last year, Manning Family Children’s became the only hospital in the Gulf South and only one of a handful in the entire country that has a cure for sickle cell disease through curative gene therapy. The accomplishments don’t stop there. For Fragoso, “if we’re only solving medical problems and ignoring the social ones—trauma, grief, mental health, suicide, violence —we’re not changing health. We’re just treating symptoms.” Manning Family Children’s has an unwavering commitment to care for every child, every time, regardless of ability to pay, and to bring vital services into the community to meet the needs of the most vulnerable. COLLABORATING FOR GROWTH A recent partnership between the Hispanic Chamber of Commerce of Louisiana and COLAB fosters economic development, improves quality of life and enhances workforce readiness across the Bayou Region. By Misty Milioto

he Gulf South region has been experiencing growth in its Hispanic populations, and Louisiana is no exception. In the Bayou State, Jefferson, Orleans and St. Tammany parishes currently have the highest numbers—totaling more than 150,000 Hispanic residents. According to Mayra Pineda, president of the Hispanic Chamber of Commerce of Louisiana, the latest available data indicates that the Hispanic population in the Bayou Region also has experienced notable growth, with approximately 10 percent of the total population being of Hispanic descent—and in some areas, like Bayou Cane—the Hispanic population totals almost 30 percent. “The growing Hispanic community in the Gulf South Region represents an important workforce pipeline for the fishing, oil, agricultural and construction sectors,” Pineda says. “The significant growth of the Hispanic community has also led to

the emergence of new businesses, cultural events and a more visible presence.” Pineda also says that it is difficult to predict the continued growth in numbers, due to many factors, including immigration status. “However, the best source of stats come from the school systems and healthcare systems, which have been experiencing the pressure of the community’s needs.” To attend to the needs of this growing Hispanic population, the HCCL and COLAB (formerly the South Louisiana Economic Council), which serves as the official regional economic development organization for the Assumption, Lafourche, St. Mary and Terrebonne parishes, recently established a strategic partnership by signing a Memorandum of Understanding. “The Hispanic community makes up a significant part of our workforce,” says Christy Zeringue, president and CEO of COLAB.

“This community has long contributed to the strength of our core industries, and, as workforce needs grow, so does the importance of supporting and collaborating with the people driving that growth,” Zeringue adds. The strategic alliance aims to leverage each organization’s strengths and outreach to serve and provide much-needed resources and skills to these growing communities. By combining the HCCL’s access to a growing base of Hispanic entrepreneurs and workers with COLAB’s regional economic development strategies, the partnership will be able to directly address workforce and business needs in the Bayou Region. “Some of the opportunities we hope to capitalize on are the expansion of workforce training programs and job placements in local industries needing workers,” Pineda says. “We hope to combine our resources to attract investments and boost regional competitiveness.” For example, the HCCL and COLAB will present workshops in Spanish (on topics like QuickBooks, Excel, computer literacy and financial literacy) to equip the grassroots community with new skills. Soft skills also are an area of focus with workshops on topics like how to write a resume and how to prepare for a successful interview. Together, the two organizations also will host job fairs, business-to-business trade shows, industry roundtables and expert panels in a variety of business matters. The HCCL will provide valuable market insights, business connections and a trusted network that helps COLAB engage more businesses and workers aligned with its regional priorities.

“This partnership gives us the tools to address labor shortages, support more entrepreneurs and grow key sectors of the local economy more efficiently,” Zeringue says. Zeringue expects the collaboration to introduce and make available new training programs and business development resources tailored to the needs of the Hispanic business community. “It also creates opportunities for companies to expand, hire and meet workforce demands more effectively through shared resources and coordinated outreach,” she says. The collaboration also opens new pathways for both organizations to build on their strengths and expand their networks to access funding, expert technical assistance and resources, while building capacity and helping businesses scale. The HCCL’s statewide presence and service to the Hispanic community also will create vital connections and avenues for growth, both through trade relations with Latin America and by supporting the advancement of Hispanic business interests across the Bayou Region. Another important goal for the HCCL is to establish relationships with the Bayou Region’s elected officials to advocate for the Hispanic community. “The [HCCL] brings strong ties to Latin American trade partners and deep knowledge of Hispanic business growth patterns, both of which can open doors for regional exporters and local job creation,” Zeringue says. “Their work will complement COLAB’s efforts by driving investment, supporting business expansion and helping the region tap into new economic opportunities.”

HCCL MEMBERSHIP SCORES OFF THE FIELD DURING SUPER BOWL Months and weeks before kickoff inside the Caesars Superdome, the Hispanic Chamber of Commerce of Louisiana and several of its member institutions claimed significant victories thanks to Super Bowl LIX. By William Kalec

n mid-December 2024, the HCCL was one of 65 nonprofit institutions in south Louisiana that received an ‘Impact 59 Powered by Entergy’ financial legacy grant awarded by a committee that included the Super Bowl Host Committee, NFL Foundation, United Way of Southeast Louisiana, Entergy, Ochsner Health, the New Orleans Saints, the NOLA Coalition, and Venture Global. The program was designed to provide lasting support for local organizations. “It was a very proud moment to be recognized in this way,” HCCL President and CEO Mayra Pineda says. “Obviously, the grant affords us funding to continue supporting and promoting growth for the employers and employees of our state, but receiving this grant put the spotlight on our organization, our mission. “We’re grateful for the donors, because to be recognized in this way serves as a reminder that we’re doing the right thing,” Pineda adds. More than 300 regional nonprofits applied for the Impact 59 grant, which allocated funds from a total pool of $3.5 million to entities that facilitate growth and progress in youth development, workforce training, education, and equity and inclusion. HCCL was represented in two official Super Bowl LIX committees: Eco-

nomic Development and Supplier Diversity. Pineda says these types of grants are vital in order to keep HCCL programs free to its membership and to attract the type of experts needed to elevate the bottom line of blossoming Hispanic-owned businesses. “The impact of this grant for an organization of our size is tremendous,” Pineda says. “As many know, we serve the entire state of Louisiana, so to have the means to expand our programs – expand the type of outreach and programs, education, and services that were used so that some of our Hispanic-owned small businesses could secure contracts to facilitate the needs of Super Bowl week – is an opportunity we will put to great use.” Specifically, Pineda notes how the HCCL’s detailed program that shepherds Hispanic-owned businesses through the (often) intensive process of securing government or one-off ‘big event’ contracts played a role in several member businesses landing lucrative deals to provide services/support for the Super Bowl. For instance, Delta Personnel of Metairie was hired to staff a wide array of positions within the Morial Convention Center – the hub of league-sponsored fan experiences and the media’s home base – during game week, while Colemix Construction of New Orleans assembled many of the temporary staging areas seen around the CBD.

SPIRIT AIRLINES LAUNCHES NEW DIRECT FLIGHT FROM NEW ORLEANS TO TEGUCIGALPA

pirit Airlines in May expanded its international reach with the launch of a new direct flight from New Orleans (MSY) to Tegucigalpa, Honduras (XPL). The new route makes New Orleans just the fifth U.S. city to offer nonstop service to the Honduran capital. Aiming to revitalize the sister city agreement between Tegucigalpa and New Orleans, a U.S. delegation from New Orleans met with the capital’s mayor, Lic. Jorge Aldana. The delegation included Rosine Pema Sanga, representative of the New Orleans Mayor’s Office, Mayra Pineda, president of the Hispanic Chamber of Commerce of Louisiana, business leaders, journalists, and special guests, all of whom supported discussions on this important pact. The project promises to strengthen commercial and cultural ties between both cities. This new route complements Spirit’s existing service from Fort Lauderdale to Tegucigalpa and builds on the airline’s growing presence in Central America. Flights operate twice weekly on Thursdays and Sundays. The service uses an Airbus A320 aircraft, featuring 176 seats, with fares starting as low as $119 one-way. Spirit has also offered nonstop service from New Orleans to San Pedro Sula, Honduras, since 2021.

With this addition, Tegucigalpa becomes the seventh international destination or U.S. territory with direct air access to and from New Orleans. The route further strengthens New Orleans’ connectivity in the region and supports the city’s role as a key hub for travel to Central America. Camilo Martelo, Director of International Airports at Spirit Airlines, says, “We made the decision to be the first to fly from this airport and, more importantly, to support the Honduran community. It’s not an easy task, but we were committed to providing this connectivity to the central region and the capital.” Travelers now have a convenient, affordable new option to visit Tegucigalpa, a bustling capital city known for its mountainous scenery, vibrant culture, and growing economic ties to the U.S. Spirit’s latest move highlights the increasing demand for direct international travel from New Orleans, offering new opportunities for tourism, business, and family visits between Louisiana and Honduras.

New Orleans has the strongest ties with Spain and the American Revolution via Galvez. he Hispanic Chamber of Commerce of Louisiana Foundation (HCCLF) plays a pivotal role in empowering Hispanic businesses and fostering economic growth in the state. The foundation operates under the auspices of the Hispanic Chamber of Commerce of Louisiana (HCCL) and was created to strengthen the goals of service and resources to the grassroots community through education, workforce training and opportunities, and technical assistance.
