CEO Corner: My First 120 Days at Pacific Historic Parks Gene Caliwag, President and CEO, Pacific Historic Parks

loha friends and supporters of A Pacific Historic Parks. Since being appointed the new president of PHP, I

have received many sincere and warm welcomes. As the son of a retired Navy chief petty officer with an affinity for WWII history, being a part of PHP and executing its mission will no doubt be fulfilling work. I am honored, proud, and excited to join the organization and want to especially thank the board of directors for entrusting me to lead the PHP team.

Within a couple of weeks of my arrival, I was immediately immersed in the December 7th ceremony and related activities. To say that the ceremony was moving, impactful and humbling is an understatement. It solidified the importance of our role in remembering and honoring those who perished and survived during that fateful day.

Despite their age and health challenges, many survivors continue to make the long trek to Hawaii to take part in the ceremony. It was an honor and privilege to sit amongst these men of the Greatest Generation and America’s living treasures. Experiences like these have reinforced my belief that I made the right decision to come aboard.

In my first 120 days, I have spent most of my time learning, observing and orienting myself to the organization. After listening to the concerns of key stakeholders internally and externally, there is no doubt that we have many challenges, but equally as many opportunities in all areas of our operation. My staff and I are working diligently to identify and prioritize projects, programs and initiatives that will make the most impact on our mission and make us a more effective organization. Like many organizations, we face the challenge of limited resources, including time, manpower and money.

Needless to say, my team knows the meaning of return on investment.

During this same period, I also participated in and enjoyed some wonderful events and programs, including an After Park in the Dark honoring Filipinos in WWII; the play Nothing is the Same, presented and performed by Hawaii Theatre for Youth; the successful launch of our latest publication written

Tours fundraiser, and the unveiling of the United States Postal Service’s USS Arizona Memorial commemorative stamp. I want to take this opportunity to thank all those who participated in these events and programs.

The support of donors, friends and partners is becoming more important as we realize the impact of the recent government shutdown. Having attended a conference organized by the Association of Partners for Public Lands (APPL), it became clear, due to budget cuts and reduced manpower challenges, that national parks across the U.S. are more dependent on their nonprofit partners to fulfill their missions. PHP’s senior staff continues to develop programs and diversify our revenue streams so that we can financially sustain and support our parks’ missions.

Our donors continue to remain an important source of financial support, one that is greatly appreciated.

At the same conference, APPL recognized PHP’s Education on Wheels program on Guam and our Pearl Harbor Historic Boat Tours fundraiser.

In addition, PHP received a Director’s Partnership Award from the National Park Service. Although I wasn’t leading

PHP when the work for these awards was completed, I am extremely proud of the staff and board of directors for all their hard work, effort and support.

The recognition reinforces our dedication to the National Park Service sites that we support. For more information about these awards, see the article on page nine.

I am confident that I am surrounded by a fantastic team that can continue to accomplish great things, and proud to work for an organization that touches the lives of such a wide range of individuals: school children, WWII veterans, Pearl Harbor survivors, local communities and a continually growing number of park visitors.

Pearl Harbor Survivor Edward Wentzlaff Returns Home

his December 7, Edward Louis T Wentzlaff finally came home. He returned to his shipmates, the ship

he loved, and the place where his life changed forever.

Before December 7, 1941, Edward was just like many other boys who grew up during the Depression, hungry for better opportunities. Little did he know that when he was assigned to the USS Arizona, his name would be forever inscribed in our nation’s history. December 7th, a day of tragic loss, turned into an ultimate triumph.

Edward was a part of this and his bravery, along with so many others, would lead to victory and freedom.

Edward was born in 1917 in Minnesota and enlisted in the Navy on December 8, 1937, at just 21 years old. During the Great Depression, he worked as a farmhand but ultimately joined the Navy, as so many did, for better opportunities. The Navy was particularly attractive to him because he had grown up around the water and he loved that the Navy was known for its cleanliness. In 1938, after attending Electronic Ordnance School, Edward was transferred to the USS Arizona and set sail for Pearl Harbor.

On the morning of December 7, 1941, Edward was awaiting church service on the starboard side of the ship alongside turret 2. It was the last day of his four year enlistment, but it was an ‘emergency year’ and the Navy would not allow him to leave. Around 8:00am, Edward looked toward the entrance to the harbor and noticed a large plane headed toward them with a giant “meatball” on the side. When the bombs began to fall, he ran to his battle station. This move would ultimately save his life. When ordered to abandon ship, Edward was too scared to jump into the fiery waters below.

Instead, he and his shipmate ran down the gangway to the Admiral’s barge. He frantically cut the lines as the Arizona sank next to them. As the Japanese continued to attack, the two rescued anyone they could out of the water.

Edward was one of the lucky ones.

He was not injured during the attack and was able to continue on in the Navy, fighting in the Pacific. He served on the USS Yorktown and was honorably discharged from the Navy in 4

1946 as Chief Gunner, having earned medals such as the Navy-Marine Corps Medal.

In 2011, Edward was able to return to Pearl Harbor for the 70th anniversary commemoration with seven other Arizona survivors. As he was battling cancer, he knew that this 9th visit to the USS Arizona Memorial would be his last. “The tenth time I won’t know because I’m going to be buried down there…I kind of feel obligated to go back out there. In a way I feel kind of guilty that I made it and they didn’t

make it.” He spent much of his adult life teaching kids about Pearl Harbor and speaking about his experiences.

As sun set, Edward’s family said their last goodbyes and returned their father to the shipmates he left so long ago. He is the 38th USS Arizona survivor interred within the ship. He will rest beneath the shallow waters of the harbor and forever be remembered as a hero of the Greatest Generation.

Insuring the Community of Oahu Was Ready

Scott Pawlowski, Curator, WWII Valor in the Pacific National Monument, National Park Service he war effort on Oahu started well T before the attack on December 7, 1941. Thousands of soldiers, sailors

and airmen arrived in Honolulu in the late 1930s in response to rising tensions in the Pacific. Thanks to the military build up, Oahu residents enjoyed a wealth of good jobs and a building boom. By 1941, more money per capita was being invested in new construction in Honolulu than in any other American city. Changes came with growth.

According to a 1941 issue of Paradise of the Pacific magazine, “motor traffic is almost unmanageable. It snarls wildly at times. Traffic accidents are the rule and not the exception.”

Most Americans were keenly aware of rising tensions with Japan. But if war came, it was expected in the Philippines or elsewhere in Asia. The locals on Oahu knew war was coming to the islands. They prepared by stockpiling bandages, food and practicing air raid drills as early as 1939. This foresight extended into community organizations.

Below is a 1985 oral history interview with Shigeo Yoshida, who founded and participated in the Emergency Service Committee, the Varsity Victory Volunteers and The Committee to Preserve Racial Unity: Q: Tell me a little bit about how the Emergency Service Committee was formed?

A: To do that I’ll have to go back to before the War. There were some citizens who were interested in what might happen during the War, should it come. They were quite convinced that war was more or less inevitable.

The group met frequently and assumed the name of The Committee to Preserve Racial Unity; and that was the goal, to work ahead of time to see what could be done in preparation, should the War come. And when Bob Shivers, head of the FBI came along, (he arrived here about a good half year before the War started) we invited him in and he took an active part in it.

Q: Can I ask what were you doing in those years?

A: You mean my job? I was a school teacher. Teachers in those days were required to take five years of training,

and during the last semester of training, they came to the public schools for a whole semester. Then when the War came along, I was appointed principal of Ala Wai School and that was the first principalship that I had, and by that time the War had started, you see.

Q: When the Emergency Service Committee, or the Committee to Preserve Racial Unity was first formed, was there any kind of official sponsorship?

A: The Committee to Preserve Racial Unity had no official sponsorship.

However, the Committee that grew out of it, The Morale Committee of the Office of Civilian Defense, had of course the Office of Civilian Defense as its, what you might call it’s supervisor. Then when the War came along and Hawaii was placed under Military Governor, then we were attached to the Military Governor’s Office.

Q: And who was your immediate liaison in the Military Governor’s Office.

A: Well, officially it was supposed to be General Green who was the Civilian Military Governor. He had charge of Civilian Affairs. But the more immediate contact that we had was the man in charge of military intelligence. He was in charge of civil intelligence also, and that was [Lieutenant] Colonel Fielder.

Q: Could you describe [Lieutenant] Colonel Fielder for me?

A: Well, Witch, as we called him (that was his nickname), Witch came from Georgia. He was a star quarterback at Georgia Tech or University of Georgia, and he arrived about the same time as Shivers arrived; maybe a month or so later. And coming from the South, it was amazing to see how they had not brought with them those racial attitudes that were common in the South. He was one of those, along with Shivers, who was out to learn all they could by themselves; learn for themselves what the real situation was here, and what might develop out of this war should it come.

So he was, first of all, a very friendly, approachable, and open minded person, and I think it was for the greater good of all of us that he was in charge

of military intelligence. Later on, when the War came along and people had to be interned, he was the Chief Military Officer in charge of that whole thing.

Q: How did he handle that?

A: Well, we worked very closely. By we, I mean the Morale Committee and the Emergency Service Committee, worked very closely with [Lieutenant] Colonel Fielder. We had frequent informal meetings before the War and after the War started. Meetings in which they were naturally more interested in our concept or our evaluation of the situation, as far as the Japanese population is concerned.

At that time, the thing that the military was afraid of most from the Japanese population was the possibility of sabotage. That was their main concern. As it turned out, that was the least of the things they could have been concerned about because there was not a single case of confirmed sabotage concerning the Japanese population during the War. Before the War and soon after the War started, that was their main concern. And to have people like Fielder and Shivers as our main contact, open minded as they were, it was a blessing, I think. I don’t think things would have been handled as well as they were handled without these two people in their positions.

Q: It must have been a very difficult time for the Japanese community in Hawaii.

A: Yes, it was. It was a very difficult time; especially for the aliens, but also for the civilians. Just the fact that we were by blood affiliated with the alien country. That in itself was enough to make people look at us as if we were the enemy too. So that was the most difficult part. And when the Military Governor’s Office came into being, they had official pronouncements that restricted people with Japanese ancestry in their civilian activities—far more than they restricted the rest of the population.

in March the new USS Arizona Memorial $19.99 Priority Express Mail stamp at the Pearl Harbor Visitor Center.

The stamp features the USS Arizona Memorial and its reflection under a blue sky and golden clouds. The artwork was created by illustrator Dan Cosgrove of Chicago, IL, and designed by art director Phil Jordan of Falls Church, VA. More than 200 people gathered for the unveiling at the Pearl Harbor Visitor Center. Speakers included Greg Wolny, Honolulu District Manager, United States Postal Service; Paul DePrey, Superintendent, WWII Valor in the Pacific National Monument, National Park Service; Rear Admiral Richard Williams, Commander, Navy Region Hawaii and Naval Surface Group Middle Pacific; United States Senator (ret) Daniel K. Akaka; and Hawaii State Representative K. Mark Takai. John Edgar, Vice President, Information Technology, United States Postal Service, led the official dedication and unveiling.

According to DePrey, “The USS Arizona Memorial stamp will help Americans remember the toll of war, the sacrifice of our service members and the end of conflict. The memorial is an iconic structure symbolizing both loss and contemplation. By dedicating this stamp, we are continuing to bear witness to history.”

After the ceremony, attendees were invited to purchase First Day of Issue stamps from the United States Postal Service and meet Pearl Harbor Survivors.

Insuring the Community of Oahu Was Ready, Continued Q: Your Committee was a liaison between the military government and the community. Could you tell me a little bit about the work that you did with the community? Did you have programs established?

A: These meetings were carried on primarily by the Emergency Service Committee since the Morale Committee was a bit more detached from the population itself and essentially it was to clarify misunderstandings arising from the directives of the Office of the Military Governor, restricting the Japanese in their activities. It was to build confidence in the fairness of the military authorities. We pointed out to them that this is unfortunately a war situation and some kind of restrictions will have to be made on the civilian population and especially the civilian population that was directly affiliated with the real enemy, and that sort of thing. We held meetings in different communities, and then the Morale Committee also organized similar committees on Kauai and Maui. We couldn’t get one organized on Hawaii because the military office there was not very pleased with us for organizing a group like the Emergency Service

Committee. Those people out there needed some help so we went to their meetings too; more or less to do what I have already have described to you.

Q: Could you tell me a little bit about the organization of the Varsity Victory Volunteers? I understand that you drafted the petition that was sent to [Lieutenant] General Emmons [to create the organization].

A: Well, you know that as soon as War was declared, the Hawaii Territorial Guard was organized and the boys of the University, they were also invited to join them regardless of their racial ancestry. But soon after the War started, the boys of Japanese ancestry were dismissed without any explanation as to why they were being dismissed, and that of course caused a great outbreak among the Japanese boys who were so dismissed. I suppose they had their own meetings, informal meetings at the University and elsewhere about it, and what they could do about it now that they had been dismissed. And just about that time a group of University students happened to be in the Office of the YMCA Secretary. He phones us (by us I mean the Morale Committee)

and told us that there was this group of University students rather heartbroken about the whole affair and asked us if we could help them see some things through and take it from there. So we told him to send the boys down to us and we’ll talk to them and see what else we can do. And that’s when a group of them—there were four or five of them—came down.

So, we talked to them and tried to probe their feelings. They were naturally very disappointed. They couldn’t understand why they had to be isolated and dismissed whereas nobody else was. And as we talked with them they expressed their desire to do almost anything in order to serve the War effort, and they would like to know what the Commanding General might be able to offer them. And that’s where the idea of a petition came along. I helped with the drafting of the petition, but it was simply putting down in writing what the boys themselves had expressed. You couldn’t expect a group of interested kids to tackle a job like that. Preparing a petition is not an easy thing to do. So that was my part in it, and the part of the Morale Committee, insofar as a relationship with the Triple V, or the VVV was considered.

Uncle Herb, as he is often called at the Pearl Harbor Visitor Center, was greeted by cheering school children as he entered World War II Valor in the Pacific National Monument on December 13th. After his grand entrance, he signed books and took pictures with visitors, National Park Service rangers, and Pacific Historic Parks employees.

Following the signing, friends and family gathered to share stories and cake.

Pacific Historic Parks Honored by National Park Service, Association of Partners for Public Lands Sarah Safranski, Communications and Publications Manager, Pacific Historic Parks acific Historic Parks was honored P with three awards at the Association of Partners for Public Lands con-

ference and trade show in February— one from the National Park Service and two from APPL, a not-for-profit that represents organizations dedicated to public understanding, appreciation, and stewardship of America’s natural and cultural heritage. Pacific Historic Parks is a member of APPL. The Director’s Partnership Award, presented to Pacific Historic Parks by the National Park Service, recognized PHP’s $56 million capital campaign to build the Pearl Harbor Visitor Center.

The project was completed in 2010.

According to a National Park Service press release, the Director’s Partnership Award “annually recognizes nationally significant partnership accomplishments, including the completion of major partnership programs, projects or fundraising goals; recognition of cumulative partnership achievements; or the retirement or departure of a high performing, valued partner or park leader.” This is the

first year the National Park Service presented the award. Golden Gate National Parks Conservancy was also recognized.

Pacific Historic Parks’ education and fundraising programs were recognized by the Association of Partners for Public Lands.

PHP’s Pearl Harbor Historic Boat Tours won APPL’s fundraising category. The tour, designed to raise money for the restoration of the USS Arizona Memorial, takes visitors around Ford Island to view the USS Utah Memorial, the entrance to Pearl Harbor, and the Battleship Missouri Memorial. It also includes a stop at the USS Arizona Memorial. The tour is narrated by a National Park Service ranger. Visitors are asked to make a small donation.

PHP’s Education on Wheels program won APPL’s Education category.

The program provides transportation to K-12 students from school to War in the Pacific National Historical Park. In exchange, teachers must produce a lesson plan that relates to a park site and can be used in the classroom.

Pacific Historic Parks works to continually improve our education and fundraising programs and is proud to serve our National Park Service partners.

PEARL HARBOR (March 6, 2014) Tug boats assist the Royal Canadian navy auxiliary oil replenishment ship HMCS Protecteur (AOR 509) that had experienced an engine fire at sea as they pass by the Battleship Memorial and USS Arizona Memorial. The ship returns to Joint Base Pearl Harbor-Hickam after receiving assistance from Hawaii-based ships: the guided-missile cruiser USS Chosin (CG 65), the guided-missile destroyer USS Michael Murphy (DDG 112) and the Military Sealift Command fleet ocean tug USNS Sioux (T-ATF 171).

A Message From PHSA National President Emeritus any of us have met Howard Snell M during his travels in his pickup as the unofficial PHSA ambassador.

Those days are now over. I received notice of Howie’s death on January 14th from his wife, Marge. Memorial services for Howie were held on March 15th at College Park Baptist Church.

He will be interred at Arlington Cemetery at a later date, to be announced.

I receive many emails on your continuing to meet as social groups, with spouses, Sons & Daughters, as well as longtime friends. Some of our chapters are located close to military installations. If you do not have a current relationship with them, build one. As an example, we have a large joint facility (Army/Navy) here in Virginia Beach. We are part of their family. We are invited to their memorial functions, the most recent being Veteran’s Day (November 11th) and December 7th (Pearl Harbor Day).

Make contact with the CO of these installations. They consider it an honor to have you as part of their activities.

Also, as you are aware of the deaths of Survivors, make certain you use the Notice of Death in each copy of Remembrance.

The story of Dan Inouye is the story of modern Hawaii and the story of the promise of America. On behalf of the Daniel K. Inouye Institute Fund, Irene and I are pleased to give you a plaque for the Pearl Harbor Survivor’s Association that the Senator received many years ago.

The gift is a small token of his aloha and affection for the survivors of December 7, 1941. We must never forget. As appropriate, I hope you will display it proudly and fondly in the Senator’s memory. His life’s work can be captured in two simple words—freedom and fairness.

Through this gift, I hope his legacy of leadership and an unwavering hope for the future will be carried forward.
