YOUR QUARTERLY MARKET UPDATE Australia’s accelerated road to recovery from the COVID-19 epidemic has welcomed a rise in consumer confidence, as state and federal governments commit to ensuring a COVIDSafe society in the second half of the year.
The Melbourne Institute and Westpac Bank Index of consumer sentiment climbed for its second straight month in June by 6.3%, a further increase from the previous month, when it jumped by a record-breaking 16.4% as restrictions first began to ease. Buoyed by the country’s success in bringing the COVID-19 pandemic under control, Westpac Chief Economist, Bill Evans, said ‘consumer confidence is now back around pre-COVID levels, having recovered all of the extreme 20% drop seen when the pandemic exploded in March - April.’ Victoria’s property market has also weathered the storm, with REIV President, Leah Calnan, confirming that property prices still remain higher than they were 12 months ago. ‘The Victorian property market continues to show strong resilience. We expect the market to soon start gaining the momentum it lost due to the pandemic,’ Ms Calnan said. Additionally, the monthly rental data from the REIV has shown that ‘median rents for houses are now more affordable at $470 per week, down from February’s $480 per week, but still higher than the same time last year’. Although vacancy rates have had some improvement at 2.3%, Victoria needs vacancy rates to sit between 3-4% for a healthy market.

Despite the challenging environment, it has been remarkable to see such a strong rebound in buyer activity and recent sales transactions. Last month, Fletchers multi-award winning website recorded a 20% increase in buyer activity, with our agents also reporting a significant resurgence in attendance at auctions and open homes, whilst adhering to current restrictions. For the same period between April and May, Fletchers also reported a 17% increase in property transactions. With restrictions easing and buyer demand now at record levels, these figures highlight a unique opportunity for vendors to take advantage of the low supply of property in the market and achieve a great sales result. For those who remain uncertain about selling in the cooler months, this year’s Spring selling season is expected to provide a considerable boost to the market, with expectations that the economy will be back up and running by September. Coupled with record-low interest rates at 0.25%, significant increases in buyer search data and improved consumer sentiment, we expect Melbourne’s property market to continue to swing back into action for the remainder of the year. 5 REASONS TO SELL YOUR PROPERTY THIS WINTER Winter has always been the dark horse of selling seasons in Melbourne; despite the cooler weather conditions, the market conditions can often translate into a competitive advantage for sellers. As COVID-19 restrictions continue to ease throughout the state, here’s five reasons why this Winter is a great time to sell in Victoria.
1) Increased Buyer Activity Despite the lockdown conditions that were in place for several weeks, interest in real estate did not diminish for property seekers. Recent data from Domain and the REA Group shows that search activity across both the buy and rent sections of their websites is considerably higher than it was a year ago! From the perspective of a current or potential vendor or landlord, this is good news. Although the landscape is different, we are still seeing first home buyers active in the market, downsizers, and upsizers searching for their dream new home and investors seeking steady returns.
2) Lower Stock Levels With fewer vendors traditionally coming onto the market, those home owners who do opt for a Winter sale can take advantage of the buyer activity whilst also benefiting from less competition. 3) Record Low Interest Rates This Winter, we are still enjoying the impact of an official cash rate at the record low of 0.25 per cent. The cost of servicing a mortgage debt has never been lower, which is an enticing opportunity for potential buyers. It also means that the borrowing costs for lenders are lower, which could lead to their willingness and ability to lend more money for longer. 4) Resilience of the Victorian Property Market REIV President, Leah Calnan, notes that despite the difficult conditions that COVID-19 has presented, she believes that the market will return to its buoyant form as restrictions are eased. The Victorian property market achieved record-breaking growth prior to the outbreak, with the March 2020 quarter results for metropolitan houses soaring to new heights, eclipsing $890,000 for the first time - a 3.7 per cent growth on the previous December 2019 quarter. WHAT’S NEW: EMERGING TECHNOLOGIES IN REAL ESTATE The rise of technology in the real estate industry has been increasing at a rapid pace, culminating in an almost complete reliance on digital measures to continue transacting with the onset of the Coronavirus. In an industry where business is traditionally conducted face-to-face, COVID-19 pushed agencies to think outside the square as the landscape changed around them.
Digital Authorities and Contracts Fletchers use of digital authorities and contracts ensured that we could continue listing and selling properties despite the physical restrictions in place. Real Time Agent digital authorities and contracts essentially provides agents with a digital point of sale experience, creating a seamless end-to-end solution. Victoria also led the way with digital conveyancing, implementing it as a legal obligation since October 2018. Property Exchange Australia (PEXA) is an online platform in which the transaction of a property is completed entirely online. This means that the entire process of transfer can be completed entirely through an iPad or laptop, in a matter of minutes! Online Auctions Auction streaming and online bidding became the new normal for a few weeks, with on-site auctions banned in Victoria due to COVID-19. Auction streaming platforms were in high demand and as most of us discovered in recent times, the use of video conferencing platforms such as Google Hangouts, Zoom and Microsoft Teams were also utilised. The Fletchers Group used the Real Time Agent bidding platform to register bidders and record bids, hosting an ‘auction room’ with Google Hangouts. Although on-site auctions have now returned, many believe that the future of auctions in Victoria could be a hybrid model that is part physical, part digital.
3D Virtual Tours Whilst this technology is not new, the demand for 3D virtual tours increased dramatically as a result of the COVID restrictions. In fact, realestate.com.au reported a 466% increase in engagement with 3D tours in May 2020, over the previous month. Providing a fully immersive property inspection, the technology allows potential buyers to feel what it’s really like to live at a property, all from the comfort of their own home. Openn Negotiation Openn Negotiation is an online selling platform designed to encourage buyer competition and provide the best chance of securing the best price, in the shortest time frame. Buyers can be anywhere in the world and aren’t locked into specific conditions and this flexibility allows more buyers to participate, and to bid multiple times in a completely secure and transparent environment. Founded in 2016, Openn Negotiation is now the largest online and property sales platform in Australia. PropTech refers to technology that is aimed at the real estate industry and attempt to change the way we buy, sell, finance and manage property. The current PropTech industry in Asia Pacific consists of 179 startups raising about $US4.8 billion ($6.26 billion) in funding since 2013. With PropTech funding in the region forecast to hit $US4.5 billion ($5.87 billion) this year, innovation in the real estate industry looks set to continue in earnest*. *PropTech Summit 2019, Sydney Australia.

RESIDENTIAL TENANCIES ACT: LEGISLATION POSTPONED In a recent update from REIV President, Leah Calnan, the Victorian Government will propose changing the commencement date of the Residential Tenancies Amendment Act to no later than 1st January 2021.
‘This means that if conditions improve earlier, the government could proclaim an earlier date for commencement than 1st January 2021. Regardless, this is a welcome relief for the real estate profession and allows us to focus on current matters,’ said Ms. Calnan. In the interim, our tenants and rental providers can rest assured that our Property Management team continues to receive ongoing training in response to the proposed changes. All properties are effectively managed in collaboration with new and existing processes in mind, allowing us to better serve our clients and keep them updated as changes arise. For more information on changes to the Residential Tenancies Act, please see below. Legislated Changes (Already In Effect 2019-20): Long Term Leases (01/12/2019): Long-term leasing is a new option available under the Residential Tenancies Act. A long-term lease allows tenants and landlords to tailor the terms of a lease agreement of more than five years and agree up front on things like rent increases and minor changes to the property. Changes to Rent Increases (19/06/2019): Where leases entered are into on or after 19 June, landlords must not increase the rent more than once in any 12-month period. Pets in Rental Properties (02/02/2020): The new renting laws mean renters can keep pets at a rental property, with the written permission of the rental provider (landlord). Rental providers can only refuse permission with approval from the Victorian Civil and Administrative Tribunal (VCAT). In addition to the recent change in legislation now in force (regarding pets at rental properties), important draft regulations regarding minimum standards have been released and we believe they will now come into law no later than 1st January 2021. The urgent repair definition has also been updated to include: cooling, safety devices, mould and dampness. Put simply, the State Government has been working to introduce a minimum
standard that applies to rental properties in Victoria. This means that property owners will no longer be authorised to lease out properties that do not meet certain requirements. Consequently, tenants will have the right to withdraw from tenancies where these standards have not been met. New Pool Regulations Have Come Into Effect On 1st December 2019, new pool and safety standards were announced by the Victorian Government in response to a series of investigations which saw faulty and unsafe pool barriers result in the deaths of children in backyard swimming pools. The new regulations require that all pool and spa owners must register their pool or spa with their local council by 1st January 2021. All owners also have a legal obligation to ensure their safety barriers are inspected once every four years. If Fletchers are managing your property which includes a pool or spa (functional or not), please contact the relevant council or check their website for more information on how to register your pool or spa, including the fees payable. You will be required to complete a registration form and pay the registration fee with the council direct. Please communicate with your Property Manager to advise once you have registered your pool with the applicable council by 1st January 2021. Owners are also required to have safety inspection checks completed by registered Pool Safety Officers and will be required to lodge a certificate of barrier compliance with their council. If a safety barrier is not compliant, it is the owner’s responsibility to make the barrier compliant and once these works have been completed, a further safety inspection check will need to be conducted to ensure the barriers comply. HOW BUYING THE RIGHT HOME MAY HELP YOU LIVE LONGER During lockdown, we saw billions of people around the world take up sanctuary within the four walls of their own homes. In effect, this has put our wellness under a microscope as we’ve asked ourselves how much of an impact our homes can truly have on our overall health and wellbeing. For me, this begs the question; could buying the right home help us live longer?
The Global Wellness Institute, a leading research and education resource, produced a report in 2018, titled, ‘Build Well to Live Well’. Inside the report, it mentions that ‘real estate and communities who intentionally put people’s health at the centre of design, creation and redevelopment are the next frontier in residential real estate’. That same report has estimated that the global real estate wellness industry is worth a staggering $134 billion. This research has predicted that residential real estate will be the next sector to be radically transformed by the wellness movement. ‘Our homes, communities and surrounding environment directly affect our daily behaviours and lifestyles. It is only logical that they should be an investment in our health and wellbeing,’ the report stated. With wellness in real estate poised to go from niche to mainstream, data suggests that owners who are prepared to invest in this movement are being significantly rewarded.
