This summer, we find ourselves observing two milestones in this country’s history—one a celebration of the country’s 250th birthday, and the other a solemn reminder of the tragic events that unfolded 25 years ago on a day that has become known simply as 9/11.

Both, in their own way, are a lesson in the ability of this country to persevere and in the strength of the human spirit.

Here in Imperial Valley, our communities show the same perseverance, whether facing the unforgiving desert heat in summer or any challenge that arises. And we see that same strength of the human spirit in the people who call this Valley, with all its beauty and imperfections, home.

In this summer 2026 edition of the Imperial Valley Alive magazine, the featured stories highlight the perseverance and human spirit that make the Valley and its residents so special.

Before we share the stories you’ll find in this edition, we first want to thank you for your response to our social media call for photos of your Fouth of July celebrations as this nation marked its 250th birthday.

We had a chance to interview this remarkable young man and his family, and his story is one we know you will enjoy.

Imperial youth spells his way to Washington, D.C.

By Caitlin Chavez On the stage of the Scripps National Spelling Bee in Washington, D.C., Imperial native Nathan Padilla, with his number 15 contestant name badge, waited his turn for his first word as part of the preliminary rounds.

spellers gathered with him for a chance to walk away as the national champion.

Nathan, at the age of 12, was one of 24 spellers from California who earned his spot on the national stage in May. It was the first of 18 rounds. Nathan tried to stay calm as contestants began to be eliminated.

“I focused on my breathing,” said Nathan in sharing his experience during the nation’s largest spelling bee. “I felt nervous being on stage with a live taping and all of the lights.”

Nathan, who had won his local competition at Frank Wright Middle School with the word “precipice” and the countywide competition with the word “relentless,” kept an optimistic outlook as the competition proceeded, and he faced his first word.

His journey to the national spelling bee began three years ago in fourth grade when he participated in the contest at Imperial Cross Elementary School. Even though he did not win, it sparked a desire to study harder over the next year and try again.

“When the school shared that we would have a spelling bee, I wanted to just try it because it's a new experience,” Nathan said.

“I really enjoyed it, and I've just always liked working with words.”

With family support in studying word lists over the past three years, Nathan embraced preparing for spelling bees, culminating in his sixthgrade victory at the county level this year, earning him his spot in Washington, D.C. “My first time at Frank Wright I was kind of nervous,” Nathan said. “But then I studied every single night after my wrestling practice, and my dad quizzed me on one page of words, and we highlighted the ones we got wrong. Then the next day, my mom helped

For Nathan, his love for words stemmed from a love of reading alongside his 11-year-old brother, Nolan, and a home library of hundreds of books. He also studied official spelling lists provided for the local competitions and used other resources to study words like this year’s county-winning “relentless.”

Disciplined commitment to his studying led to local victories. He reached the county level for both his fourth and fifth-grade years, representing Cross Elementary, and this year he won the county competition as a sixth-grader at Frank Wright Middle

School.

“The school spelling bee wasn't televised at Frank Wright (Middle School), it was just in the library, no microphone and low stress,” Nathan said. “At the county, it was live-streamed throughout Imperial Valley and we were all on stage, so I felt a little more nervous. But then the national spelling bee, it was being televised all over the country, so that was pretty nerve-wracking.”

Nathan’s English and social studies teacher, Melinda Williams, recognized his work ethic. ”Nathan is an exceptional and all-around amazing student,” Williams said. “He goes above and beyond in all he does. He was so deserving to represent all of Imperial Valley in the Scripps National Spelling Bee.” Frank M. Wright Middle School Principal Blanca Iñiguez expressed pride in Nathan’s determination.

“Representing both Frank Wright Middle School and the Imperial Valley on the national stage is an accomplishment few

students achieve,” Iñiguez said.

“Nathan's hard work, dedication, and commitment to learning have made our entire school community proud.”

Nathan travelled to Washington, D.C. at the end of May with his family. The trip gave him the chance to meet contestants from all over the United States and Canada. Padilla also enjoyed exploring historic sites like the Lincoln and Jefferson Memorials at the National Mall and visiting the Washington Nationals’ baseball stadium.

Forging a Path

By Kayla Guerrero On one recent day at Pioneers’ Museum, as a bright orange fire burned deeply in the center of the museum’s forge, Jacob Shafer and Cody Warburton worked together to maintain the desired heat level for their projects.

As Shafer pumped more air into the fiery coals, Pioneers’ wooden blacksmithing shop on the museum’s grounds filled with a thin layer of smoke. As if alive, the shop sighed and released its smoky breath through the open windows and doors of the old building. The sharp metal clanking from Warburton’s steady, rhythmic hammering cut through the remaining smoke.

Warburton and Shafer, both largely self-taught blacksmiths, are often found at Pioneers' practicing their craft.

Blacksmiths share their skills, passion

artwork, they assist the Pioneers' Museum in hosting blacksmithing classes, part of a series the museum has started to teach pioneer skills and crafts. Along with blacksmithing, sewing and leathermaking classes are in development.

During the blacksmithing classes, Warburton and Shafer review the tools required for the class and then jump right into hands-on learning, where students grab their gloves and hammers to create something new.

While the blacksmithing classes started as an experiment, Pioneers’ Museum Director Angela Herrera said she was pleased with the turnout. Her goal is to offer more classes so that those new to blacksmithing can continue to develop their skills.

“It’s just a giant experiment right now because we didn’t know if people would fill the classes or not. I had a certain feeling that there’s a need for it,” Herrera

said, adding it’s important to share these skills so they are not forgotten from one generation to the next.

Warburton picked up on forging about three years ago after speaking with a knowledgeable blacksmith. After three months, Warburton picked up an apprentice, Shafer. They have been blacksmithing and forging together ever since.

“I decided I wanted to do forging, went and talked to a guy that knew a lot, and I guess I asked the right questions

- Photo by Kayla Guerrero because by the time I was done talking to him, he said, ‘There’s a forge sitting there in the corner, take it with you.’ Me and him (Shafer) have been hammering since,” Warburton said. “He’s right behind me with experience. He’s a really smart kid. It’s handy to have him around.”

Shafer and Warburton have known each other for most of their lives as fellow

Ocotillo residents. However, Warburton does not claim residence in a single town. Instead, he views the entire desert as his home. He often moves between different areas depending on the time of year and his survivalist needs.

Warburton has been self-reliant since a young age, which inspired him to learn blacksmithing. Warburton generates

income by selling his handmade items in the museum’s gift shop and working one-on-one with locals who need blacksmithing services.

“I’m a nomadic survivalist. That sums it up for the most part. I’ve got my truck, I’ve got my dog, and that’s all I really need,” Warburton said. “I’ve made a decision. This is what I do for a living.

Luckily for me, I can fall back on my survival skills. I know what roots to dig up and how to hunt and all that good stuff.”

His lifestyle relies on his success in learning new skills. He encourages his students not to let the fear of failure deter them from learning a new skill, especially one that fosters self-reliance.

At Pioneers’, Warburton continued hammering a metal rod until the tip was squared off and ready to be formed.

After several rounds of hammering and reheating, he dropped the metal into its bath where it sizzled and popped slightly before settling. He pulled out an S-shaped hook and set it aside before working on the next piece.

“You have to fail before you get it right.

By Kay Day Pricola Rove Engineering, founded by El Centro natives Steven and Yessenia Eugenio in 2018, has quickly made a name for itself in the engineering and construction field, growing from two employees to a team of more than 250 as the firm engages in some of the most critical projects in the Valley.

While that rapid rise to success is noteworthy on its own, it’s the Eugenios’ generosity in support of a special Imperial Valley project that adds a dimension to their story: honoring those who gave their lives to save others on Sept. 11, 2001.

The Eugenios have donated their company’s resources to build the first

Engineering firm supports 9/11 effort

and second phases of the memorial to the 343 firefighters who died on 9/11, which is being constructed on the grounds of the Imperial Valley Fairgrounds in Imperial.

The project is being led by the Imperial Valley 9/11 Stair Climb Committee. In total, the company’s donated services saved the foundation over $100,000 and enabled the project to move forward.

“Supporting the 9/11 memorial was never about the dollar value of the work.

It was about respect, remembrance, and responsibility,” said Steven Eugenio, who is a member of the Heritage Foundation, which raises funds for projects at the fairgrounds.

“The 9/11 memorial represents sacrifice, unity, and resilience,” he added.

“All values that mean a great deal to me personally and professionally. When Rove saw the opportunity to contribute in a meaningful way using the skills and equipment we already have, it just felt like the right thing to do.”

For the members of the 9/11 committee, seeing the project they’ve been working toward over the past

five years begin construction means everything.

“He’s been a blessing to us,” said Tiffinie Macias, a founding member of the 9/11 Memorial Stair Climb and current committee president. “We wouldn’t be this far along without him.”

The committee is a non-profit organization that grew out of an actual 9/11 stair climb event, organized and held annually to honor the firefighters of 9/11.

The 9/11 memorial stands in a prominent spot on the north side of the Imperial Valley Fairgrounds. When completed, it will feature a brick grounds area that individuals can purchase and dedicate with an inscription. Inside the grounds will stand a wall dedicated to those who died saving others, and two towers, symbolizing the Twin Towers.

The project will be built in three phases. The first phase included the groundwork, the foundation, and the actual construction of the wall. The second phase included pouring all of the concrete. The third phase is currently under design.

The foundation was still raising funds for the first phase when Eugenio stepped in to help.

Over two weeks in August 2025, the Rove Engineering team laid the groundwork and built the foundation, and hired a subcontractor to erect the wall. Rove also paid for all the materials and equipment to build the wall. In the end, the first phase of the construction project, valued at roughly $100,000, cost the foundation only $2,000 in contractor labor, said Macias, who also thanked Rove for the speed at which they

“His crew worked so fast. They came in and put this wall up in two weeks,” she said, adding that Rove also installed a new flagpole over the memorial.

Right before the start of the 2026 California Mid-Winter Fair, Rove engineering helped complete the second phase, helping to save additional time and dollars. By advancing the first two phases, the 9/11 committee can now focus its fundraising efforts on the third

phase, which includes building the towers section of the memorial.

“It was truly an honor. Being part of a project like this is humbling,” Eugenio said of his work on the project.

“You realize you’re not just paving or constructing something—you’re helping create a space in our community for reflection, education, and remembrance for generations to come.”

This September will mark the 25th year since the tragic events of 9/11 challenged the country’s resilience as nearly 3,000 people lost their lives, including 343 firefighters and nearly 100 other first responders.

The Imperial Valley 9/11 Stair Climb Committee is planning to observe this solemn milestone by introducing new elements to its annual stair climb memorial event—now in its 13th year—at the Imperial Valley Fairgrounds in Imperial.

“We are trying to make it bigger because this is such a significant year,” said board member Robert Amparano. “It takes a small village to get this done, but we are going to get it done.”

This year’s event will be held on September 12 with gates to the grandstands opening at 6 p.m.

The stair climb begins at 8 p.m.

memorial displays with photos and names of the fallen, a flag presentation by the U.S. Border Patrol Color Guard, speakers from the public safety sector and more.

As in every year, the event invites participants from public safety and the community to climb the fairgrounds’ grandstands, replicating the stairs firefighters and first responders climbed in the twin 110-story World Trade Center buildings in New York City.

Each participant will be presented with a special-edition lanyard featuring a photo of one of the first responders who lost their lives.

“In essence, you will be completing the climb for that fallen first responder,”

Amparano said, adding there will be an alternate route available for those unable to climb the grandstands.

Not only is this year’s event meant to honor those first responders who lost their lives, but also to commemorate the country’s 250th birthday. By honoring both, Amparano said, it is a way of highlighting the country’s strength.

“It shows the strength and resilience that we can move on,” he said, pointing out that over the country’s 250 years, it has faced countless challenges from which it has risen and grown even stronger.

For the 9/11 committee, making this event happen every year means a great deal.

Committee member Matt Garcia was in junior high school on 9/11. He remembers wanting to help when he saw the events on television. His parents told him that one day he would have a chance to help others. He went on to

- Photos courtesy of the Imperial Valley 9/11 Stair Climb Committee become a firefighter, first in the Imperial Valley and now with the Chula Vista Fire Department. But he still resides in the Valley and, for the last nine years, continues to serve on the committee.

“It was a big change in our history books,” he said of 9/11. “It needs to be understood and remembered for generations to come. We need to remember and teach the younger generation about those who sacrificed all.”

The stair climb began as an event to ensure the community never forgets 9/11 and remembers to honor and pay tribute to those who gave their lives trying to save others.

Over the years, the stair climb has evolved into a fundraising event to support the construction of the 9/11 memorial at the fairgrounds. Funds also support scholarships for students pursuing public safety studies at Imperial Valley College and aid first responders facing hardships.

“Today, the stair climb has become an event where we honor the sacrifice of those who gave all, inspire future

generations and ensure the lessons of 9/11 are not forgotten,” Garcia said.

We invite our entire community to join us. To remember 9/11, to live like 9/12, and to remind our local first responders that they never stand alone." 

World Cup Valley feels

Soccer

By Darren Simon Dressed in his U.S. soccer jersey, a Colombian team scarf around his neck, El Centro resident Atlay Gavidia applauded as Team USA scored its second goal during its World Cup game against Turkey in late June.

Gavidia was watching the U.S. team’s third game on a large screen at the Imperial Valley Mall food court, joined by others who had either unexpectedly wandered in or had seen social media reports the mall would be hosting a watch party.

In fact, the mall hosted a number of such events throughout the World Cup, bringing together residents from across the Valley who shared a love for soccer and excitement about seeing their teams win it all.

Those interviewed said it was exciting that the United States was one of three countries, including Mexico and Canada, hosting the World Cup this year. It somehow made the games seem closer, fostering a deeper connection.

“It really is a sense of unity,” said Gavidia, who pointed out he is a U.S. soccer fan first, but also a fan of Colombia, his family’s home country.

When the day of that game arrived on June 30, World Cup fever ramped up a notch. Mexico fans filled the mall’s food court, showing support for their team and a sense of community.

By the 21st minute of Mexico’s game against Ecuador, team Mexico had scored its first goal. The crowd jumped from its seats and applauded loudly. Ten minutes later, Mexico scored its second goal, and more cheers echoed through

the food court.

Eric Hernandez of Calexico was on hand with his wife, Betina, her sister, Kristy Olmedo, also of Calexico, and Kristy’s 8-year-old daughter, Kamilla.

Betina said, “I’m not a huge soccer fan, but it’s the World Cup, and we are representing Mexico because we are Mexican.”

Her sister, Kristy, said, “I’m out for my daughter. She loves soccer and watches her favorite players.”

When Kamilla was asked which player is her favorite, she didn’t hesitate— international superstar Ronaldo, who

plays for Portugal.

| VALLEY AGRICULTURE AND BUSINESS “In 2026, we mark 125 years since water first reached the Imperial Valley from the Colorado River; 115 years since IID was organized; 90 years of IID power service and a real favorite, 60 years of Dippy Duck,” Eugenio said. “These milestones tell one continuous story.”

She added, “Our responsibility today is to maintain that foundation and prepare it for the next generations.”

Eugenio shared pivotal goals for IID, including efforts to reduce energy costs through several steps, such as returning $48 million in energy savings to customers this summer and expanding access to energy-payment and emergency assistance.

On the water side, she highlighted IID’s efforts, in partnership with growers, to conserve water in support of the Colorado River, as well as its ongoing efforts to protect the Valley’s water rights. She noted that the Department of Interior’s efforts to develop the next set of operating guidelines that will manage the river must recognize the Valley’s water rights.

“Those rights are the foundation of Imperial Valley agriculture, our communities and our economy,” Eugenio said.

Imperial County Board of Supervisors Chair Peggy Price spoke on the county’s effort to support responsible economic growth in the Valley.

“This is an exciting moment. We continue to build upon our proud agricultural heritage while positioning ourselves to capitalize on emerging opportunities in energy, technology, infrastructure, workforce development, and economic growth,” she said.

Price spoke of Lithium Valley—the effort to extract lithium from groundwater near the Salton Sea--as an example of responsible and possibly transformative growth.

“Our goal is simple,” she said. “Create new economic opportunities, ensure the benefits, stay right here in Imperial County, and build a stronger future while preserving the agricultural heritage and community values that define our region."

“Lithium Valley creates limitless horizons, and it's much more than just lithium,” Price added. “Imperial County has the opportunity to support an entire ecosystem that includes geothermal energy, critical-mineral processing, advancing manufacturing, battery supply chains, recycling, and research and development.”

The presentations from IID and the county were followed by a series of questions from the COLAB membership, addressing water, power, and economic development issues.

A Valuable Broccoli noted as

Crop

By Blake Nelson Mike Mohamed of Double M Ranches in Brawley has grown broccoli as one of his staple vegetable crops since 1987.

For Mohamed and many other Imperial Valley growers, broccoli is one of those solid, consistently profitable crops that has helped make the desert Southwest region and the Imperial Valley the nation’s leading winter vegetable producer. If anyone in the country is eating broccoli during the winter, it is a safe bet it came from the Valley.

“I’m a smaller player, so I feel extra demand for broccoli,” Mohamed said.

“We may not be expanding our acreage, but for us, it remains a staple.”

It is the consistent success of broccoli that has made it the Valley’s top vegetable crop, according to the 2024 Imperial County Crop Report released by the Imperial County Agricultural Commissioner’s office. The 2024 Crop Report is the most recent edition; the 2025 report is expected later this year.

consistently strong Valley crop

and grass crops, which historically have always led Valley agricultural production. But broccoli jumped from sixth place in previous reports to third among all commodities.

Broccoli’s gross value was almost $135 million, grown on 11,000 harvested acres, indicating growth at a time when other crops experienced declines in value and acreage, largely due to factors outside local control related to supply, demand, and economics.

Local farmers have different theories about why broccoli’s value has been on the rise in recent years, but it’s fair to say a number of factors, including acreage, market prices, yields, weather, and supply, all play a role. Increased individual and commercial demand for this nutrient-dense, affordable crop is among those factors.

For farmers with the Imperial Valley Vegetable Growers Association (IVVGA), a non-profit, member-driven organization dedicated to maintaining and improving the viability of the produce industry, broccoli remains an important crop today due to its crossfunctionality. For example, due to consumer demand, it promotes sales of other crops.

“In recent years, if you want to move other crops, broccoli is often part of the deal, which could be one of the reasons it’s getting more attention,” said Scott Howington of Oasis Farm Inc., who is also an IVVGA past president and current board member.

“Broccoli is not a niche. It’s a market staple.”

- Photos courtesy of McConnell Ranch director, further explained that broccoli is often an anchor for retailers and shippers because of its consistent consumer demand, and, for that reason, it can become part of contracts to move other crops.

Howington’s organization contracts Lakeside Organic Gardens in El Centro to farm up to 200 acres of broccoli in the desert each season. He doesn’t plan to expand his acreage soon but will continue to prioritize broccoli because it is important to the pre-packaged salad kits sold in grocery stores. Howington’s broccoli is sold from Southern California to Maine. In the winter, it travels as far north as Canada.

Fresh, frozen, or ready-made packaging, the demand for Imperial Valley broccoli results in sales in major North American markets. Part of that success may be attributed to broccoli’s health benefits. Broccoli is a nutrientdense vegetable that's rich in vitamins, minerals, and fiber.

“The increasing number of healthconscious consumers is a big help to the broccoli business in the Imperial Valley,” said Mohamed, also an IVVGA member.

| VALLEY AGRICULTURE AND BUSINESS At one point, Mohamed’s broccoli acreage reached 1,800, but in recent years it has settled at around 250 acres. He attributes the decline in acreage to labor challenges and an increase in Mexico’s broccoli crops. Despite some challenges, he is still making a profit on broccoli.

According to Mohamed, many local farmers are also setting aside fields for broccoli seed production and are seeing their broccoli seeds sold as far as Asia.

“My focus is on farm fresh crowns and florets, but considering the variety of benefits in growing broccoli, I’m not surprised to see growers prioritizing it,” Mohamed said.

John Higginbottom, with Taylor Farming, is beginning his sixth season as the head grower at McConnell Ranch in rural El Centro, managing a crop rotation that includes broccoli as a key crop.

The McConnell Ranch organization, led by Paula McConnell Pangle, an IVVGA member, has grown broccoli since the 1970s. This season, Higginbottom will oversee 400 to 450 acres of organic broccoli across the Imperial Valley. The crop will be marketed in multiple fresh formats, including packaged options such as party planners.

“We grow broccoli because it is profitable, and mutually beneficial to farmers and consumers,” Higginbottom said. “Its tolerance and versatility as a rotational crop promotes healthy soil in the fields and its high vitamin content promotes sales.”

As Higginbottom suggested, broccoli is also a friend to growers in the field. As it grows, broccoli mines the soil, drawing available nutrients, such as nitrogen, phosphorus, and calcium, which promote healthier soil for itself and surrounding crops. It also returns nutrients to the soil as it decomposes, supporting the health of future crops. When used in crop rotation with unrelated crops, planting broccoli can also help break pest and disease cycles.

As a winter crop, broccoli has a limited growing window.

The Imperial Valley’s mild winters are conducive to a healthy crop each spring. While a late-season heat wave can damage broccoli plants during the flowering and head-formation stages, broccoli is generally tolerant.

“Every crop prefers the best soil possible, but broccoli can still produce a successful harvest planted in more marginal soil,” Higginbottom said. “This trait also creates more space for easier crop rotation and access for automated equipment to work between the lines for weeding and other tasks.”

It seems to local farmers that planting broccoli is an advantage for every field, no matter what purpose it serves.

“Broccoli will be a cornerstone of the Imperial Valley’s agriculture industry for the foreseeable future,” Howington said. “My farm, colleagues and the IVVGA value the benefits this crop provides us professionally and respect its continued demand in the marketplace.” 

Farm Smart

Events  This 2025/2026 School year, Farm Smart reached over 11,000 participants in both onsite and offsite programming.  This Past Year, Farm Smart (Imperial Valley) piloted a program called Farm Forward STEM where students got to explore different advancements in technology in the agriculture field.

These pilot programs allowed students to see first-hand how new technology such as improved irrigation, drones, and robots are being used for more efficient practices. Students got to see demos of our automated weeding robot using AI to differentiate weeds from plants, and how they use arm like hooks to remove the weeds. They also learned about drone safety before learning to fly drones through a series of obstacles.

IV tradition returns with bang on Sept. 1

The sounds of shotguns as dawn breaks on the opening day of dovehunting season are familiar ones to Imperial Valley residents.

Local fields have long drawn dove hunters from inside and outside Imperial County and are highly ranked in publications, such as Western Outdoor News (wonews.com).

The first phase of the 2026 season opens on Monday, Sept. 1. It runs through Sept. 15 and resumes from Nov. 14 to Dec. 28.

Dove hunting in the Imperial Valley has been a tradition for ages. It is also important for wildlife research. Wildlife biologists use bands to mark some birds for research, and the California Department of Fish and Wildlife asks hunters to report banded birds to www.reportband.gov 

living room is a picture of Babe Ruth with the quote, “Never let the fear of striking out get in your way.” It is a message that Nathan’s parents use to encourage Nathan and his brother to work hard to achieve their goals.

“We tell them to never let fear obstruct your way,” said Margie Padilla, Nathan’s mother. “For Nathan, even if he did not win at the more advanced contest levels, every year he was still

motivated to study harder and try again.”

Though Nathan did not win the national spelling bee (his missed word was “Aesculapius”), the experience inspired him to study even harder and try new learning techniques, so that he can return next year.

Nathan’s parents are on board to support his dreams. “We support him, no matter what he decides to do, because he does a lot of things—he does band, he does wrestling, and then the spelling bee,” Margie said. “Preparing for the spelling bee taught him a lot of character, because of the time management. Even when he was tired, we still managed to squeeze in 30 to 40 minutes of studying per day.”

As Nathan looks to the far future, he is hopeful his love of words will translate to a future in the medical field, inspired by his father, a pharmacist, whose knowledge of medical terms has helped Nathan with his studying.

“I want to be a doctor when I grow up, and my dad is a pharmacist, so he explains a lot of terms to me while we study,” Nathan said. “When I was young, I didn't really understand those terms, and as I was learning what they mean, it just opened up a whole new world of a whole bunch of words to me, and it is an amazing experience.” 

through his company, has donated to the fairgrounds. Prior to the 2025 California Mid-Winter Fair, he volunteered to pave a section of the fairgrounds to accommodate additional vendors for the fair.

Eugenio has also supported youth in 4-H Clubs and Future Farmers of America by purchasing their livestock at the fair's animal auction.

In a sense, Eugenio grew up in construction. He first worked with his family's pipeline company in 2002.

There, he progressed from operating heavy equipment to becoming the company foreman. He also worked for other local and national construction firms, overseeing field operations and developing estimates for high-profile jobs.

Since starting his own engineering firm, he’s worked on projects throughout the Valley, Riverside County, and San Diego, taking on major street and highway paving and construction, as well as damage repair, including broken pipelines under roadways.

“I am proud of my staff,” said Eugenio, who is also an accomplished professional off-road racer. His wife, whom he calls “Jay,” works alongside him in the company, managing Rove’s finances.

lasting impact is a core value of how I do business and live my life. Whether it’s improving infrastructure at the fairgrounds, supporting youth through programs like the auctions at the Mid-Winter Fair, or contributing to projects like the memorial, it’s all about giving back.” 

While Shafer also enjoys making tools and useful items, his journey into blacksmithing was inspired by different reasons.

When he’s not bartending in Ocotillo, he enjoys making tools, jewelry, and working with different metals, like copper and bronze.

“There’s a certain level of confidence and mental well-being when you learn certain types of skills that are good to know. It gives you a little bit of peace of mind in certain things, but also it's good just to have a hobby, something that can get you out of the house or away from things that are stressing you out,” Shafer said.

At the museum’s forge, Shafer pulled a red-hot piece of flat metal out of the coals before walking over to his anvil, where he began hammering. Each strike came down swift and direct, pressing down and stretching the metal to make one side thinner. Dark grey flakes peppered off of the metal with a loud piercing sound.

He continued banging the metal swiftly until it began to change back to its original greyish-black color. No longer hot

enough to continue striking, he plunged the soon-to-be knife back into its fiery hole in the forge.

“The hardest thing I deal with is trying to make it perfect even though it’s not going to be. Everything you do, it’s just getting better. It’s a step-by-step process,” Shafer said.

Shafer and Warburton agree that each student will find their own value in blacksmithing and take away practical information that suits their individual needs.

Class participant Kristopher Haugh shared similar sentiments, saying he and a classmate both went in with no experience and came out of the class with a better understanding of the skill and trade.

“It was the two of us hanging out with the instructors and chitchatting about life, the universe, and everything, beating the snot out of pieces of red-hot metal and learning a new skill, or at least being introduced to a new skill,” Haugh said. “It was fun; it was a really good learning experience.”

Haugh, Naval Air Facility (NAF) El Centro’s public affairs officer, resides in Yuma but makes the drive to El Centro almost daily for work. Despite the hour-long commute, Haugh said he was happy to travel and spend a Saturday at Pioneers’ with Shafer and Warburton, learning to make a knife.

He joked that while his product only sort of looked like a knife, he is excited to attend more of the blacksmithing classes and participate in Pioneers’ upcoming sewing classes.

“You never really get the opportunity to go smash metal.

That’s fun, and with the sewing class, I’m looking forward to that because as a cosplayer, I’m running into difficulty not knowing how to sew,” Haugh said.

“The only way you’re going to figure it out is through experience, and the only way you get experience is by doing it.

When you mess up enough, you figure out the right way to do it,” Warburton said. 

Abundis added, “The World Cup is different. When Mexico was playing Korea, you saw how the teams got along.

The World Cup shows the world can have peace even if for a little bit of time.”

Edgar Ornelos and his wife Gloria, of El Centro, were watching the game with their two sons, Kenneth, 11, and Santiago, 10.

For the Ornelos family, rooting for Mexico means a great deal because they are from Mexico. The couple added it means a great deal for them to share the experience with their sons.

“It’s very special to be here together as a family,” Gloria said.

By the end of the evening, Mexico had defeated Ecuador, 2-0. Gabby Newton of Heber was applauding for every goal and for every saved shot by Mexico’s goalie.

“Just being here with everyone is exciting,” she said.

She added that what really brings her joy is watching her son, who loves soccer, especially Mexico’s team.

“I’m just really here to support him,” she said.

Her son, 15-year-old Angel, said, “It’s exciting to see Mexico do this well.

They’ve never done this well. I think they can go all the way.”

At the time of this story, it would still be several weeks before the World Cup outcome was determined. Regardless of who would ultimately win, for those

Valley residents watching the games, the shared experience was a victory in and of itself.

Of course, if the U.S. or Mexico teams were to win, that would be the icing on the cake. 

he Behavioral Health Services Act (BHSA) is California's modernization of the Mental Health Services Act (MHSA), enacted through Proposition 1. BHSA expands the focus from mental health alone to include substance use disorder (SUD) treatment, prioritizes services for individuals with the most significant behavioral health needs, requires substantial investments in housing, and increases accountability and outcome reporting.

The transition from MHSA to the BHSA is one of the most significant behavioral health policy changes in California since MHSA was approved in 2004 and becomes effective July 1, 2026.

The primary focus of the BHSA is to ensure that behavioral health funding is directed towards individuals with the highest needs, particularly those who have serious mental health conditions, have significant substance

use disorders, have co-occurring mental health and substance use disorders, are experiencing homelessness or at risk of homelessness, and/or need intensive, ongoing services and supports to achieve stability and recovery.

The BHSA transformation attempts to address several statewide challenges by prioritizing the following areas of focus:  Expansion of housing interventions and supports for individ-

uals experiencing homelessness or at risk of homelessness who have significant behavioral health needs.  Increase access to mental health and substance use disorder treatment, including services for individuals with co-occurring conditions.  Support recovery-oriented, person-centered services that promote long-term stability, wellness, and community integration.

LTH SERVICES ACT

 Stronger fiscal oversight, performance measurement, and outcome reporting to ensure public funds are producing meaningful results.

During the last year, ICBHS has engaged in numerous activities that include meetings, presentations, and workgroups for the purpose of developing the BHSA Integrated Three-Year Plan outlining the implementation, transformation, and expansion of behavioral health services, its new funding structure, and data collection and reporting requirements.

ICBHS followed an extensive community planning process and engaged the community’s input to determine the behavioral health service priorities for Imperial County residents. Valuable input was received through interviews with local organizations and community leaders; focus groups with specific populations such as youth, people who experience or have experienced substance use and mental health conditions, and LGBTQ+; and through communitywide surveys.

Based on the community feedback, ICBHS completed its BHSA Integrated Plan, which was submitted to the Department of Health Care Services (DHCS) on March 19, 2026.

Following submission to DHCS, the plan entered a required 30-day public comment period that concluded April 18, 2026.

DHCS conducted a thorough review of the submitted plan and provided feedback.

ICBHS incorporated those revisions along with public comments before resubmitting the updated plan on May 1, 2026. ICBHS will present the BHSA Integrated Plan to the Imperial County Board of Supervisors on June 16, 2026, to request formal approval of the plan.

“The BHSA is designed to create a more integrated, accessible, and person-centered behavioral health system,” said Kytzia Romero, Administrative Analyst III with ICBHS. “These changes are intended to improve coordination between mental health, substance use treatment, housing, and supportive services so that individuals and families can receive the care they need through a more streamlined and cohesive system.”

“Through the community planning process several key themes emerged, which have guided ICBHS in the BHSA implementation,” Romero said.

These emerging themes include:  Housing instability as a major barrier to recovery.  Need for a stronger local continuum of care and long-term recovery supports.  Gaps in substance use disorder treatment, including limited detox and residential treatment options and insufficient recovery supports.  Youth behavioral health and early intervention services, particularly schoolbased support and family-centered care.  Culturally responsive, linguistically appropriate, and peer-led services to build trust and reduce stigma.

Romero pointed out that stakeholders recognized Imperial County’s strong collaborative relationships and community partnerships as a key strength that can support future behavioral health system improvements and more integrated care planning.

Looking ahead, Romero said, “ICBHS remains firmly committed to ensuring that services are culturally responsive, community-based, and accessible to underserved populations throughout Imperial County.”

“This is a great exercise of the community working together,” Sanchez said. “This is a chance for us to be in touch with our leaders, to hear from them and, besides their speeches, for them to

hear what our concerns are.”

Sanchez said COLAB wants to ensure there is support for labor, both in terms of employment opportunities and education, that agriculture has the water and support it needs, and that businesses, existing and new, have access to both water and power.

Toward that end, he said, it is critical all sectors and government work together to support the Imperial Valley.

“We are a community, and together we need to work for the betterment of the community,” Sanchez said. “We need to do well for everyone. That is the main goal we have.” 

Partnering Together to Save Lives

For 67 years, IID and Dippy Duck, who turned 60 this year, have presented the District's successful water safety campaign, reinforcing the life-saving message to stay away from canals. This summer, IID is excited to make a $40,000 investment with 11 local entities to help offset expenses associated with keeping pools open, providing free or discounted swim days and swimming lessons, as well as water activities in the parks. Grants were awarded to the cities of Brawley, Calexico, Calipatria, El Centro, Holtville, Imperial, and Westmorland; Heber Public Utility District; Niland Chamber of Commerce; County of Imperial; and the Imperial Valley Desert Museum.
