Closing Window: Austin's office recovery is real, but tenants still hold the leverage BY BRANDI SMITH

The deal Nathan Smith just closed says as much about the Austin office market as any vacancy report: a seven-year Class A lease with 10 months of free base rent and $85 a square foot in tenant improvements, funded entirely by the landlord. “That's not a distressed building,” said Smith, President of Austin Tenant 6

Advisors. “That's a competitive landlord in a well-located property doing what they must do to win a tenant.” Smith, who works exclusively on the tenant side, said the biggest surprise of the recovery has been the persistent gap between what landlords advertise and what they ultimately accept.


“Landlords have gotten better at protecting their asking rates on paper, but behind closed doors they are still writing very large checks to get deals done,” Smith said. The math behind those checks is deliberate, he added. “The reason is straightforward: Their stated rents feed into property valuations and loan covenants, so they'd rather give away a year of free rent and $85 a foot in tenant improvements than reduce their face rate by $5 and set a new market comp in their building,” Smith said. None of that means the recovery is smoke. According to Ted Rohan, Principal and Market Leader of Avison Young's Austin office, vacancy remains elevated at 24% but has come down roughly two percentage points over the past year,and the market has now posted four straight quarters of positive absorption. Avison Young's Office Busyness Index puts Austin at 72.5% of pre-pandemic visitation levels, up 540 basis points year over year and third among major tech hubs, trailing only Manhattan and Denver. Rohan said the recovery rests on a broader foundation than the techdriven booms of past cycles. “Growth in advanced manufacturing, defense, aerospace and life sciences has broadened the tenant base and improved office market fundamentals beyond our traditional tech dependency,” Rohan said.

Attendance trends back up the leasing data. While many companies keep flexible policies for recruiting purposes, Rohan said, more employees are choosing the office as their primary workspace, a shift he attributes partly to investment in high-quality buildings and buildouts designed to draw teams back together. “Hybrid work is still the norm, but we're increasingly seeing companies plan for full capacity, with headcount growth built into their space decisions,” Rohan said. Max McDonald, Principal at AQUILA Commercial, has watched sentiment

build since January, with quality space beginning to move faster as competition gravitates toward it. “I have been pleasantly surprised with the amount of tenants that are experiencing growth trajectories as opposed to much of the downsizing or 'right-sizing' we've seen in past years,” McDonald said. Recent corporate commitments have reinforced that momentum. “I think announcements like Apollo choosing Austin for its second headquarters or MD Anderson planting a new flag in north Austin, speak volumes about the growth that can still be absorbed in our city as well as AUGUST 2026

help diversify the tenant mix from being so tech-heavy to more financial services and medical occupiers that can continue to balance the overall tenant mix,” McDonald said. Geographically, demand is settling around a familiar center of gravity. “The Domain having 7% vacancy is a telling figure,” McDonald said. That scarcity has pushed activity into the near-northwest submarket as well as the CBD and East Austin, according to McDonald, with tenants still showing a willingness to pay a premium for walkable amenities. The amenity race extends well beyond the urban core. “We continue to see a trend of ownership groups revitalizing amenity offerings and putting money into buildings to not only stay relevant and capture the demand from tenants, but elevate the level of the experience of a given project,” McDonald said.

AQUILA has seen that playbook at work with clients at Procore Tower and 9500 Arboretum, McDonald said, and is now underway at Cielo Center in southwest Austin and The Campus at Arboretum in northwest Austin, where revamped tenant lounges, new fitness centers, added conferencing and move-in ready spec suites are headed to market. Cost pressure is pulling other tenants in the opposite direction. Smith said more of his clients are taking a serious look at well-located Class B space in the Northwest and Southwest corridors, where rates run $35 to $43 a square foot against $55 to $77 for trophy product. “What I'd push back on is calling it a flight from quality,” Smith said. “Tenants are just getting smarter about what quality means for their specific team. The CFO and the HR director are in the same conversation now and they're asking different questions than they were five years ago.” For the smaller tech and creative firms that shaped Austin's identity, the calculus is tougher.


“The biggest obstacle is that landlords in Class A buildings are chasing creditworthy tenants with established balance sheets, and a 15-person tech startup doesn't fit that profile,” Smith said. With landlords committing serious capital to tenant improvements, he said, they want certainty they will see the full lease term, which translates into personal guarantees, larger security deposits or letters of credit that smaller companies often can't absorb. Those firms are getting deals done anyway, Smith said, by taking sublease space in quality buildings at below-market rates with buildouts already in place, leaning on Class B landlords who are more flexible on credit and terms or using coworking as a bridge to prove out headcount before negotiating a direct lease from a position of stability. Supply will do little to relieve the pressure on either tier. Rohan said new construction has essentially stopped aside from a single tower delivering this year and working through vacancy at this scale will take years rather than quarters.

“I don't expect the market to snap back to what we were used to previously. I expect a slow grind where the best buildings keep gaining leverage and pushing rents higher, while the older, undifferentiated buildings fall further behind,” Rohan said. Those laggards, he added, will need repositioning, conversion or removal from the competitive inventory altogether. For tenants, the same forces argue for urgency. “The broader takeaway is that we are still in a tenant's market — but the window is closing,” Smith said. “The construction pipeline is essentially shut off, absorption has been positive for several quarters, and the deals available today won't be on the table in 18 months. Tenants who are willing to commit to five-to-seven year terms are still in the driver's seat. I'd encourage any company with a lease coming up to start negotiations now rather than waiting for their expiration.”

At midyear 2026, brokers say the Fort Bend County city is where the market's next chapter starts. “Richmond is the last piece of the puzzle for development,” said Sarah Thobae, Vice President of Retail Services at Partners. “There are a lot of large, long-held family properties that are finally being sold to make way 10

for growth. Closer-in suburbs run out of land, and it just keeps moving out.” The pattern extends across the western arc of the metro. Thobae points to Katy, Cypress, Fulshear and Sugar Land as submarkets to watch with activity following the Grand Parkway. Along FM 529, she and her business partner Joan Collum are working on a 12-acre commercial development on land the Freeman family retained after selling 3,600 acres of their family

ranch and farm for the Elyson master-planned community, which is named after Ely Freeman. That outward march is unfolding in one of the tightest retail markets Houston has seen in decades. Metro vacancy stands at roughly 5.7 percent, compared with about 4.6 percent statewide, the lowest levels since the early 2000s, according to Partners research. Partners also tracks roughly 4.2

million square feet of retail space under construction across the region. “Under construction just means dirt is moving,” Thobae said. “That new space still has to be absorbed, and it's entering a market where good space is already scarce.” Chris Burns, Vice President at JLL, sees the same imbalance from the leasing AUGUST 2026

side. He describes an ongoing flight to quality with tenants prioritizing visibility, convenient access and strong surrounding demographics while staying flexible on spaces that may not check every box. “The limited availability of quality space is keeping rents at healthy levels, while also encouraging more tenants to pursue longer-term leases to secure desirable locations and protect against future rent growth,” Burns said. Landlords are being selective in return, placing greater weight on tenants with strong financial backing and concepts built for the long term, according to Burns. Rising construction and build-out costs are also steering demand toward second-generation space and owners are investing more strategically 12

AUGUST 2026

in tenant improvement packages to accelerate occupancy, said Lauren Ball, Chief Operating Officer of Westwood Financial. Ball said leasing demand is led by categories that serve everyday needs or deliver an experience including restaurants, specialty grocery, fitness, healthcare, beauty and childcare, while discretionary soft goods retailers remain more measured. “Grocery-anchored centers are essentially full and second-generation restaurant space tends to get multiple offers,” Thobae said. “It's just faster and cheaper for a new operator to get in.”

The market's momentum is most visible in its mixed-use districts. At Midway's East River on Buffalo Bayou, the first 26 acres are complete and occupied. Port Houston opened its headquarters there in January, Anton Paar's building finishes this summer and planning is underway for a second phase immediately east of the first with a partial focus on activating the waterfront. “Attracting the talent companies need to grow and succeed is paramount and becoming more challenging,” said David Hightower, Executive Vice President of Midway. “An attractive, walkable environment with multiple eating and shopping options is much more attractive in this consideration than a trophy building in a sea of parking.” Midway is applying a similar playbook in Uptown at Central Park Post Oak, a 17-acre redevelopment of the former Post Oak Central campus that began construction in April 2025 with phased openings of new retail, dining and green spaces expected this winter, according to Hightower. Burns points to Regent Square as another strong performer, noting the district is well occupied and holds an opportunity for a Class A restaurant concept to round out its dining lineup. “Successful mixed-use retail depends less on the development itself and more on creating an authentic, walkable destination,” Ball said. Investors are chasing the same fundamentals. Nikhil Dhanani, President of Dhanani Private Equity Group (DPEG), said the firm favors acquiring and repositioning existing centers over ground-up retail development, pointing to recent purchases including Bear Creek Center, anchored by Fiesta, and a Kingwood center anchored by Trader Joe's. Financing conditions have improved considerably, he said, and DPEG's long-standing banking relationships have secured rates roughly 100 to 150 basis points below prevailing market levels.

Burns expects the second half of 2026 to mirror the first with continued leasing, selective construction and a push from tenants and landlords to finalize transactions before year-end. “Houston may not grab headlines, but it's a functional market that stays active,” Thobae said. “Low vacancy, tight supply, good population and job growth. It just works.”

For the first time since the delivery wave crested, Dallas-Fort Worth renters are filling apartments faster than developers can open them. The metroplex absorbed roughly 8,500 units against about 7,500 deliveries in the first quarter, according to Chad Colley, Multifamily & Mixed-Use Partner at Trademark Property Company, and the pipeline of units under construction now sits about 43% below its 2023 peak. The recovery, though, has not reached every corner of the region.

“It's two different markets wearing the same name,” Colley said. “If you own a stabilized asset in an infill location, 2026 has been a decent year. If you're finishing a lease-up in a suburb that absorbed 4,000 units in 18 months, you're still grinding.” The demand side of that equation is not in question. DFW absorbed nearly 7,000 more units than the second-place U.S. metro in the first half of the year, according to Greg Toro, Senior Managing Director of Capital Markets at

JLL, and occupancy is up nearly a full point over 2025. “There is no lack of investor interest in DFW,” Toro said. “Our population continues to grow faster than any other metro and the local economy has evolved into one of the top places to do business in the nation.” Even so, lingering supply in certain submarkets, interest rate volatility and geopolitical conditions have the metro on pace for lower transaction volume this year, Toro said.

The dividing line runs through the submarket map. Uptown Dallas, which managed only slightly positive rent growth as of mid-2025, has averaged increases above 4% over the trailing 12 months, Toro said, while intown Fort Worth has swung from years of declines to gains of nearly 3%. Denton, still digesting its share of the supply wave, has posted 6% to 7% rent declines in each of the last two years but is beginning to move in the right direction.

Colley, whose firm is bullish on Fort Worth's urban core and the Dallas neighborhoods inside the loop, said Fort Worth's outperformance is structural. The city never took on the construction concentration that northern Collin and Denton counties did, he said, and occupancy in Trademark's submarkets is running in the low 90s. Concessions follow the same geography, with six to eight weeks of free rent

standard in North Fort Worth and northern Collin County, according to Colley. “Metro-wide, roughly 60 percent of communities are giving something away, the highest share since 2020, but that number hides more than it tells you,” Colley said. “A stabilized asset running a look-and-lease special is not the same animal as a new delivery handing out two months free.”

but Colley warned that the window comes with a lesson attached.

In the submarkets that have finished absorbing, he said, the burn-off has begun and net effective rents have stopped falling.

Capital, for now, remains the constraint. Kevin Hickman, Principal with High Street Residential in Dallas, is feeling it most on the equity side.

The supply picture explains the optimism. Units under construction across DFW have fallen from about 42,700 entering the year to roughly 30,200, Colley said, with new starts few and far between. Toro expects deliveries, which reached 42,000 units in 2024, to be cut in half again in 2028 and 2029. The construction math leaves little room for a quick reversal: a podium deal in Dallas takes 24 to 30 months from groundbreaking to first units, Colley said, so any project not financed and in the ground by early 2027 will not deliver until 2029.

“What has been most surprising is the extent to which capital availability has tightened compared to expectations coming into the year,” Hickman said.

That scarcity is an opportunity for developers who can get capitalized today, 16

“If capital gets comfortable all at once in late 2027, we will rebuild the exact same problem for 2029 and 2030,” he said. “Discipline has to hold on the way up.”

Securing equity for new developments remains difficult, he said, and project underwriting standards continue to be more restrictive than many expected. Construction lending carries similar friction. Banks are still in the market but selective, Colley said, with leverage reset from 65% or better loan-tocost in 2021 to 55% to 60% today, usually with recourse. Agency lending is

the healthy end of the market: FHFA raised the 2026 caps to $88 billion each for Fannie Mae and Freddie Mac, up about 20% from last year, with workforce housing sitting outside the cap and quotes starting in the low 5s, according to Colley. On the investment sales side, lenders are eager and well capitalized, Toro said, which has made refinancing the biggest competitor to the sales market. Owners who have not gotten the outcome they wanted from a marketing effort are taking shorter-term financing with flexible prepayment options, he said. None of it has stopped the projects already in motion. High Street Residential has five multifamily communities totaling 1,720 units underway, plus a 102unit for-rent townhome project in Allen, Hickman said. First units at the 425unit Avina at the Grove in Frisco were delivered the week of July 20, first units at the 434-unit Crestview Heights in Allen are expected Aug. 13, and the 186-unit Lora in Dallas is scheduled to deliver by the fourth quarter. Avina Richardson and Mockingbird Station in Dallas follow in 2027. Trademark opened The Vickery, a 321-unit community at 700 West Vickery Blvd. in Fort Worth, in June alongside SCOA Real Estate Partners, and Colley said traffic has run ahead of what the firm underwrote. Trademark breaks ground on The Madeleine in Uptown this October.

“It is the first trophy asset marketed in Dallas in nearly three years and has already attracted immense attention in the first few days of marketing,” Toro said. The property sits along Maple Avenue, a corridor that has drawn some of the market's most significant recent development and will house Morgan Stanley's new campus, he added. Toro expects second-half transaction volume to outpace the first half, with his team alone hired on roughly $750 million of transactions hitting the market now or in the immediate future. Colley expects metro-wide rent growth to turn positive year over year by the fourth quarter, though he called construction cost the biggest risk, citing steel mill products up better than 20% year over year and tariffs adding $15 to $25 a square foot on steelintensive mid-rise product. For a metro that has spent two years working through its own ambition, Colley argues the cycle deserves a kinder read than it usually gets. “We added over 120,000 people last year, which is close to adding a city the size of Denton every 12 months,” he said. “The correction was a supply story, not a demand story, and supply stories resolve.”

Sports-and-entertainment districts have become one of the hottest trends in commercial real estate, with cities and developers increasingly looking to transform stadium-adjacent land into neighborhoods where people can live, work and play. But designing residential buildings in the heart of these high-energy – and often noisy -- districts presents a challenge: How do you create homes that capitalize on the excitement surrounding them without overwhelming residents who may simply want a quiet place to live?

The recently opened One Rangers Way in Arlington, Texas, provides an answer. The eight-story, 299-unit apartment building is the first residential development within Texas Live!, Arlington's sports-and-entertainment district, home to AT&T Stadium, where the NFL's Dallas Cowboys play, and Globe Life Field, home of Major League Baseball's Texas Rangers. The building recently reached full occupancy, a sign that its mix of location, amenities and design has been a hit with renters. Chris Harvey, principal and director of design with architecture firm HCM, the lead architect for One Rangers Way, said that this project has succeeded


because it not only sits at the center of a bustling entertainment district, it also offers residents something unexpected: privacy and tranquility.

and turn it into something that fuels economic activity 365 days a year? Sports-anchored entertainment districts are a solution.

"We have done a number of these projects around the country, and this was perfectly sited," Harvey said. "You have the Cowboys and Rangers stadiums, the Medal of Honor Museum and events happening throughout the year. It's a fantastic location."

"In Arlington specifically, the entertainment district has allowed for continued expansion of the DFW Metroplex in a way that a traditional downtown core can't always accommodate," Soendker said. "Regional visitors can spread out rather than migrating to the same condensed location."

The district offered something else that many sports-and-entertainment destinations lack: an opportunity to introduce new housing. "There wasn't a lot of residential product in this area," Harvey said. "Some of it is a little dated, and there is new development coming in. Here, you had a site in this great entertainment district that is also on a pond with hiking trails around it. It's a very desirable setting." A true partnership Cordish Living, the multifamily property management and development division of The Cordish Companies, worked with the City of Arlington and the Texas Rangers to build and manage the residential companies of the Texas Living! development. Nicholle Soendker, director of residential marketing for Cordish Living, said that sports-anchored entertainment districts are successful because they solve a problem for cities. That problem? How do you transform a venue that generates energy and activity 81 nights a year, such as a baseball stadium,

Soendker said that Cordish Living's partnership with the Texas Rangers is a 50/50 venture. "That's not a naming-rights deal or a marketing agreement," Soendker said. "It means the team is invested in the success of the district at every level, which gives us the ability to deliver experiences and access that other developers can't replicate. The full mixed-use district has been a major economic engine benefiting Arlington and Tarrant County, and that partnership, along with the public-private partnership with the city, is a big part of why." "The most important strategic decision we make is committing to a yearround neighborhood, not a game-day destination," Soendker said. "That distinction drives everything else." This means that every sports-anchored entertainment district on which Cordish Living works includes a mix of restaurants, shopping, entertainment and people who live there. That's where residential comes in. AUGUST 2026

As Soendker says, residents bring consistent foot traffic. They support local businesses and create the baseline energy that makes a district feel alive, even when a game or event isn't happening. An exciting, but peaceful, place to live Still, placing an apartment building near major sports venues does not guarantee success. Harvey said the challenge for HCM was creating a building dynamic enough to hold its own among iconic neighbors. "It had to look like an exciting place to live," he said. "We wanted to design a building that was dynamic and would pique people's interest." More importantly, it had to work for different types of residents. Sportsand-entertainment districts can draw hundreds of thousands of visitors throughout the year. While some residents may embrace that atmosphere, others may not be sports fans at all. "The most important thing when we do these districts is flexibility," Harvey said. "Some residents want to accept that energy and enjoy the views and the restaurants and venues. At the same time, others need to maintain a certain level of quiet. They need to feel they are not being isolated because they are part of that experience." That philosophy shaped nearly every aspect of One Rangers Way. How? First, the building offers more amenity space than many comparable multifamily developments, a deliberate decision by the design team. Residents can enjoy expansive outdoor spaces, a swim-up pool bar, large22

screen viewing areas and multiple gathering spots designed to accommodate varying levels of activity. Secondly, the development's natural setting is a major amenity. The site overlooks a stormwater management area featuring ponds and running trails, creating an environment that feels removed from the surrounding entertainment venues. "Having all that green space is an amenity itself,” Harvey said. “You can walk your dog or go for a run with your neighbors." One of the project's signature features is a two-story amenity space that cantilevers over the floodplain. The space maintains visual connections to AT&T Stadium and includes a commercial bar that can function as a pregame, postgame or watch-party destination. At the same time, HCM created smaller, more intimate spaces throughout the property. Protected courtyards, covered porches and secondary viewing areas provide places where residents can remain connected to the district's energy without becoming immersed in it. "You can see the venues and feel the energy of the district," Harvey said. "But you also have spaces that are more protected and quieter." Flexibility matters Flexibility also extends to the apartments themselves. One Rangers Way features a wide variety of floor plans designed to attract different


demographics. The building includes studios and junior one-bedroom units that appeal to younger renters and professionals working in Arlington. Larger residences target empty nesters, including some who maintain season tickets to local teams and want enough space to entertain family and friends.

Soendker said. “That shared identity creates a natural social fabric that's rare in a residential setting.”

Some units face protected courtyards and quieter areas of the property. Others offer distant views of Arlington's entertainment venues and attractions. Particularly popular have been the two-story walk-up residences that open directly onto the trail system and overlook the lake.

The project reflects a broader trend reshaping cities across the country. Harvey said communities are increasingly trying to transform parking lots and underutilized land around stadiums into authentic mixed-use destinations with housing, entertainment and transit connections.

"If you have a dog and want some privacy, they're fantastic units," Harvey said. "Those were some of the first ones that leased up."

"We are trying to turn these areas into more than just places people drive to for a game and then leave," he said.

Soendker said that the success of One Rangers Way required careful planning between all project partners.

HCM has worked on similar projects in Kansas City's Power & Light District and in St. Louis, where the firm designed a residential tower overlooking Busch Stadium that includes a pool and viewing areas facing the baseball field.

“Execution at this level is complex,” she said. “One Rangers Way is fundamentally different from other residential developments near stadiums because we're not just building next to the action. We're part of it. The Rangers are owners just like Cordish. That gives us the ability to deliver a residential experience that others try to replicate but cannot match at the same level.” Soendker said that the goal was to create a residential community that reflected the history and identity of the Texas Rangers while still serving as a sophisticated place in which to live. “There's also a genuine sense of community that comes from living alongside people who share a passion for the same team and the same neighborhood,”

A growing trend

"You want these places to be authentic," Harvey said. "They should feel unique to the city they're in." The rapid lease-up at One Rangers Way suggests developers may have found a formula that works: create housing that embraces the excitement of major sports and entertainment destinations while still giving residents the ability to step away from the crowds and enjoy a quieter, more private home environment. For many renters, it turns out that living steps away from the action is appealing, but only if they can choose when to join it.
