Help Zea ‘n verskil maak!
waarin u bydrae nou verskyn duisende meer lesers gaan bereik.

BETHLEHEM: A resolution in the Dihlabeng Municipal Council allowing the Provincial Department of Cooperative Governance and Traditional Affairs (COGTA) to appoint an acting MM must be viewed with suspicion. This resolution voluntarily hands the management of the municipality’s administration over to the province, effectively bypassing all constitutional and legal requirements for this to take place. The DA opposed this resolution since a capable person is available in the municipality who can be appointed. The Provincial Government has been unable to improve conditions in municipalities placed under legal administration in the Free State. Since it is alleged that senior politicians at provincial level could be implicated in wrongdoing in Dihlabeng, the ANC’s approval of a provincial manager to run Dihlabeng is highly suspicious. This resolution follows the arrest of the made by the Hawks, Municipal Manager Busa Molatsedi and Director Cooperate Services, Ms Mingi Mabula. After these arrests, the DA Caucus
proposed in council that internal disciplinary proceedings be instituted against both managers. The ANC however abused their majority to protect these two managers in council. Both managers continued to report to the same workplace where they committed their alleged crimes after they received bail, which gave them access to potential witnesses against them and the ability to remove further incriminating evidence. On the 25th of September an interim was put in place to appoint an acting MM. This was only because the bail conditions of Busa Molatsedi, stipulated that he may not enter the municipal offices. Instead of making an internal appointment, the ANC-run council opted to hand over the management of the municipality to the Provincial Department of COGTA. In the meantime the implicated Director of Corporate Services continues to report to work. The DA will request our Free State Legislature Caucus to question the MEC for COGTA to determine the legal basis for this appointment.
6 murders in one weekend BETHLEHEM: News reports on social media has indicated that 6 murders happened last weekend in Bohlokong. One person was stabbed near the livestock auction centre (Fantising), another was killed near Circle one, another killed near Nthabua's Tarven, one near Mhlambi's Car Wash and two were stabbed while coming from a place known as Sehlekehlekeng and were found dead near the cellphone tower. The SAPS (by time of going to publish) still have to release a media statement regarding the alleged murders. A Police station was recently opened in Bohlokong to help fight the rising crime in the township.

New Horizons soaking up the sun and having fun at Sun City!

Reduced water supply for Dihlabeng, Nketoana, Mafube The Free State municipalities of Mafube, Nketoana and Dihlabeng can expect diminished water supply due to the Lesotho Highland Water Project’s planned shutdown from October to November. According to the Department of Water and
Sanitation, this is due to maintenance work. The Lesotho Highlands Development Authority, in conjunction with the TransCaledon Tunnel Authority, is planning the shutdown of the Lesotho Highlands Water Project’s water transfer and delivery tunnel.
To ensure the optimal operation of the conveyance system, it is necessary to complete maintenance work. According to the department, this is a normal process that is undertaken every ten years, or as the need arises.
Consumers must pay, but where is the bill? BY LEONA KLEYNHANS - DA MPL IN THE FREE STATE PROVINCIAL LEGISLATURE Officials of the municipality recently visited the top 100 businesses in Harrismith threatening them with immediate cut-off should they not pay their bills immediately. Without proper records as evidence of what is due, this is extortion. People cannot be expected to pay large sums of money without a proper verifiable record of consumption and previous payments. Media reports that officials of the Maluti-aPhofung municipality are warning residents to pay their municipal accounts are ludicrous in the absence of an effective billing system. This follows a series of public meetings throughout the Maluti-aPhofung municipality, where consumers are being encouraged to pay their accounts. As a resident of the municipality, I attempted to pay my own account at the Harrismith municipal office. This would be the fourth time in the past month that I have attempted to pay what I owe. As usual I left the office without paying because the system is off-line and officials could not tell me what my outstanding amount is. It was also notable that there were no other people queuing up to pay. For the third time I left my particulars so that officials can let me know when the system is back online. Senior staff assured me that they would e-mail a current account. I remain sceptical about their ability to do so. This preposterous situation has been the norm since June 2017 when normal billing collapsed. After that some bills were issued, most often residents had to go to the municipal offices to try to get a printout. In many instances the official excuse is that the system is off-line. Excuses provided by the municipality include ‘problems at the Post Office’, the server needing an upgrade to prevent being constantly off-line, and a backlog in getting the readings onto the system. Responsible citizens want to pay for what they have consumed, but the current situation in this bankrupt and dysfunctional municipality makes this almost impossible. There has been no improvement in this billing and revenue collection crisis since the municipality was placed under administration by the provincial government in February last year. For the past two financial years the municipality has not been able to submit its annual financial statements to the Auditor-General by the due date and the municipal Eskom bill exceeds R4 billion. Consumers remain in the dark as to what happened to the money received from residents, and what it was used for. The new Provincial and National Intervention announced by the MEC obviously has, as one of its priorities, the reversal of the non-payment by consumers. However, until this ANC-run municipality gets its finances and billing system in order so that residents can receive proper monthly accounts, the situation has no hope of improving. The residents also view all bills with suspicion after the five year collapse of the municipality under leadership of the former Mayor, Vusi Tshabalala, when there were no payments to Eskom, and even the pre-paid cash was not paid over as was ordered by the court. It will take time for residents to trust the system and feel confident to pay over their hard earned cash to Maluti-a-Phofung. The DA believes that consumers of municipal services must pay for it, but then the municipality must hold up its side of the contract by keeping proper records, and sending accurate bills monthly.

Ficksburg ready to showcase local talent at Cherry Film Festival FICKSBURG: Ficksburg is gearing up to host the second instalment of the Cherry Film Festival. The festival, set to take place from 25 to 30 November, will come on the backdrop of the annual Cherry Festival that takes place during cherry harvest time in the province. It will bring together film students, TV producers, actors and writers with the aim of putting the spotlight on the youth and their creative minds. Project director of the festival Lebo Motaung said it was a platform where small town and rural-based creatives could be presented with an
opportunity to join the film industry. “The Cherry Film Festival seeks to prepare and groom young filmmakers to explore a career in film and dramatic performance arts, subsequently making them aware that the performing arts has a vast array of careers other than being in front of the camera.” In keeping up with the evolution of technology, the festival will feature workshops that will mostly focus on empowering young people to use smartphones to create world-class content and accommodate online content creators by inviting them to
screen and showcase their work. “When we hosted the festival for the first time, we noticed an eagerness from the local community to experience film screenings. As a result, we figured that there needs to be an ongoing dialogue involving the youth on film and TV and we also got exposed to smaller production houses based in Ficksburg through this film festival,” added the festival’s co-project director Neo Rathebe. The festival will include workshops, panel discussion and screenings of short films and documentaries.

There are options to hit the hiking trails that are well marked or mountain bike trails, both offering a different way to see the countryside. “We’re certainly encouraging riders to bring their families to Snow+Rock Enduro,” said Francois Marais, one of the founders of the event and owner of Wild West Enduro Track. “As well as watching the riders tackle the mountains, partners and kids can enjoy their own adventures before heading to Africa’s highest restaurant to cool down with a Maluti beer or warm up with a mug of hot chocolate.” Afriski and nearby guest houses offer well-priced, extremely comfortable accommodation with stunning views and catering options including the Sky Restaurant at Afriski – Africa’s highest eatery.
