Autism spectrum disorder (ASD) and autism are both terms for a group of complex disorders of brain development. These disorders are characterized, in varying degrees, by difficulties in social interaction, verbal and nonverbal communication and repetitive behaviours. ASD can be associated with intellectual disability, difficulties in motor coordination and attention and physical health issues such as sleep and gastrointestinal disturbances. Some persons with ASD excel in visual skills, music, math and art. Autism appears to have its roots in very early brain development. However, the most obvious signs of autism and symptoms tend to emerge between 2 and 3 years of age. First and foremost, we now know that there is no one cause of autism just as there is no one type of autism. Over the last five years, scientists have identified a number of rare gene changes, or mutations, associated with autism. A small number of these are sufficient to cause autism by themselves. Most cases of autism, however, appear to be caused by a combination of autism risk genes and environmental factors influencing early brain development. Each individual with autism is unique. Many of those on the autism spectrum have exceptional abilities in visual skills, music and academic skills. About 40 percent have average to above average intellectual abilities. Indeed, many persons on the spectrum take deserved pride in their distinctive abilities and “atypical” ways of viewing the world. Others with autism have significant disability and are unable to live independently. About 25 percent of individuals with ASD are nonverbal but can learn to communicate using other means. Autism Speaks’ mission is to improve the lives of all those on the autism spectrum. For some, this means the development and delivery of more effective treatments that can address significant challenges in communication and physical health. For others, it means increasing acceptance, respect and support.

As ‘n klein pokkeltjie van ses jaar oud, het ek buite ‘n supermark in die koue gestaan en kyk hoe my TV-held sy hart uit sing. Die sterretjies het in my oë geskitter en ek het elke liedjie uit volle bors saam gesing. Toe die man met die lang hare en geskeurde jeans my egter vir een liedjie op die verhoog oproep, was dit verby… Ek het my hart verloor en my kamer in ‘n Steve Hofmeyr –museum verander. Ek het selfs my arme ma oorreed om ‘n “pornomagazine” te koop toe ek vir Steve op die voorblad raaksien. Daar was darem niks meer as Steve se bene geplaas nie, maar my ma het die prentjies gou-gou uitgeknip en so haastig van die tydskrif ontslae geraak, dat ek gewonder het of sy dalk ‘n spinnekop in die boek gekry het. Daardie jare was daar nie sosiale media nie, maar dit het my nie gekeer om my ewige liefde in briewe te verklaar wat ek selfs gepos het nie (ek het Steve se posadres in ‘n ander tydskrif, ‘n skone, gekry). Al besef ek vandag dat die kanse beter sou wees vir my om een van Steve se kinders, eerder as sy “girlfriend” te kon wees, volg ek hom steeds op sosiale media. Soos met alles op die internet, lees ek ook Steve se boodskappe met wysheid en versigtigheid. Weereens kom ek tot die gevolgtrekking dat debatte en persepsie oneindigend is. En ander kan dalk redeneer dat dit steeds die droomverlore pokkeltjie diep binne my is wat my held wil verdedig, maar ek lees niks meer as die waarheid in Steve se boodskappe. En ek sien iemand wat so ‘n passie het vir mense, vir sy land, vir geskiedenis en vir sy taal, dat hy weier om langer stil te bly.

Die 2016 begrotingsrede van die Vrystaatse Dept. van Landbou is deur LUR Oupa Khoabane in die Tsebong Ulwazini Skoolsaal, Tsiame, Harrismith gelewer – ‘n geleentheid waarvan waarskynlik meer as 90% van kommersiële boere in die provinsie nie kennis gedra het nie en wat prakties vir hulle moeilik bereikbaar is. In sy rede het Khoabane o.m. gesê altesaam 3 967 stuks vee in die Vrystaat het sedert 25 Januarie tot nou toe weens die droogte gevrek, meer as 15 000 stuks grootvee is teen ‘n verlies verkoop en die totale verlies van vee word op R26,4 miljoen geraam. Op droë land kon aanplantings op ‘n geraamde 65% van die totale bewerkbare grond nie gedoen word nie, met ‘n verlies wat geraam word op
R450 miljoen. Die LUR het ook gesê die droogtetoestande het nie net gelei tot werkverliese en die inkrimping van die landelike ekonomie nie, maar ook veroorsaak dat voedselinflasie styg. Hoewel R45 miljoen opsy gesit is om boere te help wat deur die droogte geraak word, en meer as 55 807 sakke proteïengebaseerde pille, voerkonsentrate, waternetwerke vir vee en veemedisyne versprei is, het Khoabane nie ‘n woord in sy begrotingsrede gesê oor verdere droogtehulpverlening nie. Hy het wel verwys na verskeie projekte wat sy departement in die pyplyn het, soos die appelontwikkeling in die Oos-Vrystaat vir die Wilhelmina en die Diyatalawalandbougemeenskappe, die Ficksburg-vroueboere
Statistiek SA is tans in die provinsie besig met wat hul noem die 2016 Gemeenskapsopname. Die opname duur tot ongeveer 9 April 2016. In die land van ons waar almal so kwaad is oor alles en kleur so 'n issue is, is dit seker goeie nuus as papa sy huwelik van 22 jaar opgee om sy vanilla koekie in te ruil vir 'n tjoklit een. Demokrasie in aksie! Vryheid van keuse en besluite. Twee en twintig jaar se herinneringe en sakke sout saam eet was toe nie genoeg om te keer dat Papa besluit om mamma vir 'n aansienlike jonker en donkerder model in te ruil nie. Het hy die kinders in ag geneem? Hoe voel hulle oor die nuwe stiefma? Klitsie kan nie help om terug te dink na die nare donker dae van laat 1980 toe 'n klein dorpie Excelsior naam gemaak het oor die 19 wit mans wat gearresteer is omdat hulle saans in die plaaslike township met hulle talente gaan woeker het en die evidence nege maande later die strate ronde gekruip het nie. Dis anders as jy van die begin af 'n liefde vir iemand ontwikkel en die pad saam loop, trou en happily ever after lewe. Maar om na twee dekades uit jou huwelik uit te loop in 'n dorp waar almal alles van almal weet het jy enigsins aan die implikasies gedink wat jou besluit tot gevolg gaan hê? A media release by the DA contains the content of a speech made on 22 March 2016 by the leader of the official opposition in the Free State Legislature, Roy Jankielsohn, conveying his views on the current situation in the province. While Rekord is apolitical and is not connected to any political party, the content of this speech is regarded as so relevant to the curret state of the provincial economy and to business and investors’ confidence in the province, t hat the extraordinary step is taken to publish the release herewith only slightly abbreviated and as selfexplanatory: “Free State Province captured by Magashule- Gupta Cartel, 22 March 2016 The following speech was delivered by the Leader of the Official Opposition, Roy Jankielsohn (MPL), during the Budget Vote Debate. South Africa is in a state of political decay. This is exactly what has transpired in South Africa. We are in a political crisis due to state capture. The latest revelations regarding the role of the Gupta family, as President Jacob Zuma’s closest friends and allies, have revealed the true extent of state capture in South Africa. Unfortunately, these revelations will be of no help to Moses Tshake who was an auditor employed by the Free State Provincial Government to help manage financial ethics and adherence to good governance in government. At the time of his death, in February 2013, he was investigating the controversial Mahoma Mobung Vrede Dairy Project. It is widely known in government that his investigations brought him too close to the truth behind controversial Vrede Dairy Project and this led to his kidnapping, torture, and death. The latest statements by senior ANC members such as Vygie Mentor, Mcebisi Jonas, Barbara Hogan, Zola Tsotsi, and Themba Maseko perhaps prove that Moses Tshake was the first real victim of capture of the South African state by an elite network of business and political families. Let us look at some of the facts around this project: The Vrede Dairy Project was implemented without following supply chain procedures, without a budget, without a feasibility study, and without the requirement of urgency to by-pass some of
these requirements. ESTINA was both a partner and the implementing agent which in itself is irregular, if not criminal. ESTINA misrepresented themselves by falsely claiming to have the backing of a prominent dairy company in India, namely Paras. Paras have themselves rejected this claim. The Director of ESTINA, Kamal Vasram, only had IT experience and no experience in dairy whatsoever. ESTINA was meant to invest R228 million in the project, and the provincial government a further R342 million. It was highly irregular that ESTINA should then contractually receive a 49% share in the project for a 40% investment. The contract was approved by Premier Ace Magshule. ESTINA was irregularly paid R184 million directly into its account by the provincial government for the construction of a dairy, processing plant, cow sheds, and other infrastructure. Since the Free State Development Corporation (FDC) has taken over the project, it has been found that further investment will be required to complete the project. The 80 beneficiaries whose names were produced after questions by the DA in the legislature have subsequently been completely sidelined in this project, which was confirmed in a meeting between them and the DA last year. After investigations by both National Treasury and the Public Protector were initiated, the contract with ESTINA was terminated with no penalty, accountability, or consequences for either the company or officials in government. A National Treasury report that cost almost R800,000.00 to produce and that recommends disciplinary action against senior officials in government has been ignored by the Premier and all MECs of Agriculture involved in the project, that is MEC Mosebenzi Zwane, Mamiki Qabathe, and Oupa Khoabane. Atul Gupta is alleged to have purchased a property in Vrede, De Oude Pastorie, for the use of the project co-ordinator, Chandrama Prasad, who was the former secretary to the Chief Minister of Uttar Pradesh Province in India, the Guptas’ home province. Prasad was implicated in a corruption case in India involving the recruitment of police officials. The Guptas and the former MEC for Agriculture in the Free State
and current National Minister of Minerals and Energy, Mosebenzi Zwane, are known to meet at the ESTINA Vrede property. The same Chief Minister Shivpal Singh Yadav, was involved in the illegal landing of a private plane at Waterkloof Airforce Base to attend the Gupta wedding at Sun City. Former MEC Zwane covered for Yadav by indicating that he was on an official visit to the Free State. This is the same MEC who oversaw the carefully crafted creation of the Vrede Dairy Project. At least one directly linked Gupta company, Kinkway Consulting, was involved in the project. The directors of this company, Ashok Narayan and Ronica Govender, are also directors of JIC Mining and Sahara Systems. ESTINA’s Gauteng offices were housed in the same Grayston Ridge Office Park in Sandton that also houses a number of Gupta businesses, including Mabengela Investments, in which the sons of both President Jacob Zuma and Premier Ace Magashule are involved. It is no coincidence that Mosebenzi Zwane was appointed as National Minister of Minerals and Energy at a time when the Gupta family are expanding their interests in mining in South Africa. All these facts have been ignored, and deliberately covered up, by the Premier who is now offering political assistance to President Jacob Zuma and the Gupta family. My wise colleague, Honourable Letuka, recently told the DA caucus that the truth is like a cork that always floats. If you try to hold it beneath the water too long you will drown and it will still surface. Why does the Vrede Dairy Project matter? It matters for the family of Moses Tshake who died for doing his job too well. The police investigation into his murder seems to be going nowhere. It matters for the 80 beneficiaries who have been cheated out of the expectation of a livelihood. It also matters for the people of our province, whose money has been frivolously squandered and who have experienced state capture by a political and economic elite from both inside and outside of the province. It matters to the people of South Africa who are experiencing the same state capture as the Free State. The Vrede Dairy Project is but one of many other similar examples of controversial projects and contracts in the Free State.

KITCHEN DELIGHT
Prep Time: 10 minutes Cook Time: 20 minutes (microwave) or 1 hour (oven) Sometimes there's just nothing better than a baked potato crammed with your favourite filling. This recipe has cream cheese, yoghurt and bacon for a creamy and satisfying meal. Ingredients 4 well shaped medium-sized potatoes SPAR Butter ½ cup (125 ml) SPAR Double Cream Plain Yoghurt 1 tub (150g) SPAR Low Fat Cream Cheese 8 - 10 rashers SPAR Lean Bacon, cooked until crispy and chopped Grated SPAR Cheddar Cheese Method Wash the potatoes and cut a small cross in the centre. Rub the skins with butter and then wrap in foil, making sure the shiny side faces inwards. To oven bake: bake at 180°C for about 30 - 45 minutes or until potatoes are soft to the touch. To microwave: prick the skins all over with a fork. Line the glass platter of the microwave oven with paper towelling and arrange the potatoes in a circle on top. Microwave for 5 - 6 minutes on 100 percent power. Turn the potatoes and microwave for another 5 - 6 minutes on 100 percent power. Cut a cross in each potato and press the potato at the bottom to open it up slightly. Combine the yoghurt and cream cheese and mix until smooth, and then add any of the suggested ingredients. Top with cheddar cheese.

You will need: Empty drum, Angle grinder, Stainless steel brackets, hinges and screws, Grills, Broom handle or thick dowel Angle grinder, Impact drill + assorted HSS drill and screw bits Here's how: 1,Before you start the project, you will need to thoroughly clean out the drum. Use an angle grinder to cut open the drum to remove a section for the door flap. You will also use the angle grinder to sand the edges so that they are not sharp. 2. Make use of scrap materials wherever possible to make the stand. For this project, small scaffolding sections were joined together. The drum sits on top of the frame so that it is fairly portable if you want to take on holiday with you! 3. Add a small grill at the bottom of the drum to allow for air circulation, and the actual braai grill above this. Support the grills by securing small stainless steel brackets on the inside of the drum. You can use stainless steel screws or pop-rivets. You want the grill to be easily removed for cleaning purposes. 4. Attach the lid flap to the drum body with stainless steel hinges. 5. Light a fire to burn off any paint or coatings before using the drum to braai. 6. Finally, add a handle (plain wooden dowel from the hardware store) and drill some air vents. You can use Rust-Oleum High Temperature spray to finish off the drum braai.

More power and torque The 2.5-litre turbodiesel engine previously delivered a low-ish 85 kW and 280 Nm, but these figures have been boosted by 15 kW and 40 Nm respectively to a more competitive 100 kW and 320 Nm. The torque is available from 1 800 to 2 800 rpm, and drive is through a five-speed manual transmission that feels very robust. Note, however, that even following the upgrade, the 2.2-litre engine in the Ford Ranger still produces significantly more power and torque (118 kW and 385 Nm), and does so at slightly lower revs, too (from 1 500 rpm). The Isuzu easily has the measure of its Toyota rival, though. On the road the power increase is quite noticeable, but the engine is still less free-revving than the Ford’s. The upgrade has also brought the inclusion of cruise control, which is a nice addition especially if you plan on doing long road trips. Isuzu claims a combined cycle fuel consumption figure of 7.9L/100 km, translating to a range of just over 1 000km on a single 80L tank. Good in the rough The KB has always been an impressive vehicle in the rough and this latest version doesn’t break with tradition. It has a good 224mm ground clearance, 600mm wading depth, and there’s plenty of underbody protection in the form of guards for the front skid plate, sump, transfer case and fuel tank. It boasts a two-speed transfer case, accessible via a rotary switch on the transmission tunnel. 4H can be selected at speeds up to 100kph but you obviously have to stop to switch to 4L. A rear diff-lock is fitted as standard. As mentioned before, you may have to press the throttle pedal in a bit deeper than you may initially expect, but the performance will be sufficient for most. It has to be said as well that Isuzu is well-known for prioritising reliability, so what you don’t perhaps have in outright shove is made up for in peace-of-mind. Nevertheless, Isuzu says it has shaved 2.6 seconds off the 0-100kph sprint time and as much as 6.3 seconds from the 40 to 120kph time. Balanced features offering Inside, it’s tricky to spot the upgrades. General Motors says the cloth upholstery that is standard on this model has been upgraded. Even so, leather is a worthwhile option considering the likely punishing use these vehicles will have to endure. The facia design is still modern enough and the build quality seems very good indeed. Our test unit never once emitted a rattle and everything worked with solid precision. Again, the KB’s less “frilly” cabin will appeal to more conservative buyers who may have doubts about the city slicker direction most new double cabs appear to be moving in. The steering wheel itself is only adjustable for height, but a comfortable driving position is still easy to find, mostly because the driver’s seat is also height adjustable. Conclusion and Summary While this upgrade doesn’t appear to be a significant one, especially seeing as the Ranger looks quite dramatically different and the new Hilux is, well, all-new, the KB250D-Teq is now a more balanced offering that will appeal strongly to those buyers who are not interested or impressed with the fashionable fripperies of the newcomers. The KB feels like a very solid vehicle with an impressive spread of talents and no obvious flaws.
hengel angling Catching Carp on fly is becoming extremely popular in South Africa, and many anglers are actively seeking out Carp as a target species. The Carp is a freshwater fish species that was introduced into South Africa in the 1700’s and 1800’s as an aquaculture and fishing species. There are 4 main species of Carp that occur in South Africa: The Common Carp (Fullscale Carp), Mirror Carp (With scattered shiny scales), Leather Carp (Without scales) and then the Koi (Of which there are 100’s of sub species). All these species fall under the Common Carp (Karp in Afrikaans), which has the scientific name of Cyprinus carpio. There are also Carp species such as the Silver (Asian) Carp and the Grass Carp. The image you see here is from Scott Bester. This beautiful Common Carp was caught on a public dam in on an Aggravator Nymph. The key to catching Carp successfully on fly is seeing them… Never forget that. We will discuss it further down the page in the how to catch carp on fly section. The Common Carp (And it’s family members the Mirror Carp, leather Carp and Koi) are regarded as a pest by conservationists because of their extremely destructive feeding habits. They often inhale eggs and small indigenous fish while they turn up the bottom of rivers and dams when looking for food. The Common Carp can reach weights of close to 50 kilograms around the World, and fish of 25 kilograms and more are becoming plentiful all around South Africa. If you catch a 10 kilogram Carp on fly, you will know all about it. These fish are a fine sport on fly tackle.. Carp can be found all over South Africa, but they do prefer areas that get warmer in Summer, thus they are absent from most mountainous regions in the Country. There are many dams and rivers where Carp can be successfully targeted on fly. Carp do tend to prefer large bodies of water and slow runs in rivers.
