ow that the Boiler Upgrade Scheme is under way, the next few months may start to provide some real insight about whether consumers really have the appetite to switch from their trusty gas boilers to heat pumps.

The fuel-cost crisis is likely to muddy the waters.

With the cost of living and gas prices already high – and with the promise of more energy price hikes to come in the autumn – people are focusing on keeping their costs under control and not spending their hard-earned money where they don’t need to.

Consumers have largely been ignored in the plans for a low-carbon economy, leading to one heating manufacturer calling for a consumer education platform to ensure a ‘technology-fair’ approach that doesn’t focus on a single low-carbon technology to the exclusion of others.

The £5,000 BUS grant certainly won’t cover the full costs of changing a gas boiler for a heat pump, particularly when essential fabric upgrades will need to be carried out in many homes in order for heat pumps to function efficiently.

That could mean that the only people who are willing to chuck out their boilers are those high-income households that can afford to.

henever you carry out gas work, it’s important to make sure that it is done in the correct manner. You can ensure this happens by working to set standards, which are laid out in industry-reviewed documents and produced by standard-writing bodies such as British Standards Institute (BSI), Institution of Gas Engineers and Managers (IGEM), and Liquid Gas UK (LGUK – formerly UKLPG).

Each standard is reviewed periodically and updated where necessary. Rules may differ for different installations because some Building Regulations are specific to different geographical areas of the UK.

Important: you should always be aware of the latest versions of each standard. The latest version of all the relevant standards can be found in the Legislative, Normative and Informative document list (LINDL) produced

by Gas Safe Register, published on its website. The LINDL is updated every three months and you can read it by logging into your Gas Safe Register online account as well as in Registered Gas Engineer magazine (see pages 32-36 this month).

What should I do if my customer is concerned about their gas work before I visit?

If your customer is worried, they can contact Gas Safe Register.

The Register will assess the situation and carry out an inspection if required. Depending on the circumstances, it may follow up further with the gas engineer who carried out the work.

The work must have been carried out less than six years ago.

If you find unsafe gas work, make it safe and report it to Gas Safe Register, which will base its investigation on the information that you provide. You can report a concern for competence by logging into your Gas Safe Register online account: choose Resource Hub and then ‘Raise a Competence Concern’.

If you think the gas work has been carried out by an illegal fitter, please choose Report Illegal Gas Work.

Don’t forget: you should report dangerous gas work to HSE via RIDDOR if it could cause a fatality, major injury or cause a person to need to go to hospital. If the work is gas fittings and so not covered by RIDDOR, please report this to Gas Safe Register by raising a competence concern.

Does Gas Safe Register provide a book for the Gas Industry Unsafe Situations Procedure?

No. The Unsafe Situations Procedure (IGEM/G/11) is owned and published by IGEM. You can download a free digital copy of the latest version when you log into your Gas Safe Register online account, and you can also download it from IGEM. Traditional hard copies are available from a range of sellers but it’s a good idea to check that you’re referencing the most recent edition, which is why the Register recommends that you check for updates online regularly.

Brits need technology-fair decarbonisation, says Vaillant With the Boiler Upgrade Scheme (BUS) now under way, there is still more work to be done on helping consumers shift to low-carbon heating, says Vaillant’s Mark Wilkins. The director of technologies and training says that although the BUS helps towards the cost of installation, there may be more support needed for fabric upgrades before a heat pump can be fitted, particularly in older properties.

Even with no VAT on heat pumps and the installation cost, currently, heat pumps are more expensive to install than a gas or oil boiler. Removing a boiler and

installing a heat pump is not a likefor-like replacement: in most cases, the heating system will need to be upgraded to operate at a more efficient lower flow temperature, and a hot water cylinder is also required.

These necessary upgrades make it impossible today to upgrade to a heat pump without additional cost. Mark says there will need to be a mix of heat pumps and hydrogen boilers, so those properties that would need huge upgrades can look to install hydrogen once it is available.

The government needs to develop consumer education

platforms so that homeowners are offered a technology-fair approach to decarbonisation. The fuel crisis is adding to consumer uncertainty about making a fuel switch. While heat pumps are a tried and tested technology, they are considered a fairly new concept for homeowners, and they do operate differently from a traditional boiler, which the homeowner needs to be aware of.

The BUS grant will help consumers to install a heat pump but a homeowner will most likely need to add an upfront cost of at least £2,000 on top of that to complete the system.

LCL Awards launches Inclusivity Charter LCL Awards has launched an Inclusivity Charter for its centres to encourage them to make their training facilities flexible and accessible to people from all walks of life.

The charter has been introduced to address the lack of women and other underrepresented groups in the building services engineering sector. It was developed with Hattie Hasan, founder of all-female plumbing business Stopcocks Women Plumbers.

Hattie recently received an MBE for her services to women in the plumbing and heating industry.

LCL Awards centres that sign up to the Charter must first review where they stand in terms of inclusivity; from not tolerating offensive language, to developing courses that can be

delivered online or at times to suit parents and people who are training in and around their work.

The Inclusivity Charter Checklist will form part of LCL Awards’ auditing process, which all its accredited centres must complete annually.

LCL Awards held an online CPD workshop, alongside

Hattie, to introduce the charter to its members. Topics covered included unconscious bias, dealing with conflict, flexible course delivery, and how centres can demonstrate their inclusive values. Centres that meet the charter’s conditions will receive a plaque. The charter will be displayed in-centre and online.

New heat pump training from Daikin Daikin has created training courses for gas engineers to install air source heat pump systems.

The DUK-H25: LCL Awards Level 3 Award in the Installation and Maintenance of Air Source Heat Pump Systems (nonrefrigerant circuits) consists of two days of training followed by one day of assessment, comprising online multiple-choice theory exams and practical assessments.

The LCL Awards qualification is aimed at existing heating engineers who want to add air source heat pump installation to

their services. The qualification proves full competence in the installation of these types of system and can be counted towards MCS accreditation.

Daikin product and training manager Martin Passingham says: “We are thrilled to announce the commencement of the LCL Awards training courses, which will ensure plumbers are fully upskilled in the installation and maintenance of air source heat pumps. It is crucial that the industry looks towards these heat pump solutions as we strive to use fewer fossil fuels to ultimately

help the UK achieve its target of net zero by 2050.”

Navi-Van hits the road The Navi-Van is Navien’s new display and mobile training vehicle, which take its products out on the road directly to heating engineers and merchants.

The vehicle contains working models of Navien’s NCB condensing gas boilers and LCB700 Blue Flame oil boilers, as well as the NPE Premium Condensing water heater.

You can experience the company’s product portfolio for both training and educational purposes, and the Navi-Van can also be used for entertaining customers – its side panels fold out to form an extended function and reception area, suitable for meetings and events.

Panels open up to reveal information about the company’s boilers and controls, details about its heritage and international reputation, and an overview of the Navien Choice loyalty scheme.

The Navi-Van will be travelling the UK throughout the year and will be in the south-east this month (July). National business manager Jason Davies says: “We are committed to supporting and educating our installer and merchant customers nationwide.

EPCs should be redesigned, says assessor scheme The government should redesign Energy Performance Certificates so that they focus equally on energy consumption, cost and carbon emissions, says energy assessor accreditation scheme Elmhurst Energy.

important policy developments, consultations and regulatory developments affecting the sector.

It also spells out Elmhurst’s top 10 policy recommendations for the year ahead, including the company’s repeated call for EPCs to be changed. The company’s managing director Stuart Fairlie says: “The domestic EPC was set up in 2007 as a cost metric and

hasn’t been updated since.

Unfortunately, EPC ratings are now being used as a policy tool to reduce carbon emissions and therefore climate change.

This just doesn’t work.

“Elmhurst has been calling for the redesign of the EPC for many years.

“We want to see EPCs giving equal focus to energy consumption, cost and carbon

emissions. Fortunately, the national calculation methodologies (SAP and SBEM) can present all three metrics and we believe all three should be presented in the EPC. We have even designed a new EPC to show how it could look.

“Once we have made this change to EPCs, governments can align their regulations to the relevant metric.”

Hydrogen economy roadmap 2022-2024 Production of small-scale electrolytic hydrogen for use in neighbourhood heat trials as well as some transport and industry applications.

2025-2027 Electrolytic production increases plus first largescale carbon capture and storage production, potentially for use in a village heat trial plus industrial use and heavy transport.

Research and trials on the use of hydrogen as a potential replacement for natural gas in our homes and businesses are now moving into a new phase.

Here we look at the progress so far and at the next steps.

W

ith the first phase of the Hy4Heat project now complete, having proven successfully that it’s technically possible, safe and convenient to replace natural gas with hydrogen, the next steps are larger-scale trials in neighbourhoods and villages.

This phase to develop hydrogen as the superfuel of the future will see 28 projects across the UK, working across a range of different sectors and technologies. Projects will be focused on producing and transporting hydrogen, making it a more viable and affordable fuel for powering industry, including energy-intensive sectors which rely on expensive fossil fuels.

The government stated in its Hydrogen Strategy, published last

autumn, that the 2020s will be critical in preparing people to get ready to use hydrogen, making the caveat that it’s intended to target those “energy users best suited to hydrogen as a lowcarbon solution”.

It says demonstration competitions and trials will be rolled out for the use of hydrogen in road freight, shipping and

aviation; and in heating, beginning with a hydrogen neighbourhood trial by 2023, followed by a large hydrogen village trial by 2025, and potentially a hydrogen town pilot before the end of the decade.

The strategy states: “Working with industry, the UK’s ambition is for 5GW of low-carbon hydrogen production capacity by 2030.

This ambition is based on our understanding of the pipeline of projects that could come forward during the 2020s, and takes into account the challenges, constraints and costs involved in delivering this.

“As we work towards this ambition, we would hope to see the first gigawatt of low-carbon hydrogen production capacity in place by 2025.”

into the next phase Choose the first hydrogen village Minister George Freeman has welcomed the trials on a hydrogen village as being vital to gather the necessary evidence for a wider roll-out. He says: “We want to make sure that the trials lay the foundation for a wider nationwide roll-out.

“The BEIS-funded Hy4Heat programme has shown that the use of 100 per cent hydrogen can be made as safe as natural gas when used for heating and cooking in the types of houses that were studied.” “[The trials] are designed to provide the government with the necessary evidence to take big strategic decisions on heating within a matter of two or three years. I know the ambition to go further and faster is shared by the Secretary of State, the Minister for Energy and the Prime Minister.

It is not lack of political will that is holding us back.”

Ellesmere Port could be home to the UK’s first hydrogen village, which would see 2,000 properties in the Whitby area of the Cheshire town use hydrogen instead of natural gas for heating and cooking in 2025.

The proposal, put forward by Cadent and British Gas, is on a shortlist of two locations hoping to be the first to use hydrogen on this scale.

If Ellesmere Port is chosen, every property in the selected area will get free boiler upgrades to new hydrogen-ready versions and, for the duration of the two-year programme, they would pay the same to use hydrogen as they would for natural gas.

Marc Clarke, head of Hydrogen Consumer at Cadent, says: “We already know that Whitby has an unparalleled geographic location for hydrogen.

The North-west is already on track to produce the low-carbon

low-carbon hydrogen from the mid 2020s, as well as capturing and storing CO2 emissions from industry in the region.

And in the Redcar corner Redcar is the other contender to be the first hydrogen village.

NGN says it aims to switch the gas supply to hydrogen for around 2,000 homes and businesses in parts of Redcar including the town centre, Warrenby, Coatham and an area of Kirkleatham from 2025.

“Every property in the selected area will get free boiler upgrades to new hydrogen-ready versions and pay the same to use hydrogen as they would for natural gas for two years.” hydrogen required for the scheme from Ellesmere Port’s HyNet project, and we have been undertaking work over the past few years to ensure the region’s pipes are ready to take hydrogen.”

Cadent and British Gas have written to all residents whose properties would be supplied with hydrogen, to explain the programme in more detail.

The plans involve producing hydrogen in Teesside, meaning Redcar would be self-sufficient, generating its own hydrogen locally, from renewable sources.

NGN chose Redcar because it lies within the East Coast industrial cluster, close to established energy infrastructure including hydrogen production and storage facilities. The varied housing in the local area is representative of homes throughout rest of the UK.

CEO Mark Horsley says: “Teesside has a proud industrial heritage and is now embracing the green industrial revolution with hydrogen production, bringing skilled jobs to the area.

“Heating homes and businesses with this home-grown hydrogen, which will be stored locally, is a logical step as part of our work to bring sustainable, affordable and secure energy supplies to customers and communities throughout the north of England. We are looking forward to engaging with the people and businesses of Redcar to develop our proposals further.”

Cllr Mary Lanigan, leader of Redcar and Cleveland Borough Council, adds: “The proposed community plans are groundbreaking and I hope all people and businesses in the areas which will be identified will be happy to take part if it is approved by the government.

Get the pipelines ready to transmit and store SGN is to test the use of high-pressure pipelines for hydrogen transmission and storage. The project will be based in Grangemouth, Scotland, and delivered in partnership with chemical company INEOS, which has extensive manufacturing and infrastructure facilities in the region.

The Local Transmission System (LTS) is the critical infrastructure connecting towns and cities to the National Transmission System. Gas

distribution networks manage around 11,000km of these high-pressure pipelines, which were originally designed to transport and store natural gas.

The LTS takes gas from the National Transmission System at a reduced pressure so that it can be transported directly to industry.

It also feeds into gas distribution networks, after further reductions in pressure, to be used in homes and by businesses.

and demonstration in 2024.

INEOS will supply the hydrogen for the live trial.

NGN is carrying out similar work in the South Bank area of Teesside. Here, a network of existing natural gas mains will carry out standard gas operational procedures under 100 per cent hydrogen conditions for the first time.

The testing is taking place on disused land where gas pipes that once supplied homes on the site, while all still intact, are disconnected from the rest of the network.

The evidence will be used to understand any changes needed for the potential conversion of the gas distribution network to transport hydrogen.

Convert the capital Cadent, SGN and National Grid Gas Transmission are to work together on study to transition London’s gas network to hydrogen.

The study is the first stage of their Capital Hydrogen programme for the London and South-east region, which comprises a series of projects that will last for 15-20 years.

The stage will identify how much hydrogen London may need over the next 30 years, where it will be produced and stored, and how it will be transported to where it is needed.

Thames Estuary has potential for both low-carbon hydrogen production and use, decarbonising the industry and gas-fired power generators clustered nearby. Determining hydrogen demand in the capital will also help to stimulate production in nascent energy hubs such as those at Bacton in Norfolk and Southampton, and the feasibility study will look at how gas networks can help connect production and demand.

The research will conclude in October 2022.

Michael Bunnell was asked to look at a corroded chimney/flue that had been temporarily repaired by another engineer. Upon inspection, he saw that it had never been connected correctly.

The chimney/flue has now been replaced.

Steven Elder came across a rather scary scenario on a visit to non-working boiler. When he asked how the householders had been keeping warm, they showed him this garage space heater in the living room, along with a full LPG bottle. Steven made safe and a new boiler has been fitted.

John Hughes recorded a 20mb drop in two seconds during his tightness test. The corroded gas pipe was due to the boiler condensate being connected to 40mm plastic sleeve for gas pipe. The gas pipe and condensate have now been installed correctly.

Marcus Reardon found the next-door neighbour’s log burner chimney/flue visible through the rear of the catchment area of his customer’s gas fire. The gas fire has been capped off and the neighbour advised.

Simon Western wondered why the boiler had failed the chimney/flue integrity test.

It transpired that the inner flue had been drilled through in four places. A replacement flue and turret adaptor have been fitted.

Are the challenges facing low-carbon heating being exaggerated?

With reference to your May article “Brits want lowcarbon gas as alternative, finds EUA survey”.

We are a small renewable energy company who install heat pumps, battery storage and solar PV systems. We are Gas Safe registered as we need to be able to work on decommissioning boilers and, as a very temporary solution, fit hybrid gas/heat pump solutions. We also provide MVHR and occasionally solar thermal systems.

We have been operating for 11 years and have seen the rapid development of heat pump heating systems. We set up our company to help with decarbonisation, so do not consider ourselves to be traditional heating engineers or electricians; rather we use those skills and technologies to find solutions to help decarbonise.

Lobbying I have noticed recently that the EUA, a lobbying operation for the gas boiler manufacturers and energy supply companies, who desperately want to keep selling gas and other centralised energy sources for as long as possible, is starting to get more and more coverage in trade publications and the wider press. The danger of articles like this is that they cleverly attempt to appear as independent and impartial, while choosing questions for their surveys that give the answers they want to use to propagate a particular message.

One survey question highlighted in the report asks people if they would “support the development of low-carbon gas boilers that can easily be swapped for an existing boiler”.

But they might just as well have asked: “Would you support a really cheap way of dealing with climate change that doesn’t 18 July January 2022 2019

inconvenience you?” It’s too simplistic and I am surprised that only 64 per cent said yes.

I suspect if the same people were asked: “Would you support attempts to develop heat pump heating solutions that have the potential to be 100 per cent carbon neutral and can easily be swapped with your boiler?” the answer would be the same or probably better.

I could go on, but please can your editorial team bear in mind that information from the EUA is not unbiased. All of our children’s future depends on the right messages getting out to the wider installation population so that renewables can develop, as everyone agrees they must.

The EUA is looking to exaggerate the challenges associated with finding lowcarbon solutions – which

a ‘war-footing’ to deal with the challenges.

Government subsidy will be required to bridge the gap, I am sure, but we need to be finding solutions, not trying to create reasons to stay with the status quo or maintain it as long as possible.

Although I suspect the EUA will disagree, I do think it is the role of a properly advised government to guide us as a country to do what must be done for the greater good, even if it is unpopular to some of our population. Not everyone is going to be happy moving to electric vehicles either, but it has to happen so we might as well stop moaning and find solutions.

Of course most people will say, if asked, that they would prefer not to pay more for their heating system, compared to not

But that isn’t the real comparison.” keeping as much gas/oil as possible for as long as possible is not. I expect to see more of this death-rattle activity from the fossil fuel and centralised energy vendors, using apparently impartial entities to push an agenda of fear, uncertainty and doubt.

Whether the established industry likes it or not, we simply have to embrace more renewable technology over the next five years. We absolutely all understand the affordability gap between sticking in a replacement combi boiler compared to a heat pump, but with a government-declared climate emergency, we all need to be moving towards being on

paying more. But that isn’t the real comparison. Maybe try asking people if they would pay a bit more rather than see catastrophic climate change effects on their grandchildren.

The EUA’s current lobbying activity is suggesting that hydrogen will solve all the problems but we should look critically at where the proposed hydrogen comes from.

Fundamentally it’s a fossil fuel source or using electricity to produce hydrogen by splitting water. Even if it was all produced by splitting water (which is not 100 per cent efficient) using 100 renewably generated electricity, it then has to be burnt in a boiler that is not 100 per cent efficient.

It would be much better to just use the electricity to run a heat pump at 350 per cent efficiency and work to overcome the design, insulation and cost challenges that that presents.

The wording of surveys and reports like this matters and a critical view from publications on the bias of such press releases is also important.

The article to which Mr Stephenson refers is a news story clearly indicated as being the findings of EUA’s survey.

We also report on other surveys and opinions that are in favour of heat pumps and other technologies and we do not agree that the magazine is biased in any one direction.

Mike Foster, chief executive of the EUA, replies: I am sorry that Mr Stephenson takes offence at the work EUA does in the move towards achieving net zero, but I suspect he is confusing a number of trade bodies that have the word “energy” in them.

We do not represent energy suppliers: that role is for Energy UK. At EUA, we want to see an end to fossil gas use, not prolong its life. We believe there are a range of technologies, heat pumps, heat networks and hydrogen that will enable consumers to have net-zero homes in the future. No single

solution works for all.

The letter also confuses a valid debate over the most effective technology with opposition to tackling climate change. There is a world of difference between natural gas (methane) and hydrogen: they are both gases but one offers a route to net zero.

While we offer a range of options going forward, Mr Stephenson appears to be in the camp of one-solution fits all, a heat pump, when all the evidence suggests that approach won’t work.

Having said where we disagree, let’s focus on what unites us. Mr Stephenson states there is an ‘affordability gap’ between a replacement combi boiler and a heat pump, and we agree. For most consumers, that gap is simply unaffordable. Now we argue there is a key role for technological solutions that require no upfront costs to the consumer, such as hydrogenready boilers with ultimate conversion of the gas networks to hydrogen.

Given the challenges faced by the UK economy, I’m far from certain that the government will pay for us all to have heat pumps, given all the other demands on the Chancellor.

At the EUA, we want to end our reliance on fossil gas and we want to work up practical solutions that function in the real world; we don’t want to fleece consumers or force upon them a solution we don’t think is right for them.

Target emissions properly but don’t leave us sitting in the cold I write with regard to the item on page 13 of May’s edition about CIPHE low temperature systems [“CIPHE low-temperature qualifications get lift-off”].

While I am a true advocate of reducing emissions and greenhouse gases, I feel more and more is being put unfairly on the shoulders of the gas installer.

More and more expensive qualifications are required, and time off work to execute these qualifications.

Last year I wrote a letter to Kwasi Kwartang, the then Energy Secretary, voicing some ideas that would really help our heating systems: the first of which being the banning of micro and mini bore systems that do not heat radiators effciently and cause cycling of very high-efficiency

boilers, thus bringing efficiency back down.

While sitting in the M60 car park in Manchester, I suddenly became aware of just how many 3, 4, 5 and even 6-litre cars (petrol and diesel) were sat going nowhere and chugging out their fumes. I’m fairly sure that’s far less efficient than most gas boilers today, and yet there is no CIPHE qualification requirement to buy, rent or lease such a noxious beast.

No one needs a car engine bigger than 2 litres today, so why does our government allow this but want us to sit cold in our homes?

Since the condensing boiler hit the British market, there should have been some more sensible legislation surrounding

their installation. ALL boilers should be range-rateable and many are not. Installers are still fitting 30kW and 35kW combis and leaving them at full central heating rate at commissioning.

Why aren’t they rating them down if they have that facility?

I’m fitting boilers and getting efficiency readings equal to that of a condensing oil boiler, my best at 98.8 per cent net efficiency. How many 6-litre cars can boast that?

A lot more can be done to reduce climate change that does not mean we have to be persecuted into sitting with a blanket around us.

Needless to say, I did not get a response from the Energy Secretary.

This Industry Standard Update (ISU) provides an overview of the key areas of change arising from the revision of Building Regulations Approved Document L: Conservation of fuel and power (Inc 2016 Amend).

Introduction In April 2022, an updated version of the Building Regulations Approved Document L series was released. Previously these were separated into L1A(1), L1B(2), L2A(3) and L2B(4), but now there are just two: Volume 1: Dwellings(5) and Volume 2: Buildings other than dwellings(6). These approved documents cover England only.

The new Building Regulations Approved Document L Volume 1 and Volume 2 came into effect on 15 June 2022.

This ISU covers Volume 1: Dwellings.

General Legislation, normative references and current standards have been

updated throughout where necessary.

Scope There are two main changes in the new approved document with regard to heating systems. The first involves the insulation of heating and hot water pipework. The most significant change is that Section 4.24 of the new document states that when a boiler or hot water storage vessel is replaced in any existing system, any accessible pipework in the dwelling should be insulated. Table 4.4 gives the minimum thickness of insulation required, which depend on the pipe diameter.

The second change involves the sizing of a new heating system.

Section 5.10 states that when a wet heating system is either newly installed or fully replaced in an existing building, all parts of the system, including pipework and radiators, should be sized to allow the space heating system to operate at a maximum flow temperature of 55°C or lower. To help achieve this, an appropriate heat loss calculation for the dwelling will need to be carried out.

Previously it was merely good practice to fit thermostatic radiator valves (TRV) to existing radiators that did not have thermostatic control when replacing a boiler; now Section 5.20 makes this a requirement.

Gas and the great outdoors Outdoor gas cooking and heating equipment needs to be safety checked in the same way as gas appliances used inside the home. Here, we look at the requirements and best practice, and find out the challenges and common problems in this specialist field.

N

ow that summer is here and people are spending more time in the garden with their families and friends, it’s important to make sure that gas appliances used outside are maintained in safe working order.

If you’re asked to carry out safety checks or maintenance work to gas garden appliances, whether they are fuelled by LPG or natural gas, you must hold the ACS element Leisure (LEI1) along with the relevant core safety element and change-over element if required.

Outdoor cooking and heating equipment should be treated with the same respect and caution as those inside the home – and your customers should know that if it rains in the middle of their barbecue or event, they must not relocate any outdoor gas appliances indoors.

Testing a garden appliance The following is guidance and advice on what you should check when you’re working on leisure equipment. The list is not exhaustive and may not include every item: remember to consult the appliance manufacturer’s instructions for more detail.

Most leisure appliances are intended for outside use only and must be used strictly in accordance with the manufacturer’s instructions, observing basic safety guidance.

The combustion products from gas appliances are very hot and contain harmful gases, and under no circumstances should they be used in an enclosed space such as inside a tent, marquee or close to umbrellas. If the manufacturer’s instructions allow, an appliance may be used under an awning, provided that the awning doesn’t impede the escape of products of combustion.

Take care when positioning the appliance close to balconies or terraces so that the products of combustion do not affect people or property at burner level. If the appliance appears unstable in

high wind, it should be turned off and repositioned in a more sheltered location. Do not move appliances when they are alight.

Gas appliances must be assembled by a competent person in accordance with the manufacturer’s instructions and should be tested for gas tightness and safety before they are used.

The maintenance requirements for leisure items should be detailed in the appliance MIs, and inspecting ancillary items such as the cylinder, its location, controls and hoses should be part of the safety check.

Essential checks The following should be checked: •C ylinder location and position in relation to the appliance and general surroundings •C ylinder stability •C ylinder isolation valve (does it shut off?)

•C ylinder must be the correct type for the appliance (ie, butane or propane) and the size specified by the manufacturer’s instructions • A suitable regulator must be fitted (28mbar butane or 37mbar propane). The gas type and pressure required will be specified by the appliance manufacturer’s instructions • The gas type and pressure should be supplied and regulated in accordance with the manufacturer’s instructions • The regulator must be in good order and functioning correctly • Hose condition, age and suitability for purpose • All final gas connections should be checked using a suitable leak detection fluid.

The condition of the hose connecting the regulator to the appliance inlet should be checked each time the cylinder is replaced.

If any defects are found, it should be replaced with a hose conforming to BS 3212 type 2.

After changing a cylinder, if a persistent smell of gas is present, the appliance(s) must not be used and the gas supply should be

While no expiry date, specific service life or exchange interval is specified for flexible hoses, tubing and associated assemblies in BS 3212 or BSEN 1763-1, it is unlikely that the service life would exceed 10 years and therefore replacement at this age is recommended. For hoses conforming to BSEN 16436-1 (class 2 and 3) no expiry date, specific service life or exchange interval is currently specified and it is unlikely that the service life would exceed 10 years, so replacement at this age is recommended.

The smell must be investigated and rectified before the appliance is used again.

Flexible hoses, tubing and associated assemblies shall only be used for the connection between a cylinder-mounted regulator, the appliance or to the rigid pipework installation if applicable.

Where flexible pipework is used, it shall be as short as possible while preventing excessive strain on its end connections and must allow smooth swept bends with no kinking. Support flexible pipework if necessary.

Do not use flexible pipes if they show any physical damage,

environmental deterioration or service failure. Where flexible connections are used, electrical continuity shall be maintained where applicable. Unless specifically designed for the application, flexible pipes shall not be subjected to temperatures in excess of 50°C and must not pass through walls, floors, ceilings or partitions.

Flexible pipes shall be marked with their appropriate standard BS 3212, BSEN 1763-1 or BSEN 16436-1. Typical hose markings can be seen in the diagram above.

Rings of fire Gas engineer Gary Mellor has become something of a specialist in installing and repairing fire tables and fire pits. Here he talks to Registered Gas Engineer about his experiences and the challenges and pitfalls.

G

ary has seen demand skyrocket for his skills and knowledge in installing fire tables and firepits. The west London sole trader knows only too well the problems that can arise without careful planning before any installation takes place.

He often works within the affluent communities in leafy Surrey, in homes whose owners want to add an eye-catching fiery centrepiece to their garden. His first fire table installation was in 2014 and initially he was fitting two or three a year. Now he says that’s jumped to three or four a month. “Previously it was just a summertime thing and that was nice – boilers in winter and fire tables in the summer. But now I install them all year round.”

Much of his business comes from Solus Decor, which has a showroom in Cobham and recommends him to customers who have set their heart on a fire table. The LPG and LEI1-qualified engineer says he often works with landscapers and complications can arise if he isn’t involved in the plans from an early stage.

“Most of the time, customers would prefer natural gas but that’s a whole lot more work [than using LPG],” he says. When a customer wants to use natural gas to supply their fire table, Gary has to consider not only the amount of gas that the domestic meter can deliver, on top of any other appliances in the property, but the pipework route too. “The problems arise when the pipe’s already in and I know that the meter’s not big enough – and the grid can’t upgrade for another two years. Or it’s the wrong type of pipework in the wrong place, and it’s undersized. That’s when

we end up with problems.

“Getting me in at the beginning to do a site visit or sending photos would pre-empt all these problems, otherwise they’re just going to run into issues that are harder to sort out – after you’ve already buried the wrong-sized pipe and put a patio on it that’s going to have to be dug up.”

For this reason, most fire table installations run on LPG. “One of the big things I have to point out to customers is where they can site the gas cylinders and where they can site the fire table itself.

You can’t put the fire table in a sunken area. A lot of landscapers are putting a sunken patio area with steps all the way around, rising up to the garden: it would

hold the required qualifications.

“They’re working out of scope because they need to have LPG and Leisure,” he says. Mistakes he’s found include the wrong fitings and wrong-sized pipework and, in one instance, the installer had used a radiator fitting on the gas supply and used a soldered fitting but didn’t solder it.

Having started out as a medical gas engineer, he moved into the domestic gas world in the 1990s before taking a break and working in graphics and web design, satisfying his other creative talents.

“The medical gases background prepared me for what I’m doing now in a weird way: it’s specialist because it’s a different kind of gas to natural gas.”

When he returned to domestic gas in 2012, he studied hard and passed his City & Guilds NVQ Level 3 covering the whole spectrum of gas work, including LPG and leisure “becoming highly qualified in what I’d been doing for 20-odd years before that”.

Despite it being unusual to work with LPG in London, he says it’s an up-and-coming field that seems to be resilient to rises in the price of gas, driven by people spending more time in their gardens than they used to. ■

Legislative, Normative & Informative The Gas Safe Register Legislation & Standards Document List Date issued: 1 July 2022 Introduction This document defines all documents recognised by Gas Safe Register as being Legislative, Normative (gas standards) and Informative reference documents.

Some documents may only be available as hard copy documents, but the majority are available to download, either via Gas Safe Register’s engineer website or from the organisation or body promoting the document. In some cases, the document is only available for purchase from the organisation or a recognised supplier.

Hierarchy of legislation and standards In this document list, the hierarchy of documents within the following tables is defined in order of significance.

Detailed first are Statutory Acts, or regulations that are legally enforceable. These are followed by a recognised list of documents known as ‘Second Tier’ documents. This series of documents provides practical guidance on ways to comply with the functional requirements of regulations. This guidance is not law, but provides information that, if followed correctly, will ensure that legal obligations have been met.

Where someone chooses to depart from this guidance, they will need to ensure that the method chosen provides equivalent or better standards of safety than the relevant published guidance.

The guidance provided within appropriate second-tier documents will be used to assess compliance.

The next tier of documents is gas industry standards that are aimed specifically at the installation, commissioning or maintenance of gas equipment (pipework, appliances, etc). These are known as Normative Documents and are referred to as ‘Gas Industry Standards’. These documents, in conjunction with any available manufacturer’s instructions, will be used by Gas Safe Register to assess compliance.

Finally, the remaining listings provide details of other useful information to help registered businesses comply with their obligations and assist them in

carrying out their day-to-day activities. These are referred to as Informative Documents.

1. Hierarchy of documents Legislation In this section, the listed documents are those brought to the Statute Book by an Act of Parliament and are referenced as Statutory Instruments (SI) or equivalent. These are the law in the respective countries as stated and must be followed. The SI Reference number (or equivalent) is preceded by the year of it being added to the Statute Book, ie, the Gas Safety (Installation and Use) Regulations 1998 has an SI Number of 1998:2451.

Regulations are in general written in a format that provides high-level requirements.

Documents supporting legislation These documents provide practical guidance on ways to comply with the functional requirements of the Regulations. For the Building Regulations, these are outlined in a series of Approved Documents (AD) published by the appropriate government department responsible for the Regulations.

The ADs that currently apply to gas work are: • A Structure • B Fire safety • F Ventilation • G3 Hot water storage • J Heat producing appliances • L Conservation of fuel and power • M Access to and use of buildings • P Electrical safety in dwellings.

Each document contains general guidance on the performance expected of materials and building work in order to comply with each of the requirements of the Building Regulations; and practical examples and solutions on how to achieve compliance for some of the more common building situations.

2. Gas Industry Standards In this section are all the Gas Industry Standards published by the three current Standard Setting

Bodies, which are: • British and European Standards (BSI) • Institution of Gas Engineers and Managers (IGEM) • Liquid Gas UK (formerly known as UKLPG).

One standard is published by National Caravan Council (NCC).

3. Documents under review If it is known that the three-month validity period coincides with a period of time in which a standard being revised is out for public comment, the final date for comment will be included.

Gas Safe Register will use best endeavours to keep the documents under review as up to date as possible, but the Register is NOT responsible for reviewing, revising or updating industry standards. Where a registered business or industry stakeholder has an enquiry about revisions to guidance documents, this should be directed to the relevant Standard Setting Body.

5. Inspections undertaken

by Gas Safe Register When Gas Safe Register inspects work undertaken by registered gas businesses in Great Britain, Northern Ireland, the Isle of Man and Guernsey, in the first instance, it will assess against the manufacturer’s installation instructions. Where these are not available or relevant, it will inspect

against the criteria as specified within legislative documents and relevant gas industry standards.

However, it is recognised that, due to the differences of individual legislation used in different geographical areas, there will be some differences in application.

While conducting inspections, due regard will be taken of the requirements of all appropriate guidance.

6. General This Gas Safe Register document will be updated and republished on, or about, the following dates each year: • 1 January • 1 April • 1 July • 1 October.

Andrews Water Heaters has expanded its MAXXflo EVO range with the addition of the new high-output MAXXflo EVO 150 and a new smaller output MAXXflo EVO Lite series.

The new condensing water heaters provide efficiencies up to 98 per cent and reduced carbon and NOx emissions, and are a sustainable, high-performance solution for all commercial hot water applications.

The range has a unique configuration of all stainless-steel burners, heat exchangers and cylinders for maximum efficiency, efficient use of plant room space and straightforward maintenance.

The new MAXXflo EVO 150 has an output of 150kW and its integral twin heat exchangers, tank capacity of 300 litres and a high recovery rate of 2,572 l/hr, means it can meet the most demanding commercial BES RGE H131xW186mm ad 21 requirements in a compact

Aico’s AudioLINK+ app is now faster, quieter, and more reliable for accessing real-time data from CO and fire alarms. A report can be generated in between four and seven seconds.

It generates a simple-to-read colour-coded report, providing information on alarm data, including activations, sensor status, alarm testing information, battery and back-up cell status, recorded CO levels, and advice on dust contamination levels within the 3000 series alarms.

The information can be emailed directly from the phone or tablet to one or multiple addresses, being sent as a PDF report for the property or exported as a .csv file for simple integration with housing management and maintenance systems.

Additional information can be added to the report to help link it to a specific alarm and to communicate important and
