T

he situation in Ukraine is causing turmoil.

The devastation on the country and its people is hard to watch. But while we look on as events unfold on the other side of Europe, oil and gas prices have rocketed amid the spectre of lower supply. And while conflict may not directly impact our homes and families, these price shocks will.

The UK does not depend as heavily on imports of natural gas as some other countries but global price hikes will affect us. Energy Secretary Kwasi Kwarteng said: “For as long as we depend on oil and gas – wherever it is from – we are all vulnerable to Putin’s malign influence on global markets.

Now more than ever we must focus on generating cheaper, cleaner power in Britain, for Britain.”

Cleaner energy in our homes is due to take a step closer, with the start of the government’s Boiler Upgrade Grant scheme, providing a grant to householders to replace their fossil-fuel heating with a low-carbon option. Against a backdrop of soaring energy costs, it may look increasingly attractive to homeowners looking for savings to be made.

But as yet we’re short on the detail of precisely how heating engineers can become involved (and whether they want to). And, in all honesty, I think everybody’s minds might just be elsewhere right now.

Letter from our CEO To all Gas Safe registered businesses, engineers and the many different organisations we work with.

F

ollowing the recent replacement of our key systems, some of our services have not been operating as quickly, or as well, as we would have liked.

That has caused inconvenience and frustration for many of you, and so I wanted to apologise for that inconvenience, and to explain some of the steps we have taken to put things right.

Firstly, I want to explain some of the reasons we had to make changes in the first place.

The background The operation of the Gas Safe Register depends on managing multiple interlocking processes and systems: the registration database, our website, our inspections processes, telephone and email systems, to name just a few. Some of these systems have been in place since the launch of the Register in 2009, or earlier.

Although all the existing systems have been maintained and updated as we have gone along, it has always been part of our agreement with Health and Safety Executive (HSE) that we would move the GSR to a new technology platform.

That investment and changeover to new technology has been a hugely complex undertaking, not least because our systems also need to work alongside a huge variety of external systems which feed information to us, for example qualifications data from certification bodies.

So what are we doing now?

In the period since we launched, we have been putting a lot of effort into ensuring that all of the parts of the new system are operating as intended. While the

overwhelming majority of those systems are working now, we have also identified some areas which have required further work.

I acknowledge that this is extremely frustrating for those needing support, and I want to assure you that all of my colleagues at the Register are working flat out to deal with your queries as quickly as they can.

We are making progress, specifically: • We are increasing the number of colleagues in our contact centre. This is helping us to reduce your call waiting time, but also means we can work through any remaining backlog of emails and letters.

• We have increased the capacity of the overall system, which in turn is increasing the speed at which items are being processed.

• We will continue to improve the reliability of the Register’s systems over the coming weeks.

With these, we hope to have all of our services back to the levels you would expect soon, and we thank you for your patience so far.

Landlord failed to arrange gas safety checks despite Improvement Notice A letting agent and its director have been fined for not having gas safety checks carried out in their rental property.

Chelmsford Magistrates’ Court heard that the landlord, Belleview Property, failed to carry out the annual gas safety check at its rental property in Colchester, Essex. Belleview was served with an Improvement Notice requiring the checks to be carried out but failed to do within the specified timeframe.

The agent also failed to provide details of the tenancy agreement when requested to do so by an HSE inspector.

HSE’s investigation found that Belleview’s failures were committed with the consent of or were attributable to neglect

by Adrian Ellis, who was its sole director.

Mr Ellis had been prosecuted

by HSE previously, the court was told, for failing to arrange gas safety checks at properties that he owned and rented out.

Belleview had been subject to HSE enforcement twice in the past five years for failing to arrange gas safety checks at its rental properties, including the one to which this

prosecution referred.

Belleview Property Limited of Station Road, St Ives, Cambridgeshire, pleaded guilty to breaching the Gas Safety Installation & Use Regulations 1998, Regulation 36(3), and failing to comply with the requirement to provide information under the Health & Safety at Work etc Act 1974, Section 20. It was fined £12,000 plus costs of £2,245.28.

Director Adrian Ellis from Colchester pleaded guilty to breaching Section 37(1) of the Health & Safety at Work etc Act 1974. He was fined £3,000 plus costs of £2,245.28.

Both defendants were ordered to pay a victim surcharge of £170.

NGN fined £5m over fatal explosion Northern Gas Networks Ltd has been fined £5 million for safety breaches after a fire and gas explosion in West Yorkshire resulted in the death of the homeowner.

Leeds Crown Court heard that, on 11 February 2019, West Yorkshire Fire Service was called to a fire and explosion in Huddersfield Road, Mirfield. The property was still on fire when the occupier, Elena Frunza, was discovered during a search. She was taken to Pinderfields General Hospital, where she died the following morning.

The HSE investigation found that the source of the gas escape was a fractured six-inch cast-iron main running under the carriageway to the front of the property. The main did not appear on Northern Gas Networks’ drawings, which meant that it had not been maintained in accordance with the Pipelines Safety Regulations 1996.

Northern Gas Networks Ltd of Thorpe Business Park, Colton, Leeds, pleaded guilty to breaching Section 3 (1) of the Health & Safety at Work etc Act 1974. The company was fined £5 million and ordered to pay costs of £91,487.

Speaking after the hearing, HSE inspector Neil Casey said: “This incident, which put the lives of the elderly residents of a care home at risk and cost a homeowner her life, has highlighted a failure by Northern Gas Networks Ltd to follow their own safety procedures, in this case requiring the prompt and effective investigation and correction of anomalies in their records.”

Landlord fined after tenements found with dangerous gas work A landlord has been fined £4,500 after failing to ensure that gas safety record checks were carried out in flats in an old tenement block.

Edinburgh Sheriff Court heard that from late winter 2013 to early spring 2014, David Mackman from Kirknewton said he was the landlord for at least 15 flats in the block. The majority of the flats had gas boilers and some served more than one flat but the court heard that tenants had not been provided with landlords’ gas safety records.

HSE investigated after

receiving a complaint from a tenant and its inspectors attended the flats when Mr Mackman failed to respond.

The inspectors gained access to several flats and identified gas safety concerns. They again attempted to make contact with the landlord during this visit but failed.

Because of the gas safety concerns, Scottish Gas Networks (SGN) also attended.

The inspectors and SGN engineers found further gas safety faults after gaining access to more flats. SGN classified the work as Immediately Dangerous

and disconnected the gas supply to several properties.

Despite HSE’s repeated attempts to contact the landlord, he did not attend the flats to assist with the investigation.

At a later visit, warning notices were again issued to a number of flats. Mr Mackman attended during this visit and HSE inspectors issued him with 15 Improvement Notices to make sure that all gas safety issues were identified and rectified by a competent Gas Safe registered engineer and to obtain a landlords’ gas safety record.

David Stuart Mackman of Shepherd’s Keep, Colzium, Kirknewton, pleaded guilty to breaching Regulation 36(3)(b) of the Gas (Installation & Use) Regulations 1998. He was fined £4,500 and ordered to pay a £175 victim surcharge.

Environment awards now open to gas engineers Worcester Bosch has relaunched its Environment Awards with a new sustainability-focused criteria for heating engineers, as well as new-build and social housing organisations.

The Environment 2050 competition encourages gas engineers to work with customers to make environmentally friendly choices for their heating and hot water.

The competition runs every year: gas engineers should submit a short statement about why they chose to install a particular product as well as supplying a photo of the installation.

There will 16 winners – four per season in four categories: boilers, heat pumps, solar, and

hybrids – who will each receive: • 18V cordless Bosch drill • £200 towards a charity of their choice • Framed certificate • Branded van stickers and marketing material • Local PR. One overall winner will receive a further Bosch power bundle worth more than £500 and an FSC-certified oak engraved award.

Worcester Bosch is working

closely with Rewilding Britain, a charity that supports rewilding initiatives in rural and marine areas in the UK. For every entry received, the manufacturer will donate £5.

Women Installers Together returns The Women Installers Together (WIT) conference is returning to London in the summer.

It’s the only national event for all women plumbers, gas engineers and other tradeswomen and trainees and will be taking place on 6 July 2022 in a full-day event, bringing together speakers and supportive sponsors. It’s a rare opportunity for tradeswomen to meet in person and talk.

Hattie Hasan MBE, founder and CEO of Stopcocks Group, will chair the event, which will take place in the Great Hall at London Metropolitan University.

Hydrogen appliance labelling agreed HHIC appliance manufacturers have agreed new, clear labelling for hydrogen appliances.

The labels will show three separate categories: •H ydrogen Blend compatible, capable of running on a blend of up to 20 per cent hydrogen in the gas network •H ydrogen-ready appliances, capable of running on a 20 per cent blend but which can be converted by a Gas Safe engineer to run on 100 per cent hydrogen • 100% Hydrogen, an appliance built specifically to run on the gas without the need for conversion.

HHIC director Stewart Clements says: “These labels bring clarity to consumers and installers. As we go on the journey towards decarbonising the gas networks, industry needs to be absolutely transparent on what

appliances can and can’t do.

“The labelling… will be used by them to clearly identify products. It will also help communicate the changes that will take place in UK homes, as we work towards achieving net zero.”

Improve CO safety in commercial property, says charity Safety charity the CO Research Trust is calling on the government to improve CO safety by accepting an amendment to the Building Safety Bill in the House of Lords. Chair of the Trust Baroness Finlay tabled an amendment that includes the requirement for CO alarms in commercial properties.

The amendment would fill an important gap in the legislation, covering commercial property, says the Trust. Baroness Finlay said. “We cannot afford to miss this opportunity to extend the scope of requirements for CO alarms, which will ultimately protect more people.”

Lord Hunt of Kings Heath, who is supporting the amendment, said: “The issue of indoor air quality is now more critical than ever and must be a primary consideration for this bill.

I fully support the amendment to include CO alarms within commercial properties, to bring the legislation in line with residential properties.”

Smart hydrogen hybrid heating system unveiled The world’s first smart hydrogen hybrid heating system has been demonstrated in Pembrokeshire. The trial combined a hydrogen-fuelled boiler with an air-source heat pump alongside smart control technology in a commercial building at the port of Milford Haven.

Kiwa UK delivered bottled hydrogen to the Worcester Bosch boiler to simulate periods when renewable electricity was unavailable to run the heat pump, or when a temperature boost was required. The Passiv UK smart controls integrated to automatically switch between the heat pump and the boiler.

Every two minutes, the system assessed the energy generation mix and renewable electricity availability on the local grid and demanded the boiler to run on hydrogen when unavailable.

Matt Hindle from project partner Wales & West Utilities says: “Hybrid heating systems can be easily retrofitted to existing housing stock, without costly changes to radiators or internal pipework, keeping disruption to homes and communities to a minimum.

This trial has demonstrated how they can work with hydrogen in place of natural gas.”

Govt grant to help off-grid homes save energy Thousands of low-income households in England will see their energy bills reduced by up to £200 a year as part of the Home Upgrade Grant (HUG) scheme, says the government. £67 million in funding is being allocated to 22 local authorities to upgrade insulation in homes and install low-cost clean heating in up to 4,300 low-income, off-gas grid households.

Grants will pay for energy efficiency measures such as wall and roof insulation, as well as new low-carbon heating systems, thermostats and room heating controls, expected to be delivered before the end of March 2023.

The money will help people who are most vulnerable to fuel poverty, who are on low incomes and living in off-grid privately owned homes, both rented and owner-occupied.

It’s the first round of funding from a total of £950 million allocated to the HUG scheme last year and will be available until 2025.

Business and Energy Minister Lord Callanan said: “This funding will make a real difference to thousands of low-income households – saving them up to £200 a year on their energy bills through upgrades like better insulation.”

It also follows the government’s announcement of a package of support to help households with rising energy bills. This includes a £150 non-repayable rebate in Council Tax bills for all households in Bands A-D in England and £144 million of discretionary funding for local authorities to support households who need support but who are not eligible for the Council Tax rebate.

There will also be a £200 discount on household energy bills this autumn for domestic electricity customers in Great Britain, which will be paid back automatically over the next five years. www.gassaferegister.co.uk 13

Double trouble: John Irwin saw this boiler chimney installation in the property next to the one he was working in.

After Mario Segadelli had completed a gas meter exchange, he carried out a visual risk assessment of the gas appliances and found the boiler chimney taped up and in a sorry state. Mario followed guidance from the Gas Industry Unsafe Situations Procedure (IGEM/G/11) and made safe.

A tenant had installed this chimney incorrectly using plumbing fittings to take the products of combustion outside.

John Hine made safe and rectified the installation.

Scott Donaghue’s customer complained of a “damp smell”, which turned out to be a gas escape from buried and corroded pipework. Scott replaced the affected pipework, following the procedures in BS 6891.

Where is the boiler? asked Marc when he was asked to work on his customer’s appliance. The customer was ‘educated’ on why the boiler compartment should not be used as a storage cupboard.

Paul Randall found spillage of products of combustion on a routine gas fire service, possibly partly down to a cracked coalbed but more than likely down to three chimney faults in the roof space, and because the chimney had become displaced from the ridge terminal. The installation was made safe and disconnected from the gas supply.

John Dextet was called to a suspected gas escape after pipework had been disturbed by window fitters. He found this very old flueless space heater installation connected to the gas supply with rubber pipe and jubilee clips. The installation was immediately made safe and disconnected from the gas supply.

Intouch Disappointed in equipment longevity Saving the planet seems to be high on the world’s agenda lately and we have been encouraged to try repurposing and re-using things.

Sadly not so for my gas analyser, which came to the end of its life through no fault of mine. It looks nearly new but the filters and things inside it are no longer produced.

So that is probably thousands of analysers that are useless before their time. Disappointed.

Embrace the future and transform your business Robin Mackie laments the lack of good news in our industry (Registered Gas Engineer, Letters, January 2022), and it’s no coincidence that Richard Weir laments the lack of promotion of energy saving controls.

I beg to differ. UK installers are in a lucky position in the race to renewables, as all technology is tried and tested in markets where it is developed. All UK installers have to do is install as required by the manufacturers in the way the installers work in their markets of origin.

The increasing use of smart

phone apps when installed on the digital interface of boilers or heat pumps gives installers an opportunity to supply support services to an ever more bewildered public, with rapid response times and guidance in optimising heating systems remotely.

In a few years’ time, anyone who has embraced this technology now will have genuinely forged a different relationship with their clients, transforming their lives, taking us off the back foot in silent support, and putting us in

charge of our clients.

By happy coincidence, almost all heating equipment used in the UK is weather compensationcontrol ready. A bit of research will enable Richard Weir to supply state-of-the-art heating systems that will be reliable, efficient and probably provide a steady guaranteed income stream, transforming his business, if he selects an app that can report fault codes.

The future is in our hands, if we embrace it. We are very lucky indeed.

Intergas Heating originally identified an issue with the front plate seal on its HRE36/40 and 40SB boilers: this was rectified by replacing the red seal to a new black Viton seal. The company has now upgraded the seal for its complete range to the new black Viton seal and has updated its servicing procedures to reflect this.

Introduction This Technical Bulletin has been published with Intergas Heating to provide information for the ongoing servicing, inspection and maintenance of its complete boiler range.

Background Back in 2017, Intergas Heating identified an issue with the red silicon front plate seal fitted to its boilers. This seal was upgraded to help improve its longevity.

Since 2017, Intergas Heating has been monitoring the existing range that remained with the red silicon front plate seal, and the results showed that seal failure occurred on a small number of boilers that had not been serviced correctly on an annual basis, or where they had undergone persistent fault code resets by the end user.

Safety Alert 029 was produced to highlight this issue.

What you should do You don’t need to do anything to Intergas boilers that have been serviced by an Intergas engineer or service agent within the past two years because the front plate seal will have been

replaced with the new black Viton type.

If you have been servicing Intergas boilers and have not been using the new black Viton seals, then these are available from your normal stockist.

Please dispose of any red silicon seals or send them back to Intergas Heating in Kidderminster, which will replace them with the new black Viton type free of charge.

Testing inlet/operating pressure on domestic gas cooking appliances Date issued: 14 Feb 2022

The Technical Bulletin (TB) is intended to clear up any confusion surrounding the need to install test points on gas inlet pipework when installing domestic gas cooking appliances.

Introduction Since the publication of BS 6891: 2015 Specification for the installation and maintenance of low pressure gas installation pipework of up to 35mm R(1¼)(1) there has been some confusion in the gas industry about whether, when installing appliances, a test point is required on the gas inlet pipework to check gas pipework adequacy.

When a gas appliance is installed, the installing engineer/ business must ensure that the gas pipework has been adequately sized and not assume that the gas pipework is adequate.

Requirements as specified in the Gas Safety (Installation and Use) Regulations 1998 (GSIUR) Regulation 26(9) and 33(2), BS 6891 and the appliance instructions regarding pipework testing, sizing and commissioning must be met.

Gas cookers When installing a gas cooker, gas safety legislation places a duty on the competent engineer to comply with the requirements of the manufacturer’s instructions and recognised industry guidance documents. Most cooker instructions will advise that the gas pipework supplying the cooker should meet the

requirements of the relevant country: for the UK, the gas pipework would need to meet the requirements of BS 6891.

Several cooker manufacturers specify that the inlet/operating pressure can be measured on a gas cooker injector and may provide a process to do this.

In the absence of guidance from the manufacturers and/or where no gas meter is fitted – eg, LPG – the inlet/operating pressure can be measured on an injector by following the process on the right, as long as it is safe to do so.

ritain has around 24 million gas meters, every one of which is owned privately, and there is an entire sector that deals with the management of meter installations. Meter asset managers (MAMs) are organisations that own and maintain meter installations and they manage and operate meters on behalf of gas suppliers.

Gas suppliers rely on safe and properly functioning gas meters to ensure that they can bill their customers for the gas they use, so using accredited MAMs and AMIs is an essential part of this nationwide activity.

The Gas Act is the primary legislation governing the competitive gas industry and places obligations on the supplier to ensure that competent persons carry out meter installations safely.

In practice, suppliers contract with MAMs to operate meters, and MAMs contract with AMIs as the competent person to carry out work on metering installations.

That work can include meter exchanges, new installs, regulator exchanges or other repair and maintenance work.

Competence Most Gas Safe engineers are legally competent to work on gas meters when they hold MET1-4 qualifications – and most of you reading this will already have the competence to carry out meter work legally. However, MAMs and suppliers have a plethora of other obligations and requirements in relation to meter work that come from regulation, industry codes, codes of practice and IGEM standards.

AMI accreditation is like a bolt-on to the MET1-4 qualifications, and you can obtain it by passing a desktop audit of your processes and procedures and one on-site audit of your work – much in the same way that you prove your competence with gas.

Approved meter installers (AMIs) are the only engineers officially recognised by gas suppliers as being able to install, exchange or move a primary gas meter.

It can be an easy addition to your existing qualifications.

There are costs attached to becoming an accredited AMI but it can open doors to work with MAMs and other asset management companies. It can also lead to work with housing developers that want to install gas meters to be adopted later

by MAMs and suppliers once a development is complete – something that can only happen if an AMI certifies the installations.

The key to unlocking AMI accreditation is usually as simple as documenting your work methods and creating business processes that fulfil the requirements of certain industry codes. This can include, for example, having a documented procedure to ensure you update

contact information on the AMI register, or have processes to communicate site information back to a MAM. If you do not have existing documented procedures or do not like the idea of having to research the applicable codes and decipher AMI requirements, there is a host of support at hand. You can obtain basic advice directly from the body that

oversees the AMI scheme, the Retail Energy Code. You can also take the hassle out of an application with help from energy market advisory experts. These organisations can offer support with anything from gap analysis of your existing processes through to a full document-writing and application service to help you pass your audit.

Becoming an AMI could bring your business new revenues and opportunities, and most gas engineers already have the technical competency to be an AMI. Accessing this lucrative area of work is an easy addition to your existing accreditations. ■

Gas safety on boats: Working on boats in Britain’s leisurely and peaceful waterways seems idyllic: but it’s one of the most dangerous places to work if you’re a gas engineer.

That’s what marine LPG engineer Graham Freeman says, who works exclusively on boats in and around the Midlands.

G

raham is all too familiar with the problems of gas escapes on boats. In addition to LPG’s density, he says it’s a very searching gas. The risks are higher, he says, because if any gas escapes, “it pools on the floor and stays there. And unless you’ve got very good ventilation, it stays there for a quite a long time, and it is volatile. A boat is nothing more than a floating cellar.”

When LPG is used in a vibration-dominated environment like a boat, it poses some very specific design and installation challenges. “The key to safe and durable installations relies heavily on the selection and use of appropriate materials, good hand skills and adherence to the relevant installation and testing standards,” he says.

Rare breed While a lot of gas engineers may possess the marine LPG qualification – CCLP1 B – Graham reckons that those who work exclusively in this niche area of the gas industry number only 80-100, with very few of them actively involved in installation and re-fitting.

Marine gas work is a second career for Graham, who spent nearly 40 years as a multidiscipline systems engineer.

Because his work is so unlike that of a domestic gas engineer, his days can be unpredictable.

Responding to callouts accounts for around 80 per cent of his work, usually from boat owners with an appliance problem or whose craft has failed its Boat Safety Scheme examination.

The remainder, and most satisfying, element of his work is new boat installations and refitting those on older craft.

“A new installation or a refit provides a great opportunity to see the design go from a blank sheet of paper right through to the finished article,” he says.

Hire boats and commercial boats such as floating restaurants – where members of the public come on board – come under the Gas Safety (Installation & Use) Regulations 1998. Also covered by the regulations is any boat that is the sole or main place of residence of an individual, ie, those who live on board their boats.

Private boats whose owners who do not live aboard are NOT covered by GSIUR. However, anyone who carries out gas work on a boat must not only be competent but must also have successfully completed an industry training course followed by an assessment of competence.

‘It was the night before Christmas...’

“One Christmas Eve, I got a phone call from a local marina manager asking me to get there quick,” says Graham.

“Whenever I attend a reported gas escape, as I get out of the van and walk towards the boat, I turn my gas sniffer on. In this instance I was two paces away from the boat and my sniffer was going off.

“As I boarded, I felt like I was wading through gas and I asked the occupants to evacuate immediately. I opened all the windows, doors and side hatches and advised the occupants that they would probably need to find somewhere else to stay that night.”

However, simply opening the windows and doors does not

readily disperse a heavier-thanair gas that sinks into the bilges and, in this case, Graham had to use forced air blowing (ensuring that the source was ignition-protected, of course) to help dispersion. “It was probably about 10pm by the time the sniffer indicated that all low-lying areas were free of the smell of gas.”

When it comes to callouts, these can be from boat owners reporting a smell of gas, and Graham doesn’t have the recourse to the Emergency Services Provider that domestic engineers do. The Unsafe Situations Procedure (IGEM/G/11) states that the gas supplier

should be notified but this isn’t always possible for LPG. As the engineer on site in an ID situation, Graham, with the owner’s permission, disconnects the cylinders, tapes them with DO NOT USE tape and takes photographs. If the boat is in a marina, the marina manager will also be notified and, in such cases, the marina management frequently insist that the cylinders are removed from the boat.

he Boat Safety Scheme (BSS) is recruiting for its 2022 BSS Examiner Training Programme and would like to hear from Gas Safe registered engineers who work on boats.

There is a shortfall of BSS examiners in many areas of the country and, thanks to the popularity of living on boats, BSS examiners who are also Gas Safe registered engineers (LPG and Boats) are in especially high demand.

The programme covers the BSS requirements for all privately owned and privately managed boats. The cost of the programme is £5,500 (+ VAT), which can be paid in three instalments.

Although no formal qualifications are required, you must show significant hands-on experience in the UK inland waterways. Being Gas Safe registered and qualified to work on boats is a significant

benefit to being accepted on to this year’s programme.

Boiler Upgrade Scheme: what you need to know Iain Bevan, Daikin’s commercial manager, heating & renewables, sets out how the scheme will work and how heating engineers can get involved.

T

he Boiler Upgrade Scheme (BUS) is due to be introduced in England and Wales this spring after the domestic Renewable Heat Incentive scheme comes to an end on 31 March.

Having a good understanding of the incoming BUS means you’ll be able to help secure funding for new heat pump customers when the incentives switch over.

While the heat pump market has enjoyed steady growth, estimates reckon that 17,000 new heat pump installers will be required in the next decade to deliver on the government’s ambitious target of 600,000 installations a year by 2028.

Early adopters need support and encouragement over and above financial incentives so that they can enter the world of renewable home heating with confidence. And that comes down to having a highly trained, manufacturer-endorsed heating engineer with a proven track record, who can walk them through the entire process –

including funding – and who will get the install and the associated paperwork right first time. This includes clearly explaining the energy efficiency and cost savings that homeowners will enjoy throughout their new system’s lifetime.

What is the Boiler Upgrade Scheme (BUS)?

The BUS will provide upfront capital grants of £5,000 to support the installation of air source heat pumps, and £6,000 for ground source heat pumps, in homes and some non-domestic buildings in England and Wales.

Biomass boilers are also eligible for £5,000 grants in some circumstances.

The scheme will support the installation of 90,000 heat pumps, and applications will be open from spring for three years.

Hybrid systems are not eligible.

The BUS will not be available in Scotland, but homeowners will instead be able to apply for a Home Energy Scotland Cashback & Loan Scheme.

Who will administer payments?

Ofgem is the intended administrator for the BUS scheme. It will be responsible for assessing applications, fulfilling grant payments and carrying out audits and compliance public reporting.

What’s the process?

The BUS is installer-led rather than by homeowners. The installer will apply to Ofgem for the grant after receiving instructions from the property owner to carry out the installation, and provide all the necessary information.

Once Ofgem has completed the assessment, confirmed homeowner consent and is satisfied with the application, the voucher will be issued to the installer.

When installation is complete, the installer then applies to redeem the voucher and Ofgem assesses the redemption application before paying the grant to the installer.

The £5,000 is then taken off the invoice sent to the homeowner.

To be eligible for the BUS, both the installers and

products installed must be MCS-certified. Domestic and non-domestic buildings are eligible, including self-builds, as long as the plant is new at the time of installation.

The heat source replacing a fossil-fuelled system must be either an air or ground source heat pump with a minimum seasonal coefficient performance of 2.8. It must meet full space heating and hot water requirements and have a 45kW/h total capacity limit, including for shared ground loop systems.

Biomass boilers are eligible only in rural areas and in properties not fuelled by mains gas.

When will I get paid?

Installers will need to create a BUS account before applying for their first voucher. When the voucher has been issued, the installer must submit a redemption application within the voucher validity period, in order to receive the grant amount.

Ofgem intends to make the payment to the installer within a week of receiving the successful application, and installer payment cycles will run on a weekly basis. n www.gassaferegister.co.uk 31

Go further to go greener What changes are coming this year to increase energy efficiency in the UK’s homes? Lizzie Wilkinson, head of Domestic Product Management at Ideal Heating, takes a look at the new initiatives and regulations – and what they mean for you and your customers.

L

ow-carbon heating technologies to make homes more energy efficient are crucial to reaching the government’s target of net zero greenhouse gas emissions by 2050. The government has set out a combination of regulatory approaches, funding and incentivisation to decarbonise heating and hot water, two of which will start in 2022: the Boiler Upgrade Scheme (BUS) and new Building Regulations.

The BUS will provide homeowners in England and Wales with grants to offset the cost of installing certain lowcarbon heating systems, such as heat pumps. However, some exclusions do apply, including hybrid systems that use a fossilfuel source, new-build homes and social housing. The new heating system must also meet certain requirements – eg, heat pumps must have a minimum seasonal coefficient of performance (SCOP) of 2.8.

Not enough The BUS differs from the outgoing domestic Renewable Heat Incentive in that homeowners will be supported out the outset rather than waiting for quarterly payments. But with a cap of 30,000 installations per year over three years, amounting to a total investment of £450 million, it’s simply not enough to drive the uptake of heat pumps at scale in privately owned retrofit properties.

New Building Regulations are due to come into effect in June 2022 and are billed as interim regulations before the Future Homes and Buildings Standard are introduced in 2025. Most of these regulations will only impact new-builds, which will need to produce 30 per cent lower carbon emissions than the current requirement.

Where this is not possible, the lowest design temperature that

While the new scheme and regulations may not directly impact your customers now, there are other simple solutions to

help them to use their energy more efficiently. Smart controls are a great option for people who will not be overhauling their heating system any time soon.

Smart thermostats enable households to monitor and adjust their heating schedules to suit their lifestyles. Wi-Fi options and apps mean that people can control their heating on the go, and geolocation turns the heating on and off simply by detecting their whereabouts.

Certain smart controls can also detect faults as they arise, helping to limit the time a system is working inefficiently. And features such as enhanced load compensation help meet current Boiler Plus regulations.

It’s clear that no single measure will enable the UK to hit its net zero target and decarbonise the nation’s homes.

Max that heating efficiency The efficiency and performance of a domestic heating system depends on more than just the boiler alone. Other essential components, such as the flue and controls used, will all have an effect, says Sean Keleher, national technical manager at Navien.

T

he latest oil and gas boilers have been designed to optimise energy efficiency, while ensuring ease of installation, servicing and commissioning.

The latest heat exchanger technology often uses stainless steel for longevity and resistance to corrosion. Indeed, the environmental credentials of condensing gas boilers have been known for years, while oil boilers using blue-flame burners now offer equally impressive levels of energy efficiency.

Of course, every company wants to extol the features and benefits of their own products but it’s not just the boiler that has an impact on energy efficiency: buying the additional components such as the chimney/flue and

controls all from the same manufacturer can also benefit.

Without having the correct chimney/flue in place, safety and effectiveness can be compromised. Installers will know the Ø60/100 plastic concentric flue system frequently used on gas boilers; however, it is worth noting this is just as effective on oil-fired products.

Up and across While flues can be installed either horizontally or vertically, the actual distance by which they can be extended varies. After all, the total flue lengths are determined by the ability of the boiler – which explains why some flues only extend to around 6-8m, yet other manufacturers can offer lengths

up to 21m for improved flexibility.

Boilers should also be fitted with the latest heating controls, which are integral to enhancing the system’s overall efficiency.

Many boilers come supplied with control units so that they can be integrated almost immediately.

However, as with flues, each individual controller varies in terms of functionality.

Manufacturers will have designed their own specific controls to perform more effectively than someone else’s. A primary factor for this is the digital communications protocols used to ensure a boiler and its associated controls can ‘talk’ to one another without error.

Upskilling the next generation With one-fifth of gas engineers potentially retiring in the next five years, Mark Krull from Logic4training looks at how companies can invest in the next generation of their business and build resilience.

M

any heating engineer businesses will be looking for ways to adapt to growing change in the heating sector.

Consumer interest in renewables is slowly growing, boosted by the Heat and Buildings Strategy and the upcoming Boiler Upgrade Scheme – but there will be strong demand for installation, maintenance and servicing of gas appliances for many years to come.

The building services engineering (BSE) sector has been suffering from a skills shortage for many years and is known to have an ageing workforce. In recent decades, there just haven’t been enough apprentices and trainees to replace those reaching retirement age, with many students choosing academic routes rather than trades.

While the pandemic has in some ways exacerbated this by creating barriers to training and practical working, I hope that we will see a renewed enthusiasm for the trades in years to come.

Government support will be crucial in building the installer base for net zero 2050, but a suitable strategy for tackling the skills shortage and delivering decarbonisation remains to be seen.

Qualified plumber to Gas Safe registration: The Managed Learning Programme (MLP) route is designed for new entrants and operatives with transferable skills, such as experience working as a plumber, kitchen fitter or alongside a Gas Safe registered engineer, who have not completed their ACS before. For businesses looking to train up employees, the MLP is a bigger investment in terms of time and money but, with an additional Gas Safe registered engineer on the team, you should see a good return on investment.

Training takes place in centres, both in classrooms and practical training bays, and candidates must also complete a portfolio of gas work under the supervision of a Gas Safe registered engineer.

This mix of centre and site-based experience brings candidates up to the required standard to undertake their ACS and register with Gas Safe.

Gas Safe and beyond: Ultimately, gas is just a fuel and registered Gas Safe engineers have the best skills, knowledge and experience to deliver low-carbon heating technologies on a mass scale. Legislative, Normative & Informative The Gas Safe Register Legislation & Standards Document List Date issued: 1 April 2022 Introduction This document defines all documents recognised by Gas Safe Register as being Legislative, Normative (gas standards) and Informative reference documents.

Some documents may only be available as hard copy documents, but the majority are available to download, either via Gas Safe Register’s engineer website or from the organisation or body promoting the document. In some cases, the document is only available for purchase from the organisation or a recognised supplier.

Hierarchy of legislation and standards In this document list, the hierarchy of documents within the following tables is defined in order of significance.

Detailed first are Statutory Acts, or regulations that are legally enforceable. These are followed by a recognised list of documents known as ‘Second Tier’ documents. This series of documents provides practical guidance on ways to comply with the functional requirements of Regulations. This guidance is not law, but provides information that, if followed correctly, will ensure that legal obligations have been met.

Where someone chooses to depart from this guidance, they will need to ensure that the method chosen provides equivalent or better standards of safety than the relevant published guidance.

The guidance provided within appropriate second-tier documents will be used to assess compliance.

The next tier of documents is gas industry standards that are aimed specifically at the installation, commissioning or maintenance of gas equipment (pipework, appliances, etc). These are known as Normative Documents and are referred to as ‘Gas Industry Standards’. These documents, in conjunction with any available manufacturer’s instructions, will be used by Gas Safe Register to assess compliance.

Finally, the remaining listings provide details of other useful information to help registered businesses comply with their obligations and assist them in

carrying out their day-to-day activities. These are referred to as Informative Documents.

1. Hierarchy of documents Legislation In this section, the listed documents are those brought to the Statute Book by an Act of Parliament and are referenced as Statutory Instruments (SI) or equivalent. These are the law in the respective countries as stated and must be followed. The SI Reference number (or equivalent) is preceded by the year of it being added to the Statute Book, ie, the Gas Safety (Installation and Use) Regulations 1998 has an SI Number of 1998:2451.

Regulations are in general written in a format that provides high-level requirements.

Documents supporting legislation These documents provide practical guidance on ways to comply with the functional requirements of the Regulations. For the Building regulations, these are outlined in a series of Approved Documents (ADs) published by the appropriate government department responsible for the regulations.

The ADs that currently apply to gas work are: • A Structure • B Fire safety • F Ventilation • G3 Hot water storage • J Heat producing appliances • L Conservation of fuel and power • M Access to and use of buildings • P Electrical safety in dwellings.

Each document contains general guidance on the performance expected of materials and building work in order to comply with each of the requirements of the Building Regulations; and practical examples and solutions on how to achieve compliance for some of the more common building situations.

2. Gas Industry Standards In this section are all the Gas Industry Standards published by the three current Standard Setting

Bodies, which are: • British and European Standards (BSI) • Institution of Gas Engineers and Managers (IGEM) • Liquid Gas UK (formerly known as UKLPG).

One standard is published by the National Caravan Council (NCC).

3. Documents under review If it is known that the three-month validity period coincides with a period of time in which a standard being revised is out for public comment, the final date for comment will be included.

Gas Safe Register will use best endeavours to keep the documents under review as up to date as possible, but the Register is NOT responsible for reviewing, revising or updating industry standards. Where a registered business or industry stakeholder has an enquiry about revisions to guidance documents, this should be directed to the relevant Standard Setting Body.

5. Inspections undertaken

by Gas Safe Register When Gas Safe Register inspects work undertaken by registered gas businesses in Great Britain, Northern Ireland, the Isle of Man and Guernsey, in the first instance, it will assess against the manufacturer’s installation instructions. Where these are not available or relevant, it will inspect

against the criteria as specified within legislative documents and relevant gas industry standards.

However, it is recognised that, due to the differences of individual legislation used in different geographical areas, there will be some differences in application.

While conducting inspections, due regard will be taken of the requirements of all appropriate guidance.

6. General This Gas Safe Register document will be updated and republished on, or about, the following dates each year: • 1 January • 1 April • 1 July • 1 October.

Pump up the pressure A trickling tap can be a nuisance, especially when it’s in a high-use location such as the kitchen or bathroom. But when only one tap or outlet is the issue, installing a pump to improve the water flow throughout the property can feel a bit like overkill.

Salamander Pumps technical director Gareth Richards looks at the causes of poor outlet performance and how it can be improved.

W

hat can cause poor water performance at a single outlet?

There’s a variety of reasons that an outlet may not be performing the way it should: it could be a blocked pipe, a leak, or having low-flow fixtures installed.

If the reduced flow is down to any of these, there are quick and easy remedies, such as replacing the fixtures, which often don’t require the help of a tradesperson at all.

However, another possible cause can relate to the home’s plumbing system, which may have been changed, extended

flow rate of 2 litres per minute, installing a single-outlet booster pump will improve the water performance by adding approximately 4.5 litres per minute, giving a total of 6.5 litres per minute out of the tap.

These pumps can also be fitted at many different points around the home – bathroom and kitchen sinks, bath taps, garden taps, toilet cisterns, dishwashers, washing machines and showers.

Their inline design also means they can be installed in any plumbing system – mains-fed or gravity-fed – making it a suitable solution for any property.

And while this sounds like it may be complicated to fix, the solution is very simple.

These pumps are designed to add up to 6 litres of additional flow to an outlet and offer an easy solution for when a slow-flowing kitchen tap means the kettle takes an age to fill, a trickling bathroom tap is making washing hands difficult, or the toilet cistern takes a long time to refill.

How to know when to boost the whole house If there is more than one outlet in a home that is not performing, then it can be more effective to install a whole-house solution to boost the water performance.

These solutions vary depending on the home’s plumbing system but options include fitting a whole house pump, a larger inline pump, or an accumulator tank.

Homes with a gravity-fed system should look at bathroom or whole-house pumps. These can boost hot and/or cold water supplies to multiple outlets, including showers, baths, basins, and toilets.

Alternatively, homes with a mains-fed system should look to install larger inline pumps or accumulator tanks. Inline pumps increase the water flow across the whole house to up to 12 litres per minute, in line with the Water Supply (Water Fittings)

Regulations: however, accumulator tanks can provide a flow much beyond this.

For larger homes with greater water demand, 12 litres per minute may not be sufficient to run multiple showers and outlets simultaneously. In these instances, installing an accumulator tank allows for greater flow rates to be delivered, up to 36 litres per minute per tank. If more than 36 litres per minute are required, multiple tanks can be linked to

provide additional capacity.

Poor water pressure is a common problem in homes: research shows that 40 per cent of people say they suffer from low water pressure on a daily basis. But just because it’s a common issue doesn’t mean it’s something that a household needs to put up with.

No matter how many problem points there are, the home’s plumbing system, or the size of the property, there’s a solution available. ■
