HCCOG Executive Board 2026 Slate of Officers Meet the new HCCOG Executive Board Chairman: Dennis Aldridge!

Dennis Aldridge is currently serving his fourth term as Avery County Commissioner, Vice-Chair. He previously served on the Avery Economic Development Board for 6 years and is currently serving on the the NCACC Board of Directors, HCCOG Workforce Consortium CLEO, Toe River Health Board, Freedom Life Avery Advisory Council, American Flood Coalition WNC Recovery and Resilience Partnership, Avery County Long Term Recovery Group Board, and MAY Coalition board and is chairperson of the Avery JCPC. Dennis has served as a bi-vocational pastor for 30 years and is currently pastoring at Linville Falls Community Church. Dennis has an A.S. from Lees-McRae College, a B.S. from Gardner-Webb College and a M.A. from Trinity Theological Seminary. He is also a graduate of the UNC School of Government Advanced Leadership Corps. Dennis is married to Cindy and his hobbies include restoring vehicles and building projects.

HCCOG Receives Excellence in Regional Collaboration Award The NC Rural Center partnered with the Institute for Emerging Issues at N.C. State University to develop the theme “Infrastructure for All: Connecting North Carolina” for the 2026 Rural Summit held March 26-27 2026 in Raleigh.

High Country Council of Governments Executive Director Julie Wiggins and Digital Opportunity Planner Tatiana Magee received an “Excellence in Regional Collaboration Awards” on behalf of HCCOG and the Western Broadband Coalition.

The coalition is comprised of five regional councils of government: Land of Sky Regional Council, High Country Council of Governments, Western Piedmont Council of Governments, Southwestern Commission, and Foothills Regional Commission. The group has joined to expand broadband availability in western North Carolina.

The Excellence in Regional Collaboration awards recognize people and organizations that develop and implement innovative collaborations across sectors and/or regions to secure a more vibrant future for their communities. Nominees will have demonstrated an understanding of the interconnectedness of our rural places and shown a steadfast commitment to fostering inclusive partnerships that equitably and sustainably address community needs across the region(s) they serve.

Doug Matheson to Serve as NCLM District 10 Director Council Member Doug Matheson of Blowing Rock has been elected to represent District 10 of the NC League of Municipalities’ Board of Directors for a 2-year term. District 10 represents Alexander, Alleghany, Ashe, Avery, Caldwell, Iredell, Surry, Yadkin, Wilkes, and Watauga counites. The League’s Board of Directors represents a diverse group of cities and towns of all sizes, from the mountains to the coast. Working together with the entire membership, the Board is dedicated to representing the interests of all members and leading the League as one voice for cities and towns working for a better North Carolina. Blue Ridge Broadband Alliance Meeting at Mayland Community College The Blue Ridge Broadband Alliance (BRBA) is a coalition of community leaders, organizations, and advocates in Western North Carolina working together to improve high-speed internet access and digital equity in the region. The High Country Council of Governments sits on the steering committee.

Device distribution and computer access in Western North Carolina were the topics of BRBA’s April meeting, hosted at Mayland Community College in Spruce Pine.

North Carolina Device Access Facts Nearly 1 in 7 NC households don’t have a computer.

Over 1.1 million individuals in NC lack computer access.

NC is ranked 30th nationally for computer access in homes.

As part of the BRBA program, HCCOG’s Tatiana Magee led a panel discussion on device donation and refurbishment, joined by Ashley Smith from E2D, the refurbishment company that supplies the laptops HCCOG distributes. Also on the panel was Sara Nichols from the Land of Sky Regional Council.

Five HCCOG partners received ten laptops each for distribution to their clients, including High Country Community Health, NC Works, Immigrant Justice Coalition, Mediation and Restorative Justice Center, and Hunger and Health Coalition.

Each of these organizations have been deeply involved in distributing devices in Western North Carolina to those within the digital divide.

Telehealth Pilot Project with Hunger and Health Coalition The High Country Council of Governments and the Hunger and Health Coalition have launched a telehealth pilot program, partnered with computer device refurbisher E2D, telecommunications provider Mission Telecom, and Carolina Complete.

On June 25th, fifteen patients were equipped with a laptop computer, a mobile WIFI hotspot, and digital skills training to facilitate telehealth appointments with Hunger and Health Coalition medical providers.

In addition, participants received free access to the Northstar Digital Literacy library to participate in online, self-paced digital skills classes.

Executive Director Julie Wiggins and Digital Opportunity Planner Tatiana Magee provided Spanish language translation and digital skills training. Digital Navigator Fred Wilson provided digital skills training in English.

This event was a first-in-the-state pilot project where lessons learned will be used to expand the program.

The goals of the pilot project are: • Test the feasibility of telehealth in rural, mountainous counties.

• Gauge patient and medical provider satisfaction from the virtual healthcare experience.

• Learn about the overall clinical effectiveness and patient outcomes from telehealth appointments.

• Gather information to guide an expansion of the telehealth program in the High Country and North Carolina.

Four HCCOG Staff Members Graduate from Leadership Development Program Caroline Briggs, Finance Officer; Debra Foxx, Operations & Compliance Manager; Tammy Nelson, Aging Services Coordinator; and Victoria Oxentine, Communications Manager, of the High Country Council of Governments (HCCOG) recently graduated from the NC Rural Center’s Homegrown Leaders program.

“I’m grateful for the opportunity to complete the Homegrown Leaders training through the NC Rural Center,” said Briggs. “The program challenged me to grow as a leader and reinforced the importance of working together to strengthen our rural communities.”

“I’ve completed several professional development programs over the years, but Homegrown Leaders has Caroline Briggs, Finance Officer; Tammy Nelson, Aging Services reminded me that the greatest value isn’t just in the Coordinator; Debra Foxx, Operations & Compliance Manager; and curriculum—it’s in the perspectives, relationships, and Victoria Oxentine, Communications Manager. conversations that challenge you to think differently,” said Foxx.

“This training has been a meaningful step in my leadership journey,” said Nelson. “I look forward to applying these insights to continue serving our rural communities effectively.”

“Participating in the Homegrown Leaders training has been a valuable opportunity to grow as a leader and strengthen my perspective on rural issues,” said Oxentine. “As a communications professional, I’m especially grateful for the chance to build deeper connections and bring back practical insights that will help me better tell the story of the communities we serve and support HCCOG’s mission.”

The three-day regional leadership and community economic development program is designed to develop and support highly motivated leaders committed to strengthening regional collaboration.

The training, held in Boone from June 23–25, drew existing and emerging leaders from across North Carolina. Upon completion, the program’s 32 participants were awarded graduation certificates.

“Thriving rural communities require capable, committed leaders who are equipped to address challenges and seize opportunities,” said Olaunda Green, director of leadership training for the Rural Center. “Homegrown Leaders helps cultivate that leadership by developing the skills, confidence, and relationships leaders need to inspire action, strengthen their communities, and help shape a vibrant future for rural North Carolina.”

Class participants included local government, health care, education, faith, and nonprofit leaders.

“Leadership development is at the core of the Rural Center’s work, and now more than ever, it is important that our leaders are equipped with the skills and tools to foster growth and innovation,” said Rural Center President and CEO Patrick Woodie. “We’re excited to see the impact our Homegrown Leaders graduates will have in their communities and regions to create a thriving future for generations of residents.”

Regional Highlights

Free WIFI Spots in Alleghany County A new, free public Wi-Fi hotspot was launched on April 24th in Laurel Springs, Alleghany County.

Over 100 people joined the celebration, launching the first of three hotspots in the county. Food, fellowship, device giveaways, and a strong broadband signal highlighted the day.

The Alleghany broadband project is made possible through work from The Alleghany County Chamber of Commerce, SkyLine / SkyBest, the Alleghany County Public Library, the High Country Council of Governments, and the North Carolina Department of Information Technology.

Freeborne’s Eatery & Lodge hosted the event and provides space to house the

broadband equipment.

Ashe County Shell Building Groundbreaking Ashe County is proceeding with plans for a new industrial shell building in the county’s industrial park to attract new businesses, with site plans and ordinance amendments active as of early 2026. The project involves site work and paving for a roughly 15,000-square-foot building near West Jefferson, designed to increase industrial space. The project was funded by the Golden Leaf Foundation.

The ground breaking took place on April 20, 2026.

A Big Milestone for One Yancey County Family Yancey County is excited to share the completion of our first home replacement through the CDBG-NR Housing Replacement Program!

This moment has been a long time coming. For the past two years, Yancey County staff have been working behind the scenes—taking applications, visiting homes, and verifying eligibility—to make this program a reality.

After Hurricane Helene, the need for safe, reliable housing only grew. We are especially grateful to welcome our first family into their new home after they lost so much in the flood, including their land and entire house.

As we continue this program, some homes will be replaced for families impacted by the flood, while others will assist residents with housing needs that existed before the storm. Our goal is to make sure this funding just reaches those who need it most and helps strengthen housing across our community.

“Yancey County is strong because of its people. This home represents not just a new beginning for one family, but the continued resilience of our entire community,” stated Commissioner Greene.

Seeing a family step into a fresh start is what this work is all about. This is just the beginning, and we look forward to helping more families in the months ahead.

Governor Stein Visits Mitchell County Article By Mitchell News-Journal

Gov. Josh Stein visited Bakersville to observe recovery efforts underway following the impact of Hurricane Helene (downgraded to a tropical storm) in Mitchell County last March.

During his visit, Stein met with volunteers, emergency personnel, Bakersville Mayor Charles Vines, and members of the town council. He also toured an active construction site led by the Appalachia Service Project, highlighting one of the many ongoing recovery projects across Western North Carolina and other areas affected by Helene.

While at the worksite, Stein spoke with Melisa Winburn, the organization’s home reconstruction site and spoke about disaster CEO. Stein toured the site and placed a block into the foundation, recovery. symbolizing that recovery is built one step at a time.

Stein also held a press conference at the site, addressing ongoing relief and recovery efforts across Western North Carolina.

Winburn stated that Helene “literally changed the landscape” in Western North Carolina and noted that, despite the progress made, the region still faces a long road to recovery. She said the Appalachia Service Project aims to be a “conduit for good.”

Winburn said that ASP has committed to repairing or rebuilding 200 homes across Western North Carolina and surrounding areas. The organization broke ground in North Carolina on March 29, 2025, and has since completed 10 new homes and one critical repair across Western North Carolina. “We wanted to be the type of organization that can respond to any need that happens in our service area because of a disaster,” Winburn said.

She noted the resiliency of both volunteers and community members while emphasizing that the work cannot be done alone. Winburn said she is grateful for the partnership with the state, which has helped support ongoing recovery projects.

“Communities across Western North Carolina have shown incredible resilience in the wake of Hurricane Helene,” Winburn said. “The State of North Carolina’s support is already making a meaningful difference, helping more families access the safe, stable housing they need to move forward. We’re grateful for the state’s continued commitment and for the many partners who make this work possible, and we look forward to the progress still ahead.”

During the press conference, Stein took to the podium and called on the North Carolina General Assembly to approve a third round of funding to support ongoing Hurricane Helene recovery efforts. He emphasized that while progress has been made over the past 18 months, the recovery effort is far from over.

Stein stated that there remains a tremendous need for support across Western North Carolina and the region, including continued assistance for local small businesses, bringing tourism back to the area, and helping families that were impacted by the storm. He also recognized T.W. Randall, who has worked with the Mitchell County Long-Term Recovery Group and, despite facing his own challenges during the flooding, “has been working hard to help other people overcome their own.”

“Western North Carolinians are still working every day for their own recovery. Let’s match their grit and meet them with the urgency they deserve,” Stein said. “I am proud to have worked together with the General Assembly to pass more than $1 billion in state disaster recovery aid. Now, it’s time for the next phase of recovery: rebuilding for the long haul.”

Stein concluded that while significant progress has been made through collective effort, the work is not finished. He emphasized the need to continue investing in the people and communities of Western North Carolina and thanked the General Assembly for its support, adding that now is not the time to “take the foot off the gas.”

Ribbon Cutting Held for Revitalized Smoot Park Article by The Wilkes Record

The ribbon cutting ceremony celebrating the completion of the Smoot Park Revitalization Project was held Friday, May 15, at the park at 103 Chestnut Street in North Wilkesboro.

A large group of well-wishers were on hand as well. More than $7 million was spent on the project which included building a new ADA certified pool, extensive renovations of the bathhouse, moving the splash pad next to the pool, new ADA approved playground equipment, and renovations to the pavilion and adding bathrooms.

Digital Opportunity Webpage A new digital opportunity webpage has been added to the High Country Council of Governments’ website. The web site can be found by clicking here, or by going to hccog.org and looking under the Resources tab.

Digital opportunity refers to ensuring that all members of our community have access to the technology, connectivity, skills, and support they need to participate in today’s digital world. HCCOG works to bridge the digital divide across Alleghany, Ashe, Avery, Mitchell, Watauga, Wilkes, and Yancey counties.

Resources on the new page include: • The High Country Digital Opportunity Plan for the seven-county region.

• Information about the HCCOG device distribution program.

• Digital opportunity partners in the High Country.

• Low-cost internet service options.

• Links to digital skills tutorials.

NCDIT Subgrantee Project Highlights Through HCCOG’s NC Department of Information Technology (NCDIT) Digital Champion Grant, 10 organizations representing all 7 High Country counties were awarded subgrantee funds through the High Country Digital Opportunity Fund for 2025. Projects aimed to close the digital divide by addressing obstacles including: affordability, device access, digital skills training, telehealth rooms, and more. A handful of partner highlights includes: Hunger and Health Coalition Retrofitting, furnishing, and staffing an Internet Café pilot project for select clients. This space provides a device, connection, and support for people and aims to be opened to their broader client base and the public. HCCOG provided the devices and digital navigation resources to support and train staff members.

Center for Rural Health Innovation Expanding its Health-e-Neighbors initiative by retrofitting, furnishing, and staffing a community health/telehealth clinic in Spruce Pine, Mitchell County called Hive Health.

Alleghany County Public Library and Alleghany Chamber of Commerce Each organization was funded separately but project services have been planned collaboratively alongside HCCOG. This partnership has led to a community WiFi access point (as seen above).

W.A.M.Y Community Action Creation of an internet financial assistance program for clients identified as eligible through a screening and intake process. This assistance has lasted for as long as 6 months for eligible clients and compliments W.A.M.Y’s additional services offered. Internet affordability is the #1 barrier for recipients of the device distribution program.Pew Research Center found that “every state identifies broadband affordability as [the] primary barrier to closing [the] digital divide.”

NC Works Though not a direct subgrantee, High Country NCWorks offices have been critical partners in distributing devices that HCCOG has acquired using NCDIT Digital Champion Grant funds. Out of the 1,435 devices distributed by the HCCOG, 315 have gone to NCWorks offices across the region.

Howard Knob Park Upgrades Make Iconic View Accessible to All Article by Moss Brennan, Watauga Democrat

BOONE — Howard Knob Park has reopened after a nearly $2.2 million upgrade, capped by a horseshoe-shaped overlook that opens the peak’s panoramic views to visitors of all abilities for the first time.

The upgrades, more than a year in the making, include a wheelchairaccessible overlook, additional parking, ADA-accessible walking paths leading to a refreshed picnic shelter with new tables and camping grills, and new entrance signage.

“Howard Knob Park is one of those special places that reminds you Photo courtesy Explore Boone. why the NC High Country is unlike anywhere else,” said Explore Boone Director of Marketing and Public Relations Emily Neeley.

“Generations of residents, Appalachian State students, and visitors have made memories on this peak, and we are proud to provide it with new life while preserving its integrity as a destination attraction.”

The park, which is open daily from 8 a.m. to 7:30 p.m., began the $2,177,248.64 million upgrade in April 2025 and completed it in June.

The upgrades include: • A brand-new wheelchair-accessible overlook offering unobstructed, panoramic views of downtown Boone and the surrounding mountains • Additional parking spaces to accommodate more visitors with ease • ADA-accessible walking paths leading to a refreshed picnic shelter, with new picnic tables and camping grills • New entrance signage and branding • Neeley said the overlook is the most prominent and meaningful upgrade people will notice.

“The ADA-accessible viewing platform is by far my favorite part of the upgrades,” Neeley said. “No matter your age or ability, the panoramic, horseshoe-shaped overlook offers a safe and stunning viewpoint to take in the Boone landscape and distant peaks, including Grandfather Mountain, Hawksbill, and Table Rock.

Neeley said there is a “delightful ‘easter egg’ for locals” as some of the history of Howard Knob Park’s hang gliding past has been preserved, with the old launch pad (and a fixed compass telling gliders which direction they were facing) still visible just below the center of the overlook.

The project was a collaborative effort initiated by the Watauga County TDA and Watauga County, involving many partners along the way. Funding for the $2,177,248.64 upgrade was from overnight lodging by visitors in Watauga County and the Accessibility for Parks (AFP) program grant from the N.C. Division of Parks and Recreation and the N.C Parks and Recreation Trust Fund.

“It’s a great example of tourism spending supporting tourism-related infrastructure improvements for the future,” Neeley said.

Destination By Design, based in Boone, executed the design and engineering; Stitch Design Shop was the architect, Arete’ was the structural engineer, and MBI Builders LLC handled all aspects of the construction.

“The Watauga County Tourism Development Authority is grateful for the support and expertise of all of the project partners during this process. The final result is an amazing new asset for Boone and Watauga County residents and 14 visitors,” said Wright Tilley, Executive Director of the Watauga County TDA.

Howard Knob Park Upgrades Make Iconic View Accessible to All (cont.)

The next step for Howard Knob is ultimately up to Watauga County, but Neeley said the TDA’s vision for the park’s future includes a live-streaming cam (similar to the King Street webcam) and public art installations.

The park will be open seasonally, with exact opening and closing dates set to be provided by Watauga County Parks and Recreation.

“We’d like to give our thanks to the Parks and Recreation Trust Fund and the NC Division of Parks & Recreation, which provided significant funding for these upgrades through an Accessibility for Parks Grant,” Neeley said. “We’d also like to acknowledge and show appreciation for Destination by Design for their comprehensive recommendations and oversight on this project, as the result of a thoughtful investment made possible through Explore Boone’s Imagine Watauga plan.”

New Hires in the Region The Town of Blowing Rock has hired Alice Derian as Town Manager and Margaret Pierce as Finance Director.

Watauga County has hired Madison Mathis as their Clerk to the Board.

The Town of Wilkesboro has promoted Halee Ratcliff Smith to Interim Town Manager.

Notable Retirements in the Region Ken Noland will retire as Wilkesboro Town Manager on July 31, 2026, marking 27 years of dedicated service in the role.

Maddy teamed up with staff from the National Council on Aging to present on their Innovation Lab Grant which funds our Home Modification for Falls Prevention Program.

The presentation focused on the community engagement component of the program. Our Regional Advisory Council, Fall Prevention Coalition, and COG Board, as well as our 10 regional providers and other community organizations, were highlighted as groups supporting the implementation of the program. This was a great opportunity to highlight this unique program and the enthusiastic involvement of our community partners.

Shred and Scam Event: Shred It. Stop It. Secure It. The High Country Area Agency on Aging and the AARP Mountain Region cosponsored a shred and scam event at the High Country Council of Governments offices on April 15.

An industrial document shredder was parked at the COG, and residents brought personal documents for shredding and secure disposal.

AARP hosted a noon lunch-and-learn that featured presentations on overall scam prevention topics, including email and text message digital safety, gift card and cryptocurrency scams, and Medicare fraud.

Home Modification for Falls Prevention Program Update Our Home Modification for Falls Prevention Program is now in the implementation phase. Senior Tar Heel Legislature The Senior Tar Heel Legislature is seeking delegates and alternate delegates in the High Country!

What is the Senior Tar Heel Legislature?

Established by the North Carolina General Assembly in 1993, the North Carolina Senior Tar Heel Legislature is a nonpartisan body representing all 100 counties. Its mission is to identify issues affecting older adults and propose policy solutions that improve quality of life statewide. Delegates are supported by North Carolina’s Area Agencies on Aging across sixteen service areas.

Health Promotion Updates The Area Agency on Aging is excited to bring the Tai Chi for Diabetes program to the High Country. Seven instructors were trained and certified to teach Tai Chi for Diabetes at a training hosted by the HC-AAA this past May. Tai Chi for Diabetes is a federally approved evidence-based program that can improve muscle strength, cardiovascular fitness, flexibility, and even mental health. The program has multiple levels of exertion built-in, making it safe and accessible for all levels of fitness.

Tai Chi and Music This past spring, the HC‑AAA hosted three Tai Chi and Live Music events in Boone, Wilkesboro, and Sparta as part of its ongoing Tai Chi for Arthritis and Fall Prevention program—one of its primary health promotion initiatives supporting healthy aging and reducing falls. Led by instructor Nicole Heigl and accompanied by classically trained musician Savas Altunas, the sessions drew more than 55 participants across the region. Practicing tai chi with live music offered participants a unique experience that deepened focus and relaxation, with many noting a strong sense of presence, connection, and community. The AAA extends sincere thanks to Nicole and Savas, along with Boone United Methodist Church, St. Paul’s Episcopal Church in Wilkesboro, and the Northwest Regional Library in Sparta, for their collaboration and support in making these events possible.

2026 Health Promotion Classes So far in 2026, local instructors supported by the AAA have offered more than 15 evidence-based health promotion classes free of charge to our community. Thank you to all the health promotion leaders who work with the AAA to bring these evidence-based health opportunities to the area! Instructors will be offering more Tai Chi for Arthritis and Fall Prevention, Tai Chi for Diabetes, A Matter of Balance, and Walk with Ease classes, and more throughout the rest of the year.

R.A.P.I.D. Psychological First Aid for Aging Adults The AAA, in partnership with the Appalachian Public Health Innovation Lab, is now offering training on R.A.P.I.D. Psychological First Aid (R.A.P.I.D. PFA) for Aging Adults. The training is designed to equip community members with the skills to support one another during times of stress and crisis, focusing specifically on older adults living in rural Appalachia. R.A.P.I.D. PFA also trains people to recognize and reduce mental health stigma among older adults. This training is open to all community members, and no prior mental health training is required.

Anyone interested can take the course virtually at your own pace. You can also schedule a R.A.P.I.D. PFA trainer to present the training via webinar or in-person at your organization.

NC Lifespan Respite Voucher Program

What is Respite Care?

Respite care provides primary caregivers with a short-term break from the hands-on responsibilities of caring for a family member. It can be arranged for just an afternoon or extended over several days or weeks. Care may take place at home, in a healthcare facility, or at an adult day center. This break allows caregivers time to focus on their own well-being, enjoy personal activities, and recharge.

NC Lifespan Respite Program Overview This application-based program offers up to $750 per calendar year in reimbursement vouchers for respite care services to eligible AAA Team at Aging Well Conference. family caregivers who provide unpaid care to individuals of any age.

The goal is to give caregivers a short-term break from hands-on responsibilities through flexible respite care options.

The High-Country Area Agency on Aging administers this grant on behalf of the NCDHHS Division of Aging for North Carolina caregivers and care recipients.

In Fiscal Year 2025–2026, the NC Lifespan Respite Reimbursement Voucher Program achieved several important milestones: • Paid more than $100,000 in respite care reimbursements to caregivers • Approved 182 new vouchers • Participated in 16 community education events and conferences Improving the Application Process One of our key projects was implementing Cognito, a new software platform for online application submissions. This transition helped modernize the application process and improve accessibility for applicants.

Referring Agents play an essential role in the application process because they understand the needs of both the care recipient and the primary caregiver. As part of the updated process, they now help by: • confirming caregiver eligibility and completing the online application on the caregiver’s behalf, and • helping the caregiver complete the required Caregiver Certification so the application can move forward to review.

The Referring Agents have a better understanding of the criteria and reimbursement requirements for the Lifespan Respite Voucher Program, which provides them with a better understanding of the program.

To support the rollout, Aging staff worked with a graphic designer to revise the application and add demographic fields required for ACL (Administration for Community Living) grant reporting.

Expanding Access Through Partnership We are continuing to strengthen our partnerships with El Centro Hispano and Akalaka by providing bilingual caregiver materials and meeting families where they are. This work helps more Latino-led and Latino families connect with agencies and programs that reflect their needs and culture.

USAging Policy Briefing 2026 From Boone to Washington, D.C., speaking directly with our elected representatives remains one of the most powerful and effective ways to advocate for the older adults we serve in the High Country. USAging’s 2026 policy briefing began right here at home with a visit to Rep. Virginia Foxx’s Boone office, where we discussed caregiving, fall prevention, and the reauthorization of the Older Americans Act. AAA Director Zack Green and FCSP Coordinator Myles Stacey then traveled to Capitol Hill, joining aging professionals from across the country to champion continued funding for the essential programs that help older adults age in place with dignity, safety, and independence.

USAging’s 2026 policy priorities focus on strengthening the health, security, and overall well being of older adults nationwide. A major emphasis is supporting the more than 63 million unpaid family caregivers who rely on Older Americans Act–funded programs to keep their loved ones at home and connected to their communities.

HCAAA Awarded Dogwood Health Trust Grant Earlier this year, the High Country Area Agency on Aging was awarded a grant from Dogwood Health Trust to expand our work providing caregivers and families with essential education, resources, and community based support for those living with dementia.

Since 2023, Family Caregiver Support Specialist Myles Stacey has partnered with Yancey County’s Dementia Caregivers & Friends to support caregivers of individuals living with dementia. DC&F is a grassroots, volunteer led group that utilizes local knowledge and relationships as well as faith-based connections to provide support for dementia caregiver families. With the new Dogwood Health Trust funding, HCAAA will expand the success of Dementia Caregivers & Friends into neighboring Avery and Mitchell Counties.

The expanded programming will include: • Monthly support groups with on site respite • Memory cafés that offer social connection in a dementia friendly environment • One on one caregiving consultations • Annual community workshops featuring expert speakers and local organizations As a Dogwood Health Trust grantee, HCAAA also joins the Older Adult Collaborative, a regional network that brings together agencies across Western North Carolina to share knowledge, strengthen partnerships, and enhance services for older adults and their caregivers.

World Elder Abuse Awareness Day On June 15th, multiple agencies that serve high county older adults, will join together to raise awareness about elder mistreatment and exploitation. Wilkes County will host an elder abuse awareness walk on June 12, 2026. Last year, over 85 attendees joined the event. Additionally, Yancey County Social Services, in partnership with the High Country Area Agency on Aging, will hold the third annual Senior Resource Fair to provide resources to older adults and their families with emphasis on elder abuse prevention.

An estimated 5 million, or 1 in 10, older Americans experience elder abuse, neglect, or exploitation. Working together, we can build the essential social supports that prevent abuse and keep everyone safe as we age.

In state fiscal year 2025, there were 36,242 reports of abuse, neglect or exploitation of vulnerable and older adults made to North Carolina’s 100 County Departments of Social Services. More than half of these reports were evaluated by a social worker to see if conditions in the report merited further action.

Unfortunately, national and international research shows that abuse, neglect and exploitation of vulnerable and older adults are grossly under reported. Reports are made not only by doctors and other professionals, but by family members and concerned citizens in our communities. North Carolina’s vulnerable and older adults of all social, economic, racial and ethnic backgrounds may be targets of abuse, neglect or exploitation which can occur in families, long-term care facilities and communities. Protecting North Carolina’s vulnerable and older adults is a community responsibility and all citizens are charged under state law to report suspected abuse, neglect or exploitation to their local County Department of Social Services.

There are many ways to get involved in strengthening our communities and preventing elder abuse: • It is up to everyone to prevent and address elder abuse. Talk about it – to your leaders, and to your neighbors. * Advocate for elder abuse prevention and intervention programs. * Raise public awareness by conducting friendly calls, virtual presentations and distributing materials via mail and email about elder abuse through networks of senior centers, places of worship, medical networks, etc. * Educate yourself and enable others to better recognize the warning signs • Lend strength to existing social support structures * Volunteer to be a friendly visitor and either call, mail or email an older person living in the community * Suggest telephone helpline programs or assist in arranging meal or grocery delivery services for someone who is a caregiver * Don’t tolerate ageism – this begins with not making fun of older adults • Contribute to building new social support structures: * Report concerns to your local Adult Protective Services program or law enforcement * Get involved with the Long-Term Care Ombudsman program in your state, working to resolve problems related to the health, safety, welfare and rights of persons who live in long-term care facilities (e.g., nursing homes, assisted living).

Department Highlights | hccog.org/department-of-economic-recovery-and-resilience Free Online Tool Helps Local Governments Navigate Procurement For local governments managing Hurricane Helene recovery projects, one of the most confusing aspects of the process is often procurement. Federal and state funding each come with their own purchasing rules, and the requirements shift depending on what’s being bought, how much it costs, and where the money originates. Following the wrong procurement requirements can jeopardize project funding.

The Procurement Pathway Tool is a new, free resource that aims to take the guesswork out of the procurement process.

This tool walks local government staff through a short series of questions, including whether the project involves federal funding, what type of goods or services are being procured, and the estimated cost, and then generates a downloadable PDF summary outlining which procurement method and compliance standards apply. The Procurement Pathway Tool was funded by Dogwood Health Trust and developed by the UNC School of Government in partnership with Centralina Regional Council and the NC Association of Regional Councils of Government.

The Procurement Pathway Tool is especially useful because federal dollars frequently pass through state agencies before reaching local governments, which can obscure the original funding source and the obligations that come with it. Thresholds and rules vary significantly, and the Procurement Pathway Tool accounts for these variables so local government staff aren’t required to navigate the procurement process on their own.

Communities Secure Infrastructure Recovery & Resilience Funding Multiple High Country communities received funding awards over the past several months from the NC Department of Environmental Quality’s SRF-Helene program and the NC Office of State Budget and Management’s (OSBM) Helene Local Government Capital Grant program. The SRF-Helene program, which completed its final round of awards in April 2026, provided funding to construct projects that reduce flood risk and improve long term resiliency in water and wastewater systems. Funding was provided in the form of no-interest loans with up to 100% principal forgiveness. High Country COG staff assisted communities with nine applications under the program, which included projects in Banner Elk, Burnsville, Crossnore, Spruce Pine, West Jefferson, and Yancey County. All nine applications were awarded for a total of $37,177,377 in funding.

High Country COG also assisted communities with applications for OSBM’s Helene Local Government Capital Grant program. This program was created by the General Assembly to help communities fund infrastructure projects that were denied, partially denied, or ineligible for FEMA’s Public Assistance program. Eligibility criteria for projects were broad, which meant that demand far exceeded the available funding. COG staff assisted communities with developing a total of 21 applications, 11 of which were funded for a total of $4,165,876. Funding awards included projects for Avery County, Banner Elk, Burnsville, Crossnore, and Spruce Pine. Given the level of demonstrated demand during the first cycle, there is a possibility that the General Assembly will appropriate a second tranche of funding for the program.

Local Governments Press Forward with FEMA Public Assistance After Helene In the wake of Hurricane Helene, local governments across the High Country have faced the challenge of securing federal disaster relief funding through FEMA’s Public Assistance (PA) program. For the past year and a half, towns and counties throughout the region have been working to assess storm damage, file claims, and bring recovery projects to completion.

Successfully administering the FEMA PA program requires familiarity with federal procurement standards, FEMA regulations, financial oversight procedures, and documentation requirements. For local government employees already stretched thin by their day-to-day responsibilities, adding dozens of weekly hours of PA-related work has been a significant burden. High Country Council of Governments has played a critical role in easing that burden.

Over the past year, High Country COG personnel have provided hands-on assistance to several municipalities as they work through the federal reimbursement process. As of May 2026, most FEMA PA projects within the region have been formally obligated. High Country COG is helping identify other potential funding sources for communities with projects that were not approved by FEMA for PA funding.

The ongoing support offered to local governments by High Country COG is funded by the State of North Carolina, the Appalachian Regional Commission, and the Economic Development Administration. This backing ensures High Country COG can continue guiding communities through PA obligation and reporting at no charge throughout the process.

Avery County Hosts Community Input Event and Launches New LiveWell Avery Online Resources LiveWell Avery hosted Dinner and Dialogue: Community Input on Addiction, Recovery, and Mental Health Support in late February at the Avery County Public Library. The event was designed to bring community voices together and create space for meaningful discussion around addiction, recovery, mental health services, and prevention efforts in Avery County. Attendees included nonprofit partners, public health professionals, organizations working in recovery and reentry, addiction treatment providers, and groups focused on prevention efforts with children and youth.

LiveWell Avery hosted Dinner and Dialogue: Community Input on Addiction, Recovery, and Mental Health Support.

Over 50 community members took part in small group discussions aimed at providing opportunities for more indepth reviews of specific issues. This provided county leaders with direct feedback regarding where residents believe programming and prevention efforts should be directed. Dinner was provided for attendees in collaboration with Kaye’s by the River, which helped create a welcoming environment for conversation and collaboration.

A highlight of the evening was a conversation with local resident Emily Bolejack, who shared her experience navigating various recovery support services within Avery County. Through an open and informative discussion, attendees gained insight into the realities of seeking support, the barriers individuals may face, and the existing programs, resources, and opportunities available to help individuals and families on their recovery journey. The conversation helped highlight both community strengths and areas where continued collaboration and support are needed.

As part of its broader effort to keep the public informed and connected, Avery County launched LiveWell Avery in 2025.

This new initiative is designed to connect the people of Avery County to the wellness resources and community services that are available to them. LiveWell Avery recently launched a dedicated website at livewellavery.org and has a growing presence on Facebook, Instagram, and TikTok. The website and social media accounts are designed to serve as resources where residents can find health and wellness information, track local programs, and stay up to date on events tied to recovery and community wellbeing. County officials encourage everyone to visit livewellavery.org and follow LiveWell Avery on social media as the initiative continues to grow.

State Grant Program Targets Infrastructure Needs for Small Business Recovery The North Carolina Department of Commerce has rolled out the Small Business Infrastructure Grant Program (SmBIZ), which offers communities affected by Hurricane Helene an avenue for rebuilding critical public infrastructure. The program established a $55 million fund that is available to local governments through grants aimed at infrastructure projects that directly benefit small businesses in storm-impacted areas.

SmBIZ funding is designed for publicly owned infrastructure that supports both business recovery and long-term economic resilience. To be eligible, the infrastructure must serve at least one business and cannot be privately owned or maintained. Projects involving private property improvements or land acquisition costs or fees are not eligible. Eligible project categories include water and sewer systems, gas lines, telecommunications, high-speed broadband, electric utilities, and sidewalk and curb improvements. Beyond construction itself, grants can also cover planning, materials, labor, and administrative costs tied to completing the work.

Local governments can apply for up to $1 million per project, with no minimum funding threshold, and jurisdictions are welcome to submit applications for more than one project. Currently, the combined total award amount within any single county is capped at $5.5 million. Notably, the program requires no local funding match, which makes it particularly viable for smaller communities operating on tight budgets.

High Country Council of Governments has already helped several local jurisdictions prepare and submit SmBIZ applications and is ready to extend that support to additional communities. Some examples of approved projects include water system extensions, generator replacements, utility burials, and sewer system resiliency improvements. High Country COG can assist with identifying qualifying projects, defining project scopes, a nd putting together complete applications that meet program guidelines.

Six Local Parks Benefit from Recovery Fund Six local governments in the region have been awarded a state grant that will rebuild local parks devastated by Hurricane Helene. Known as the Helene Recovery Fund for Parks and Recreation Trust Fund, the one-time program was created by the General Assembly to assist local governments with hurricane recovery.

Following are the projects in our region: • Ashe County received $300,000 for Family Central Park in Jefferson.

• Avery County received $987,500 for Hodge Turbyfill Fields in Newland.

• The Town of Banner Elk received $204,201 for Tate-Evans Park.

• The Town of Beech Mountain received $353,250 for Shane Park.

• The Town of Seven Devils received $117,716 for repairs on the Otter Falls Trail.

• Watauga County received $494,000 for Cove Creek Park in Sugar Grove.

Current view of Cove Creek Park in Watauga County after Hurricane Helene deposited a thick layer of sediment over the entire area. The Helene Recovery Fund grant will replace destroyed features and add new recreation opportunities as well.

Funding totaled $4,158,875 and was distributed among 11 projects in western North Carolina.

Dogwood Health Trust Digital Opportunity 2026 Grant Cycle The High Country Council of Governments continues digital opportunity work in Avery, Mitchell and Yancey counties through grant funding from the Dogwood Health Trust.

HCCOG partners with the Toe River Valley Library, W.A.M.Y. Community Action, and Avery County as part of the A.M.Y. Digital Opportunity Collaborative.

A business center at the Buladean Community Center in Mitchell County was created using Dogwood Digital Opportunity funds. Privacy booths have been installed at the Avery and Mitchell County library branches to support telehealth appointments, job interviews, and private study sessions.

The Dogwood Health Trust is continuing financial support in 2026 with another round of digital opportunity grants.

HCCOG and the A.M.Y. cohort have applied for new funding to support efforts in 2026 and 2027.

Mitchell County Awarded North Carolina Emergency Management Disaster Relief and Mitigation Grant for New Transportation Facility In September of 2024, Hurricane Helene devastated Mitchell County with some parts of the county experiencing over eight feet of flooding. Among the hardest hit services was Mitchell County Transportation’s Transit Facility, which was destroyed by floodwater. The destroyed facility, located at 26 Crimson Laurel Circle, Suite 7, was situated within a 100-year floodplain and suffered major damage from the rising waters caused by Hurricane Helene.

In response to the loss of the Mitchell County transit facility, the North Carolina Department of Transportation (NCDOT) Integrated Mobility Division (IMD) was able to secure 4 million dollars for Mitchell County to rebuild a new transit facility in a more resilient location.

In addition to the NCDOT IMD funding, the High Country Council of Governments Planning Department identified the North Carolina Emergency Management Disaster Relief and Mitigation Grant as a funding source to help cover the local match for the project and assisted Mitchell County with the grant application.

Mitchell County was awarded a Disaster Relief and Mitigation Grant in the amount of $800,000.00 on February 18, 2026.

Potential sites for the new transit facility are currently being considered by Mitchell County. Once a site is selected, it is anticipated that construction of the new facility could begin as early as December of 2026.

The Great State of Wilkes Outdoor Recreation StoryMap

High Country COG GIS partnered with The Health Foundation to develop a StoryMap (ESRI web application) as a guide to outdoor recreation in Wilkes County. Project development was steered by a working group of the Outdoor Action Plan Committee that included representatives from the Town of Wilkesboro, Town of North Wilkesboro, Wilkes County, and The Health Foundation.

The StoryMap takes the user through opportunities for outdoor recreation in public lands/parks, trails (river, hiking, birding, and mountain biking), fishing, paddling, agritourism, history and culture, unique interests, and major events. The StoryMap design allows the user to quickly find destinations by recreation type or by area of the County. By incorporating photography, videos, informational narratives, and interactive maps, the user can discover fun and fresh air in The Great State of Wilkes!

Department Highlights | highcountrywdb.com | Buladean Community Foundation & Center Sends a Heartfelt “Thank You” to NCWorks When Buladean Elementary School closed in 2013, the Buladean Community Foundation stepped in to purchase the building with a vision to transform it into a center to support the community’s needs. Today, it’s a thriving center that serves as the hub of the community, featuring a health clinic, a free fitness center, a food pantry, a fully equipped kitchen, a gym, a walking track, a game room, a quilt room, a technology center, after-school programs, and more.

Recognizing the significant impact of this organization, the NCWorks Career Center of Mitchell County wanted to lend a hand in any way possible. Through NCWorks various programs, individuals have been placed in work-based learning opportunities to help staff and provide daily support.

Welcome to Workforce!

Kimberly Anderson Kimberly Anderson joins NCWorks as the new Compliance & Outreach Manager and brings eight (8) years of experience in the NCWorks Career Centers. Her previous role was as Center Manager of the Caldwell NCWorks Career Center in the Western Piedmont Workforce Board region; however, the prior six (6) years have been in the High-Country area. She is excited to return to the centers of the High Country and looks forward to her new role.

John Barnes John Barnes has joined the NCWorks Wilkes team as an intern through Employment and Independence for People with Disabilities (EIPD). John spent most of his working career in Kimberly Anderson. editing and transcription positions that required attention to detail and good communication skills. While in college pursuing an English degree, John began a career as a freelance medical editor and remained in that field for about 13 years. Eventually, changes in the industry reduced the need for freelance medical editing work.

John pursued an online certification as a medical transcription editor which led to his most recent employment as a financial transcription editor, where he worked for five years. John’s language and technology skills have already benefited customers as he assists customers with resumes and mock interviews, as well as assists with the center’s Step Ahead class.

Sonja Lindsey Sonja Lindsay is the new Youth Career Advisor for NCWorks Wilkes. Sonja relocated to Wilkes County four (4) years ago from Gastonia, North Carolina. Before entering workforce development, Sonja worked for an Amazon warehouse in Charlotte as a trainer, truck yard attendant, and material handler.

Sonja is the proud mother of three children and a “Glammy” to two amazing grandchildren.

Sonja’s journey to this point in life; every challenge, setback, and waiting season has shaped her to be the empathetic person and career advisor that she is.

Sonja is a two-year survivor of both a heart attack and lung cancer, experiences that strengthened Sonja Lindsey. her faith, perseverance, and determination to keep moving forward. Sonja has always had a passion for helping those in need, and while COVID-19 took many things from her life, it also opened the door to new opportunities, personal growth, and purpose. In 2025, She graduated from Wilkes Community College with an Associate Degree in Human Services Technology. During that time, she was honored to receive the Dallas Herring Award for Perseverance and Resilience after being nominated by the faculty and also became a member of the Phi Theta Kappa Honor Society.

Allen Osborne Allen Osborne has been named to a new role as Assistant Center Manager for Alleghany, Ashe, and Wilkes NCWorks Career Centers. He began his career with NCWorks as a Career Advisor in 2016, following several years working in the manufacturing industry.

Allen has served in a variety of prior roles with NCWorks, including Career Advisor, Business Services Representative (BSR), and WIOA Compliance and Program Manager. These positions have given him a strong understanding of workforce programs, employer engagement, and the needs of job seekers across different industries.

Brandy Watson Brandy was recently appointed by Wilkes County Commissioners to the High Country Workforce Development Board. Brandy is the Site Recruiter for new Wilkes County business, Provalus, which provides call center support for membership and customer services as well as technical support. During the recent workforce development board meeting Brandy shared that the company is ahead of its hiring goals and now employs 115 individuals and commented that NCWorks has been a great help with recruitment and job fairs.

Wilkes Spring Job Fair The premier hiring event in Wilkes County is always the Spring Job Fair, this year held on April 7th at the John A. Walker Center on the Wilkes Community College campus. This year’s event was one of the best attended in the history of the event!

Each year, NCWorks Career Centers collaborate with its partners - including Goodwill Industries of Northwest North Carolina, NC Department of Employment & Independence for People with Disabilities, the Wilkes Chamber of Commerce, Wilkes Community College, and Wilkes Economic Development Corporation – to produce the event, providing staffing to work in planning, marketing, registration, welcome bag distribution, and more.

The NCWorks mobile unit was on site again this year, providing job seekers Veatrice Johnson, and Kimberly Anderson. access to their online resumes, printing services, and online applications, with staff available to assist. Staff on the mobile unit reported steady referrals from employers to assist job seekers with online applications.

Three hundred thirteen (313) job seekers attended to meet more than forty (40) employers, topping last year’s two hundred seventy-three (273) attendees! Employer and job seeker feedback surveys indicated high satisfaction and numerous potential employment connections made.

Apprenticeship Efforts Support Early Childhood Educators A new collaboration between the NCWorks Career Center of Wilkes, the Wilkes Partnership for Children, and ApprenticeshipNC created a certified pre-apprenticeship-to-apprenticeship pathway designed to boost the early childhood education workforce.

Five people in the program recently earned pre-apprenticeship certificates issued by ApprenticeshipNC. They received a blend of classroom instruction delivered through the Wilkes Partnership for Children’s Childcare Academy and paid-on-the-job training funded through NCWorks workforce development resources. Individuals are now eligible to transition into a registered apprenticeship. This effort helps support local childcare facilities and building the pipeline of early childhood educators in order to support the workforce behind the workforce.

Due to the successful partnership in Wilkes, staff presented at the May 2026 SmartStart Conference regarding the pre-apprenticeship pathway. NCWorks in the Community Since July 1, 2025 NCWorks Career Center staff across the seven (7) county region have hosted and/or participated in more than 345 events ranging from college and public school-related events, community support events, and hiring events. These events range from job fairs, career expos, parent information nights, job skills workshops, support events, and community resources events. Staff use these opportunities to assist individuals with job applications, interviewing skills, scholarships and paid internship information, as well as provide information on all NCWorks and partner services.

STEAM Event 1: Over 2,000 middle and high school students attended this year’s STEAM Expo to learn about STEAM careers, education, and local employers with jobs in STEAM occupations. The event is held at the North Wilkesboro Speedway, and more than 600 students visited the NCWorks booth (March 2026).

Be the Village Event: NCWorks staff participated in Be the Village event which was hosted on the Burnsville Town Square (May 2026).

The free event welcomed individuals, families, and organizations to come together to connect and support one another in building a healthier, stronger community. Attendees enjoyed free food, fun activities, and opportunities to learn about local services, engage in meaningful conversations, and help break down stigma around mental health and substance use.

NCWorks Disaster Recovery Employment Program

Katherine “Katie” E., connected with NCWorks after losing her job due to Hurricane Helene, which caused devastating flooding throughout downtown Spruce Pine on September 27, 2024. While volunteering to help clean and restore the Spruce Pine Visitors Center and the Spruce Pine on Main Street office, Katie’s efforts quickly expanded into writing grants and organizing events to providing critical support services for local businesses. Through enrollment in the NCWorks Disaster Recovery Employment Program, she was able to continue this work as approximately 30 percent (30%) of downtown businesses experienced major or catastrophic losses, and many employees were left without work during the peak tourist season due to prolonged power and water outages.

In her role, Katie assisted 52 businesses and property owners with grant applications, marketing guidance, donations, and resource navigation. She supported applications for 12 separate funding opportunities and administered two rounds of Downtown Spruce Katie E. Pine disaster relief grants, distributing more than $200,000 directly to affected businesses.

Maintaining daily contact with business owners, she provided ongoing support to those rebuilding and those managing indirect losses. After a year of employment through NCWorks, this hands-on disaster recovery experience ultimately led to Katie being hired in November 2025 as the Director of Mitchell County Animal Rescue. NCWorks is proud that Katie will carry her enthusiasm and compassion into her new role.

Susannah S. came to Yancey NCWorks as an individual who had been out of the workforce for several years and had been looking for work when Hurricane Helene hit. From an early age, she worked alongside her father in his pharmacy and later helped manage the family business, gaining hands-on experience in customer service, operations, and community support. During the COVID-19 pandemic, Susannah attended Mayland Community College (MCC) and completed most of her associate’s degree in Human Services. When Hurricane Helene struck, she immediately stepped up to help her community - cutting and removing downed trees, sorting donations at her local distribution hub, and offering support and companionship to anyone in need.

Susannah’s dedication and compassion made her an excellent fit for the MCC NDWG Disaster Recovery Employment Program. During her year with the program, she played a vital role by conducting participant interviews, completing worksite visits, learning Susannah S. eligibility and worksite requirements, and assisting with onboarding new disaster recovery participants and worksites. In the summer of 2025, with NCWorks scholarship assistance, Susannah returned to MCC to complete her Human Services degree. She graduated in December 2025. Susannah concluded her work with the NDWG program at the end of November 2025, and on January 12, 2026, began a new position as a Disaster Case Manager with the United Methodist Committee on Relief (UMCOR). We are proud to see Susannah continue her journey of service and know she will make a meaningful impact for disaster-affected residents across our region.

The High Country Workforce Development Board and NCWorks continue to support regional efforts through the National Dislocated Worker Grant (NDWG) and to date have served over 120 individuals with temporary employment opportunities supporting recovery efforts as well as occupational skills training across the High Country region.

Success with NCWorks NextGen and the Dogwood Health Trust Sara G. enrolled in the WIOA Young Adult Program as an In-School Youth on September 9, 2025. She was referred by Mountain Heritage High School to participate in a special grant held by the NCWorks Career Center through Dogwood Health Trust during the summer of 2025. Through this grant, she completed a work-based learning internship with Hospice of the Blue Ridge, where she gained hands-on experience in palliative care and confirmed her passion for nursing. After working with her on this internship, NCWorks wanted to continue to provide her with career guidance and support for school. Sara participated in workshops to enhance her career goals and continues to work on her plan by staying engaged with NCWorks services.

In addition to her academic and career accomplishments, Sara has demonstrated outstanding leadership not only through her school but also through the GEAR UP program as a Sara G. L.E.A.D. Mentor through Appalachian State University. Despite experiencing significant loss and obstacles, as well as being affected by Hurricane Helene, Sara remained focused on graduating from high school and is on target with her plan to continue her education.

What makes Sara exceptional is her resilience, compassion, and determination to succeed despite adversity. She has balanced personal hardships, academic achievement, work-based learning, and leadership opportunities while staying committed to her long-term goal of becoming a nurse. Her upcoming co-enrollment at Asheville-Buncombe Technical Community College and Western Carolina University to pursue both her Associate Degree in Nursing and Bachelor of Science in Nursing reflects her ambition and strong commitment to building a successful future. Sara has fully utilized the opportunities provided through NCWorks and the Dogwood Health Trust to advance both her academic and career goals in the healthcare field.
