HCCOG 50th Annual Banquet On October 10, 2025 High Country Council of Governments held its annual awards ceremony at the Grandview Ballroom on Appalachian State University’s campus to recognize outstanding achievements and contributions by elected officials, local government employees, and advisory committee members.

The High Country Council of Governments (HCCOG) is a regional organization dedicated to serving and supporting local governments in Alleghany, Ashe, Avery, Mitchell, Watauga, Wilkes, and Yancey Counties.

Award winners were nominated by elected and appointed officials from the seven-county region.

Before the awards ceremony, Justin Somers from the Office of U.S. Senator Ted Budd and Robin Ramsey from the Office of U.S. Senator Thom Tillis read letters from both Senators commemorating the HCCOG’s 50th annual banquet and recognizing the services they provide for the High Country region.

HCCOG Executive Board Chair and Mayor Pro Tem for the Town of Blowing Rock, Doug Matheson presented the first two awards.

Town of Spruce Pine Mayor Pro Tem, Rocky Buchanan, was recognized as the 2025 Outstanding Rural Transportation Advisory Committee (RTAC) member by his fellow board members. This award recognizes an individual’s contribution to the region as a whole and their knowledge of the region’s transportation needs.

Mayor Pro Tem Buchanan has served on the High Country Rural Planning Organization (RPO) since 2021 with excellent attendance.

He is a dedicated member of the RTAC and eager to learn about the region’s transportation needs and issues.

Mayor Pro Tem Buchanan works effectively with other RTAC members, NCDOT staff, RPO staff, and supports the efforts of the High Country RPO to plan for and improve the region’s transportation network.

He has served on the Spruce Pine Town Council for 18 years and consistently takes time to stay involved in the RPO’s planning work program.

Watauga County resident, Mary Moretz, was recognized as the 2025 Outstanding Area Agency on Aging’s Regional Advisory Council member. This award honors remarkable service and contributions to the older adults in the region.

Mrs. Moretz has dedicated much of her life to serving youth, older adults, and the citizens of Watauga County. She is a descendant of some of the first families in Watauga County and has a deep sense of history. She graduated from Appalachian High School and after earning her bachelor’s and master’s degrees from Appalachian State University, began her 37-year career as an educator in Watauga County Schools.

In retirement, after many years of teaching English and Social Studies, she has only sped up in her efforts to serve the community, going on to serve as a Watauga County Commissioner and numerous community organizations. Mrs. Moretz is a current member of the Watauga Project on Aging’s advisory board and has advocated statewide for better policies for Older Adults and Caregivers, serving many years on the Senior Tarheel Legislature.

Most recently, her passion has centered around the effort to develop a Watauga County History Museum. Appalachian State University has bestowed several honors, including the Trailblazer award in 2022 and the College of Education Outstanding Alumnae Award in 2023, and induction into the Rhododendron Society.

4 Mrs. Moretz is also active in the Daniel Boone Chapter of the Daughters of the American Revolution.

She raised two sons and has 3 grandchildren. Additionally, she performed her hardest work serving as a caregiver for her mother during the last 10 years of her life.

It’s hard to come away from a conversation with Mrs. Moretz without feeling motivated to do a little more for others before the day is done. We’ve heard her say many times to, “tell her when the meeting starts and she’ll be there!”

HCCOG Executive Board Vice-Chair and Avery County Commissioner Vice-Chair, Dennis Aldridge, presented the next five awards.

This year, there were two board members recognized by the Workforce Development Board. Tara Brossa of Watauga County and Cynthia Deyton of Yancey County have been board members for approximately a decade combined and represent both the private and public sectors.

Ms. Brossa currently serves as the Board’s Vice Chair and serves on the board’s Executive Committee, which reviews grant applications and Request for Proposal submissions, among other regional workforce issues, including NCWorks Career Center operations.

Community leadership is important to Ms. Brossa as she also serves as the Chair of the Boone Area Chamber of Commerce and on various other volunteer committees and work groups.

During her time on the board, Ms. Brossa has been a strong advocate for workforce and has been instrumental in creating a North Carolina Registered Apprenticeship for hospitality management at Hampton Inn and Suites of Boone while also teaching classes for Caldwell Community College. In addition, she has spoken during board meetings about her passion for assisting those who are in recovery and trying to build back their lives and re-establish themselves in the workforce.

Ms. Brossa was also key in serving in various roles related to Hurricane Helene recovery efforts, from housing her displaced staff and community members to assisting with business recovery. Tara also serves as a leadership development consultant and has recently assumed a new Director role at Caldwell Community College, which will support the growth of workbased learning opportunities for students and employers, and enhance workforce development efforts.

Cynthia Deyton has been involved in workforce development even longer than she has been an “official” board member. As the Director of Career and Technical Education, she has helped build and shape innovative programs and shape the future workforce while leading the state in CTE credential attainment for students. She is passionate about helping students gain hands-on experience and continues to seek ways to partner with local employers and secure grant funding to enhance the CTE experience for students in Yancey County. Last year, she was also recognized as the Northwest Region’s Curriculum and Instruction Management Coordinator of the Year.

Over the years, Mrs. Deyton has been instrumental in bringing in new programs for students to prepare them for the workforce, with the most recent being the groundbreaking of the Agricultural Barn and Livestock Show Arena and the CTE Expansion Building that will house the Heavy Equipment Operations and Electrical Trades programs. Another amazing accomplishment is tied to the construction trades program and its partnership with Rebuilding Hollars (which has been nationally recognized on Good Morning, America). Students have recently completed a tiny home that was delivered to a Hurricane Helene survivor. Her leadership supports students, teachers, and the overall community.

Both women have shown a commitment to excellence and to the region and have been dedicated Board members. Through their partnership, engagement, and leadership, they have been outstanding board members, and we are grateful for their service.

Mitchell County Manager, Allen Cook, was recognized by the region’s managers/administrators, and local elected officials, as the 2025 Outstanding Local Government Manager in the High Country region. The award acknowledges the contributions a manager has made to local government through their professionalism, leadership, and accomplishments as manager or chief administrator.

Allen Cook has proudly served as the County Manager of Mitchell County for the past three years, bringing with him over two decades of experience dedicated to supporting the people of Mitchell, Avery, and Yancey counties. Prior to his current role, Cook led regional initiatives through his work as director of the Mayland Community College Small Business Center, Mayland Workforce Development, and the NC Employment Security Commission.

Mr. Cook’s leadership was especially impactful in the wake of Hurricane Helene, when the region faced significant challenges and widespread damage. Stepping up during one of Mitchell County’s most trying times, Cook expanded his role to actively coordinate recovery efforts, secure critical resources, and support long-term rebuilding initiatives. His steady guidance has helped lay the foundation for a more resilient community and continues to play a key role Allen Cook, Mitchell County Manager in the County’s ongoing recovery and revitalization.

Deeply rooted in Mitchell County, Mr. Cook is not only a committed public servant but also a proud local. Outside of his official duties, he enjoys spending time with his wife and daughter, growing Christmas trees, and sharing the county’s rich history. He is the author of Moonshine, Murder and Mountaineers: The Wildest County in America, a book that captures the colorful past of the community he calls home.

Mr. Cook considers it a true honor to serve the citizens of Mitchell County and remains dedicated to its future.

Cory Osborne, Recovery & Resilience Director was recognized as one of this year’s 2025 Outstanding Staff Members at High Country Council of Governments. This award recognizes an individual’s willingness to go above and beyond the call of duty, contributing to a positive work environment, and promoting a healthy image of the COG in our region. This award is voted on by employees of the HCCOG, and this year there was a tie.

Mr. Osborne is always willing to help in any capacity, has a servant’s heart, and truly cares about the work he and the organization do.

He is a true team player and steps in when he sees an opportunity to assist his colleagues and the organization as a whole. He is known for his thoughtful and calm demeanor that is accompanied by a dash of quick-witted humor.

Mr. Osborne has consistently demonstrated his dedication to the region during his years of service as both a Planner and as Director of Recovery of Resilience. When Hurricane Helene hit, he poured himself into learning the rules and regulations of FEMA’s Public Assistance Programs and other funding streams so that he and his team would be well-positioned to assist our local governments with the recovery process. His dedication post-Helene has never wavered, and he continues to work alongside many of the region’s communities as they navigate recovery.

Multiple nominations referred to Mr. Osborne’s hard work and dedication to the region and his mental fortitude.

Tammy Nelson, Aging Services Coordinator, was recognized as the second 2025 Outstanding Staff Member at High Country Council of Governments. Mrs. Nelson is said to always have a smile on her face, is hardworking, dedicated, and represents the COG in a very positive way.

Mrs. Nelson is known for consistently trying her best to serve her program and department and is always willing to step up and 6 help when needed. Even under stressful times, she still demonstrates kindness to everyone in and outside of the COG.

One nomination noted that she was instrumental in helping a new employee feel welcome and was willing to show them many of the nuances of the office. She greets everyone each morning and maintains a friendly demeanor every day. She has been willing to take phone calls and walk-ins for anything concerning her department, even if it was not in her purview.

Yancey County Commissioner Chairman, Jeff Whitson was selected as one of this year’s 2025 Outstanding Local Elected Official in the High Country region. This award honors outstanding service and leadership to the community. This year, there was a tie for this award.

Commissioner Whitson has served as a Yancey County Commissioner for twelve years, most recently being re-elected in 2024 for another four-year term. He has also served as Chairman of the Board for the past four years. A lifelong resident of Yancey County, Commissioner Whitson has dedicated himself to public service through his involvement on the HCCOG Tammy Nelson, Aging Services Executive Board, VAYA Health Regional Board, Yancey County Economic Development Coordinator Board, and other committees.

Commissioner Whitson has truly lived a life of serving others. Beginning early on in life when he signed up and served in the U.S. Air Force, more importantly, he has devoted his life to serving God. He is a member of Little Ivy Baptist Church in Mars Hill, NC, where he serves in various leadership roles and goes on Mission trips regularly. He recently retired after operating a family business for more than 30 years, only to find that “retirement” meant stepping into the unexpected but critical work of recovery and rebuilding after Hurricane Helene. Commissioner Whitson provided many informational Facebook posts, newspaper articles, and radio interviews to make sure the citizens knew where to go for the help they needed. He provided good communication during a time of need that brought much relief to many.

Commissioner Whitson and his wife, Lisa, raised their family in the Jacks Creek Community and have been married for 33 years. He is the proud father of seven children and the grandfather of seven. His steady leadership and deep commitment to the people of Yancey County have made him a trusted voice and tireless advocate for his community.

Mark Ledford, Yancey County Commissioner Vice-Chair, was chosen as this year’s second 2025 Outstanding Local Elected Official. Commissioner Ledford has served as a Yancey County Commissioner for nine years, most recently being re-elected in 2024 for another four-year term. He has also served as Vice-Chairman of the Board for many of those years. A lifelong resident of Yancey County, he has contributed to his community in many capacities, including service on the Yancey County Board of Health, the Rural Transportation Advisory Committee, the Mayland Community College Board of Trustees, and other local boards.

Commissioner Ledford has a true servant’s heart, but first and foremost, he serves the Lord.

He is an active member of West Burnsville Baptist Church, where he serves faithfully in a variety of roles. He is also a successful local business owner, balancing professional leadership with his dedication to public service. His role in guiding the county through the challenges of Hurricane Helene demonstrated his steady commitment to the well-being and resilience of the people in Yancey County.

the proud parents of Claire and Rory. His compassion, integrity, and leadership continue to strengthen the fabric of Yancey County.

The High Country Council of Governments’ Executive Board chose Charles E. Vines, Mayor of the Town of Bakersville, as their 2025 Outstanding Executive Board Member. This award honors service and effort in promoting cooperation among local governments in the region and the state.

Mayor Vines was born and raised on a dairy farm in McCalla, Alabama. After graduating high school in 1962, he joined the US Air Force, traveling the world. He met the love of his life, Beverly Greene, from Bakersville, when one of his fellow airmen introduced them. They married in 1970. Little did he know then the future he and the Town of Bakersville would share.

After traveling the world with his young family, he retired after 22 years in the Air Force as a Senior Financial Advisor. The family moved back to Beverly’s hometown of Bakersville. He was first elected Mayor of Bakersville in 1991, has held that office ever since, and is running unopposed this year. He is the only Mayor in history to ever receive death threats if he did NOT run.

In 1991, we approached Mayor Vines regarding his service in the Air Force. At that time, he indicated that he was unable to disclose specific details. However, five years later, following the declassification of his role, he disclosed that he had been responsible for managing the budget for the B2 Bomber. Notably, the annual postage budget he oversaw in the Air Force surpassed the total municipal budget he initially managed as Mayor.

Under his leadership, the Town of Bakersville has experienced significant growth and is poised for a promising future. He is a pragmatic leader, demonstrating a strong commitment to fiscal responsibility and executing his duties with remarkable efficiency.

However, a simple inquiry about his grandchildren is all it takes to bring a radiant smile to his face. He has successfully strengthened the town’s financial stability, enhanced infrastructure, and demonstrated exemplary stewardship of taxpayer resources. The Town of Bakersville holds him in high regard, as does The High Country COG Executive Board, where he has served for nearly 34 years.

He rarely misses a meeting of the High Country COG Executive Board, is always attentive, and advocates for our region.

HCCOG would like to congratulate all award recipients and thank them for their dedicated service to High Country citizens.

GE Aerospace Invests $53M in West Jefferson Facility to Support Engine Production

West Jefferson, NC – Nov. 24, 2025 – GE Aerospace announced a nearly $53M investment to purchase new equipment and expand its West Jefferson facility by over 35,000 square feet to boost capacity for in-demand narrowbody aircraft engines.

The project will create more than 40 new jobs at the site and bolster North Carolina’s role as a cornerstone in building the future of flight.

“West Jefferson will now have an even bigger role to play in building the future of flight for GE Aerospace. This expansion is good news for the community, and it is good news for our customers, who are eager to have our engines power their aircraft,” said Dylan Gerding, the GE Aerospace site leader for West Jefferson.

The $53M investment is over three years. A grant of $100,000 from the One North Carolina Fund will support the company’s expansion efforts.

“GE Aerospace’s expansion is a win for western North Carolina,” said Governor Josh Stein. “GE Aerospace could have chosen any location for this investment, but they chose the ‘First in Flight’ state because they believe in the hardworking people of Ashe County to power them forward.”

GE Aerospace and its technology power three of every four commercial flights and two of three U.S. military combat aircraft and helicopters. The West Jefferson site produces some of the most critical parts used in CFM LEAP engines, including rotating parts, blisks, high pressure turbines and spools.

The expansion will support hiring for roles including apprentice machinists and inspectors, as well as engineers. GE Aerospace has a decade-long partnership with the Wilkes Community College and the state’s NC Edge program that provides advanced training preparing local individuals with the skills they need to work at GE Aerospace.

Ashe County, Ashe County Job Development Inc., and the Town of West Jefferson will contribute $1M in grants as well.

“Ashe County is proud to celebrate the continued growth of GE Aerospace in West Jefferson, marking an exciting expansion that strengthens both our local economy and workforce. This milestone highlights GE Aerospace’s deep-rooted commitment to the region and its role in creating quality jobs for local residents. GE Aerospace employs Ashe County families and provides a good paycheck to keep food on the table and houses warm,” said Todd McNeil, Ashe County Chairman. “With this expansion, GE Aerospace continues to show why it is a cornerstone of our economic climate in Ashe County. The County greatly values this long-standing partnership and looks forward to many more years of shared success.”

“GE Aerospace’s expansion at the West Jefferson Facility is great for the area with additional jobs and capital investment. The Town of West Jefferson is blessed to have GE Aerospace in our community,” said Town Manager Brantley Price, Town of West Jefferson.

“We appreciate GE’s commitment to reinvest in West Jefferson and the state of North Carolina,” said Representative Ray Pickett.

“Thank you to the dynamic economic development professionals and our local and state officials that brought this expansion to fruition.”

GE Aerospace employs around 2,000 workers across four locations in North Carolina, including 20 percent who are veterans. The company announced earlier this year it would invest more than $100M into its North Carolina sites. Today’s news is in addition to that investment.

Watauga County Students Return Home to a Brand-New Valle Crucis School

After more than a year of dispersed classrooms and temporary locations, the students of Valle Crucis Elementary School are finally learning together under one roof. On October 22, 2025, the doors opened to nearly 400 students, welcoming them into a modern facility that combines thoughtful design with the warmth and character of the Valle Crucis community.

The past year brought unique challenges, as students were dispersed to locations across the county following flood damage from Hurricane Helene. Middle schoolers attended classes at Caldwell Community College and Technical Institute, while younger students were accommodated in local community spaces. Though these temporary settings kept learning moving forward, the experience highlighted the importance of a true school home for students, staff, and families alike.

The new Valle Crucis School delivers just that. Filled with natural light and surrounded by mountain views, the building features collaborative classrooms, a gymnasium, playgrounds, outdoor learning areas, and fully equipped science labs. Teachers now have spaces designed to support hands-on instruction and interactive learning, while students can explore, play, and connect in areas made for their growth and enjoyment.

Beyond the physical improvements, the new school represents a triumph of resilience, teamwork, and community support. Local organizations and residents played a vital role in helping students continue their education during displacement, reflecting the strong bonds that define both Watauga County and Valle Crucis. The return to a single campus not only reunites students and staff but also strengthens the sense of unity and pride within the community.

With a school built for the future, Valle Crucis students are ready to learn, play, and grow together once again, making new memories in a space that is truly their own. The excitement and joy that filled the halls on opening day set the tone for a bright new chapter in this school’s story.

Todd McNeill Appointed NCARCOG Executive Director The North Carolina Association of Regional Councils of Governments’ (NCARCOG) is pleased to announce the appointment of Todd McNeill as its new Executive Director effective October 1, 2025. Mr. McNeill will serve as the first fulltime Executive Director of NCARCOG. He brings a wealth of experience in local government, business operations, and strategic planning to the role.

Todd has been an integral part of the council of governments’ network since 2018 having previously served as a member of the High Country Council of Governments’ Board of Directors. In this capacity, he helped to provide strategic leadership and oversight to the High Country region. Todd has also served as an instrumental leader for local governments having served as an Ashe County Commissioner since 2018 and a member of the Board of Directors of the North Carolina Association of County Commissioners since 2020, where he currently serves as 1st Vice Chair.

Todd also has extensive experience in operations, regulatory compliance, and customer service from his role as the owner and operate of several private businesses. He holds a Bachelor of Science in Public Relations from Appalachian State University and has attended multiple leadership development and local government trainings through the School of Government and Hunt Institute.

Mr. McNeill states: “I am honored to step into the role of Executive Director for the North Carolina Association of Regional Councils of Governments. Our sixteen councils are on the front lines of strengthening communities, from supporting counties and municipalities to tackling challenges that no single local government can solve alone. I look forward to working alongside our partners across the state to build on that legacy of collaboration and to ensure that every region of North Carolina has the tools it needs to thrive.”

David Richardson, Chair of NCARCOG, shared the following: “NCARCOG is delighted to have Todd onboard to provide strategic leadership and support for NCARCOG. We know that with his outstanding history of public leadership, understanding of our work, and ability to build partnerships, he will be able to move NCARCOG forward.”

NCARCOG is the professional association of the 16 regional councils of governments providing services to both county and municipals governments across North Carolina. Our mission is to find innovative solutions to North Carolina’s regional challenges and deliver excellent federal, state, and regional services to our member communities. We promote collaboration and partnerships at the regional level.

Agencies Swarm the Bee Log Community with Tech Help & Telehealth Connection makes the difference.

The intersection of human connections and dynamic professional networks paved the way for the recent delivery of vital technical infrastructure to the Bee Log Community and Relief Center near Burnsville, North Carolina. The story is a winding road, like the road that takes you to Bee Log. Hard hit by Hurricane Helene, the Bee Log area in rural Yancey County, North Carolina, continues to be supplied from the Center, even a full year after the storm.

Housed in the historic Bee Log Elementary School Building (constructed in 1936), Some roads are still closed in the vicinity of the the Center provides essential storm recovery resources, including food, clothing, Bee Log Community and Relief Center. and furniture.

With winter approaching, add heating devices and fuel to the list.

Through the support of a network of digital opportunity partnerships, add enhanced broadband connectivity, digital device access, and in-person and telehealth medical care to the list as well.

The Bee Log Community and Relief Center, housed in the Bee Log Elementary School Building, was built in 1936.

The Center for Rural Health Innovation (CRHI) has experience and success in creating rural telehealth clinics in WNC through its Health-e Neighbors and Health-e Schools initiatives and replicated its clinic model within the Bee Log community.

While planning the clinic, Amanda North, Executive Director of CRHI mentioned the new clinic launch to Tatiana Magee and the challenges the rollout faced. While the Bee Log facility had broadband connectivity through a single mini-Starlink connection, the requirements of a telehealth clinic and the overall footprint of the school required more.

Tatiana, the digital opportunity planner at the High Country Council of Governments (HCCOG), manages the Digital Champion Grant awarded to HCCOG to advance digital opportunities (device acquisition/distribution, broadband solutions, and The interior of the Bee Log Telehealth Clinic. partnership development) in Western North Carolina. She also represents HCCOG in the AMY Digital Opportunity Cohort, a group of agencies collaborating with the Dogwood Health Trust to advance digital opportunity in Avery, Mitchell and Yancey counties in Western North Carolina.

Chrissy Adkins, Director of the Bee Log Community and Relief Center 501c nonprofit organization, gave Tatiana a tour of Bee Log in late July. Chrissy is also the telehealth nurse providing care at the Bee Log Telehealth Clinic. Tatiana returned with 10 laptops in August for use in the Center’s operations and for resident use when needed.

The small, separate building housing the telehealth clinic was donated and constructed by volunteers.

Tatiana also connected with Rodney Cooper, the Director of Technical Programs with Information Technology Disaster Resource Center (ITDRC), for support in expanding the broadband connectivity footprint at the Bee Log Center, including the

Rodney installed a Starlink standard dish on the roof of the center, supplementing an existing Starlink mini dish. He expanded the indoor coverage within the main school building to assist in overall operations and added an exterior access point to the outside of the building so that WIFI signal is broadcast across the Bee Log facility for public access . ITDRC continues to respond to the Helene disaster in Western North Carolina while also responding to recent disasters such as the central Texas floods and Hurricane Melissa in Jamaica.

The Starlink installation was the final piece in a flurry of activity at Bee Log through the summer and perfectly aligned with the opening of the telehealth clinic.

A private donor pays the monthly subscription for the Starlink mini dish, but funds were needed to operate the new Starlink dish. In partnership with SpaceX, ITDRC has enabled partnership price with SpaceX, Tatiana pitched the project to the AMY Digital Opportunity Cohort to provide funding for the subscription.

Parallel, yet often intersecting efforts from volunteers, private donors, non-profit and relief organizations enhanced the resources and services for the Bee Log Community. Connection makes the difference.

Partners: Information Technology Disaster Resource Center (ITDRC): Collaborates with public-sector organizations including local, state, and federal emergency management, public safety agencies, as well as international partners to identify critical needs requiring connectivity for response and recovery efforts. ITDRC is a volunteer driven 501(c)(3) Non-Profit that harnesses the philanthropic resources of the greater technology community to provide no cost technical assistance to communities impacted by disaster within the United States and its territories. ITDRC is a volunteer-driven nonprofit with over 5,000 volunteers across the globe. Corporate partners include: AT&T, Amazon, Google and Spectrum.

High Country Council of Governments: Provides services to local governments, enhancing the well-being of their communities.

Serving seven counties and 19 municipalities in the High Country region of Western North Carolina, services include digital opportunity initiatives, resiliency and recovery, care for older adults, transportation planning, and workforce development.

Dogwood Health Trust: The Dogwood Health Trust is a private foundation working to improve the health and well-being of people and communities in eighteen counties and the Qualla Boundary of Western North Carolina. The foundation invests in initiatives that address social determinants of health, including digital opportunities, housing, education, health and wellness, and employment opportunities.

Center for Rural Health Innovation: Improves access to healthcare in rural North Carolina, serving public schools and community clinics, with care provided in-person and via telehealth. Employs new and emerging health technologies to improve access to quality health care in rural communities.

Starlink: Using a constellation of satellites in low-Earth orbit (LEO) to provide broadband access, Starlink (a subsidiary of SpaceX) supplies internet connectivity to rural and remote areas like Western North Carolina where traditional internet infrastructure is unavailable or unreliable.

Watauga County Welcomes EMS Chief Watauga County is excited to welcome Juan Bowen as its EMS Chief. Bowen will lead the department as it prepares to launch county-operated emergency services next month, providing residents with reliable, high-quality care.

With more than 13 years of experience in EMS across North Carolina, Bowen has held leadership roles with Wilkes County EMS and served as a flight paramedic with Mission Hospital in Asheville. He has also shared his expertise as a paramedic instructor at Wilkes Community College.

A graduate of Western Carolina University, Bowen is certified in both North and South Carolina and holds advanced credentials in flight and critical care transport.

As the county embarks on this new chapter in emergency care, Bowen’s leadership will be instrumental in establishing a strong foundation for services Juan Bowen, Watauga Co. EMS Chief. that protect and support the community.

Sparta Wastewater Plant Project Kicks Off Article by Zachary Weaver, Alleghany News The Sparta wastewater treatment plant renovation project has officially begun, capping off a process of securing needed funds and launching construction.

The project officially broke ground with a ground-breaking ceremony held at the plant, located on River Road in Sparta, on Oct. 6, with town personnel and representatives from engineer McGill Associates and contractor Locke-Lane Construction gathering to mark its start. This begins a process expected to take over a year.

“We look forward to being part of the wastewater treatment improvement project, which will enable town infrastructure growth for years to come,” Locke-Lane Construction President Andrew L. Sherrill said.

Sparta Public Services Director Kevin Dowell said that the plant needing work had been discussed for years, but the process officially started in 2022. He credited former Mayor Wes Brinegar with lobbying the state, with the town obtaining $15 million in stateearmarked funds shortly before his departure in March 2024. The money was transferred to the county and town, with the former handling it as pass-through.

Sparta Town Manager José Butrón said that the project’s first steps are site-preparation work, including clearing trees for an equipment lot. Within 30 to 60 days, work will begin in earnest with the dismantling of the equalization tank.

Now that it has begun, the town has two years to spend the money and finish the project, until Oct. 7, 2027. Butrón said he expects the project to wrap up well in advance of that. Assuming no on-site delays, proper availability of materials and good weather, he said it should be completed in under 18 months.

“We’ve worked with Locke-Lane to mitigate any sort of issues that may occur during the process,” Butrón said.

During work, the plant will remain operational, with the changeover process being seamless from citizens’ points of view, Butrón said. He said the only exception to this may be mornings for people living near the plant, where atmospheric conditions and reduced plant processing capacity might produce a smell. He said that work will not be done at night, avoiding intrusive noise while people are likely sleeping.

McGill Associates Senior Project Manager Joel Whitford said that the precise project steps and schedules are to be determined, but provided an outline. He said it will replace the treatment process with two new sequencing batch reactor tanks. It will also include a new post-equalization tank, add a second screen channel for filtering solids and a new standby generator and upgrade the 15 influent pump station. With the exception of the pump, all structures will replace demolished ones.

“We were pleased to be a part of this important project with the town to help restore this critical infrastructure,” Whitford said.

The wastewater treatment plant is something that sounds simple and yet opaque at the same time: wastewater comes in, clean water goes out. The plant uses a multi-step process that turns town waste into water that safely exits into Little River. To start with, wastewater enters the plant, and large objects are removed. These can include rags, paper bags, even money.

The wastewater is then sent into the treatment basin, where “bugs” – microorganisms that consume waste particles and thus sanitize the water – go to work. Here, solids separate from the water and sink to the bottom and sit through the separation phase. This leftover sludge is pumped out and put into a holding tank for a contracted company to remove later.

The water is then put through a chemical treatment and exits the plant safely into Little River. Butrón said the process is clean, safe and N.C. Department of Environmental Quality (DEQ) permitted, and the exiting water is tested at random for quality assurance.

and blowers, extensive preventive maintenance and assorted repairs.

“It’s an aging infrastructure that has cost us thousands within the past 12 months to keep it afloat,” Butrón said. He said that, were it not renovated, the plant would continue to experience expensive-toaddress failures that would result in N.C. DEQ civil fines.

In the end, had the state moneys not been secured, he said the town would have had to take out a significant loan and pass the costs to residents via higher taxes or fee increases. He said that he expects the renovated plant to last for decades to come.

“The Town of Sparta is very appreciative of Senator (Ralph) Hise and his staff, along with the legislature that approved the earmarking to fund this wastewater treatment plant upgrade, saving the taxpayers of the Town of Sparta a significant amount of money,” Butrón said.

Maddy is active in her church and was named Miss Emerald Ridge in 2024 and represented the Mitchell County Community. Oleschuk earned her B.A. in Art and Visual Culture with a concentration in Art Management from Appalachian State University and completed an honors thesis project focused on creative aging programming entitled “Sharing the Creative Aging Impact Story: Navigating Barriers, Pursuing Sustainability, and Dreaming into the Future.” She launched the SPARK Creative Aging Program at Florence Thomas Art School and facilitates creative aging sessions in western North Carolina, including at the Blue Cross NC Boone Center.

We also help people recognize and prevent Medicare billing errors and possible fraud and abuse through the NC Senior Medicare Patrol Program.

Return on Investment of Evidence-Based Falls Prevention Programs The High Country Area Agency on Aging is one of 18 organizations in the Country which has been awarded funds from the National Council on Aging (NCOA) as part of the U.S Administration for Community Living (ACL) Innovation Lab to implement and test falls prevention activities in their communities.

Over the two-year grant period, the AAA will deliver activities selected from a newly developed taxonomy for falls prevention and test whether they offer a flexible, adaptable, and relevant option to address their communities’ falls prevention needs. In North Carolina, 29% of older adults ages 65+ experienced a fall in 2020. Nationally, falls are the leading cause of fatal and nonfatal injuries for older Americans, making the need for new falls prevention strategies more important now than ever.

Our agency has partnered with the Master of Occupational Therapy graduate program at Appalachian State to deliver a fall prevention program focused on home modifications and behavior change. Clients will receive a home safety assessment which will inform recommendations for modifications to their residence as well as tactics for fall prevention. Eligible modifications will be funded by our agency. We are excited to bring the innovative and impactful program to the High Country! Over 275,000 older adults participated in evidence-based falls prevention programs between 2014 and 2024. The National Council on Aging conducted an analysis to help policymakers understand the full health and economic impact of falls prevention programs.

This report presents the first large-scale assessment of the return on investment (ROI) of these programs.

Key findings: Falls prevention programs are worth the investment The results of this analysis reveal compelling evidence that falls prevention programs yield significant health improvements and economic benefits. Participants experienced marked improvements in the following key areas following completion of a falls prevention program:

• 52% reduction in the number of times participants fell • 56% reduction in the number of falls that cause injuries • 18% reduction in emergency room visits due to falls The analysis showed a slight improvement in participants’ general health, a small decrease in their feelings of loneliness, and a moderate reduction in participants’ fear of falling.

The falls prevention programs also demonstrated extraordinary cost efficiency. The analysis uses avoided incidents per participant and health care cost estimates from the literature to present projected cost savings. The mean cost scenario showed savings per participant at $3,904.13, with a total estimated savings exceeding $1.07 billion. When measured against the $45 million invested in program delivery, the projected return on investment ranged from $8.36 to $38.04 for every dollar spent on falls prevention programs. NC Lifespan Respite Voucher Program

The Lifespan Respite program has experienced significant growth since the program began in the High Country in 2016. This growth included the busiest quarter in program history during the first quarter of this fiscal year. From July to September, the NC Lifespan Respite Program paid almost $50,000 in Respite Care Reimbursements to Caregivers! We are proud of this expanded service to caregivers across all 100 counties in North Carolina.

A new streamlined application was introduced online in August 2025! This application can be accessed through our web portal by referring agents who are applying on behalf of their clients and families in need of assistance. The new application process allows referring agents to work closely with the caregiver, ensuring they have a better understanding of the Lifespan voucher program and process. Additionally, due to the decrease or loss of funding for many communities across North Carolina, there has been an increased need for Lifespan Respite support.

Working alongside the Division of Aging, the program has become more accessible to Spanish speaking caregivers and families. The new application and all program materials are available in bi-lingual format.

November is National Caregiver Appreciation Month. A single day away from the hands-on tasks of supporting a loved one may change the entire life of a caregiver. Caregivers are often very appreciative of the respite break supported by the Lifespan Respite Program, as evidenced by their comments by phone or notes of thanks. We extend our gratitude and appreciation to each caregiver who spends countless hours caring for their loved ones.

Strengthening Care Through Creativity: Arts in Caregiving & Healthy Aging

In November 2025, Samantha Oleschuk, Aging Services Coordinator, Compliance and Administration, and Myles Stacey, Family Caregiver Support Specialist, led a national AARP webinar exploring the role of creativity in caregiving and healthy aging.

The session emphasized how the arts — music, storytelling, visual art, and movement — can serve as practical tools to reduce stress, strengthen emotional bonds, and restore vitality for care partners. Research shows that creative engagement not only lowers depression and increases social connection, but also affirms the dignity of those receiving care while helping caregivers rediscover joy in their daily rhythms.

Attendees were equipped with self-care tools and actionable strategies for integrating creativity into everyday routines. These included asking thoughtful questions to spark storytelling, experimenting with abstract art to foster autonomy and shared expression, and using musical anchors to bring comfort and rhythm to daily transitions. Importantly, these practices also support caregivers themselves, Samantha Oleschuk, Aging Services Coordinator for offering space for reflection, renewal, and self-care.

Family Caregiver Support Program Updates Dementia Caregivers & Friends held its 4th Annual Dementia Caregivers Workshop on Thursday, October 30, 2025, at the Burnsville Town Center from 10:00 a.m. to 2:30 p.m. (doors opened at 9:00 a.m.). The program was offered free of charge thanks to the generous sponsorship of the Community Foundation of Western North Carolina’s Yancey Fund and the High Country Area Agency on Aging.

Event Overview This year’s workshop, When Words Don’t Work—Practical Tips for Positive Outcomes, featured award-winning occupational therapist and dementia care specialist Dr. Heather McKay. Drawing from both her first-hand family caregiving experience and extensive professional expertise, Dr. McKay shared practical strategies and communication techniques for caregivers and friends. She also highlighted her research at Appalachian State University, where her work focuses on dementia caregiving strategies.

Dr. McKay explained the significant changes that occur in the brain of individuals living with dementia and how those changes impact communication. She illustrated practical skills attendees could use to navigate challenging interactions and improve care outcomes.

Program Highlights In addition to Dr. McKay’s keynote session, participants heard from fellow caregivers through a round-table interview that offered real-world perspectives from people on the caregiving journey. A Resource Room was also available, featuring representatives from local organizations, including the Veterans Administration, as well as state and local agencies offering information and support.

Who Attended The workshop welcomed family caregivers, friends, professionals, and community members interested in learning more about effective dementia communication. 9 counties were represented with over 75 participants.

Long-Term Care Residents Honored During Residents’ Rights Month October 2025 Stand with Me Across the country, residents of nursing homes and other long-term care facilities along with family members, Ombudsman program representatives, citizen advocates, facility staff and others will honor the individual rights of long-term care residents by celebrating Residents’ Rights Month in October. This month highlights the importance of listening to residents who live in our country’s nursing homes, assisted living and board and care facilities.

Residents have the right to self-determination and to use their voice to make their own choices. This year’s Residents’ Rights Month theme, Stand with Me, highlights the importance of solidarity and support for residents who stand up and advocate for their rights, as well as the value of encouraging the community to join residents in sharing their voices.

During Residents’ Rights Month, we recognize our local long-term care Ombudsman program staff and volunteers, who work daily to promote residents’ rights, assist residents with complaints and provide information to those who need to find a long-term care facility. In the High Country, the ombudsman program serves a seven-county region comprised of 25 long term care homes. During the month of October and throughout the year, the local long term care Ombudsman program provides trainings to facility staff and residents on residents’ rights and education on how to exercise those rights.

Department Highlights | hccog.org/department-of-economic-recovery-and-resilience HCCOG Assisting with SRF-Helene Grant Applications The NC Department of Environmental Quality’s Division of Water Infrastructure is administering the State Revolving Fund (SRF) Helene funding program to help communities reduce flood risk and improve long term resiliency in their drinking water and wastewater systems following Hurricane Helene. The program includes approximately $409 million for drinking water projects, $253 million for clean water projects, and $22 million for decentralized wastewater treatment system projects. Funding is provided as no interest loans with up to 100 percent principal forgiveness. Loans are currently capped at $10 million per applicant for drinking water projects and $5 million per applicant for wastewater projects. Eligible applicants include any local government unit or nonprofit water or wastewater corporation affected by Hurricane Helene, such as counties, cities, towns, sanitary districts, water and sewer authorities, and metropolitan districts. For jurisdictions that meet certain affordability criteria, the first $5 million in water and $5 million in wastewater loans may receive 100 percent principal forgiveness. Any amount above that will receive a set percentage of forgiveness based on affordability, with the remaining balance offered as a zero percent loan over 20 to 30 years.

The primary purpose of SRF-Helene funding is to construct projects that reduce flood risk and enhance resiliency, and recovery from hurricane damage is only eligible when it includes measures that reduce future flood risk or strengthen system resiliency. Eligible drinking water and wastewater projects include, but are not limited to, efforts that prevent interruption of collection and distribution systems during floods or natural disasters, maintain the operation and integrity of treatment processes during extreme events, and preserve and protect treatment equipment. Projects may also fund connections from homes on decentralized wastewater systems to centralized wastewater treatment. For decentralized systems specifically, eligible activities include improving their resilience to flooding or funding potential connections to centralized treatment.

High Country Council of Governments has assisted multiple jurisdictions with preparing and submitting SRF-Helene applications and remains available to help additional communities evaluate eligibility, develop project scopes, and submit competitive applications.

SmBIZ Grants Available to Help Boost Local Economies The North Carolina Department of Commerce launched the Small Business Infrastructure Program (SmBIZ) to support communities recovering from Hurricane Helene through targeted public infrastructure investments. With a total of $55 million available statewide, SmBIZ provides grant funding to local governments for projects that directly serve small businesses with 150 or fewer employees in areas that were adversely affected by the storm. The program offers grants of up to $1 million per project, with no minimum award amount, and jurisdictions may apply for multiple projects. However, the total awards within a single county, including all municipalities, cannot exceed $5.5 million. There is no local match requirement, which makes this program more accessible for smaller communities with limited resources.

SmBIZ focuses on public infrastructure that supports business recovery and long-term resiliency. Eligible projects include improvements to water, sewer, gas, telecommunications, high speed broadband, electric utility, and sidewalk and curb infrastructure.

In addition to construction costs, eligible expenses may include planning, materials, labor, and administration needed to complete the infrastructure improvements. To qualify, the infrastructure must serve one or more businesses and must not be owned or maintained by the business itself. Ineligible projects include improvements to privately owned infrastructure, building construction, and land acquisition costs or fees. Awards will be made on a first-come, first-served basis, so early preparation and application are encouraged.

High Country Council of Governments has assisted local jurisdictions with preparing and submitting SmBIZ applications and stands ready to help additional communities pursue this funding. HCCOG can support local governments in identifying eligible projects and assembling complete applications that follow program requirements. Local governments interested in applying for SmBIZ funding, or exploring whether potential projects may qualify, are encouraged to contact a member of the Economic Recovery and Resilience department at (828) 265-5434.

Opioid Settlement Funds Fuel Community-Based Recovery Efforts in Avery County The Avery County Board of Commissioners has approved $215,000 in national opioid settlement funds to support six local non-profit organizations focused on strengthening prevention, treatment, and recovery services across the community. Awarded for the FY2025-2026 grant cycle (July 1, 2025 to June 30, 2026), this investment reflects the county’s ongoing commitment to addressing the drug crisis and improving overall health and well-being for residents.

Avery County is scheduled to receive a little over $3.2 million in opioid settlement funds through 2038 as part of a series of national litigation settlements and bankruptcy resolutions with pharmaceutical manufacturers, distributors, and related entities, including Johnson & Johnson, Purdue High Country Community Health opens a Purple Pantry at Medical Office in Newland.

Pharma, CVS, Walgreens, Walmart, Allergan, and others. Guided by the North Carolina Memorandum of Agreement (MOA), the county is taking a strategic, multi-year approach to distributing these funds, with an emphasis on prevention, recovery supports, and long-term community resilience.

Funding recommendations were developed by the seven-member Avery County Opioid Settlement Fund Advisory Committee, a group of subject-matter experts and community leaders responsible for reviewing proposals and scoring applications. The committee includes representatives from county leadership, law enforcement, schools, healthcare, the district attorney’s office, and the Avery County Drug Crisis Roundtable. Applications were evaluated based on project description, implementation plan, use of evidencebased practices, evaluation of results, and collaboration with community partners, helping ensure that resources were directed to programs with the strongest potential impact.

Network. Each organization demonstrated the capacity to deliver effective services, respond to identified community needs, and work in partnership with others to strengthen Avery County’s response to the ongoing drug crisis.

Broken Wheel Ministries coordinates with community partners on the operation of its vehicle repair program and is expanding its mentor and training initiative for individuals in recovery who are interested in learning auto mechanic skills. This program is designed to help Freedom Life Avery hosts “Art, Stories, and Chocolate” fundraiser. participants build practical, job-ready skills that will support their successful reentry into the workforce.

Freedom Life Avery facilitates the collaborative planning process of the Avery County Reentry Executive Team and full Council and will continue to develop and implement a volunteer networking system within the seven towns of Avery County. Freedom Life Avery works with justice-involved individuals and their families within the county jail, providing pre-release and post-release supportive services such as life plan development, case management, legal documentation support, job and housing assistance, and referrals to a wide range of community resources.

High Country Community Health provides treatment and support for individuals with substance use disorder through its Medications for Opioid Use Disorder (MOUD) program, which treats the whole person in an integrated primary care setting. High Country Community Health will also distribute Naloxone in primary care settings and expand education and training opportunities to help community members learn how to use Naloxone to reverse a potential overdose.

Marjorie Williams Academy utilizes a licensed special education resource teacher to coordinate with key community stakeholders to support specially identified at-risk students. The school provides early intervention services so that identified students receive specialized instruction that addresses social, emotional, and academic challenges before they escalate.

Mediation and Restorative Justice Center uses its mobile outreach program to engage communities across Avery County with peer recovery support, basic wellness supplies, and harm reduction outreach at pop-up events. The organization will distribute Naloxone through its mobile outreach and peer support network, paired with education and training on overdose reversal. Mediation and Restorative Justice Center also provide a Peer Support Specialist who responds after an overdose and continues to follow up to offer aftercare and connections to community resources, including referrals for Medications for Opioid Use Disorder (MOUD) treatment.

Western Youth Network will expand its alternative to suspension program for students who receive disciplinary referrals for substance use at school. In addition, Western Youth Network will increase opportunities to offer Youth Mental Health First Aid training for adults who work with adolescents and children, equipping them with the tools to recognize, understand, and respond to signs of mental health or substance use challenges among young people.

“These funds represent a critical step forward in building a healthier, more resilient Avery County,” said Phillip Barrier, Avery County Manager. “By strategically partnering with local organizations and focusing on prevention, education, treatment, and recovery, we’re creating a multi-year approach to addressing the opioid epidemic and its ripple effects throughout our community.”

High Country COG is available to assist local governments with understanding eligible uses of funds, annual reporting requirements, or support with facilitating public meetings. In accordance with the Memorandum of Agreement Between the State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation, each county in North Carolina is required to host a public input meeting that is open to the public and that invites each municipality within that county. Local governments receiving opioid settlement funds are also required to follow annual Financial and Impact reporting requirements, as well as additional Local Spending Authorization reporting requirements following the authorization of expenditures.

Local Governments Continue to Navigate the FEMA PA Program Most local governments in the High Country region have spent the past year working with FEMA to scope, process, obligate, and implement projects related to Helene recovery. The process of getting from damage identification to obligation has been challenging.

It is highly regimented, contains numerous pitfalls, and requires a deep knowledge of FEMA policy, procurement rules, and financial administration. Navigating the program and maintaining compliance is a time-intensive endeavor, with local government staff often having to dedicate dozens of hours or more each week to PA on top of their regular duties. Fourteen months past Helene, many local governments are still working to move the bulk of their projects forward past obligation.

High Country COG staff have stepped in over the past year to help five municipalities navigate the process. As of November 2025, those municipalities have a collective 39 projects obligated for a total of $3,415,407.98. They have 19 projects still in the development process totaling $2,708,922.75. As with many jurisdictions, those projects are slower due to disagreements on eligibility, cost estimates, insurance, and/or scope of work to be completed. Barring the unexpected, most of the 19 outstanding projects should reach obligation within the next six months. The COG is assisting those jurisdictions with identifying alternative funding for projects that seem unlikely to be fully obligated or that received mandatory funding reductions due to lack of NFIP flood insurance at the time of the storm.

COG support has been made possible by funding from the State of North Carolina, Appalachian Regional Commission, and Economic Development Administration. Their financial support will allow the COG to continue providing aid at no cost over the coming years to assist communities through PA obligation and reporting.

Jackson Marcellus is the Lead for North Carolina Fellow serving the High Country Council of Governments. Jackson graduated summa cum laude from Guilford College in Greensboro, North Carolina. At Guilford, Jackson earned a BA in Religious Studies and Political Science, with minors in Japanese Language and U.S. History. Additionally, Jackson earned an MBA at Guilford with a concentration in business ethics. In addition to his academics, Jackson was a five-year pitcher for the Guilford College baseball team, where he broke the school record for most career appearances.

Jackson has hit the ground running working on a regional housing dashboard, assisting with grant writing, and so much more! He is a huge asset to the team!

Housing Initiatives in the Region The Planning and Development Department has been working on programs to support housing availability in the region. HCCOG has been assigned to administer two repair programs from the NC Housing Finance Agency. First, the Urgent Repair Program is to benefit low-income households with repairs to their homes. HCCOG has completed the homeowner application phase of the Urgent Repair Program, is currently conducting site visits to eligible homes, and expects to begin contracting repairs in early 2026. We expect to conduct repairs on 20 homes across three counties.

The second program, Essential Single-Family Rehabilitation Loan Pool will benefit low- to moderate-income households in Wilkes County with rehabilitation of moderately deteriorated homes. This program is in the post-approval phase. HCCOG has submitted its program assistance policy for approval by the NC Housing Finance Agency. The homeowner application period for this program is expected to open in February 2026.

HCCOG has supported counties in both application and administration of CDBG-NR grants for housing projects. HCCOG assisted Ashe County in applying to CDBG-NR 2025 for funds to provide replacement homes to selected low- to moderate-income households.

A decision on the county’s application is expected in December 2025.

HCCOG is currently providing administration services to Yancey County for their 2024 CDBG-NR project. The County was awarded $4,000,000 in December 2024 to replace up to 20 homes, the majority damaged by Hurricane Helene in September of the same year.

The first few projects are expected to go out to bid the first week of December 2025.

Seven Projects Awarded Trail Grants The Great Trails State Program recently awarded grants to seven projects in the region. Blue Ridge Conservancy (BRC) received $500,000 for a section of the Middle Fork Greenway and the Town of Blowing Rock received $500,000 for Glen Burney Trail improvements. In Ashe County, BRC received $150,000 for Northern Peaks State Trail — Three Top Mountain section and $312,000 for the Lansing Creeper Trail Park expansion. The New River Conservancy received $130,666 for New River Paddle Trail expansion. Wilkesboro received $499,100 to construct the last trail segment from Cub Creek Park to the Yadkin River. The grant will also help pay for design and engineering for a pedestrian bridge across the river which, when constructed at a future date, will immediately connect to the existing Yadkin River Greenway. In Alleghany County, AppHealthCare received $150,000 for Pathways to a Greener Future: Designing the First Greenway in Alleghany County. High Country Council of Governments assisted the Towns of Blowing Rock and Wilkesboro with their applications.

The General Assembly established the Great Trails State Program in 2023, appropriating $25 million to the program. The program offers matching grants to North Carolina local governments, public authorities, NC Regional Councils of Government, and nonprofit organizations.

Digital Opportunity in the High Country Momentum and support for Digital Opportunity in the High Country has grown since the creation and adoption of the High Country Digital Opportunity Plan in 2023 with Hurricane Helene further amplifying the digital divide in our communities (see flyer below for a breakdown of what Digital Opportunity is). Device donations from E2D and Kramden Institute allowed the High Country Council of Governments (HCCOG) to distribute refurbished laptops and cellphones to community-based organizations to assist in relief and recovery efforts (in addition to an array of other resources the HCCOG had on-hand to distribute). Todate HCCOG has distributed 830+ laptops and 380+ cellphones through these community-based organizations. We have been able to collect the following data:

Additionally, many recipients mentioned that they did in fact have a device at some point, but it has been years since it was in their possession, was broken, or they could never afford to fix or replace it.

• 0% of device recipients said that “don’t want to connect to the internet”.

• 38.7% of recipients say that the “internet is too expensive” and the cost prevents them from subscribing.

• 22.9% of device recipients say that the internet is either unavailable due to Helene or available but does not work well enough due to Helene.

• Another 22.3% of device recipients say that the internet is either not available or does not work well enough even before Helene.

Device access and distribution are only a part of what digital opportunity is. HCCOG’s participation in Dogwood Health Trust’s Digital Opportunity Initiative has allowed HCCOG, along with W.A.M.Y. Community Action, Avery County, and Toe River Valley Regional Library to collaboratively address Digital Opportunity within Avery, Mitchell, and Yancey counties. The one-pager below was created

by HCCOG and provides a breakdown of the concept of Digital Opportunity and the ways in which the cohort approached the issue as a group and through our Community Listening Sessions. HCCOG was represented by Tatiana Magee (Planning and Economic Development department) and Fred Wilson (Area Agency on Aging department) in Dogwood Health Trust’s Digital Opportunity Initiative. This inter-departmental collaboration transcends beyond this initiative into all aspects of Digital Opportunity work.

Grant Opportunity - Parks and Recreation Trust Fund’s Helene Recovery Fund

North Carolina’s Disaster Recovery Act of 2025 allocated $4,158,875 to the Parks and Recreation Trust Fund (PARTF) for eligible local government projects in areas impacted by Hurricane Helene. PARTF’s Helene Recovery Fund offers dollar-for-dollar matching grants to local governments for the acquisition and development of park and recreation projects that serve the public, with no maximum grant request for this special application cycle. The current application deadline is January 30, 2026.

Eligible projects include acquiring land for public parks and constructing or renovating recreation facilities at one site. Applicants must provide at least 50 percent of the total project cost as a local match. The appraised value of land donated to the local government can be counted toward the 50 percent match, provided the donor is a private individual or organization and a five-year history of property conveyance is supplied. In-kind services such as volunteer labor cannot be counted toward the match. Applicants must also have long-term control of the site through ownership, or at least a 25-year lease or easement, and must commit to public recreational use: land acquired with PARTF funds must be dedicated for public recreation in perpetuity, and facilities built or renovated must remain available for public use for at least 25 years.

As part of the application, local governments will need to prepare detailed cost estimates for both land acquisition and construction or renovation of facilities. These estimates should be based on appraised land values and on professional estimates from contractors, architects, or engineers who specialize in parks and recreation projects, while factoring in inflation over an anticipated three-year project period after contract execution with the state.

High Country Council of Governments is assisting jurisdictions with preparing and submitting PARTF Helene Recovery Fund applications and remains available to help interested local governments develop project concepts and submit applications. Local governments are encouraged to reach out early in their planning process. High Country Rural Planning Organization New Project Submittals for the 2028-2037 State Transportation Improvement Program The North Carolina Department of Transportation (NCDOT) long-range transportation plan is the State Transportation Improvement Program (STIP). The STIP identifies the construction funding and schedules for highway, public transportation, bicycle, pedestrian, aviation, rail, and ferry transportation projects across the state over a 10-year period.

NCDOT updates the STIP approximately every two years which is guided by the Strategic Transportation Investments (STI) law. STI mandates ongoing evaluation and improvement to ensure that the prioritization of transportation projects responds to North Carolina’s diverse needs. The STI data driven process to update the STIP every 2 years is called Strategic Prioritization. NCDOT Divisions, Metropolitan Planning Organizations (MPO’s), and Rural Planning Organizations (RPO’s) submit projects for consideration every 2 years to update the STIP. One of the core functions of the High Country RPO is the solicitation of transportation projects from local governments across the region and submittal to NCDOT for funding consideration in the STIP in accordance with STI and the Strategic Prioritization schedule. For the current prioritization cycle (P8.0) to update the 2028-2037 STIP, 17 highway, 7 bicycle and pedestrian, and 6 aviation transportation projects have been submitted by the High Country RPO to NCDOT for funding consideration. Welcome New High Country WDB Member The High Country WDB recently welcomed new board member, Derek Buchanan with Grassy Creek Golf and Country Club/Wheels Contracting of Mitchell County.

The High Country Workforce Development Board is a business-led board with private sector representatives from each of the seven (7) counties in the High Country region who are appointed by each board of county commissioners. In addition, the Workforce Development Consortium approves public sector members to complete the roster of the full board.

Welcome New NCWorks Staff Ian Blumenthal joins NCWorks from Goodwill Retail where he previously served as an Assistant Manager. Through the mentorship he received in retail, Ian discovered a deeper passion for serving his community in new and meaningful ways. Ever since his time with AmeriCorps, Ian has searched for a career to offer that kind of direct help, and he’s now expanding that passion in his new role as a Career Adviser, supporting Adult, Dislocated Worker, and Youth populations in Watauga County. Ian shared, “I want to provide opportunities to the participants I serve, just like the opportunity that was given to me.”

Vision Northwest North Carolina The 6th annual Vision Northwest North Carolina summit was held Thursday, May 22, 2025 at the Watauga Campus of Caldwell Community College and Technical Institute and was hosted by the Boone Area Chamber of Commerce. This event brought together over 110 leaders including employers, educators, civic leaders, and nonprofit professionals from across the region for a day of cross-sector collaboration, practical solutions, and forward-focused dialogue.

NC Department of Commerce Visits Mitchell and Watauga Counties In August and September, NC Secretary of Commerce Lee Lilley made two visits to the High Country.

While in Boone, Secretary Lilley made several visits, including Watauga County Schools, Kid Cove/Boone Chamber of Commerce, as well as the NCWorks Career Center of Watauga County. During the visit, a discussion was held about current NC Department of Commerce priorities, strategic planning, hurricane recovery, and workforce development.

Then, several members of the NC Department of Commerce joined Secretary Lilley as he toured various locations in Mitchell County, including local businesses and the Mitchell NCWorks Career Center, located on the campus of Mayland Community College. During the visit, topics related to hurricane recovery, workforce and economic development, and local initiatives were discussed.

HCWDB Director Presents Workshop at NCWorks Partnership Conference Misty Bishop-Price, High Country Workforce Development Board Director, presented during a workshop titled “Hurricane Helene: Strengthening Local Workforce Recovery” at the NC Workforce Development Partnership Conference in Greensboro in October. This session focused on the implementation of the National Dislocated Worker Grant received by local workforce development boards following Hurricane Helene, which serves dislocated workers by providing temporary employment opportunities for disaster recovery.

NCWorks Visits Parkdale Mills In August, NCWorks and WDB staff participated in a tour of Parkdale Mills located in Sparta, NC., hosted by High Country WDB member, Elizabeth Avila Underwood. The local team provided a great overview of operations and how they value their “work family” of over 200 employees! Parkdale is a world leader in yarn manufacturing and is the largest consumer of cotton in the United States.

The High Country WDB and NCWorks look forward to assisting with meeting Parkdale’s future workforce needs!

NCWorks In The Community Legal Aid Expunction/Expungement Workshop: On June 4th, NCWorks Wilkes hosted an event that coincided with Job Fair Day, featuring Legal Aid for an Expunction/Expungement Workshop. Forty-two (42) individuals attended to learn about the process for expungement for certain legal charges from their records. After meeting the attendees, Legal Aid determined twenty-five (25) were eligible to “open a case” to move forward with further consultation about their individual cases.

Eckerd Connects Visits NCWorks in July: Eckerd Connects, is a residential program for justice-involved young males, ages 14-18.

This summer, NCWorks welcomed its workforce class students to the Center twice and also collaborated with NCWorks Caldwell to teach a workshop on tools for career exploration and decision-making. One cohort was also able to visit a job fair and talk to employers about different types of careers available in the local labor market. Students were also able to register on NCWorks.gov and receive an overview of searching jobs on the site, as several expressed a need for employment immediately upon graduation from Eckerd.

Back-to-School Events: In August, NCWorks staff participated in back-to-school events in Ashe and Watauga counties. Students and parents who attended received supplies, participated in activities, and learned about services to assist with a successful upcoming school year. NCWorks staff staffed resource tables and were able to discuss education and training support services with hundreds of attendees. RenewNC staff collaborated with NCWorks staff at the Ashe event to be available to assist with residents who may have experienced housing damage or loss from Hurricane Helene.

Health and Resource Fall Festival: On September 12th, NCWorks staff from the Avery-Mitchell-Yancey (AMY) area participated in a Health and Resource Festival covering the AMY counties. The festival was arranged through Toe River Project Access and held at TRACTOR Food and Farms. Over 25 organizations hosted booths with resources. More than 150 individuals visited the NCWorks and other booths during the festival.

Wilkes County Chamber of Commerce: Andrew Holland, NCWorks Veterans Career Advisor, volunteered at the Wilkes Chamber of Commerce’s inaugural Clay Classic Tournament on September 25th. The fundraiser was held at the Hidden Brook Sporting Club.

NCWorks Staff Participated in Halloween Events: NCWorks staff participated in the Caldwell Community College and Technical Institute’s Trunk or Treat event as well as the North Wilkesboro Spooktacular, providing information on resources and center services.

Staff got in the spirit by dressing in costume themselves, featuring hobbits, fairy tale/folklore characters, and Alice in Wonderland.

Charleston Forge Tour: In November, staff from the Watauga NCWorks Career Center visited Charleston Forge, sharing about services and talking with the business about streamlining a pipeline of new talent for them.

Recovering from Hurricane Helene In September 2024, thousands of lives were changed by Hurricane Helene. Through a US Department of Labor National Dislocated Worker Emergency Grant, those lives were given hope through humanitarian and clean-up assistance with shortterm workers who were in transition from job loss due to the hurricane.

To date, 86 workers have been placed with more than 30 businesses and organizations in the region to assist with clean up, humanitarian aid organizations and distribution, and administrative work.

Local farms were devastated by flooding from small creeks and debris carried by a wall of water from the rain, as well as mudslide damage. In many cases, FEMA assistance could not help; however, the NEG program was able to provide workers to help farmers clean up their farms.

The Appalachian Rebuild Project: Veterans Answering the Call

Ashe NCWorks staff Annette Bednosky and Thomas Barnette attend a ribbon cutting at CJ’s Market in Lansing on October 27th. CJ’s had significant hurricane-related damage and was able to open after months of repair and rebuilding.

In Yancey County, Bryant & Young Lumber Company was forced to close temporarily, laying off many of its employees. Meanwhile, in Mitchell County, Tony and Sophia, along with the Phillips family, immediately sprang into action. They opened their property to neighbors in need - offering refuge, supplies, charging stations, and rescue support - and soon after, founded the Appalachian Rebuild Project (ARP). With early assistance from Vets to Drones, the project quickly grew into a large-scale effort to repair and rebuild homes and businesses across Avery, Mitchell, and Yancey counties.

Tony had worked at Bryant & Young Lumber, and many of the early volunteers came from there as well. In November 2024, NCWorks partnered with Appalachian Rebuild Project to enroll eight (8) participants in the NDWG Disaster Recovery Employment Program – five (5) of whom were veterans: Tony P., U.S. Army (2016–2019); Noah T., U.S. Army (2017– 2021); Eli R., U.S. Army (2016–2020); James C., U.S. Marines (2018–2022); James S., U.S. Army (2017–2021); Sophia P.; Aaron A.; and Jim C. Jr. Bryant & Young Lumber continued to support recovery efforts by donating lumber and providing office space to the Appalachian Rebuild Project. The lumber company reopened in Tony P. and Sophia P. founders of ARP January 2025, welcoming three (3) participants back to work (first part-time, then full-time) at a Spruce Pine home with foundation damage from Helene. while they continued their NDWG disaster employment roles through July 2025.

Two participants, Noah and Eli, were inspired by their experience to pursue lineman training out of state, building on the skills and sense of purpose they discovered during recovery efforts. Today, all five (5) veteran participants are back to work. Sophia and Aaron will continue the work with ARP and will be paid through the 501(c). Jim C. Jr. is going to start his retirement and will work with ARP on an as-needed basis, as appropriate jobs arise.

ARP’s dedication to both community and country shines through, and NCWorks staff were grateful for the opportunity to support their journey through the disaster recovery employment program.

Success Continues for ARPA Work-Based Learning in the High Country The High Country Workforce Development Board (HCWDB) has again received additional funding from the American Rescue Plan Act (ARPA) funds to support work-based learning activities in the seven-county region.

These funds are designed to establish work-based learning opportunities targeting small – and micro-businesses (i.e., businesses with twenty-five [25] or fewer employees) to bridge the gap for business retention and expansion with funding for on-the-job training (OJT), work experience internships (WEX), and incumbent worker grant training (IWG). Emphasis is placed on historically underutilized businesses (HUB), industries significantly impacted by the COVID pandemic, or businesses located in an economically distressed Tier 1 or Tier 2 county.

• Work Experience (WEX): assists with building the future workforce that needs exposure to the working world and its requirements • On-the-Job Training (OJT): employers can be reimbursed 50% of wages while training a new employee Caden Wheeler onsite at Blue • Incumbent Worker Grant training: up to $10,000 per business of 25 employees or fewer (with Ridge Elementary School in no employer match required) to provide training to a business’s current workforce Burnsville.

To date, the HCWDB has received over $1 million in ARPA funding for work-based learning activities. Through OJT and WEX, 52 individual businesses across the region have benefited from 85 new hires who themselves have benefited from work experience and training while working. Industries include Healthcare and Social Assistance, Construction, Agriculture, Manufacturing, and Accommodation and Food Service.

Caden Wheeler is one of these successes. At 21, Caden was ready for a new direction and a career with solid opportunities close to home. With an associate degree in Applied Engineering, he had experience in manufacturing but found few openings in his field after being laid off from Advanced Super Abrasives. Looking to build a stable, hands-on career, together with Yancey NCWorks, Caden explored options in the trades, and after a few interviews that staff arranged, he was especially drawn to electrical work. Through the ARPA Small Business On-the-Job Training Program, he started with Whitson Electric on May 5, 2025. Caden completed his training on November 5, 2025, and continues to work there today. He’s thankful for the chance to learn a new skill and has found that electrical work is an excellent fit for his future!

Work-Based Learning Success with NCWorks Kenneth Blalock It’s hard for a person re-entering society after servicing a prison sentence to find an employer that will welcome them, not to mention the challenges of getting a driver’s license and necessary documents. It’s also hard for many employers to find reliable employees to fill positions. When partners and employers work together to help people the results are often wonderful.

Kenneth Blalock had been released from prison only a few days and working with Freedom Life Avery when he met with Avery NCWorks staff. He had no driver’s license or vehicle but needed a job quickly to survive. Through an NCWorks and Freedom Life partnership, Kenneth was referred to Suzannah Gittner, owner of Waightstill’s Restaurant and Tavern and The Shady Lawn Motel. Suzannah had been working with Freedom Life and NCWorks to help find staff for the new restaurant and motel located in Newland. Kenneth, who has chef experience, went for an interview at Waightstill’s. Suzannah agreed that same day to be a worksite for Kenneth through the work Kenneth at Waightstill’s experience program with NCWorks.

“Kenneth has been a lifesaver for us,” Suzannah said as several employees were out sick just as Kenneth started. Kenneth didn’t hesitate to work more than one shift until the employees recovered. Since Kenneth started his work experience, he has obtained his driver’s license and now has a car. He says he is fortunate enough to live with his family, who are very supportive of him. Kenneth stated that he is very appreciative of the services received from NCWorks, Freedom Life and grateful that Suzannah gave him a chance to obtain employment. Suzannah said she plans to hire Kenneth full time when his work experience with NCWorks ends.

Marley Cloer On November 19, 2025, the first registered apprenticeship contract was signed under the partnership of NCWorks, Mayland Community College, High Country Workforce Development Board, and the Mitchell County Economic Development Commission (EDC).

Marley Cloer had been completing an internship through the NCWorks youth program, which led the EDC to realize Marley was someone they wanted as a permanent part of their team. Mayland Community College in partnership with NCWorks and the High Country Workforce Development Board arranged for this to become reality through the NC Registered Apprenticeship Program. Marley will receive both work-based and classroom training as a marketing specialist over the next year and will receive a nationally recognized certificate of completion.

Dana Koberstein Dana Koberstein is a high school student who has held after-school and weekend jobs but was interested in learning more about a career. Based on Dana’s interests, the Mitchell County Historical Society was chosen to provide an internship opportunity for her. Through the Mitchell NCWorks Career Center, and funding through Dogwood Health Trust, Dana was placed there during the summer of 2025.

During her experience, Dana learned to apply several software applications, exercised creative graphics skills, and learned a great deal about the importance of museums and archives. She has developed knowledge and skills related to genealogical searching, Dana working with the Music History Exhibit. document preservation, creating educational displays, and interacting with the public.

She has also learned a great deal about the history and growth of her community. All of these will make a difference in her future academic and personal life. Her earnings have been saved for a student trip to Washington, DC Dana said this to say about her experience: “I thought the internship with the MCHS was very beneficial for me because it has taught me numerous skills. I have used Microsoft Word and Excel to help with inventory. I have also made numerous posters for sales and different events that MCHS has been a part of. I’ve learned about the inner workings of museums and archives, and how important they are to society. One of the most important skills I feel like I’ve learned is working with the public. I have been able to work with people on 44 multiple occasions from sales to family research. I would like to thank you for this wonderful opportunity through this grant.”
