Dear Jeff,

Thank you for the opportunity to respond to the Kaiser-San Leandro Request for Proposal. My name is John Mehigan, and I am the Senior Vice President of Investments for Regency Centers. I run the ground-up development program for our Western Region.

I have the utmost confidence that Regency is the right partner for this project. We are exceptionally focused on providing quality retail centers to the communities where we work and live. Our centers are designed using our Fresh Look® initiative, which includes three critical pillars:

Merchandising - We blend best-in-class local merchants with top national retailers in a considerate, curated, and calculated merchandising strategy.

Placemaking - The perfect retail shopping environment is a physical reflection of what makes the surrounding areas unique while providing optimal walkability and access.

Connecting - We actively engage with local communities through special events, charitable initiatives, social media best practices, and other ways that create a unique touch-point between our retailers and their shoppers.

Regency is an all-cash buyer with no financing contingency. We have built projects like this one before and have a local team ready to get to work right away. Regency understands how to be a good neighbor to a medical campus like Kaiser. We have many centers around the country where we have created a symbiotic relationship between retail and medical uses.

Nick oversees strategic planning and execution including asset management, leasing, and development for a 14 million square feet portfolio of 95 properties.

Nick joined Regency in 2005 as Manager of Investments for the upper Midwest. He became Vice President of Investments in 2007, Vice President, Regional Officer in 2008, and Senior Vice President, Senior Market Officer in 2014. Most recently, Nick served as Managing Director of Florida and the Midwest Region. He has been involved in the development and redevelopment of more than 1 million square feet of retail. Nick was recognized with Regency Centers’ highest honor, The Martin E. Stein, Sr. Award in 2013, recognizing his business acumen and ethical standards.

Before Regency, Nick was a retail broker with Mid-America Real Estate Group, handling tenant representation and shopping center leasing throughout the Chicago metropolitan area.

Nick received his Bachelor of Business Administration from The University of Notre Dame and is an avid fan of the Fighting Irish football team. Nick enjoys spending time with his family, as well as traveling and playing golf.

Los Angeles Office

John oversees Regency’s investments platform for the entire state of California, responsible for all development activity and major redevelopments throughout the state.

John has 20 years of experience in retail, commercial real estate. John began his career for CB Commercial as a retail broker focusing on ground-up development. He subsequently worked as a Senior Development Manager for Panattoni Development in Orange County.

Previously at Regency, John held the title of VP Investments where he ran the development team for Southern California. In 2014 he completed the Juanita Tate Marketplace, a 90,000 SF center in south LA anchored by Northgate Market and CVS Pharmacy. In 2016 John delivered The Village at La Floresta in Brea, an 87,000 SF boutique neighborhood center anchored by Whole Foods. He recently completed The Village at Tustin Legacy in Tustin, a 20-acre community center anchored by Hoag Hospital, Stater Brothers, CVS Pharmacy, and HealthSouth.

John earned his Bachelor of Science and an MBA from the University of Southern California in Los Angeles. In his spare time, John enjoys spending time with his wife and three children.

Doug oversees the leasing, operations, development, and acquisitions in Northern California.

Doug joined Regency in 1999 as Vice President, Regional Officer through the merger with Pacific Retail Trust. He was appointed to Senior Vice President of Operations in 2007 before taking the title of Senior Market Officer in 2009.

Previously, Doug worked with CBRE Group, representing national and regional retailers in their site selection throughout Northern California, as well as representing landlords in lease negotiations.

Doug earned his Bachelor of Science in business administration from Saint Mary’s College of California in Moraga, CA. He is an active member of the International Council of Shopping Centers.

Doug enjoys sporting events with his wife and three children and coaching his kids’ sports teams.

Steve is responsible for overseeing and managing the development activities in the California geographic region.

Steve provides advice, technical advice, and expertise on proposed projects while supervising and leading a team of construction professionals. He has been in the commercial real estate industry for over 30 years. His focus has been on development and construction areas and has managed over 10 million square feet of retail projects.

Previously Steve held similar positions with Seritage Growth Properties and CIM Group.

Steve earned his Bachelor’s degree from UCLA. He enjoys time with his wife and two adult sons, traveling, and the occasional car show.

Todd is responsible for the day-to-day management of construction and development projects in the Northern California / Bay Area Region.

Todd provides direction and oversight to the A/E and Construction Teams; and is directly involved with the projects from pre-development through the completion of construction.

Todd joined Regency Centers in 2021 as the Sr. Project Manager and brings 30 years of retail / commercial development experience. Previously, Todd was the Director of Construction, Western Region at Kimco Realty and Project Director, Associate with MBH Architects.

Todd studied Architecture at the University of Oregon. He is an active member of ICSC, past committee member of ICSC CenterBuild. He has a passion for travel, photography and food.

Dave oversees the underwriting and operational analysis, reporting and forecasting teams for the Central region in the U.S.

Dave joined Regency’s Due Diligence group in 1996 and moved to Vice President of Investments in 2005. Dave joined Wells Fargo as Vice President of Commercial Real Estate Owned (REO) in 2007 and rejoined Regency in 2013 under his current position.

Dave graduated from Florida State University with a Bachelors of Science in Accounting. Before working at Regency, Dave worked with KPMG’s audit department in Jacksonville.

Dave has lived in Jacksonville since graduating from college and has been married for 25 years with three beautiful children. For the past ten years, he and his wife have owned and managed the Irish pub Fionn MacCools, located in Ponte Vedra.

Cooper Mayer Development Associate Los Angeles Office

Cooper Mayer is a development associate in Regency’s Los Angeles office.

Cooper started at Regency in October of 2022 where he currently assists the investments team. Before Regency, he worked as an Asset Management Analyst for a multifamily firm. He was responsible for operational and financial optimization through financial analysis for a portfolio of 13 multifamily properties across the nation.

Cooper holds a Bachelor of Science in Real Estate Development from the Price School of Public Policy at the University of Southern California where he graduated in 2021.

Gary Fields

Gary is a real estate professional for a dynamic portfolio of regional shopping centers and some office properties located throughout the Western United States, overseeing the property management discipline.

As Regency’s Vice President of property operations for the West Coast, Gary joined the company in 2010.

Prior to Regency, he worked for the 2nd largest mall developer in the US, General Growth Properties where he managed malls in various states across the West Coast. Gary earned his bachelors of science degree from the University of Missouri Columbia and is a member of ICSC and has several industry designations such as CRRP (Certified Retail Real Estate Professional) and CRX (Certified Retail Executive)

Gary lives in the Bay Area with his wife of 17 years, Mandy and two young sons. In his spare time he enjoys traveling with is family, dining at new restaurants and coaching his two sons sports teams.

Jenny oversees the leasing transactions for 22 Northern California shopping centers totaling 2.8 million square feet.

Jenny joined Regency in 1999 as a result of the merger with Pacific Retail Trust. She has held positions at the corporate office in Jacksonville, Florida in the lease administration, property accounting, and marketing departments. In 2007, Jenny accepted a leasing position to work on several new developments throughout the Bay Area and Central Valley.

Jenny earned her Bachelor’s degree in Business Administration and Economics from Flagler College in St. Augustine, Florida, and her Masters of Business Administration from University of North Florida.

Jenny and her husband live in Napa, enjoy traveling, entertaining, hiking and paddle boarding. They are actively involved with the Community Action Napa Valley Food Bank and Boys and Girls Club of Napa Valley.

Project Management Design and Construction

Regency’s in-house development team includes entitlement experts, construction management professionals, leasing, legal, and financial services. John Mehigan will be your primary point of contact throughout the project, with Steve Felderman managing the project through construction. The Regency team will use project management tools and standard means of communication throughout the project to ensure transparency, efficiency, and speed.

We will hire a best-in-class architecture firm to design the project and a reputable and fully bonded general contractor to build it.

Description of Proposed Project

1. Describe key elements of the proposed Project.

Regency Centers’ goal is to build a best-in-class destination that serves the needs of the local community, the patients of Kaiser Permanente, and their families, along with the employees of the facilities. When completed, it will feel like a natural extension of the Kaiser campus and experience while providing unique amenities and services from a dedicated team of long-term owners and operators.

2. Describe the manner in which the proposed Project will benefit Kaiser, the San Leandro community and other stakeholders.

Our Vision Statement is “To elevate quality of life as an integral thread in the fabric of our communities.” This doesn’t just apply to merchandising and includes industry-leading environmental initiatives, as well as some of the nation’s strongest partnerships with groups like The United Way. Kaiser’s own vision “extends to the neighborhoods in which we live, the communities we serve, and the planet we call home.” It is our firm belief that Regency Centers and Kaiser Permanente share an important understanding of our responsibilities. We seek mutual enhancement by harmonizing our joint expertise in key areas. Regency properties are culturally reflective retail environments that generate long-term economic health and opportunity. They provide careers for those seeking employment and comfort as a “second place” to our customers. Our goals are shared, and our differences are the perfect match to further that vision.

3. Description of your team’s “Value Proposition” and unique expertise your team brings to this proposed Project.

Our expertise is retail and essential services. The design and structure of the proposed project insulate it from market disruptors, bolstering the economic health of the location, our merchants, and their surroundings. Health & Wellness is also a key element to our company’s strategic plan moving forward, developed from decades of experience and anticipating customer needs. We come with a unique perspective on how we can best partner with an organization like Kaiser and how meaningful that relationship will continue to be in the future. Our model also provides a direct path to success with flexibility not found elsewhere. Regency is self-funded and community-focused, which creates tailwinds through even the most difficult of hurdles—economic or otherwise.

4. Describe how your team will bring a high level of creativity to this proposed Project.

In 2013, Regency Centers took a Fresh Look at how we approach our development opportunities. We now combine Placemaking, Merchandising, and Connecting formulas to create a unique destination in each market. Murals, art installations, architecture, historic emplacements, first-to-market concepts, and cutting-edge sustainability efforts are only a few examples of being imaginative with the touchpoint between property and person. We take the same approach to our problem-solving. Not every obstacle is a nail, so we can’t always be hammers. As long-term owners and operators, we require out-of-the-box thinking to provide new solutions in an ever-changing environment. This reinforces the importance of our team’s diverse backgrounds and skill sets. During COVID, we met with every tenant in our portfolio to understand their needs. We developed customized solutions and discovered new ways to help them reach their customers in a period where we had to become “touchless.” In other circumstances, we find the right residential or office partners to build the best-use project for the neighborhood. Whatever the need for San Leandro, we welcome the opportunity to address it creatively and considerately.

5. Provide your ideas for Kaiser’s use of the site and your proposed use of the site.

This property will provide a holistic value for both employees and patients of the Kaiser facilities. Healthcare requires great sacrifice from those that are in need, and the more comfort and ease we can provide, the better. Whole person health requires a balance, and it is our sincerest hope that our unique skill sets make the treatment and responsibilities of Kaiser’s operations that much better. At our core, we are service providers, and who better to serve than those who perform such necessary care in our communities? As long-term owners, we work to ensure that this property stays safe, inclusive, and a draw for not just the needs of the Kaiser campus but for the area at-large.

6. Describe how the proposed Project will further Kaiser’s objectives and goals.

Regency has a long history of successful multi-use properties, both from a management and development side. We will make this property feel like an organic connection to its surroundings and create economic benefits for both municipalities and job seekers. It is an essential element of our work and is highlighted in our Corporate Responsibility Reports. We seek to build a clear physical reflection of the culture and lifestyles that surround them. There is a deep appreciation and respect for our neighbors and surroundings, and we look to pay that back at every turn. Our merchandising mix will address the market gaps in essential services and exciting retail. Leasing will focus on dynamic operators that not only serve as a draw to the surrounding area but also as a complement to the ethos embedded into the heart of Kaiser’s mission. Creative art and placemaking will proliferate the message that this is a welcoming and inclusive environment for people of all backgrounds and abilities. Regency will provide an on-site transit hub for patients and employees to access shuttles to local BART stations. Best-in-class architects and designers will ensure its respect for local aesthetics. Finally, our award-winning marketing team will find the best opportunities to connect with our communities and turn this property into a place.

Partnerships

Regency has had experience across our entire portfolio with medical operations of all sizes. They range from independent dental and pediatric offices to neighboring properties with largescale medical facilities. As stated before, we understand our centers are integral threads of their neighborhoods and how our merchant mix complements the community. We are leaders in our class in using geospatial data to monitor, study, and research cross-shopping and traffic patterns to ensure that our efforts are complementary enhancements.

At The Village of Tustin Legacy in Tustin, CA, we designed and zoned the project from the ground up to include Hoag Medical Group’s market-first facility. This was a site purchased from the city, who was looking to find the highest and best use for the area. Our architects and project management teams fully incorporated their campus into our design, which included a Hoag Hospital Medical Office and a Skilled Nursing Facility operated by HealthSouth. In keeping with our Fresh Look initiative, we also made certain that our leasing efforts reflected the use of the community in tandem with the provided services of the medical amenities.

Newland Center, in Huntington Beach, was another working partnership with Hoag, but in a slightly different manner. Hoag already possessed a large medical campus adjacent to our retail location. Together, we decided to perform simultaneous redevelopments so that the complementary elements of our individual expertise could find even greater resonance. Our merchandising mix was adjusted to reflect the goals of Hoag’s facility and incorporated similar placemaking aesthetics to extend the link between our unique offerings.

In the Northeast, at our current ground-up development— Glenwood Green—Regency and Rendina Healthcare Real Estate worked together for years to bring a 72,000 SF facility to life as the junior anchor to a new 135,000 SF Target concept and ShopRite grocery anchor. As Target’s first ground-up development post-COVID, Glenwood Green is a continued example of the harmony medical, grocery, and soft goods uses are finding within their surrounding communities. Our efforts in placemaking and merchandising are intentionally designed to serve people waiting for an appointment, receiving treatment, or visiting with family. This included dynamic retail and restaurants, green spaces, and other dwell-time amenities unique to the project.

Jacksonville, FL, is home to a Whole Foods Market-anchored center called Mandarin Landing. When a co-anchor went dark, we saw an opportunity to enhance the entire center by bringing in a healthcare partner in Baptist Medical. This sparked a total redevelopment effort centered around healthy living, not only with the co-tenancy of Whole Foods Market but through a newly envisioned and unified merchandising strategy. Like Newland Center, on the other side of the country, this project highlights creative solutions around a powerful relationship. One that we are confident will be a success in the future.

Operations Plan and Revenue Generation Opportunities

Our operations plan is uncomplicated and direct. Once the project is complete, this site will join our family of 400+ properties, including 69 in California and 29 in Northern California. Led by Doug Shaffer, the center will be directly managed and maintained by our dedicated asset team; whose combined experience is unparalleled in the market.

The merchandising plan will be custom-tailored to the existing use of Kaiser’s facility, the surrounding community, and the future health of the center. Our sustainability department will look for new and creative ways to reduce environmental impact and responsibly manage resources. Marketing and Communications will ensure it stays connected to the lifestyles that call it theirs. Our team will tirelessly demonstrate the importance of this location and combined use type to all stakeholders.

Revenue generation is baked into every fiber of our project’s DNA. This project will create hundreds of new jobs and career opportunities, hundreds of thousands of dollars for the city of San Leandro, and also serve as an extension of Regency’s own community giving practices. Our open-air model and retail expertise make our project unique in its resilience to market disruptors and bolster economic stability even through events like the COVID pandemic. The fact that we are self-funded, all cash buyers and builders, means certainty and simplicity with the financial structure from the start and a stronger focus on value-add for the future.
