Iabsolutely adore the rejuvenating spirit of spring. The warmer weather brings vibrant bursts of colour as flowers and trees bloom, and I can’t get enough. During the preparation of this issue, we welcomed our third daughter into the world. Her big sisters, my husband and I are so in love with her! I want to thank my amazing team at Refined for pulling together too while I transitioned to life with a family of five.

NAVIGATING THE WORLD OF REAL

ESTATE AND TAXES

When it comes to buying real estate, whether as an individual or through a corporation, there are many things to weigh, especially from a tax perspective. Whether you’re new to real estate investments or not, it is crucial to understand the implications of each avenue.

Business vs. personal

Opting to buy real estate within a corporation may seem like a good idea at first glance. However, income generated from these properties is typically taxed at a rate exceeding 50 per cent. While strategic tax planning can mitigate some of this, the overall tax burden is likely to remain higher compared to personal ownership.

On the other hand, buying real estate personally subjects the individual to personal tax rates, which can reach a maximum of 47.5 per cent. This avenue provides more control over tax planning strategies and may result in lower tax liabilities compared to corporate ownership.

What about the kids

Another often-overlooked aspect is the addition of children to property titles, bank accounts, RRSPs, or other assets. While this may avoid probate on death, it can create complexities in cash flow and

tax matters for the estate. For instance, the Canada Revenue Agency (CRA) views adding children to real estate titles as a land disposition. Failing to disclose this on personal tax returns could lead to unforeseen tax consequences.

There are also recent changes in reporting requirements that impact assets held in trust, known as Bare trusts. Initially, the first filing deadline for Bare Trusts was set for the 2023 tax year, due on April 2, 2024. However, just days before the deadline, the CRA announced exemptions for Bare Trusts for the 2023 tax year. Looking ahead, it is expected that the first filing year for Bare Trusts will be for 2024, with a deadline of March 31, 2025.

Plan carefully

Staying informed about these issues is important when considering real estate investments. By carefully weighing the benefits and drawbacks of personal versus corporate ownership, you can make informed decisions that work with your financial goals and tax strategies.

And of course, always get advice from a qualified professional familiar with your situation and needs.

Barber Motors traces its roots back to 1949 when Mal Barber's grandfather, Cecil, founded the dealership. Presented with the choice between Moose Jaw and Weyburn for a GM dealership, Cecil's visit to Weyburn solidified his decision. Ron, Mal's father, joined the business after returning from Mount Royal College in Calgary. Together with his parents Cecil and Myrtle, Ron and his wife June settled in Weyburn to run the dealership and raise their family.

Taking over from Cecil in 1965, Ron led the business through challenging times in the 1970s until his retirement in 1992. Mal and Delaine, the third generation, ventured to the West Coast after graduating from the University of Regina. In 1976, Ron invited Mal back to help with the family business. Eager to contribute

more than commuting in traffic, Mal returned to Weyburn with Delaine to raise their family.

Working alongside his father, Mal absorbed valuable lessons about the automotive business which he has now passed on to Andy. Ron's love for Weyburn and its people was evident through his involvement in various community roles, from coaching sports to serving as Mayor in the early 1990s.

After finishing school in Toronto, Andy wanted to make Weyburn his permanent home in 2006. In 2014, Mal decided to take a step back and Andy became the leader at Barber Motors—the fourth generation in the family business. Andy and his wife, Rhea, are very active in the community, where they raise their 4 daughters.

Art makes Weyburn a better place to live

Art is something many of us take for granted even though it surrounds us every day.

Art is more than paint on a canvas—it is everywhere. It’s on the walls of our homes, our schools and our offices. It’s in the decor of our homes and on the clothes we wear. It’s on the radio, television and our favourite streaming services. In fact, it’s in the magazine you’re reading right now— an artist created this book to be not only informative but eyecatching and engaging.

Art is part of our lives. It’s like a colourful glue that holds our communities together. It’s not just about fun—it’s about making our neighbourhoods better places to live.

Art is a language everyone can understand, no matter where we’re from. It helps us feel what others feel, whether it’s through a picture, a song, or a story. Art makes us think in new ways and come up with cool ideas to solve problems.

It also helps local businesses and brings visitors to our towns. Art gives a voice to everyone, showing that we’re all unique and important.

So, art isn’t just something nice to have around. It’s essential for our communities to grow and thrive. It makes us happier, smarter, and more connected to each other.

Meet some of the organizations and people that cultivate art and make Weyburn a more beautiful and interesting place to live

WEYBURN ARTS COUNCIL

The Weyburn Arts Council could rightly be considered the central force of art in

the community. It was Weyburn’s own Tommy Douglas that was instrumental in the creation of the Saskatchewan Arts Council in 1948—the second arts council in the world after the British Arts Council. Then-Premier Douglas said “the people of the Prairies are hungry … for things of the mind and the spirit: good music, literature, paintings and folk songs.” He was not wrong.

In 1964, Weyburn established the first arts council in the province. Today, the Weyburn Arts Council is funded by grants, fees and donations and managed by an executive director and an active board of community members passionate about the arts. The Council acts as an advisory board for the City of Weyburn’s galleries and the City’s permanent art collection. They also produce the Gifted Summer Art Market, the James Weir People's Choice Reception and Winners, Culture Days and many more art-related events.

The Council is celebrating 60 years in 2024 - and what a remarkable 60 years it has been!

WEYBURN CONCERT SERIES

For many years, the Weyburn area enjoyed a very successful performance series known as “Overture.” The local Quota Club was the driver of that annual series until 1967 when a group of concerned citizens assumed the helm ensuring its continuance until 1974. Then, the Exemplar Chapter, Beta Sigma Phi, took over to ensure performing arts remained alive and well in Weyburn. At the time, “Overture” was a season ticket only series with no advance or at the door ticket sales. The Beta ladies recognized that in order for growth, things needed to change.

In 1976 Weyburn Concert Series was born. For some 40 years the Beta volunteers worked closely with

Organization Of Saskatchewan Arts Councils (OSAC), bringing in quality performances. Entertainment and education to the audiences were critical criteria for the new face of the performing arts. Some 240 plus performances were hosted in the city during that time.

In 2013, the Comprehensive High School construction was complete and the city of Weyburn finally had a proper performance facility! The Cugnet Centre primarily serves as a school gym but after school hours it is a multipurpose facility for use in our city.

The Beta Chapter retired in May 2014 but the Weyburn Concert Series (WCS) continues to thrive. First under the skillful leadership of Lynn Kot, and now led by president Linda Aitken. WCS has a wonderful group of dedicated volunteers who, teamed together, continue the tradition of professional live performances in Weyburn.

COLLABARTIVE STUDIOS

Launched in 2022 by owners Malia Brackpool and Krystal Glowatski, this vibrant creative studio space has brought art to the people of Weyburn in a brand new way. George Canyon

George Canyon became one of Canada’s hottest Country Music stars in the early 2000s and has won countless accolades and awards, including Juno Awards, CCMA Awards, and ECMA Awards to name a few. He has been inducted into the Nova Scotia Country Music Hall of Fame, recorded 12 albums, and was presented a certified Platinum Award for his debut album ‘One Good Friend’. With country iconic hits like Just Like You, I Believe in Angels, Drinkin’ Thinkin’, Daughters of the Sun, I Got This, I Want You To Live, Slow Dance, and many,

many more, he is also a highly regarded humanitarian, strong supporter of the military, and, most important, a proud father and devoted husband.

Canyon’s tireless work as spokesperson for the Juvenile Diabetes Research Foundation (JDRF) and his ongoing support for Canada’s Armed Forces has earned him much National and International recognition. Among them, he was honored with the Humanitarian Award by the Canadian Country Music Association, the Queen's Diamond Jubilee Medal, and was also made

the first ever Colonel Commandant of the Royal Canadian Air Cadets by the Honourable Peter MacKay, former Minister of National Defense.

Outside of his music and charitable work, many people might also recognize George for his numerous roles on the big screen. From Charlie Wells in the hit television show Heartland and the head forest ranger in Trailer Park Boys, to Bull Shelton in the Hallmark Channel’s highest-rated original Christmas movie One Starry Christmas. George also guest starred on stage in the musical production of Grease in 2018 at the Winter Garden Theatre in Toronto.

Among his many identities, Canyon is also a proud Canadian and huge hockey fan, and roots for his team, the Calgary Flames, for which he sings the national anthem during home games.

George released his new memoir on November 8th, 2022 with Simon & Schuster Canada, titled My Country, a heartfelt and candid memoir charting his humble beginnings in rural Nova Scotia, the hard-won success he found under the bright lights of Nashville, Tennessee, and the life lessons learned on and off the road that ultimately led him home. His latest single, sharing the same title, is available now on all streaming platforms.

on the packtrail and reflecting on an environment in crisis, a performance by The Wardens has been dubbed “the quintessential mountain-culture concert experience.”

Following the 2021 release of their third full-length album Sold Out at the Ironwood, band member Ray Schmidt was nominated Traditional Singer of the Year by the Canadian Folk Music Awards. The band has also received numerous regional nominations including 2022 Touring Artist of the Year by the BC Touring Council and Album of the Year by Country Music Alberta.

The band has performed widely across western Canada and in the US from Alaska to California. They’ve shared the stage with Blue Rodeo, Pharis & Jason Romero and Ian Tyson and performed at Folk Alliance International, Canmore Folk Festival’s main stage and for a royal audience in Edmonton, Alta.

The LB Liquor Store started as an idea among friends that has become a reality, thanks to Brandon Geerts and his devoted investor group of friends and family. Named after a cheeky Saskatchewan nickname for liquor stores of the past, it’s quickly become the place to get ‘into the spirit’ of things in Weyburn.

The journey of The LB Liquor Store began with a unique opportunity. When

the Saskatchewan Liquor and Gaming Authority closed its remaining liquor stores, licenses to operate private stores became available. Sensing a chance to create something special, Brandon and his team seized the moment. In June 2023, their vision came to life with the opening of their first store in Estevan, followed by an expansion to Weyburn in October. Now, with a third location open in Regina, The LB Liquor Store is spreading its wings across the province. “It’s been a great adventure creating The

LB from the ground up,” says Brandon. “The support has been incredible.”

MORTGAGE ADVICE made simple

Are you worried about today’s high mortgage rates? Let’s break it down for you.

Right now, rates are a bit higher than during the pandemic but not as high as they used to be—like when we saw rate spikes of up to 18 per cent. While we don’t expect to see those extremely low rates during Covid again in our lifetimes, rates will most likely settle in the 3 to 4 per cent range which we are not far off from right now. At RBC, we have some excellent promotions going on including a great 3- and 4-year fixed rate special which is terrific for the clients that are looking for a shorter term. Looking ahead, the Bank of Canada has projected prime decreases late in 2024 which is also good news for our rate environment. All in all, we do see a positive trend in our rate environment.

Get down to it

Some people think only first-time home buyers can put down 5 per cent as a down payment. That’s not true. There are two main types of mortgages: ones where you put less than 20 per cent down and ones where you put 20 per cent or more down. Anyone can get either of these mortgages. This is why it is important to speak to a mortgage lender to get advice on which type of mortgage is best for you.

New to the market

Here are some tips for first-time home buyers:

1) Get a pre-approval: This tells you how much you can spend and locks in your rate. With homes moving so quickly you want to be ready to put in an offer quickly. A pre-approval does this for you!

2) Know all the costs: Think about not just buying the house but also things like taxes and home insurance.

3) Figure out your down payment: How much are you putting down and where is the money coming from?

4) Ask lots of questions: This is a big purchase, so make sure you understand everything. No question is a bad question!

Enhancing soil health and sustainability

Carbon plays a big role in enhancing soil health through various mechanisms.

Carbon serves as a crucial component of organic matter, contributing to soil structure, stability, and fertility. Organic matter, rich in carbon, acts as a reservoir for essential nutrients, water, and microbial life, promoting soil aggregation and stability. This enhances soil porosity, allowing for better air and water movement, crucial for root growth and nutrient uptake by plants.

Furthermore, carbon supports microbial activity within the soil. Soil microorganisms, such as bacteria and fungi utilize carbon as an energy source

for their metabolic processes. These microbes play vital roles in nutrient cycling, decomposition of organic matter, and suppression of soil-borne diseases. As carbon-rich organic matter decomposes, it releases nutrients in forms that are readily available for plant uptake, thus supporting plant growth and productivity.

Carbon sequestration in soil helps remove carbon dioxide from the atmosphere. Plants absorb atmospheric carbon dioxide through photosynthesis and transfer a portion of it to the soil through root exudates and decomposition of plant residues. In most situations we are able to run bloodwork in the clinic with results within a day and can be done during any routine appointment. PAHC is invested in technology and has specialized microscopes that can send samples of blood, cells from lumps and fluids to a board-certified specialist without having to send samples out of the office.

Imaging can be an important diagnostic tool when dealing with respiratory illness, lameness and sometimes soft tissue issues like internal masses or when our pets eat objects they shouldn’t have. Radiology imaging has advanced significantly in the past 20 years from the days of having to develop film x-rays in a dark room to today where we see our digital radiographs in seconds. This allows for better images and an easier experience for your pet. Technology also allows us to send radiographs to specialists when dealing with advanced cases. Did you know that MRIs and CT scans are available for pets but do need to be referred to specialty centers in the province?

Laser therapy has become more readily available throughout the province including right here at PAHC. Laser therapy has many indications and is painless and quick to administer. Laser therapy can reduce inflammation used for arthritis, injuries, after surgery, inflammation from ear infections, skin wounds and many other conditions. Laser therapy uses photobiomodulation to target damaged cells and helps them regenerate faster. Sessions are short, safe, effective and non-invasive. We can use it in our dog, cat and horse patients.

A vital contributor to the economy SASKATCHEWAN’S OIL AND GAS PRODUCTION

As we get ready to welcome the Oil Show and its attendees to Weyburn once again for another great event, we thought we should take a look at how oil and gas supports Weyburn, the southeast, the province and the country.

Saskatchewan stands as a powerhouse in Canada’s oil and gas industry. Ranking as the second largest oil producer in the country (behind Alberta) and sixth in North America, the province has cemented its position as a key player in the energy sector. In 2021 alone, Saskatchewan produced 444,200 barrels per day in oil production, with much of it finding its way to the United States, highlighting its significance in North America’s energy landscape.

One of the driving forces behind Saskatchewan’s oil sector is its estimated reserves of nearly 1.2 billion barrels, coupled with refining and upgrading capacity. The province has an extensive network of pipelines, moving resources to markets far and wide. At the heart of Saskatchewan’s oil production lies the Bakken Formation,

a substantial oil play that spans across the region, adding value to the province’s energy portfolio.

Beyond the numbers, Saskatchewan’s oil and gas industry plays a major role in our economy, supporting approximately 30,000 direct and indirect jobs. These jobs not only provide livelihoods for many residents but also contribute significantly to the provincial Gross Domestic Product (GDP). In 2022, the GDP for Oil and Gas Extraction and related Support Activities accounted for 9.3 per cent, illustrating the industry’s economic impact.

Plus, the mining, quarrying, and oil and gas extraction sector, particularly in the southeast, serves as a crucial economic pillar. Statistics Canada reported in December 2023 that the average weekly wage for individuals employed in resource extraction industries stands at $2,217.78, showing the industry’s role in providing stable, good jobs for local people.

Saskatchewan’s oil and gas production is not merely about barrels and pipelines. It’s also an important part of the province’s economic vitality and resilience. As one of Canada’s leading producers, Saskatchewan continues to fuel industries, economies, and communities, solidifying its position as a cornerstone of the nation’s energy sector.

GET AHEAD WITH A PLAN

A look back and a look forward

The two biggest struggles I saw in 2023 for business were inflation and a lack of employees. I have seen many organizations here go from three to five employees, to one. It happened to me, too. Because of this, planning has become essential to success. I have been working with my clients to have a better plan. Here are three things to think about in 2024: time, people and money.

WATCH YOUR TIME

For some businesses, like restaurants and stores, the solution has been closing on slow days and focusing on the times when customers are ready to buy. We are no longer a seven-day a week community, so it’s time to do business accordingly. Focus on what you know best and do best and that makes money. Be careful so you’re not using your limited resources and exhausting yourself with things not meant for you.

PEOPLE MATTER

Another trend that keeps coming up is the use of staffing agencies and

headhunters. I unfortunately have not heard of one successful story—and it is costly. Try looking for employees on LinkedIn and Facebook. It’s the new way of doing business.

MONEY, MONEY, MONEY

I am also hearing a lot about the cost of everything—fuel, inputs, construction material, food and more. One of my clients said to me “I wish someone had taught me about business and about raising your rates.” They had not raised their rates in six years and when they tried to even it out this year, they were met with resistance. It is mportant to increase your rates one to two per cent per year to keep pace with inflation. When giving out estimates, give them a time limit because costs can jump dramatically fast.

Finally, make sure you’re actually getting paid. I have had to write off thousands of dollars in years past. Be careful dealing with clients by taking deposits and interim payments etc. If you have a signed contract or proof of services rendered, it is fairly easy to file in small claims court or have a lawyer

prepare a demand letter. Try not to spend a pile of money trying to collect money as it all becomes a cost. Sometimes the best remedy is to move on and spend your energy finding new work.
