Reflexiones sobre la Política Exterior: Desafíos y Prioridades Reflecting on Foreign Policy: Challenges and Priorities

Queridos lectores, en abril de 2006 tuve la oportunidad de publicar mi primer artículo en estas páginas de FOROSEM. Desde entonces, he recibido numerosos correos y llamadas en los que me solicitan intercambiar ideas, ampliar contenidos o debatir diversos puntos relacionados con mi artículo. Estas consultas provienen tanto de colegas consulares como de estudiantes, investigadores y periodistas interesados en los asuntos consulares. También recibí consultas de aquellos que aspiran a formar parte de nuestro Servicio. Aunque con menor frecuencia, estas consultas y debates siguen llegando, lo cual me anima a seguir escribiendo en estas páginas que ahora son conocidas por mis compañeros del SEM.

Uno de los temas que más llamó la atención de los lectores fue la Política Exterior hacia el Interior. Por lo tanto, en este texto intentaré explicar de manera más clara mi posición al respecto.

Dear readers, in April 2006, I had the opportunity to publish my first article on these pages of FOROSEM. Since then, I have received numerous emails and calls in which I am requested to exchange ideas, expand on content, or debate various points related to my article. These inquiries come from both consular colleagues and students, researchers, and journalists interested in consular affairs. I have also received inquiries from those aspiring to be part of our service. Although less frequently, these inquiries and debates continue to arrive, which encourages me to keep writing on these pages that are now known by my SEM colleagues.

One of the topics that most caught the attention of readers was the Foreign Policy towards the Interior. Therefore, in this text, I will attempt to explain my position on it more clearly.

En los últimos tiempos, nuestra Política Exterior ha perdido influencia en el ámbito internacional. Reconquistar ese espacio requerirá un arduo trabajo, ya que implica reconstruir una imagen de integridad y lealtad hacia nuestro país, hacia América Latina y hacia el mundo globalizado. Debemos recuperar la credibilidad y tomar posicionamientos predecibles basados en principios éticos claros, sin ambigüedades ni dobles intenciones. Necesitamos una política exterior que promueva la unidad regional como forma de fortalecer nuestra posición y bloquear la vulnerabilidad. Sin embargo, esta tarea será cuesta arriba, ya que competimos con intereses políticos y económicos que han ganado terreno y condicionan las decisiones de algunos líderes que se acomodan por intereses momentáneos.

In recent times, our Foreign Policy has lost influence in the international arena. Reclaiming that space will require arduous work as it involves rebuilding an image of integrity and loyalty towards our country, towards Latin America, and towards the globalized world. We must regain credibility and take predictable positions based on clear ethical principles, without ambiguities or hidden intentions. We need a foreign policy that promotes regional unity as a way to strengthen our position and block vulnerability. However, this task will be an uphill battle as we compete with political and economic interests that have gained ground and condition the decisions of some leaders who accommodate themselves for momentary interests.

Para facilitar esta tarea, necesitamos desarrollar una nueva estrategia que refuerce el concepto de Nación y promueva el arraigo a nuestras tradiciones y valores.

Por lo tanto, debemos priorizar la negociación y buscar el consenso con los actores políticos involucrados en la toma de decisiones. Debemos comunicar claramente las razones de nuestras decisiones, asegurándonos de que la ciudadanía entienda que se toman en respeto a la soberanía, fundamentadas en el derecho y en defensa del interés común de los mexicanos. La Política Exterior es una facultad y responsabilidad del Poder Ejecutivo, por lo que debemos asegurarnos de que nuestras instituciones respalden y apoyen nuestras políticas.

To facilitate this task, we need to develop a new strategy that reinforces the concept of the nation and promotes a deep-rooted attachment to our traditions and values.

Having solid support for our Foreign Policy is essential. This support will be found primarily within the state itself. Therefore, we must prioritize negotiation and seek consensus with the political actors involved in decision-making. We must clearly communicate the reasons for our decisions, ensuring that the citizenry understands that they are made with respect for sovereignty, based on law, and in defense of the common interests of Mexicans. Foreign Policy is a faculty and responsibility of the Executive Power, so we must ensure that our institutions endorse and support our policies.

En el ámbito consular, la necesidad de llevar la política exterior hacia el interior es imperativa. Aquí la estrategia difiere en gran medida de la política en general. El punto de partida es establecer objetivos claros y trazar caminos viables para alcanzarlos. El documento único que identifica a los mexicanos puede ser la base de una nueva unidad administrativa, jurídica y civil. Muchos de nuestros compatriotas en el extranjero enfrentan dificultades por no poder identificarse adecuadamente. Por lo tanto, nuestra prioridad debe ser proteger los intereses de México y los mexicanos. La clave está en encontrar los caminos viables para hacer de esta frase una realidad.

In the consular realm, the need to bring foreign policy inward is imperative. Here, the strategy differs significantly from general policy. The starting point is to establish clear objectives and chart viable paths to achieve them. The unique document that identifies Mexicans can be the basis for a new administrative, legal, and civil unity. Many of our compatriots abroad face difficulties in adequately identifying themselves. Therefore, our priority must be to protect the interests of Mexico and Mexicans.The key lies in finding viable paths to make this phrase a reality.
