The Redding Rancheria holds in highest regard its Tribal Elders, especially the seventeen Tribal Elders we call our Original Distributees.

A congressional act terminated the Redding Rancheria as a reservation in 1959 and ordered the distribution of it assets. Some of these assets included the reservations land; this land was divided between the reservation’s seventeen adult Native Americans living on the reservation at the time.

These seventeen individuals are now referred to as the Original Distributees of the Redding Rancheria.

Over the years, many of our Original Distributees have passed on, but we still honor and recognize each and every one of them.

The Redding Rancheria logo was created to represent the Pit River, Yana and Wintu Tribes which are aboriginal to Shasta County, California.

The center of the logo represents the center of each tribe’s country with their traditional food sources of salmon and acorns, their water source and Mount Shasta, which is sacred to all three tribes.

Each of the feathers represents an original distributee that was still living at the time the logo was designed. These elders were: Carole Timmons, Art Hayward, Mildred Rhoades, Betty Benner, Dorothy Dominguez, Amy Burns and Barbara Murphy.

Vision Statement Redding Rancheria is a sovereign nation where pride in tribal culture, history and identity is evident internally and in the larger community. We are a leader in the development of our people within our traditional homelands.

The strength of our Tribe lies in honoring our elders, building healthy families and promoting selfreliance in our members. Tribal History

In 1922 the Bureau of Indian Affairs purchased the land that is now considered the Redding Rancheria. The purchase was made to provide a place for homeless Indians to camp and live and that is what this land became for many Indians in Shasta and Trinity Counties. Our Rancheria was unique as it included Indians not just from one Tribe, but Indians of Pit River, Wintu and Yana descent.

Prior to the government purchasing the land for Indian homes, many Indians The late Tribal Elder, Art Hayward, gathered in the area to fish for salmon in Clear Creek. Life on the reservation looks on as his property is prepared for the future site of the Casino was communal. People looked after one another’s children, planted gardens and carried buckets of water from nearby Clear Creek’s natural springs. Indians on the Rancheria lived a selfsufficient lifestyle.

The history of the treatment of Indians in California is tragic. As recently as 1958, the California Rancheria Act expressed Congress’ intent to eradicate the cultural identity of Indians. In the era of termination, Congress unilaterally extinguished the special status and rights of tribes. The Redding Rancheria was terminated by an act of Congress on July 6, 1959.

This act set forth the distribution of assets of the Rancheria. The Rancheria was no longer recognized by the government and the people residing on the Rancheria were no longer considered Indians. As the years progressed, the Rancheria was parceled off and sold to Indians and non-Indians alike. In spite of this, those living on the Rancheria continued their communal traditions and operated a traditional Tribal Council. As part of the California Rancheria Act, the Bureau of Indian Affairs was obligated to establish and maintain a domestic water system and provide a road along with housing. However, it built only a handful of substandard houses and failed to fulfill its other obligations.

During the late 1970s, the Inter-Tribal Council of California was active in forming task forces challenging the termination of a number of Tribes. In 1983, a California district ruled that the failure of the BIA to comply with its obligations under the California Rancheria Act invalidated the Act. As a result, the Redding Rancheria and 17 other tribes were restored as federally-recognized Indian tribes.

In 1987, the restored Redding Rancheria Tribe formally adopted its Constitution.

Message from the Chairperson Hestum, My name is Jack Eldon Potter, Jr. I am honored to represent my tribe in many ways – from serving on various committees to being elected Vice President of the National Congress of American Indians for the Pacific region. I have served as an official for our Tribal government for the past 17 years and was recently re-elected as Tribal Chairperson. As I look back over the years, I am amazed at how much Indian Country has changed. As a Tribal Member, I am truly grateful for Redding Rancheria’s success.

With our focus on community involvement and building partnerships, we are moving forward as one of Northern California’s leading tribes.

We are now in the second year of both our Visions of the Future 10-year plan and our RREDCO Strategic Plan. I am proud to say we are right on target to achieve those goals set forth two years ago.

Together we will reach our goals, and throughout this next decade, we will already be thinking of the next decade to come.

We will continue to be involved tribally, locally and nationally with our neighboring tribes and local community. I believe Redding Rancheria and the rest of Indian Country will continue to be an integral and vibrant part of Shasta County. 2015-2016 Highlights • The Tribe held bi-annual Bear Dances as well as California traditional Feather Dancing.

• The Arbor has been used for many cultural learning and story telling experiences as well as cultural sharing with our youth and adult membership.

• Pit River and Wintu languages have been put on an Ipad application with 500 native words. This app is used to teach the native language to our youth.

Redding Rancheria Stillwater PowWow The Stillwater Pow Wow is an important annual Native American celebration sponsored by Redding Rancheria that has grown remarkably over the years. The Pow Wow marked its 25th Anniversary in 2015 with a fun-filled celebration at the Shasta District Fairgrounds.

Approximately 10,000 people came to watch dancers from across the United States and Canada compete for prize money totaling more than $15,000. For this special anniversary event, Redding Rancheria hosted a dinner for all dancers, drummers and guests. In addition to the dancing, the event featured delicious food, Native American crafts and a cultural learning village.

The following Pow Wow, in 2016, featured a record number of craft vendors and a host drum group that traveled to Shasta County from Minnesota. There were also 150 dancers who competed during the event.

The inaugural Stillwater Pow Wow was held at Shasta College in 1990, featuring a handful of local drummers and dancers.

2015-2016 Highlights

The Redding Rancheria has operated a Head Start and Child Care center since 1995, meeting the social, emotional, mental, physical and cognitive needs of preschool Native American children and their families. There is a strong focus on Native American culture, reflecting traditional values. Individual School Readiness Goals help prepare each child for success in school and in developing literacy skills that last a lifetime.

Head Start was at capacity with 34 students, 100% Native American, 20 of whom are Redding Rancheria Tribal Members.

Child Care had 13 students enrolled, 100% Native American, 1 of whom is a Redding Rancheria Tribal Member.

30 students graduated on to Kindergarten.

Staff participated in CARES Plus program through Shasta County for professional growth.

Teachers had on-going coaching and mentoring in Classroom Assessment Scoring System (CLASS).

Wintu and Pit River language exposure was provided weekly to all classrooms.

On-going service to provide mental and physical health, health assessments, dental services, developmental assessments, support, and advocacy.

Native American Community Services Housing Assistance & Self Dertermination Funded through the U.S. Department of Housing & Urban Development, the Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA) serves the needs of federally recognized Native Americans and Alaskan Natives.

Through NAHASDA, Redding Rancheria is able to assist multiple low income families with housing. We provide home ownership counseling services, monetary aid for home rental deposits/rent as well as support in unforeseen emergency housing situations.

Redding Rancheria assisted 63 families in 2015 and 71 families in 2016.

Low Income Home Energy Assistance Program

The Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that assists Native Americans and Alaskan Native households. Through LIHEAP, Redding Rancheria is able to provide assistance to eligible families with electricity, gas, wood and wood pellets.

Redding Rancheria assisted 633 individuals in 2015 and 839 in 2016.

Senior Nutrition

The Redding Rancheria Title VI Senior Nutrition Program is funded by a grant from the Federal Agency on Aging. The program offers socialization, transportation, and free meals in a congregate setting and provides valuable information for services that are available within the community to eligible elders. We also provide frozen meals every two weeks to elders unable to come to lunch for medical reasons. The clients are Native Americans 55 years or older, and their spouses, regardless of heritage. Disabled persons living with an elder are also eligible.

We are currently serving meals in the Redding Rancheria Community Center and in 2015-2016 we served a total of 12,786 meals and provided 19,220 units of supportive services. The supportive services include Tai Chi and exercise, musical performances, crafts and games, health checkups, cultural activities, referral to community programs and transportation services. Our first meal under the grant was served in November of 1999.

Family Caregiver Program

The Older Americans Act provides the opportunity to Title VI grantees to plan, develop, and implement family caregiver support programs for the benefit of non-paid family members caring for their elders and grandparents caring for their grandchildren or grand nieces and nephews.

The Family Caregiver Support program provides support services for the unpaid family caregiver.

The Redding Rancheria currently provides monthly support groups, training, Information and Referral and Respite services for Caregivers.

Native American Community Services Sharing Fund The Sharing Fund consists of funds that are directly set aside each year by Win-River Resort & Casino. The Tribe makes it a priority to implement services and programs that support self-sufficiency among its members as well as the larger Native American community. In 2015 Redding Rancheria’s Sharing Fund assisted a total of 244 families and 179 families in 2016. The Sharing Fund assists qualifying individuals and families on a case-by-case basis with the following: • Youth Activity Support Fees • Burial Expenses • Food • Clothing • Elder Disability • Domestic Violence Support Services (i.e., referral, education, shelter) • Catastrophes (Fire & Flood Victims) In 2015, this program contributed $83,000 In 2016, this program contributed $73,400

Community Services Christmas Party Through the Sharing Fund we have a community Christmas giveaway for local Native American families that provides an entire Christmas meal for families and gifts for each child. In 2015 we served 45 families and in 2016, 52 families were served.

The Johnson O’Malley (JOM) program assists Native Americans in the community with school supplies.

The program helped 450 students in 2015. Another 483 students were helped by the program in 2016.

The Redding Rancheria owns and operates two health campuses in Shasta County. Our patients have access to some of the best health care providers in the area as well as a large list of referral specialty care providers. With a growing staff of 110 healthcare team members, the Redding Rancheria Tribal Health System provides access to the following services: family medicine, dentistry, behavioral health, psychiatry, marriage family therapy, acupuncture & herbal medicine, substance abuse counseling, full service in-house pharmacy, obstetrics, diabetes case management, laboratory services, and community health. We also provide in-house specialty care for orthopedics, podiatry, cardiology, physical therapy, outpatient drug and alcohol recovery and pain management.

RRTHC Staff

Redding Rancheria Tribal Health Center (RRTHC), is located at 1441 Liberty St, adjacent to Shasta Regional Medical Center. Our main campus serves the native American population in the western two-thirds of Shasta County and has a patient base of over 5,200 patients. Redding Rancheria’s Tribal Health Center averages 58,000 visits annually and added over 1,000 new patients in 2015 and 2016. Our patients at RRTHC have access to an awardwinning diabetes program, on-site gym, behavioral health, psychiatry and full service pharmacy. Redding Rancheria Tribal Health Center recently completed a dental department expansion adding 7 new dental suites bringing our dental department up to 13 state of the art dental oporatories. Our patients have had access to the best care possible for over 25 years.

Redding Rancheria Trinity Health Center is our newest medical center and is expected to open in July 2017. This medical center will be open to all Partnership Healthplan and Medi-Cal patients in Trinity County. This new facility will be located in Weaverville and will be open 5 days a week to help meet the needs of the community for access to high quality, compassionate healthcare from pediatrics to geriatrics. Plans call for the eventual expansion of behavioral health, cardiology and physical therapy into our new health center. Our Trinity location will offer Primary Care medicine and a full service walk-in Urgent Care to help decrease the need for patients having to use the emergency room for non-emergency medical care.

In 2015, the Redding Rancheria recognized a real need to increase access to health care for the Medi-Cal population within Shasta County. On November 5, 2015, Churn Creek Healthcare was opened to ALL residents of Shasta County who have Medi-Cal or Partnership Health Plan coverage. Today, Churn Creek Healthcare has almost 5,000 patients assigned to us for their care. In 2016, Churn Creek Healthcare expanded services to offer a walk-in Urgent care that is now open 7 days a week.

Also in 2016, we also recognized a need for access to physical therapy, cardiology and mental health for the growing MediCal population in Shasta County. We now offer a full service Physical Therapy and Sport Medicine Department, along with cardiology services and mental health therapy at Churn Creek Healthcare. We are currently in the process of a $350,000 renovation of Churn Creek Healthcare to increase our size to 11 primary care exam rooms, 7 new state of the art urgent care rooms, on-site gym, diabetes group therapy room, nutrition/dietician services, behavioral health therapy and X-rays capabilities.

One more expansion of services will occur in 2017 at Churn Creek Healthcare. Our goal is to open a full-service, medically integrated Suboxone Treatment Center. This facility will be open to provide access to Suboxone Therapy to help residents of Shasta County with opioid and heroin addiction. This service will be instrumental in helping people get back on their feet and clean of their addiction to opioids and heroin.

Executive Team The Executive Team consists of the Chief Executive Officer, the Chief Operating Officer and the Chief Financial Officer. This team is responsible for ensuring the integrity of Tribal operations. Presently, the Tribe operates more than 100 programs.

The Tribal Government currently employs approximately 217 staff members in Tribal Administration, Head Start, Gaming Agency, Tribal Health Center and Churn Creek Healthcare.

Tribal Government Human Resources With any large, diverse organization, the recruitment, retention and management of the workforce is critical to achieving success. Redding Rancheria is proud of its employees and the critical role they play in the many achievements of the organization.

Redding Rancheria continues to grow and during the past year the non-casino workforce topped 200 for the first time. We are particularly pleased with the role we play in providing opportunities for Native Americans. At this time, approximately 40% of our employees are of Native American heritage. We are also proud of our success in retaining high-performing employees.

Currently, more than one-quarter of our employees have been with the organization for more than 10 years.

Consistent with our Guiding Values, Redding Rancheria works hard to place a high value on its employees. In addition to providing competitive wages and benefits, we are an industry leader in the area of employee wellness. Our Employee Wellness Program is a comprehensive approach that focuses on both the physical and mental health of our workforce. The program features periodic health screening, numerous employer-sponsored fitness programs, family activities and paid gym memberships.

2015-2016 Highlights • Tribal Youth Employment and Tribal Youth Mentorship Program – this program provides positive, educational work experience for Tribal Member Youth, ages 14 to 17, in the professional world. It allows youth to try different positions to see what peaks their interest.

• Conducted the first biometric screening for employees and their families and providing them with vital health information.

Tribal Government Public Works

2015-2016 Highlights

Redding Rancheria Public Works is responsible for developing and maintaining a responsive and efficient facilities management program that preserves and enhances the value of tribal assets and provides an attractive and safe environment for staff, clients and visitors. Public Works employees work together as a team to maintain and care for our facilities and properties, which include more than 509 acres of land, 7 commercial buildings, and 5 residences.

During the past two years, Public Works has been involved in a variety of special projects, including remodeling the Churn Creek Healthcare building, expanding the dental wing of the Tribal Health Center, and cleaning up the Clear Creek corridor that runs through the Redding Rancheria reservation. Public Works, through its Environmental Protection arm, is also responsible for hosting its popular annual Earth Day Fair.

Tribal Government Tribal Court

An important aspect in protecting Redding Rancheria’s position as a sovereign government is the provision of its own Tribal Court. Established with the assistance of a BIA grant, the Redding Rancheria Tribal Court convened in 2006. The Tribal Council has delegated jurisdiction to the Tribal Court in several areas including children’s court, Tribal employment matters, marriage and marriage dissolution, on-reservation torts and contracts, and workers’ compensation.

Judge Richard C. Blake is the Chief Judge of the Redding Rancheria Tribal Court, a position he has held since 2010. Judge Blake is the current President of the National American Indian Court Judges Associate, and has been an executive board member since 2003.

Since inception, the Tribal Court has conducted over 400 hearings with an increasing child welfare and contracts caseload. One recent milestone for the Tribal Court was the issuance of its first marriage license under the authority of the Rancheria’s Domestic Relations Ordinance.

Family & Child Services Family & Children Services (FCS) is a tribal program that receives complaints or referrals on allegedly abused or neglected tribal children, making the proper investigation and filing a petition with the Tribal Court where appropriate. FCS locates, certifies and supervises foster and relative placements. Department staff monitors tribal children while in placement. FCS appears in Tribal Court and prepares, with the assistance of the Tribal Legal Department, and files dependency cases, case plans, pleadings, status reviews and may provide expert testimony as required by tribal law. The FCS department also works closely with other internal tribal departments as well as works with outside agencies in creating solutions to child care and family services. The FCS department works closely with families in creating the best solutions for family safety.

Tribal Government Gaming Compliance The Gaming Department consists of the Gaming Commission, Gaming Agency and Surveillance Department. The Gaming Agency and Commission are made up of three Commissioners, an Executive Director, three Compliance Officers and one Licensing Clerk. The Surveillance Department is comprised of 12 employees.

The Gaming Commission is responsible for promulgating rules and regulations, holding hearings, and administering fines and sanctions. The Gaming Agency is also required to enforce all regulations, policies and procedures along with Tribal, Federal and State law. Surveillance observes and reports. The agency works closely with the Department of Justice, local law enforcement, as well as the California Highway Patrol. The Gaming Department strives for excellence in keeping WinRiver Resort & Casino free from crime, corruption and illegal activity so the casino may promote a safe atmosphere for the surrounding communities.

Land Acquisition Expanding the land base is not only an important economic goal for the Tribe, it also has important historical and spiritual value. Our Indian heritage is based on a sense of connection with the land and with the creatures that inhabit it. This goal reminds us that the land is a part of us as well as an important investment for the future.

Total Tribal land base is currently over 500 acres.

I-5 Property Along Sacramento River

The Enrollment Department ensures that eligible Tribal people are enrolled with the Tribe. Tribes are inherently responsible for determining their own membership. This right has been upheld in the highest courts.

During the period of 2015-2016, 29 children were enrolled.

Tribal Member Services Elder Services An important tenant in the Redding Rancheria’s updated Vision Statement is to honor the Tribe’s elders. Elders, age 50 years and up, are eligible for several programs designed specifically for them. For instance, the Elders Pension provides monthly financial assistance; the Elders Appreciation Dinners are held monthly at area restaurants to recognize the Elders and provide social interaction; and the Elders energy assistance program provides funds twice a year to help pay for heating and cooling costs. During the most recent two-year period, 36 to 38 Elders have benefited from these programs annually.

Health & Wellness Another important aspect of the Tribe’s vision is to help provide for the health of its Members. As such, Redding Rancheria provides all Tribal Members with a comprehensive insurance package that includes medical, dental, vision and life insurance.

In addition, Members can be reimbursed for certain health and wellness expenses that are not paid by traditional insurance.

Small Business Grants Promoting the self-reliance of its Members is a priority for Redding Rancheria. One program that helps Members do this is the Small Business Program, which provides grants for Members to start their own small businesses through an annual competitive process. Over the past two years, 11 grants were awarded to Tribal Members to either start or grow their individual businesses.

Redding Rancheria believes that providing opportunities for its Members to travel to other areas, learn about other cultures and broaden their experiences is vital for the continued improvement of individuals and the Tribe as a whole. As such, the Tribe offers Members travel opportunities annually. During both 2015 and 2016, more than 600 trips were funded through this program for both adults and children.

Tribal Member Services School Sponsored Trips This program assists with travel cost for Junior High and Senior High students. The program ensures that students have the unique opportunity of traveling with a group as an educational experience.

In 2015, 12 students utilized this program.

In 2016, 7 students utilized this program.

Scholarship Program The scholarship program assists adult students while they attend university, college or trade school. It is our belief that education helps our Tribal Members become selfsufficient community leaders who are strong role models.

With the help of the Tribe, members have been able to achieve various degrees, trade school certifications and licenses.

Child Care Assistance This program provides funding to assist parents and other guardians with childcare expenses while parents are working or going to school.

In 2015-2016, assistance was provided to 45 families.

Tribal Youth Mentorship Program Introduced in 2016, the Tribal Member Mentor Program is an opportunity for Tribal Youth to explore career opportunities within Redding Rancheria, Redding Rancheria’s entities and the community. By being exposed to new positions and fields the mentorship program can help lead the youth into a field of study that is right for them and possibly avoid the youth entering into career that they don’t really enjoy.

• 5 youth have participated in the program during its first year.

Tribal Youth Employment Redding Rancheria provides positive, educational work experience for Tribal Member Youth, ages 14 to 17, in the professional work world. The program allows youth to try different positions to see what peaks their interest.

• In 2015, 10 youth participated in the program.

Win-River Resort & Casino The Future of Win-River Resort & Casino

The year 2016 was one to remember, as the past 23 years of hard work and determination finally made our future on Interstate 5 a near-term reality. In September 2016, an agreement between the Department of Interior, the National Indian Gaming Commission and Redding Rancheria was signed with regard to gaming on the Tribe’s I-5 property. This agreement states that Redding Rancheria can operate a casino on the former Strawberry Fields property by satisfying two conditions: (1) the Tribe must close its Win-River gaming facility on the reservation before it starts gaming at Strawberry Fields and (2) before starting development at Strawberry Fields, the Tribe must complete its fee-to-trust application, including an extensive environmental review. This agreement is paramount to the future of the Redding Rancheria, and paves the way as we focus on the next 20 years. These efforts are vital as Win-River continues to grow and prosper both from a gaming and economic development perspective.

Win-River Resort Hospitality Win-River Resort opened in November 2013, featuring a 3-story, 84-room hotel complete with luxury suites, a gym, a pool, an arcade and a gift shop. The Resort also includes Creekside Pub & Grill and our newly opened Win-River Retreat day spa. The hotel, in 2016, employed over 37 people and paid more than $1.3 million in salaries and benefits. The hotel had a hugely successful year in 2016, with an overall occupancy of 83.22% in 2016 up from 75.14% in 2015.

In 2017, the focus of the hotel will be on maximizing the property’s positive effect on the bottom line of the adjacent casino.

Ultimately, the improvements to the operation of the current hotel will help to ensure success upon relocation to the I-5 property.

Technical Services Win-River’s Technical Service Division is comprised of Facilities Management and Information Technology, both of which are key components in not only setting the stage for our enterprise’s success, but driving it forward. Adopting new technologies and methodologies to reach, incentivize, and impact the customer while ensuring the quality of their gaming experience are key drivers for technical services. The Win-River Resort & Casino Facilities Department maintains and/or operates all major physical infrastructures necessary to conduct the resorts business, while Information Technology is a key business driver that impacts every aspect of the enterprise.

Economic Development RREDCO The Redding Rancheria Economic Development Corporation(RREDCO) is the business arm of the Redding Rancheria. RREDCO was established in 1995 and over the past twenty years it has continued to serve the best interests of the Tribe, its members and its enterprises by protecting the political integrity, economic security and health and welfare of the Tribe and its members.

The Tribe looks to RREDCO as its business arm for diversification of investments, and is responsible for acquisition and development of new or existing businesses to further the Tribe’s interest in self-determination and self-sufficiency.

Within one-year of self-management complete, we have not only completed all of our renovations but also improved our efficiency and overall brand standards and achieved an outstanding QA rating with a score of 97.31% while maintaining an average occupancy of 82.8%.

Economic Development Win-River Mini-Mart The Mini-Mart opened in late 1999 and continues to focus on making improvements to its operations. Its major goal remains to be competitive in gasoline prices for the area. In addition to competitive gas prices and a wide variety of products within the store, Win-River Mini-Mart offers an RV dump station, a car detail center and a quick convenient car wash. From 2015 to 2016, the total gallons of fuel sold increased 3%. A total of 6,326,272 gallons were sold.

Supporting Our Community Supporting the community it calls home is a hallmark of Redding Rancheria. Through the coordinating efforts of its Public Relations staff, the Rancheria is involved in nearly every major community event in the greater Redding area. Our involvement is not only through financial assistance, but also showing up. Giving Back Redding Rancheria Community Fund Dinner One of the most enjoyable events each year in Shasta County is the Redding Rancheria Community Fund Dinner. This themed dinner, hosted at the Win-River Event Center, sells out each and every year. Proceeds raised by this event go directly to the Redding Rancheria Community Fund, which is administered by the Shasta Regional Community Foundation. This fund has donated nearly $2.8 million since its inception. We want to thank the community for its ongoing support in attending this dinner.
