At Frederick County Parks and Recreation (FCPR), we believe in the power of sports to inspire, empower and connect our community. Our Youth Sports Leagues are more than just games; they are opportunities to grow, learn and create lasting memories.
Guided by our mission to provide a fun, safe and respectful environment, our leagues are designed to celebrate sportsmanship, teamwork and personal growth above all else. Whether your child is a seasoned athlete or trying a sport for the first time, we welcome participants of all shapes, sizes, abilities and experiences to join our inclusive community.
With the support of our dedicated staff, volunteers and coordinators, we work to foster a love for sports while helping children build character, develop skills and make friendships that extend beyond the field. Together, we strive to create an environment where every player is valued and where diversity in race, gender, beliefs and skill levels enriches the experience for all.

Join our NFL Youth Flag Football League for a fun and exciting season of skill development, teamwork, and friendly competition! Whether you are new to the sport and learning the fundamentals or an experienced player looking to build on your skills, this league offers an opportunity for players of all ability levels to learn, grow, and have fun. The season runs from August 29th through October 31st. Participants will attend one weekday practice and one Saturday game each week. Practices begin the week of August 7th and are held at the team’s home park. During registration, participants must select a preferred practice location: Ballenger Creek Park, Old National Pike Park, Othello Regional Park, Urbana District Park, or Utica District Park. Games are held on Saturdays between 8:00 a.m. and 6:00 p.m., with game-day activities lasting approximately one hour. Players will develop football fundamentals, improve teamwork and sportsmanship, and enjoy an active season of play. Team jerseys, flags, and flag belts are provided. Mouthguards and shorts without pockets are required. Cleats are recommended but not required. Flag Football experience is not necessary but may be helpful for the older age groups. 7V7 GIRLS MIDDLE SCHOOL FLAG FOOTBALL LEAGUE
Grades: 6-8 #39867
Get ready for an exciting and competitive season designed to introduce players to the high school girls flag football experience! This league follows a format similar to high school play and is a great opportunity to learn the game, build confidence, and develop skills in a supportive team environment. The season runs from August 27th through October 29th. This league requires a three-day weekly commitment, including two weekday practices and Thursday evening games. Games are held on Thursdays between 5:00 p.m. and 10:00 p.m., with game-day participation lasting approximately one hour. Practices begin the week of August 17th and are held at the participant’s selected home park: Ballenger Creek Park, Old National Pike Park, Othello Regional Park, Urbana District Park or Utica District Park. Please be sure to select your preferred practice location during registration. This league is open to girls entering grades 6–8 for the 2026-2027 school year. Players of all experience levels are welcome—no prior flag football experience is needed. Each player will receive a team jersey and flag belt/flags. Mouthguards and shorts without pockets are required. Cleats are recommended but not required. Parent/Coach volunteers are crucial to the running of this league and receive a discount! Monocacy Youth Soccer
Join our Monocacy Youth Soccer League for a fun and active season focused on skill development, teamwork, and sportsmanship! This co-ed league is designed for players of all skill levels, from beginners learning the fundamentals of soccer to more experienced players looking to continue building their skills and game knowledge. The season runs from September 12th through November 14th. Participants will attend one one-hour weekday practice and one one-hour weekend game each week, with most games held on Saturdays between 9:00 a.m. and 6:00 p.m. Practices begin the week of August 31st and take place at the team’s home park. During registration, participants must select a preferred practice location: Old National Pike Park, Othello Regional Park, Urbana District Park or Utica District Park. Players will have the opportunity to develop their soccer skills, build confidence, make new friends, and enjoy healthy competition throughout the season. Team uniforms are provided. Players must provide their own shorts, socks, shin guards and tennis shoes. Cleats are optional but must be non-metal.

Champions High School Soccer

Champions High School Soccer League
Grades: 9-12 #39740
Join our Champions High School Soccer League for a fun and competitive season of soccer, teamwork, and skill development! This co-ed league is open to students currently enrolled in high school. Players of all skill levels are welcome, whether they are looking to improve their game, gain experience, or enjoy playing soccer with friends. The season runs from September 11th through November 14th. Participants will attend one weekday practice and one Friday night game each week. Practices begin the week of August 31st and are held Monday through Thursday at the team’s home park. During registration, participants must select a preferred practice location: Old National Pike Park, Utica District Park, or Urbana District Park. Games are played on Fridays between 5:00 p.m. and 10:00 p.m., are approximately one hour long, and are officiated by licensed referees. Games will be played 11v11 when participation numbers allow and will take place at Ballenger Creek Park unless otherwise notified. All teams must have at least two girls on the field at all times. If a team is unable to meet this requirement, they will play with fewer players accordingly. Numbered team jerseys, shorts and socks are provided. Shin guards are required, and cleats are recommended but not required. Parent/Coach volunteers are crucial to the running of this league and receive a discount! CO-ed Middle School Volleyball
Join our Co-Ed Middle School Volleyball League for a fun and active season of learning, teamwork, and competition! This league is open to boys and girls who were enrolled in 6th, 7th, or 8th grade during the 2026-2027 school year. Players of all skill levels are welcome, from beginners learning the game to experienced players looking to improve their skills. The season runs from September 26th through November 14th. Participants will attend one weekday practice and one weekend game each week, with most games played on Saturdays. Throughout the season, players will develop volleyball fundamentals, compete against other county teams, and take part in an endof-season playoff tournament. Jerseys are provided. Knee pads are not required but are strongly recommended. Parent/Coach volunteers are crucial to the running of this league and receive a discount! A commitment of 3 days per week is needed for this league (2 weekday practices and Saturday games). Games will be played on Saturdays at various county synthetic turf fields. Goggles, mouth guards, and shin guards required. Cleats are recommended but not required. Reversible pinnies will be provided. We are looking for Youth & Adult League Officials
This position offers approximately 4-8 hours per week and varies on both weekdays and weekends. This is a non-benefited part-time position with a rate of $16.00/hour and candidates must be at least 16 years old to apply.
We’re Hiring Sports
This person will have the opportunity to officiate Youth and Adult Basketball, Flag Football, Soccer and Volleyball Leagues. They are expected to maintain a fun and safe environment for all participants. Keeping players safe and players healthy are first concerns, the official will promptly and decisively address unsafe situations as well as unsafe/inappropriate conduct on the part of coaches, players and spectators. Location, time and duration of each game will depend upon schedule, location and other factors as determined by supervision. Necessary equipment will be provided by the Division of Parks and Recreation.

AGE POLICY
Program participants must be the advertised age for a specific recreational program before that individual program is completed in order to qualify for participation in the program. A program’s timeframe is defined specifically according to the description associated with an assigned program number. All age requirements are set to benefit the participants and to make the instruction consistent and safe.

If a program is cancelled due to inclement weather, every effort will be made to make-up missed programs. Refunds will not be granted for rescheduled programs that are missed due to conflicts with personal schedules.

CODE OF CONDUCT
Frederick County Parks and Recreation (FCPR) is committed to providing a safe and welcoming environment for all participants and guests. To promote safety and enjoyment for all, FCPR asks individuals to act appropriately at all times while they are visiting FCPR facilities or participating in FCPR leagues.
As a participant in our Leagues, you agree to:
1. Treat other participants, staff, spectators, and officials with respect at all times.
2. Refrain from the use of profanity or obscene gestures.
3. Follow all directions from officials and FCPR staff.
4. Respect the fields, rec centers, equipment, and facility amenities.
5. Promote sportsmanship, safety, and fun above winning.
6. Read and review the league rules, FCPR League Mission Statement, and facility policies.
FCPR has a discipline policy for conduct at recreation programs and facilities. Anyone that violates the Code of Conduct and are asked to leave the league or facility, will not be refunded. County employees are not responsible for league participants prior to, or after, a scheduled games.
FCPR will investigate all reported incidents. Suspension or termination of the FCPR privileges may result if there’s any Code of Conduct violation.
INHERENT RISKS
Participants must acknowledge that there are inherent risks and dangers associated with recreation activities and must hold Frederick County, Maryland harmless from all claims for injuries, damage, or loss, which may result from you or your child’s participation.
IMAGE/MEDIA WAIVER
Participants consent to Frederick County, Maryland’s use of the participant’s image and likeness as shown in any photographs, videotapes, motion picture film, or electronic images, and any audio recordings made of the participant’s voice in whatever way the County desires, including television, print and Internet websites. Furthermore, you consent that such photographs, films, recordings, electronic images shall be the sole property of Frederick County, Maryland. Participants have the option to submit a non-consent for the use of images of yourself or your child during online registration or by calling 301-600-2936.
