SOUTHINGTON The hallways at Flanders Elementary School were quiet and peaceful, but inside the classrooms, students were smiling and returning to their routines.

“I am super excited for first grade,” Moreau said. “I love how they come not all knowing how to read, but then they learn how to read by the end of first grade.”

She said she loves how she can form the students and

that it’s a special year. She also loves their enthusiasm.

“Today, they’ve been having a really good time and doing a good job listening to instruction,” Moreau said.

The class was working on a 10-frame lesson in which they wrote down their names and drew a picture matching the first letter of

their name. A 10-frame is a tool used to teach number sense to younger elementary school students.

Plainville is in the process of piloting a fourday work week.

The new schedule began Aug. 21, and will allow for employees to have Fridays off. The town offices involved in this change include the Senior Center, the Youth Center, the Municipal Center, and the Recreation Department.

Michael Paulhus, Town manager of Plainville, said he had been working with the Human Resources Director and the Assistant Town Manager Andy Cirioli to find ways to up recruitment and retention in the staff.

Wordell races to buy former Lincoln College

SOUTHINGTON A local woman fundraising for a family center is racing against marketing efforts to buy the former Lincoln College property on Mount Vernon Road.

Shea Wordell, founder of Misfit Mamas Inc., wants to raise $10 million to buy the property and turn it into a family center with a host of supports and resources for parents. She’s a long way from her goal but said she’s hoping to draw a well-funded partner and has fundraisers that began at the Plainville Hot Air Balloon Festival the weekend of Aug. 25.

Real estate brokers say they’ve got lots of interest in the property as well, from schools, medical and quasimedical organizations and residential developers that have educational components to their companies.

The for-profit school was founded as Briarwood College in 1966, later changing to Lincoln College of New England. It closed in 2018 after declining enrollment and accreditation issues. The 33acre property is listed for sale at $6.9 million.

A goal of $10 million

Wordell wants to get enough money to buy the property without a mortgage as well as have enough cash to transform the property into a family center.

Wordell said that the campus is uniquely suited to her ambitious vision, and she would hate to see it all torn down or deteriorate out of neglect.

“I just don’t want to see it sit abandoned any more,” she said. “This is a really beauti-

ful property, it has a lot of history.”

Ownership and price

P G X Holdings LLC owns the property, according to town records. Moises Grunblatt of Woodbury is a member of the company along with Carlyle Equities LLC, a Florida-based company.

An email sent to an address listed for P G X Holdings on state incorporation records wasn’t returned.

The company bought the property in 2021 for $3.5 million. Wordell hopes to raise at least that much and make an offer. Over the years, the campus has been on the market for between $6 million and $9.5 million.

Wordell said she’s not discouraged by interest from other buyers.

“We’re just going to keep moving ahead,” she said.

“He’s had so many offers that fell through. … Until something is signed and dried, I’m still fighting.”

School performance, attendance slow to recover

Despite being three years out of the height of COVID19, academic performance in Connecticut schools is still below pre-pandemic levels, according to new data.

At a news conference Monday morning, the state’s Department of Education released 2022-23 attendance and student assessment data that showed two main highlights: that chronic absenteeism has declined for the first time since the pandemic began but still remains high, and that student test scores have generally flatlined compared to 2021-22 and still remain below prepandemic levels.

“I think [the data] actually reflects how hard this work is,” said Ajit Gopalakrishnan, the department’s chief performance officer. “We’ve seen a decline in chronic absence, and that’s great, but we’ve got a lot more work to do [with attendance and test scores] and it’s not easy work.”

Regardless of a nearly 4% improvement in chronic absenteeism since the 2021-22 school year, about 20%, or 100,000 students, across the state are still missing at least 10% or more of time in the classroom. Prior to the pandemic, in 2018-19, about 10.4% of students were chronically absent.

Education consultant Kari Sullivan-Custer said Monday that the education depart-

ment had surveyed over 5,000 Connecticut families regarding absences to learn why rates are still twice as high as before the pandemic. Responding families said illness was a leading factor for keeping their students at home, followed by mental health and family obligations.

“We asked the [families] ‘What can we do to help you in attendance so students go back to school?’ and the No. 1 reason is [to make] students feel like they’re part of the school community. … Frequent engagement with professionals will help students. [And,] ensuring that other families are keeping kids home so illnesses don’t spread, help with language barriers, engaging

classroom settings, … are good approaches to reducing chronic absence in our schools,” Sullivan-Custer said. “This work requires a mindset shift, moving from a punitive-sort-of-truancy approach to a chronic absenteeism approach where we get to the root cause of why our students aren’t coming to school.”

As for state test scores, on average, the state is seeing a decline in English Language Arts and slight improvements in math and science compared to the 2021-22 school year. The scores remain below pre-pandemic levels.

In 2022-23, the average student performance in English Language Arts was 63.9, a slight decline from 64.2 the previous year. The target score is 75.

“It’s an ongoing investigation,” said Irene Parisi, the education department’s chief academic officer, when

asked why English scores were beginning to drop. “There’s so many factors that contribute to it. We’re still diving in and looking at that.”

In math and science, scores improved from 58.6 to 59.7 and 61.4 to 61.6 respectively over the last year. Although there was improvement, the numbers still lag behind the 2018-19 school year, when students scored a 67.7 in English, 63.1 in math and 63.8 in science.

The Department of Education highlighted its Learner Engagement and Attendance Program to combat chronic absenteeism, and increased its focus on funding school mental health professionals through several grants and the continued development of “high impact curricula,” including a masterclass on the Science of Reading.

tion with families, it takes addressing not just the academic needs, but the social, emotional, and mental health needs of our students and staff,” said Education Commissioner Charlene Russell-Tucker. “[It takes] making sure that we’re creating learning environments that are engaging [with] pathway programs, working with higher education and community partners. That is the infinite possibilities that we’re talking about as we look at this upcoming year.”

Guerrette has been principal for seven years at Flanders. She worked five years as an assistant principal in Cromwell and was a teacher in Chesire for nine years. In Cheshire, she taught second and third grade.

“Somedays when I miss teaching, I go into the classrooms and make myself useful and enjoy it that way, ” Guerrette said. “Now I get to teach the teachers; they are my students.”

Guerrette said she teaches her staff with the new curriculum, which offers ways to engage students and ways to build in the community.

“We love the Flanders family, and it’s come a long way since I’ve been here,” Guerrette said. “The staff are happy to come to work every day, which makes the children happy to come to school every day.”

Guerrette graduated from Plainville High School and is a Plainville native. Although Southington is a much bigger district overall than what she grew up with, she said she loves Southington’s little community schools.

Something she is looking forward to is celebrating International Dot Day, which will be celebrated schoolwide in mid-September. The day is based on the book “International Dot Day” by Pete Reynolds. On this day, students create artwork inside dots, and the pieces are put up in the hallways throughout the schools.

Changes in the district

Superintendent Steven Madancy said he was able to visit all 12 of the schools on the first day. He said that the staff did a wonderful job maintaining the school grounds.

“I’m proud to report that we are fully staffed with certified staff and have no vacancies at this point, which is quite a blessing,” Madancy said. “Our principals were on their game, and teachers were ready for students. I saw lots of smiles and hugs and highfives in the hallways.”

There were the normal hiccups, Madancy said, re-

garding buses due to new drivers and routes.

In the district, enrollment is up about 150 students from last year.

This year, a significant change occurred at Southington High School, where students will now be on a block schedule. Last year, students had eight periods in a day, whereas this year, they will have four periods

work environments,” Paulhus said.

Four-day work weeks have been gaining traction nationally. Towns in Connecticut such as Vernon and Ellington have been testing the schedule as well. Paulhus said Cirioli had done research on other towns in the state before the decision to implement the new schedule was made.

“[Cirioli] got a lot of feedback from Mansfield and how they have implemented their projects,” Paulhus said. Mansfield first implemented the four-day work week in February of this year. The town offices stay open later on Thursday as a result of this change, something that Plainville will employ as part of their pilot schedule. Employees will work 8 a.m. to 5 p.m. Monday through Wednesday, and 8 a.m. to 6 p.m. on Thursdays.

The schedule leaves the number of hours worked by employees the same, but distributes them across four days.

The pilot program will run for six months. The town is currently collecting feedback on the schedule. While it’s too early to say how the changes will be received by the public, there seemed to be enthusiasm about the idea among the staff, Paulhus stated.

“We did an internal survey among the employees. We included the Municipal Center, the Rec and Youth Services Departments and also the Senior Center. The feedback was 90% were in favor of this move to a four-day work week,” Paulhus said.

After the six months have concluded, the town will evaluate feedback from both employees and residents about the program.

Until then, Paulhus and his colleagues will have the opportunity to try out the three day weekend.
