Southington’s Flynn walked the walk UConn football team makes former Blue Knight star a scholarship player

“No, it’s me, Jacob.”

STORRS — Jacob Flynn didn’t believe it even while it was happening. Nor did his mom, Ann, when he called with the news.

Yep, same old Jacob: oldest child of three, former Southington Blue Knight, junior finance major at UConn, walk-on wide receiver with the football team.

In fact, Ann didn’t even think it was Jacob on the phone. “You’re playing with me.”

Except now he wasn’t a walk-on anymore. UConn head coach Jim Mora made the move on Friday, Aug. 19,

putting Flynn on scholarship along with linebacker John Bechtle.

It was great news for the Flynns. Ann and her husband Michael have two kids in college — Gabriella, a year younger than Jacob, is also at UConn — and a third, John, a junior at Southington High, is only two years away.

“I get goose bumps every time I watch it because it was just pure joy,” Mora said after practice on Tuesday, Aug. 23.

“Those guys have worked for it,” Mora added. “When you’re looking for walk-ons that are standing out, it’s not just about the performance on the field, but it’s about how the other players react to them.

“That video just showed the raw joy that our players had when those guys were awarded scholarships. That speaks to me of the respect that they earned from their teammates.”

“We have to rotate our receivers through so that they stay fresh the whole game, but he’s certainly part of the plan,” Mora said heading into UConn’s season-opener at Utah State. “His amount of reps will be determined by the flow of the game and how we’re flowing offensively. what the situations are.”

Flynn arrived in Storrs in the fall of 2019 as a “preferred walk-on,” which means the coach — Randy Edsall, at the time — wanted him enough to guarantee a roster spot, but couldn’t offer any financial assistance.

Flynn put his head down and worked, making the daunting transition from high school to Division I ball. He red-shirted his first year. The 2020 season was lost to the pandemic. Last year, he got on the field against Purdue, but that was it.

Not long after the 1-11 season of 2021 came to a merciful close, Mora was hired and a sense of a new and better era dawning took hold. It’s only grown since. ”Definitely a different team from last year,” said Flynn.

Individually, Flynn began making his quantum leap in spring ball, especially after his position coach, John Allen, told him, “Stop acting like a walk-on; you’re good enough.”

”I didn’t have it in my head that I was thinking like a walk-on, but I understood he thought I was ready,” Flynn remarked. “I know I am, but it helped to hear it. ”It was just a confidence thing. Nothing physically changed, maybe just mental.

My mindset was, ‘I can win my route; I can win one-onone situations.”

And yet, for all his progress, Flynn couldn’t envision scholarship status coming his way. That’s why, when he was summoned before the team with Bechtle on Aug. 19, Flynn was initially confused.

Apparently, one young man in the room did not.

“I was obviously hoping that I would eventually be put on scholarship, but I wasn’t expecting it,” said Flynn.

“I can’t really describe what it felt like,” he added. “I was happy — all the emotions. I could just feel how happy my parents would be, my brother, my sister, the whole family.”

Not long after, using a phone borrowed from a grad assistant, Jacob could hear his mother’s joy.

“I got put on scholarship.”

“Are you serious? I’m going to cry,” Jacob’s hands went to his eyes, too.

“Once I heard her starting to get emotional, it started to hit me,” Flynn said.

Kinsmen owners look to open distillery

SOUTHINGTON — Owners of Kinsmen Brewing Co. are looking to open a whiskey and bourbon distillery at the former factory building on Canal Street.

Town planners gave approval for the expansion in August and company officials hope to open in March.

Bruce Staebler, a Kinsmen owner, said the distillery will be its own entity for legal and regulating reasons but

that it’s a continuation of the Kinsmen philosophy with the same owners. “We’re going to try to tie even more so with local agricultural communities so we’re pulling products from local suppliers,” Staebler said.

The Clark Brothers factory building has high ceilings which were necessary for the drop forging of carriage bolts. Staebler said the high ceilings are useful for fitting in the distillery equipment as well as storing the barrels in which the whiskey and bourbon will age.

“We’re going to put the still in (the new space) and wrap it with glass so everyone can see the operations,” he said.

“We need a lot more room for cooperage to barrel-age all of the product.”

“It’s going to be a little bit higher end, it’s going to have a different menu,” Staebler said. “We’ve tripled the size of the kitchen. That side will have its own exclusive menu … We’re going to have some pasta and some steak, stuff like that.”

Todd Clark of Blue Moon Design is laying out the plans for the distillery space within the factory. While the brewery emphasizes casual, the distillery will have its own look. “They’re planning an upscale venue,” Clark said.

Police chief ’s unusual arrangement allows for extra work

SOUTHINGTON — The police chief’s unusual employment arrangement allows him to earn tens of thousands in road job work annually but his bosses on the police commission have no complaints.

“There’s so much work out there and there’s not enough manpower to handle it all,” Riccio added.

Private duty Utility or construction companies working on main roads have to hire police officers to direct traffic. Those companies can hire flaggers or officers for jobs on smaller roads. The rate is determined by the time and a half pay for a police sergeant plus charges for town and police administration.

“You don’t make this kind of money having a 40-hour work week,” he said. “You have to be willing to hustle.”

Over the past few years Daly said his total pay has ranged from just over $200,000 to $211,000. About a quarter of that is private duty.

Flex time and vacation days Daly and the commission agreed that he’ll work a 40 hour week. When he chooses to work those hours is up to him. He’s not eligible for overtime.

During May when Daly was taking several daytime road job shifts, he came in early and worked late, he said. If he reaches the end of the week and is still short hours, Daly said he’ll use vacation time. He’s got five weeks of vacation per year but rarely uses it for recreation.

“I love this job,” he said.

Commission members also hope he remains.

whose lives have been affected by the theft of their cars, their catalytic converters, and other property-related crimes.

In my two years, I have seen countless attempts to create new ways to tax residents, from shopping online to taxing trucks that carry products to our residents, and everything in between.

In my two years, I have seen us weaken our judicial system to allow juveniles with extensive criminal records who continue to commit crimes be released without virtually any punishment. I have watched as more and more legislation is geared toward protecting the rights of those who have chosen to break the law over those who are sworn to protect it and the victims whose lives have been negatively impacted.

In my two years as a lawmaker, I have seen and learned a lot.

If we want to return Connecticut back to a place where businesses prosper, residents feel safe, and we don’t nickel and dime our taxpayers to the point where they are forced to choose whether or not they can afford to live or retire here, we have a long way to go.

We need legislators who will stand up against the status quo and rubber stamp policies that have negatively impacted Connecticut’s residents for far too long.

Residents of the 30th District have my word that I will continue to fight to restore common sense and fiscal restraint back to Hartford.

Connecticut’s housing needs are not being addressed Connecticut municipalities received $1.5 billion in federal funds via the American Rescue Plan Act. They have budgeted roughly 1% to support housing needs, says a recent report from the Connecticut Mirror.

ARPA stimulus funds were meant to help communities with economic recovery after the pandemic. Towns have been taking a variety of approaches to how their share of the money will be used.

Committees have been formed, guidelines have been crafted, priorities set.

But there is little evidence that affordable housing is on the list, according to the Mirror report by journalists Andrew Brown and Ginny Monk.

Their coverage states that

“data collected by the federal government in April shows Connecticut’s 169 municipalities budgeted roughly $15 million — around 1% of their share of the federal money — for housing-related projects.”

Whether this recent data analysis reveals a blind spot or willful blindness, it’s clear there’s lack vision when addressing this crucial need.

According to Brown and Monk, ARPA rules allow “local officials to spend the funds on rent and mortgage assistance, housing-related planning, energy efficiency upgrades for people’s homes, assistance for those experiencing homelessness, or the development and preservation of affordable housing.”

“Housing advocates and some Connecticut lawmakers

view the lack of spending on local housing initiatives so far as a significant misstep,” says the Mirror report.

“I would have expected the percentage of money put toward affordable housing to be more, because that is a very critical priority,” said state Sen. Saud Anwar, who is on the legislature’s Housing Committee.

In looking at numerous Record-Journal stories over the past few months regarding how towns in the central Connecticut corridor are allocating the money, there’s scant evidence that affordable housing is even a consideration.

Former cop named director of security for Plainville Schools Press Release

Former Plainville Police Department Support Services Sergeant Richard Marques has been named Director of Safety and Security for Plainville Community Schools. He was selected through an extensive search and screening process conducted by a comprehensive committee that

included Superintendent of Schools Steven LePage, Plainville Chief of Police Chris Vanghele, and several school district administrators.

Also, he assisted in updating district haz-

ards plans, and served as the point of contact for physical security assessments.

Marques holds a bachelor of arts degree from the University of New Haven and a master’s in Law Enforcement Administration from Central Connecticut State University. Also, he has completed a wide variety of professional development courses, trainings and certifications.

Marques is a member of the National Tactical Officers’ Association, the Police Association of Plainville and the American Sniper Association.

In an interview with the Mirror, Christie Stewart, director of the Fairfield County Center for Housing Opportunity, called affordable housing a “political lightning rod.”

Stewart offered damning insight: “That’s kind of all you need to know about Connecticut. If you want to know where Connecticut prioritizes its housing affordability challenges, take a look at the budget. I think that’s true at every level of government.”

Politics, planning, prioritizing, it’s easy enough to identify the obstacles to creating more affordable housing options. Finding solutions should be just as doable.

Some towns haven’t allocated all their ARPA funds yet and some funds haven’t been spent.

There may still be time to rectify the situation, to some extent. But in order to see a way to a solution, the blinders have to come off.

NEW LONDON — The Coast Guard Academy is disenrolling seven cadets for failing to comply with the military’s COVID-19 vaccination mandate, after their requests for religious exemptions were denied and they were ordered to leave campus.
