Health districts prepare for vaccine distribution By Devin Leith-Yessian Record-Journal staff

covers Cheshire, Prospect and Wolcott.

Local health districts are preparing to receive and distribute vaccines for thousands of “critical infrastructure” employees as approval of two drugs is anticipated.

Earlier this month, Gov. Ned Lamont said doses of vaccine could arrive by mid-December, earlier than previously thought. According to a Dec. 13 press release, Connecticut placed its first order for 31,200 vaccines on Friday, Dec. 4, and the state anticipated delivery to hospitals starting as soon as Monday, Dec. 14. Longterm care facilities across Connecticut have agreements with either

Esposito estimates that would cover approximately 3,000 workers in the Chesprocott region, though the state is still considering expanding the designation to include cohorts such as healthcare workers not associated with a hospital. Phase 2 would see That would be followed by Phase 1B, vaccines made available to the genwhere local health districts would eral public and available from most vaccinate critical workforces, all municipal workers, school staff, and See Vaccine, A2

LIONS GIVE HOLIDAY HELP The Cheshire Lions Club donated $1,000 in gift certificates, for use at local department stores (Walmart and Target), to the Department of Social Services on Thursday, Dec. 3. The certificates will allow families to purchase toys for their children. Events held by the Cheshire Lions Club, such as the annual Sight Saver Day, Paper Shred Day and its affiliation with the Cheshire Half Marathon Road Race provide the means to fund civic projects, said Membership Chair Anthony Cipriano, Jr. In the photo, from left: Cheshire Lions Club Vice President Nancy De-

When a child is suffering and needs help, it might be surprising to know that sometimes an animal is the best way to connect and help. “Healing the hearts of children, one wagging tail at a time,” is the motto of Soul Friends, an animal assisted Francesco; Kristen Schechter, Town of Cheshire Social Worker; and William Manthey, past Lions District Governor. Vaccine From A1

Once vaccines begin to arrive at hospitals and health districts, the state and federal governments have cautioned not to expect large quantities, Esposito said. “We have to remember this is happening in the whole United States ... we are probably not going to see 1,000 doses of vaccines. Each health department will probably only get 100 or 300 doses” in the first shipment, she said. Though state funds allowed Chesprocott to purchase new coolers, refrigerators and freezers to store and transport the vaccines, Esposito said mass distribution will tax local districts already struggling to keep up with contact tracing workloads. “I have people doing overtime ... 25, 30 hours a week. They don't get Saturday and Sunday off because they have to contact trace and when you get 200 cases in two days, calling 200 people and questioning them … (it’s) very challenging,” she said. Calling the speed and effectiveness of the vaccines’ development a “moonshot,” Samuel Pope, director of medical ICU at Hartford Hospital, said the drugs will allow doctors to go beyond just treating the virus to beginning to prevent it and could eventually spell the end of the pandemic.

“Any vaccine when it comes out there's some trepidation about the side effects … the early data we know is there's no serious adverse effects,” he said.

Instead, she’s anticipating that they’ll be receiving vaccines being tested by other companies, which can be stored in the refrigerators many districts already have on hand.

Kumar believes hospitals could begin receiving doses between Dec. 10 and 15, although enough doses to inoculate the general public might not be available until June.

Shane Lockwood, director of the Southington-Plainville Health District — which also includes Middlefield — said many of the lessons public health experts learned from the H1N1 flu and Ebola are being employed, both designing priority groups and in organizing vaccine distributions. The annual flu vaccine campaigns typically prioritize the elderly, who are most at risk, however H1N1 put pregnant women at higher rates of risk, while coronavirus has put frontline workers in peril. “While we certainly weren't hoping for a pandemic, this is not new to us,” Lockwood said, noting that they’ve done drills and yearly flu shot campaigns. “… We do mass vaccinations such as flu all the time … I think we have very sound infrastructure to be able to do this.” Meriden Health and Human Services Director Lea Crown said the state notified the local health districts participating in Phase 1B that they

“That was a relief, that we’re not going to have to go out to purchase ultra-cold (freezers),” she said.

“Local public health has been drilling mass dispensing of medication for years, so we have plans in place to make this work,” she said. Since the vaccines appear poised to be released in the midst of winter, Crown said earlier plans to conduct mass prophylaxis at drivethrus are no longer viable. Instead the district is exploring either securing locations with adequate space and ventilation to administer the vaccines indoors or to travel to firehouses, police departments and schools to give the shots there. “It's going to be midwinter when we get the vaccines, (so) I do not plan a drivethru,” she said. “You don't want a nurse with a cold shaky hand trying to give you a vaccine.”

While her department is in the process of acquiring new technology to keep track of vaccine dosing, Crown said Meriden already has all the staff and infrastructure needed to conduct a widescale distribution effort. She estimates approximately 14,000 critical employees in Meriden’s region would fall into Phase 1B.

Ajay Kumar, Hartford HealthCare’s chief clinical officer, said widespread trust in the vaccine is critical to the easing of restrictions on gatherings and to stem the tide of COVID patients being treated at hospitals. Most of the misconceptions about the vaccine seem to be regarding the speed of its development and testing, however he said safety trials appear to indicate no severe side effects with only around 2 percent of recipients experiencing mild symptoms, like fever.

One particular behavior modification where Nutmeg excels with kids on the Autism spectrum is boundaries. “If a parent comes to me and says, ‘My child is really impulsive; lashes out without thinking first,’ Nutmeg and I will work with a treat,” said Ratchelous. A treat is set down and Nutmeg cannot have it until the child says “enough”. Ratchelous then turns the lesson to the child and tells them when they are angry to think about what they have taught Nutmeg. Ratchelous would then counsel the child: “Instead of the treat, you are

Nutmeg was already trained as a therapy dog, by Freedom Service Dogs, having been trained in Colorado for use in Newtown after Sandy Hook. Additional training was completed by Paws ‘n Effect in Hamden. When people ask how they can get their dog or animals to be therapy animals, the first thing is that they should have the right temperament and a kind demeanor. You have to do “a lot of training” with them, Nicoll emphasized. Ratchelous has Beau, a new dog, who she hopes to have him working with her in the next year. “I’ve been working with my dog, Emmet, for three years and he’s actually failed the therapy dog test twice,” said

Food and Fire project delivers gourmet eats By Faith Williams Record-Journal staff

WALLINGFORD— Fire departments are being treated to gourmet meals during the pandemic thanks to a local chef. Chef Ray Gennaro decided he wanted to show his support by doing what he does best – cooking. The Wallingford resident created the Food and Fire project to deliver full meals to fire departments.

Letters Policy Email letters to news@ thecheshirecitizen.com; mail to 500 South Broad St., Meriden, CT 06450 or fax to 203639-0210.

“I said, ‘I’m going to do something for these people, these people are true heroes,” he said.

Letters are limited to 300 words. The Citizen will print only one letter per person each month. We reserve the right to edit letters. We do not list names of people, organizations and businesses being thanked. Names of businesses are not allowed.

Despite several personal hardships because of the pandemic, Gennaro and his wife cook out of their home and fund the Food and Fire project themselves. “I went to one fire station and then one led to another,” the chef said. “I wasn’t working anyway and I have the love of food and I was See Gourmet, A11

MERRY AND BRIGHT

In Brief Discussion on slavery Join The Cheshire Coalition for Change and CHS Rams Against Racism on Wednesday, Dec. 9, at 7 p.m. for a look into a forgotten chapter of Cheshire’s long history. Cheshire resident Christine Pittsley will lead participants through the stories of the men, women, and children of African descent who were held in bondage in Cheshire. Learn about the town’s connections to the West Indies trade, how citizens embraced or rebelled against the abolition movement, and how many came to forget about this chapter of the town’s past. Pittsley is a third-generation Cheshire resident, mother, veteran, and self-professed history geek. This passion for history led her to begin studying slavery in Connecticut more than 15 years ago. With a focus on New Haven county, she has done extensive research to document the African descendant communities of the 17th and 18th centuries.

Unicorns have been quite prevalent in popular culture for awhile. Indeed, the fabled beast has been seen here and there quite a bit this holiday season as something of a trend. And why not? This is the time of year for all the fun and fantasy mere mortals can muster. In this photo, Cheshire's Brooklyn Bonas, 9, is shown with her Christmas unicorn outside her home where it appears there will be a magical Christmas at her house this year. Photos by Joy VanderLek, The Cheshire Citizen

Pittsley is currently the project director for Connecticut State Library’s WWI programs. She also has been Connecticut’s liaison to the United States World War One Centennial Commission.

Wreaths Across America The VFW Post 10052 of Cheshire invites the public to join in a short ceremonial wreath-laying at noon on Saturday, Dec. 19, at the Veterans Memorial Plaza in front of Town Hall. The day has been proclaimed “Wreaths Across America Day” by the U.S. Senate. The mission of Wreaths Across America is to “Remember, Honor and Teach" about the sacrifices made by veterans. WAA says, “Remember the fallen; Honor those who serve; Teach our children the value of freedom.” See web site at Wreathsacrossamerica.org.

Scavenger hunt This big display on Edwards Road decided to go with a very merry Minions theme along with many more favorite friends showing up that are always fun to see at Christmas. For those who enjoy more traditional Christmas pageantry, this pretty sleigh on Lanyon Drive elicits the sentiment and nostalgia of the winter holidays.

In light of the current circumstances, the First Congregational Church will not host its annual Christmas Fair. Hoping to provide some Christmas excitement for all community members in a different way during this COVID-19 year, the church will “Light Up The Season” with a town-wide candle scavenger hunt, from now until Dec. 24. All are invited to participate. During those four weeks, First Church parishioners will display special 6-foot-high candles in the yards of their homes. “Clues” to the location of these candles will be on the church website (https:// www.firstcheshire.org/candles). Paper copies will also be available outside the front of the church. Each candle will have a different “word of the season” with it; searchers will submit lists of these words to the church, either electronically or at the church. Correct answers will be put into a drawing for prizes, including gift cards to local restaurants and stores. A handful of winners will also choose from a list of 10 local nonprofits to receive a seasonal donation, in each winner’s name, courtesy of the church. See Briefs, A11

The church invites the community to celebrate the season at a weekly Advent candle lighting on the Church Green as well as a Christmas Eve “Journey to Bethlehem” event, also on the Green.

“He just showed up with trays of food,” North Haven firefighter Justin Orlando said. “He brought chicken parm, pasta, salad, and dessert. We were very appreciative that he was thinking of us and it was a nice surprise.” Gennaro grew up learning to cook from his father, Chef Gennaro Aurioso. His father owned several Italian restaurants in New Haven where Gennaro got his love for cooking. “Bottom line, I’m going to make a difference one way or another,” he said. “I’m going to feed people.” Gennaro has been the head chef in several local restaurants including Waverly Inn in Cheshire and Time Out Tavern in Durham. He currently works from home and travels to be an in-home, personal chef. Gennaro has visited 10 other fire departments since April including stops at the Plainville, North Haven and Wallingford fire stations. Each stop he delivers different Italian meals, but recently he also has been delivering Thanksgiving meals.

Pajama Program The Pajama Program provides new pajamas and new books to children in need, many of whom are waiting and hoping to be adopted. These children live in various situations including group homes, shelter and temporary housing facilities. Many of them have never enjoyed the simple comfort of having a mother or father tuck them in at bedtime with warm, clean pajamas and a bedtime story.

Artsplace also is collecting new children’s books for children of all ages. Drop off in the marked plastic bin outside the front door, under the purple awning to Artsplace, 1220 Waterbury Road, now through Thursday, Dec. 17. Artsplace may be reached at 203-272-2787.

Tree lighting changes Cheshire’s Parks and Recreation Department has announced that it will not host its traditional holiday tree lighting ceremony this year, due to concerns over the spread of COVID-19. While there willDriver be noSide gathering, Parks and Recreation will stream the lighting of

the tree on Facebook and its YouTube channel. The winner of the annual Cheshire Junior Women’s Club Holiday Essay Contest also will be invited to help light the tree, and Parks and Rec confirms that Santa is scheduled to drop in. No official time or date has been set, and Parks and Rec asks those interested to continue checking its social media sites for updates.

To peek or not, the pros and cons of holiday snooping By Joy VanderLek The Cheshire Citizen

Were you a Christmas package snooper, sneaker, shaker? I’ll admit I did belong to that club. How to sort out ‘double counting’ snag By Lisa J. Cappalli

In virtually every divorce case the assets get split up between the spouses. Frequently, income of one spouse is shared with the other as alimony or child support. Sometimes it’s easy,

a savings account is an asset and a spouse’s salary from an employer is income. What if the wife is the sole owner of an accounting practice? That is an asset that has value. The husband might argue that value should be shared. What if the net income from the practice represented almost

all of the combined income of the spouses? The husband might also argue that he should get alimony calculated by including the income from the practice. But, you say, the value of the practice includes some desks and computers but is almost all based on capitalization of the income stream it produces. Isn’t that double counting? Can he get both a piece of the value of the practice and some of the income? The answer is “maybe.” It would depend on the totality of the couple’s financial situation. In a recent case, the trial court ordered the husband, who owned two related consulting businesses, to make an immediate cash payment to his wife of 50% of the value of the business and, without regard to the property division payment, to pay alimony based upon his income at the time of the divorce. The appellate court See Cappalli, A16

I still manage to pull off a surprise for both of them every now and then, to give them something they had not asked for at all and was absolutely not at all on their radars. That makes me very happy. And what also makes me very happy is that once in a while, the husband stuns me. reversed that order because it would have been impossible for the husband to raise the money to pay for the business value and pay the monthly alimony. So he would likely be in contempt the moment the order was issued. This comes up in many other contexts, for example, the value of a rental property and the income that it produces, and the value of a retired spouse’s pension and the monthly benefit payment. There are different ways to characterize and analyze financial interests as assets, income or both, to address problems of double counting. Working closely with your lawyer and sometimes a financial professional should enable you to present the facts in the most favorable light, create a smart financial settlement and in doing so avoid negative consequences like double counting.

Merry Christmas from Elim Park!

This year, give yourself the gift of carefree living

ated with Synagro based on the 2011 contract in effect when the RFP was advertised. Although Synagro was not the lowest price, they were the best fit for the town, according to Walsh. There are only a handful of companies that deal with sludge and solid waste removal, and that’s a significant factor as the town considers its options. The current Synagro contract is set to end at the end of this year. The proposed new contract will last for three years with a scheduled five percent increase in year one.

There’s still time to take advantage of our year-end incentives—and take the next step towards a vibrant, maintenance-free lifestyle in 2021!

Cheshire spends between $120,000 and $140,000 annually for sludge removal. The bid waiver for Synagro Technologies was passed unanimously by the council.

Come live with confidence at Elim Park.

Waste collection holiday schedule

203.303.4567 elimpark.org

The Cheshire Department of Public Works and Engineering would like to remind all residents that there will be no collection of solid waste and recycling on both Friday, Dec. 25, (Christmas) and Friday, Jan. 1, 2021 (New Year’s Day.) Collection will be delayed one day for the Friday pickups only, occurring on Saturday both weeks.
