Health departments prepare for eventual vaccine distribution
Thursday, September 17, 2020
A LABOR OF LOVE
By Devin Leith-Yessian Record-Journal staff
Local health districts are updating plans for emergency distribution to prepare for an eventual coronavirus vaccine. “They keep telling us that we should plan for COVID vaccines anywhere from October on,” said Maura Esposito, director of the Chesprocott Health District, which serves Cheshire, Prospect and Wolcott. Anticipating that vaccines will be in short supply at first, distribution plans are focusing on first responders and other priority professions, including hospital staff and teachers. “We have been planning very hard to identify our critical workforce and priorities,” Esposito said. “… We know that the vaccines are going to come and they’re going to be limited.” Once first responders and other priority workers have been inoculated, the vaccine will be available to the general public through drive-up sites set up by municipal health departments and districts, as well as pharmacies and doctors’ offices. The existing emergency distribution plans called for converting schools and other large buildings into distribution centers. However, the contagious nature of COVID-19 has led public health officials to opt for the drive-up model. The Wallingford Health Department has selected Sheehan High School as See Vaccine, A2
A group of Cheshire Land Trust stewards recently tended to a garden of “Summer Splash” annual flowers. The pretty patch of blooms is located on the Farmington Canal Heritage Trail at Lock 12, at North Brooksvale Road. The project is part of the land trust’s participation in the Pollinator Pathway movement, a nationwide effort to counteract the loss of insect habitat and to help create native plant feeding grounds for monarchs and other pollinators. Planting on the main garden is expected to get underway this week with the installation of native shrubs and trees. Pictured, from the front: Katie Bateson, Joanna deBear and Veronica Schaefer. Traffic camera project set to be done in 2021 By Matthew Zabierek Record-Journal staff
MERIDEN — A state project to add traffic cameras to local highways is expected to be completed in 2021. The state Department of Transportation announced plans a couple of years back to add the cameras to interstates 91 and 691, and Route 15. DOT spokesman Kevin Nursick said in early 2018 that the project
could begin construction in late 2018 and take about two years to complete. Nursick wrote in an email this week that it “looks like early 2021 for completion of the project.” Local highways are a “blind spot” in the state’s system of traffic cameras. Information from the cameras will be useful to motorists, first responders, and law enforcement, according to DOT.
The cameras will show traffic congestion, road conditions, construction and maintenance activity, lane closures, and traffic accidents. Data will be transmitted to DOT headquarters in Newington, where staff will assist in providing information to DOT personnel and state and local emergency responders. “The traffic cameras and electronic See Cameras, A2

Fourteen cameras are planned for I-691 between the I-91/Route 15 interchange and I-84 in Southington, in addition to three electronic overhead variable message signs. That phase of the project is projected to cost $13,340,470. Federal aid will cover 90 percent of costs for both phases, Nursick said.
U.S. Rep. Rosa Delauro, D3rd, held a roundtable discussion in Wallingford Friday about the town’s planning for disseminating a future vaccine and what they said was a need for additional federal resources and guidance to support communities in safe and equitable distribution.

Meriden’s Health and Human Services Department already has much of the equipment and trained staff necessary to handle the vaccines, said department director Lea Crown. Meriden has held drivethrough vaccination drills with health departments from across the state in the past and is working on a plan to use its upcoming flu vaccine initiative as a trial run for a drive-through clinic. Wallingford is already running a drive-through flu vaccine program at the municipal library and Chesprocott has identified sites in each of its three towns to set up flu clinics in October. “If there’s one thing that public health does well and has prepared for well, it’s mass (prevention),” Crown said.

cameras could also help firefighters locate accidents on the highway. “There’s a potential that we could set it up so our dispatch has it all the time and that would help us in the event that there’s an accident. They might be able to pinpoint it a little faster with a camera and we wouldn't have to hunt it down,” Morgan said in 2018. “The potential is great.”

This is a good time to carefully look at the trees and determine if there are cracks in branches, trunks, and crotches that are precursors to total failure in the future. It is much more cost effective to remove or correct problems now, rather than deal with much bigger problems later.

they will do their best to “heal” themselves and continue growing. However, if cracks have developed in wood, the tree has no ability to heal or mend the crack. Trees only produce new tissue in a thin layer under the bark, and over years, it may grow enough new material to cover the defect within the wood. This process is called compartmentalization and it is the plant’s way of “walling off” areas that have damage or decay, and limit its progression.

House fire leaves residence ‘uninhabitable’
Eversource
An early-morning fire Sept. 9, at a residence on Reservoir Road, has left the home “uninhabitable,” according to the Cheshire Fire Department.
From A5
The fire call on the incident came in at approximately 3:15 a.m. Arriving at 635 Reservoir Road, firefighters found a two-story wood framed home “well involved in fire,” according to a town press release. The blaze, which completely engulfed the home, had begun to encroach on
a neighboring structure when officers arrived. About 30 firefighters responded to the scene, including from Wolcott, Wallingford, and Prospect fire departments. The fire was extinguished and under control by 5:15 a.m., after burning for two hours. According to fire Chief Jack Casner there were two individuals home at the time. No injuries were reported. Due to significant damage, the home is not habitable. Information provided
by the town indicated that four Cheshire residents have been left homeless as a result of the fire. Cheshire and state fire marshals are currently investigating the cause.
near power lines,” said Eversource Vegetation Management Manager Alan Carey. “We trim and remove hazardous trees every day along state and local roads and can’t stress enough the importance of communities and customers working collaboratively with us to support these efforts so we can reduce the number of tree-related power outages in future storms.”

Customers’ restoration time after a storm is greatly impacted by the extensive treeclearing required before Eversource can repair the electric system and restore power to customers. Downed trees blocking roads also create increased public safety risks for fire, police and other first responders. The recent fierce storms that carved paths of destruction across the state damaged not only dead and diseased trees, but also brought down mature, healthy trees with full-leaf canopies. Eversource continues to make investments in the electric system to strengthen it to be more resilient to the region’s changing weather. Despite those efforts, the electric grid is not built to withstand the impacts of massive, mature trees falling on it. This year alone, the energy company is spending $83 million trimming branches and removing hazardous trees along 4,200 miles of roads across Connecticut as part of its robust vegetation management program. “Our vegetation management program is a thoughtful plan that balances the needs of reliable service to our customers and the natural beauty of our communities,” said Carey. “We appreciate the understanding of town leaders and property owners as we work together to lessen the risk of tree-caused power outages in future storms.” For details on the company’s comprehensive vegetation management program, visit eversource.com. — Press Release

Pocket parks deserve love, too By Joy VanderLek The Cheshire Citizen
Do you remember making outdoor forts when you were a kid? I do. Recently, I had a déjà vu moment from my childhood when walking the Cheshire Land Trust’s Ives Woodlands trails. I had to laugh when I spied a little kid’s fort not far off the trail. Long branches were set against the massive trunk of an oak tree. The result looked kind of like a halfconstructed teepee. The “floor” appeared as if someone swept out the leaves to create a “play area.” A toy truck was parked in the space along with two little chairs — a giveaway to the structure being the work of a child—and it was decorated with a wagon wheel and pinwheels. Quite elaborate. It brought back memories of other forts I made playing at my elementary school. (That school was grades 1-12, I kid you not, but that’s a story for another time.) At my school, there were huge forsythia bushes growing against one side of the building. If you have a hedge of forsythia, you know it needs to be pruned back hard each year or they flower only on the outermost branches, leaving a big hollow at the center of the plant. For a kid in elementary school, we would spend our lunch period, eating the brown bag sandwiches Mom made, in the secret playhouse rooms made by the forsythia’s arching flower-laden branches.
bench under the trees for shade and relaxed among the plantings for a lunchtime respite. I have not gone in — yet. You might want to beat me to it. Go, take a book and a brown bag lunch of your own or grab a lunch from a
These are public spaces. Perhaps you know the “Gateway Parklet” next to the gas station at the intersection of Maple and Highland Avenues. Back in the early 2000s, it was a verdant oasis, adorned by rhododendrons and seasonal plantings, including a beauteous wisteria growing on a perfect arbor. How wonderful it would be, I thought, to take a book to read, and perch atop one of the large rocks, which I am sure was skillfully planted by a landscape designer. I can hear them now, “No, move it here, it looks more natural,” or “Snug the larger rock over to the smaller one.” Unfortunately, the elegant wooden arbor rotted, the robust wisteria was pulled out (probably kicking and screaming, too). What currently sits there, I see, is a dwarf red Japanese maple, looking perhaps a bit embarrassed, a little out-of-its element.
Another pocket garden is located at the Maple Avenue entrance to the Maplecroft Plaza shopping complex, the big intersection in front of the Rite-Aid. When the entrance to the plaza was The whimsical fun of making rooms in outdoor spaces opened, this pocket garden doesn’t escape me now that was a stunner. It had a lovely I am grown and well past the seating area, brick pavers and beautiful plantings. I did age of playing in forsythia sit here and enjoy the flowbushes for the most part. It ers and shade many times is fun to daydream though when out on my early mornwhen I come across ing walking jaunts (back in Cheshire’s pocket gardens.

the day when I jaunted, that is). Alas, it did not take long before it was left to its own: maintenance lagged and then seemingly disappeared. While driving by today, I discovered it had turned into an island of overgrown weeds. Can this one be turned around? The Ives Corner pocket park, on the other hand, is owned by the town and is very well maintained. It is on the south end of town and it’s a showcase, I guess, as it is the main entrance to the daily influx of car traffic each and every day. There is not a seating area, unfortunately. I do see quite a number of people who make use of the sidewalk to get to the shops further up on South Main Street. The sidewalk winds among a pretty stone wall and severely coiffed bushes and a handful of lovely shade giving trees. Finally, there is a pocket park I am excited to tell you about. It is a spot but right on the busiest stretch of South Main Street and Academy Road. This mini oasis is tucked between the brick One Town Center building and the medical center next door. It looks so inviting and cozy. It beckons all who pass to come in and sit a spell. And yet, I imagine it might be a secret to most? I wonder if anyone has taken advantage and sat on a

The state Public Utilities Regulatory Authority held a second hearing via videoconference Thursday, Sept. 10 as it revisits a rate increase it approved for Eversource that took effect July 1. The agency suspended the increase on July 31 after a flood of complaints by customers. Donna Lane, of Plymouth, said her electricity bill last month ballooned to $518, which she said was more than her car payment and half her mortgage.

CSC’s mission is to facilitate collaboration between local organizations, government and citizens for implementing environmentally, sustainable culturally vibrant, and socially equitable projects that improve the quality of life for Cheshire residents. The Coalition for a Sustainable Cheshire is working to fund backyard composters and educate the public on the benefits of backyard composting. Backyard composting will reduce curbside trash, create rich soil for planting and will help reduce methane emissions in landfills. The project’s organizers are calling on the community to join this initiative by donating to a crowdfunding campaign or championing the effort. All community donations will be doubled by Sustainable CT’s Community Match Fund, which is an innovative funding resource for public, community-led sustainability projects.
When the campaign reaches its $4,000 goal by its fundraising deadline of Sept. 30, the project will receive a matching grant of $4,000 from Sustainable CT, an initiative of Eastern Connecticut State University’s Institute for Sustainable Energy. Gail M. Powell asks: For decades, local Food Pantries, Food Banks and Social Service agencies have struggled to help individuals and families who face hunger, food insecurity and lack of primary medical care obtain and receive these basic life necessities. The sense of urgency in meeting these needs was dramatically exacerbated when the Coronavirus/COVID19 struck in the beginning of 2020. Due to economic shutdowns, the primary issues all social service agencies faced now impacted an entirely new population and more severely affected those already living in the margins prior to the pandemic. Food and lifesaving drugs were indisputably the primary areas of serious emergent need.
What plans, programs and/or policies would you put in place to insure a failsafe supply chain for basic life necessities in the event of a second wave of COVID19, another pandemic or natural disaster – fire, weather related (floods, hurricanes, others), or an economic depression?
