Fireworks set for Saturday The Town of Cheshire and the Cheshire Chamber of Commerce recently announced a fireworks show – with appropriate social-distancing measures in place – for Saturday, Sept. 12 at Bartlem Park. Viewing of the fireworks will take place on the North side of the park. Squares will be marked off on the field, safely distanced, for families to enjoy the show. Bring a blanket or chairs. The field will open at 6 p.m. for people to claim a spot. There will be 500 people allowed on the field, per the governor’s order.

Experts offer remote learning tips By Jessica Simms Special to the Record-Journal

Regardless if your child is going fully virtual or following a hybrid plan, most students will be learning remotely at some point during this academic year. With remote learning still relatively new for most families, preparations are needed. “The biggest barrier to remote learning is having a good setup, that is, access to materials and technology ... as well as re-

sources such as uninterrupted space and time for learning,” said Sandra Chafouleas, professor of educational psychology at UConn. Enough technology and room for everyone in the family is also key. “With multiple children trying to share a single access device, the challenges become even greater for organizing and scheduling routines for work, play, eating,” said Michael Young, associate professor in educational psychology at UConn.

“Noise-canceling headphones that allow multiple online users to use the same space without interfering can be a good start.” Another challenge of remote learning is the loss of social development and connection between students. “It has equally to do with students’ social welfare as well as academic development,” said Katherine Roe, assistant professor of education and educational psychology at Western Connecticut State University. See Distance, A2

A press release from organizers stated, “We ask all that are entering the park remain at least 6 feet apart and wear masks. There will be two entrances to the field and your entire party must be present to be counted. The fireworks will start at dusk. We will have three exiting areas available and we will be asking half the viewers on the field to remain until the other half has exited.” Chairman of the Cheshire Town Council Robert Oris Jr., said, "We are excited to be collaborating with The Cheshire Chamber of Commerce to continue the fireworks display this year. While we will miss the traditional fall festival, the fireworks display will allow us to still come together to celebrate as a community. I thank the Chamber staff, who are working tirelessly with our local health district and town personnel, to insure the event adheres to COVID guidelines and offers our community a safe and positive event that we can look forward to attending.” Parking will be available at Cheshire High School. There will be limited parking at Bartlem Park. Rain date is Sept. 13.

As a way to help maintain a child’s social connections, parents can help encourage virtual play with other students.

“Social learning is an inherent part of school and parents should support students having time to connect, even play together online,” Young said. “Many parents seek to limit ‘screen time’ and now that students are online for classes, some parents may seek a balance by insisting students step away from devices for social entertainment. News Briefs Teacher not COVID positive In an email to parents Friday, Superintendent of Schools Jeff Solan said that a recent rapid test of a teacher that had delivered a positive result for COVID19 was proven to have been a false positive. This update was the result of subsequent testing and consultation between the Chesprocott Health District and the Department of Public Health. Last week, the dis-

trict announced that it had received word of two possible COVID-19 cases in the school system— one teacher who had tested positive for the virus and an administrator who was experiencing symptoms and was awaiting test results. As a result, Solan required all educators and administrators at Cheshire High and Dodd Middle School to work from home for the week. With news of the false positive test, the district currently has no educators or administrators

who have a confirmed case of COVID-19. Cheshire schools opened this week to students for the first time since March 13. There were three orientation days scheduled, starting Tuesday. Regular classes were set to start on Friday, Sept. 11.

Members of the public who attend are asked to wear a mask. In Wallingford, the town will hold a remembrance event at 6:30 p.m. in front of town hall. Attendees are required to wear masks where appropriate and to observe social distancing. A Lyman Hall High School student will be the guest speaker. In Cheshire, town officials haven't planned a remembrance event on Sept. 11. However, plans are underway for a dedication of the pavilion at Cheshire Park, in memory of Mark Jardim, a member of the Cheshire High School class of 1980, who worked in the World Trade Center and died during the attacks.

“While it’s extremely disappointing that we weren’t able to find a position that gives kids that full football experience ... we still have opportunities to keep our kids engaged,” Lungarini said. “Structured physical activity still has an extreme value.” As for volleyball, the DPH was recommending the game be moved outdoors. The CIAC found that unworkable for safety and equity reasons. The solution was keeping the game indoors with players wearing masks.

The CIAC, in response, asked the DPH on Aug. 28 if it would evaluate COVID data with the CIAC at the end of September or in early October to determine whether high–risk sports could proceed.

The problem was, the Department of Public Health was still advising against it, recommending football be pushed to the spring or scaled back to 7on-7 for the fall.

Then, on Aug. 27, the CIAC updated its fall plan that featured three weeks of cohort practice, two weeks of fullteam practice and an Oct. 1 start date for games. The plan included a green light for 11-on-11 football.

“As we have stated previously and consistently, there are characteristics that make certain sports unique with regard to their potential for the spread of COVID-19, and thereby present a higher risk for initiating

Another key component to the story came on Aug. 14, when the CIAC rejected a vote from its football committee to push the football season to the spring. The football committee was almost unanimous — the vote was 9-1 — in its recommendation. The CIAC countered by saying the state’s low COVID numbers warranted playing football now and that there was no guarantee the numbers would be better in the spring.

or furthering community spread of any outbreaks even when data metrics support inperson learning,” wrote DPH Acting Commissioner Deidre Gifford.

“With regard to CIAC’s consideration of additional mitigation strategies for indoor girls’ volleyball and football that may lower their risks for person-to-person respiratory droplet spread, DPH has suggested that CIAC consider modifications to higher risk activities, and we continue to encourage such modifications. Absent such modifications, DPH is unlikely to support higher risk activities for the Fall term.” The rest of the CIAC’s fall plan remains intact. On Friday, teams were completing the first of three weeks of conditioning and non-contact skill work practices that are limited to one hour and must be done in cohorts of no more than 10. Longer, full-team practices will begin on Sept. 21 if the state’s COVID-19 case numbers, which by then should reflect the first two weeks of school, remain below certain

thresholds. An abbreviated regular season would be played in October, followed by a “tournament experience” in early November — again, if COVID-19 numbers remain good. The DPH is charting the state’s daily numbers, as well as weekly numbers on schools, every Thursday, at data.ct.gov/stories/s/CTSchool-Reopening. That data includes the numbers the state Departments of Education and Public Health are using to advise schools on remote versus distance learning. The early read out, according to the DPH, is not favorable. The state has had a recent rise in cases and people under the age of 30 accounted for about half of it. “Unfortunately, we are already seeing some of the metrics in our state trending upward,” Gifford wrote in the Sept. 3 letter to the CIAC. Friday’s decision by the CIAC brought a formal close to high school-level tackle football in Connecticut for 2020. The prep schools cancelled football last month. All of Connecticut’s colleges have also cancelled football.

Study: More Conn. families struggling financially By Matthew Zabierek Record-Journal staff

A new study examining 2018 data found 38 percent of Connecticut households lacked enough income to afford basic necessities before the onset of the coronavirus pandemic. The United Way of Connecticut’s biannual ALICE report, released last week, found that of the state’s 1.37 million households, 146,552, or 11 percent, earned below the federal poverty level in 2018.

Another 367,175 households, or 27 percent, were considered “ALICE” houses, meaning they did not fall below the federal poverty line, and therefore did not qualify for public assistance, but did not earn enough income to afford basic necessities. The acronym stands for “Asset Limited, Income Constrained, Employed.” The 2018 data also showed that a growing number of households in Connecticut, 13 percent, are on the cusp of becoming an “ALICE household.” The report does not

account for economic impacts brought on by the pandemic. “Despite working hard, many ALICE workers are not able to earn enough to keep pace with the high cost of living in Connecticut and the COVID19 pandemic has exposed just how many families are walking a financial tightrope,” said Richard Porth, CEO of the United Way of Connecticut. It’s “very reasonable” to assume the number of ALICE households will increase as a result of the pandemic, said

Maria Campos-Harlow, executive director of the United Way of Meriden-Wallingford. Many ALICE workers have lower-paying jobs in industries hit hard by the pandemic, child care, restaurants, and hospitality.

Local numbers

“The ALICE population is always one paycheck away from falling behind,” Campos-Harlow said.

Locally, 49 percent of households in Meriden are either below the poverty line or considered ALICE households.

The biannual report pulls data from a variety of sources to determine whether households can afford the minimal costs for basic needs, including housing, child care, food, transportation, health care, technology, taxes and a contingency fund equal to 10 percent of annual spending. Household essential budgets were adjusted for geography and a number of demographic factors, with average budgets of $29,908 for a single adult, $31,752 for a single senior, and $90,660 for a family of four.

Of the 169 towns and cities in Connecticut, 148 have at least one in five households below the state’s basic cost of living, which the reports refers to as the ALICE threshold.

Percentages from other surrounding suburbs include: 36 percent in Wallingford, 26 percent in Southington, 22 percent in Cheshire, 26 percent in Berlin, 37 percent in Plainville, 30 percent in North Haven, 17 percent in Durham, and 24 percent in Middlefield. While the poverty level has remained relatively stable in local towns and around the state, Harlow-Campos said the percentage of ALICE households is climbing.

property. In the spring, frogs from the pond just over the property line at the medical center are loud enough to hear from quite a distance. Funny thing is, when you try to sneak up on them, they suddenly stop croaking and trilling and calling. Oh, we kept trying to catch a glimpse, but they are very stealth-like. In the summer, we saw mallard ducks with their young over by the east side trail, near the pool. And when the Mill River is full and flowing, which was not the case this summer, the ripples and splashing of the water can be hypnotizing. Lately, I have been successful at shoe-horning hubby into a quick walk here. He is

hilarious though. We start out together, holding hands and strolling along (me stopping several times with little gravel pieces in my sandals). However, the man tends to walk faster than I do (and everyone else on the planet). He makes me laugh, though, because he truly reminds me of a stable horse. You do not need to have experience riding horses to know that it is the stable horse that is stubborn as all get out when it comes to getting out of stable and dragging him to the trail. Once on it, however, the stable horse picks up speed and winds up galloping as fast as he can back to the stable ― or in this case, hubby’s Dodgers’ game. Growing racial disparities The latest ALICE report found a disproportionately high percentage of Black and Hispanic households live below the ALICE threshold. More than half of Black households, 57 percent, and Hispanic households, 63 percent, live below the ALICE threshold, higher than the statewide average of 38 percent. This racial disparity has existed since the recession of 2008 and has grown over the past decade, Porth said during a recent press conference. “Households across the state were affected by that recession, but it appears white households recovered faster and to a greater degree,” Porth said. “Black and Latino households actually lost ground over the last ten years or so. That, in my opinion, is an alarming finding.” Since 2010, the number of black households in Connecticut below the ALICE threshold has increased by 11 percent, while the number of white households struggling to make ends meet decreased by 10 percent, according to Porth. “Something’s wrong there,” Porth said about the widening disparity, “and we want to call that out and ask for help across the whole government, business [sector], community leaders and others to figure out how we can do better.” mzabierek@record-journal.com 203-317-2279 Twitter: @MatthewZabierek

REMEMBERING PETER MAZZA

Gifted athlete’s achievements, charisma remembered By Greg Lederer Record-Journal staff

Steve Trifone fondly recalls watching Peter Mazza play on the football field. As Mazza’s position coach on defense from 1992-95, Trifone had a close up look at how the standout player motivated other people. “He was a kid who never got frazzled; Peter played hard and the other guys followed him,” said Trifone, now the Cheshire athletic director. “When Peter was on the field, you never questioned if we were going to win.” After shining as a multisport athlete at Cheshire High School, Mazza stayed in touch with former teammates and coaches on his way to playing football at Yale University and then becoming an attorney in California. “For him, that (Cheshire) chapter was just the beginning of his career,” said Col-

orado State University football coach Steve Addazio, who coached the Cheshire Rams from 1988-94. “As nice as it to have a great highschool experience, it is important to take that forward. You keep moving, achieving, and striving.” That journey came to a close on Tuesday, Sept. 1 when Mazza passed away in San Diego, California from colon cancer. He was 42years old.

Three weeks earlier, Addazio had called Mazza to see how he was doing and ended up leaving a voicemail. “I didn’t know that he was going toward the end of the line,” said Addazio. “I have such vivid memories of Pete and his family. It is hard to believe that he is gone at 42 with a wife, three children and a great career.” As his high school coach, Addazio was touched by how Mazza overcame adversity, including dealing with

He was a tremendous person, wonderful competitor and had the ability to rally people.” At Cheshire, Mazza played a key role in a historic run for the football program. During his career, the Rams went 46-0 and won four state titles. “I remember when we beat Southington (in 1994) to break the state win streak record,” stated Trifone. “Peter was a big part of the team." Under the coaching of Addazio and his successor, Mark Ecke, the Rams won six straight state titles from 1992-97 and set the New England high school football record for consecutive victories with 49 (1991-96). “We had a bunch of great guys on those teams,” recalled Addazio.

“That was great to see two local guys play on the college level,” said Trifone.

A versatile player, Mazza contributed as an outside linebacker, defensive end, quarterback and tight end. As a senior, he was a captain and received Cheshire’s coveted Tommy DiDomizio Memorial Award. “He was one of those guys that you’d want to have in a foxhole,” Addazio said. “You wanted him around.” Along with football, Mazza also shined as an All-State selection in baseball and skiing.

In 2000, Mazza became Yale’s 123rd football captain and led the Bulldogs to a 9-1 season. In finishing his career with 303 tackles as a linebacker, he was named Connecticut’s 2000 Walter Camp Football Foundation Player of the Year.
