Kimball earns high marks from council

Sean Kimball recently received high praise from the Town Council for his response to the pandemic. The feedback was part of a review of the town manager’s accomplishments over the past year.

Late last month, councilors met to review Kimball’s list of goals and accomplishments for the 2021-2022 fiscal year. Councilor Sylvia Nichols, who chairs the Personnel Committee, noted that the next step is for the committee to hold another meeting this month to establish new goals for Kimball.

The town manager’s goals were broken down into topics, including the pandemic, finance, economic development, major projects and town operations, customer service and communication. Councilors ranked Kimball’s performance in those areas using a scale of 1 to 5. Councilors’ submissions were anonymous. Kimball’s objectives in responding to the pandemic included: providing support for residents and businesses as they recovered; and providing support for the rollout of the COVID-19 vaccine. In the finance area, Kimball held a successful bond sale in March 2021, developed a “fiscally responsible” operating and capital budget for the past fiscal year and ensured budget and audit report documents met Government Finance Officer Association award certification standards. Economic development objectives included hiring a coordinator for economic development and grant writing, a role Andrew Martelli filled; increasing publicity and visibility of the council’s Tax Increment Financing District and Master Plan; and pursuing expansion of utilities in the north end. Kimball also was lauded for the energy and enthusiasm he brings to the job.

The Cheshire Y/Sea Dog Swim Club claimed four titles and clocked several top-10 finishes at the ISCA Senior Summer Blast, held July 27 to 30, in St. Petersburg, Florida. “The kids swam really tough,” Coach Sean Farrell said. See story on Page 5.

WALLINGFORD — In honor of her mother’s love for popcorn, Robbin Jackson opened up a kettle corn shop called Nutmeg Kettlecorn. “We lost her eight years ago and she loved popcorn, absolutely adored popcorn,” Jackson said. Jackson started her company in 2014, the year her mother, Ruth Ford, died. “We started doing vending, it was a hobby and then we started getting more orders,” Jackson said. “... It’s been a long hard road in developing the store. The storefront is my favorite thing.” Nutmeg Kettlecorn opened at 2 Chapel St., Suite 6, in March, holding a grand opening June 4, which was Ford’s birthday.
