A bill introduced, SB 888, would allow for the recreational use of marijuana for those 21 years and older,
with certain restrictions. The bill was introduced by Governor Ned Lamont and was referred to the join committee on judiciary last month. A public hearing about the bill was held on Feb. 26 and over 140 individuals, organizations and groups gave testimony or submitted statements. The Connecticut Police Chiefs Association submitted a statement opposing the bill, citing several law

Drug Recognition Expert (DRE) may potentially assis in the evaluation of a motorist, there is presently no legal device in which to test such operators.” The current language of the bill would allow people 21 years old an above to legally possess and use up to an ounce and a half of cannabis and cannabis products. Lamont submitted written testimony for his support of the bill. In the testimony, Lamont cites the legalization of recreational marijuana in surrounding states including Massachusetts, New Jersey, Main and Vermont, and the fact that New York and Rhode Island are on track to legalize it soon.
Lamont makes the argument that developing a well-regulated market will be better for the state than enabling an illicit market.
Daly said the bill includes $1 million for state troopers to be trained as DRE, but he questioned where that leaves local departments. Daly said it seems like the approach that is being taken is to legalize it then figure it out, which he does not agree with. Daly said there needs to be a plan in place before the changes are implemented, noting there are many unanswered questions from a law enforcement standpoint. Daly said police are the enforcement arm, noting that they will follow legislation that is passed. Sibongile Magubane, commissioner of the Department of Motor Vehicles, submitted testimony in support of the bill. Magubane notes the bill amends the state statute for impaired driving and apply's administrative licensing sanctions to drug-impaired drivers.

Cheshire police Chief Neil Dryfe said he shares the concerns of the CPCA as well as having concerns as a parent. Dryfe said he has heard information that the marijuana may be more potent than was is available through illegal means currently. He noted the state is currently seeing a rise in fatal overdoses and doesn’t think this is the appropriate time for such a bill to be passed.
Southington has one DRE trained officer in their department of 70 members, Chief Jack Daly said. To get an officer certified as a DRE is a lengthy process and the course is not available often, he noted.
by including in the per se process those operators who do not have an elevated blood alcohol content, but who are found to be operating under the influence based on specific tests of behavioral impairment.”Wallingford Police Chief William Wright also shared the same concerns as the CPCA, especially marijuana intoxicated driving and other health aspects the use would present. The CPCA also noted concerns about quality of life issues for marijuana complaints.

“We can no longer stick our heads in the sand,” Lamont’s testimony states. “Cannabis is currently, and will be increasingly available to the residents of Connecticut.”
”The state has seen a 10 year upward trend toward drug overdoses,” Dryfe said last week. “I don’t know that legalizing any drug is a great idea at this point.”

We could connect with nature and be together – at a safe distance. Kids harvesting tomatoes, octogenarians pulling weeds, and families working together. It’s beautiful.” The church shares the harvest with their church members, including homebound parishioners. Chapman said the excess is donated to the Greater Waterbury Interfaith Ministry, which runs a daily lunch program and active food pantry in Waterbury.

cause I was not going to bundle up our stinky belongings each week, stuff the bag in my car, drive 20-minutes away, stuff our stinky things in a washer, sit and wait, lather, and repeat. Nope. I did that when I was single. I lugged laundry down three flights of stairs and up again each week. So, I don’t know if I tasked hubby with that one or if he chose it. I just know when he would walk out the door each week, he looked like eco-Santa as he shouldered this giant-size green sack. Ho-ho-ho. Once we bought a house here in Cheshire, we wasted
no time in getting a washer and dryer. I remember it well. We went to the store, signed up for a Maytag washer and dryer and then waited impatiently for delivery day, much like grandparents waiting on a newborn baby. (I never told you about grandparents when it came time to have the kid? Well, that’s another story.)
the garage door to the basement and pointed to where the appliances should go, the delivery men didn’t say a word, they kept their distance. Hubby didn’t have to explain further as he went back to bed, leaving the men to do what they needed to do.
The day the washer/dryer delivery guys were scheduled to come, hubby and I had both come down with a major case of the flu. It was horrible. We could not get out of bed. Alright, I could not get out of bed. When the doorbell started ringing, somehow hubby crawled to the door and with his last ounce of strength, managed to squeak out, “flu” to alert the crew. When he opened
In case you wondered, yes, he continued to do the laundry. That is, he continued to do the laundry until he did not anymore. You see, I was not aware of “how” the hubby learned his laundry skills until one day when I happened on his laundry magic in action. It was enlightening. You see, it seems the hubby learned while in college and never progressed past that. Remember all
That’s an awesome hubby.
those trips to the laundromat during the first years of marriage? He must have banked all those quarters. He certainly didn’t spend them. You guessed it. Yes, one humongous pile of laundry equaled one humongous load of wash. It didn’t matter that linens and flannels and silk blouses and red socks were all in one load. It didn’t matter that flannel sheets and delicate skirts were together, a combo worse than chocolate sauce on hot dogs. Finally, he didn’t understand that adding sweaters in with polyester blankets and throws would accumulate pilling faster than a slot car on a downhill track. The lint trap was a disaster.
Try as I might, I couldn’t get him to change his ways.

He was as stubborn as a mule. He would not budge. He would not listen to me, to the laundry tutorials on YouTube and in magazines, nor would he follow the directions on how to properly wash clothes from the sticker on the underside of the washer lid. Can you venture a guess what happened from there? Yes, I took over washing. You know, I have a funny feeling that was his true aim. What do you think? Contact me at jvanderlek@ record-journal.com.

Paycheck protection The White House announced targeted changes to the Paycheck Protection Program (PPP) that will provide minority-owned businesses, “momand-pop” businesses, and very small nonprofits with access to the support they need. Self-employed and sole proprietors can now use gross
income (versus net income) to calculate the PPP loan amount, increasing potential loan size; Business owners behind on their federal student loan payments are now eligible for PPP loan forgiveness; Clarification that non-citizen small business owners who are lawful U.S. residents can use an Individual Taxpayer Identification Number (ITIN) to apply for the PPP; Small business owners with prior non-fraud felony convictions are no longer excluded from applying for PPP loans. Visit sba.gov to read the announcement and learn more about the steps that are being taken to promote equitable access to this important program. The SBA website also includes
tools to help you get matched with a lender or find lenders in your area. Unless the federal government extends the deadline, the PPP will expire on March 31.
Blood drive In the 20 years since Katherine Toce died from aggressive brain cancer at the age of 11, her family has raised thousands of units of lifesaving blood for other hospital patients in need. That remarkable work will continue on Saturday, March 20, from 8 a.m. to 1 p.m., at the Cheshire Masonic Temple Lodge, 9 Country Club Road.
To date, about 3,800 units of blood have been donated at blood drives in Katherine’s honor. For patients in the emergency room, fighting cancer or facing a lifethreatening illness, help can’t wait. Blood donations are essential. Healthy donors are needed now to ensure that patients have lifesaving blood products available for emergency and everyday medical treatments. For being a vital part of the Red Cross mission, all who come to give at this drive will receive an exclusive T-shirt, while supplies last. See Briefs, A12

Cheshire resident Sandra Centerino has found success as Submitted photo a “Positivity Practitioner.”
Podcast helps spread positive message By Joy VanderLek The Cheshire Citizen
Sandra Centerino calls herself a “Positivity Practitioner” and her goal is to spread positive energy everywhere she can. It’s an approach to life she has taken for a long time. “Life is like a playground. If you’re not having fun, you’re not doing it right,” the Cheshire resident said. Over the years, Centerino has launched a number of initiatives to help others. “I am into missions and projects,” she said. “I start things that make a difference.” Centerino adopted computer technology early on and recently turned her skills to new endeavors. As she mastered the art of video and podcasting, people came to her for help. Her business “Real Women Go Live,” launched in 2015, allowed her to share her knowledge and empower other women. “I loved it,” said Centerino, a married mother of two grown children. “Since 1991, I’ve been connected to the internet ... I can even remember dialing
into AOL,” Centerino wrote on her website, adding that she was the first “cool mom” to have a Facebook profile. “Today I am still fascinated with everything social media-related, especially video and podcasting.” A firm believer that a positive mind begets success, Centerino began a podcast called “A Dose of Positive Energy.” Since 2017, she has recorded more than 1,000 daily uplifting messages for her listeners. The “flash briefings” are done in pintsize capsules averaging two minutes and can be found on iTunes and Amazon. One reviewer, Tracey Otsuka, called the podcast “inspiring, fun and positive.” “When I hear from someone, it energizes me. It fills my tank up,” the podcast host said. Centerino said she always wondered where she got all her energy from, and on a friend’s suggestion, had herself tested. She was diagnosed with ADHD at age 50. “It opened my eyes,” she said. At this point in her life, Centerino said, “I am not retired. I have slowed down.” See Podcast, A21

. . . HERE ARE THIS WEEK’S NOMINEES . . . LUCA MANGE GINNY CURELLO SHEEHAN HOCKEY
CHESHIRE HOCKEY
We did a double-take when the stats came in from Sheehan’s 9-1 win Sunday night over Guilford. Luca Mange had two assists. Then we did a triple-take: Mange had three assists! Normally, such robust play-making is not unusual for a team that averages nearly six goals a game. The catch is, Mange is a goaltender. And consider: The NHL record for goalie assists in a single game is three, set by Calgary’s Jeff Reese in 1993.
Her coach says she’s the best goalie in the league and the best goalie Amity-North Haven-Cheshire girls hockey has ever had. And to think that the goaltender in question, Ginny Curello, is only a freshman. Curello has the Blades at 4-2-1. Her most epic games so far have actually been in defeat, both to unbeaten West Haven-Sacred Heart Academy. She had 42 saves in her varsity debut and 43 in last Saturday’s 3-2 OT loss.
ANTHONY NIMANI
GRACEY MASSICOTTE
Platt’s Anthony Nimani is getting on a lot of radar screens this season, and rightly so. Still only a sophomore, Nimani has an all-around game. His numbers tell it game in, game out. Nimani posted a triple-double in Wethersfield on Feb. 27 with 11 rebounds, 11 points and 10 assists. This past Friday night in Newington, Nimani notched 11 rebounds, 8 points, 8 assists and 3 steals as he and the Panthers won their third straight.
Maloney junior Gracey Massicotte returns to the AOTW spotlight after an All-Record-Journal fall season in volleyball. In that sport, as a setter, Massicotte makes the plays that set up others to deliver the points. In basketball, it’s the other way around. Massicotte, for a second straight season, is leading the Spartans in scoring. She went off for 27 last Tuesday against Bulkeley/SMSA, hitting five times from 3-point range.
BRETT SHELDRICK
NATALIE PANAGROSSO
First-year senior Brett Sheldrick has been a tremendous addition to an already solid Southington swim program. Coming over from his club program, Sheldrick has helped the Blue Knights get out to a 5-0 start, both individually and as part of relays. He’s won seven races — three in the breaststroke — and swam on eight first-place relays. Adept at all strokes and distances, Sheldrick has won in the IM and 50, 200 and 500 freestyles.
After having their season delayed by quarantine, the Trojans made up for lost time with seven games in two weeks. In each of those games, Natalie Panagrosso scored in double figures. The senior center, who is going on to play at Colby-Sawyer, entered the week averaging a team-high 13 points after Friday’s 17-point outing versus North Haven. She’s also a key rebounder, pulling down 14 boards the game before in Branford.

QUALITY WATER
From A18
Earlier projects Centerino launched include the nonprofit CUREchief Foundation, a program she managed with the help of her family.
Regional Water Authority personnel recently installed a backflow prevention valve at RWA's South Cheshire Wellfield. On average, RWA supplies 43 million gallons of water a day to a population of approximately 430,000 people in 15 south central Connecticut municipalities. To meet the need for clean water, RWA runs four state-of-theart surface water treatment plants, maintains over 1,700 miles of underground pipes, manages more than 27,000 acres of watershed land, conducts 110,000 drinking water tests per year, and safely operates a myriad of equipment. Pictured, from left: Ronald Bonenfant, Jared Johnson, John Kronkaitis, Eric Loper and Pat Moran. Submitted
When Centerino’s childhood friend began receiving treatment for cancer, the CUREchief Foundation made fashionable and comfortable head coverings and gave them away to those battling the disease. Her husband and daughters were heavily invested in the foundation, which continued successfully for more than a decade.

Following that venture, Centerino and her daughter began to produce affirmations on Post-it notes and sticking them everywhere. That project turned into “Say it Forward,” a line of greeting cards and messages.
Welcome to On The Menu.
And Centerino finds time for a few of her other passions, too. “My name means helper,” she said, adding that she enjoys supporting her church, St. Bridget’s. She initiated a digitally savvy “Holy Spirit” team during COVID, which, in turn, launched online services and programming for the congregation during a time when access was limited. It was rewarding to be part of the team, she said. “I continue to find pleasure in small things and helping others.” Connect with Sandra Centerino via Telegram, an online messaging service.
