Residents’ input wanted on plan to modernize school buildings

A LITTLE TIME OUT

Record-Journal staff

The School Modernization Committee is looking for residents' input as it prepares to make final recommendations to the town on how best to update district buildings and provide for a projected increase in enrollment.

After the major snowstorm that kicked off the month of February left the area, Sue Porter, of Prospect, came out to enjoy a sunny day at Mixville Recreation Area. She was accompanied by her two therapy dogs Phoenix and Luna. Prior to the pandemic, the dogs were frequent visitors to area schools and rehabilitation centers. See more snow photos inside, page A11.

This month the committee will launch a phone survey and also solicit information through an online survey. The committee's announcement explains the survey this way: The town “invites you to participate in this survey about the modernization of Cheshire Public Schools including new construction or renovation of buildings, adding modern technology, and updating learning spaces. Your input, whether you have children in the public schools or not, will help guide decisions over the years ahead.” Responses are strictly confidential. See Schools, A6

In addition, residents and business owners can take an online survey until Feb. 26 at 5 p.m. Links to the survey can be found at cheshiresmc.questionpro.com or the town homepage at cheshirect.org.

Enrollment is projected to grow according to a population study released by Milone & MacBroom last fall and increased enrollment also has been seen in classrooms during the past academic year with an increase of 80 students in kindergarten through sixth grade since October. As to the age of the facilities, schools range from 50 to 109 years old. In its statement announcing the survey, the School Modernization Committee said it "encourages every citizen and business person in town to participate in this process by answering the survey call; your input is important." Over the course of two recent meetings, the group went through the specifics of two proposals. The first of the two plans would include replacing Chapman Elementary School with a new, larger building and a full renovation of Dodd Middle School at a combined cost of approximately $159.4 million: the new elementary school would be about $70 million, and a full Dodd renovation would cost about $89.4 million. Two subsequent phases could also renovate the other three elementary schools and Cheshire High School as well. The second plan involves building a new middle school for grades six through eight as well as a new elementary school, built on the current Chapman Elementary School property. (Sixth grade would be moved from the elementary level to middle school to free up space at the elementary level.) This plan would cost approximately $160 million. The cost of the middle school is estimated at about $128.1 million, and a new Chapman school on the Chapman property would be about $33.2 million. The next School Modernization Committee meeting is scheduled for Wednesday, Feb. 17 at 7 p.m.

School budget increase gets BOE’s approval February is American Heart Month: Now Is the Time to Focus on Your Heart Health!

The Cheshire Board of Education voted on Thursday, Feb. 4, to send Superintendent of Schools Jeff Solan’s recommended budget to the Town Manager as-is. Solan’s proposal calls for $78,487,052 in funding, which represents a nearly $4 million increase from last year’s operating budget.

According to the proposal, a majority of increased funding is reserved for replenishing the medical benefits fund, which was depleted over the course of the last year due to higher-than-expected medical insurance claims. During multiple budget workshops this year, officials

have explained that the town and the school district have been experiencing high number of insurance claims related to diabetes, hypertension, and other ailments that have drained the fund almost entirely. Few of the claims have been COVID19-related.

Heart disease and stroke cause 1 in 3 deaths among women each year – more than all cancers combined. The good news is, up to 80% of cardiac and stroke events may be prevented with education and action.

According to Solan’s budget, $1.87 million, or 48.2% of the overall increase request, is needed this year just to replenish the account.

Consulting Cardiologists is here to help! Meet our newest team member, Dr. Allison Padegimas, who specializes in cardiovascular disease in women.

The recommended budget will now be sent to Town Manager Sean Kimball and then onto the Town Council for review. — Record-Journal staff

COMMENTARY

I knead to figure out this bread-making situation By Joy VanderLek The Cheshire Citizen

I’ve been baking bread this COVID winter. It has been a challenge to say the least. I will admit, I am not good at it. The process isn’t necessarily hard, but understanding a bit of food chemistry is helpful. Luck probably has something to do with it, too. My mother used to make bread, several times a week in fact. The house always smelled heavenly. She would change it up, too. She would do something different every now and then when she would braid the bread. That was fancy. I remember help-

ing her at least once. I also remember the dough “proofing” in the gas oven and seeing how high it rose. It seemed like it took no effort at all. How hard could it be? Apparently, the process is harder than I originally thought. So far, my bread has come out, hmmm, the hubby calls it “dense.” The kid says “inedible.” Well, then. I call it country rustic. In my first go round, I don’t know where I went wrong, but once the ingredients were mixed and I was supposed to “knead” the dough, I pulled a muscle in my arm. It was like trying to wrestle asphalt. I finally managed to shove it into a greased pan

Aside from that, I have gone out and bought fresh yeast (I understand this is an important ingredient) and I picked up a bag of King Arthur bread flour. It’s white. The crumb looks really good. That’s about it. “Dense,” the kid pronounces and puts it back on the counter. Hubby pretends he has something to do and slinks out of sight. (What happened to “for better or worse?”) I am optimistic that if I use it for breakfast toast with raspberry jam, it will be delightful. Wrong. It has no taste whatsoever. I am sad. Here we go again. This time, I have concluded that to See Joy, A10

and get it into the oven. That was another problem it seems, as the golden-brown bread I was expecting, was instead a deep, deep chocolate brown and hard as a rock. The recipe instructs you to “knock on the bottom” of the bread. If it sounds hollow, the bread is done. I could have used mine as a drum – definitely a door stop. So now I know my oven runs hot. I make sure to turn down the heat next time. I

It smells like bread outside.” Yes, we are having a sensational time. That is until the bread cools and I slice it.
